The great debate

Last night (because by the time I finish this it will be Sunday) the four Republican gubernatorial candidates got together at Salisbury University to discuss their vision for the state, an event which was televised locally and will be made available statewide at a future time.

With only one hour to discuss issues, a 2-minute time limit on answers, and questions written by the local Chamber of Commerce – the event was moderated by their executive director, Ernie Colburn – the questions were somewhat predictable given the bread and butter of these campaigns deals with their perception of the state’s sluggish economy. The time constraints only allowed for five questions after a two-minute opening statement and prior to a 70-second close. The five questions had to do with the tax increases and structural deficit, creating a business-friendly tax code, addressing the challenges in attracting jobs, a seat at the table for the Eastern Shore, and restoring highway user funds. I would have liked one more directly addressing agriculture, but we didn’t get the opportunity to write the questions.

One other weakness with the format of the debate is that the candidates were placed in alphabetical order, which is fine, but initial responses were not properly rotated. Charles Lollar either answered questions first or last, as did David Craig, while Ron George and Larry Hogan had the benefit of hearing at least one answer. In this narrative, I will discuss the candidates in order of their opening statement, which happens to be alphabetical order beginning with the Harford County Executive.

First of all, David Craig perhaps had the best-organized presence there, which included running mate Jeannie Haddaway. Some of Craig’s blue-clad staff were there, but many others had Craig lapel stickers advocating his support of concealed carry. They all sat in one section of the audience, a section which I sat immediately behind. They also had an event close by the University beforehand, so David made a day of it.

In his opening statement, Craig made sure to mention his running mate and her ties to SU, from which she graduated. “Jeannie and I are very much alike,” said Craig, referring to their respective families’ long history in Maryland. “I want the twelfth generation (of Craigs) to still live in Maryland,” said David.

He stressed his experience in balancing nine budgets when addressing the structural deficit, pointing out that he had reduced taxes and cut spending during his tenure. Craig would not kick pension or health care benefits down the road as he implied the current administration has done, instead proposing more “paygo” projects funded from existing revenues rather than bonding, specifically noting casino proceeds as one source. (It bears noting that it would take a legislative act to do so, as casino proceed percentages are set by the General Assembly and the plurality of nearly 50 percent is supposed to go to education. So this could be construed by others as “cutting education.”)

In adopting a more business-friendly tax code, David pointed out we shouldn’t be taking the dollars in the first place. He proposed slashing the business tax rate from 8.25% to 4% in stages, but also explained that many businesses such as S-corps use a personal tax form to report their business income. He also wanted to address the sales tax, gasoline tax, and tolls.

Craig also remarked that Harford County had gained 8,000 jobs at a time the state was losing them, but his focus wouldn’t be so much on bringing jobs in as it would be keeping them here. “Just 25 percent of businesses are hiring” right now, said Dave, and he would address this by getting a more proactive Department of Economic Development and expanding broadband capabilities. We would not be Silicon Valley, said Craig, but we could be “Silicon Bay.”

In terms of giving the Eastern Shore a seat at the table, Craig played up his decision to secure Jeannie Haddaway as his running mate. “The Craig-Haddaway ticket is going to have someone (from the Shore) who will always be on the second floor, not just at the table.” He continued by saying Haddaway gave up a safe seat in the House of Delegates to try and benefit her region.

Craig also vowed no money to the Red Line or Purple Line and promised that counties will get their highway user funds back in the first year of a Craig administration.

He closed by taking a subtle jab at opponent Larry Hogan, saying that we didn’t need to change Maryland, “just change what’s on the second floor.” Between him and Jeannie Haddaway, they were 14-0 in beating Democrats, he concluded.

Overall, I thought Craig gave a solid, steady performance. He rightfully played up the presence of Haddaway on the ticket, although I suppose if you were watching from other parts of the state it could be seen as pandering to some extent. Yet of all the running mates, she’s probably the most qualified to succeed David if the unthinkable should happen.

Ron George was blunt in his opening statement: “This is about the economy…the other side has not solved one problem.” The facts were ominous, as he told us about 73,000 unemployed Marylanders and a manufacturing sector “still stuck in the recession.” He was a working man, with a career and business he interrupted to serve his fellow citizens.

Ron would address the structural deficit by combating waste through independent audits and putting together a Spending Affordability Commission that doesn’t paint such a rosy outlook – they predicted 4.5% GDP growth in FY14 and 6% next year. “These rosy forecasts have got to stop,” said Ron. He would also address the state’s bond situation, where debt service costs the state over $1 billion a year.

But he was realistic enough to realize “I can’t go in there as a king,” meaning he can’t just change government overnight. But what we could change, he would – “I’m guaranteeing you the things I’m saying,” said George. Yet he made an excellent point about the challenges to attracting jobs by asking why we look down on the tradesman, instead emphasizing the four-year degree? There’s no focus on that sort of education, Ron added. Being a guy who has an interest in “made in America,” this was one of the two highlights of Ron’s night insofar as I was concerned, with the other coming in the next question.

After Ron talked about the Eastern Shore being “in my blood,” he addressed such items as more state money for tourism (with a proposed slogan – “the Maryland Eastern Shore: life as it should be” – bringing back the canning business, protecting farms, expanding broadband, and reducing sales tax on this side of the Bay. But the best idea went back over 50 years, to a time when each Eastern Shore county had its own State Senator. “I think we need to have a Constitutional Congress in this state and go back to something that makes it fair for the Eastern Shore and the rural areas,” said Ron. And while I said 48 Senators (two from each county) I still think it’s an outstanding idea.

Ron used the highway user fund question a little differently, making the case that he would be “a governor for all of Maryland” and that helping Baltimore City would assist the rest of the state. But he would repeal the automatic increases in the gasoline tax and instead of a “reactive” transportation plan his would be proactive.

He concluded by promising to be a “hard worker” as governor and to treat all fairly, while also mentioning a little about running mate Shelley Aloi, who was also at the event.

Something I’ve observed about Ron, though, is that he comes across as ill at ease in a public speaking situation. He also rattled off a lot of numbers in his presentation, and perhaps sealed his image as a policy wonk because he’s also the only candidate who wears glasses. I noticed him looking down reading a lot, instead of looking at the camera. He also had very little presence at the event, which led to his only getting a smattering of applause after questions rather than a rousing ovation. I have no doubt he would be a hard-working governor – and as a policy wonk type myself I loved a few of his ideas and goals – but he’s going to have to overcome a lot to get there.

I was surprised that Larry Hogan didn’t have a larger presence there as well. In his opening he alluded to three recent visits to Salisbury University before settling into the familiar bromides of not desiring to be something, but to do something and being fed up with politics as usual. He also brought back the oft-repeated refrain of the state being on the wrong track and the emphasis on jobs, the middle class, and restoring the economy.

