WCRC meeting – July 2014

We don’t always hold a meeting in July, but since it is an election year and we like to give candidates a chance to update us on their platform, the Wicomico County Republican Club heard from the guy who predicted “I’m going to be your next County Executive.”

Obviously the voters will have their say on this in November, but Bob Culver laid out a compelling case for himself once we got through the usual business of the Lord’s Prayer, Pledge of Allegiance, and introduction of distinguished guests. The latter list was somewhat shorter now that the primary is over. We also heard the Treasurer’s report and got a quick update from our President Jackie Wellfonder.

Welffonder revealed that “we do have a headquarters, finally.” Once the building is turned over for our use and a few minor modifications made in the way of utilities, we should be up and running soon. It’s the former Mister Paul’s Legacy on North Salisbury Boulevard.

She also introduced the man who would be running the headquarters, David Warren. In this cycle he’s done work for the Ron George and David Brinkley campaigns, but instead of taking up an offer to go back to the Midwest (he worked for the RNC in Youngstown, Ohio in the 2012 election and had an offer to go work in Michigan this time) he came here because “I view this as a huge opportunity…(District) 38 is a very winnable district.” He was also complementary to Jackie, citing her as “one of the reasons I stayed.”

Wellfonder, for her part, called Warren “an asset to us because of his experience.”

We then turned the meeting over to Culver, who vowed to “bring back a government you can trust…government needs to work for you.”

If elected, his missions would be to sustain and diversify our local economy, improve workforce training and skills while recruiting within Maryland for new employers, and insuring the proper infrastructure – not just physical infrastructure, but including the environment and education as well. He also noted that our community is judged by how they take care of the elderly and less fortunate. And, as music to my ears, he wanted County Council to send him a proposal for an elected school board he could sign on to.

But while he won’t necessarily clean house, he did want to do things differently in various county departments. He would work more closely with Council on the budget, though, and try to change the “sense of entitlement” in certain quarters of government. Culver also promised to work toward a term limit for County Executive, believing two terms was plenty.

In Dave Parker’s absence, I read a Central Committee report he submitted. It talked at length about the upcoming Allen West Patriot’s Dinner on September 27, although we were also trying to work with the state on a Super Saturday the week before or after.

With fewer candidates because the primary weeded many of them out, we only had a few updates. A common theme was their door-knocking as most were getting out in the community. We heard from Circuit Court Judge candidate M.J. Caldwell, County Councilman Joe Holloway from District 5, County Council District 2 hopeful Marc Kilmer, County Council District 3 candidate Larry Dodd, and Delmar Mayor and Delegate aspirant Carl Anderton, Jr.

Another concern raised by some was how some opponents will get outside financial support, even on a more local level.

Tom Taylor brought up that candidates can take advantage of PAC-14, the local cable access channel, and discuss issues with host Phil Tilghman.

Shawn Jester mentioned some recent events Andy Harris was involved in, including the District of Columbia marijuana controversy and the Eastern Shore boycott that “fizzled out” as well as the possibility of housing illegal aliens in Westminster, which won’t happen. Harris also sponsored a well-attended event in Worcester County dealing with emergency preparedness.

Plans for the Crab Feast were moving along, but more volunteers were sought, said Joe Ollinger. The event will be held September 6 at Schumaker Pond.

With that and the reminder we next meet August 25, we broke into our usual post-game kibitzing. Most of the people stick around for that, so when you consider we have a pre-event social time at Cellar Door Tavern and linger for awhile afterward, it makes for a full evening. Those who are Wicomico County Republicans and want to get engaged in the local political scene should make a Monday night of it next time.

2014 Wicomico County Lincoln Day Dinner in pictures and text

It wouldn’t be a Wicomico County Lincoln Day Dinner without the guest of honor, now would it?

But it was that and much more as about 100 people enjoyed the festivities last night in Salisbury. I was a little disappointed in the attendance, but those who missed the affair missed some stirring words from both our four featured speakers – the GOP gubernatorial candidates – save Jeannie Haddaway pinch-hitting for David Craig, who was in Frederick tonight – and Delegate Mike McDermott.

Our event is set up so guests have an opportunity to talk to candidates before and after the proceedings. So before dinner was underway, acquaintances were made and renewed, such as Delegate Ron George speaking with the newly-goateed Delegate Charles Otto.

I like that look on Charles. Meanwhile, Larry Hogan and wife Yumi spoke to Wicomico County Council member Joe Holloway. I believe fellow Council member Bob Culver is back to camera.

As I noted earlier, Jeannie Haddaway was taking the place of David Craig and visiting her alma mater. In the background is Larry Hogan’s LG pick, Boyd Rutherford.

Candidates were also taking advantage of the space provided for literature and signs.

Things began to get going when the Union troops and band arrived in the room.

This heralded the arrival of our sixteenth president, who is a popular subject. In this case, it was with Senator Rich Colburn (left) and John and Gail Bartkovich. Gail is the outgoing Council member from District 3, while the good doctor John was our county chair for several years.

One new wrinkle we added this year was a Union band, described by Lincoln as “the Eastern Shore detachment of the 3rd Maryland Irregular Regimental Band,” which played traditional music during the prelude to the ceremonies.

The troops sat behind Lincoln as he made his remarks, with a little banjo accompaniment toward the end.

As he always does, Lincoln made remarks which tried to use the words of yesterday to relate to today’s world, leading off with a tale about General George McClellan, one which he concluded by stating the case “the lunatics are running the asylum.”

“Our greatest enemy is voter apathy,” he continued. “It cheats honest citizens.”

And just as the British Empire sparked a revolution by resorting to tyranny, Lincoln called the modern situation “mental torture.” Now, “A lying tyrant is in control,” Lincoln added, “We need to be a stumbling block to tyrants.” But he ended on a hopeful note, believing “America shall not pass away.”

Our county Chair Dave Parker then secured the floor for a number of announcements as well as praise for one outgoing member of our Central Committee.

First of all, we learned that there will be a gubernatorial debate among the GOP candidates here on May 31, at Salisbury University. Once the June 24 primary is history, we will convene for the Wicomico County Republican Club Crab Feast on September 6.

But the huge event was the one slated for September 27. After twice being unsuccessful at getting a Lincoln Day date, we got the next best thing: Lt. Col. Allen West will be appearing in Salisbury for a series of events September 27. Those who attend Central Committee or Wicomico County Republican Club functions already know this, but we put out the formal word tonight at Lincoln Day.

Before we heard from the gubernatorial candidates, we also took a few moments to honor one of the few Republicans in Maryland whose Presidential vote has truly counted – this man served on the Electoral College from Maryland in 1972 for Nixon and 1984 for Reagan. For the better part of five decades Blan Harcum has been a fixture in Wicomico County GOP politics, but after this election he will take a well-deserved retirement from the Central Committee. “I’ve enjoyed every minute of it,” said Blan about his tenure.

And as it turns out, Larry Hogan has known Blan “for a long, long time.” He drew the opening slot among our four, and in doing so decided to play up his experience in both the private sector and executive branch under former governor Bob Ehrlich. “I’ve spent a lifetime challenging the status quo,” Hogan said, accusing our current leaders of “actually causing the problems.” Rather than “be something,” he wanted to do something about them and that was why he decided to run.

Naturally, Hogan spoke about Change Maryland, noting that it “successfully changed the dialogue in this state.” He could sense the frustration with the “huge disconnect” between the people and their government as well as the belief the state was heading in the wrong direction. Regarding the “arrogant, out of touch monopoly” in Annapolis, he believed it was “about time the politicians in Annapolis listened to the rest of us.”

As he has often done in his stump speeches, Hogan returned to three main points: creating jobs, helping out the middle class, and getting government off our backs. He related his day in Salisbury, with stops in several area businesses as well as a Little League opening day and the downtown Easter Egg hunt.

Charles Lollar also told us about his day, one spent taking the fight to Democratic strongholds and crossing paths with Democrat Anthony Brown on three occasions, debating him once. He was inducted into the 100 Black Men of Prince George’s County, heard Brown say at a Howard County forum that “Maryland is doing fine” – while 1 out of 3 in portions of Baltimore are jobless – and went to a Veterans for Democracy meeting back in Charles County where he was “disinvited” to speak because of “political pressure” his name has brought. On top of that, his second daughter is going to her first prom tonight. “I’m not doing this for me…we’re doing this for you,” said Charles.

But his message to the Republicans was that whoever the nominee for governor may be, he has to have the “intestinal fortitude and integrity” to speak our convictions. His basic agenda would be one of economic solvency, installing a Taxpayer’s Bill of Rights to slow budget growth, and eventually eliminating the personal income tax – a proposal which got him the support of economist Arthur Laffer.

He knew it would be difficult, but concluded that “I don’t play politics very well, but I do enjoy a good fight every once in awhile.” Whoever wins the primary has to care about the ideals of the minority community to earn their votes, Charles stated in closing.

Representing David Craig, who couldn’t be here tonight but was instead over in Frederick County, was his lieutenant governor candidate Jeannie Haddaway. We’re out “covering the state as much as we could,” she explained. Reflecting on the recent General Assembly session, Haddaway remarked that “there are people in Annapolis fighting for you.” Some of the more controversial bills only passed by slim majorities, added Jeannie, because Democrats are reluctant to vote for them but have to contend with their “top-down agenda.” Thanks to what’s gone on the last few years, “our state is in really bad shape,” said Jeannie.

She corrected Larry Hogan’s remark about private sector experience, noting David Craig worked in a factory when not teaching and her own work as a small business owner. Their priority would be to straighten out the budget then “put money back in your pocket” through elimination of the income tax.

Haddaway pointed out 40 percent of Democrats were undecided, perhaps because they didn’t like the options and may consider a Republican who would “try something different.” And even in heavily Democratic districts, Craig had won. “We have won collectively 14 general elections,” she said. “Whoever turns out is going to win this election.” She promised that if Craig won and she became the state’s first Eastern Shore lieutenant governor, “the Eastern Shore will be forgotten no more.”

