WCRC meeting – April 2012
The complaints were flying fast and furious at tonight’s meeting – not about those running the meeting or featured speaker County Councilman Bob Culver, but about a system of uncaring state government seemingly devoted to the notion of forcing us into oblivion here in the hinterlands.
After handling the normal mundane business at hand, Bob began his remarks by making light of the fact he “made the paper and Grapevine all in one week.” As he’d mentioned before, the last year-plus on County Council had been challenging and interesting at the same time, and he praised fellow Council member Gail Bartkovich for her help on picking through the budget. In fact, this Council edition has a “great dynamic,” assessed Culver.
They had been presented two budgets for FY2013: one billed by County Executive Rick Pollitt as the “doomsday” budget had around $7 million in cuts in case the state’s maintenance of effort rules would apply with no new revenue, while the other “relief” budget restored those cuts and instead grew the Board of Education by 2 percent. Culver correctly pegged these budgets, particularly the “doomsday” edition, as an “end run to remove the revenue cap” with the assistance of Delegate Norm “14 Million Dollar” Conway. (Note I made up the name for him, not Bob.) Bob also saw the income tax increase county payers will endure (from 3.1% to 3.2%) as “political blackmail” made necessary by state mandates.
And while state leaders dithered over the Prince George’s County casinos that Senate President Mike Miller wants vs. the revenue enhancements Martin O’Malley desires, we in Wicomico County are still saddled with a lot of bad legislation. Take the new residential sprinkler law which will add between $7,000 and $20,000 to the cost of a new home for example. Or consider the septic bill, which affects farmers because their property values and available credit decrease.
Moreover, the budget only works by withdrawing from the rainy day fund, of which only about $12.2 million is currently not otherwise spoken for. There is “no chance in hell” we can afford a $14 million hit, said Bob, although “we could have made $7 million.” But when the county has lost $800 million in assessed value since 2010, things get more difficult. And while new county administrator Wayne Strasburg is a “breath of fresh air,” Wayne also believes we need at least a 7 cent per $100 increase in the property tax for each of the next three years, said Culver.
In addition, Bob believed we dodged a bullet for now with the failure of the teacher pension shift that the counties lobbied against. But it was only a matter of time before that shoe dropped and Culver thought we should begin planning for that eventuality now.
When asked about the fate of the elected school board, Bob was blunt: “Mr. (Rudy) Cane killed it.” Bob was told in no uncertain terms it would not advance while Rudy was chair of the county delegation.
At this point Delegate Charles Otto got into the conversation, blasting the maintenance of effort bill as a “ridiculous, unconstitutional thing.” The only thing we’d have a special session for, continued Otto, would be to raise $500 million in taxes.
Hearing the grumbling that there wasn’t much we could do about the situation, Cathy Keim begged to differ. She pointed out that Election Integrity Maryland was training poll watchers, which we would need in various areas of the state. We could also work on the petition and referendum she was collecting signatures for.
That was echoed by Central Committee member John Palmer, who also announced that the signatures being collected were also being made into a handy database of conservative and right-leaning Marylanders which could be useful for future efforts. Regarding our County Council, Palmer assessed it as “six Republicans (with) three acting like Republicans.”
County Council member Joe Holloway chimed in that the Bennett Middle vote “decided the fate” of the 7 cent property tax increase. By voting to spend that additional money, the Council was left with no choice but to max out to the revenue cap this time around.
As it turned out, Culver was the catalyst for a wide-ranging discussion of solutions ranging from activism to prayer, as we were reminded by one observer that National Prayer Day comes a week from Thursday. “God is judging our nation,” she warned. We need “more prayer warriors.”
After engaging in a mea culpa for an error he made in his most recent Daily Times column, Dave Parker mentioned the state budget in his Central Committee report; he marveled that “uncontrollable Republicans” were being blamed for the non-passage of the budget Martin O’Malley would have preferred. O’Malley left out the inconvenient truth that Democrats in Annapolis can pass whatever they please without a single GOP vote. Martin O’Malley “wants to be Obama,” Parker believed.
But Dave was disturbed by one earmark which was passed, despite the fact he’ll receive some tangible benefit. The state wrote itself $135 million more debt so Norm Conway could brag about bringing a new library to Salisbury University. (Gee, it should be under construction just in time for Conway’s re-election campaign, you think?)
Longtime political campaign organizer Bonnie Luna announced she was at it again, as she will soon begin the local Mitt Romney campaign with a kickoff organizational meeting sometime next month. Dan Bongino also has a local coordinator in rising young political operative Shawn Jester.
But I wanted to wrap up with one final travesty in an evening that seemed to be permeated with doom and gloom for some reason.
After a number of years of trying, the Wicomico County Republican Club finally set up a scholarship to be given to a high school senior who qualifies in several different areas, including (naturally) being a registered Republican. It’s not a huge scholarship by any means, but $500 can be a help to a young student. (I know it would have helped me thirty years ago when I began college.)
