The perils of redistricting

I noticed on the news the other day that my home state of Ohio had its proposed Congressional redistricting map tossed out by a 4-3 Ohio Supreme Court ruling, with the Republican chief justice joining the three Democrat justices in claiming the map was, “a plan that is infused with undue partisan bias and that is incomprehensibly more extremely biased than the 2011 plan that it replaced.”

I’m going to be the first to admit that the Ohio Republicans in 2010, after being infused with the energy of the TEA Party, made it their mission to wipe out Democrat representation. One memorable piece of gerrymandering was shoestringing the Toledo-based Ninth Congressional District (my former home district) along the south shore of Lake Erie to the edge of Cleveland in order to place two Democrat representatives, Marcy Kaptur and Dennis Kucinich, in the same district. When both sought the seat in 2012, Kaptur prevailed and all but ended Kucinich’s political career.

So the Republicans have to go back to the drawing board, and in an interesting twist of state law, maps that pass without bipartisan support may only be left in place for four years. And the Ohio ruling gave yet more ammunition to Democrats to claim we need a national standard – enter my old uber-regressive friend Rick Weiland, who e-mailed me to say:

Republicans are only months away from rigging a decade of elections.

In 2016, the Democratic governor of North Carolina won re-election with 51% of the vote, the same year Donald Trump won the presidency with slightly less than 51%. Yet, even though Democrats are winning approximately 50% of the votes statewide, they’re still ending up in a permanent minority in the state legislature.

Thanks to all of our hard work, Georgia has become a quintessential battleground state. But thanks to Republican gerrymandering, Republicans are expected to win 9 or 10 of Georgia’s 14 congressional seats. In Gwinnett County, Georgia, which has seen its demographics shift from 90% white in 1990 to 30% white today, this is not at all recognized by the maps drawn by the Republican-controlled legislature.

And, in Ohio, where Republicans win about 53% of the vote, the GOP is favored to win 80% of congressional seats.

You can throw out that last sentence for the moment. But let’s talk about how people vote, and I’m going to take a look at Maryland for the moment because, unlike Delaware, they actually have Congressional districts.

In the last three Congressional elections, this is the share of the aggregate Congressional vote each party has received in the state of Maryland.

  • 2020: Democrats 64.7%, Republicans 34.8%, others 0.4%
  • 2018: Democrats 65.3%, Republicans 32.3%, others 2.4%
  • 2016: Democrats 60.4%, Republicans 35.5%, others 4.0%

In that time period, Democrats have held consistent around 55% of registered voters, while the GOP slipped slightly but stayed around 25%. Given that ratio one can assume unaffiliated voters split roughly 50-50, although in 2016 it looks like they tilted somewhat toward the GOP and slightly favored Democrats in 2018. (Another factor: there were fewer third party aspirants on the 2020 ballot, as the Libertarians and Greens didn’t field candidates. That may have had something to do with ballot access issues for the minor parties in Maryland, which has a stricter criteria for access than Delaware does.)

To make a long story short, in a given election between two candidates statewide in Maryland the split should run 65-35 in favor of the Democrats – in fact, 2020 was a perfect example of this. However, when you split the state into districts you’ll find that there are pockets of heavier Republican registration, and in 2010 the Democrats (who control redistricting) chose to pack as many Republican stalwarts as possible into the First District by switching portions of GOP-dominated Carroll County into the First and burying the rest in a tide of MoCo Democrats by placing it in the Eighth. This was done in order to swamp the formerly-Republican Sixth District in a separate crush of MoCo Democrats by eliminating its Frederick and Carroll county portions and instead thrusting it further into MoCo. (And as I’ll note momentarily, it worked.)

In the 2010 district map, centrist Anne Arundel County was mercilessly jigsawed into four different districts, while the more populous Democrat enclaves of Baltimore City and Montgomery County were sliced into three and Prince George’s into a hacksawed two based on the party’s need for dominance, maintaining through the decade a 7-1 advantage gained when the Sixth District flipped from Republican to Democrat thanks to the additional leftist MoCo voters. Once the map was approved, all but one of the changes in Maryland’s Congressional delegation during the decade came from retirement or death, as the only incumbent to lose at the ballot box was Sixth District Republican Roscoe Bartlett in 2012 – the chosen victim of Democrat redistricting. The same occurred in 2002 after that round of Democrat-controlled redistricting, when the Second District seat previously held by Bob Ehrlich (who won his run for governor) and Eighth District seat held by Connie Morella (who lost a re-election bid) flipped, changing Maryland from a 4-4 state to a 6-2 Democrat state. Aside from the Democrats gaining the First District for a term with Frank Kratovil in 2008 before he lost to Andy Harris, that’s the way it stayed.

This time around it’s the aforementioned Republican Andy Harris who is the target of Democrats, as they opted to not pack Republicans into the First and instead brought it back close to the configuration that gave the First District Kratovil in 2008 as part of Anne Arundel was once again placed in the First. (Additionally, Harris no longer lives in the district, which is now completely outside his home in Baltimore County.) Anne Arundel gets a slight break this time, though, as they are only in three districts, as is Baltimore City. MoCo now has the distinction of being cut in jagged fourths by the map.

By comparison, the map presented by Governor Larry Hogan’s redistricting committee (made up of equal portions Republicans, Democrats, and independents) came up with a Congressional map that respected county boundaries as much as possible. No county was chopped into more than three districts: in Baltimore County, only the extreme southern tip was placed in the city-centric Seventh District while the rest went into a Second District exclusive to the county and the First District. Meanwhile, Montgomery County had its own district in the Eighth, with a little piece of the western end of the county staying in the Sixth District (as has been traditional) and the rest – a slice along its eastern border – joining the northern half of Prince George’s County in the Fourth District. But since that would likely be a 6-2 Democrat split, it wasn’t good enough for the rabidly partisan General Assembly – never mind that a truly representative state of Maryland would probably shake out as a 5-3 Democrat majority based on their voting pattern.

(As you’ll see in its 160-plus pages, this Hogan redistricting committee proposal also covered state legislative districts, with the key change the elimination of multiple-member Delegate districts. The Democrats hated that, too.)

In circling back to Weiland’s plea – which echoes that of the most rabid Congressional Democrats – one has to wonder where the energy for leading by example went to. What happened to criticism of states like Maryland, Illinois, or California, where Republicans are gerrymandered out of any semblance of power? This is particularly true when Marylanders were presented with an alternative that was more fair.

The problem with pretty much any district map done geographically is that keeping things compact and contiguous means that you get urban areas that vote 90% Democrat (and have enough population for a district of their own) surrounded by suburban and rural areas that swing 70-30 or more the other way. To take a state like Ohio, you could easily get a 10-5 Republican split by just keeping the large three-C (Cincinnati, Columbus, Cleveland) urban counties in their own districts, plus maybe one that combines the Akron/Canton/Youngstown area and one based in Toledo. Just divide the rest of the state 10 ways, and it could pass muster geographically. Move north into Michigan: give the city of Detroit its own district and split up the suburbs into thirds or fourths – those are your D districts in Michigan. Given the size of the other cities in the state, there’s not enough urban area for a Democrat-dominated district.

(Turns out they were pretty close, giving Detroit two districts and the suburbs three, including combining the downriver Detroit suburbs and Ann Arbor area for a third strong D district. But the state is being sued by the “Detroit Caucus” because the city lost a seat from the hack job previously in place.)

Perhaps the best example of this approach is in Nebraska, where one district is basically the city of Omaha and close-in suburbs, another is the Omaha exurbs and the college town of Lincoln, and the third is everything else. In theory, all three representatives could now live within about 25 miles of Omaha – but one would have a heckuva district to cover. (The change from before is that the “rest of the state” district now comes close to Omaha – prior to this year the Lincoln district completely surrounded the Omaha one.)

What I do know is that the solution doesn’t lie in Congress. When the hypocrisy of ignoring the beam in your eye to focus on the speck in your brother’s eye (as described in Matthew 7:3) is so rampant there, they aren’t the answer. If the regressives had their way, districts would pinwheel out of urban areas in just such a manner that centrist and Republican voters would be shut out by their urban counterparts – who would also be in charge of counting the votes, and since urban areas always seem to report last, they would know just the margin of “mail-in votes” they need to create.