While he was holding up the flyer for an upcoming event in Ocean City in the photo above, Ron George opened up by discussing running mate Shelley Aloi – like many of us, I met her for the first time tonight. (She and Ron happened to sit at our table, along with our next speaker and his wife and the Parkers.)

Ron spent much of his time talking about the General Assembly: “I felt like I needed Rolaids constantly,” remarked George – but considered it an “honor” to serve with our Republican “warriors.” His pitch was combining his business experience with time served at the “front line” of issues as a member of the General Assembly – one who formed the Doctor’s Caucus “to build consensus” and a related group called the Physician’s Advisory. That group had uncovered waste within the exchange and the failures of health care contractor Maximus early on.

Ron also spoke about his work on the electoral process, closing a loophole for the next cycle so a donor couldn’t form multiple LLCs just to circumvent campaign finance limits. Audits, too, were another major part of his platform since he’d found where Prince George’s County “totally misused” $400 million. “That kind of waste has got to stop.”

George went over a couple parts of his ten-point promise, one which “will fix the drain that Baltimore is” and strive to rebuild the state’s manufacturing base in small communities like ours. “I cannot cut welfare payments unless I have those entry-level, mid-level jobs,” said Ron.

He also made an announcement about a Monday event to be held in conjunction with Dan Bongino and David Craig, endorsing Anthony Brown for governor…of Connecticut. “How’s that (health care) working out for us?” added Jeannie Haddaway.

But the rhetorical storm was brewing.

You knew Delegate Mike McDermott was working on a stemwinder when he noted, “the problem with Democrat math is that they follow Common Core logic.” This after he noted losing the two GOP Senators in 2010, including the seat he seeks, “opened up the floodgates of hell on the social side.” This didn’t count the pilfering of various trust funds or the “blank check” to uncovered patients for the budget.

But once he got going on the “outrage” on the bathroom bill, it was on. “It should be unacceptable to all Marylanders,” he said. We gave each gubernatorial candidate ten minutes – Mike was still going strong after fifteen.

“The tragedy of Maryland politics can be turned around,” he said. “Don’t send a governor to the governor’s mansion without sending them reinforcements” of five Senators. His voice rising, McDermott made the case that North Carolina “worked on making government work for the people” after the GOP took over and raised its business friendliness rating from 46th to 17th in two years. “They’ve brought that state back! It can happen here.”

“If we can’t make the case for change this year,” Mike thundered, “the Republican Party can never make it.”

“We can take Wicomico County by storm! If there was ever a county which needed good leadership and change, it’s this one. I’m tired of being up there, and being in a welfare county…I challenge you to take it back,” an emotional McDermott concluded. He had to dial it back some for the benediction that he delivered.

Our friends in Worcester County have the chance to have a great team in Annapolis: Mike McDermott in the Senate, and Mary Beth Carozza and Charles Otto in the House.

So ended another Lincoln Day Dinner. It wasn’t quite what we bargained for when we started planning it last year, but those who were there were treated to a good event nonetheless.

2014 Wicomico County NAACP forum draws county candidates (part 2)

On Friday I discussed the portion of the forum dealing with the aspirants for County Executive, so today I turn my attention to those running for the seven County Council seats. A total of 15 people are running for these seats, and 13 of them stated their case on Thursday night. Just as a reminder, the forum was hosted by the Wicomico County NAACP and its president, Mary Ashanti, and moderated by Orville Penn, a veteran of these affairs.

I’ll begin with the four who are running for two at-large seats – in order of presentation they are John Cannon, Laura Mitchell, Matt Holloway, and Muir Boda. They dealt with a little different set of questions, being queried about the prospects of funding the Chipman Center where the forum was held, the merits of an elected school board, an increase in the minimum wage, and thoughts on a race relations commission.

John Cannon served on the County Council as an at-large member from 2006-10 before an unsuccessful run for state delegate pushed him off the political stage. He agreed job growth and restoring our economic base would be “important goals to set,” believing that the pieces, such as the local universities and Peninsula Regional Medical Center, were in place and would be “the one tide which would raise all boats.”

Obviously John was kidding when he told moderator Orville Penn that “we’ll give you the Taj Mahal here” when referring to the Chipman Center, but he used that question as a springboard to state the case that the state had “absolutely ripped our budget” over the last few years through reductions in highway user money and passing along teacher pensions, among other things. We would have to figure out how to raise money on our own, continued John, and job growth was key. “We’re not going to increase taxes,” said Cannon, but if we can improve the economic situation we can “look after citizens as a whole” and try to find resources for needs such as the Chipman Center.

“I would like to see an elected school board,” said Cannon. He respected the Board of Education’s work, but would like to see more accountability because he was concerned about their audit. Moreover, while spending for the rest of government was perpetually on the chopping block during his previous tenure on County Council, he “never felt as if the school board was really on board to make the same cuts that they should have been doing.”

As for the minimum wage, Cannon asserted that at least one of two things would occur if the minimum was raised, if not both: overall price inflation and cuts in hours and jobs. He reminded the audience that the CBO predicted at least 500,000 jobs lost nationwide if the national minimum was increased to $10.10 an hour and that only 19% of the individuals below poverty level would be helped. The alternative, John continued, was an increase in the earned income tax credit, whether at the state or federal level.

A commission on race relation “would be a great idea,” Cannon said. He advocated “asset building,” where all local resources are brought together to address the issue. He concluded his remarks by noting that serving on the Council heightens awareness and is like getting a “master’s degree in all areas.”

A current elected official in a similar office is seeking a Council seat as well. Laura Mitchell was elected to Salisbury City Council in 2011 and is running from the cover of that seat for a county post. But in addressing those who believe government should be run like a business, she said, “really, you don’t, because businesses are there to make a profit, and we don’t want our government to make a profit. They should do exactly what their mandate is.” She’s tried to instill that in the city and wants to bring it to the county.

“There is a role for the county to play” in restoring the Chipman Center, said Laura. It could be the “connector” for funding and volunteers, but she agreed there is some responsibility for the city and county.

Regarding the school board, Mitchell told those assembled that “as far as I would be willing to go is a hybrid” school board with both appointees and elected members. Rather than being more accountable, she thought those elected would be more beholden to their donors and not the students. She argued that there’s a balance with an appointed board, and that members who serve at the pleasure of the Governor could be more easily removed as opposed to conducting a recall election.

Laura was in support of a minimum wage increase, asserting many who would be helped were single mothers; furthermore, “minimum wage needs to keep pace with inflation…it would be at about $10.40 had it kept pace.” As for employers, “this is one of those costs of doing business,” said Mitchell, lumping it in with other costs such as materials. She argued that it would be better to raise the minimum, otherwise “it’s more beneficial for them to sit home and collect a check (because) they can’t afford to go to work.”

A race relations committee was a great idea, but the need was larger than just a committee would provide. “It is our job to start that conversation,” she added. But with several different organizations chasing the same goal, an “asset map” would be helpful in determining a course of action, although the existing Safe Streets program is already working in that direction.

After remarking how she loves learning new things, Mitchell concluded that while she loves what they’ve been able to do at the city level, she’s run into some “stumbling blocks” on the county side – we needed more partnerships between the county and municipalities.

Of the two current at-large members of County Council, only Matt Holloway is seeking re-election as Bob Culver is running for County Executive. He originally ran in 2010 to provide a perspective from the agricultural community, stressing property rights. In the time since he’s come on board, he’s become the “bridge builder,” believing the relationship with the County Executive “is stronger than it’s ever been,” as is our relationship with the state. Matt also touted his membership on two governor-appointed committees, the Sustainable Growth Commission and the Critical Areas Commission. “I bring a lot of things to the table,” said Matt.

Restoring historic buildings was one of the county’s functions, remarked Matt regarding the Chipman Center, much like the county has an interest in keeping up the Pemberton estate and the old courthouse, which is in need of renovations. County government “could play a role” in resoring Chipman.

Matt also favored an elected school board, touching on Mitchell’s objection because he felt it would be a good thing if members felt like they owed someone. “They would feel like they’re responsible to the taxpayer,” said Matt. “It’s about accountability.” He was okay with a hybrid board as an interim step.

In discussing the minimum wage increase, though, Matt conceded the county has little role. But an increase “could be very detrimental” to the climate they were trying to create with recent tax reforms. “I don’t think the time is right,” said Matt.

Matt argued that many of the current committees formed by the Council were already diverse, but before establishing a citizens’ race relations committee, we should get the key players together and “come up with a game plan first.” He concluded in his closing remarks that he had helped the minority community by improving education, law enforcement, and business.

Muir Boda is no stranger to the ballot; this is his fourth run for elective office after bids for Salisbury City Council in 2009 and 2011 and Congress in 2012.

But he saw they key issues as a three-legged stool, with curtailing crime, providing educational opportunity, and improving the economic climate being the three legs. “All three have to work,” said Boda.

In restoring the Chipman Center, Boda would support a partnership between the county, city, and Community Foundation – they would be “the avenue we could go through first.” They could help raise the appropriate funds.

While Boda also preferred an elected school board, he also had a stipulation for a hybrid model where appointees would be determined locally rather than by Annapolis, which has no local accountability.

Since Muir has a position where he works with a lot of younger workers who make minimum wage, he could point out that there were a lot of things they could not legally do, such as run machinery. They were only useful in certain positions. Small businesses would cut positions and hours, he argued. “We have to understand what entry-level positions are to companies,” added Boda.

Boda returned to his three-legged stool analogy in describing his thoughts on race relations, citing the High Point initiative as well. “Everything has to be seamless…if you have skyrocketing crime rates, it’s going to affect companies that want to come here and invest in our community,” said Muir. “This (commission) is one piece of the puzzle.” He got to buttress his points because he gave his closing statement immediately after his answer to the previous question.

Compared to the lengthy segment dealing with the at-large Council candidates, the district races were quite brief.

In District 1, two of the three contenders came to discuss the issues.