We found out today that the Wicomico County Board of Education would not list it in their list of scholarships, for the stated reason that the recipient has to be a registered Republican. Now there are other stipends which are restricted for other various reasons, such as the applicant has to be a minority, female, pursue a particular career major, or even be a wrestler, but apparently those sorts of restrictions are just fine. This tends to follow the same logic which would allow a non-believer to head up a Christian school group. But the good news is the scholarship will soon be on the Delmarva Education Foundation website, which is a relief for a conservative student (including homeschooled) who would like to avoid the federal student loan scam if at all possible.
So the meeting wasn’t all bad. Hopefully in a couple months we’ll get to meet our recipient; perhaps he or she can attend our next meeting on June 25. Since the fourth Monday in May is Memorial Day we will skip May and have our next confab in June.
2012 Wicomico County Lincoln Day Dinner in pictures and text (updated)

We were expecting around 100 to show up, along with most of the 10 contenders for U.S. Senate and a host of local Republican elected officials. Well, two out of three ain’t bad, as Meat Loaf used to say.
I don’t have the official numbers, but I would guess our attendance were closer to 120. But we had just four U.S. Senate contenders make their way down here, with Robert Broadus showing up well before the 6 p.m. opening.
Those candidates who came had a spot to put their literature. However, we did not have a visit from Ron Paul – just local supporters.
I would say of the four Senate candidates who came, Broadus had the most stuff, with Dan Bongino and Rich Douglas bringing a more modest amount. David Jones had no literature (or support staff; he was truly a one-man operation.)
And we had a few ideas for promotion of the event, with some of the patrons taking advantage of this one.
The who’s who of local Republicans came out for the event, as well as several from around the state – included in that complement were MDGOP 1st Vice-Chair Diana Waterman and both candidates for National Committeewoman, Nicolee Ambrose and Audrey Scott.
As always, we had President Lincoln make his appearance at the event, too. He brought a small regiment of troops for protection.
There were also reenactors in each corner of the room as well as Civil War-era photographer Mathew Brady taking snapshots of the proceedings.
“Our country is in great peril now,” said President Lincoln. What I’ve found interesting each year is that the President brings the problems of 150 years ago to compare with the modern day. “In my opinion, we would do better to leave the Constitution alone,” Lincoln echoed from long ago, “It can scarcely be made better than it is.”
“My hope is that our Republic can be redeemed,” he concluded, “and that you will kick the scoundrels out.”
In speaking to Lincoln beforehand, he remarked that the portrayal gets a little easier every year because he’s getting more wrinkled. But he does a good job in setting the mood each year.
And this guy does a good job in setting up the affair each year. As always, sporting the red (naturally) blazer, Wicomico County GOP Chair Dave Parker set up the rest of the program.
As it turned out, we had a total of eight featured speakers; four Senate candidates and four state elected officials. We also heard briefly in between from Mark McIver, who is the Lower Shore liaison for Andy Harris. Andy could not attend our dinner this year.
Each Senate candidate was given about seven to eight minutes to speak, while local officials were allotted five. Now one would think that having the Senate candidates speak first, before the local officials, would be a mistake, but I didn’t see anyone heading for the exits before the benediction to close the proceedings (from Wicomico Central Committee member Dave Goslee, Sr., who also did the invocation.)
Dan Bongino had eight minutes but took five to deliver an uplifting message that “Maryland is not a lost cause.” He was quite feisty, as a matter of fact, telling those assembled that “it’s time to pick a fight…this is our home.” The statists have no entitlement to the state, he added.
While he didn’t get into many policy specifics, Dan said that conservative ideas have won before, citing Ronald Reagan’s re-election. (George H.W. Bush also carried Maryland in 1988.) What we need is a “clear delineation” on the issues, said Dan, and if we can get that “we can win this.”
And when all his friends told him he should move to Virginia from New York, Dan instead chose Maryland because “I saw Maryland first and I fell in love with it.” Now he’s made it home.
Robert Broadus was in the Navy. When he got out, he “saw a government that was not following its charter, the Constitution.” Furthermore, his representatives were “unresponsive” and weren’t listening. So he became involved and aware.
While he was “raised to vote Democrat” by virtue of his skin color, Broadus asserted that, in Maryland, “too many vote their identity” and we need to change the narrative of Republicans as rich and white – after all, President Lincoln helped end slavery as the first Republican president.
Yet the NAACP, supposedly an advocate for his race, instead supports things like illegal immigration and same-sex marriage, he continued. And when Ben Cardin came to Prince George’s County to announce his support of Obamacare, backed by the purple shirts of the SEIU, everyone – even the Republicans – was applauding. But he wasn’t.
“I stood up to Ben Cardin two years ago,” said Broadus, and “we can’t let that destruction of liberty continue.” His agenda was simple: repeal Obamacare, end the IRS, and protect marriage. The state should stop pushing a social agenda.
Broadus has run for Congress twice before, but is perhaps best known in Maryland as an advocate for protecting the concept of marriage between one man and one woman – a value system most in the room agreed with wholeheartedly.
I found it quite telling that Rich Douglas brought a book with him; a book I had a blurry picture of, unfortunately. The tome contains the rules of the U.S. Senate, and this dogeared volume was several hundred pages thick.