This is why Congress should not be in charge of their own elections – it’s bad enough what we sometimes have to put up with at the state level.

How the First State stacks up

I happened to notice a map in doing some other research that showed states which would be gaining or losing Congressional seats thanks to the 2020 census. As one might expect, Texas and Florida will be big winners while the biggest losers will be Ohio and New York – and for the first time in decades (if not ever) California will not gain a seat this time.

Of course, Delaware, which is still checking in with fewer than a million residents, will remain a puny three electoral vote state since the representative population per district is roughly 750,000 and we’re nowhere close to a million and a half. (Now add in the Eastern Shore of Maryland and Virginia to create a greater Delaware and we are right there. That reminds me of a post I need to do, too.)

But this will also be the time that we re-apportion our state into its 41 House and 21 Senate districts. It’s not a clean division, as a handful of districts cut between county lines.

In the Senate, however, New Castle County has 12 full and one partial Senate district after the 2010 count, while Kent County has three full and two partial (sharing one apiece with New Castle and Sussex) and Sussex has four full and one partial. In 2010 one district moved from New Castle to Sussex, and this time Sussex should be due again to have five full districts as they have almost exactly 1/4 of the state’s population. Between Sussex and Kent counties they should have nine full districts, as a small portion of Sussex could be folded into the large fraction of a district Kent should get along with three full districts. That leaves New Castle with 12 full districts, and ideally only the one should be split between Kent and Sussex.

In the House, New Castle has 24 full and one partial district, but that number should decline by one based on the population trends. Sussex should return to 10 full seats (where they were for the previous decade) while Kent will retain the last seven seats.

So like the federal redistricting seems to be shifting southward, so should the state’s. It may help a little in 2022, although the interesting question is which Democrat machine politicians in New Castle will be lumped together in a district created because they gained population more slowly than the rest of the state. (Or, will they finagle the districts to keep an extra one they don’t deserve, which may well be the case.)

I don’t think they’ll do too much with my district since I live close to the corner of the state in a rural area, but it will be interesting to see how they subdivide the more populated section of Sussex County.

In the spirit of “don’t let good writing go to waste,” this is a roundup of some of my recent social media comments. I’m one of those people who likes to take my free education to a number of left-leaning social media sites, so my readers may not see this. 

One response to a take on elections in Virginia and Maryland:

I would say that unaffiliated voters are either staying home or splitting their tickets instead of being strongly GOP as they were 2009-15. Democrats will vote for Democrats for the most part, and Republicans for Republicans – but when it’s 2-to-1 or more that’s a tough row to hoe.

And another from the local news on Democrats. Someone got to talking about redistricting:

Political districts should be drawn by a independent body using strictly a “compact and contiguous” rule. One of the biggest problems we have is that parties draw the lines to suit their interests – in Maryland’s case, Democrats packing the largest number of Republicans by far into one Congressional district so they can more easily win the other seven or making their state legislative districts with a slightly smaller than average population while Republican area districts are larger than average to squeeze an extra three or four seats into their majority.

If Democrats win more state legislatures don’t hold your breath waiting on them to play fair with redistricting.

You saw my take on the Harris town hall meeting, but maybe not the social media response. And here’s my response to the response.

Actually, I knew they were two separate groups because both Talbot Rising and Mike Pullen hail from the Mid-Shore. However, there is an irony in that the groups here who were most vocal in blasting Sheriff Lewis for his remarks are in common cause with Pullen and TR – among them I’m sure I would find few friends of Andy Harris, so I felt pretty safe making the generalization.

If I were to ask: what questions did your friend submit? (You saw the three I submitted.) If they were about Roy Moore, they are not relevant to the First District and he already made a statement. Certainly Andy may rescind his endorsement in due course as things develop.

Now the one I asked that did not get answered was if there was any bill or policy he would sacrifice his seat for (as Democrats did in the wake of Obamacare). I would have liked to hear that one.

You may be surprised to find that in terms of population the Eastern Shore is the majority of Andy’s district. Unfortunately, the way redistricting was done made it a longer and less manageable district but I’m sure he’s aware of this and your turn is coming. Actually I’m glad someone drove 3 hours because I was expecting a line to get in. Turnout was disappointing.

But you have to admit as well that this situation is the inverse of standard state politics – normally the Eastern Shore is ignored and across the bridge gets all the attention. For example, I’d love to see one of our Senators do a town hall here.

And more on the tax cuts in response to Harris challenger Allison Galbraith:

I don’t recall having ever donated to Andy, but on balance the tax cut will be of assistance to me. Not perfect, but worth voting for and it’s a good first step, and we will see what the Senate comes up with. And for those who don’t like the plan, tell me: what would be your alternative?

So I saw a couple responses, one about the tax cuts eventually expiring and chipped in some more,

As we have found out over the years, very little in government is permanent. That’s part of the problem.

Besides, one man’s “giveaway” is another man’s “hey, now I can expand my business” or “maybe we can afford this larger house.” It’s all in the perspective you have.

Truly, the only part of the paycheck I can really control is the wage I receive. I think I work pretty hard for it since I have both a full-time job and clients I write for a few hours a week. So the part that’s taken out are the necessary evils: SS. Medicare, federal/state taxes. To me, the former two are a black hole and the third is spent rather inefficiently. But I can’t control what the arbitrary and capricious IRS, SSA, Medicare, and so forth will do on a given day. They won’t listen to me, they won’t listen to you, and they won’t listen to Allison.

But they will listen when you take their money away and say, “this is, at best, properly a state function. Begone!”

Simply put, I believe we can do better and the key to me is rightsizing government. So when I see a statement that says, “critical programs that the middle class rely on” I know I have some educating to do. The middle class needs most of all to be able to rely on themselves first (after God of course.) Things have a place but they need to be put in their proper order first.

And finally:

“When it comes to Medicaid, Medicare, SS, education funding, etc – I don’t trust the states to deal with it because a failure means leaving people behind. Look at Oklahoma – they’ve got schools that are only in session 4 days a week to save money.”

The beauty of having 50 states in what is supposed to be a federalist system is that people have the option to do as they wish. If people didn’t like Oklahoma’s budgetary priorities they could go someplace with ones they like better. On the other hand, if people don’t like states with high taxes they could go to ones with lower taxes (as they already do.) We have that to an extent now but in a true Constitutional system it would be that way on steroids.

“I don’t want a handout. I want the government to not be the one throwing roadblocks up in my way.”

Same here. But if you have a roadblock thrown up by a state government, it’s easier to lobby at your state capital and if it’s not dealt with to your satisfaction you can go to another state that’s closer to your desires. With Uncle Sam, you’re stuck.

We wrote a Constitution where power that wasn’t specifically delegated to the federal government nor prohibited to it by the states were reserved for the states and the people. I just think we’d be better off following it.

And there are people who will look a gift horse in the mouth insofar as job creation because it’s a company that’s not politically correct.

Not sure why the state and county needed to chip in the $1.4 million in loans if the company is putting up $12 million of their own, but regardless: if the headline said “Baltimore Sun” instead of “Sinclair Broadcast Group” the comments would be 180 degrees different and most of you know it.

If you don’t like the content Sinclair puts out, there’s a simple solution: don’t watch it. Fortunately we don’t have only state-run broadcasting in this republic of ours.

Oh, and by the way, there is no such thing as an “overly conservative” media company.

Similarly, there’s no such thing as an “overly Constitutional” government. That’s what I keep working toward.

Odds and ends number 84

After resurrecting one long-dormant series over the weekend, today we make it two. It hasn’t quite been a year since I did an ‘odds and ends” and there’s not a year’s worth of stuff, but the creative juices are flowing anyway.

Let’s begin with some good news from our national pastime. If you recall, back in July the Shorebirds made headlines for playing the longest game in their 21-season history, spreading out the drama against the Lexington Legends over two days thanks to a storm that broke over the stadium after 20 innings were in the books. It took just one inning the next evening to settle Delmarva’s 7-6 defeat, but the contest was the Fans’ Choice for a MiLBY Award. It had (ironically enough) 21% of the vote among 10 contenders. (Alas, the actual MiLBY went to some other game.)

The other sad part about that story, besides the folks at the Minor League Baseball site misidentifying us as Frederick: it turned out that one inning of baseball would be all that was played that evening as another heavy storm blew through just at scheduled game time. (I remember it well because I was at work.)