McKinley Hayward was making his second try at the District 1 Council seat, having lost in the 2006 primary to current seatholder Sheree Sample-Hughes. If elected, he said, “I don’t want to be a political figure, I want to be a working figure for Wicomico County.”

When asked what the three biggest challenges to Wicomico County were, Hayward cited four: “empowering our community through jobs, education, housing, and employment.” Creating a good job which would enable workers to invest in their own homes was his goal, and Hayward saw high-tech jobs as the ticket. “I want Rick Pollitt to hear this – we need to invest in our future,” Hayward said. “Fruitland had a vision,” he continued, but what about the Mardela end of the county? Thousands go to Ocean City every weekend, but “we don’t get a dime of that money.”

The key to doing that would be encouraging vocational education and on-the-job training. “You could be a barber and be successful – every man in here has to get a haircut,” exclaimed Hayward.  He went on, “Every kid that graduates from high school should graduate with a resume.”

As for the idea of a race relations committee, McKinley didn’t know if that would solve the problem. He saw it as something more deep-seated.

“I run a playground during the summer at Lake Street,” he said. “My kids see a policeman, they run from him…the only time a black kid sees a policeman, he thinks he’s coming to arrest someone.” It’s a “stigma” we need to get out of in Wicomico County, added Hayward. But if he wins, “no one’s going to be safe” in government because he would do what he feels is best for the county.

One of two opponents for Hayward, Ernest Davis, cited his experience with the Maryland State Police and two businesses he’s created, along with his belief that “I’m a working person” as part of his calling card. His key issues were education, economic growth, and agriculture. This worked out well with the next question, where Davis expanded on these issues, particularly in agriculture. He warned that phosphorus regulations could hurt the local agricultural industry, leading to dire consequences. We also needed to promote our county’s educational institutions and proximity to Wallops Island. “That thing is growing leaps and bounds,” Davis added.

Davis also advocated bringing all the parties to the table in dealing with race relations, rather than pulling in several different directions.

But returning to his three main points for his close, Ernest believed that, “Wicomico needs to start tooting its own horn (and) standing on its own two feet.”

The third candidate in the District 1 race, Marvin Ames, was absent from the forum. Similarly, District 2 candidate Kirby Travers missed the affair, giving Marc Kilmer an opportunity to go through his first forum without any opposition.

So Marc got to speak about those things he wanted to accomplish in making the county better for his two young children: education, having a safe community, and jobs.

The District 3 race had all three contenders, and drawing first blood for them was former County Council member Larry Dodd, who served there from 2002-06. Since 2009 he’s been a member of the Wicomico County Board of Education. It was in that vein he noted, “I’m here for your kids and the future of Wicmico County.”

In discussing job creation, Dodd made the case that “I believe in smaller government,” but maintained that education, crime control, and economic development were indeed legitimate functions of government. He praised the local vocational programs and the efforts in place to control crime, but the key was keeping kids in school.

Common Core was an issue which was brought up, but Dodd conceded it can’t be scrapped because “it’s state mandated.” But “we are working to make it better and usable,” said Larry.

Dodd chose to close in part by thanking current District 3 Council member Gail Bartkovich for her service, touting his experience and skills and pointing out “I’m invested in this community.”

In contrast, Josh Hastings was making his first run for office. His background is mainly in the land protection and environmental fields, including the Rural Maryland Council and a stint in the office of the chair of the Maryland Senate’s Education, Health, and Environmental Affairs Committee. “I’m here to protect our farms and our rural industries,” said Hastings, who would build on relationships across the state and the Shore.

Hastings didn’t believe it was the role of government to create jobs; rather, it’s the council and executive’s job to use dollars wisely and efficiently. But he felt they should have a say in how an area looks and grows.

He also admitted he didn’t know enough about Common Core to have an opinion, but would listen to the teachers.

Josh concluded that it should be possible to be the number one county in the number one state for education. We also needed to build upon what makes us special and unique, and he would “continue to build the relationships” to assist in that.

After two unsuccessful runs for County Executive, Tom Taylor decided to try for the legislative branch this time. To begin, he claimed that he “wanted to represent the largest minority in Wicomico County – the individual.” People needed to realize that Annapolis is taking our local representation away – “things are getting out of your control…we have to get control of these things.”

Taylor had an interesting take on job creation as well. “It’s not the role of government to make sure everyone has a job,” said Tom. “The role of the government is to protect individual rights and property, and protect people so they can create these jobs.” Just give businesses the opportunity to create jobs by minimizing government intrusion, said Tom.

When it came to the core curriculum, Taylor was blunt. “I don’t like my son and his education being an experiment in social engineering.” Instead, we have to rubber-stamp everything which comes from Annapolis. His goal was to maximize classroom spending.

If elected, concluded Taylor, he vowed to fight for our Constitutional and property rights. “I’ve taken it to Annapolis before,” Tom said. “I’m more of a pit bull than the lovable person you see here.” We should accomplish our goals without the fear of government intrusion.

Our final segment combined both Districts 4 and 5 because District 4 Council member John Hall is unopposed for a full term.

Hall assessed the current situation thusly: “There is a light at the end of the tunnel, and my job is not to extend the length of the tunnel.”

The first question for the group was on racial disparity in jobs and housing, and Hall agreed “we have racial and economic disparities.” While we could have committees and asset maps, “education is going to be the key.” There should be more opportunities for the 36% of Wicomico County residents who are minorities. And when asked how the Board of Education could be more efficient, Hall advocated for an elected board.

But in his conclusion, John conceded “we’re living in a difficult time.” He also asked people to be “role models, not roadblocks.”

Representing District 5 since 2006, Joe Holloway reminded us that “we started in the recession.” And among those tough decisions to slice up the financial pie, finding out about the Board of Education audit was “very disappointing.” He even was surprised to agree with the Daily Times assessment of the situation as a “financial failure.”

Assistance in getting jobs back would come from reducing the impact fees, which now seems to have the County Executive on board because much of that housing growth was going to Sussex County, Delaware. As for raising the minimum wage, “I have a little problem with raising the minimum wage.” It’s a “training ground,” he continued. Moreover, the salaries of those who make a little bit over the minimum would have to go up as well. “I see a big jump in unemployment,” Joe said. He hoped that $10.10 was just a negotiating ploy and a lesser amount would be acceptable.

“It’s no secret I support an elected school board,” continued Joe. And it was an issue where, despite the fact that those things the Board of Education was spending on were within their policies, Joe reminded us he had “caught hell” for bringing up these same problems five years ago. An elected school board would be a good “first step.”

And after picking on the school board, in his conclusion Joe decided “to pick on Annapolis a little bit.” He warned that “if we’re not careful, Annapolis is going to run the poultry industry off the Eastern Shore…we will be a ghost town.” Everyone in county government was on board with that, and while the idea of job creation was great we need to consider how to keep the jobs we have. “We’re not sitting up there twiddling our thumbs,” concluded Joe.

Ron Pagano had a different tack on many issues. As an job creator and advocate for the disabled, among other groups, he wanted to provide equal opportunity, better housing, and improved public transportation, which was a cause dear to him. He wanted to keep our kids here, as “our kids should always be part of our vision.”

Ron also vowed to “talk to anyone about job creation,” but differed from most of the others in supporting a “fair” minimum wage. “$7.25 an hour is not enough to raise a family, let alone doing anything outside buying bread and milk,” said Pagano. A smaller minimum also drives up the cost of the SNAP program, he argued.

He also took a moment to express his support of a “biracial commission,” recalling a similar organization existed in the days when U.S. 13 and U.S. 50 were built and that era’s “tearing apart of neighborhoods.”

Pagano agreed the Board of Education audit “isn’t pretty,” but wanted to see what the Sage Policy Group report had to say. But he defended the Board, stating “as an attorney, I always knew there was two sides to every story.” He was against an elected board, saying “the problem with an elected board is that no one wants to run,” particularly with the financial disclosure reports required. He also pointed out the “balance” between parties.

He summed up by revisiting job creation. “I want to focus on bringing jobs to this community,” noting that Wor-Wic Community College will customize training programs to various companies. Ron also sought to establish partnerships, particularly with NASA Wallops: “I personally will go to NASA Wallops and speak to the director there – I’ll speak to whoever wants to create jobs here.” Given that we have job creators like Jubilant Cadista – which, Ron noted, has created 300 local jobs in the last 7 years and is on track for 200 more – “obviously there is something about Wicomico County that appealed to Jubilant Cadista, and we can appeal to others as well. I will promise you I will bring jobs to the county,” Pagano concluded.

After 2 1/2 hours, the forum came to a close and the 60 to 70 people who crammed into the room went their separate ways. Among those offices covered in the event, the fields for county executive and County Council Districts 2 and 5 are set since only one from each party filed. District 1 will be decided in the Democratic primary since no Republican filed, and District 4’s John Hall is unopposed. Out of all those there, only one District 3 aspirant and one for at-large will be eliminated.

But the event was useful in staking out some positions, and there will likely be several more forums for candidates to attend in upcoming weeks.

WCRC meeting – January 2014

It’s a new year, and apparently people are pent up with political desire. Benefitting from this enthusiasm in particular were Comptroller candidate William Campbell and District 37B hopeful Dr. Rene Desmarais, both of whom were our featured speakers tonight.

So once we handled the usual opening of reciting the Lord’s Prayer and Pledge of Allegiance and introducing the growing number of distinguished guests, we heard mainly from Campbell and Desmarais about their proposals if elected. We began with the second-time Comptroller candidate, who ran for the same post in 2010.

The reason he ran, said Campbell, was that he met the incumbent. But Comptroller was the “second most important vote you’ll make” behind the governor’s race. The Comptroller, Campbell continued, acts as the watchdog over the “rapacious” actions of our governor and legislature.

He also has a vote on the Maryland Board of Public Works, and if Republicans are elected to both the governor and comptroller posts they could “end the lunacy” in Maryland’s spending.