Of course, in the first question Larry brought up the $9.5 billion in new taxes, but pointed out that he worked for an administration which finished with a cash surplus that’s now once again a structural deficit eight years later. He would cut spending first, then roll back taxes where he could. Recently, Hogan added, he put out a plan to address $1.75 billion just by enacting existing recommendations.

Another familiar Hogan theme was that of our state being 41st of 50 in business-friendliness. Our corporate tax rate was “not competitive,” personal taxes were too high, and regulations too stringent. He would eliminate the hostile attitude and vowed “Maryland will be open for business again.”

After another regular reprisal of those things we’ve lost in terms of businesses, Larry made the case that there’s been “no discernible response” from Annapolis. He asked how an administration could be pro-jobs yet anti-business?

As far as the Eastern Shore goes, Hogan called the current administration “openly hostile” to the Shore, adding that he spoke to Jim Perdue, who told Larry he “feels like they are attacking our business.”

“There’s been a war on rural Maryland,” Hogan added.

Larry then made a statement some have already jumped on, saying “I agree with David; I think Jeannie (Haddaway) is terrific. I actually appointed Jeannie to the legislature and if I’m lucky enough to be governor then I’d think she’d make a terrific ombudsman and maybe liaison for the Eastern Shore.” He then added that the Shore is “not the only place neglected.”

In that respect, Larry is probably correct because each area of the state has needs not being addressed, But as a whole our part of the state is the poorest and tends to have higher unemployment. It could easily be argued we’re already in a recession.

He then promised to restore the highway user fund cuts that were “devastating” to local governments, perhaps by chopping away at the 53% of transport dollars spent on mass transit.

Hogan warned in his close that this was the “last chance to turn this state around,” this being “a fight for Maryland’s future.”

As a whole, Hogan’s performance came across to me as “meh.” The problem is that I’ve heard it all before, and this particular debate format and questioning lent itself to Hogan’s perceived strengths. Yet he never hit anything out of the park.

Although he appeared a little tired and troubled, Charles Lollar spoke with the most passion, generally motioning with his arms as he spoke. (Since I couldn’t watch the feed, I don’t know if this was seen at home.) Once he made the case that the state is going in the wrong direction, he mentioned that even the Democratic strongholds of Montgomery and Prince George’s counties and Baltimore City believe “the course is wrong.” He claimed his economic plan had the approval of Dr. Arthur Laffer and his health care plan won favor from Dr. Ben Carson, but vowed to “aggressively look for non-partisan solutions.”

So when Lollar stated that spending had jumped 36% over the last eight years (including $2.3 billion this year), he announced his intention for a taxpayers’ bill of rights (or TABOR) law to hold spending in check and to phase out the income tax in five years. “How would you love to wake up in five years, in 2019 in Maryland, and not have a personal income tax that you have to pay?” he asked.

He repeated the Laffer endorsement in his next answer, as well as the TABOR reference, but added that our legislature and governor doesn’t understand business. “We have a governor who hasn’t had a job in 28 years,” Lollar quipped. But he also dropped a bombshell on the group by proposing term limits. “It’s time for us to get rid of the career politicians,” he opined. Me? I love the idea, but it also has to come with the discipline of keeping the non-elected regulatory state in check.

Lollar pledged his running mate, Ken Timmerman, would address the challenge of attracting jobs by using his investigative skills to focus on waste and the 84 new taxes and fees. He also made the case that the biggest challenge to business is simply staying in business.

Charles wanted to “make the Eastern Shore a priority,” noting that we don’t get a good return on our tax dollars and would rather just be left alone by regulators. They’re “tired of being picked on,” said Lollar. He also brought up the Hudson lawsuit.

As for the highway user funds, Charles promised to stop the Red and Purple Lines, which were enacted under “reckless leadership.” He also wanted an “enforceable lockbox” over the funding.

Lollar got the last word in the debate, saying the job calls for real leadership. So he urged voters to “think this thing through” and that he had “found nonpartisan solutions…and already has ‘Democrats for Lollar’ organizations in Montgomery, Prince George’s, and Baltimore City.”

I’m sure Charles may have gained himself some converts around the state with his performance, which was surprisingly strong. Unlike Ron George or even Larry Hogan, Charles seems to thrive in a debate format such as this because he is a passionate speaker. He did fall into the Hogan trap of repeating some points several times, but overall it was a strong, compelling performance.

However, there were a few issues with Lollar’s day today. I happened to be sitting amid a few Lollar backers and they were disappointed by the lack of local support at his earlier gathering. Others I spoke to earlier today bemoaned his campaign’s lack of direction. But he’s the only one who has brought concepts like a TABOR and term limits into the conversation – these are broad-based conservative points of view, as is lowering the income tax to extinction.

So as for who “won” the debate, I would say it’s Lollar and Craig who did best, with George and Hogan lagging behind. But now I’m a little closer to determining who I will endorse and it will probably be made public in one week.

2014 Maryland GOP Spring Convention in pictures and text (part 1)

As has often been the case, I am splitting this into two parts. One will come out today and one tomorrow, since the news is of the sort that it will keep. Always leave them wanting more.

Anyway, my traveling companion Dave Parker and I arrived in Bethesda in the pouring rain, and after checking in I retreated to my room with a view…well, sort of I guess.

It was almost a three-hour trip, so when I got myself unpacked it was just about time to get registered for the convention and go to the Executive Committee meeting.

After MDGOP Chair Diana Waterman informed us she was “excited” about filling out the statewide ballot, she began on the subjects she would stress over and over during the event: turnout and unity. We would have had a Republican governor over the last four years if we had turned out our base, said Diana.

We also learned who would be the speaker at the annual Red, White, and Blue Dinner June 19 at Turf Valley. I Tweeted the news:

Diana then introduced party executive director Joe Cluster, who remarked “this state is tired of Martin O’Malley and Barack Obama,” based on their approval numbers sagging below 50 percent. He also predicted that, “incumbent Republicans will do very well in this election.” It was the “chance of a lifetime to really put a dent in the Democrats,” Cluster added. While the Treasurer’s Report was its usual depressing self, we were doing slightly better than expected on fundraising. It’s no secret the party is still carrying some debt, though. Waterman added that members could help by participating in the Old Line Club, where people could pledge as little as $8.25 a month to assist the party.

Diana also announced that there would be no open primary committee business on this convention agenda – we would address it after the 2014 election. She also announced the state Board of Elections denied a bid for online absentee ballots and same-day registration.

Cluster returned to the microphone later to talk about Andy Harris being “very supportive of the party” and began to speak about him not having a credible opponent. But Waterman cautioned that she would have a “very frank discussion” if Central Committees acted in a manner backing one contender over others. “We do not take favorites” in the primary, Diana warned. It was fine for individual members to do so, depending on local bylaws, but this cannot be done as a committee unless there’s only one contender. “I’d much rather have one candidate in every race,” she added, but conceded this wasn’t always possible.

