District 38: a closer look at finances

Having looked at the races in District 37 yesterday, I know you’re waiting with bated breath for the really important one here in District 38 which will come at the end. (Always leave them wanting more.)

As opposed to the competition going on in its western neighbor, many District 38 denizens have their Delegates already all but selected. Barring a successful write-in campaign, both Delegate Carl Anderton, Jr. and Wayne Hartman will be representing their districts in January.

So let me review the parameters: I have pored over the campaign finance reports from each candidate submitted to the state Board of Elections beginning with the 2017 annual that covers from January of 2016. From there I subdivided contributions into five loose categories:

  • Donations from individuals within the area. For this exercise, the “area” is defined for both local districts as an address with a 216xx or 218xx zip code. Yes, the 216xx zip area is well outside the 38th District but it allows me apples-to-apples comparison with District 37 hopefuls – and there really aren’t a significant number of them, anyway.
  • Donations from individuals outside the 216xx and 218xx zip code area.
  • Donations from businesses within the area. Included in the definition of businesses are LLCs, LPs, and PAs.
  • Donations from businesses outside the area.
  • Donations from PACs. As a way of simplifying this, this also includes transfers from other campaign accounts, and (at my discretion) certain entities that were recognizable as similar to a political action committee, including larger businesses, unions, and governmental entities.

Having these all categorized and built into a spreadsheet, I can figure out several things: proportion of donations coming from each group, proportion of donations inside/outside the area, and an average donation. In many cases, I can compare and contrast candidates – but not always. Read on and you’ll find out why.

House District 38A:

Incumbent Republican (since 2010) Charles Otto vs. Democrat Kirkland Hall, Sr.

For Charles Otto:

  • 2 donations from individuals in area for $525
  • 1 donation from an individual outside of area for $250
  • 2 donations from businesses in area for $450
  • No donations from businesses outside of area
  • 6 donations from PACs and other committees for $4,600
  • Average donation: $529.55
  • Cash on hand (bank account balance) – $15,361.57

Because of one huge PAC donation of $2,500 skewing the results, just 16.7% of Otto’s money came from inside the area, with only 4.3% coming from outside the area and a whopping 79% from PACs and other committees. Out of the 21% coming from individuals and businesses, 13.3% was out of individual pockets and 7.7% was from local businesses.

Since 2010 Charles has had an outstanding loan to his campaign for $22,500. But as you can see, Otto doesn’t make a great effort to supplement his campaign with fundraising – it’s almost like an accident when someone sends him a check given that he’s only had 11 in over 2 1/2 years. Being his treasurer is almost as easy as being mine was.

Having said that, though, Otto is far more circumspect than his opponent.

This is what I found for Kirkland Hall. The first link is a screenshot taken of his most current campaign finance entity, taken yesterday on the Maryland SBE site. The second link is a different screenshot of another open – but considered inactive – campaign finance account for Kirkland Hall. This would appear to be a successful run for the Somerset County Democrat Central Committee. Unlike what I did for my three runs, apparently the account was never officially closed.

Hall has sent in ALCEs for 2 of the reporting periods, so we don’t have financial details of his campaign. But here’s the important issue – Hall is now overdue on his campaign finance reports for two consecutive reporting periods, the latest expiring in August. Enough days have elapsed since the first one was due to incur the maximum $500 fine, and he’s $180 and counting for this most recent period.

Note he was also a scofflaw on the 2018 Annual Report before fimally filing, with another $500 fine that was paid. And it’s not like he wasn’t warned about the May report. Yet the Hall campaign has been actively seeking financing during the time they were delinquent:

And as I can attest, his opponent doesn’t have “big money” flowing into his campaign – unless you count one $2,500 donation that came from the Maryland Farm Bureau PAC. But we don’t know how much Kirkland has because they’re not being forthcoming with their information. Could this be an intentional oversight as this is his campaign’s third offense?

On the other hand, the situation is much calmer in the other two District 38 subdistricts.

House District 38B:

Incumbent Republican Carl Anderton, Jr (since 2014) is unopposed.

For Carl Anderton:

  • 98 donations from individuals inside the area for $9,318
  • 12 donations from individuals outside the area for $2,350
  • 13 donations from businesses in area for $3,750
  • 4 donations from businesses outside the area for $1,500
  • 15 donations from PACs and other committees for $5,250
  • Average donation: $156.11
  • Cash on hand (bank account balance) – $21,048.02

58.9% of his money came from inside the area, with 17.4% coming from outside the area and 23.7% from PACs and other committees. Out of the 76.3% coming from individuals and businesses, 52.6% was out of individual pockets and 23.7% came from businesses.

However, once it became obvious that Carl would not have an opponent his fundraising has all but ceased – since the 2018 report came due in January he’s only picked up a total of $1,850.

House District 38C:

Incumbent Republican Mary Beth Carozza opted to run for Senate, leaving an open seat. Wayne Hartman won the June 26 primary and is only opposed in the General Election by write-in candidate Ed Tinus – one of those Hartman defeated in the primary.

For Wayne Hartman:

  • 83 donations from individuals inside the area for $31,255
  • 16 donations from individuals outside the area for $5,920
  • 45 donations from businesses in area for $29,208
  • 5 donations from businesses outside the area for $2,329
  • 1 donation from PACs and other committees for $1,000
  • Average donation: $464.75
  • Cash on hand (bank account balance) – $3,477.58

86.7% of Wayne’s money came from inside the area, with 11.8% coming from outside the region and 1.4% coming from a different committee. Out of the non-PAC money, 53.3% of his funding came from individuals and 45.2% from businesses. (Those numbers again fall short of rounding correctly.)

Much like Carl Anderton, Wayne all but ceased active fundraising after the primary. Unlike Carl, though, he still got some big checks – only 7 donations netted Hartman $5,550 – which has kept him in the black for his future plans.

Write-in Ed Tinus has mainly filed ALCEs since he began his campaign account in 2014; however, Ed stepped up his game to file a formal Pre-Primary 2 report that showed he contributed $40 to himself but spent $2,605 to leave himself a negative balance of $2,565.

So the undercard is complete – now comes what you’ve all been waiting for:

Senate District 38:

Republican Delegate Mary Beth Carozza (since 2014) is challenging Democrat Senator (since 2010, Delegate from 2006-2010) Jim Mathias.

For Mary Beth Carozza:

  • 518 donations from individuals inside the area for $112,287
  • 122 donations from individuals outside the area for $23,366.06
  • 79 donations from businesses in area for $44,589.38
  • 18 donations from businesses outside the area for $11,305
  • 45 donations from PACs and other committees for $30,288
  • Average donation: $251.51
  • Cash on hand (bank account balance) – $140,987.98

For Mary Beth, 70.7% of her money came from inside the area, with 15.6% coming from outside the area and 13.7% from PACs and other committees. Out of the 86.3% coming from individuals and businesses, 61.2% was out of individual pockets and 25.2% came from businesses. (It rounds off wrong again.)

This is a sea change from her initial campaign, which saw Mary Beth receive a great deal of money from outside the district from her erstwhile cohorts in Washington, D.C. In the 2014 campaign I wrote:

In her first report that covered the inception of her campaign to the initial days of 2014, over 70% of her funding came from out-of-state, mainly from the Washington, D.C. area and Ohio. Those Ohio connections, as well as work for Maine Sen. Susan Collins, proved valuable in the category of federal committees, as Mary Beth received money from the Buckeye Patriot PAC, Dirigo PAC, and Promoting Our Republican Team PAC, as well as the campaigns of Mike DeWine, Steve Stivers, and Pat Tiberi. DeWine is a former Senator from Ohio who is now the state’s Attorney General, while Stivers and Tiberi currently serve in Congress representing parts of the state.

It appears that Mary Beth has since established the local connections to compete in this race against perhaps the most well-funded incumbent in this portion of the state.

For Jim Mathias:

  • 469 donations from individuals inside the area for $91,115
  • 178 donations from individuals outside the area for $43,127
  • 157 donations from businesses in area for $82,339
  • 106 donations from businesses outside the area for $34,914
  • 301 donations from PACs and other committees for $124,610
  • Average donation: $310.57
  • Cash on hand (bank account balance) – $273,873.43

Jim collected 46.1% of his money from inside the area and 20.7% of his funding from outside this region. More importantly, Mathias collected 33.1% of his donation total from PACs and other committees, including a number of his General Assembly cohorts. (Rounding is off again.) Out of the non-PAC money, Mathias picked up 35.7% from individuals and 31.2% from businesses. It’s perhaps the most well-rounded report of any I’ve done in terms of equality of sources between individuals, businesses, and PACs.

With the exception of the brief Pre-Primary 2 period, though, Carozza has outraised Mathias among local individuals in each reporting period. On the other hand, among individual donors from outside the district Mathias has outgunned Mary Beth almost 2-to-1 with a significant amount from connections from the area surrounding his hometown of Baltimore.