Chief among those flaws was pension funding. Campbell explained that a program which was fully funded just 12 years ago was only 65% funded when he ran in 2010 and is down to 60% now – although William argued that new accounting standards could prove that number to be closer to 50% funding. It’s a $40 billion unfunded liability.

Finally among the Comptroller’s chief duties is regulation of alcohol, fuel, and tobacco in the state of Maryland.

He went on to outline his qualifications, which were more than sufficient for the job: 9 years as chief financial officer of the United States Coast Guard, a stint as CFO of the Department of Veterans Affairs – where he oversaw a $65 billion budget and 225,000 employees; figures which dwarf the state of Maryland – and two years at Amtrak, which is still a money pit but “lost less money with me.” His planning to address the shortfall enabled Amtrak to buy locomotives for the first time in decades.

After leaving Amtrak, he did pro bono work for NASA, making their books auditable for the first time in years. Campbell did it for free because “I believe in good government.”

Speaking to his 2010 run, he conceded that he started late and ran a campaign with no more than 4 figures in the bank and 30,000 miles on his truck. Yet he outpolled U.S. Senate candidate Eric Wargotz, who spent far more money, garnering 691,461 votes and only trailing Bob Ehrlich by about 85,000 votes (Ehrlich had 776,319, which translated to 3% more.) He learned that you have to get voters to know you, like you, and trust you, so he started running last year for 2014. “I know the things to fix,” concluded Campbell.

When asked about how he would deal with Annapolis Democrats, Campbell’s initial inclination would be that of “quiet persuasion,” but it would escalate to that of a bully pulpit if needed. “I see a lot of ignorance in Annapolis,” said Campbell.

He was also asked if marijuana would fall under his supervision if legalized. It would, but the $150 million projected annual revenue was “a rounding error” in a budget of $40 billion. More important was the lack of attention to the pension fund, which should ideally be replenished to the tune of $500 million a year but was getting $350 million or less under Martin O’Malley. He charged current Comptroller Peter Franchot with “not living up to his fiduciary responsibility” by his handling of the pension funds, including coming in way short of the 7.5% annual return projections are based on.

Turning things over to Dr. Rene Desmarais, he began by stating the obvious: “Health care is a mess.” If elected, Desmarais added, he would be the only Republican doctor in the House of Delegates.

Desmarais was more brief, given a tighter time constraint, but spoke about three distinct themes: vision, connection, and opportunity.

The lack of vision in Annapolis was apparent in that there was no help in getting from point A to point B – government was just asked to solve the problem. This was true, not just in health care, but in a broad array of subjects like education, phosphorous regulations, and even the Second Amendment, Desmarais argued.

Connections abound from health care to a number of political topics, added Rene, but he spent part of the time discussing the connections to Obamacare, which has “22 missing things” and “done harm to people.”

Yet we also have opportunity because of a unique hospital payment system which can be the foundation to making needed changes. It would take a “message of clarity”for Republicans to succeed overall, but it can be done. Moreover, Maryland “can push the reset button” on the health insurance market, providing a better alternative than the current system where Eastern Shore residents get to choose from a whopping two insurance providers through the state exchange.

That concluded the portion of the program devoted to our guest speakers, but the treasurer’s report was brief and club president Jackie Wellfonder recounted a breakfast held with Delegate Addie Eckardt a week ago Saturday before yielding her time to County Council member Joe Holloway.

Holloway wanted to remind us that the County Council would meet next Tuesday evening (February 4) and discuss the recently-discovered $3;7 million revenue shortfall in the county’s budget, along with raises for various county officials and the allocation of $25,000 to the Clean Chesapeake Coalition.

In a Central Committee report which was more brief than usual, Dave Parker pointed out a candidate conference call slated for Tuesday and that the deadline for candidates was approaching quickly. “This could be a very good year for Republicans,” said Parker. We also heard plans for the Lincoln Day Dinner, which promises to be a memorable event if we can pull off getting our preferred guest speaker.

Turning to club business, we nominated new officers for 2014 – a simple process as all but one current officer volunteered to stay on. So we nominated one person to fill the vacancy and nominations were closed.

After that, we heard quickly from a number of other candidates who updated their campaign status. John Cannon, who served from 2006-10 on County Council, has decided to return to the at-large position he vacated to run for Delegate. He praised the current Council for making sure tha county didn’t tax its way out of the recession, and said his campaign would be based on business and job growth. Businesses “can’t find educated and drug-free workers in Wicomico,” said Cannon.

District 37B hopeful Johnny Mautz, Jr. invited people to a campaign kickoff in St. Michaels on February 9 from 4-6 p.m.

Matt Maciarello, our State’s Attorney, pointed with some pride to the fact that Salisbury has improved from the 4th most dangerous city per capita in the country to 52nd most over his tenure, although he was disappointed to find we were still on the top 100 list. Matt was more pleased, though, with the renovation of an old downtown building into new offices for his department along with space for the Maryland State Police, Sheriff’s Department, Salisbury city police, Children’s Services, and room for therapy for abuse victims.

Larry Dodd was another interested in a return to County Council, where he served from 2002-2006. He praised outgoing Council members Stevie Prettyman and Gail Bartkovich as being a “hard act to follow” – he’s running for the District 3 seat Bartkovich is vacating – and stressed his tenure on the Board of Education (where he’s a current member) as an advantage.

District 38B hopeful Carl Anderton, Jr. spoke about how he’s already “made a mark” in Annapolis, where the traditional introduction of the Maryland Municipal League president at the opening ceremony of the Maryland General Assembly was somehow skipped this year – coincidentally, he’s running against longtime member Norm Conway. Anderton also quipped that the state “wasted $100 million on a website that doesn’t work” but he spent $20 on his and it runs just fine. Carl’s having a meet-and-greet at Main Roots Coffee on Saturday from 11-1, added campaign manager Bunky Luffman.

Marc Kilmer, running for District 2 County Council, stated that the coverage of the $3.7 million county shortfall ignored a key fact – the budget went up by $10.9 million from the year before. We need fiscal discipline and not the “sky is falling rhetoric” the county seems to employ.

Touching on that, Joe Holloway praised local activists Johnnie Miller and John Palmer for trying to bring that shortfall to the county’s attention. “We were warned” that the county was being overly optimistic on revenue projections, Joe said.

On behalf of Christopher Adams, Jackie Wellfonder let us know he was still out knocking on doors and talking to people.

Finally, we were asked if any Democrats were in any of the races. At this point, the only Democrats who have filed are the incumbent Clerk of the Courts and Register of Wills, along with two seeking the District 1 County Council seat.

It really wasn’t a lengthy meeting, but it turned out to be chock full of information. The next meeting is February 24, with a speaker to be determined.

A look ahead: 2014 in Wicomico County

I covered some of the events from this year last night, but as we enter 2014 some interesting political campaigns and battles are taking shape.

The largest question for 2014 will obviously be who gets the keys for the next four years as County Executive, with the sidebar being whether he, along with County Council and some other leadership, will be paid more. I suspect the latter measure will be voted in with a close vote, as the County Council seems to have its Republicans divided into two groups of three, one being much less fiscally conservative than the other and carrying a 4-3 vote when they side with the lone Democrat.

As for that County Executive race, Republican County Council at-large member Bob Culver announced earlier this month that he would seek the office for a second time, with current County Executive Rick Pollitt planning to file for a third term next month. Pollitt is the only chief executive the county has known, winning the position in 2006 over Republican Ron Alessi and narrowly escaping a challenge from first-time officeseeker Joe Ollinger in 2010. Culver has a history in running for County Executive, though; finishing a distant third in the three-way GOP primary race in 2006 with 23% of the vote. And while he managed to win an at-large County Council seat in 2010, he was second overall to political neophyte Matt Holloway.

Whoever wins the County Executive race, he will be dealing with a radically revised County Council. Much like the 2006 election, which marked the end of a commission style of government with the Council serving as leadership, the 2014 balloting will result in large turnover. That 2006 campaign featured none of the four incumbent Democrats, all of whom decided not to seek another term as legislators rather than commissioners, while one of the three Republicans lost in the primary. Eight years later, while Matt Holloway has filed for another term at large, Culver will seek the County Executive position and leave the other at-large seat to another. Republican Muir Boda is thus far the only other one to file.

The districts will be where the real change occurs, though. Not only were some of the battle lines radically redrawn by redistricting, but only District 5 Council member Joe Holloway is truly seeking re-election, since District 4’s John Hall will be running for the first time for the seat he holds. Hall was appointed in 2011 to finish the term of the late Bob Caldwell, who died in office after winning the closest county election in recent memory. Caldwell unseated incumbent Democrat David MacLeod by two votes out of 4,072 cast.

Yet three district Council members will not be seeking another term – the body’s lone Democrat, Sheree Sample-Hughes of District 1 is seeking a seat in the House of Delegates, while Stevie Prettyman in District 2 and Gail Bartkovich of District 3 opted not to stand for re-election after lengthy tenures. They were the lone holdovers in the aforementioned 2006 election, and it’s possible 2014 will be similar. Two Democrats, Ernest Davis and McKinley Hayward, have already filed in District 1; meanwhile, the District 2 seat has attracted Republican Marc Kilmer.

For the most part, other county offices will hold their status quo as most incumbents have already filed for re-election. The only turnover will be in the Orphan’s Court, where two of the three current members had previously indicated their current term would be their last. Republican Grover Cantwell has already filed, but will likely be joined by a host of others from both parties – raising the prospect of contested primaries on both sides.

And while many of these officers will receive a modest bump in their paychecks in 2015, they will be hoping that 2014 brings a resolution to a number of nagging issues. Our small county can’t do a whole lot to improve the national economy, but financial pressures brought on by a shrinking income tax base and flagging property values will press County Executive Pollitt to submit a far leaner budget than he might like in an election year. While the state gave Pollitt an “out” by allowing him a workaround to the county’s revenue cap to fund local schools, the money may not be there for everything government wants – particlarly since the other end of that state deal was a larger maintenance of effort requirement. It’s noteworthy that Pollitt was vague about 2014 plans in his recent State of the County address.