We also discussed the proposed bylaw amendment for regional chairs and conventions. It was not recommended for approval by the Bylaws Committee, who held a conference call on it, but sponsor Kevin Waterman planned to bring it up from the floor. And while Diana Waterman believed it was “vitally important” to have regional chairs, the Bylaws Committee considered it a “distraction.” One county chair remarked, “if there was a call for (regional conventions), we would already do it.” Most of us already knew it was Diana’s birthday, but a surprise awaited as I Tweeted:

That pretty much marked the end of the open part of the meeting, as a brief closed session was held – it took place while I wandered one floor down to check this out.

They even had a two-piece band for entertainment, mostly classic rock from what I could hear.

I actually meant to take this photo of Charles Lollar hanging in the back meeting with campaign staffers, but it evolved into a conversation about engaging voters on the other side of the aisle after I noted he looked a little tired. You be the judge.

Charles told me he considered the event a success, and it was a lively affair while it lasted.

But before I went upstairs to see what else was up, I ran into another statewide candidate.

Not literally, of course – since Shelley Aloi is a karate expert that may be a sure way to get hurt. I just figured it was one way to document who was there among statewide candidates. (If you look closely at the second Lollar photo you’ll see his running mate Ken Timmerman and Comptroller candidate Bill Campbell also enjoying themselves, so they are covered.)

There were a number of interesting vendors in the lobby.

As you might be able to see, there were the usual campaign-related sellers there, but there was also a table of supporters for a draft Dr. Ben Carson for president movement as well as a table for First District Congressional candidate Jonathan Goff, who is running against the aforementioned Andy Harris for the nomination.

I also realized that the Maryland Liberty Caucus was holding their own party down the hall, although it appeared to be winding down as I arrived.

Yet there still seems to be a strong pro-liberty streak in our party.

So I finally went upstairs and decided to work my way up, which led me to find this in the elevator.

On Saturday, we all found a handout at our chairs detailing what Millennial Maryland really stood for:

We represent all Republicans, the old-white-straight-Christian males, and, well, all the others. We’re here to show that Republicans are listening to gays, to immigrants, to black and Latino Americans, to those concerned about the environment, education, and the poor. We represent the GOP in all its diversity, and while we may be more moderate at times than some, we would never advocate excluding someone for disagreeing with us. We’re here to make the tent bigger, more diverse, and more electable.

Judge for yourself whether that would be the case. Onetime MDGOP Chair candidate Mike Esteve is the head of this group.

My first stop after getting off the elevator was the MoCo suite. Very crowded.

So I went up two floors to find an equally lively David Craig suite.

But in the back corner I found Lieutenant Governor candidate Jeannie Haddaway and a man seeking to replace her, Dr. Rene Desmarais, having an enlightening discussion.

They were gracious enough to add to my collection of candidates, as did David Craig.

The mini-bank Craig was holding came with a few pennies inside so it would rattle. He was giving them away as trinkets.

After those good photos, I wandered upstairs to the last suite, that of Eugene Craig III and the Young Conservatives. Things were starting to wind down.

I think David Craig’s was the best suite, simply because it had the best food – had I made it to the Young Conservatives suite earlier, though, I may have been persuaded otherwise. With so few party suites, food was a little harder to come by as the night wore on.

So I made it to bed about midnight or a little after, which is about the time I’m wrapping up this post. For the evening I will complete part 2 detailing many of Saturday’s events.

2014 Wicomico County Lincoln Day Dinner in pictures and text

It wouldn’t be a Wicomico County Lincoln Day Dinner without the guest of honor, now would it?

But it was that and much more as about 100 people enjoyed the festivities last night in Salisbury. I was a little disappointed in the attendance, but those who missed the affair missed some stirring words from both our four featured speakers – the GOP gubernatorial candidates – save Jeannie Haddaway pinch-hitting for David Craig, who was in Frederick tonight – and Delegate Mike McDermott.

Our event is set up so guests have an opportunity to talk to candidates before and after the proceedings. So before dinner was underway, acquaintances were made and renewed, such as Delegate Ron George speaking with the newly-goateed Delegate Charles Otto.

I like that look on Charles. Meanwhile, Larry Hogan and wife Yumi spoke to Wicomico County Council member Joe Holloway. I believe fellow Council member Bob Culver is back to camera.

As I noted earlier, Jeannie Haddaway was taking the place of David Craig and visiting her alma mater. In the background is Larry Hogan’s LG pick, Boyd Rutherford.

Candidates were also taking advantage of the space provided for literature and signs.

Things began to get going when the Union troops and band arrived in the room.

This heralded the arrival of our sixteenth president, who is a popular subject. In this case, it was with Senator Rich Colburn (left) and John and Gail Bartkovich. Gail is the outgoing Council member from District 3, while the good doctor John was our county chair for several years.

One new wrinkle we added this year was a Union band, described by Lincoln as “the Eastern Shore detachment of the 3rd Maryland Irregular Regimental Band,” which played traditional music during the prelude to the ceremonies.

The troops sat behind Lincoln as he made his remarks, with a little banjo accompaniment toward the end.

As he always does, Lincoln made remarks which tried to use the words of yesterday to relate to today’s world, leading off with a tale about General George McClellan, one which he concluded by stating the case “the lunatics are running the asylum.”

“Our greatest enemy is voter apathy,” he continued. “It cheats honest citizens.”

And just as the British Empire sparked a revolution by resorting to tyranny, Lincoln called the modern situation “mental torture.” Now, “A lying tyrant is in control,” Lincoln added, “We need to be a stumbling block to tyrants.” But he ended on a hopeful note, believing “America shall not pass away.”

Our county Chair Dave Parker then secured the floor for a number of announcements as well as praise for one outgoing member of our Central Committee.

First of all, we learned that there will be a gubernatorial debate among the GOP candidates here on May 31, at Salisbury University. Once the June 24 primary is history, we will convene for the Wicomico County Republican Club Crab Feast on September 6.

But the huge event was the one slated for September 27. After twice being unsuccessful at getting a Lincoln Day date, we got the next best thing: Lt. Col. Allen West will be appearing in Salisbury for a series of events September 27. Those who attend Central Committee or Wicomico County Republican Club functions already know this, but we put out the formal word tonight at Lincoln Day.

Before we heard from the gubernatorial candidates, we also took a few moments to honor one of the few Republicans in Maryland whose Presidential vote has truly counted – this man served on the Electoral College from Maryland in 1972 for Nixon and 1984 for Reagan. For the better part of five decades Blan Harcum has been a fixture in Wicomico County GOP politics, but after this election he will take a well-deserved retirement from the Central Committee. “I’ve enjoyed every minute of it,” said Blan about his tenure.

And as it turns out, Larry Hogan has known Blan “for a long, long time.” He drew the opening slot among our four, and in doing so decided to play up his experience in both the private sector and executive branch under former governor Bob Ehrlich. “I’ve spent a lifetime challenging the status quo,” Hogan said, accusing our current leaders of “actually causing the problems.” Rather than “be something,” he wanted to do something about them and that was why he decided to run.