From a business standpoint, Carozza has ate into Jim’s longstanding advantage and outraised him among local businesses in the last reporting period. She’s also negated his advantage among out-of-district businesses over the last three periods.

The biggest fundraising advantage Mathias enjoys, then, is the many thousands of dollars he has received from PACs over the last 2 1/2 years. It’s not that Carozza hasn’t received PAC money, but dozens of PACs in and out of the state have been handing over checks to Jim for several years, building up an intimidating war chest. (One interesting donation: ask the progressives if they appreciate Jim getting a check from the NRA. He did – $500 on January 3, 2018. Or ask the NRA if they really want to give money to someone with Jim’s overall voting record.) But Carozza, unlike Jim’s previous opponent Mike McDermott, has the money to compete in what may be the most-watched race in this part of the state.

Considering that Mathias has more in his bank account than the total of all the other candidates in both District 37 and 38 outside the 38th Senate race, and Carozza isn’t far behind (you would have to exclude Johnny Mautz and his $96k war chest to make it about even) and you can see where the focus will be.

Thanks to the much better interface of photo captioning I’ve adopted since my WordPress update awhile back, this one can literally be handled with photos, captions, and text. You get all three in one gooey, chewy, oh-so-sweet and ooo-ey mishmash of photos that will basically take you through my day – except for the tired feet.

This was the scene when I arrived about 10:45.

I wonder who pulled the strings to get Jim Mathias the plum spot up front. If you were coming this way to a corporate tent or the Crab Trap, you had to walk by.

Inside, people were getting set for the show to begin.

This is almost like a class photo. I’m sure 20 years from now, these runners will be looking at this, laughing, and wondering whatever happened to some of these nice folks.

Runners assigned here had a LONG way to travel.

The Crab Trap is a relatively new idea. It’s sort of a cross between a corporate tent and an after-party, and for a $20 premium you could enjoy the day from there.

Before I get too much farther, I could kick myself for not getting a photo of those doing the cooking. They are the heroes of the day and don’t get thanked enough for a hot, nearly thankless task for which they still willingly volunteer.

Speaking of thankless, volunteer roles…

You know, it’s a good thing this truly isn’t up for election. Could you imagine a split ticket winning that one?

I didn’t see Yumi at Tawes (not that I would necessarily be able to pick her out in the crowd) but I saw her husband make the rounds. More on that in a bit.

Luckily it was still before 11 when I took this – whoever was in charge of slapping up signs had a lot to do!

As the 11:00 hour rolled in, people were still busy getting ready for the crowds.

The Somerset County GOP was getting their tent space set up with plenty of signs and stickers.

It was at that point I realized that even 13-year veterans can make rookie mistakes: I left my box bottom in the car. A box bottom is a key component for Tawes because it serves as your food tray and (for some) a place to festoon with campaign stickers.

So on my way out I got a shirt. First time ever.

They had a good selection of shirts this year. I picked out a nice blue one.

By the time I trudged my way back in after a good half-mile round trip, I saw that food was already being served.

These seem like long lines, but most of them went fast and I have seen longer. I think having the runners has cut down on wait time.

So I found my way to the Somerset GOP tent and crashed their party. While I was there, Lieutenant Governor Boyd Rutherford was already making the rounds. I took a few photos but with a bright background from a tent in the shadows they didn’t work well.

After I finished eating, I spied these two guys – part of a modest contingent backing unaffiliated U.S. Senate hopeful Neal Simon. They were circulating petitions at Tawes to get Simon on the ballot.

Now this photo is nowhere near as important as a photo Neal put out Wednesday with the aforementioned Governor Hogan. And I’ll get to that in a little bit, too.

But first I ran into a guy who’s in the catbird seat – my Delegate, Carl Anderton.

With no election opposition, Delegate Carl Anderton can afford to give the thumbs-up.

He was just the first of a whole host of political and semi-political folks I got to chat with over the next 3 hours or so as I wandered around. There are some people who take “all you can eat crabs” as a challenge, but I’m to a point where I can barely make it through what I’m given in one trip to four lines, none of which are crabs.

Yes, it is campaign season. And since Wicomico County (and its media) are prominent there, you see a lot from our candidates.

In an indication of what was to come, Boyd Rutherford was rather popular.

Smaller groups chatted with the more local and regional politicians.

While Delegate Chris Adams (on the left in white) has one general election opponent for the two seats of District 37B, even that guy admits Adams and Johnny Mautz (who was also there) are prohibitive favorites to return to Annapolis.

Because State Senator Jim Mathias had his own tent, the group at the main Democrat tent was smaller. It wasn’t exactly a blue wave.

Regarding the Democrat tent: I did get to meet and say hello to Jesse Colvin, who is the Democrat opposing Andy Harris. He had his wife and baby boy with him (he was the holder) so I opted to skip the photo of Colvin. I will say he doesn’t seem to have the spunk and gift of gab that Allison Galbraith – who I met at Tawes 2017 – does, but perhaps that’s a military trait. Still, I would be interested to see debates between Harris, Colvin, and Libertarian candidate Jenica Martin. (I’m not sure if she was there – I know Andy was a little busy, as were federal counterparts Chris Van Hollen and Ben Cardin.)

There were a number of business tents as usual, but they didn’t seem to draw a lot of interest. It seems anymore that the Tawes event is used as a company picnic of sorts.

I’m going to return to the subject of business tents later as I wrap up, but in taking the photo I saw a person I wanted to meet. In fact, in speaking to him I found out he’s visited this site a time or two.

This is one of the few times you’ll see someone to the right of me, if only in a visual sense. Actually, Neal Simon and I had a nice conversation.

In speaking to Neil I found out he had gotten the Hogan signature I alluded to above at the event and that he was going to make the announcement about having the sufficient number of petition signatures the next day, which was yesterday. He just told me to keep it under my hat until the time came, which wasn’t a problem since I had other things to write on and it was pretty much a fait accompli anyway.

Next up, though, is my favorite picture.

You just gotta like Carol Frazier. That’s all there is to it.

It gives me a chance to say thanks to one of my biggest fans and supporters. And speaking of such, I had the opportunity to see someone I hadn’t seen since Turning the Tides five years ago. It’s just a shame I neglected to get a picture of Cecil County Council member Jackie Gregory, a longtime friend and supporter of monoblogue. Even Delegate Kathy Szeliga saw me and gave me a greeting hug.

But when it comes to big fans and supporters of Tawes, I’m not sure anyone beats Bruce Bereano.

If this guy ever stops coming, I suspect they could have Tawes in the Food Lion parking lot.

For those politicians whose district doesn’t include the region, this is the place to hang out and eat. I think the Crab Trap idea was inspired by Bruce’s tent since people could see the political in-crowd live it up and wanted a version for their own.

He may have pissed off various swaths of the Maryland electorate for various reasons, but the people don’t seem too upset at Governor Hogan here. Maybe a little bit of a smaller group circling him, but still significant.

I shouldn’t pick on Crisfield, since our former County Executive Rick Pollitt is their city manager. He stopped and said hello with a warm handshake.

This is one of the strangest sights, although I’m sure it’s the way of the news business these days: talking to a camera on a tripod.

It didn’t seem like the media was all over like before, but I saw all three local stations: WBOC channel 16 (and their associated FM radio station) and WMDT channel 47 out of Salisbury as well as WRDE channel 31 from Rehoboth Beach, Delaware – now that was a trip from one side of the peninsula to the other. I also saw channel 7, which I think is out of Washington, D.C. I know there were print and radio reporters as well, but they did their jobs in places I wasn’t, aside from WRDE who wanted to speak with Simon as I was talking to him.

In the last three Democrat campaigns for governor (2006, 2010, 2014) I witnessed their favored or chosen gubernatorial candidate walk into Tawes surrounded by a posse of supporters clad in campaign shirts to help rouse support. However, Anthony Brown skipped Tawes in 2014 since it was by then post-primary – his blue shirts came the year before.

Regardless, the lack of campaign savvy on the Jealous team was very apparent – few supporters and not much engagement. It was almost like Ben used the event as a photo-op but the optics weren’t nearly as good as they should be in an area that’s heavily minority and majority Democrat. Even I quickly worked my way up to say hello and express a concern I had, as I did later to Governor Hogan.

Finally, I’m glad I helped convince this guy into coming – or maybe he already made up his mind and likes to humor his supporters.

Hopefully Tony followed a little bit of my advice: I told him to not just concentrate on the circle of tents in the back but go and speak to the people in the pavilions up front. And this is where my commentary on Tawes begins.