And while the last attack on the Bill of Rights was at Fort Sumter under President Lincoln, Douglas opined, this White House has also attacked the Bill of Rights as well. But Rich’s task of the evening was “to persuade you I am the right candidate to defeat Ben Cardin.”
He attacked the incumbent on three levels. First of all, the Senate has a lot of input on national security, but Douglas was “alarmed” by the lack of military veterans in the Senate. Bolstering his credentials in that respect was his endorsement by former U.N. Ambassador John Bolton.
Secondly – and this is a point he’s made frequently – Ben Cardin has never worked in our private-sector economy. He’s been an elected official since 1966, fresh out of law school. Someone who understands the private sector may have convinced Caterpillar to bring its new plant and 1400 jobs to Maryland – Douglas “would’ve camped out at the front door of Caterpillar” to bring the jobs here. (Imagine that in Salisbury.)
But most important was “backbone.” Douglas worked for the late Senator Jesse Helms, and Helms had principles, said Douglas. But Maryland has no Senate representation because Senate Majority Leader Harry Reid’s priorities are “high priorities” for Cardin. That’s why we have spent nuclear rods in the open at Calvert Cliffs instead of at Nevada’s Yucca Mountain, Douglas said.
As I noted about the Senate rules book, another advantage Rich claimed was knowing how the Senate rules work and using them to our advantage.
But perhaps the most controversial thing Douglas said was that the “only good conservative outcome” of the Supreme Court battle over Obamacare was that it be upheld. Congress has greater discretion under the Commerce Clause, he argued.
It was interesting that after the event was over he and Robert Broadus were having a friendly debate over that very subject.
David Jones actually spoke the longest of the four candidates. Now it’s obvious that, at just 32 years of age, he doesn’t have the pedigree the others do so that wasn’t his message.
Jones is a working man, who makes $32,000 a year and is the single dad of a four year old son. He conceded that it’s “damn near impossible” to run and win as a 32 year old Republican in Maryland.
But then again, Bob Ehrlich won in 2002. Of course, part of that was the fact that Kathleen Kennedy Townsend was an “insult to the people of the state” and Ehrlich was a “good leader.” But Martin O’Malley didn’t insult the Democrats so he won. Republicans have to “speak for all,” Jones added.
David jumped into the race because he believes “nothing is being done for the majority of the country…I’m tired of it.” And those people he encounters as part of his job “don’t believe it works anymore” either. The people need leadership, Jones believed.
But while he certainly played the role of a disaffected youth well, I never heard exactly what he stands for. Certainly he’s a likable guy, and he asked the bartenders afterward what they thought of his remarks, but I’m curious whether he can flesh out a platform next week at a Worcester County candidate forum he’s planning on attending.
After going over a list of his upcoming fundraisers, State Senator Rich Colburn announced he now officially represented about 49,000 of Wicomico County’s residents thanks to redistricting. The Democrat majority didn’t look at any alternative redistricting bills in the first 45 days of the session.
Instead, to keep up with potential 2016 Presidential rival Gov. Andrew Cuomo of New York, Martin O’Malley’s top priority was getting same-sex marriage passed, Colburn said. This prospect even affected the timing of his State of the State address, which was late because they “needed him here” rather than out traveling the country.
And apparently the new definition of millionaire was someone who made $150,000, since those who make that amount would begin losing tax deductions. Throw in the proposed gas tax, the septic bill – a “feelgood bill by the Chesapeake Bay Foundation” which won’t address the bulk of the problem – and the flush tax, and there’s a lot of damage which can yet be done in this session.
Colburn saved the last part of his enmity for the Waterkeepers Alliance, a group which is suing the Hudson family of Worcester County with assistance from the University of Maryland Law School. Colburn noted “North Carolina would love to have” our poultry industry and “every farm (in the country) is jeopardized” by the Waterkeepers’ efforts. Rich has a bill pending which would compel the University of Maryland Law School to reimburse the Hudsons $500,000 for damages. “I will continue to fight against the injustices of the University of Maryland Law School,” he vowed.
After she sang ‘God Bless America’ as part of the opening festivities, Delegate Addie Eckardt returned to the microphone to give a more sobering report, although she was “excited to see friendly faces.”
Republicans in Annapolis were “working very diligently for a way to offer an alternative budget proposal” as they have for several years now. All we need to do is “take a break” and let the revenues catch up, she assessed.
But when entities are coming up and asking for huge increases in the capital budget – which is paid for mostly from property taxes and proceeds from bond sales – she was “concerned (about) how we’ll survive.”
“There needs to be discipline in spending,” she concluded.
But while Eckardt and Colburn were rather subdued in their remarks, Delegate Mike McDermott had the delivery and cadence of a Pentecostal preacher during Sunday service. When reminded of the five minute limit, McDermott quipped “I don’t listen to the Speaker of the House, I certainly can’t listen to you.”
“We need to re-adopt the founding principles of the Declaration of Independence,” Mike thundered, as “liberty is a gift from God.” He believed that “your enemy (in Annapolis) has overreached…when (they) have to pray to God to get 71 votes.”