Naturally, Hogan spoke about Change Maryland, noting that it “successfully changed the dialogue in this state.” He could sense the frustration with the “huge disconnect” between the people and their government as well as the belief the state was heading in the wrong direction. Regarding the “arrogant, out of touch monopoly” in Annapolis, he believed it was “about time the politicians in Annapolis listened to the rest of us.”

As he has often done in his stump speeches, Hogan returned to three main points: creating jobs, helping out the middle class, and getting government off our backs. He related his day in Salisbury, with stops in several area businesses as well as a Little League opening day and the downtown Easter Egg hunt.

Charles Lollar also told us about his day, one spent taking the fight to Democratic strongholds and crossing paths with Democrat Anthony Brown on three occasions, debating him once. He was inducted into the 100 Black Men of Prince George’s County, heard Brown say at a Howard County forum that “Maryland is doing fine” – while 1 out of 3 in portions of Baltimore are jobless – and went to a Veterans for Democracy meeting back in Charles County where he was “disinvited” to speak because of “political pressure” his name has brought. On top of that, his second daughter is going to her first prom tonight. “I’m not doing this for me…we’re doing this for you,” said Charles.

But his message to the Republicans was that whoever the nominee for governor may be, he has to have the “intestinal fortitude and integrity” to speak our convictions. His basic agenda would be one of economic solvency, installing a Taxpayer’s Bill of Rights to slow budget growth, and eventually eliminating the personal income tax – a proposal which got him the support of economist Arthur Laffer.

He knew it would be difficult, but concluded that “I don’t play politics very well, but I do enjoy a good fight every once in awhile.” Whoever wins the primary has to care about the ideals of the minority community to earn their votes, Charles stated in closing.

Representing David Craig, who couldn’t be here tonight but was instead over in Frederick County, was his lieutenant governor candidate Jeannie Haddaway. We’re out “covering the state as much as we could,” she explained. Reflecting on the recent General Assembly session, Haddaway remarked that “there are people in Annapolis fighting for you.” Some of the more controversial bills only passed by slim majorities, added Jeannie, because Democrats are reluctant to vote for them but have to contend with their “top-down agenda.” Thanks to what’s gone on the last few years, “our state is in really bad shape,” said Jeannie.

She corrected Larry Hogan’s remark about private sector experience, noting David Craig worked in a factory when not teaching and her own work as a small business owner. Their priority would be to straighten out the budget then “put money back in your pocket” through elimination of the income tax.

Haddaway pointed out 40 percent of Democrats were undecided, perhaps because they didn’t like the options and may consider a Republican who would “try something different.” And even in heavily Democratic districts, Craig had won. “We have won collectively 14 general elections,” she said. “Whoever turns out is going to win this election.” She promised that if Craig won and she became the state’s first Eastern Shore lieutenant governor, “the Eastern Shore will be forgotten no more.”

While he was holding up the flyer for an upcoming event in Ocean City in the photo above, Ron George opened up by discussing running mate Shelley Aloi – like many of us, I met her for the first time tonight. (She and Ron happened to sit at our table, along with our next speaker and his wife and the Parkers.)

Ron spent much of his time talking about the General Assembly: “I felt like I needed Rolaids constantly,” remarked George – but considered it an “honor” to serve with our Republican “warriors.” His pitch was combining his business experience with time served at the “front line” of issues as a member of the General Assembly – one who formed the Doctor’s Caucus “to build consensus” and a related group called the Physician’s Advisory. That group had uncovered waste within the exchange and the failures of health care contractor Maximus early on.

Ron also spoke about his work on the electoral process, closing a loophole for the next cycle so a donor couldn’t form multiple LLCs just to circumvent campaign finance limits. Audits, too, were another major part of his platform since he’d found where Prince George’s County “totally misused” $400 million. “That kind of waste has got to stop.”

George went over a couple parts of his ten-point promise, one which “will fix the drain that Baltimore is” and strive to rebuild the state’s manufacturing base in small communities like ours. “I cannot cut welfare payments unless I have those entry-level, mid-level jobs,” said Ron.

He also made an announcement about a Monday event to be held in conjunction with Dan Bongino and David Craig, endorsing Anthony Brown for governor…of Connecticut. “How’s that (health care) working out for us?” added Jeannie Haddaway.

But the rhetorical storm was brewing.

You knew Delegate Mike McDermott was working on a stemwinder when he noted, “the problem with Democrat math is that they follow Common Core logic.” This after he noted losing the two GOP Senators in 2010, including the seat he seeks, “opened up the floodgates of hell on the social side.” This didn’t count the pilfering of various trust funds or the “blank check” to uncovered patients for the budget.

But once he got going on the “outrage” on the bathroom bill, it was on. “It should be unacceptable to all Marylanders,” he said. We gave each gubernatorial candidate ten minutes – Mike was still going strong after fifteen.

“The tragedy of Maryland politics can be turned around,” he said. “Don’t send a governor to the governor’s mansion without sending them reinforcements” of five Senators. His voice rising, McDermott made the case that North Carolina “worked on making government work for the people” after the GOP took over and raised its business friendliness rating from 46th to 17th in two years. “They’ve brought that state back! It can happen here.”

“If we can’t make the case for change this year,” Mike thundered, “the Republican Party can never make it.”

“We can take Wicomico County by storm! If there was ever a county which needed good leadership and change, it’s this one. I’m tired of being up there, and being in a welfare county…I challenge you to take it back,” an emotional McDermott concluded. He had to dial it back some for the benediction that he delivered.

Our friends in Worcester County have the chance to have a great team in Annapolis: Mike McDermott in the Senate, and Mary Beth Carozza and Charles Otto in the House.

So ended another Lincoln Day Dinner. It wasn’t quite what we bargained for when we started planning it last year, but those who were there were treated to a good event nonetheless.

Let the campaigning begin

Now that the General Assembly has made it to sine die, the transition to regular campaigning can begin. Certainly there will be posturing over one issue or another, and there are rumblings that the “bathroom bill” and perhaps even marijuana decriminalization could be placed on the ballot. But for better or worse, the General Assembly has completed its work for the year, and at least 37 members out of the 188 will not be back – many are retiring, but some are seeking other local or statewide offices.

So for those who are looking for greener pastures, as well as the 150-odd who are willing to serve another term – with many among them trying to move up from the House to the Senate – the campaigning can begin in earnest. Only seven Senators (three Republican, four Democrat) have a free ride to re-election, barring a late write-in entry. Two Democrats running for the House of Delegates will enjoy the same freedom, and both will be newcomers – Will Campos in District 47A (Prince George’s County) and Sheree Sample-Hughes from right here in Salisbury. Both had opposition, but the one filer against Campos was disqualified and incumbent Delegate Rudy Cane from District 37A withdrew from his race, leaving it for Sample-Hughes.