The Shorebirds were also a MiLBY bridesmaid in the blooper department with their September “goose delay.

And while Astros-Dodgers didn’t have the same cachet as the Cubs finally breaking the Curse of the Billy Goat last season, the 28 million viewers of Game 7 completed a World Series where it again kicked the NFL’s ass (as it should, since football season doesn’t start until the World Series is over anyway.) And with the erosion of the NFL’s appeal thanks to the anthem protests and – frankly – rather boring games where fundamentals are ignored, the window of NFL dominance may be closing.

Speaking of things that are dominant, a few weeks back I detailed the effort to bring the sanity of right-to-work to Sussex County, Delaware. An update from the Daily Signal detailed some of Big Labor’s reaction when it came up again. And again I respond – having the choice to join the union is better than not having the job at all.

Delaware was also the subject of one of a series of pieces that ran over the summer and fall from my friends at Energy Tomorrow. They cleverly chose a theme for each of the 50 states and the First State’s July piece was on “the beach life in Delaware.” Now what I found most interesting was just how little energy they produce compared to how much they consume, given they have no coal mines and little prospect of fracking or offshore drilling. And I was surprised how little tourism contributes to their state economy given the beach traffic in the summer.

Maryland’s, which came out last month, is quite different, as it has a companion piece about prosthetics. It obviously made sense with Johns Hopkins in the state, but what struck me was the quote included from Governor Larry Hogan. He’s the guy who betrayed the energy industry by needlessly banning fracking in the state. Unfortunately, Larry seems to suffer from the perception that energy companies are solely interested in profit when the industry knows they have to be good neighbors and environmentally responsible, too.

That’s quite all right: he doesn’t need those 22,729 votes in Allegany and Garrett counties when he can have a million liberals around the state say, “oh, Hogan banned fracking” and vote for Ben Jealous or Rushern Baker anyway.

Regularly I receive updates from the good folks at the Maryland Public Policy Institute, which tends to look at state politics in a conservative manner. But I can’t say this particular case is totally conservative or for limited government:

If Maryland lawmakers want to get serious about combating climate change and reducing pollution, they can simply tax the emission of carbon and other pollutants, thereby encouraging lower emissions and greater efficiency. No one likes a new tax, but it is a much cheaper and more effective way to cut pollution and fight climate change than a byzantine policy like the renewables mandate. Besides, revenue from a carbon tax could be used to reduce other taxes and fund other environmental initiatives. Problem is, though a carbon tax would be good for the environment and human health, it wouldn’t funnel money to politicians’ friends in corporate boardrooms and on Wall Street.

Maryland’s renewables standard isn’t about the environment and human health; it’s about money.

The last two sentences are the absolute truth, but the remainder of the excerpt is a case of “be careful what you wish for.” If the state indeed enacted a carbon tax, businesses and residents would waste no time fleeing the state for greener (pun intended) pastures. You can bet your bottom dollar that a carbon tax would be enacted on top of, not in place of, all the other taxes and fees we have.

Now it’s time for a pop quiz. Can you guess who said this?

Soon, our states will be redrawing their Congressional and state legislative district lines. It’s called redistricting, and it will take place in 2021, after the next Census takes place. That may seem far off, but the time to get started on this issue is now.

This is our best chance to eliminate the partisan gerrymandering that has blocked progress on so many of the issues we all care about. Simply put, redistricting has the potential to be a major turning point for our democracy. But we need to be prepared.

Maybe if I give you the next line you’ll have the answer.

That’s where the National Democratic Redistricting Committee comes in. Led by Eric Holder, my former Attorney General, they’re the strategic hub for Democratic activity leading up to redistricting. In partnership with groups like OFA, the NDRC is building the infrastructure Democrats need to ensure a fair outcome.

Our former President is now involved in this fight for a “fair” outcome – “fair” being defined as gerrymandered like Maryland is, I suppose.

To be honest, we won’t ever have truly fair districts until the concept of “majority-minority” districts is eliminated and districts are drawn by a computer program that strictly pays attention to population and boundaries such as county, city, or township lines or even major highways. With the GIS mapping we have now it’s possible to peg population exactly by address.

And if you figure that most people with common interests tend to gather together anyway – particularly in an economic sense – simply paying attention to geography and creating “compact and contiguous” districts should ensure fair representation. To me it’s just as wrong to have an Ohio Ninth Congressional District (where I used to live) that runs like a shoestring along the southern shore of Lake Erie and was created so as to put incumbent Democratic Congressmen Dennis Kucinich and Marcy Kaptur in the same district – Kaptur won that primary – as it is to have a Maryland Third Congressional District that looks like a pterodactyl. When I was growing up, the Ninth basically covered the city of Toledo and its suburbs where we then lived but as the city lost population they had to take territory from the Fifth District that surrounded it at the time. After the 1980 census they decided to follow us and take the eastern half of Fulton County, west of Toledo – much to my chagrin, since my first election was the one Kaptur beat a one-term Republican. (She’s been there that long.) Since then, the Ninth has been pulled dramatically eastward along the lakeshore to the outskirts of Cleveland, connected at one point by a bridge.

Finally, I guess I can go to what one might call the “light-hearted stack of stuff.” Again from MPPI, when it came to the Washington Metro and how to pay for it, this was a tax proposal I could really get behind. I’m just shocked that it would make $200 million a year.

On that scary note we’ll see how long it takes before I get to the next rendition of odds and ends.

WCRC meeting – May 2016

The fact that Memorial Day occurs on a somewhat rare fifth Monday of the month this year provided the WCRC with an “extra” meeting this year, and they took advantage by scheduling something that’s becoming a tradition: the annual Legislative Wrapup. All six Republican members of our local delegation (from Districts 37 and 38) were invited – but thanks to a number of calendar conflicts, only two of them came. It was ladies’ night for the delegation as Delegate Mary Beth Carozza and Senator Addie Eckardt gave their accounts of the recently completed session. (Delegate Chris Adams made the attempt to stop by, but came just after we wrapped up.)

So once we did our usual Lord’s Prayer, Pledge of Allegiance, and introduction of distinguished guests, Eckardt got the meeting underway by praising the state’s $42 billion budget, which needed no new taxes for balance. The reason for this was that the Hogan cabinet was finding more efficiencies in their respective departments, enabling the state to become more business-friendly. One way they were doing this was through fee reduction, although Eckardt noted that some Democrats were fretting that fees were getting too low. Yet the budget allowed for a reduction in the structural deficit and did not feature a BRFA, the omnibus bill where spending mandates are often buried. This year’s spending had “full transparency,” said Addie.

But the push to reduce taxation was one goal of the Augustine Commission, explained Addie. Sadly, the broader tax reform package could not pass thanks to the question of passing a package mandating expanded paid sick leave – despite the fact changes to the earned income tax credit would have helped thousands of working Maryland families that I thought the majority party deigned to represent.

On the other side of that Augustine coin, Addie continued, was the idea of being responsive to constituents; to “change the tenor of government.” This went with a drive to bring things to the county level, as Addie noted “local control is important to me.”

One complaint Eckardt had about the session was the “crusade to get the Red Line back.” It led to the passage of what’s known as the “Maryland Open Transportation Investment Decision Act of 2016.” (I call it the “Revenge for Not Funding the Red Line in Baltimore” Act.) While the bill overall is terrible, Eckardt noted it was amended somewhat to give local jurisdictions a little more priority.

And while she was pleased Wicomico County would be receiving an additional $8.7 million from the state for various projects, Addie was more passionate about a series of initiatives to bolster mental health and combat addiction around the state. She was also happy to see the Justice Reinvestment Act pass, which was a bipartisan effort at criminal justice reform. The state was also doing more to address mental and behavioral health, particularly since she claimed later in the evening it took someone who was addicted and incarcerated two years to re-integrate fully. This led to a discussion about what the state and local governments were doing to deal with the issue of homelessness, to which Muir Boda revealed the city of Salisbury would be embarking on a Housing First program modeled after one in the state of Utah.