But all over the state, “people are infuriated with the overreach of government,” Mike continued. “They fear the people.”
Candidates for office this year need to tie themselves to the two referendum efforts going on. McDermott cited a poll taken which showed 96% of Marylanders thought they paid too much in taxes, which was awfully coincidental with the 96% of transportation money going to serve the 4% of the state which actually rides mass transit, while our roads and bridges crumble.
He also announced that Friday they saved the state $100 million. Well, they are on their way as two bills Mike sponsored are winding their way through the House. He singled out Wicomico County State’s Attorney Matt Maciarello for his help on HB112.
And because of this overreach by the other side, Mike concluded, we can divide and conquer the opposition. Then we can wistfully look back and tell our grandchildren about the time Maryland was a one-party state. In the meantime, it’s time to “take back our state.”
And poor Charles Otto. He drew the short straw of following McDermott, saying “we may as well pass the plate right now” but on the other hand he would be the last word.
In his typical low-key style, Charles implored us to get the vote out since we have a “so-called leader in the White House that needs to be replaced.” As part of that GOTV effort, Otto encouraged us to check in often at mdpetitions.com and work to get the same-sex issue on the ballot. Our GOP delegation “represents the values we grew up with,” Otto said.
But he also noted one thing the previous speakers didn’t bring up – the possible upcoming shift in state pension obligations to the counties. Charles claimed that, for Wicomico County, it would be a $4 million hit and taxes would almost certainly need to be raised locally. (As I recall, each penny increase in the property tax per $100 of assessed valuation equals about $750,000 to the county. So it would mean about a nickel’s increase.)
Yet maybe, concluded Charles, the opposition party which has already spent a lot of political capital on passing same-sex marriage will be fiscally responsible.
I’m not going to hold my breath on that myself.
It’s worth mentioning in closing that I had the chance to speak at some length with Nicolee Ambrose – not necessarily about her run for National Committeewoman but about the political scene in general. Now I agree with some things regarding the two who seek the post and I disagree with some. I haven’t made up my mind yet but speaking with Nicolee helped to lean me in a particular direction. To be fair, I also spoke more briefly with Audrey Scott before the event.
Early on Saturday, I wasn’t sure how we were going to pull this off. We had no idea how many Senate candidates would come and the person who originally was supposed to do our sound had to work. But the event turned out to be a success thanks to my cohorts on the WCRCC and all who attended. We’ll review this edition when we next meet and start working on a bigger and better one for 2013!

Monoblogue provides a vital service for all Marylander’s, namely, covering important political events that mainstream media often misses.
Such was the case in the February 27 coverage of the Wicomoco County Lincoln Day Dinner.
I was quoted about the Supreme Court and its relationship to Congress. Let me elaborate.
Information is power. The Constitution’s Commerce Clause says Congress has the power to regulate commerce between the several states. In the courts, President Obama cited Congress’s Commerce Clause power as the authority for the insurance mandate. Over the decades, the US Supreme Court (including Marylander Robert Brooke Taney) has held that Congress has significant leeway to regulate commerce under the the Commerce Clause. So on Obamacare, the main question for the US Supreme Court is likely to be: is Obamacare a proper exercise by Congress of its power under the Commerce Clause? At this point in our logic-walk, it is vital to remember a fundamental principle of conservative judicial thought: Courts should not substitute their will for the will of the legislature. And please: don’t take my word for this — read Judge Robert Bork. My point at Salisbury was that the conservative wing of the Supreme Court (assuming that they, too, believe what Robert Bork believes) should not be expected to substitute their will for Congress’s will unless they find that Congress clearly violated the Commerce Clause with Obamacare. I’m not sure they will do this. To put it another way: if the Court is NOT offended by this ‘new’ Commerce Clause power asserted in Obamacare, and in keeping with Bork’s philosophy, the mandate will be upheld.
This tosses the hot potato back to Congress. For men like Bork, that’s where it belongs in the first place. I think this is what will probably happen. Here’s my Salisbury point: I don’t count on the Supreme Court to save our bacon. So Maryland will need a Senator who has the guts to take the hard votes on Obamacare after January 2013. Now here’s a new point: Maryland also needs a Senator who genuinely understands the Constitution, who understands how it has been interpreted, and who has taken the time to explore and understand conservative judicial philosophy before talking about it.
As a Senator I will vote to repeal Obamacare.

Now, allow me to add something. As an assistant in covering the event, I recorded each candidate’s speech and took notes on what I heard last night as I compiled the post into the wee hours of the morning.

The McDermott notes: week 7
As the General Assembly session chugs along into its second half, we’re beginning to see more votes being taken during House sessions – no longer is the time being spent with first readers of new House bills. They’re also getting the bills passed by the Senate to consider.
Two key happenings on Monday were the traditional Washington’s Birthday speech given by a Democrat and a challenge to the same-sex marriage vote count. McDermott opined that Delegate John Olszewski’s speech on Washington “implied he liked taxes…but maybe he was referring to Washington, D.C.”