Some in difficult races have been chomping at the bit to go out there and press the flesh, along with once again having the chance to raise funds. An e-mail from Delegate Neil Parrott greeted me this afternoon in my e-mail box, and certainly many others were making plans to raise some dough.

While he didn’t serve in the General Assembly, Larry Hogan is making a push to look good on his initial campaign finance report. Messages like this have been appearing on his Change Maryland Facebook feed:

Thanks to the generous support of engaged and informed Marylanders like you, we are EVEN CLOSER to hitting our fundraising goal before tonight’s finance report deadline! We have less than TWELVE HOURS to hit our goal – Can we count on you to help us get there? Any contribution you can afford, whether it’s $5, $50, or $500, will make a big impact on our campaign and could be enough to put us over the edge to reach our goal!

Of course, since they’re not letting on exactly what the goal is, I highly doubt they’ll actually fall short. Yet what would be success in fundraising? Back in January, it was revealed that David Craig raised just under $250,000 in 2013 after a similar performance in 2012. Since we’re closer to the election, I would have to assess success as whether Hogan raised the amount required to qualify for matching funds, which would come pretty close to matching Craig’s total 2013 take. Since Hogan has media up already with a cable television buy, it’s likely he’s raised at least $200,000.

(It’s worth pointing out as well that Hogan is slated to appear at our Lincoln Day Dinner on Saturday, as are Ron George and Charles Lollar. Jeannie Haddaway will pinch-hit for David Craig, who has another engagement. So if you’re coming you can ask the tough questions, although we don’t plan this as a debate.)

For us, the event will serve as a kickoff to the serious campaigning to come since it’s likely we’ll hear from a number of Republicans who are running, even if we have to drag out the egg timer to make sure they keep things short for our featured guests. If we let all of the District 37B aspirants go, we’ll be there all night! (Yes, that was supposed to be funny. You are allowed to laugh.)

After all, not that I’m trying to hurry it along by any stretch of the imagination, we’re just 30 weeks away from the November election (and 11 weeks from the primary, which I have a vested interest in.) Lots of time for good things to happen.

Pointing out and planning solutions

In life there is a difference between saying and doing. In this case neither protagonist, unfortunately, is in a position where they can do much more than talk and advocate but it is interesting to see what the two men in question have to say about a paticular situation.

First I’ll point out the talker:

More and more of our friends and neighbors are unemployed and our state economy remains stalled. Clearly, the economic policies of Martin O’Malley and Anthony Brown have failed, and it’s time for new leadership and a new direction in Annapolis.

The O’Malley/Brown Administration continues to drive taxpayers and job creators from Maryland and into the arms of better run, lower cost states.

Those were the words of gubernatiorial candidate Larry Hogan, whose campaign went on to point out that 9,800 Marylanders were furloughed in January and the state endured its worst year of job creation since the recession ended in 2009. (At least for some parts of the state, the question of whether we are back in one is open for debate.)

I will give some credit to Larry for beginning to round out a platform which doesn’t simply bash the incumbent and his heir apparent for tax increases or cite his group’s social media prowess:

Hogan, a business leader and former Maryland state cabinet secretary, favors a pro-growth agenda that combines reigning (sic) in Annapolis spending, jump starting the economy by cutting taxes on workers and their employers, and aggressively courting larger employers which in recent years have left Maryland for Virginia and other states.

We’re still a little vague as to specifics, but the ideas are mostly right out of the conservative playbook and certainly won’t hurt. I’m ever-so-slightly leery of the “cutting taxes on workers and their employers” line because that suggests only a targeted tax cut rather than the flattening (or complete elimination) of rates we need, but we’ll see where Larry goes with this one.

On the other hand – and I really wish he had said it a month ago, because it would have went perfectly with this post – David Craig has a grand idea:

Harford County Executive and Maryland Governor Candidate David Craig called on incumbent Governor Martin O’Malley to push the Obama Administration to complete a final regulatory review to enable a facility in southern Maryland to export liquefied natural gas. The issue takes on greater urgency as the Ukraine and several European countries seek long-term solutions to reduce dependence on Russian energy exports.

“Now is not the time for dithering and red tape,” said Craig. “Maryland is on the verge of being only the second state in the country to export liquefied natural gas and our proximity to the Marcellus Shale, and the Atlantic Ocean and existing infrastructure gives us a competitive advantage that nobody else has. Maryland can attract thousands of energy sector jobs and help assert U.S. influence in the crisis in the Ukraine. But we must act now.”

Ambassadors to the U.S. from Hungary, Poland and the Czech and Slovak republics wrote House Speaker John Boehner last week that U.S. “natural gas would be much welcome in Central and Eastern Europe, and Congressional action to expedite [liquefied natural gas] exports to America’s allies would come at a critically important time for the region.”

The U.S. Department of Energy has approved just six export licenses for LNG projects, including Cove Point, since 2011. Dominion Resources-owned Cove Point, in Lusby, MD, is one of about 20 U.S. projects that want to export LNG. Of those, only one, in Louisiana, has full federal permitting.

Delays in Maryland are coming on multiple fronts. Political support among the O’Malley-Brown Administration is non-existent. Gubernatorial candidate and legislator Heather Mizeur is leading the charge in outright opposition to the project, while Lt. Gov. and front-runner candidate Anthony Brown promotes “environmental justice,” a left-wing social movement that attempts to stifle energy exploration wherever politically-favored constituencies may object. The other democratic gubernatorial candidate, the current Attorney General, is opposed to timely approval of the project. Apart from general statements about the importance of developing jobs and traditional forms of energy, GOP primary candidates for Governor have heretofore not yet articulated positions on the issue. (Links added.)

Given my interest in energy-related issues, I can’t believe I missed that originally – the release has been out about a week – but I’m glad David Craig is coming out on the right side of this issue. As I pointed out last month, Dominion Resources, the operator of the Cove Point facility, estimated that 4,000 construction jobs and 14,600 permanent positions could be created through this $3.5 billion investment. Those could be 14,600 people paying taxes and investing in our communities rather than wondering what comes next after the unemployment runs out or making plans to escape Maryland for greener pastures like Virginia, the Carolinas, Florida, or Texas. Democrats often talk about making “investments” with our tax dollars, well, here’s an investment that the private sector is willing to make and government is mad because they can’t control who receives it. Let’s throw them a pity party: awwwwwwww….

Running mate Jeannie Haddaway made another good point in that statement:

Instead of picking winners and losers and subsidizing the most expensive options such as wind energy, we should be taking advantage of our existing resources and diversifying in a way that is meaningful to our economy and to job creation.

The choice is clear, the opportunity is now.

I look at it this way: if there were a market for wind energy, we would already have plenty of infrastructure out there. But the fact we have to subsidize its meager presence and carve out market share for it tells me wind is an economic loser overall. Just like solar energy, it’s only as reliable as atmospheric conditions allow it to be. And while solar and wind are considered “green” energy, the birds being cooked or bats being exterminated might beg to differ.