Earlier I alluded to the business tents, and in the last few years I’ve noticed it’s been pretty much the same businesses and entities are present at Tawes, and they bring a particular group of people to the event. Needless to say, the political entities also bring their own supporters and hangers-on as well. All of them stay pretty much within an area that’s bounded by the tents and the food lines up front. Of course, with the Crab Trap and addition of food runners over the last few years, Tawes has gotten to a point where one doesn’t have to come out from under the tent to partake in the event.

On the other side, behind the AFSCME local that always camps out by the restroom building and the City of Crisfield tent, is the portion of the main pavilion where those who are there simply to eat and socialize with their friends go and sit. They have their own DJ, they’re not far from the bathrooms, and in my travels I notice it’s more of a minority gathering – it’s almost like that’s where the locals stay and they let the out-of-towners have the other side. That’s where I advised Tony to go, and it’s not a bad idea for any candidate. (Toward the end I found Mary Beth Carozza over there doing a radio spot so I presume she had been through there, too.)

In my years doing the Tawes event, one of the benefits I enjoyed about it was the opportunity to speak with people from the other side. For the ten years I sat on the Central Committee and was active in the local Republican club, I obviously saw the local Republicans once or twice a month and my GOP friends from around the state twice a year at the convention. On the other hand, if you were a Democrat and a friend of mine (or a candidate with whom I wanted to place a face with the name, such as Jesse Colvin or Ben Jealous), just about the only time I got to see you was at Tawes. And even though I haven’t been nearly as active on the GOP side of late, the same still holds true on the Democrats’ side. For the most part I have no animus with them aside from their short-sighted political views.

Unfortunately, there isn’t the mixing of people on a political level like there used to be and a similar phenomenon is beginning to take place at Tawes as groups become more insular. Surely there are people who never set foot outside the Crab Trap or Bereano tent from the time they arrived to the time they went home, and that’s sort of a shame. I have no idea on the attendance figure, but I think it may have been lower than in past years – on the other hand, there may have been people I never saw hiding in their safe spaces.

Unfortunately for a person like me, 2019 looks to be a year dull as dishwater politically. Sure, we may have some Presidential campaigns underway on the Democrat side but you don’t see a lot of them represented at Tawes and it would be a shock to see a Joe Biden, Elizabeth Warren, et. al. walk through those gates. It’s not a statewide office election year, and in 2020 Maryland will have no Senate race. All that leaves is Congress, and whatever Democrat opts to step up. It’s pretty thin gruel.

I don’t want to say the event is past its prime, but I suspect there are diminishing returns for a politician who isn’t statewide or represents an area outside the 37th or 38th District. To make things a little better there, we need to recall what we have in common, not what divides us.

Thoughts on 3rd Friday – April 2018 edition

The beauty of having a blog is that I don’t have to be in any hurry to post what, to others, may be old news by now.

Yes, this month’s Third Friday is a hazy weekend past and normally about this time I would be starting my wrapup of the monthly Republican Club meeting. But since I don’t play as much in the political game (and I had a previous commitment anyway) I was someplace else tonight. (Apparently I missed the annual legislative wrapup this evening, but it doesn’t matter because I’m working on the real legislative wrapup called the monoblogue Accountability Project. What do you think I spent a good part of my weekend doing?)

Digression aside, on Friday evening the family and I went downtown for a little while to see what we could see.

The parking lots were about full, but it didn’t seem like that translated into a lot of people on Main Street. It was a nice gathering, but I’ve seen wall-to-wall people down there, too.

One business that has seemed to be down there month after month is Zockoll Pottery. Now I’m a little biased because I know Brent through church, but he’s quite the artisan and even tossed a little bit of clay while he was down there. His business is slowly recovering from a fire that damaged his studio around the holidays.

As I strolled up Main Street to the top of the hill, it seemed to me the crowd was a little thinner. Granted, we arrived about 6:30 or so, thus the sun was going down and it was cooling off rapidly. Also, there’s been a bit of a change in the setup where the area that’s being closed off has increased to the first block of Market Street so the focus of Third Friday is geographically shifting a bit to the west.

The photo probably doesn’t do this justice, but this is where the bubbles were coming from. Sometimes there’s been a food truck down there but this is also where the Jaycees sell the beer. It’s an unusual setup to have such a large open container section since there are two blocks of space where people may imbibe.

The band of the month was a staple local cover band called Tranzfusion.

The musical choice was one of the more unusual ones – normally they don’t do a straight-ahead classic pop cover band. Normally they choose something in a more alternative or acoustic vein, but these guys kept a decent crowd nearby. Wasn’t completely my thing but that’s quite all right.

Back in the day Third Friday used to be more ambitious with multiple music groups on two or three stages, but in recent years they’ve settled on the single stage of the Plaza for music and maybe some other act (like a youth dance group) on the courthouse steps. One thing that I’m going to be curious about regarding downtown development is whether Third Friday will eventually be relocated to focus the music on the amphitheater that’s under construction – alas, that location doesn’t leave a lot of space for artisans unless they are placed across the river.

Not much was up on North Division Street this particular Third Friday.

The event that would make good sense based around the amphitheater is the “Fridays at Five” event (like the last one from 2017 that I attended in this North Division Street location.) That is a gathering where such a focal point would enhance the event. (The same goes for First Saturday, which I’ve always managed to miss. Half the time it’s held inside anyway.) I think there will be some events held in and around the amphitheater this summer as a dry run for the National Folk Festival.

Suzanah Cain, running for District 4 County Council, was one of several candidates at Third Friday. By the way, she’s not in the photo because she was circulating as a good politician would.

While Third Friday’s physical location lies just outside the district, both County Council District 4 hopefuls were pressing the flesh. I saw Josh Hastings out walking around, while I got to at least introduce myself to Suzanah Cain before I left. At the time she was standing with the guy in the ultimate catbird seat, Delegate Carl Anderton. (The third in the confab was one of my favorite Democrats, Sarah Meyers – so it was a reach across the aisle.) Also making his rounds was Clerk of Courts candidate Bo McAllster, who I saw for the second time in less than a week. He had his wife and two kids in tow.

One place I didn’t stop by and say hello was the Republican Women’s booth. (Honestly, I’m not sure which of the two local groups was there. I’m sure someone reading this would tell me and break my you-know-whats for not dropping in.) But this was while I was still walking with Kim – shortly after she stopped and I kept going until I got to the band – only to turn around and see she was talking to Carl Anderton, who I had seen a couple minutes earlier and said hello to walking by. (Turnabout is fair play, I suppose.)

Anyway, we checked out the scene and departed as things were already breaking down about a half-hour before the scheduled (but informal) 8:00 close of festivities. Seeing them bail early was the second part of the foundation of my theory that the crowd was less.

A final thought: in years past this particular Third Friday date would have been a lead in for Pork in the Park. But for just the second time in over a dozen years, there was no Pork in the Park in April. (In 2014 it was held in May because it would have fallen on Easter weekend.) A few months back Wicomico County finally decided to pull the plug on that event to concentrate on the WIcomico County Fair, which is held in the same location.

You could couple that somewhat official excuse with the cyclical nature of food-related events. Even the venerable old Delmarva Chicken Festival that had dated from the 1940s ran out of time a few years ago and was – ironically – folded into the former Wicomico Farm and Home Show and rebranded as our county fair in 2015. It’s sad because Pork in the Park was one of my favorite weekends of the year until they ruined it by being greedy. That began in 2012, which was the year they alienated half their food vendors, and then a couple years later Pork in the Park doubled down by charging a hefty admission fee. Anyway, to get a “do you remember when” back when Pork in the Park was a premier event, here is a nice walk around video from 2012 (with a cameo from Jonathan Taylor of Lower Eastern Shore News – watch from the beginning and you’ll see him.) After those spectacular failures and the loss of the KCBS competition, it was never the same. Even worse, the event that succeeded it with KCBS (Pig and a Jig, down in Snow Hill) also seems to be no more.

But the demise of Pork in the Park and the former Salisbury Festival a few years apart means that two staple events of the so-called spring shoulder season are no more. The Wicomico County Fair is held in the traditional late-summer slot one would associate with a county fair, while the Salisbury Festival is being rebranded as the Downtown Salisbury Festival and they will try it in early June, when the june bugs are in OC.

With those cautionary tales in mind, we will see how Third Friday fares as the years go on. Has it reached its peak like all these other events did?

The state of the ballot

Is it just me or is the 2018 primary season just not that exciting?

The reasons it could be just me are both an accident of geography and the fact that something is missing. Since we moved again last year, I’ve returned to County Council District 5. If you are a voter there of either principal party, you have very little to choose from on a district level: we have one Republican running for County Council (incumbent Joe Holloway, seeking a fourth term) and one person for school board (incumbent John Palmer, who we Republicans appointed a few years back. Bear in mind school board is non-partisan.) The poor Democrats in my district don’t even have a candidate.