But more important is the vote count challenge, since it’s against House rules to have voted and not placed up on the board. As of this writing, the official count is 72-67 but Delegate John Bohanan’s vote was originally not counted, which is why initial reports had it 71-67. This challenge has meant the day’s journal is not yet official.
Yet this is also interesting because House rules in the past have allowed Delegates to change their vote; on occasion in doing my monoblogue Accountability Project I notice this and those who do so are penalized. (The same is not true for the Senate.) It will be interesting what the record eventually shows for Bohanon.
McDermott broke the three days of hearings conducted last week down into three distinct groups: Tuesday was “gun day,” Wednesday was “DWI day,” and Thursday was “family law day.” It seems to be the custom that similar bills are lumped together in a hearing scenario, and that probably helps assure that lobbyists on each side of these issues have their calendars in sync.
Mike lamented that pro-Second Amendment legislation normally didn’t even get a vote in his committee, while those bills which continue to make Maryland a state hostile to lawful gun owners will likely not only make it out of committee but probably reach the floor. McDermott’s view is that Maryland should join the 40 “shall issue” states and place the burden on the state as to why a person should not carry a gun instead of placing the onus on the person who wants to carry to give a reason why. My reason is that there’s a Second Amendment which says I can.
Regarding the DWI bills, Mike is a co-sponsor of several of these, but a couple in particular may raise the ire of civil libertarians. I think the second one could be a problem since the state uses so many unmarked police cars.
Mike noted that all three days had standing room only crowds, which bolsters my point about the lobbyists having the days circled on their calendar in advance.
There were also three bills voted out of the Judiciary Committee on Thursday, with the only one I could find drawing opposition being HB96. Oddly enough, the 16-4 vote found four of the seven Republicans voting no, with McDermott and Delegate Michael Hough the only ones voting yes. (Delegate Don Dwyer was absent.) I’d be interested to know why they objected, with my one thought being that it limits a judge’s options in the case.
McDermott also noted the Senate’s work on Thursday, and compared it with how the House passed the gay marriage bill:
The Senate voted quickly on the O’Malley-Brown Same Sex Marriage Bill. They also created two legislative days out of one calendar day and passed the bill in the afternoon. No amendments were accepted onto the bill by the Democrats which could have at least made the bill better. These included amendments to address homosexual-same sex marriage curriculum in public schools and a prohibition on a minor being able to enter into a same sex marriage. As a result of these rejections, when the governor signs the bill into law next week a 16 year old boy will be able to marry a 40 year old man and our schools will be forced to instruct that same sex marriage is a normal option.
As a result, the referendum process has begun. The people of Maryland will have the last word when we force the issue into the ballot box. In the coming weeks, I will provide detailed information on how to get involved in the referendum. For those who helped in the referendum on Illegal Alien In-State Tuition last year, it will be the same process. We will now be on guard in the House for legislation that will seek to make the referendum process more complicated and arduous for the people. We know it is coming.
For his Friday “diary” Mike referred readers to the House Proceedings calendar to show the votes taken and bills passed. It’s worth noting that, out of 22 bills considered on the House docket for the day, 16 passed without a single “no” vote and three others with just token opposition. Only three had any significant force against them, and these dealt with the following subjects:
- HB74, which extended the life of the State Board of Certified Interior Designers
- HB104, which makes certain uses of a cell phone while driving a primary offense
- HB173, which allows an electronic signature to be placed on file for voter registration
I would say all three of these have some potential to be part of the monoblogue Accountability Project, with HB104 and HB74 the two most likely to be used. Unfortunately, these votes aren’t public record yet so I don’t know who voted correctly or incorrectly.
McDermott was also pleased with the advancement of two of his bills, which he claimed would save the state millions of dollars. (He also said this at the Wicomico County Lincoln Day Dinner, which I’ll detail more tomorrow.) Interestingly enough, McDermott credits Wicomico County State’s Attorney Matt Maciarello with assisting on the bill.
Obviously it was a less stressful week than Week 6, but things will probably heat up as the budget bills begin to advance.
While Mike didn’t mention this, Friday also marked the day – since there was no legislative action on an alternative – that Governor O’Malley’s state gerrymandering officially became law, pending any court action of course. Now Mike shares District 38A with fellow Republican Delegate Charles Otto while the northeastern section of his old district becomes District 38C, an open seat. The parts of his former District 38B closest to Salisbury will presumably be left for Delegate Norm Conway to defend two years hence.
Wicomico school board bill now in House of Delegates
It took a little longer than expected but the companion bill to SB99, the bill which would give Wicomico County voters the opportunity to determine whether they want an elected school board, was introduced in the House yesterday. HB966 is the crossfiled version of the Senate bill.
Unlike last year, when the bills were introduced late in the session, not all of the Wicomico delegation is on board as sponsors. Last year’s SB981 had Senator Jim Mathias as lead sponsor with Senator Rich Colburn as co-sponsor; this time the order is reversed. Delegate Norm Conway was listed as lead sponsor of HB1324 in 2011; this year he’s not on the bill, nor is fellow Democrat Rudy Cane.