So we can exacerbate the unemployment problem or we can put the people in place to help create jobs. It’s your choice, Maryland.

Grading the second bananas

Now that we’ve filled in the gubernatorial primary with all the major players from each party (as well as a handful of lesser lights who probably won’t have the wherewithal to make a dent in the race) it’s time to look at who they are and perhaps why they were selected.

It’s been many years since a party nominated a pair of white males to the state’s two top jobs, and once again the tickets are diverse in terms of race, gender, or in a couple cases, both. These thumbnails will be in alphabetical order of lieutenant governor candidates, beginning with the last one to be named today.

Shelley Aloi was introduced by her running mate Ron George this morning. In terms of political experience, she’s in the middle of the pack as she served as an alderman in the city of Frederick for one term (2009-13) before losing in the GOP primary for mayor last year to the eventual winner, incumbent Randy McClement. So she has a little bit of political experience, as well as a diverse resume of accomplishments. In her mayoral run, she stressed a relatively conservative approach of public safety, responsible spending, and job creation.

In sum, it was an interesting choice by Ron. Detractors will probably wonder if the move was made out of desperation as a second-tier choice, but Ron has always maintained he would announce his LG late in the game. It’s certainly not a head-scratcher to the level of the ill-fated Kristen Cox selection by Bob Ehrlich in 2006, but may not do a lot to lift the ticket either.  Grade: C.

Back in November Democratic contender Heather Mizeur announced Delman Coates as her running mate. In doing so, Mizeur selected a black man with no political experience to round out the twofer of both female and minority on the same ticket. One thing both share is a political philosophy way out on the left wing, as Coates is described as “an outspoken champion on a range of progressive issues, including health care, the Voting Rights Act, immigration reform, and foreclosure protection.” It’s not unusual to have compatible political viewpoints on a ticket, but generally running mates come from the political world or have a business background, and Coates has neither.

It may be great for Heather to have in Coates “a friend, a confidant, a brilliant mind and a caring heart,” but when it comes to governing those who have little political background tend to be the most susceptible to a corrupt administration when placed in power. Grade: D.

The first lieutenant governor candidate to be selected was David Craig’s pick of Jeannie Haddway-Riccio, who has dropped the married Riccio name for this campaign. Admittedly, it’s a long name for a sign. But for several years, GOP observers has believed she would be an ideal LG candidate – young, but with over a decade of political experience under her belt as a member of the House of Delegates and a background from the conservative Eastern Shore. She was a sought-after quality to be sure, and it’s likely she was asked by at least a couple contenders to be part of the ticket. Perhaps the only knock on her was that she only has legislative experience, but that didn’t stop the current lieutenant governor.

When he selected her, David Craig said of Haddaway, “I chose Jeannie because she will actually help me run the government.” She hasn’t done anything to hurt the ticket and is the strongest of the four GOP running mates. Grade: A.

A fellow Delegate was the selection of Doug Gansler in October. Jolene Ivey, of Prince George’s County, brought the requisite balance to the ticket as both being a woman and of mixed race, but perhaps was more useful to Gansler as a counterbalance to Anthony Brown’s background in Prince George’s County. Rather than a business background, Ivey worked in television for several years.

But playing up her biracial background and being a mother to five boys didn’t save her from this unfortunate utterance: “I am Trayvon Martin’s mom,” she told the Baltimore Sun last October, just after accepting the second spot on Gansler’s ticket. She seems more like a pick strictly for political expedience than a woman ready to lead, particularly with her unremarkable record in the House of Delegates, even as a member of the dominant party. Grade: D+.

The last candidate to announce his intentions, Larry Hogan took the occasion of formally entering the race to announce Boyd Rutherford as his running mate. The pairing is unusual in that neither have held elective office, but both served in the same Bob Ehrlich administration. In one respect, Boyd is the perfect lieutenant governor candidate given his experience in the public and private sectors, but the question is how he would do in a political campaign.

When Hogan selected Rutherford, he said Boyd would bring “real management experience who has the ability to be a full partner in our administration and who is actually qualified to be governor.” If he can work through the rigors of a campaign without making the mistakes a political novice tend to make, he would indeed be an asset. Grade: A-.

Perhaps the most unusual running mate of the seven is Ken Timmerman, who was announced as Charles Lollar’s running mate Monday. While Timmerman has campaigned through the state as an aspirant for a U.S. Senate seat in 2000, his more recent experience in that field was being routed by Chris Van Hollen in 2012 for the Eighth Congressional District seat.

And while Lollar “intend(s) on using Ken as Maryland’s chief investigator to help us uncover all of the excessive spending and misplaced tax dollars,” according to the Washington Post, one has to ask how Ken’s national and international background really matches up with state government. There’s been the undercurrent of rumor that Lollar was practically to the point of using Craigslist to find a running mate; unfortunately, Timmerman wasn’t the guy to completely dispel the notion. The one asset Ken may have, though, would be that of having the name to possibly nationalize the race for Lollar, enabling him to increase his barren coffers. Grade: C-.

It was the ultimate marriage of convenience: two contenders unite to make a strong financial team for the Democratic nomination. Since Anthony Brown was the chosen successor to Martin O”Malley, Ken Ulman made the political calculation that he’d rather switch than fight. Along with David Craig, Ulman brings executive experience to the race as chief executive of a medium-sized county – Howard and Harford counties are fairly similar in population. More importantly to the O’Malley wing of the Democrats, the two combined had a warchest large enough to overcome the initial financial advantage Doug Gansler had built up.

But while I doubt I’d be enamored with all of his political moves, there’s no question Ulman would be able to easily assume the duties of governor should be need arise based on his experience as Howard County Executive. Insofar as the quality of the choice: Grade: A.

So we have the seven main contenders now, and the guessing games are over. Let the campaign begin.

Campaign 2014: a District 37 look at finance

As part of my ongoing coverage of the 2014 campaign, today I’m going to look at a number of candidates who are running for seats in District 37, which covers portions of Caroline, Dorchester, Talbot, and Wicomico counties here on the Eastern Shore. Presently the district is served by three Republicans and one Democrat, with the district’s State Senator being Republican Richard Colburn. In the lower House of Delegates, Democratic Delegate Rudy Cane handles the smaller District 37A, which takes in portions of Dorchester and Wicomico counties and is drawn to be a majority-minority district, while GOP Delegates Addie Eckardt and Jeannie Haddaway-Riccio currently hold down the larger District 37B. In Maryland, House districts can serve as subdivisions of Senate districts and combinations of House districts (such as the case here) will have the same overall border as the Senate district.

I’ll begin with the Senate race: while Colburn has come under fire in recent months for both campaign finance issues and a messy pending divorce, he’s filed to run for another term and currently has no GOP challenger. Democrat Cheryl Everman of Talbot County is the lone Democrat in the race.