In fact, unless you live in County Council District 1 and are a Democrat, there’s no need for a primary to whittle the field for County Council. Both parties found the requisite two candidates for the at-large seats, and all district incumbents who chose to run (John Hall of District 4 did not) except Ernie Davis in District 1 are unopposed for their spots. The Democrat primary in District 1 decides the seat, since no Republicans ran there.

That District 1 race will be interesting as it features three familiar names. Marvin Ames ran for the seat last time around and was third in a three-person field. More than likely that will be his fate yet again as he takes on the incumbent Davis and the former Salisbury City Council member Shanie Shields, whose district there overlaps to a great extent with the County Council District 1 boundaries.

Council Districts 1 and 4 have the best school board races as well, as there are three contenders for that position. To be perfectly honest, I don’t know if there’s a primary runoff for the position to whittle three candidates down to two or if it’s left to voters in November. I think the latter course of action is more prudent, particularly since more unaffiliated voters would be involved in a non-partisan race. There are four vying for the two at-large spots, which would reflect the County Council at-large race – so it’s likely that’s how a primary would proceed. Having an elected school board is a new process, so there’s no experience to back it up.

I mentioned earlier that something’s missing: well, that would be me. The ballot looks strange without my name on it for the first time in twelve years. But they found – for the third cycle in a row – thirteen Republicans to run for nine spots on their Central Committee, and the Democrats (who are showing their segregationist roots) feature the same number but split among five women and eight men for four spots apiece. (If you are keeping score, Republicans have four women in their thirteen-candidate field, the most in recent history. When I was first elected in 2006, we had none.)

I can’t speak for the Democrats, but the GOP Central Committee is assured of some significant turnover. Only four of the nine elected four years ago are seeking another term, as is appointed incumbent Nate Sansom – a.k.a. the guy who I recommended for the job when I left. If just one of them loses the WCRCC will be a majority of “new” people, although most have been involved with the party for several years beforehand. It also means I’ll cast multiple votes for the position for the first time – nothing against my peers, but in a race such as that you better believe I bullet-voted just for myself. This time I may cast a half-dozen or more as a sort of referendum on job performance.

Now I haven’t even discussed some of the bigger, statewide races. That boring primary in my County Council district extends to those who happen to reside in the state District 38B end of it, where Carl Anderton will be elected by acclamation. Those Democrats still have nothing to do in the adjacent District 38C (which overlaps into that Council district) because none ran there – my Republican fellows, on the other hand, have a great four-person race to attend to. On the other side of the county, District 37B Republican voters have a four-person race they get to whittle down to two, and Democrats in District 37A pit the incumbent Sheree Sample-Hughes against fellow Democrat Charles Cephas. (There’s also a Republican in the race for the first time in eight years.) Meanwhile, on a State Senate level, the fields are already set.

For all their bluster, Republicans who were upset with Larry Hogan as governor couldn’t put their money where their mouth was and find a primary opponent (like Brian Murphy in 2010 against Bob Ehrlich.) At least there are GOP candidates for the other two statewide slots, so neither Peter Franchot nor Brian Frosh get a free pass.

As for Democrats in the governor’s race, having a governor who governs from the center means they are positioning themselves just as far-Bernie Sanders-left as they can go. I don’t think there’s a conservative atom in their collective bodies, although to be fair I don’t know all of their positions. If they have any conservative ideas, they hide them well.

It’s also interesting how many Democrats signed up for the “I’m the insurance policy in case Ben Cardin crumples over from a coronary” part of the ballot. (Based on name recognition, the winner in that case could be Chelsea Manning, the artist formerly known as Bradley.) There are eleven Republicans in that race as well although none of them have thrilled me yet to put my support behind them like a Jim Rutledge, Dan Bongino, or Richard Douglas did. And considering none of these eleven had a current FEC account, voting for one may be an exercise in futility – in their defense, though, the FEC only reports quarterly so this doesn’t yet reflect 2018 results.

So pardon me if I have to suppress a collective yawn for this election, particularly given the tendency for both parties to govern in a manner that’s reminiscent of two teenagers fighting over who’s going to go out and wreck Dad’s car. They may not know the result at the time, but that’s what’s going to happen if they win.

The deal with ‘misinformation’

Over the last week or so we’ve been treated to some of the most furious backpedaling we’ve ever seen. I don’t know if it’s the same elsewhere in the state, but the Eastern Shore delegation has been taking an earful from constituents about a bill with the innocuous title “Public Safety – Extreme Risk Prevention Orders.” But that’s not the bill’s original title: as first introduced it was “Seizure of Lethal Weapons – Lethal Violence Protective Order.” Unfortunately, the bill still deals with seizure and arguably does little to promote the safety of the public.

Arguing there “has been some misinformation” about this bill, three members of our local delegation (Chris Adams, Carl Anderton, and Mary Beth Carozza) issued a joint statement vowing that if certain defects aren’t fixed, they won’t back the bill when it comes back from the Senate. Of course, that makes the assumption that the majority in the Senate won’t just pass this unmolested and dare Governor Hogan to veto a bill many in his party detest. (Hint: he won’t. It may not be graced with his signature, but he won’t veto it.)

We’ll come back to Hogan in a moment, but in the last few days since the vote we have heard many excuses from the GOP, most of whom voted for the bill. It doesn’t take the cake of Delegate Barrie Ciliberti co-sponsoring the bill then changing his vote to be against it (unless that change is made for some arcane parliamentary maneuver) but much of the blame has come from being “misinformed” or being “led to believe” Second Amendment groups were behind this. There is an argument to be made that there is so much information being thrown at these elected officials (with this year’s docket exceeding 3,000 bills to be considered over a 90-day period) that mistakes can be made, but then one has to ask: what else are they missing? “You know, the bill sounds good, and it IS public safety…”

It should be noted, though, that the Judiciary Committee in the House did a complete bait-and-switch on this one, perhaps seizing on the hot-button topic of the Parkland shooting. HB1302 was completely gutted and replaced by the Judiciary Committee that the original sponsor (Democrat Geraldine Valentino-Smith) doesn’t sit on. That event happened between the initial introduction and the House hearing, but the bill was marked up in committee on March 12. It passed by a 12-4 vote, and notably several Republicans did not vote on the bill in committee: Delegates Susan McComas, Neil Parrott, and Deb Rey were excused, and Delegate Trent Kittleman abstained. The other four (Joe Cluster, Paul Corderman, Glen Glass, and Michael Malone) voted against it; however, Cluster and Glass were absent from the third reading vote and Malone voted in favor of the bill. Of those on the Judiciary Committee, only Corderman and Parrott voted no.

It’s patently obvious to me that the House Republicans were trying to appeal to the so-called popular opinion that everything gun-related is bad. They read the tea leaves and newspapers and everywhere you turn you’re being assaulted with anti-Second Amendment propaganda. Yet out of our local District 37 and 38 delegation, the only Republican with a really difficult race is Mary Beth Carozza and that’s because she’s opted to try and advance to the Senate. (Valid question: will this vote tip the scale to another NRA endorsement for Democrat Jim Mathias? Ask the liberals in District 38 how they like his receipt of NRA money.) The other Republicans either voted no on HB1302 (Charles Otto) or have stiffer opposition in the primary than they do for the general election – Adams and Mautz have two primary opponents but only one Democrat is in the race.)

Yet this brings up another point about the top of the ticket. Last night I did a bit of research and remembered the 2014 election – you know, that one Larry Hogan shocked the state and won? Well, a significant part of the reason was carrying the suburban counties like Anne Arundel, Baltimore County, and Frederick with over 60% of the vote (collectively, since he was 59% in Baltimore County) and blowing out Anthony Brown in the rural areas with anywhere from 65 to 82 percent of the vote. That made up for soft numbers in the D.C. region and Baltimore City.

The problem Larry Hogan has this time around is twofold, and has a little bit of irony to it: for a Republican to succeed nationally in the cause of limiting government he has to put a chill in Maryland’s economy. Thanks in no small part to the Trump administration, Larry Hogan will be lucky to get 35% in Montgomery County – compared to 36.7% last time. That may not seem like a lot, but out of 300,000 votes losing a 2% share is 6,000 votes.

You can argue, that’s fine, he won by 65,000 the first time. But what if his reversal on the fracking ban costs him 10% of his vote in Western Maryland? The three westernmost counties combined for about 70,000 votes last time and were a significant portion of his victory margin. That could be another 7,000 votes. Taking a similar share from an Eastern Shore upset at his Second Amendment stance and early cave on phosphorous regulations could be another 10,000 votes lost. Without touching the suburban counties, we’ve eroded 1/3 of his victory margin and the rest may come from Democrats who decide to stay loyal and vote for their candidate. (Fortunately for Hogan, the Democratic field seems to all be trying to leapfrog left of each other so turnout may not be as great as the Democrats think they will get. The biggest break Hogan has received in this cycle was not having to contend with either John Delaney or Peter Franchot, either of whom would probably have easily won the nomination against this field.)