Instead, Delegate Mike McDermott is acting as lead sponsor, with co-sponsors Delegates Addie Eckardt, Jeannie Haddaway-Riccio, and Charles Otto. It wasn’t prefiled as he promised last year in front of the Wicomico County Republican Club, but I would presume he instead waited as long as he could to see if either local House Democrat would come on board. Alas, it was in vain, so he ended up introducing it on the last day before it would have been forced to jump through the additional hoop of the Rules Committee.
More troubling to me is the lack of progress on the Senate version. Originally slated to have a hearing on January 25, that was cancelled a week beforehand. A new hearing was scheduled for next week, but again scrubbed.
I think those who are interested need to put something on the to-do list for this coming week: contact the leaders of the Senate Education Health and Environmental Committee and House Ways and Means Committee and encourage them to get the bills moving.

There’s already going to be quite a bit on our electoral plate this year, but there’s always room for more. Hopefully in 2014 we can begin to turn over control of our school board from some unelected bureaucrat in Annapolis doing the bidding of the governor to those we select at the ballot box. As I envision it, we would have a school board which mirrors County Council (5 representing districts and 2 at-large) elected in a non-partisan election where everyone has a fair shot. It may not necessarily reflect this in the end, but the time for choosing needs to arrive soon.
The McDermott notes: week 2
If you missed it two weeks ago, my intention is to spend time on Sunday evening reviewing local Delegate Mike McDermott’s weekly field notes. I find them a fascinating look into the workings of the Maryland General Assembly.
I skipped last week, but this edition of the General Assembly session seems to be settling into a familiar routine: a few bill introductions and hearings, with Mike sitting in on the Judiciary Committee hearings. Tonight I’ll do a review of week 2 based on Mike’s observations and tomorrow afternoon I’ll catch up with week 3.
To begin week 2, Mike commented on the celebration of Martin Luther King Day and remarks from former football player and Delegate Jay Walker, but concluded by reminding readers that MLK was a Republican and the civil rights movement seems to have both forgotten this and the fact Republicans helped get civil rights legislation passed despite the efforts of southern Democrats.
On Tuesday of that week, Mike helped to pass the very first bill to make it through the whole legislative process this year. SB46, which changed Somerset County’s legislative districts, passed as an emergency bill with the only dissenting vote cast by Anne Arundel County Delegate Don Dwyer.
But there’s an interesting sidelight to this particular bill. SB46, sponsored by Democrat Senator Jim Mathias of Worcester County, was passed through the legislative process. The crossfiled bill in the House, HB50, was sponsored by Republican Delegate Charles Otto of Somerset County but didn’t proceed past first reading. So who do you think will get credit and who will be cast as not doing his job?
The remaining time that Tuesday was spent reviewing bills on elder abuse, increasing penalties for malicious destruction of property by graffiti, and the release of mental patients found not criminally responsible. Obviously this can make you an expert on a lot of mundane, picayune items. But the Judiciary Committee only hears its portion of the bills before the entire General Assembly so one has to assume Mike does a lot of talking with fellow Republicans on other committees to hear their take on other bills which will be voted on later this session.
On Wednesday Mike spent the day in a hearing on out-of-court settlements, which brings me to the point above. It’s not clear whether this is germane to a bill already in the hopper or one being considered.
Thursday brought the Israeli Ambassador to the United States before the General Assembly as well as hearings on bills mandating the members of the Baltimore County Orphans’ Court be members of the Maryland Bar, abolishing some of the immunity enjoyed by members of the General Assembly, and expanding the harassment statute to add in items like text messaging and social media.
I suspect the Baltimore County bill is a trial balloon by the Maryland Bar Association to eliminate the possible competition for Orphans Court judge around the state. It’s the only judicial position a lay person can hold, and reducing the pool of people who can run allows attorneys a crack at another cushy judgeship.
Week 2 ended on Friday with the meeting of the Eastern Shore Delegation. Mike describes the speakers they heard from: Department of the Environment Secretary Robert Summers, Susquehanna River Basin Commission Director Paul Swartz (no relation), and the nine school superintendents on the Shore. Obviously he had many more questions than they could answer, but Mike brought up salient points regarding all three.
I happen to agree with Mike that the Eastern Shore takes an inordinate share of the blame for the Bay’s problems. We only contribute a small amount of the nitrogen that finds its way into the Chesapeake, but our farmers have to jump through hoops regardless. Soon they’ll be joined by those who will see the “flush tax” doubled if Governor O’Malley and Annapolis liberals have their way. Meanwhile, we can’t do much about the pollution which comes to the bay via the Susquehanna River – Mike uses the analogy of having a swimming pool with a hose connection to the neighbor’s septic tank. Obviously that would mean Pennsylvania and New York have to help us out, but they don’t really have to deal with the problem.