The state mandates will also affect our planning. Our development is currently stymied by state law, which severely curtails the subdivision of land in areas not served by a municipal sewage system because we haven’t submitted an approved tier map. Wicomico County is closing in on a year overdue with the map, which has met resistance because farmers are understandably worried about their property values should they be placed in the most restrictive development tier. Most likely this will lead to a solution few on the local level will embrace. We also may find our county has to enact the dreaded “rain tax” since we’re one of the more populous counties not to have one yet – so we are in line.

Accountability for county schools may become an issue as well. Stymied by a legislative delegation which won’t allow the citizens a say in whether they desire an elected school board because County Executive Pollitt demands public proof of favorability – despite the 6-1 vote County Council made in favor of the resolution – the alternative may indeed become one of petitioning the issue to the ballot. The end result could be a compromise to place the issue on the 2016 ballot, one which will have a larger turnout and not feature the two Delegates who have stood in the way of Wicomico County joining the vast majority of others in Maryland and across the country which have elected bodies to monitor local education.

Obviously there will be a number of other issues which crop up in the upcoming year, but as we stand here looking forward it appears the local government is far more at the mercy of their state and national counterparts than many here feel comfortable being. These entities will be looked at tomorrow and Tuesday, the final two days of a politically bruising year.

2013 Wicomico Farm and Home Show in pictures and text

Most counties have a traditional county fair, but ours does it a little differently as they bill it the Farm and Home Show. But it’s on the 77th annual rendition, and as always they promised a whale of a time.

Actually, this 70′ long whale replica came from the National Aquarium in Baltimore. Not to be outdone in the aquatic wars, the Phillips Wharf Environmental Center brought out their Fishmobile.

Somewhat more on the exotic side were these alpacas, which are raised locally for their wool. They are not camera-shy, either.

Yet while all three had their patrons, the WFHS still had its bread and butter of more mainstream, rural attractions, like this mechanical bull.

This was accompanied by a somewhat obnoxious huckster who probably made his money off the photos he was selling for $5 a pop. Nice work if you can get it, I suppose.

But much more work went into the exhibits which were spread throughout the Farm and Home Show’s exhibit hall and show areas outside. Whether it was produce…

…or livestock…

…or horsemanship…

…dozens of youth and adult participants competed for the elusive blue ribbons and best of show designations. And it wasn’t just in those categories – photography holds a special place in my heart as well.

You likely can’t see it on the left, but one of my fiance Kim’s pictures is there with a blue ribbon on it, denoting it won its subcategory. On the right is one of her daughter’s photos, with not just a blue ribbon for subcategory but a purple one denoting “Best of Show” out of the entire junior division.

I also happen to know the woman who swept the adult “Best of Show” divisions, and it was no surprise Francie Davis won those because she’s won at the Delaware State Fair before. I’ve seen her work there and she’s quite good.

Yet there were other competitions held at the Farm and Home Show. Over the course of Saturday afternoon the antique tractor pull pitted man and machine against weight and mean old Mr. Gravity.

If you liked smoky and noisy, that was the event for you. And the kids even got to join in the fun – with pedal power, of course.

This big kid likes to see cars which were around when he was a little one – yes, I am a sucker for a car show.

This old Ford Fairlane was fascinating with its retractable hardtop. Not sure I’d be a big fan of what would then be a trunkless car, which is probably why the concept never caught on.

But I do like the more exotic models – not necessarily the 1950s-era Bentley someone brought, but this old Nash Rambler.

I’m of an age where I remember a dashboard full of doodads like this one.

And there’s other interesting detail as well. How did we survive with these bumpers?

I’d be curious to know where this was in Millsboro. This dealership has probably been out of existence for forty years or more, but lives on with the nameplate.

There were also people hawking their wares. One of the more interesting people I ran across was E. Dee Monnen, who is an author and one-time president of our Wicomico County Republican Club. So what does she mainly write on? Old-time baseball.

As I found out, her interest in the sport came from her grandfather. He was a contemporary of the legendary Washington Senators pitcher Walter Johnson and was, in fact, his first mound opponent, she claimed.

Of course, I was there to handle the Republican table at the event. Muir Boda took my pic there, with longtime volunteer Bob Miller on the far left (a rarity.)

Apparently, though, I missed out on many of the politicians who dropped in. While I saw County Council members Joe Holloway and Bob Culver in my rounds today, apparently Delegate Jeannie Haddaway-Riccio, Delegate candidate Mary Beth Carozza, and Delegate Charles Otto were supporters of the auction they held Friday night and Delegate Ron George dropped by yesterday to say hello and drop off some “Ron George for Governor” yard signs (which, by the way, are in my possession at the moment.)

I also saw this worst-kept secret made official.

Looks like Jim Mathias has a fight on his hands.

But as another Wicomico Farm and Home Show went into the books, one has to ponder if it’s going the way of these tractors: old and functional, but symbols of another time passed by.

I saw quite a few kids there, but many more gray hairs. If the WFHS is to survive, I think it needs to find some more items to cater to a younger crowd. It’s most likely the Wicomico GOP will remain there as supporters, but they truly need to figure out a way to increase attendance. There’s no admission fee so no one really counts the patrons, but if there were 500 people on the grounds at any one time (including workers and help) I would be surprised.

Maybe it’s time for a fresh approach. If antique tractors and cars can be made into works of art, so can this event.

Update: Speaking of antique tractors, I wanted to point out one more thing and it actually works into the theme with which I concluded.

I don’t know the woman personally, but being in the farming environment I’m sure Katie Howard has earned every one of her gray hairs. Yet that didn’t stop her from getting off the sidelines and trying her first “hook” as a tractor puller.

She didn’t win her class, but she pulled it a respectable distance – more than some of the others pulled. A little more speed and she would have done even better; of course, that knowledge comes from experience and she could be better next time around.

It’s that combination of experience and willingness to try something new which often leads to success, and it’s a lesson for the WHFS to learn for the 78th rendition next year.

WCRC meeting – July 2013

For the first of two consecutive months (at least), a gubernatorial candidate graced our Wicomico County Republican Club’s presence – and he brought his running mate along. It meant the attendance was much better than usual, as over 40 crammed into a Salisbury Chamber of Commerce meeting room to hear both David Craig and running mate Jeannie Haddaway-Riccio.

So after a brief opening to recite the Lord’s Prayer and Pledge of Allegiance and introduce a number of distinguished visitors from near and far, David and Jeannie were introduced by campaign manager Paul Ellington. We sort of pressed him into that service, but Paul remarked that this election reminded him of two others he was intimately involved in: 1994 and 2002. He also made the point that “when you get to be governor, it’s nice to have a friendly legislature.”

That idea would return in Craig’s remarks, but he first noted that Maryland “has done good things” for ten generations of his family, dating from the late 17th century. Unfortunately, the state governmental monopoly seems to be all about maintaining itself and not about what David called the “forgotten Marylanders” from rural and suburban areas. For them, the last General Assembly session was “one of the most challenging.”

And while Craig was out to “give people a choice in 2014,” he told those assembled that he wouldn’t refuse $4,000 checks, but he would rather each person out there bring 40 voters apiece. Republican turnout in 2002 when Bob Ehrlich won, said Craig, was great – 68% – but speaking as a teacher, “that would have been a failing grade.”

After telling the group this was his 21st election – because Havre de Grace had balloting every two years – he introduced running mate Jeannie Haddaway-Riccio, who as David mentioned was the first Eastern Shore resident on a major statewide ticket in two decades. Of course, she really needed no introduction to us as many of those present were represented by her in the General Assembly.

Jeannie talked about cutting her political teeth as a political science major at Salisbury University and being involved in student government there, also bringing up the fact later that she strives to preach political involvement to area youth groups such as Girls State, which is annually held at SU.

Haddaway-Riccio also spoke about working in the House of Delegates, “fighting until we barely had an ounce of energy left” against some of the bills presented by the present governor and Democratic leadership. The implementation of that “leftist agenda” has led to “degradation,” Jeannie added.

Once both had spoken and David added a quip about needing a couple good Senators – looking at Delegate Mike McDermott, who was in attendance and has been gerrymandered into sharing a single-member House district with another delegate – Craig opened up the floor to questions.

Topmost on the mind of those attending was the idea of an open GOP primary, as the idea has reemerged as a discussion topic over the last few days. Craig was noncommittal on the concept, stating he would be satisfied with letting the state party make its decision this fall. There are “a lot of frustrated Democrats” who may welcome the idea, though, added David.

Craig was then asked what functions he would assign to Haddaway-Riccio. While he chided Democrats for “picking for an election.” David said of Jeannie, “she should be at the table all of the time,” meaning ready to take the reins if needed. He praised Haddaway-Riccio for her practical experience, common sense, and knowledge of rural Maryland.

Asked about business, Craig intended to hold quarterly business roundtables. Because it affected local businesses in advance of consumers, we knew about the recession back in 2008, said Craig, and Harford County made budgetary decisions in a proactive fashion based on that knowledge.

When queried about social issues, particularly being pro-life, Craig related that he didn’t push the issue with his children, but was pleased that they turned out as pro-life as they did. David also pointed out that he voted in a pro-life fashion during his time in the General Assembly. But he would rather have 5 million Marylanders decide than 188 in the General Assembly. Jeannie echoed the overall stance, adding for her part she was “conservative, Christian, pro-life.”

Similarly, when asked about the Second Amendment, David took the conservative line of being “a strong supporter of all amendments.” In fact, he added that the American Revolution wasn’t fought over taxation but the move by the British to disarm the colonists. David also joked that there should be a regulation: red doors for all gun owners and blue ones for those who don’t – “so they know who to rob.”

An interesting question was how he would deal with the federal government. Craig would lean on the Republican Governor’s Association which, as he noted, had grown from 13 states when he was first elected in 1979 to 30 now. But then he asked, “why don’t we have 60 Senators?”