Simply put, there are a lot of people who held their nose and voted for Larry Hogan the first time in the hopes he would govern as a conservative. Well, they were surely disappointed and the fear is that they just stay home this time around: why bother voting when you have the same results regardless of which party is in charge, they say. Perhaps it’s an information silo I reside in, but I often see people claiming they won’t vote for Hogan this time (meaning they’ll likely stay home or skip the race) but I never hear of a Democrat who voted for Brown being convinced the Republican is doing the job and will get his or her support. Most Democrats I hear from already voted for Hogan last time.

So this gun bill has really exposed some fissures in the state GOP, and the party brass has to hope their electoral hopes don’t fall through the cracks.

A day to honor great, Divinely-inspired wisdom

It may not be as apparent to the average American as “vacation day” patriotic holidays like Memorial Day or Independence Day, but today a small band of Salisbury residents came to City Park along the Wicomico River and celebrated the 229th anniversary of the signing and delivery of our nascent Constitution to Congress for approval. Once approved, it was sent to each of the thirteen colonies for ratification (Delaware was first, on December 7, 1787) and by the middle of the next year the requisite nine states had ratified the document, which was not yet amended with the Bill of Rights. (That would come a few years later, in 1791.)

So I arrived fashionably on time and was pleased to see the turnout.

It seems like there were a few more people than last year’s gathering, and I think the morning start time (as opposed to afternoon last year) may have had something to do with that.

We were presented with a proclamation from Salisbury mayor Jake Day reiterating that the city would be celebrating Constitution Day today. Day is one of the few who could stand and say he was actively defending the Constitution as an Army officer on active duty.

The event also was the culmination of an essay contest where the top two winners were present to be honored with a certificate from the Maryland General Assembly, presented by members of the local delegation Mary Beth Carozza (who was speaking), Christopher Adams, Carl Anderton, and Johhny Mautz. The winning entry was read by Carys Hazel of Mardela High School, with runner-up Nathaniel Sansom of Salisbury Christian School also present to receive his award.

The keynote speaker was Wicomico County Sheriff Mike Lewis.

I wasn’t really at the Constitution Day event to give blow-by-blow coverage, but I used the photos to both set the scene and cue up my own remarks, with the address Sheriff Lewis gave as a jumping-off point. Mike spoke at some length about the role of the military overseas and their fight against radical Islam. Certainly I understand the reason that they have embarked on such a mission, but to me it also begs a pair of questions for which we need an honest answer.

To a varying extent, the nation has been on a war footing since 9/11. In that time we have adopted the PATRIOT Act and sent thousands of troops overseas to fight against the proxy forces of radical Islam: the Taliban in Afghanistan, the Saddam Hussein regime in Iraq, and the Islamic State known as ISIS (or ISIL.) But the first question I have is: where does the balance tip too far toward security at the expense of the liberty afforded to us in the Constitution?

This question isn’t really new, either: during the Civil War (or War Between the States or War of Northern Aggression, if you prefer) President Lincoln suspended the writ of habeas corpus and arrested members of the Maryland General Assembly to prevent them from meeting as a means of preserving the Union. Eight decades later, President Roosevelt interned Japanese-Americans as a result of their ancestral homeland’s attack on American soil. In both instances America was in an active war within its borders or territories, but against a nation-state rather than an ideology as we are today. However, being in a state of war such that we are should not be an excuse for excess and there are many who have pondered the “War on Terror” and its response in the PATRIOT Act and whether the government is using this Long War as a flimsy excuse to consolidate power.

The idea of the government consolidating power leads to the second question: are we truly following the Constitution anymore or is this all just lip service?

Surely there are some who believe the Constitution has been eroding practically since the ink dried on the parchment. Whether they point to Marbury v. Madison being the moment where the judiciary became the most powerful of the three branches, the Civil War being the death knell for state’s rights since they no longer had the right to secede if they were dissatisfied with the nation as a whole, or the Sixteenth and Seventeenth Amendments that gave the federal government taxation authority on individuals specifically prohibited in the original and ended the practice of state legislators electing Senators to represent their interests in Washington, there are a fair number that think we need to start over – perhaps with a Convention of States, otherwise known as an Article V Convention. (Years ago I contributed a couple ideas for new amendments, which are still sorely needed. Back then I had good discourse, too.)

I don’t want to get into the weeds of determining the merits or problems of such a convention, but the fact that there are people who believe the Constitution needs a tune-up to fix excesses on one side or the other bolsters the argument that the government we have now is not the one originally envisioned by those men who toiled during the spring and summer of 1787 to write a replacement for the Articles of Confederation that the United States was bound to for the first decade or so of its existence. Granted, the Article V method is one prescribed in the document but there’s no guarantee the amendments proposed would pass or the resulting Constitution any better for the people.

So the occasion of Constitution Day is bittersweet. Yesterday I wrote on the subject for the Patriot Post, noting that:

Contention over – and advocacy of – limitations to government based on constitutional principles has become a theoretical exercise at best, perhaps in part because few understand the ideas and arguments that were made during the drafting of our government’s founding document.

Those who have sworn an oath to enlist in the military or (in my case) to take public office know that we swear to support and defend the Constitution as opposed to an oath to the United States. This is a clear distinction because the interests of the United States may vary by whoever occupies the offices of government at the time, but the Constitution is the set of ground rules which are supposed to define our nation. The key reason I resigned from the Central Committee was because I could not trust the Republican presidential nominee to support or defend the Constitution – rather, I believed he would tear the GOP from what few limited, Constitutional government roots it had remaining. Thus, I felt as a public official that supporting him was a violation of the oath I swore to the Constitution.

Many of those same men who pledged their lives, fortunes, and sacred honor to the American nation and survived the war that brought us independence were those who argued and debated the contents of the pieces of parchment that we consider our supreme law of the land. I pray that a group that is just as divinely inspired can lead us back to a nation that more closely reflects the intentions of these earliest Americans with respect to restoring a government that seeks the consent of the governed, and that those who are governed understand their responsibility in the equation as well. The fact that so few seem to have this inspiration or the desire to take this responsibility as citizens seriously may be what was most troubling about this day in the park.

WCRC meeting – July 2016

It’s not all that likely people know that the woman who is probably Salisbury’s most famous widow – Mitzi Perdue – had such an interest in politics. We got to hear about that and her support for Donald Trump during our meeting Monday night.

Once we dispensed of the introductory business, we turned the meeting over to her and Perdue spoke for more than a half-hour on a number of topics – or as she called them, “things on my mind.” She was very pleased to see several younger people in the group, pointing them out as “VIPs” among us.

But after recommending the new Dinesh D’Souza movie “Hillary’s America,” saying “you’ll love it,” Mitzi revealed that she had been for Donald Trump “a long time.” She related a story that many were familiar with: the renovation of the Wollman Rink in New York City. It was a project the city had tried and failed to do for several years before Trump convinced the city of New York to give him a $3 million budget and six months to get the job done. Not only did he do so, but he made a profit. “I want somebody who is really competent,” said Perdue, “and cuts through the red tape.” It went along with her belief in smaller government and lower taxes.

Yet while Mitzi had a longstanding interest in politics, telling us “politics attracts me,” she could never take the step into running for office. It was so “incredibly tempting” though that she decided to enroll in campaign school. But there she learned that a candidate’s primary job was to deny their opponent’s identity, and she could not run under that condition. Perdue lamented the fact that campaigns aren’t about honesty or truth, pointing out the 65,000 negative ads run against Trump. As “a writer by trade,” Perdue thought “the amount of distortion was staggering.” She added her belief that Trump was “a product of where he came from,” as he grew up in Queens.

In addition, Mitzi related her opinion that in this election we are “up against an extinction-level threat.” While she asked the response of several in the room about their most important issues – and got solid answers such as illegal immigration, radical Islam, the economy, and so forth, she considered our national debt as the biggest threat. Citing a book by Reinhart and Rogoff called This Time Is Different: Eight Centuries of Financial Folly, Perdue contended that when debt becomes too great, it brings about the end of nations. Because Donald Trump “understands balance sheets,” Mitzi believed he could best address the issue. “I want a businessman who knows how to say ‘no’,” she explained.

But when Perdue was asked about illegal immigration, she noted the research that shows all the new jobs this century accrued to immigrants, which led to stagnant wages. “Labor is a commodity,” said Perdue, who also noted that, while immigrants are paying $13 billion a year in taxes, they are using $100 billion in services. “I love that (Trump) is for our citizens,” she said, adding that’s in part because “we don’t protect our borders.” A border wall is “very doable” with modern technology, she added. As an further benefit, it would slow the drug trade. “My hatred of drugs is unending,” Perdue explained.