Between Eckardt’s main presentation and the later discussion about mental and behavioral health issues, we heard Delegate Carozza’s perspective. She began by praising the club for being a group of workers and doers when it came to advocacy, with the optimistic view that “this is our time…Governor Hogan is turning the state around.” But that was a process which would take at least eight years, said Mary Beth. As an aside, she also believed that Kathy Szeliga was “the candidate that can win” the U.S. Senate seat, which would also lay the groundwork for Larry Hogan’s re-election campaign.

Both she and Eckardt, added Carozza, were in the position to support the budget thanks to their respective committees. They could succeed making suggestions for “walling off” funds for supplemental budget proposals, of which there were two or three each year. And while this budget allowed for what Carozza termed “a well-rounded tax package,” only a minor tax break for Northrop Grumman made it through. But the “good news” out of that was that it was making Mike Busch and Mike Miller talk about tax relief, making it a stronger possibility we may see some in 2017.

As for some of her priorities, Carozza was happy to see the bomb threat bill she sponsored make it through the General Assembly in its second try. (A similar proposal was introduced by then-Delegate Mike McDermott in 2013, said Mary Beth.) She commented about how the broad community support, combined with the “sense of urgency” provided by a series of bomb threats making the news earlier this year, allowed the bill to pass easily. Another bill she was happy to shepherd through was the ABLE bill, which allows the disabled to save money for dealing with their medical-related expenses without jeopardizing their means-tested benefits.

She also stressed that killing bad bills was a part of the job as well, citing the defeat of the poultry litter and “farmer’s rights” bills where she praised Delegates Carl Anderton and Charles Otto as they “led the charge” against those measures. Mary Beth also took the unusual step of personally testifying against the assisted suicide bill and worked to amend the sick leave bill to exempt more seasonal employees. On that bill, she predicted “we’re going to see it again next session.”

Even after hearing all that information, we had some business to do, like the treasurer’s report and Central Committee report that Dave Parker delivered. He called the recent state convention the “get over it, people” convention, noting the party seemed pretty well unified afterward. Even local radio host Don Rush had difficulty finding disunity among a group of Republicans who were his guests last Friday, Parker added. On the other hand, “Hillary can’t close the deal” on the Democratic side.

I added my two cents about the convention to his report, pointing out the National Committeeman race was perhaps the biggest bone of contention and that was relatively minor. But the Fall Convention may be interesting because we will be electing a new Chair, and the question is whether it will be someone who will work more for Larry Hogan’s re-election or to bolster the GOP numbers in the General Assembly. A Hogan win, I added, would make redistricting the key focus for the second term – personally, I think we should strive for single-member districts and Eckardt agreed based on its impact to minorities.

Shelli Neal updated us on the Greater Wicomico Republican Women, who would be holding their next meeting June 16 at Adam’s Taphouse. They had two tickets to the Tawes Crab and Clam Bake in Crisfield to raffle off as part of a membership meeting for the newly-christened organization.

Another fairly new creation was the Wicomico Teenage Republicans, which had “a great start of a club” according to Nate Sansom. While their next meeting was slated for this coming Friday, they planned on taking a summer break and reconvening in August once school started back up. With a group of “passionate people, happy to be involved,” Sansom believed his group would focus on statewide campaigns like Kathy Szeliga’s as well as the local We Decide Wicomico campaign for an elected school board.

Representing the statewide College Republicans, their Chair Patty Miller was hoping to reach each county Central Committee at one of their meetings over the next few months and “see what they need from us.” Her first stop will be this week in Calvert County.

Jim Jester reminded us the Crab Feast would be September 10, but stressed the need for more volunteers – particularly to handle admissions and the silent auction.

Shawn Jester pointed out the WCRC Scholarship winners had a brief story in the Daily Times. But, since the subject was volunteering, he was also looking for people to help out at Third Friday, which we missed this month because no one was available. On that note, a signup sheet was passed around. (We will also need help for upcoming events such as the Wicomico County Fair, Good Beer Festival, and Autumn Wine Festival.)

After all that discussion, and seeing that we had a legislative update where the topic wasn’t addressed, I added one thing to the conversation. General Assembly Democrats sponsored a large number of bills this year that mandated spending. To me, this is an effort to handcuff Larry Hogan when it comes to budgeting but also leaves less room for tax reform. Many of these bills may become law without Hogan’s signature, but they will be law just the same. It’s an issue that I think needs a strategy to address, perhaps a reverse BRFA to eliminate mandates.

We are going to try and get the guys who didn’t show up this month to come to our June meeting, so stay tuned. It will be June 27.

WCRC meeting – February 2016

This time we meant it. After having a last-minute meeting called last month, a little planning made this month’s meeting go a long way. It got off to an unusual beginning as the Jaycees meeting in the next room joined us for the Pledge of Allegiance before we went solo on the Lord’s Prayer. (Usually we do this in reverse – as a former WCRC president once said, God before country. I think that it was the late George Ossman who introduced that tradition.)

The meeting was jam-packed with information because we had two speakers. It was suggested to us that we have Anthony Gutierrez from the Board of Elections in to go over the new paper-ballot voting machines we will be using, so he led off the evening with a pair of short videos explaining how they will work. For early voting there will be one ADA unit (which is slightly enhanced for those who are physically impaired but can be used by anyone) and two optical scanner units. Filling out a paper ballot is like filling out the standardized tests you had in school except you fill the circle in with an ink pen.

There were a few other election notes he passed along, including the fact that over 10,000 Wicomico voters will not be participating in April’s primary because they are unaffiliated. (This is out of about 58,000 total.) Gutierrez noted as well that the last Presidential primary with no incumbent (2008) had 48.9% for a February primary, but he predicted April’s turnout would be more like 35-40%. There will be five separate races on the ballot, he added: President, U.S. Senate, Congressional representative, and delegates/alternate delegates to the national convention. Voters will be sent their specimen ballots the Monday before early voting begins.

Mark McIver of the Central Committee asked whether more election judges were needed, and Gutierrez said they were fine for the primary. But he encouraged those interested to apply anyway for November and to be backups in case they have a need in April. Compensation for the day is $250.

Another question about same-day registration came up, and Anthony replied that it would be effective only for early voting. Some voters who had MVA information in the system would be “precleared,” he added.

I asked if the new machines would result in delays, but Gutierrez noted from the experience he had with observing these machines in other elections that the process was actually faster. They would use the primary to make adjustments for the larger turnout in November, he added.

Once Gutierrez wrapped up, our other featured speaker began. Having served as the co-chair of the Redistricting Reform Commission (RRC), Walter Olson came to speak about Maryland’s gerrymandering and the commission set up to suggest improved voting districts. Legislation to create a non-partisan redistricting body was introduced earlier this session, with hearings next week in both the House and Senate.

“I think we’ve got to end the practice of drawing our congressional districts so that politicians can pick their voters and not the other way around.” Those weren’t the words of Walter Olson; it’s a quote from the most recent State of the Union speech Barack Obama delivered. He also made the point in Illinois during a recent appearance there, said Olson. Moreover, 70 percent of Maryland residents would prefer an independent commission, which is fitting: since North Carolina’s gerrymandering (considered the worst in the country) was struck down in court, the new number one worst was the great state of Maryland.

With the recalcitrant Democrats being placed in an uncomfortable position of being against both their president and the voting public – as Olson pointed out, “they’re not happy with what we’re doing” – their only response was to complain that five hearings around the state weren’t enough. And “did we ever get an earful” at the hearings, said Walter. Districts were created not to fairly represent, but “to reward and punish” legislators. Olson handed out a chart that clearly showed how the system was exploited: all but 6 Republicans represent districts with larger-than-average population, while Democrats represent all but one of the smallest 25 districts. (The one Republican who represents a small district won election in 2014 over an incumbent Democrat.) Needless to say, Mike Miller and Michael Busch are “not enthusiastic” about this proposed change, even though it’s been debated off and on over the last half-century.

The RRC was an 11-member commission, with seven selected by Governor Hogan (3 from each party, plus one unaffiliated) and two from both the House and Senate, one from each party. Their report of suggestions were based mainly on those adopted by California, with some tweaking to fit our Constitution. The report was adopted by a 9-2 vote, and you can imagine which party had the two and where they came from to serve on the RRC. The legislation introduced on Hogan’s behalf has “most of” the recommendations, Olson added.

What the RRC asked for was stronger criteria for population, with just a 1% variation. Districts had to comply with the Voting Rights Act, of course, but also needed to be congruent, contiguous, and compact. No more “blood splatters at a crime scene,” as Olson described Maryland’s Third Congressional District.