And as for the third meeting with the superintendents, it seems to me that any time Memo Diriker is brought into the conversation taxpayers need to watch their wallets. Somehow he always seems to advocate the most expensive solution, and I’d love to see the calculations that Diriker uses to claim each dollar spent on public education creates $1.90 in return. If that’s true, building Bennett Middle School should make next year’s Wicomico County budget a snap.
I’m not holding my breath.
Also on Friday of week 2, Mike introduced bills dealing with the criminal justice system, HB112 and HB119. Both will have a hearing Tuesday afternoon. Compared with some of the other bills I’ve read, these are very simple changes in the law. I’m not sure what fate HB112 will have, since I’m betting the ACLU and other similar groups will press hard against the measure, but HB119 has a fighting chance for success: it allows law enforcement officers in the field greater latitude to use their judgement on whether a misdemeanor offense deserves a simple citation or more intrusive action and has a small but bipartisan roster of co-sponsors.
During week 2 Mike also penned his thoughts on Martin O’Malley’s budget, where he chastises the governor who “lifts his eyes to Pennsylvania Avenue.” I agree with Mike: the 2016 campaign is already underway for Martin O’Malley, and my guess is that state Democrats have already been given their marching orders to try and make that happen.
I’ll look at Week 3 tomorrow, and try to get back to a Sunday evening routine afterward.
Lower Shore gerrymandering in Friday night document dump
Late this evening, the Maryland Department of Planning released their versions (House of Delegates and Senate) of the redistricting map for the General Assembly. For the purpose of this post, though, I’m going to concentrate on Districts 37 and 38.
The new District 37 is a lot like the old one, as they maintained a majority-minority district in 37A which snakes along the U.S. 50 corridor between Salisbury and Cambridge, with a arm of the district heading up toward Hurlock in Dorchester County. But District 37B now makes nearly an entire crescent around the single-member district and swallows up much of the Wicomico County territory formerly in District 38A. Geographically it’s a huge district that takes in all of Talbot County, the southern end of Caroline County, most of Dorchester County and the southern and western ends of Wicomico County, plus a small area near Sharptown. In essence, it moved a little bit southward and eastward.
As for District 38, well, I got part of my wish as it will now be comprised of three single-Delegate seats. The 38A portion, though, now takes in all of Somerset County and the southern half of Worcester County, with a spike running along the U.S. 113 corridor into the Berlin area. I predicted this would happen because it would force two incumbent Republicans (Charles Otto and Mike McDermott) into the same district. Looks like we have our 2014 District 38 Senate candidate now.
District 38B maintains only a sliver of the Wicomico County portion of the existing district, and looks tailor-made for another run by Norm Conway. To me it looks like the western boundary hardly changed so it’s now primarily a Salisbury/Delmar/Fruitland district, as it did move a little bit southward to take in that former 38A territory. The eastern side of Wicomico County and the northern half of Worcester County (except Berlin) now become part of the new District 38C.
So who does this benefit? Obviously the new District 37 will probably keep the incumbents in office, or at least decrease the chance for a non-minority to win the 37A seat. Rich Colburn picked up a decently Republican chunk of Wicomico County but lost quite a bit of Caroline County to District 36. So that is probably a wash. But District 38 was built simply to eliminate one Republican from the area, and the extension of District 38A into Berlin may have been on the behalf of Berlin mayor Gee Williams, who tried for the seat before. Perhaps it’s a more lopsidedly Republican seat, but now it gets only one Delegate.
And I’m stuck with Norm Conway, since I’ll be in the new and smaller District 38B. Unless Mike McDermott moves closer to me, he won’t be my Delegate anymore in a practical sense. But that’s okay – it just means I can give old Five Dollar more flak if he decides to run again, which I hope he doesn’t. Given the fact the district maintained its irregular shape at the western end, my guess is that he will and they eliminated the rural parts of his district to help his cause.
Finally, I’m disappointed with the MDP’s map since it wouldn’t allow me to figure out the new districts close-up – that is unless my laptop isn’t up to the task. So forgive me my wild guesses as to where the districts lie, but before that site failed me I did verify my home is in 38B. Not by a whole lot, though.
Update: This example may illustrate how cut up our area is. Along the first two miles of Mount Hermon Road you can have houses in four different districts. At the far west end of the road and up to Civic Avenue it’s the border between the extreme eastern fringe of District 37A on the north side and 38B on the south side. Then about a mile or so it’s in entirely in 38B, until the road passes under U.S. 13. Then it’s solely in District 38C for a short distance until it crosses a creek just west of Hobbs Road, when the highway becomes the border between 38C on one side and District 37B on the other. Finally, just past Walston Switch Road, the road becomes part of 38C. To use east side landmarks, the airport is in 37B, Perdue Stadium is in 38C, WinterPlace Park is in 38B, and the established part of the Aydelotte neighborhood is on the edge of 37A.
WCRC meeting – November 2011
I wasn’t sure what to think about the meeting when I found out who the speaker would be, but Wayne Strausburg turned out to be an interesting guest who had a lot of things to say.
Of course, we attended to our usual opening business, but the bulk of the meeting dealt with the prospective changes to our county Charter from the committee of fifteen interested citizens – three of whom were in the room – headed by Strausburg.