Her next campaign task was going to be difficult, though: she was seeking a position she had contemplated as a national coordinator of volunteers. This person would evaluate the skills and aptitudes of those who wanted to work for the Trump campaign and give them appropriate tasks. Since Mike Pence had a slightly different strategy, Mitzi thought the job may not pan out.

A final question dealt with coordination between the campaigns of Trump and Maryland’s U.S. Senate hopeful Kathy Szeliga, but it morphed into a discussion about credibility since President Bush had used up a lot of his during his term of office. “Trump is cut from a different cloth,” said Perdue. As for the coordination (in particular signage) that may be up to the state and local parties.

It was an interesting talk, more or less aimed at people not sold on Trump – that would be me. Perhaps I will address this at a later date.

As for the meeting, I was pressed into service to give the Central Committee report. So I updated the club on the Board of Education, an upcoming local fundraiser for Kathy Szeliga to be held on August 20, and progress in planning the Lincoln Day Dinner.

Delegate Carl Anderton gave us an update, assessing that “everything is going great,” and that his immediate agenda would be that of trying to get local priorities funded in next year’s budget as he meets with the budget secretary.

Other issues Anderton found important were the impact of the Maryland Department of the Environment and of Obamacare, particularly the “numerous issues” constituents were having if their Obamacare plans lapsed due to non-payment. If it was a choice between that and cable, “stretch the cable bill,” said Anderton. Overall, he believed “the Lower Shore delegation is busting their humps” for us.

Speaking on the Department of Natural Resources, Joe Schanno pointed out two upcoming issues would be Sunday hunting and controlling the deer population because our area was seeing more frequent car vs. deer accidents.

We learned that we would have a GOP headquarters in the same location the Trump headquarters occupied, with the opening in late August – perhaps coordinated with 3rd Friday. Speaking of that event, Shawn Bradley stressed the need for volunteers at the GOP table there.

We “may need more volunteers” for the Crab Feast September 10, added Jim Jester. The club also authorized a package for sponsorships, which will shortly be available along with tickets to the event.

Regarding our two local womens’ Republican groups, Michelle Bradley reminded us the Greater Wicomico Republican Women would next meet August 11 at Adams Taphouse, with Delegate Christopher Adams being the featured speaker. For their part, the Republican Women of Wicomico will come off their summer break with a Brew River lunch meeting on September 7 with county Chair Mark McIver speaking, then have their Constitution Day gathering on the 17th of September, said Ellen Bethel.

Nate Sansom gave us a rundown on the local Teenage Republicans, who will get back together in August and plot out their strategy to work with both the Trump and Szeliga campaigns.

We also heard from Don Murphy, who came to thank the Central Committee for its support in sending him to the convention as a delegate. He noted that he “had never seen as much contention and dissention” at any other convention he had attended as he had seen during the Rules Committee fight. And while he was one of maybe 7 or 8 from Maryland who voted against the rules, he was one of those who did so as a Trump backer. “What Ted Cruz did was wrong,” added Murphy.

Yet as contentious as the GOP gathering was, Murphy believed it was “not even close” to what the Democrats were experiencing. “Hillary is our common enemy,” Don concluded.

So it was a very interesting meeting. The next one is slated for August 22 with a speaker to be determined.

WCRC meeting – May 2016

The fact that Memorial Day occurs on a somewhat rare fifth Monday of the month this year provided the WCRC with an “extra” meeting this year, and they took advantage by scheduling something that’s becoming a tradition: the annual Legislative Wrapup. All six Republican members of our local delegation (from Districts 37 and 38) were invited – but thanks to a number of calendar conflicts, only two of them came. It was ladies’ night for the delegation as Delegate Mary Beth Carozza and Senator Addie Eckardt gave their accounts of the recently completed session. (Delegate Chris Adams made the attempt to stop by, but came just after we wrapped up.)

So once we did our usual Lord’s Prayer, Pledge of Allegiance, and introduction of distinguished guests, Eckardt got the meeting underway by praising the state’s $42 billion budget, which needed no new taxes for balance. The reason for this was that the Hogan cabinet was finding more efficiencies in their respective departments, enabling the state to become more business-friendly. One way they were doing this was through fee reduction, although Eckardt noted that some Democrats were fretting that fees were getting too low. Yet the budget allowed for a reduction in the structural deficit and did not feature a BRFA, the omnibus bill where spending mandates are often buried. This year’s spending had “full transparency,” said Addie.

But the push to reduce taxation was one goal of the Augustine Commission, explained Addie. Sadly, the broader tax reform package could not pass thanks to the question of passing a package mandating expanded paid sick leave – despite the fact changes to the earned income tax credit would have helped thousands of working Maryland families that I thought the majority party deigned to represent.

On the other side of that Augustine coin, Addie continued, was the idea of being responsive to constituents; to “change the tenor of government.” This went with a drive to bring things to the county level, as Addie noted “local control is important to me.”

One complaint Eckardt had about the session was the “crusade to get the Red Line back.” It led to the passage of what’s known as the “Maryland Open Transportation Investment Decision Act of 2016.” (I call it the “Revenge for Not Funding the Red Line in Baltimore” Act.) While the bill overall is terrible, Eckardt noted it was amended somewhat to give local jurisdictions a little more priority.

And while she was pleased Wicomico County would be receiving an additional $8.7 million from the state for various projects, Addie was more passionate about a series of initiatives to bolster mental health and combat addiction around the state. She was also happy to see the Justice Reinvestment Act pass, which was a bipartisan effort at criminal justice reform. The state was also doing more to address mental and behavioral health, particularly since she claimed later in the evening it took someone who was addicted and incarcerated two years to re-integrate fully. This led to a discussion about what the state and local governments were doing to deal with the issue of homelessness, to which Muir Boda revealed the city of Salisbury would be embarking on a Housing First program modeled after one in the state of Utah.

Between Eckardt’s main presentation and the later discussion about mental and behavioral health issues, we heard Delegate Carozza’s perspective. She began by praising the club for being a group of workers and doers when it came to advocacy, with the optimistic view that “this is our time…Governor Hogan is turning the state around.” But that was a process which would take at least eight years, said Mary Beth. As an aside, she also believed that Kathy Szeliga was “the candidate that can win” the U.S. Senate seat, which would also lay the groundwork for Larry Hogan’s re-election campaign.

Both she and Eckardt, added Carozza, were in the position to support the budget thanks to their respective committees. They could succeed making suggestions for “walling off” funds for supplemental budget proposals, of which there were two or three each year. And while this budget allowed for what Carozza termed “a well-rounded tax package,” only a minor tax break for Northrop Grumman made it through. But the “good news” out of that was that it was making Mike Busch and Mike Miller talk about tax relief, making it a stronger possibility we may see some in 2017.

As for some of her priorities, Carozza was happy to see the bomb threat bill she sponsored make it through the General Assembly in its second try. (A similar proposal was introduced by then-Delegate Mike McDermott in 2013, said Mary Beth.) She commented about how the broad community support, combined with the “sense of urgency” provided by a series of bomb threats making the news earlier this year, allowed the bill to pass easily. Another bill she was happy to shepherd through was the ABLE bill, which allows the disabled to save money for dealing with their medical-related expenses without jeopardizing their means-tested benefits.

She also stressed that killing bad bills was a part of the job as well, citing the defeat of the poultry litter and “farmer’s rights” bills where she praised Delegates Carl Anderton and Charles Otto as they “led the charge” against those measures. Mary Beth also took the unusual step of personally testifying against the assisted suicide bill and worked to amend the sick leave bill to exempt more seasonal employees. On that bill, she predicted “we’re going to see it again next session.”

Even after hearing all that information, we had some business to do, like the treasurer’s report and Central Committee report that Dave Parker delivered. He called the recent state convention the “get over it, people” convention, noting the party seemed pretty well unified afterward. Even local radio host Don Rush had difficulty finding disunity among a group of Republicans who were his guests last Friday, Parker added. On the other hand, “Hillary can’t close the deal” on the Democratic side.

I added my two cents about the convention to his report, pointing out the National Committeeman race was perhaps the biggest bone of contention and that was relatively minor. But the Fall Convention may be interesting because we will be electing a new Chair, and the question is whether it will be someone who will work more for Larry Hogan’s re-election or to bolster the GOP numbers in the General Assembly. A Hogan win, I added, would make redistricting the key focus for the second term – personally, I think we should strive for single-member districts and Eckardt agreed based on its impact to minorities.

Shelli Neal updated us on the Greater Wicomico Republican Women, who would be holding their next meeting June 16 at Adam’s Taphouse. They had two tickets to the Tawes Crab and Clam Bake in Crisfield to raffle off as part of a membership meeting for the newly-christened organization.