The redistricting body itself was intriguing to me. Applicants would be screened to make sure they weren’t connected to the process as members of the legislature, their families, etc. After that, they would be placed into groups representing each of the two principal parties and unaffiliated/minor party voters, those who hadn’t switched registration recently. Out of 10 applicants in each pool (Republican, Democrat, unaffiliated) selected based on these criteria, three of them would be randomly chosen to serve on the body, with the chair chosen out of the three unaffiliated members.

But the cool part was that anyone could submit a map. Olson said that Pennsylvania’s map, which replaced a gerrymandered original done by the legislature, was done by a piano tuner who submitted a map which best complied with the requirements.

In the question-and-answer period, Olson stressed that the redistricting body would do both Congressional and state legislative districts. But it likely wouldn’t be pressed into service until after the next census because it was unlikely the system in place now would be overturned unless it was found to be a Voting Rights Act violation. A suit by Judicial Watch regarding Maryland’s gerrymandering was “somewhat of a long shot” to succeed, assessed Olson.

Walter also was careful to add that, while he works at the Cato Institute, the Institute is not involved with this. He was doing this as a private citizen.

Finally, we got to club business. The treasurer’s report was given by Muir Boda, who has stepped in to become treasurer since the previous officeholder had to resign to take a job across the Bay. We are working out kinks in the accounts since they were based on her e-mail.

Mark McIver reported for the Central Committee. After a moment of silence for Blan Harcum, we learned his funeral will be Saturday, March 5 at Holloway Funeral Home, with visitation the evening before. He also related that he testified for the elected school board bill, which has now passed the full Senate (with a clean sweep 47-0 vote, by the way.)

Julie Brewington, speaking on behalf of the Ted Cruz presidential campaign as its Lower Shore coordinator, announced she had county chairs in each of her counties and was seeking sign locations along U.S. 50.

I made a motion to clean up some business so we could have our officer elections, and all five officers were nominated and elected by acclamation. I’m going to use Julie Brewington’s photo here. (She posted it on social media last night, so she gets the credit.)

We found out from Jackie Wellfonder that the Ehrlich book-signing was rescheduled for Friday, March 11 and relocated to the lobby of the City Center building, adjacent to Roadie Joe’s. She was hoping to coordinate with the College Republican event that has to be similarly rescheduled, but the date didn’t work with SU.

Woody Willing reminded us the WCRC Scholarship was still available, but the deadline was fast approaching (March 1.) Graduating seniors from any Wicomico County school (public, private, or homeschooled) are eligible provided they complete the application process. I asked if the application could be put online.

Willing also asked if we could make our annual YMCA donation, which was met with the club’s approval.

Julie Brewington returned to announce the Republican Women of Wicomico would next meet March 2, with Mitzi Perdue as the speaker.

Joe Ollinger and John Palmer gave us some news about the Wicomico Board of Education, which was getting deeper into its superintendent search. They should be close to selecting the next time we meet, said Ollinger. Various focus groups comprised of about 75 people total were considering the applicants, added Palmer. John also said we were “on track” to getting Board of Education meetings on PAC14.

Nate Sansom updated us on the Teenage Republicans, which would have their first meeting March 4 at the Centre of Salisbury library branch. This led to Patty Miller being asked to fill us in on the SU College Republicans, which are having a fundraiser at the Greene Turtle March 21 and are “working on some big things.”

Matt Maciarello updated us briefly on legislation he was interested in, adding the Eastern Shore delegation is “working so hard” on these items. Included in his assessment was the bomb threat prosecution bill sponsored by Mary Beth Carozza as well as a bill dealing with sex offenders.

As you can tell, it was a meeting full of information that we somehow crammed into about 90 minutes. Our next gathering will be March 28, with U.S. Senate candidate Dave Wallace the first statewide candidate to stop by one of our meetings since 2013.

The lab of democracy

You wouldn’t think much about South Dakota, which is a state squarely in flyover country and fated to be close by – but not the center of – several economic, cultural, political, and geographic phenomena. It lies just off the booming North Dakota oil fields, dosen’t have a major league pro sports team like neighboring Minnesota does, misses the campaign excitement of Iowa just across the Big Sioux River, and is one state east of the majesty of the Rocky Mountains.

Yet South Dakota has one neighbor that it’s trying to emulate, and the impetus behind that is, in part, from a candidate who’s been destroyed electorally in that state by running as a populist liberal, Rick Weiland. He’s a guy I’ve quoted, featured, and snickered at on occasion here, but give him credit for not giving up. At least he’s not tossed me off the mailing list – perhaps bad press really is better than no press at all.

After having his doors blown off in the midterm Senate run last year, he put his energy into a website called TakeItBack.org, which has lent itself to an initiative called South Dakotans for a Non-Partisan Democracy. Its goal is to scrap partisan elections in the state via a referendum on next year’s ballot in order to match its neighbor to the south, Nebraska. Not only is Nebraska the only state to have a unicameral legislature, but they elect all of its members on a non-partisan basis with the top two finishers in the primary advancing to the general election regardless of party.

Given that South Dakota has Republican domination, certainly the cynic can easily argue Weiland is just trying to fool the voters, albeit with the backing of a popular local talk radio host. Yesterday they announced the initiative had more than enough signatures to make the ballot for 2016 – South Dakota is a state which allows citizen-driven referenda without a corresponding act from the legislature.

I’m sure this is a rhetorical exercise because Maryland doesn’t allow citizen initiatives, but it makes me wonder how the Maryland conservative movement would fare under such a system if it were introduced here? Obviously there are thousands upon thousands who almost reflexively vote for the first Democrat they see on the ballot, but what if that security blanket were taken away? The Justice Department didn’t want to find out in one city, but eventually relented.

We didn’t have a primary in the recent Salisbury election, but if we had (as was the case in previous elections) the lone white candidate would have been eliminated in District 1 (a majority-minority district), one minority candidate would have moved on in District 2 (also a majority-minority district), and a minority candidate would have been eliminated in District 3. Racial minority hopefuls ran in three districts but won just one seat in these non-partisan elections.

But Salisbury scrapped its partisan primaries some years ago, allowing candidates who are unaffiliated to run on an even playing field with those having partisan backing. Arguably this may have helped Muir Boda, although he was successful in far greater measure based on the work he put in. We’ll never know if not being specifically identified as a Republican would have helped or hurt his cause, although having a slew of statewide Republicans helping him may have yielded a clue to the discerning voter.

Unlike South Dakota, which doesn’t have a Congressional gerrymandering issue because there’s only one House member from the state (it’s less populated than Delaware), Maryland Denocrats stand in the way of non-partisan solutions because they run the show. They even complain about the Hogan redistricting commission because (gasp!) drawing boundaries in a way that makes geographical sense could make the Congressional delegation 5-3 Democrat – never mind it’s a closer proportion to voter registration than the result of the current scheme Martin O’Malley put in place. While the House of Delegates comes relatively closer in proportion to registration numbers, the districts there were still drawn in such a fashion that safe GOP districts on average have more population than safe Democrat ones.

If my home state can do a redistricting reform, so can Maryland. If going to non-partisan elections is a worthy goal – and I suspect some of my unaffiliated friends may agree – the first step should be getting the districts in order.

The process of change (part 1)

Last week the state wrapped up a series of hearings on the state’s redistricting process. Unfortunately, the local hearing was neither local (held in Easton) nor convenient (held on a weekday afternoon.) While the Eastern Shore is well-ensconced in the First Congressional District, it endured plenty of change in the last state redisrtricting as boundary lines were shifted dramatically and former multi-delegate districts broken down for single delegates.

To be more specific about the points I mentioned above, the Democrats in charge of the 2010 census redisrtricting placed two Republicans in a single-member district based mainly in Somerset County. To form the revamped District 38A, they chopped off the southern portion of Wicomico County that freshman Republican Charles Otto was elected to represent in 2010 and pushed the district eastward into Worcester County to include fellow freshman GOP member Mike McDermott. Otto kept the seat in 2014, but McDermott lost a bid for Senate to incumbent Jim Mathias.