On the other hand, when it comes to local government David vowed to be mindful of county interests. When asked “where will you stick PlanMaryland?” Craig answered back with, “where do you want me to stick it?”

“We created local government for a reason,” continued David, revealing there were now more planning and zoning mandates on his county now than there are public safety ones. That same philosophy guided David on education, where he made the case “money should follow the child” and that teachers should be allowed to teach to something other than a test. David cautioned against expecting sweeping changes right away, though, noting the state Board of Education is appointed in five-year terms.

Lastly, a concern on the mind of one observer was how David would run in traditional Democratic strongholds like Baltimore City and Prince George’s and Montgomery counties. “It’s all about reaching out to the people,” said David. He also noted that he’d beaten four Democratic incumbents over the years, but over time a couple became among his strongest supporters because “I didn’t get petty” and advised would-be candidates to “be the person you are.”

After Craig finally finished speaking, we returned to our normal order of business, with one exception: we sang “Happy Birthday” to the man we call “Mr. Republican” locally: Blan Harcum turned 90 years young.  In turn, the June meeting minutes were read and approved, treasurer’s report was given, and WCRC president Jackie Wellfonder reminded us of upcoming municipal elections in Annapolis and Frederick which could use our help if interested and the August 1 joint meeting with the Republican Women of Wicomico on Agenda 21, featuring Grant Helvey.

In his Central Committee report, our David – county Chair Dave Parker – stated that “Tawes was fun” but we had business to attend to now: the question of opening the primary would come down to Central Committee members so those interested should express such to these local representatives. “Give us grief” if you don’t like our position, said Parker; however he added, “I remain to be convinced” on the merits.

After decrying the “truly disgusting” media treatment of the Trayvon Martin case, Dave shifted gears and cajoled those attending that we are still looking for candidates for next year. Some incumbents have alerted us to their intentions, but others have not.

Finally, we heard from a number of those attending on various pieces of business: Joe Ollinger reminded us that Crab Feast tickets are now on sale (in fact, I have some to sell if you want one) for the September 7 event.

County Councilman Joe Holloway rose to counter a report made by a local media outlet about fee increases for local restaurants, stating they were included in the County Executive’s budget (see “Health Department” on pages 20- 21 here.) County Council approved them as part of the overall budget. (Seems like $150 shouldn’t make or break a local eatery, though.)

Finally, Delegate Mike McDermott declared that Craig/Haddaway-Riccio was “a great ticket” and hinted at his own announcement in August. “We’ll take that Senate seat from Jim Mathias,” McDermott promised.

Speaking of local eateries, it should also be mentioned that the pre-meeting happy hour – this time at Evo – was our most successful, with several tables of Republicans enjoying the camaraderie. Our next happy hour may or may not be there, but we already have the second in what could become a monthly series of gubernatorial hopefuls joining us during our regular meeting as Charles Lollar drops by on August 26.

Craig 2014 announcement tour reaches Salisbury

It wasn’t exactly by Pony Express, but the third of three days of current Harford County Executive David Craig traveling the state and making his 2014 plans official began this morning in Salisbury at the Government Office Building. His announcement drew about 40 onlookers and various members of the media, as you’ll soon see.

Following Monday stops in Havre de Grace, Dundalk, and Hagerstown, and an itinerary yesterday which included Silver Spring, Prince Frederick, and Annapolis, the final day was opened with some pleasant weather and welcoming remarks by Wicomico County Councilman Joe Holloway.

Holloway’s welcome served as a means to introduce many of the local elected officials who were there to back this Republican effort; a group which included Central Committee members from Worcester, Somerset, and Wicomico counties as well as his fellow County Council members Bob Culver and Gail Bartkovich, Wicomico County State’s Attorney Matt Maciarello, and Delegates Addie Eckardt and Charles Otto.

Holloway then introduced Gail Bartkovich, who had the honor of introducing our esteemed guest.

Gail opened up her warm welcome by noting that our state government seems to think that problems are solved in just two ways: taxes and spending. “Annapolis has forgotten that Maryland government works for us,” said Bartkovich. “We deserve a choice.”

Gail went on to point out that David is unique as a man who has headed up both the Maryland Municipal League and the Maryland Association of Counties as mayor of Havre de Grace and Harford County Executive, respectively. She touted a number of fiscal accomplishments David has achieved as county executive, including leadership in agricultural preservation and a “buy local” campaign. Obviously in a rural county like Wicomico this was seen as appealing.

But the key points Gail wanted to bring up were Craig’s experience as a county leader and the idea David could be a credible alternative to the current policies in Annapolis which I feel only seem to enrich those who are connected. In that, she accomplished her goal and set the stage for the man who would be governor.

The audience seemed quite receptive to his message as well.

In his 16-minute statement, Craig touched on a number of key points.

Coming from a long line of Marylanders, Craig praised the state he grew up in. “I’ve been blessed to grow up in Maryland, to live here, to raise a family here, to have a career here, and to live with my grandparents and – now – our grandchildren,” he beamed.

Comparing his hometown to Salisbury and other small towns in Maryland, Craig reiterated his “faith” in the state, noting, “we can get off the mat, we don’t have to be counted out and don’t have to give in.” But our leaders were focused on the next election, not the next generation, said David.

“When they focus on their political power for too long, we see our faith starting to erode,” warned Craig. He then blasted the incumbent, stating that “politicians…seem to be more concerned about being rockstars and celebrities and (with the) headlines than they are about doing what they’re supposed to do.”

All the while, Maryland is being “outflanked” by its neighboring states. Yet, in the areas adjacent to our surrounding states, said Craig, “we are the forgotten Marylanders.” Government isn’t working for us, he continued – the “political monopoly” in Annapolis is working for itself.

David turned to the taxing legacy of Martin O’Malley, pointing out that the 40 tax increases enacted by the O’Malley/Brown administration have cost working Maryland families $3.1 billion. Yet he warned, “if we don’t offer an opportunity or a choice in 2014, by 2018 that number will be $20 billion.”

If government continues to act as it pleases, added Craig, we will continue the trend which has seen 6,500 small businesses leave the state – second worst on the East Coast – and 31,000 taxpayers who fled the state for more tax-friendly confines like Florida. As an aside, David added “it would have been better to get rid of the death tax than the death penalty,” a line which drew applause from those present.

Turning to education, David reminded the audience which had been fed the line about Maryland’s top-ranked education system that the assessment had come from a trade publication. “That has no connection with student achievement,” said David. “It’s all about how much money you spend in education, not about how well the children do and what happens with them afterward.”

Craig was also critical of the state’s transportation plans, chastising the waste and conflicts of interest in awarding contracts, along with “falsely” balancing the state budget with $1 billion from the Transportation Trust Fund.

David asked about how we “lost our balance” between the environment and agriculture, steering away from sound science principles and instead “looking at what the headlines will be” in the quest for a cleaner environment. Eventually this imbalance will force succeeding generations to leave the state.

“This is what an unbalanced government looks like,” added Craig. He then extolled his achievements in 32 years in government, including setting a financial plan for his successor as mayor of Havre de Grace which has enabled the lowering of the city’s tax rate seven years in a row. (If only Salisbury could say the same.)

But his biggest selling point may have been lost, buried in a paragraph of other remarks. “We have more jobs in Harford County now than we did before the recession started,” said David.

“I’m just a regular Maryland guy,” he continued. “I refuse to accept we are going to continue to be a one-party state…we need to give people a true choice.” And with a track record of confounding the naysayers, Craig was confident in victory. “I’m not going to be counted out,” concluded David.

He then talked to his supporters before turning his attention to the media.

There was a good bit of local media there, with a camera crew and reporter from WMDT-TV patiently watching the affair before getting their interview in, while next in line was Jennifer Shutt of the Daily Times.

As I noted in my post from early this morning, newly-minted District 38C candidate Mary Beth Carozza was also there and introduced herself to the would-be governor. I also received a little insight about her campaign as I was awaiting my chance to speak with David.

That interview I had with David Craig will be published next Tuesday as I polish off the TQT series for a day. I was the only local blogger there so you’ll get his insight on some local issues.

Yet David didn’t just jump on the bus and leave after finishing with me. Instead he investigated another local business.

Today was the final day of the Craig announcement tour, which came just as fellow Republican Ron George will formally kick off his 2014 gubernatorial campaign this evening in Annapolis and rumblings from former Lieutenant Governor and RNC Chairman Michael Steele about throwing his hat into the ring later this year. (Sounds like a former governor I know, feeling entitled to win without a campaign.)

But Craig seems to have established his place as the man to beat thus far, and it’s certain that he’ll see a lot of Salisbury in the coming months as he seeks the nomination.

WCRC meeting – April 2013

With new leadership in Jackie Wellfonder, the Wicomico County Republican Club re-established its routine – for one month, since we normally skip a May meeting due to its usual coincidence with Memorial Day as its fourth Monday – and had a very full agenda for its return from a March meeting truncated by an outside event.

But before the meeting began we embarked on something new, as several members and one local politician gathered down the street at Roadie Joe’s for a pre-event happy hour. This was an idea discussed by the club’s newly-installed executive committee at a meeting we had before being sworn in, and we hope to make it a tradition. While it was a modest success, it also gave me a chance to go over the agenda with our new president. Having to defer a meeting made for more business which needed to be conducted.

Leading off the meeting with Lord’s Prayer and Pledge of Allegiance, we soon learned we had a surprise guest who was in town. After I had read the minutes of the last two meetings, I suggested we amend the agenda to defer the Treasurer’s Report, but Congressman Andy Harris interjected, “no, hopefully your treasury is doing better than ours.” So we indeed heard the report before allowing Andy to speak.

It was “a good month to be a Republican,” Andy argued. We now had a distinct advantage on two separate issues: individual rights, as expressed with the loss of the gun bill in the Senate, and fiscal responsibility based on competing budgetary plans.