Another fairly new creation was the Wicomico Teenage Republicans, which had “a great start of a club” according to Nate Sansom. While their next meeting was slated for this coming Friday, they planned on taking a summer break and reconvening in August once school started back up. With a group of “passionate people, happy to be involved,” Sansom believed his group would focus on statewide campaigns like Kathy Szeliga’s as well as the local We Decide Wicomico campaign for an elected school board.

Representing the statewide College Republicans, their Chair Patty Miller was hoping to reach each county Central Committee at one of their meetings over the next few months and “see what they need from us.” Her first stop will be this week in Calvert County.

Jim Jester reminded us the Crab Feast would be September 10, but stressed the need for more volunteers – particularly to handle admissions and the silent auction.

Shawn Jester pointed out the WCRC Scholarship winners had a brief story in the Daily Times. But, since the subject was volunteering, he was also looking for people to help out at Third Friday, which we missed this month because no one was available. On that note, a signup sheet was passed around. (We will also need help for upcoming events such as the Wicomico County Fair, Good Beer Festival, and Autumn Wine Festival.)

After all that discussion, and seeing that we had a legislative update where the topic wasn’t addressed, I added one thing to the conversation. General Assembly Democrats sponsored a large number of bills this year that mandated spending. To me, this is an effort to handcuff Larry Hogan when it comes to budgeting but also leaves less room for tax reform. Many of these bills may become law without Hogan’s signature, but they will be law just the same. It’s an issue that I think needs a strategy to address, perhaps a reverse BRFA to eliminate mandates.

We are going to try and get the guys who didn’t show up this month to come to our June meeting, so stay tuned. It will be June 27.

Missing in action?

Each day now I receive an e-mail of news clips from Allison Meyers, who is with the Hogan for Governor campaign. I don’t read every one but I peruse a number of them and one of the items the other day was from Calvert County regarding four legislators out of 26 statewide who are being honored by the American Conservative Union at the upcoming CPAC event.

Needless to say, I had to check the list to see who was on it. Unfortunately, none of our local legislators made this list of 26 – they are among the 38 Republicans who did not make the cut of an 80 percent rating. (And you thought I was the only one who rated legislators based on voting record?)

Just to save you some of the agate type, here are the scores our local delegation received, in rank order:

  • Christopher Adams (R – House 37B) 78%
  • Charles Otto (R – House 38A) 78%
  • Johnny Mautz (R – House 37B) 72%
  • Carl Anderton (R – House 38B) 67%
  • Mary Beth Carozza (R – House 38C) 67%
  • Addie Eckardt (R – Senate 37) 50%
  • Jim Mathias (D – Senate 38) 43%
  • Sheree Sample-Hughes (D – House 37A) 33%

Eckardt was the lowest Republican in the entire General Assembly, while Mathias was tied as the top Democrat in the Senate for the second year in a row. [I also found 2014 ratings. Last year Mike McDermott would have received an Award for Conservative Excellence (90% or better) while Jeannie Haddaway-Riccio was due an Award for Conservative Achievement (80%-89%).]

In looking at the ACU list, many of the bills also found their way into the monoblogue Accountability Project; however, my list is a little more broad since I took 22 floor votes and include the budget. But if my memory is correct the ACU and I saw eye to eye on every bill they scored so I would have had a perfect 100. (The only one to do so.)

Normally when Republicans fall down my list it’s for one (or more) of three reasons:

  1. They vote for bloated spending bills. I haven’t liked a budget yet since I began the mAP, so voting in its favor always works against them. I’m leaning against this year’s budget only because I think 5% growth is excessive.
  2. Civil libertarian laws. Two key examples this past year were marijuana and civil forfeiture. I’m for stopping crime but if someone can brew their own beer they should also be able to grow their own marijuana. Regulate it like alcohol. Meanwhile, government greed is leading them to police for profit rather than safety.
  3. Environmental bills. They get too cozy with the Chesapeake Bay Foundation and other backers of Radical Green. Let the regulations in place have a chance to work before dreaming up new stuff.

So I was a little disappointed to see none of the local legislators make the list, although had they had two more bills to score Adams and Otto may have made the 80 percent threshold. But it is tough to score well in any such rating system so hopefully we will see better in the 2016 edition.

Odds and ends number 75

It’s been almost three years since this was a regular feature on my site, but it appears I may have to bring this back to deal with all the stuff that I receive and deem to be somewhat newsworthy – just not enough to devote an entire post to. Ideally I can use it to clean out an e-mail box that gets too full of stuff that otherwise sits for awhile. As always, we’ll see how it goes but it’s been long enough that I had to go look up where I was in the series.

If you recall when I discussed the state convention last week, Maryland National Committeeman Louis Pope was pleased with the national GOP’s fiscal situation and it was also announced that the state party was finally out of debt. So it’s interesting to find out our national Democratic counterparts are doing what they do best: spending money they don’t have. Even with Martin O’Malley still in the race, they can’t just raise taxes to cover the difference.

It’s doubtful that Hillary’s campaign will be hurt, but Democrats are also salivating over retaking the Senate as the seats won by the GOP in the first TEA Party wave of 2010 come up for re-election in a Presidential year. That’s where a shortfall could come into play.

Speaking of the state convention, the sponsor of the amendment which actually stripped the voting rights of three auxiliary organizations now questions his own standing in introducing the amendment in the first place. It’s the ultimate in do-overs, but we have to ask whether he would have been as honest had the proposal passed.

Now Tony Campbell wants a special convention to right what was made wrong.

In discussing this with a former Chair, one thing that I learned is that seldom does an individual vote matter on the Executive Committee – there is rarely a time when a vote is close enough to make a difference. The only instance he could think of where a vote was close like that was the vote of no confidence in former Chair Jim Pelura back in 2009. That was still a relatively lopsided vote, 20 to 10, but the county chairs only voted 14 to 10. It was the six leadership and auxiliary votes that padded the margin.

(It’s also a rare time of late that I cite the balky and ad-bloated Red Maryland site, but you’ll notice the reason for the exception.)

So I think we should deal with this in due course. Perhaps we can do like we do for government “shutdowns” and give the auxiliary organizations their votes later as back votes once we rectify the situation, as I know we will.

Staying with the Maryland GOP, a few days back I received a list of 61 Republican leaders throughout the state who are backing Delegate Kathy Szeliga in her U.S. Senate bid. As you may expect, there are a lot of General Assembly members on the list: locally it includes Delegates Christopher Adams, Carl Anderton, Mary Beth Carozza, and Charles Otto as well as Senator Addie Eckardt and County Executive Bob Culver. 42 of 50 Republican Delegates and 13 of 14 GOP Senators are on the list. (George Edwards of western Maryland is the recalcitrant Senator.)

But I noticed one name among the local delegation was missing: it looks like Delegate Johnny Mautz has kept his powder dry for the moment. I can’t figure out if he just didn’t want to sign or if he’s backing someone else – with his Congressional staffer connections, he would be a logical backer of Richard Douglas. Just grist for the mill.

I haven’t even started to make my mind up on the race, but I will say Kathy has a long way to go to get my support – if only because her campaign website is still bare-bones a couple weeks after she jumped into the fray. That’s the type of lack of attention to detail that can sink a campaign.

Ethanol hasn’t been in the news much lately, but I thought it was worth pointing out that one of my favorite energy writers, Marita Noon, recently detailed how Ben Carson has moved to the right side of the issue. API’s Linda Rozett adds her two cents as well, making the case that dairy subsidies didn’t work out well so neither are ethanol carveouts creating the desired effects. Look, when we have plenty of oil there’s no real need to use food for fuel, despite what the corn growers who are enjoying the artificial price support may say.

Of course, people like me who believe food shouldn’t be used as fuel tend to fall into the category of climate change “deniers.” The folks at Organizing Against America For Action are excited about events in Paris. (Not the Friday the 13th ones, although this could be just as detrimental to millions.) In an e-mail exhorting supporters to “call out” skeptics, they say:

Remember when getting an elected official to even mention carbon pollution or climate change was a big deal? We’ve come a long way.

Today, the momentum for action has never been greater. Climate change denial in America is at an all-time low, and hundreds of companies have come out to support rules on power plant pollution. As if that wasn’t enough, religious leaders like Pope Francis are insisting that there is a moral obligation to address climate change.

In just two weeks, more than 160 nations, representing more than 90 percent of the world’s carbon pollution, are joining together for an international conference to tackle climate change, while we still can.

I dare them to call me out. YOU ARE A FRAUD. We’ve been holding steady on global temperature since the turn of the millennium, and if anything the indications are we are getting colder, not warmer. Throttling back the economies of the developed world will only weaken the rest of the planet.

Yet there are people talking common sense:

Climate change deniers are trying to spoil this big moment by undermining America’s commitment to act on climate change.