The part of Wicomico County formerly represented by Otto shifted mainly to District 37B, a fairly safe GOP district then represented by Delegates Addie Eckardt and Jeannie Haddaway-Riccio. After neither sought re-election in favor of higher office, the district became home to two freshmen Republican Delegates: Christopher Adams of Wicomico County and Johnny Mautz of Talbot County.

The rest of the old 38A was placed into a greatly diminished District 38B, one which encompassed territory from Delmar to Fruitland through the eastern half of Salisbury. Removing the rural portions of a former two-delegate seat was supposed to make it easier for incumbent Democrat Norm Conway, but he was still ousted by Republican Carl Anderton. The rest of District 38B not taken by Otto’s district was rebadged District 38C, a fairly solid Republican area now represented by Delegate Mary Beth Carozza.

The only district that stayed relatively the same was District 37A, a majority-minority district where Delegate Rudy Cane retired and left the field to freshman Democrat Sheree Sample-Hughes. As it turned out, the only incumbent Delegate to survive out of the two districts was Charles Otto. Wicomico County is now represented by five freshman Delegates, four Republican and one Democrat.

Yet the cynicism wasn’t just limited to our area. According to Delegate Jeff Ghrist, there are 71 districts that have an above-average population while 70 fall below the average. It’s just amazing that 44 of the 50 Republicans represent districts in the larger-than-average category, while 64 of 91 Democrats come from “small” districts. Given that a variation of 5% is permissible, there could be 4,000 more residents in a GOP district than a Democratic one, allowing the party in power an extra 6 or 7 seats across the state.

Ghrist also complained about the size of the districts. He lives near the border of District 36, but noted adjacent District 37B spans from Denton to the Somerset County line and from the Delaware border to the far reaches of Oxford and St. Michael’s as a two-member district. His District 36 takes in the northern part of the Eastern Shore as a three-member district. While most of the counties on the Shore are too small to support their own district, it is possible for the Shore to fill four full three-member districts with a little help from the eastern end of neighboring Harford County.

The key, though, is single-member districts. A county like Wicomico could have two members to itself, while sharing the majority-minority district in existence with Dorchester County. Geography may dictate some crossing of lines, but the districts can be made much more compact and contiguous.

Obviously Senate districts will need to span several county lines. The remedy to this is to go back to a system which, unfortunately, was dealt its mortal blow by the ill-advised passage of the Seventeenth Amendment and formally died with the Reynolds vs. Sims decision in 1964. Until then, each Maryland county had its own Senator to represent county interests. The right thing to do would be place the Senate in the hands of each county’s legislative body, allowing them to choose two (for a total of 48) and staggering the terms to having them pick a new one every two years. (Like the U.S. Senate, it would be the job of the Lieutenant Governor to break tie votes.)

If they had the cojones to challenge the 51-year-old Reynolds ruling Maryland can be a leader in moving forward into the past, restoring the original intent of our founders in balancing the interests of the people and local governments.

In part two, I want to consider our Congressional districts.

Not too late for change

It was 2009, and Americans were still captivated by a shiny and new (or articulate, bright, and clean, if you prefer) President. Yet deep in the nether lands of liberalism there were people already thinking about how to maximize the political gains they could make. In November of that year I wrote about a scheme dubbed the “10-0 project” where Maryland Democrats would gerrymander their way to having all eight Congressional seats by pairing up the few Republican strongholds in the state with large Democratic enclaves, such as wrapping the First District into Baltimore City. The person who developed that plan bragged how it split the McCain voters out so that no district had more than 40 percent McCain support.

While the redistricting plan developed after the 2010 census wasn’t quite that extreme, there were still some of the shenanigans of rerouting the Sixth District toward Washington, D.C. to pave the way for that district to turn Democrat (canceling out the GOP strongholds west of Frederick) and dissecting other heavily GOP areas in Carroll and Anne Arundel counties into multiple districts. They also made the First District a nearly impenetrable Republican fortress, an R+13 district in a state which is nominally D+26.

But while we are past the halfway mark to the 2020 census, there are still those out there who believe the state’s Congressional lines were drawn for partisan advantage rather than true representation. Last week a number of plaintiffs – one from each Congressional district – utilizing the assistance of Judicial Watch filed a federal lawsuit alleging the current setup “harms all Maryland voters, regardless of their party preferences or how they would vote in a particular election, by giving State legislators the power to make choices regarding the State’s congressional delegation that only the voters should make.”

As relief, the suit seeks to have the current districts tossed out and a new district plan drawn which better conforms to the Polsby-Popper compactness test. As it stands currently, Maryland has the worst score of any state, but the plaintiffs allege (through a map they created) that significant improvements can be made. (Unfortunately their map is somewhat confusing because the district numbers assigned on it are quite different than the ones in use now. As an aside, if this map were adopted we would likely be placed in the equivalent of the Fifth Congressional District while both Andy Harris and GOP challenger Michael Smigiel would land in what’s basically our Second Congressional District shifted more to the north and east.) Regardless, the plan appears to keep more counties and areas together rather than the Rorschach test we have now.

While Judicial Watch has stepped in, though, it’s obvious that the battle will be an uphill one. As the suit notes, this is not the first time there has been an objection to the Congressional redistricting plan, and the current scheme was maintained through a misleading referendum in 2012. Thus, the chances for success aren’t very good.

But this should come with a parallel effort to change the system once and for all by putting it into the hands of an independent commission comprised of citizens from each district or even each county. As an example of this, Wicomico County had a commission to redraw County Council districts and its end product had few complaints regarding compactness or gerrymandering. (The most unusually-shaped district here is the one mandated to be majority-minority.) Let them come up with the maps away from the General Assembly and have our legislature give them a simple up-or-down vote. The same goes for state legislative districts, which also should become exclusively single-member districts – no more jungle elections where the top two or three get in.

In our case, unless it sees significant growth, the Eastern Shore will likely always have to share its Congressman with someone else. But that someone else should be close and accessible neighbors – surely the folks in Carroll County are nice people but they really don’t belong in our Congressional district. If we have to take some of Harford and Baltimore counties to make up the population that’s understandable.

Maybe in the next Census I’ll draw a real map that shows the way it should be done. But if Judicial Watch somehow gets its way I can always move that timetable a little closer.

The legal fight against guns

As a means of getting back into things political after my weekend away, I found this chart – compiled by newly reinstalled Senate Minority Leader David Brinkley – quite instructive. It’s meant to be an ongoing narrative of the legal fight against 2013’s SB281, better known as the O’Malley gun law. (Some also refer to it as the Firearm Safety Act of 2013, but the only people who will be made safer by it are the criminals.)

As you can see, the good guys have been shut out so far, and to be perfectly honest I think that as long as this stays in Judge Catherine C. Blake’s courtroom the side of right will continue to be denied. Perhaps we’d have a better shot at the appellate level; unfortunately, the Fourth District Court of Appeals based out of Richmond is littered with Obama appointees, as 6 of the 15 jurists were appointed by our current chief executive. Conversely, just three judges remain from those appointed by George W. Bush; out of the other six there are four Clinton appointees and one holdover each from George H.W. Bush and Ronald Reagan – so the odds for a positive outcome aren’t exactly stacked in our favor. This despite the fact that Senate Bill 281 clearly infringes on our right to bear arms.

So it comes back to the decision on whether we should have put more effort into the referendum to stop SB281. Sadly, that ship sailed long ago and while I understand the track record for ballot issues on the conservative side isn’t very good, it should have been noted that the ballot issues which passed did so in a year where turnout was higher than would be the case in a gubernatorial election and no one named Obama will be on the ballot. In short, the electorate should trend more conservative in 2014.

Thus, it will be left to us to inflict the punishment as best we can on the party which sponsored and created the draconian measures. While seven Senate and seventeen House Democrats voted against the bill, they were mainly from districts deemed vulnerable by Democratic leadership so I’m betting they were given a pass to vote as if their jobs depended on it. Why have the faux conservatives when you can have the real thing?

If the right governor and enough members of the General Assembly are elected, the first bill out of the chute in 2015 might just be the one entitled “Firearm Safety Act of 2013 – Repeal.” That has a nice ring to it.

Ironically, another referendum effort gone awry is now winding its way into court as well. This came from MDPetitions.com last week:

If someone asked you whether or not you supported the US Constitution, would you say yes or no?  Of course you would say yes!  Hopefully, most Americans would say yes to that basic question.