To Andy, the failure of the gun bill may be “where the President begins to lose his second term.” He couldn’t even keep his Democrats on board, Harris added, and the tactic of creating a 60-vote threshold (in order to prohibit popular pro-gun amendments from consideration) obviously backfired. Meanwhile, Obama “puts the brakes on the economy,” making him more unpopular.

And on the fiscal side, Harris pointed out that neither the President’s nor the Senate’s budget proposals ever balance. While it takes a decade for the House plan to reach equilibrium, Harris voted in favor of an alternative which would have accelerated the timetable to four years, a plan which failed. Yet Andy warned, “until we get true reform on entitlements, we won’t balance.”

Moreover,  the cuts would have to come from the spending side. “There is no way a tax increase comes through the House,” said Harris.

Andy also touched on a number of other subjects during his unscheduled remarks, alluding to what should be revealed as an interesting exchange between him and Eric Holder during an Appropriations Committee hearing, talking about what could be a common-sense incremental change to ethanol regulations, and assessing Hillary Clinton’s chances at the 2016 Democratic nomination.

We also found out a little bit more on the ammunition situation, to which manufacturers labor under contracts with the government specifying they must supply indefinite quantities to the government at indefinite times, up to a certain amount, with the federal government dictating the terms. Yet there are millions of rounds of ammunition stockpiled by the government already, and Harris is looking into a way of curtailing the stockpiles in order to make more available to the general public.

Further, Harris deemed the situation in Boston as a “setback” for both the anti-Second Amendment crowd and immigration reform.

Upon the conclusion of Andy’s remarks, it was time to hear from our original scheduled speaker, Delegate Charles Otto.

Charles didn’t have a lot of good news in his brief remarks on the recently-completed Maryland General Assembly session, noting that we passed a $37 billion budget with $1.1 billion more in state debt in addition to a lot of other ill-considered legislation.

But the subsequent discussion brought out a number of questions, such as why the governor hadn’t signed the gun bill yet? Otto noted that the governor has signing ceremonies for bills, generally in May, and the bill will be signed then.

We also found out that a $900,000 earmark for the relocation of Delmarva Public Radio mysteriously appeared in the final budget, despite the fact no bill was introduced for it during the session.

Joe Holloway chimed in about a bill which passed allowing the county to decouple its personal property tax rate from its real property tax rate. (Normally the personal property tax rate had been set at 2 1/2 times the real property tax rate.) Holloway described this bill as a possible end run around the county’s revenue cap. It should be pointed out, though, that last year’s Senate Bill 848 effectively ended Wicomico’s 2 percent limit on property tax increases.

Dave Parker gave a Central Committee report which noted that our Pathfinders seminar “apparently went well,” however, it was plagued by a somewhat small turnout. He also briefly recapped the election of Diana Waterman as Chair, noting our county was evenly split between supporters of Waterman and Collins Bailey, with a vote for Greg Kline thrown in. Two great candidates ended up as officers, though, said Parker.

He also alerted those present that the foes of this year’s Senate Bill 281 are eschewing the referendum process to fight the bill in court, determining their belief that Constitutional rights should be left to a ballot. If it does pass muster in the courts, though, he is working with other counties to propose a nullification resolution.

Our next Central Committee meeting will be May 6, Parker concluded.

In other WCRC business, we also learned we would present our annual scholarship to the winners at our June meeting.

Jackie Wellfonder briefly went over some of her ideas for her term, which actually began at the March meeting cut short by the gun bill townhall meeting. With the happy hour being one proposal, she outlined desires for an additional fundraiser to supplement our Crab Feast and making upgrades to our website and social media presence.

Ann Suthowski took a moment to update us on voter registration efforts, including a Super Saturday we will hold in September – for which she’s looking for nearly 40 volunteers – and speak on behalf on gubernatorial candidate David Craig, for whom she is the “county point person.” He will be doing a three-day tour of the state in June, with our stop being June 4.

I took a few minutes to speak on candidate recruitment and its importance, passing out a list of all the offices contested next year and those who are incumbents. But we also need volunteers to help run these campaigns and to act as treasurers, I added. Next to the candidate himself, the treasurer is the most important person because of our state’s campaign finance laws.

My message was simple: I wanted to make sure every space on that paper had at least one Republican candidate. No longer can we concede offices to the other side because they’ve been there so long, because those are the Democrats who can help their fellows get elected.

While it wasn’t in my remarks last night, I should point out that most of those who have already filed for office at this early stage are Democrats. On the eastern edge of Wicomico County there is a new state legislative district, District 38C, and there’s already a Democrat in the running for what should probably be a reasonably Republican seat. Norm “Five Dollar” Conway no longer has the late Bennett Bozman to help him get votes in Worcester County, so they gave him a much more urban District 38B which mainly covers Delmar, most of Salisbury except the northwest part of the city, and Fruitland. It’s worth noting his district now includes most of the Salisbury University community, which explains the tremendous amount of pork suddenly delivered their way from the state. Amazing how libraries so quickly become a priority item.

That turned out to be the extent of our business, so we adjourned until June 24. Our next meeting will feature a few words from our scholarship winners, with the featured speaker being Dr. Mark Edney, a local surgeon who will be discussing Obamacare.

Constitutional defender speaks in Salisbury

The crowd at the Wicomico Maryland Society of Patriots meeting, January 15, 2013. It was a pretty packed house last night for the Wicomico Maryland Society of Patriots meeting, in part because it was a joint meeting with Worcester County’s TEA Party chapter and partly because we had a strident Constitutional defender speaking. That gentleman is familiar to liberty lovers across Maryland as a leader who conceded that the Democrats and unions will be gunning for his seat next year. “They hate me,” said Carroll County Commissioner Richard Rothschild.

But before Richard spoke, we had to get some of the preliminaries out of the way: a prayer, which was originally uttered by Thomas Jefferson in 1801, the Pledge of Allegiance, the assessment by host Dr. Greg Belcher that “I’m pretty confident we’ll have some good information” coming out of this meeting, and some words from Sam Hale of the Maryland Society of Patriots, who characterized our situation as “not only fighting for our freedom, but fighting for our lives.”

We also introduced a number of elected officials and other public figures, including three members of Wicomico County Council (President Matt Holloway, Vice-President Bob Culver, and former President Joe Holloway), Jim Bunting of the Worcester County Commissioners. and a number of Republican Central Committee members from Wicomico, Worcester, and Dorchester counties. Salisbury mayoral candidate Joe Albero also put in an appearance.

Matt Holloway alerted us to an upcoming hearing regarding how we’ll address the provisions of SB236 on February 20 at the Civic Center. It was also announced that Delegate Mike McDermott had filed a bill in the House of Delegates to repeal last year’s Senate Bill 236, which provided much of the impetus for tonight’s gathering. But as a pair of videos shown tonight revealed, the process has been in the words for nearly three decades.

Indeed, there was a lot to digest in the 2 1/2 hours we held court at The Legacy Restaurant, and I haven’t even gotten to what our featured speaker said yet. Granted, some of it – particularly on the Constitutional aspects of holding office – was rehashed from that which he said at the Turning the Tides conference on Saturday, but the Agenda 21 and SB236 information was less familiar. Some of it had appeared in 2011 at a conference he’d spoken at (before SB236 even passed) but a number of predictions Rothschild made within that presentation have panned out.

A pair of guests were pointed out by Richard, and they weren’t those you may expect at a TEA Party meeting. But the two came representing the Chesapeake Bay Foundation, venturing into enemy territory as it were. But Richard didn’t see it that way, encouraging the group to join the Clean Chesapeake Coalition of seven Maryland counties. And while he contended that conservatives were capable of abating more pollution than our liberal opponents, he assured the CBF representatives that “I am committed to cleaning up the Chesapeake Bay.”

Yet Richard also contended that “if it’s sound policy it won’t need to be forced by the state.” SB236 and PlanMaryland both fail that test. Moreover, Rothschild was distressed by the vague and undefined terms in PlanMaryland, giving several examples. To him, “‘sustainability’ is a euphemism for ‘government approved.'”

“I said to the state of Maryland, ‘let the free market do its work,'” repeated Richard.

Rothschild went on to explain that in the old days, planning was a map. Now it’s a goal, a movement, and a new way of life required by government. The “smart growth” concept was a noble idea, he continued, but it ignores empirical realities. “The facts do not support their assertions,” he said. One example of that was failing to take into account that clustering housing units as proponents of smart growth suggest won’t raise enough tax revenue per unit to be viable without a massive increase in the tax rate.

And if the numbers don’t support the correct assertions, then create new ones. Rothschild criticized the new Genuine Progress Indicator standard, in which some portions increase through negative outcomes – for example, if all of the job producers who make high incomes are driven out of the state, the “income inequality” indicator would reflect this in a positive direction. Never mind the higher unemployment and economic misery sure to follow. “This is Machiavellian,” said Richard.

Another facet of this push toward cleaning up the Bay by fiat was the uneven distribution of costs. Using what he termed “rough order of magnitude” costs as an example, in order to cover the increased costs of Watershed Implementation Plan compliance Carroll County would have to raise taxes 10 percent and Frederick County 20 percent. But those property owners here in Wicomico County would be saddled with a DOUBLING of the tax to cover a $1.2 billion overall cost – bear in mind our annual budget is not far north of $100 million.

Yet, as he described later, the state was less than aggressive in addressing the problems at the Conowingo Dam, where over 100 feet in depth of nitrogen-rich sediment has filled in the waterway behind the dam. In severe storms, that sediment escapes into the Bay, wreaking havoc on the uppermost portions of the estuary.

Part of this presentation was handled by Phil Hager, the Carroll County Director of Land Use, Planning, and Development. Rothschild noted that it took a long time to fill the position because “I couldn’t find a land use manager who respects the Constitution” until Phil came along.

Hagar focused on some of the nuts and bolts of the law, noting that SB236 was passed in lieu of a BAT (best available technology) law by the General Assembly. Instead, the Maryland Department of the Environment administratively enacted the BAT regulations a week after the session ended last year.