In terms of cash on hand, it’s no contest: Colburn has $31,994.55 in the bank while Everman is sitting at just $1,885.88. Moreover, the incumbent added to his total by collecting $35,101.55 in 2013 through a near-equal proportion of individual contributions (46.16%) and ticket purchases (46.65%), with political clubs making up the other 7.19%. In looking at the report, however, those political club contributions seem to be misclassified as they appear to be from various state PACs. Regardless, 104 individual contributions and 128 ticket purchases made for an average contribution of $140.42 to Colburn’s coffers.

On the other hand, only 38.61% of Everman’s $1,890.56 take for 2013 came from individual contributions – she received the balance of the money from the candidate account of “Joe Reid for Maryland.” Her 6 individual donors chipped in an average of $121.67 apiece. Since she started her reporting on May 30, this covers a little over seven months’ worth of financial activity.

In my coverage of the governor’s race, I also apportioned contributions into various categories: those from LLCs and similar legal entities, the legal community, unions, business, and out-of-state. (Many fell into more than one category.) I’m doing essentially the same here with the exception of the last category being out-of-district, and in this case I’m considering District 37 as the region covered by 216xx and 218xx zip codes – in essence the lower 2/3 or so of the Eastern Shore.

Colburn did well with the business community, receiving 30.84% of his 2013 donations from business entities. Just 2.66% came from law firms and only 0.31% apiece from LLCs and unions. (That translates to $100 each.) Only 16.02% came from outside of the enhanced district.

With such a small take, Everman’s totals reflected just 4.11% from outside the district, or $30. None of it came from businesses, law firms, unions, or LLCs.

Turning to the Delegate races, the District 37A race is most interesting financially. Democrat Rudy Cane has no GOP opponent yet, but is being challenged by current Wicomico County Council member Sheree Sample-Hughes. That’s not too shocking in and of itself.

However, Cane reported no cash balance on his report – yet is carrying forward $47,742.40 to his next one. Evem more mysterious is the fact he recorded no contributions for calendar year 2013, and the only incoming entry to his ledger is a $250 contribution from the AFSCME union in Salisbury on January 7 of this year. Yet he spent $6,250 on some interesting items – there’s only three, so this is an easy read.

In August, Cane reimbursed himself $50 for his filing fee. Prior to that, his campaign made two expenditures: on January 25, he gave Salisbury City Council candidate April Jackson a $200 boost to her campaign. But stranger still, July 13 saw a $6,000 transfer to…wait for it…Sheree Sample-Hughes.

Now consider that Sheree has a balance of just $7,147.04 in the bank right now. She took in $8,260 in 2013 so obviously only 24.33% of her income came from individual contributions while 3.03% (or $250) came from ticket sales. The other 72.64% of her campaign funding for 2013 came from her ostensible opponent.

But some of those individual contributions came from those one would consider political opponents. For example, fellow Wicomico County Council members John Hall and Matt Holloway (both Republicans) chipped in $100 and $50, respectively, while Wicomico’s GOP Sheriff Mike Lewis gave $40. All these were done in December, well after she had announced for the District 37A seat.

So while Cane got 100% of his contributions from unions based on the one donation, Sample-Hughes received just 1.77% from businesses and 1.11% from outside the district. Her 37 individual contributions and 9 ticket sales worked out to an average of just $49.13 apiece.

My gut instinct tells me that Cane isn’t really going to run to keep his seat unless he has to. The reason he filed, I think, was to keep another person from filing and challenging Sample-Hughes, who may win the district in the primary as sort of the anointed successor to Cane, who will turn 80 in May – thus the large contribution to her coffers. If he indeed runs, it’s likely he’d win another term then resign at some point, making Sample-Hughes the logical successor.

Meanwhile, there’s a financial shootout going for the District 37B seats, one of which is opening up as Delegate Haddaway runs as the lieutenant governor on the David Craig ticket.

It’s no surprise that the other incumbent, Addie Eckardt, leads the cash-on-hand parade with a balance of $44,488.89. But right on her heels is Republican newcomer Johnny Mautz, Jr. of Talbot County, who boasts $44,200.95 on hand. A third Republican hopeful, Christopher Adams of Wicomico County, has $24,777.29 in his coffers.

There are two others in the race, but Rene Desmarais of Wicomico County, a Republican, and the race’s lone Democrat, Keasha Haythe of Talbot County, only filed what are known as ALCEs, which attest a candidate has not raised or spent over $1,000 in the cycle. This isn’t surprising since both filed in mid-December, less than a month before the reporting deadline and just before the holidays, when political activity takes a hiatus.

So in looking at the three who filed full reports, we find that Mautz raised by far the most in 2013.

Cash raised:

  1. Johnny Mautz, Jr. – $56,186
  2. Addie Eckardt – $7,225
  3. Christopher Adams – $6,165

As it turned out, Mautz raised every dime from individual contributions, while Eckardt raised 84.26% that way and Adams just 23.56%. The remainder of Eckardt’s money came from Maryland PACs ($1,350 or 15.74%) while Adams loaned his campaign $20,000 to make up 76.44% of his receipts.

But there’s a world of difference in the contributions each received. Mautz’s 143 individual contributions resulted in a whopping average of $392.91 per donation. Conversely, Adams received 40 contributions for an average of $154.13 apiece, and Eckardt picked up 74 contributions at an average $97.64 per.

And while none had significant contibutions from LLCs (Adams had 4.06% and Eckardt 1.38%), law firms (none reported), or unions (Eckardt received the only union contribution of $250, or 3.46% of her total), there was quite a difference in business support:

  1. Addie Eckardt – 19.79%
  2. Christopher Adams – 8.52%
  3. Johnny Mautz, Jr. – 0%

Yet the one which made my jaw drop was out-of-district contributions:

  1. Johnny Mautz, Jr. – 68.65%
  2. Christopher Adams – 15.57%
  3. Addie Eckardt – 13.84%

There’s no other way to say it: Johnny Mautz, Jr. had a lot of large checks dropped into his campaign from a number of inside-the-Beltway friends and acquaintances he’s gathered in several years of working in Washington, D.C. Obviously this will bear watching in future reports to see how much local funding begins to come in, but it’s obvious his end-of-year push came from outside the district. The initial money for Mautz’s campaign came mostly from locals, but those tended to be smaller amounts.

It’s obvious the big money in District 37 is going to be put into the open seat race for District 37B, although the rumored emergence of a big-name Democratic contender for Colburn’s Senate seat may bring some more money to that contest, and may cause some dominoes to be knocked over on the GOP side.

Tomorrow I’ll look at the races on the District 38 side.

Update: In looking up items for the sidebar widgets I’m going to feature for easy campaign website access, I came across a note on Cheryl Everman’s campaign Facebook page from January 12 stating she would withdraw from the District 37 Senate race for health reasons; however, she has not finalized that paperwork.