Some senators, like James Inhofe and Mitch McConnell, are going out of their way to undermine American commitments. Senator Inhofe, famous for bringing a snowball onto the Senate floor as proof that climate change doesn’t exist, has committed to crash the talks and be a “one-man truth squad,” telling the international negotiators how little he believes in climate science.

Senator Inhofe isn’t alone. Back at home, climate change deniers in both chambers of Congress are working to overturn the carbon pollution standards for power plants.

Good. I hope they succeed in overturning the job-killing restrictions. Just call me the Republican uncle, except I can do more than recite talking points.

Killing – not of jobs, but of fellow public housing residents – may not be out of the realm of the 6,000 drug convicts the Obama administration is releasing, and thanks to Judicial Watch we also know that they will be welcomed into public housing. I will grant that probably 99% of them will be more or less model citizens, but that still leaves a few dozen miscreants to cause trouble. I think Judicial Watch has reason to be concerned, as do those residents who get them as neighbors. Perhaps the same sort of notice granted when sex offenders move nearby is in order, at least to start. Call it a probationary period.

Finally, let’s end on a happier note. I wrote about a similar event last year, but over the weekend we were encouraged to participate in the Made in the USA Christmas Challenge by the Patriot Voices advocacy group. While most of the electronics we use are made overseas, it is possible to purchase gifts made in America. (One familiar group has some suggestions.)

It’s worth noting, though – as of this writing, just 116 have signed up at Patriot Voices. That’s not very many patriots, so hopefully more people than that are conscious of the advantages of supporting our businesses.

So there you have it – you are more informed and I have a clean inbox. I love it when a plan comes together.

WCRC meeting – November 2015

We didn’t have the biggest crowd on a Thanksgiving week, but Delegate Christopher Adams made his points during the final scheduled WCRC meeting of 2015.

Adams was down the agenda this time, as we chose to do our usual opening routine with the exception of me giving the treasurer’s report for the absent Deb Okerblom. We slotted the Central Committee report first, which meant Mark McIver could detail the “huge success” of the Lincoln Day Dinner.

McIver chalked up the success to a couple factors: good profit from the silent auction and the use of several database lists – and 150 hand-written personal invitations – to target our advertising.

Briefly going over the state convention, McIver detailed how we heard from the three leading Republican U.S. Senate candidates. Ann Suthowski chimed in that Muir Boda was mentioned twice during the convention for his success and Mark Edney did a good job explaining the succession by-laws amendment. The Salisbury University College Republicans were also mentioned as part of the state CR report for co-hosting the Lincoln Day Dinner.

McIver also announced he would host a joint club and Central Committee Christmas Party next month.

Finally, we heard from Delegate Adams. He was pleased to see the change in government in Salisbury, which he said has more sway than he does locally.

Adams noted that with $20 trillion in debt, it was likely the GOP would win this year’s election. He suggested they make cuts to the “fourth branch,” as cost-saving measures.

In Maryland, Adams continued, the Augustine Commission determined that federal spending accounted for 25% of the state’s GDP, so government cuts would affect Maryland disproportionately. The state needed to develop an “entrepreneurial ecosystem,” he added.

Most of Chris’s message dealt with legislation he was introducing to allow counties to opt out of sprinkler system requirements once again. It’s something they’ve been asking for, Adams added, but they were up against a powerful firefighter lobby. Adams noted he had a meeting slated with the state!s deputy fire marshal.

Yet the $5 to $7 per square foot cost for a small, affordable home was one that couldn’t be added to the value. Mandates like this are putting new homes out of reach for young families,

He explained that the 2012 International Residential Code had this mandate, but prior to last year counties were allowed to opt out. Taking back local control “has to be a grassroots effort,” said Adams, and it requires action on a local level.

Adams was asked if many new home builders voluntarily put in sprinklers, but few did. He added that some states prohibit the mandate, including several neighboring states.

Mark McIver noted that the state was “taking away the American Dream…it’s bankrupting the younger generation.”

Adams was also asked about sprinker systems affect insurance rates. He believe they made little difference in the rates, because alleviating the fire risk was balanced against the leaking and water damage potential.

Finally, Adams was asked about last year’s bill, introduced by Delegate Jeff Ghrist, to address this. He noted it was late-filed, so it never got a hearing. His bill is pre-filed.

Christopher concluded by announcing he has a unique fundraiser at the OC Hilton December 12 and 13. You would get 2 nights’ stay and lunch with special guest Bob Ehrlich for one price.

Since we had a number of other state legislators in attendance, we got brief updates.

Carl Anderton spoke with Delaware officials, trying to get their perspective on agricultural issues. He also has a fundraiser coming up at the Delmar VFW on December 3.

Johnny Mautz believed “this year will be different than last year” in the General Assembly, with “a lot of activity.” Federal campaigns will drive some of that activity, so it would be up to Eastern Shore Republicans to kill bad bills as they could.

Addie Eckardt thought it would get “testy,” with pressure to spend our new-found surplus on items that were cut from last year’s budget. The idea was not to let ourselves get splintered, she concluded.

All in all, it was a nice little pre-session update – and timely, since we won’t meet again until after the session starts in January. To be exact, the WCRC will reconvene on January 25, 2016.

Tonight the City of Salisbury embarked on a new chapter in its government as its City Council changed hands. Ironically, the person running the meeting at the beginning would shortly become the city’s mayor – Jake Day wielded the gavel for the last time, departing slightly from the agenda to ask for a moment of silence for the people of Paris.

But the first to make comments was outgoing mayor Jim Ireton, who credited the “unsung heroes” who voted for him twice as mayor but “await(s) the incredible things we’ll do together” during the next four years. Ireton also noted later that changing just one person on council can make a profound difference in the body.

Jack Heath, who won election to a full term, noted he “came to know the power of the city and the goodness of its workers.” The man he defeated, Tim Spies, said the last 4 1/2 years were “good for me” and believed the city had a terrific future, with high expectations. He encouraged more people to make a Monday night of getting to Council meetings, adding afterward it was half-price burger night at the Irish Penny to cap off the evening. Public service for him was “fulfilling” with no end to opportunities, Spies said later.

Outgoing Mayor Ireton noted on Spies, “We would be well to have 33,000 Tim Spieses in the city.”

The other Council member leaving, Shanie Shields, vowed “I’m not going anywhere.” Not only would she be there for her successors, she planned on using her newfound time to make County Council meetings. In speaking of Shields, Ireton noted that the Salisbury he grew up in was a “place of 1,000 moms” and Shields was one of them. Shields, he added, reminded him never to forget our best work is ahead of us.

Noting the overflow crowd in the garage of Station 16, Laura Mitchell also hoped they would stay involved. “I would love to see more of this.” Day wrapped up that portion of the evening to noting Council had “exceeded my expectations.”

Ireton and Day, with help from Delegates Christopher Adams, Carl Anderton, and Sherrie Sample-Hughes, and Senator Jim Mathias, presented certificates to Shields and Spies. Anderton also revealed to the audience that Governor Larry Hogan had come through his cancer treatment successfully and was deemed cancer-free, which brought rousing applause from the gathering.

Once those who were leaving were honored, it was time to turn the page and swear in the new members. The Council went first, then Jake Day, with his wife and daughter by his side.

Our featured speaker was Comptroller Peter Franchot, who let us know “I’m a huge fan of Jake Day.”

In his relatively brief remarks, he praised Salisbury as “a city on the rise” with “fresh talent (and) new energy.” We were crucial to the state’s economic fabric, concluded Franchot.

The Council did have a little work to do, though: electing officers. In what turned out to be uncontested votes by acclamation, Jim Ireton nominated Jack Heath to be Council president and Muir Boda nominated Laura Mitchell to its vice-president.

Once again, we heard remarks from the new Mayor and Council. Day made a laundry list of promises, concluding with a vow “we will give you a Salisbury we can be proud of.”

It was noted that Muir Boda had won after multiple tries for office, to which he responded, “I’m finally here.” Even though it was a long process for Boda, he was nowhere near as emotional as April Jackson, who choked up when she said, “I wish my dad could be here.” A well-known community leader, Billy Gene Jackson died earlier this year. Once she regained her composure, she told the crowd, “I’m ready to go. Not to go home, but to get to work!”

As the new Council President, Jack Heath said mutual respect and inclusion was “his pledge.” Once he spoke, he rapped the gavel and declared the meeting to be adjourned.

Because it comes on board at this point in the year, the Council will get to ease into its duties a little bit – the city’s budget isn’t due for a few months. But we will have crime and economic development to deal with, and that’s a pretty full plate as well.

I think they’ll do just fine. To wrap up, here’s a guy I’m proud to call friend, Muir Boda, and his wife Briggit.

It took six years, but I’m pleased my support finally helped make him a winner. My advice to him? Get used to having your picture taken.

To borrow a phrase from Delegate Carl,Anderton, let’s get to work!