Unfortunately, that’s exactly what happened in November 2012.  The Maryland government pulled a “bait and switch” trick on Maryland voters.  An overwhelming majority of Marylanders voted to uphold the requirements of the US Constitution, not realizing that they were voting on a redistricting map that has made Maryland the laughing stock of the country.  See here for references to quotes about how bad our districts are, even Comedy Central poked fun at our “ugly” districts.

How can people vote on the redistricting map, when they had no idea that that was what they were voting on?  The hard-won voice of the people was snuffed out through trickery.  That’s not right, and MDPetitions.com has been working hard for you to RESTORE YOUR RIGHT TO A FAIR REFERENDUM.

The illegal ballot language deprived Maryland voters of a fair opportunity to approve or reject the law/map, and therefore, justifies a re-vote on Maryland Question 5.  MDPetitions.com and Judicial Watch believe that a re-vote on Question 5 with language that actually describes the situation is the only accurate and truthful way to govern our state.(Emphasis in original.)

I hate to say it, but it was MDPetitions’ decision to forgo a referendum on SB281 that got us into this gun law mess. The redistricting would have been more appropriate for a court case, but instead we got it to the ballot (barely) and the voters supported the redistricting – in part because of the language and the fact the map wasn’t shown on the ballot. All that a 2014 revote would do now is confuse the issue, although there is the chance we could elect a GOP governor who could draw things in a more logical manner.

On the whole, though, we really shouldn’t have to rely on the legal system to safeguard us.

Odds and ends number 61

I actually meant to do this post over the weekend, but real life intervened. I’m hoping the expanded version of items which are really too short to merit a full post but worth a couple paragraphs is more chock full of interesting because of it.

I stand with Dan. Do you?There is one item on my agenda that’s time-sensitive, so I’m going to fold it into an overall brief update on Dan Bongino’s U.S. Senate campaign.

Tomorrow (October 18) the Bongino campaign is doing a unique moneybomb event:

During our “Now or Never” event, you will be able to make donations designated specifically to get Dan’s campaign advertisements on radio, television and the Internet. These ads are a crucial part of our get-out-the-vote efforts and you will have the unique opportunity to choose the media outlet on which you wish to see the ads run. (Emphasis in original.)

So if you donate you get to choose. (I vote for advertising on this website. Is that an option?)

Unlike some others in the race, Dan’s campaign has been the closest to the grassroots and certainly has worn through the shoe leather. Regardless of the perception about where Dan stands in the polls, I think the voters’ brief flirtation with Rob Sobhani is coming to a close as they find out there’s not a lot of substance behind the sizzle.

I didn’t note this at the time, but since the Benghazi massacre is still in the news it’s noteworthy that Dan is among the chorus who thinks heads should roll:

I take no comfort in this, but Secretary Clinton and Ambassador Rice must resign in light of the Benghazi tragedy. It was a tragic failure in leadership.

He went on to decry the “current administration’s position that politics takes priority over security for our men and women in the foreign service.” Given the fact that Hillary Clinton now insists on taking full responsibility, it indeed behooves her to resign her post.

I’ve also found out that Dan will be in the area twice over the next couple weeks. On Thursday, October 25 he will be the beneficiary of a fundraiser here in Salisbury at the local GOP headquarters, tentatively scheduled from 6:30 – 8:30 p.m., and on Tuesday, October 30 the PACE group at Salisbury University is hosting a U.S. Senate debate in their Great Hall at 3 p.m. That’s sort of an unusual time to have an event such as that, but it is what it is.

And apparently Dan has had his fill of complaints from Sobhani about Rob’s debate exclusion. This comes from Dan’s Facebook page:

Regarding the debates schedule, there is no effort to keep the candidate out of the debates. His campaign is fabricating stories in an attempt to distract from his confusing platform… Any forum he was not included in was due to the fact that he was not invited by the host.

I’ve spoken to the campaign about this issue and any assertion that Dan doesn’t want Rob Sobhani in the debates is completely false.

Speaking of debates, this is one which just might be crazy enough to actually work.

Created by the TEA Party Express group, this is the debate where the moderators are conservative. Of course, none of the nominees or incumbents will actually participate – but in this era of YouTube and 24-hour media coverage, video is a wonderful thing. Honestly, it’s simply going to serve as a reminder of where candidates have said they stand on key issues ignored in the other debates.

But I don’t think these guys are going to play it as comedy, like taking single words and catchphrases carefully spliced together like a shock jock might. Given some of the names already announced as participating in the event, it may come down to being just as informative as the real thing – and in many cases, Barack Obama actually will get to have his teleprompter.

This event will occur next Tuesday night, October 23, at 9 p.m.

Following up on a post I did a few days ago on Protect Marriage Maryland endorsements, the group has added Fourth District Congressional candidate Faith Loudon to its preferred candidates. No real surprise there, and if it chips a few percentage points off an otherwise monolithic black vote for Donna Edwards, so much the better. Hopefully they’ll also vote against Question 6 as well.

Meanwhile, those who support Question 7 may have stepped into some hot water with this ad.

Now LaVar Arrington can do as he pleases, but FedEx is none too happy about their logo being prominently featured as part of the spot. Spokeswoman Maury Donahue said her company will review the ad, but they have no involvement in the issue.

But it appears the Washington Redskins do have a role, according to a Capital Gazette article questioning a $450,000 payment to the team just days before the ad was taped. It also gave Maryland Comptroller Peter Franchot, a Democrat and Question 7 opponent, an opening to remark on the team’s involvement:

As a ‘Skins fan, the Comptroller respectfully encourages them to focus on the important tasks at hand, such as protecting RG III, shoring up their kicking game and making sorely-needed improvements to one of the league’s lowest-ranked defenses.

I’d be more interested in what the NFL has to say considering their stance on gambling, and that’s likely why they had to choose a player who’s no longer active. Much as Arrington hates losing, he may well end up on the short end of the score November 6.

Unlike Questions 4, 6, and 7, which have seen a healthy amount of media coverage, Question 5 on redistricting has been the red-headed stepchild of the quartet. But State Senator E. J. Pipkin is trying to change that a little bit:

It’s just a little bit longer than a 30-second ad, which makes me wonder how many will see this video. But this makes a lot of sense considering the Maryland Democrats who put this together definitely flunked the “compact and contiguous” requirement.

But let’s not flunk the idea of protecting the vote. Election Integrity Maryland is holding one final poll watcher training session:

I’ll definitely occupy my vote this year, and you can bet your bottom dollar it won’t be for that failure named Barack Obama.

Finally, another requirement the Democrats in charge of Annapolis seem to be flunking is honesty in economic reporting. Instead of giving us the real news – which has been generally bad – they’re resorting to obfuscation. Jim Pettit at Change Maryland sent this along to me last week:

Maryland Governor Martin O’Malley recently hosted an Annapolis summit for advocates of what is called a “Genuine Progress Indicator.”  The national forum received scant media attention and the issue itself has largely been under the radar of most mainstream media outlets.

The impetus behind the Genuine Progress Indicator, or GPI movement, is to supplant traditional federal government statistics with new and arbitrary criteria that deducts what other government bureaucrats deem as environmental and social costs that accrue from prosperity.

Maryland is one of two states which have enacted a form of this method of statistical legerdemain, as Vermont signed this into law earlier this year.

Obviously Larry Hogan and Change Maryland delight in being a thorn in Martin O’Malley’s side, but the real question is why this is even being considered in the first place. To me, it comes from the same line of thinking which believes rural development should be shelved in favor of promoting “greenways” and packing people into urban centers so they can “improve” our “quality of life.”

But regardless of every statistic which can be measured, there is no way government can insure happiness. To use a baseball analogy, even if a pitcher absolutely owns a hitter to the tune of the batter being 0-for-20 against him that’s no guarantee the next at-bat won’t produce a home run. The radical Left can disparage capitalism all they want, and I’ll admit it sometimes doesn’t work very well. But these mistakes can be easily rectified by the market, and there’s no need for government to intercede. GPI is just an excuse for a greater attempt to control outcomes, with the folly of believing in equality of outcome uppermost in their minds.

It all goes back to that old saw about lies, damned lies, and statistics. When it’s in someone’s vested interest to cook the books we all know what sort of trouble can ensue. But I don’t need numbers to see that people are hurting, and it’s not from capitalism but instead from the lack thereof.