Phil also made it clear that Carroll County was not hurrying through SB236 compliance, instead choosing to address this as part of their comprehensive plan, with ample public input. He added that Cecil County passed its map “acting under duress and protest.” Wicomico County is charting a similar path to Carroll County’s, holding off on submitting a map until more public input is granted.

Returning to the podium, Richard stated the case again that we can’t be so bold and arrogant to presume we know what’s best for our children and grandchildren. Too many innovations can take place to assume what is now will always be – for example few know there once was massive concern over reliance on horses, dubbed the Horse Manure Crisis of 1894. Instead of being buried under tons of horse droppings, though, technology intervened as the automobile was invented.

“I personally believe this law demands nullification,” Rothschild asserted, adding “if I tried to go the other way (and make zoning less restrictive) I’d be told ‘you’re violating the law.'” Yet no one bats an eye at this process, whether it be intrusions on property rights, the Second Amendment – which Richard called “a God-given right that’s not negotiable” – or any other intrusion. “We (as counties) don’t project power,” said Richard.

Finally, Richard predicted 2013 would be the year of greenhouse gas in the Maryland General Assembly. The goals are already in place: a 15% reduction from 2006 levels by the year 2020 and 95% reduction by mid-century. The 15% reduction is expected to cost $20 billion, a toll which Rothschild charged would create “devastation of our economy of epic, Biblical proportions.”

He closed out by telling the crowd what many of us already harbor as a gut feeling: “It will end in a trainwreck.”

On the other hand, I found the meeting as informative as predicted. The good news is that PAC14 taped the proceedings, so at least some of it will be available for future viewing on our cable access channel as well as online.

WCRC meeting – October 2012

Serving as a warmup to the final televised campaign debate between Mitt Romney and Barack Obama, those who attended the October meeting of the Wicomico County Republican Club were treated to spirited debate of our own.

But first we attended to the usual club business by reciting the Lord’s Prayer and Pledge of Allegiance and welcoming those distinguished guests in attendance. I read the minutes compiled by Dave Parker (thanks to him for filling in last month while I was away) and we got our treasurer’s report as well.

Our featured speaker was County Council at-large member Matt Holloway, who mainly focused on the ongoing battle between state and county interests over SB236, the so-called “septic bill.” Matt said that the majority on County Council “views it as a downzoning effort by the state.” It’s a battle we have already fought out locally, so apparently environmentalists have appealed to a higher power to get their way in Wicomico County and other rural areas around the state. “It’s our intention to fight this as much as we can,” said Matt.

As Matt explained it, there would possibly be two tiered zoning maps: one the state suggests and one we come up with locally. He stressed the importance of attending a public meeting to show support for the county’s map, which will almost certainly be the less restrictive of the two. (The county’s map is not finished yet, said Matt in response to an audience question.)

More scary, of course, was the cost of implementing the provisions of PlanMaryland and the Watershed Improvement Plan, a sum Matt pegged at $1.2 billion over a decade. It may as well be $100 billion to a small county like ours, said Matt.

Yet there was hope, as the county is discussing joining a lawsuit by several rural counties against the state. (I’ll discuss this more in a post later this week.)

Matt also briefly went over the county’s charter amendments which will serve as Questions A, B, C, and D on the ballot. Respectively they address the length of time by which a vacancy on Council must be filled (lengthening it to 45 days), reducing the number of voters needed to petition items to referendum, making sure the County Attorney has at least 5 years’ experience, and mandating public budget hearings. I think it took me longer to type that then he spent, since a number of us were already familiar with the Charter Review Committee’s work.

In taking questions, one struck me as prudent because it regarded how much county land could “perc,” or be drainable. It brought up a discussion about how government could really throw a wrench into the works by holding up those permits, with the example given of a piece of property which once had a house (which was demolished via controlled burn) that someone wants to build on but haven’t been able to do so for two years as they await the perc permit.

There was also a question as to how the local delegation voted, and since this will be one bill on the upcoming monoblogue Accountability Project you’ll find that points will go to the five local Republicans (Colburn, Eckardt, Haddaway-Riccio, McDermott, and Otto) as well as Democrat Jim Mathias for properly voting “no,” while Delegates Cane and Conway get diddly-squat for voting in favor of this ill-considered bill.

Dave Parker gave a Central Committee report detailing the good results of a recent appeal for funds, the upcoming Central Committee meeting on November 5, and the fact early voting begins Saturday. He also shared his thoughts on some of the statewide ballot issues, with fellow Central Committee member Blan Harcum pointing out the pro-Question 7 letter penned by former State chairs Michael Steele and Audrey Scott. It was apparent that, unlike the Central Committee, the club was split on the issue.

Joe Holloway piggybacked on Dave’s report by claiming the three key issues the General Assembly will look at next year are restrictions on wells (similar to those for septic systems), an increase in the gas tax, and perhaps the adoption of a mileage tax.

Bonnie Luna brought up an event I haven’t featured quite yet: a townhall meeting with Congressman Andy Harris at 7 p.m. on Monday, October 29th at the Black Diamond Lodge in Fruitland. She noted that there may be a busload of radical green environmentalist wackos (she referred to the Chesapeake Bay Foundation, but I’ll embellish with the truth) attending the event as well as Democratic write-in candidate John LaFerla.

She also pleaded with us to do more volunteering as the final push begins: working at headquarters and manning the phones were at the top of her list.

Jackie Wellfonder spoke on behalf of Dan Bongino’s U.S. Senate campaign, talking about the upcoming meet and greet fundraiser at Wicomico County headquarters on Thursday evening and the U.S. Senate debate next Tuesday afternoon at Salisbury University. They are also looking for volunteers to do some canvassing.

Woody Willing gave a Board of Elections report which has led me to do a minor correction on my August post. It was a question of semantics as I pointed out over 900 voters were purged from the rolls; they were actually only shifted from active to inactive status. But I think he (and/or the state board) are confusing my report with other posts I’ve done regarding the statewide efforts of Election Integrity Maryland.

Next up was the first really serious debate we’ve had in many moons. In the September meeting I missed, the subject of media advertising for this election came up and an understanding was reached to allocate a sum of money to be used after exploring several options. Several members believed we should go ahead with this plan, but others held the opinion the money would be better spent in 2014. Those in favor of waiting barely won in a rare split decision.

And the feisty crowd wasn’t finished, as we debated the merits of having a band at our Christmas Party on December 2nd at the Legacy Restaurant. Many cried that spending money on a band and not on advertising seemed foolish, but others contended we would draw more people with the band. Those who wanted the music won another close vote.

After all that discussion, we finally found something worth agreeing on: sometime next week there will be a “2016: Obama’s America” viewing event at our headquarters. The date hasn’t been selected yet.

I gave a review of the two recent festivals, pointing out we possibly reached 10,000 voters and reminded all of them Wicomico County has a strong Republican Party. The Democrats weren’t at both events (just one) and missed an opportunity.

This was our last meeting at the county headquarters, and the next meeting will be the final meeting of 2012. It will be November 26 at the normal venue, the Chamber of Commerce building downtown. I won’t miss trying to balance my notebook on a chair.

WCRC Crab Feast 2012 in pictures and text

Never let it be said that Republicans are a fair-weather party.

A rainy day certainly dampened the area surrounding Schumaker Park as the Wicomico County Republican Club held its annual Crab Feast yesterday, but it didn’t dampen anyone’s spirits. The picture below was taken at one of those rare points where the rain died down to a light shower, rather than the torrential downpour which plagued the event.

We still had our usual solid crowd of about 250, who I am convinced would come out in a hurricane for crabs and camaraderie. If you added a little wind I think we would have had a nice tropical storm like this same weekend in 2011 because there was a point it rained to beat the band.

One casualty of the weather was the silent auction, which for many items had to become a live auction because the tally sheets got all wet under the tent. Some items stayed out of the rain, though.

And the weather played havoc with the roster of speakers as well. I think this was the result of having to do a live auction, but in most years several elected officials will make remarks. This time the bulk of the talking was done by Congressman Andy Harris.

Harris only made brief, somewhat boilerplate remarks about his race and the need to change the regime in Washington beginning with the removal of Barack Obama but continuing with the urgency of putting Dan Bongino in the United States Senate. (Unfortunately, Bongino couldn’t represent himself at the event; his county coordinator Shawn Jester filled in.) “Party today, but work for the next 73 days” to the election, Harris admonished us.

We also heard quite briefly from Delegate Addie Eckardt, who reprised her message delivered at the GOP headquarters opening last week about the need to “turn this ship around.” Also expressing his thanks for continued support was Wicomico County State’s Attorney Matt Maciarello.

So it wasn’t like the event in other years where a number of candidates seeking election locally or statewide were there to speak and press the flesh – while most made their rounds, they chose to be acknowledged but not make remarks. I don’t know if Matt Holloway or John Hall came, but I saw the remaining four GOP members of County Council there (Stevie Prettyman, Gail Bartkovich, Joe Holloway, and Bob Culver) along with the other three local Republican officials – Maciarello, Sheriff Mike Lewis, and Orphans Court Judge Bill Smith. We also had Delegate Charles Otto come up from Somerset County to join us. (Update: WCRC officer Marc Kilmer assured me that John Hall was there. Maybe I didn’t hear him being introduced.)

In that respect, look for next year’s event to be chock full of would-be aspirants for office because the 2014 event will be after the state election primary for the first time in several years unless they make it a spring event. (Once a late-September gathering, the Crab Feast migrated forward about a month beginning in 2010 to a late-August date – last year was an exception thanks to Hurricane Irene.)

I can say that I made the Republican Club a few dollars myself since I donated two copies of my book to the auction, and they sold for above face value. Then again, my contribution paled in comparison to how these buttons did, as well as the 50-50 drawing.

So after two years in a row of a late-August downpour (at least this year the hurricane was down in Cuba) chances are next year should be a beautiful afternoon like we’ve had in the past. In the meantime, the beer was cold and by many accounts the crabs delicious, so what’s a little rain?