Wayne explained his role as speaker would be to relate the process and entertainment of ideas that the Charter Review Committee (CRC) would review on their way to making recommendations to County Council. As head of the group, Strausburg wanted to have a “consensus” on proposals because “we don’t take changes to the document lightly.”

I suppose we were lucky he didn’t have a lot more to say.
The idea behind having Delegate Charles Otto of District 38A as this month’s guest speaker was for him to give us a rundown of the recently-completed Special Session, and once we went through the regular business of the Lord’s Prayer, Pledge of Allegiance, welcoming of guests, Treasurer’s Report, and a moment of silence for departed County Council members Ken Matthews and Bob Caldwell, it was time for Otto to speak.
After noting that one year ago we were in the midst of a heated campaign and thanking us for the opportunity to serve, Otto termed the Special Session a “success” – if only because they stuck solely to redistricting questions and didn’t make any attempts to raise taxes.
He then showed those assembled a number of the new maps, drawing snickers from some but getting the obvious comparison of District 3 to a Rorschach inkblot test. Yet that configuration received more than the requisite 85 votes (a 3/5 majority) for passage as an emergency bill, so pending any court action these are now Maryland’s Congressional districts. One piece of good news: “Andy Harris can stay in office as long as he wants to,” Otto said.
School daze 2012
As I promised last night, here’s more on both the Wicomico County Council meeting and the budget input confab sponsored by the Wicomico County Board of Education at Parkside High School.
I’ll begin with the County Council meeting. You know what I said, but there was more to the story.
Once the assembled body – minus District 4 Councilman Bob Caldwell, who sent his regrets – got started, they blew through the four resolutions on the table and got to the scheduled public comment period about fifteen minutes ahead of schedule. It was still plenty of time for nine concerned citizens to get up and speak, with most of us being conservative and Republican activists.
G.A. Harrison (formerly of Delmarva Dealings and Salisbury News) got things started with his assessment that the current school board “kowtows to the unions” and that opponents of change asked for a three-way question as a “red herring…a blatant political ploy.”
“Politics is already part of the mix” of the current system, he added. Score one for the good guys.
My remarks were second, and after me came fellow Central Committee member Dave Goslee, Sr.
After thanking the Council for maintaining the Lord’s Prayer and Pledge of Allegiance to begin the meeting, Goslee’s main point was to state “the parents do not have the say we should have.” He also spoke briefly about proposed budget cuts like a four day school week being proposed. (More on that later, well after the jump.)
Is redistricting a done deal?
Well, perhaps, and that’s how my sentiments lean when it comes to the question of redistricting in Maryland.
But Saturday around 30 interested observers sat in the brand-new Perdue School of Business at Salisbury University to listen to eight observers testify before the three members of the Redistricting Advisory Committee who could be present – while Chair Jeannie Hitchcock, President of the Maryland Senate Mike Miller, and board member Richard Stewart were there, board members James King and Speaker of the House of Delegates Michael Busch were unable to attend. The size of the room made the crowd look smaller, too. While Hitchcock said the group was “here to listen, primarily” I noticed some of the members seemed a bit disinterested at times.
Out of eight speakers, five of them represented Democratic interests while the other three (including myself) were Republicans. However, there was one piece of common ground expressed by both sides, that being the issue of resident Delegates. As you’ll read, though, the ideas on how to achieve this were somewhat different.
WCRC Crab Feast in pictures and text
I realize this is Labor Day weekend, but thanks to Hurricane Irene the Wicomico County Republican Club was forced to reschedule its annual Crab Feast from last weekend to yesterday. It worked out for me because I had plans last weekend, but these guys – well, they weren’t going to interrupt their fishing.
Still, we had a pretty good crowd.
Those that did attend were feted with crabs (of course), hamburgers, hotdogs, sweet corn, watermelon, and a little bit of political talk.
WCRC meeting – August 2011
Last night’s was an interesting and informative Wicomico County Republican Club meeting to be sure, as County Council president Gail Bartkovich filled us in on some of the ins and outs of county government as it stands now.
As always we began with the Lord’s Prayer, Pledge of Allegiance, and my reading of the previous month’s minutes, with a treasurer’s report added for good measure. But Bartkovich began with some good red meat, announcing the elected school board resolution will be discussed once again – she also detailed how she came to be aware of the changes Delegate Conway proposed in a last-second meeting before the hearing. They were also getting input from the local NAACP regarding both the school board issue and redistricting in a future face-to-face meeting.
The key point of Gail’s discussion, though, settled on the creation of a Charter Review Committee. Required by charter on a decennial basis, Bartkovich announced that 25 county residents (some who had served on the previous committee a decade ago) were volunteering their time and talents – of that group, about 15 to 17 would be selected and the County Council would appoint the committee’s chair, with the committee then deciding on a vice-chair. The selection process would occur next month, with the first meeting (open to the public, by the way) to be held sometime in October and most likely at Council chambers. The series of public meeting would lead to recommendations, which would be voted on by County Council. They would vote whether to present the question to the public at the 2014 General Election.