Sons of Liberty punctuate Wicomico MSOP meeting

In front of about 50 diehard lovers of freedom who decided the fate of their country was more important than a Ravens game – which meant they had their priorities in order – the Wicomico chapter of the Maryland Society of Patriots met Thursday night at Mister Paul’s Legacy Restaurant.

I’m sort of glad they modified the choices at the end. Anyway, Dr. Greg Belcher, the leader of the WMSOP, opened the meeting by bringing up the subject of an upcoming petition drive which had copies on each table, including mine. Sorry the picture is a bit blurry, but I’ll bring you up to speed in a moment.

Senate Bill 236, which passed in the 2012 regular session, is thought of as an extension of the PlanMaryland and UN Agenda 21 movement to revoke property rights. In fact, Belcher intoned that “our property rights future is at stake.” All 24 Maryland jurisdictions, including Wicomico County, are supposed to have the prescribed four-tier plan in place by December 31 of this year.

Next with remarks was local activist Cathy Keim of Election Integrity Maryland, who reminded us that there are two more online poll watcher training seminars coming up: October 1-2 and 24-25. While this training isn’t required to be a poll watcher, it’s helpful to know what can and can’t be done, said Cathy.

Keim briefly went over the seven statewide issues on the ballot this November, with a particular emphasis on the latter four. “Martin O’Malley will look pretty silly (running for President in 2016) if we stop him” in 2012, added Keim.

She mostly reserved comment on Question 6, though, to the next speaker: Robert Broadus of Protect Marriage Maryland.

Broadus actually began his presentation by speaking briefly about Question 5, the redistricting issue. He quoted former Baltimore County GOP head Tony Campbell, who commented that “all we have to do is show people the map and it’s a winning argument.”

As for the gay marriage issue and other referendum questions, Broadus emphasized the importance of reaching out to the local minority population. For example, in majority-minority Prince George’s County local leaders there support both Question 4 (in-state tuition for illegal aliens) and Question 6 because they are considered civil rights issues, and oppose Question 5 for the same reason. On the other hand, they are against Question 7 (expanding casino gambling) because they see it as benefiting the so-called “1 percent,” said Broadus.

Gay marriage is on the ballot, not just in Maryland, but three other states: Maine, Minnesota, and Washington, Robert reminded us. “The goal (of proponents) is to change our society,” he added.

Broadus also conceded that some were for Question 6 because they had gay friends or family, but asked whether the relationship with these friends or relatives was more important than their relationship with God. And while secularists “are attacking on all fronts,” Broadus called this “our Roe v. Wade moment” and admonished people not to trust the polls on this issue.

In response to a comment about secular rather than faith-based arguments about Question 6, Broadus believed this was an effort to neutralize gender in society, even though God created man and woman differently. “Marriage is not a right,” concluded the longtime marriage protector.

Finally, it was time for our main speakers, the Sons of Liberty. If you can’t read the background slide, here it is below.

It’s sort of a long name for their ministry, but Bradlee Dean and Jake McMillan have taken their show on the road to hundreds of high schools throughout the country. What we were presented is only about a quarter of what they do in a normal high school stop, said Dean.

In his presentation, Bradlee Dean bemoaned a nation which had seen a “decline since the Supreme Court said no to God” back in 1962. What we are now seeing is “the fruit of a nation which turns its back on God.”

Bradlee continued by saying the Catholic Church is “right on the money” in fighting President Obama and his contraception regulations. He asked, “Why are (leftists) always attacking God? Because they want to be God.” Dean showed a number of different quotes from the earliest leaders of our country acknowledging the divine Providence shown by our Creator, as opposed to the secular humanist attitude of today’s leaders.

That general attitude was due in no small part from our mainstream media. Just read the quote on the wall behind Dean.

It was determined that controlling 25 newspapers would do the trick, and this was back in 1917! Now we have a cabal of alphabet networks working in conjunction with the largest newspapers to promote a overtly secular agenda. “You’re being lied to. End of story,” said Dean. “The media works for a corrupt administration.” Even Fox News didn’t escape Bradlee’s blunt assessment, since they decide what they want to report to you as well.

At this point Dean stepped aside for a moment, allowing “The Other Guy” Jake McMillan to present a short question-and-answer section admonishing us to think about what we read and say, with a little audience participation.

A sample question: What do they call the raised lettering which enables the deaf to read? Most people would reflexively say “Braille” but if you pay attention you’ll know the true answer is “deaf people can already read, they just can’t hear.” It was part of a broader point that “most of the liberals count on ignorance of the issues,” said Jake.

Returning to the microphone, Bradlee rattled off a number of observations about the media and Hollywood. One slide referred to a warning sign he saw in an AMC theater in Kansas a few years back when the Mel Gibson movie “The Passion of the Christ” was showing. While the sign correctly noted the movie was in Aramaic and Latin, with English subtitles, and had violent content enough to earn an R rating, curiously there were no other warning signs for the other PG-13 and R rated movies in the theater. “It’s not about the money, it’s about the indoctrination,” said Bradlee. “If I entertain you, I’m controlling you.”

Dean then turned to a distinction not often found in the media, which commonly refers to our nation as a “democracy.” (As have presidents since Ronald Reagan, Bradlee noted wistfully.) Our nation is a republic, continued Bradlee, ruled by law and principle rather than by what the public desires. Dean quoted several early Americans who pointed out that democracies expire from within to become tyrannies. And having visited hundreds of public schools, Dean observed that they commonly are surrounded by fences, covered by security cameras, and patrolled by armed law enforcement officers. “They’re getting kids ready for a police state” in public schools, he warned.

Continuing on to a subject near and dear to several there, Bradlee went on to describe the fight about gay marriage as one “about upending your Constitution.” It’s being used as a “political battering ram” to take us further away from our roots as a nation. “You’re dealing with totalitarianism,” Dean believed.

But it wasn’t all bad news. Bradlee wanted to stress as well his thoughts on those who have perished in defending those rights endowed by our Creator, the over 400,000 who died and the millions who live on while missing their friends and family lost in battle. “Who’s going to stand up for the veterans?” he asked.

Overall, the message was simple yet elegant: “If you don’t know your rights, you don’t have any rights.”

Afterward, Bradlee and Jake stuck around for over a half-hour to answer questions, sell their various wares, including CDs, DVDs, and books, and pose for pictures like the one below.

It’s also worth mentioning that a number of Republican Central Committee members were in attendance, along with the head of the Worcester County TEA Party and MSOP head Sam Hale.

And while there was no media there besides this reporter and Julie Brewington, who’s mostly pulled away from her Right Coast Conservative blog (but was videotaping the proceedings nonetheless), we did have two write-in candidates for office.

On the left is Mike Calpino, who’s running in the First District Congressional race as the write-in not endorsed by either political party, and on the right is Worcester County resident Ed Tinus, who is resurrecting his U.S. Senate campaign after finishing last out of nine Democratic candidates in their primary with 1,064 votes, or 0.3%.

To be quite honest, I wasn’t sure what to expect from this meeting because I’d not heard of the Sons of Liberty or Bradlee Dean’s Christian rap-rock band Junkyard Prophet before last week when I first promoted this meeting. In doing a little research on the group, the prevailing opinion on them was that they were typical bigoted Christian haters – yet I found nothing overly controversial about their viewpoints. I will grant they did not speak much specifically about gay marriage or Question 6, but their opinions on the subject are likely shared by millions in this state and across the nation. Having seen the trend of a nation falling away from a Christian God, they obviously fret that allowing same-sex marriage may open the door to an even further slouch towards Gomorrah, to borrow a term made famous by Robert Bork. I think it’s a legitimate concern, others may disagree.

And if the idea of public school is to teach children critical thinking then I can’t understand what the big deal is to have them come to a school for a few hours and speak to the kids there. But the impression I get is that Sons of Liberty faces a lot of static in putting together these presentations simply because they don’t have a politically correct viewpoint, even if the opinions they present are based in historical fact.

The duo is in the midst of a four-day swing through Maryland and northern Virginia, with future stops in several other states. Dean admitted it was hard on him to be away from his five children, but the fight to preserve his country and its God-given freedoms was worth it. Having heard the presentation, I tend to agree.