The newest ticket

There is an older lady I’m familiar with from various political functions who is a David Craig supporter. During this campaign, since Craig was the first to announce, she would ask “has anyone else announced yet?” And once Craig selected Jeannie Haddaway as his running mate, she would then ask “Well, does so-and-so have a running mate? You need one to file.”

Well, lady, the answer to the latter question is now “yes” in Larry Hogan’s case. As part of his delayed gala announcement he’s selected former Ehrlich Administration official Boyd Rutherford as his ticketmate.

There’s no question that this will lead to the portrayal of Larry Hogan as the lost second term of Bob Ehrlich, since both members of the Hogan/Rutherford team have served in his administration as secretaries. After leaving the Ehrlich administration at the behest of President George W. Bush in 2006, Rutherford has tried his hand at some other enterprises.

This certainly presents a study in contrasts with some of the other tickets: Anthony Brown, whose background is mostly legislative aside from serving as Martin O’Malley’s caddy for the last eight years, selected a county executive with a large campaign warchest. Doug Gansler, who came up through the legal ranks, picked a legislator, and Heather Mizeur, a Delegate, selected someone outside of politics entirely, an activist minister. Fellow Republican David Craig, a career politician, looked to a youthful but experienced Delegate.

Rutherford described his role simply:

Accordingly, my pledge to you is simple:  When Governor Hogan assigns this Lieutenant Governor a policy initiative to implement, I will question and I will monitor, and I will safeguard the spending of your tax dollars every waking hour.

That statement had to be a dig at Anthony Brown, who trumpeted his heavy involvement in the Maryland Health Connection until it flopped like a dying flounder. Suddenly he wasn’t as responsible.

Also interesting to me is the fact that Hogan is now beginning to flesh out his campaign and his positions. Obviously he has his priorities in order, although I don’t understand the emphasis on “middle class.” I like to think of people as apriring to get beyond middle class.

This also puts the pressure on the other two in the race to find their lieutenant governor candidates. With less than a month before the filing deadline, and with a significantly weaker financial standing than the others in the race, Ron George and Charles Lollar will need to convince someone to join their campaign.

So six months or so after I thought he should have entered, the evolution of Change Maryland to Larry Hogan campaign team is complete. And while Hogan enters as the candidate with the most hype, the question is whether there’s more substance than sizzle.

2013 Maryland GOP Fall Convention in pictures and text

I think I can get all this in one part. To be quite honest, this convention didn’t match the buildup.

It was sort of strange. I noted earlier in the week that the whole Lollar controversy in the blogosphere overshadowed the months-long debate over the open primary question, and then the prospect of a Larry Hogan gubernatorial announcement upstaged several other events.

These were the scenes around the main ballroom on Friday night after arrival.

There was no doubt that they were proud of their achievements.

And something tells me that most of these stickers were gone by the end of the night.

The Change Maryland party even had a live band, called the Great Escape Band. I noted on Facebook that may be something subliminal if Larry doesn’t win.

Aside from one song they sort of butchered up in my line of thinking, the band was really pretty good. They also reinforced my belief that there’s not a band which doesn’t know ‘Mustang Sally.’ Although he actually didn’t write the song Wilson Pickett must be proud, wherever he is.

But when they took their break, the real rock star came into the room.

What I have found interesting in looking back and listening again to what Larry said is that my interpretation is much different than what Larry presented to other outlets.

This, which I transcribed from the remarks he presented, is part of what Larry Hogan said last night:

Now everyone who knows me knows that I love this state, I hate to let people down, and that I’ve never walked away from a tough fight.

I’m not a professional politician – I’m just a businessman – but I don’t think that you need to be campaigning all throughout 2013 for an election that takes place at the end of 2014. But, you know, we are getting pretty close to the end of the year.

I promised my wife and family that I would spend a little quality time with them over the holidays, and I’m looking forward to that.

And as you may know I founded and run a group of companies that has brought hundreds of businesses and thousands of jobs to Maryland, and I promised the employees and my colleagues that I would stay at the helm and continue to work hard with them to try to have a strong finish to the calendar year.

So there won’t be a formal announcement or an official launch until January, but tonight – tonight I wanted to be very clear about our intentions.

I happen to believe very strongly that the people of Maryland simply cannot afford another four years of O’Malley/Brown/Gansler tax and spend policies.

Hogan went on to say, “This isn’t a fight between right and left, it’s a fight between right and wrong.

I honestly believe people went in there expecting Larry to make the formal announcement last night, so once he made his remarks a good percentage of the people left his party.

Of course, Hogan’s wasn’t the only party. Before I stopped by the Change Maryland event, I dropped in to Ron George’s suite which featured this.

I had one other photo which, alas, didn’t come out. Ron actually had a pretty lively thing going early on.

Just downstairs from Ron was David Craig’s suite. The candidate wasn’t there because he was at the RGA meeting in Arizona, but David had a lovely second-in-command to take his place.

LG hopeful Jeannie Haddaway-Riccio held down the fort. It’s worth noting they had pretty good traffic.

They also have a slew of printed material. I suppose you can cut out the Craig part if you really share the sentiment.

Instead of a suite, fellow candidate Charles Lollar (who was also in Arizona at the RGA) had a lobby table.

On the table, among the other handouts, was a letter explaining his absence, which read in part:

Unfortunately, this means I will miss the opportunity on Friday evening to meet with you, answer your questions, and tour the hospitality suites, but I look forward to joining everyone on Saturday to share my plans for returning prosperity to Maryland.

One place Charles may have found himself welcome was the Maryland Liberty PAC suite, which was all by itself on the other end of the building. Despite that, they had a lively group.

Alas, I think I missed this presentation.

The other suites were county suites from Montgomery and Anne Arundel counties. This photo was of the Anne Arundel suite, which by the way had the best food.

But it seemed like a lot of the air was sucked out of the celebrations early, with most of the parties finished before the clock struck 12. That’s when I took to Facebook and wrote:

So my thoughts on day 1 as I head to bed:

I’m sure I’m not the only one scratching my head over Larry Hogan and his decision to wait to announce his intentions until January. The chatter around the convention seemed, well, less than positive. He had 1,000 supporters in a festive mood and plenty of press only to cite family and business as reason to wait.

There were a number of good parties about, though, and I renewed acquaintances with a number of friends and fans. But pardon me if tomorrow seems a little less exciting.

I think I’ll have some more thoughts on all this tomorrow, but allow me to move on. They probably won’t be in line with the thoughts of these gentlemen: from left to right, Jeff Quinton of The Quinton Report and Greg Kline, Mark Newgent, and Andrew Langer of the Red Maryland Network.

And no, I was not on their show last night. Wasn’t sought out and didn’t seek them out – gave some others a chance.

This is what I saw looking out the window this morning.

So when I woke up, I was at least expecting to deal with this lengthy issue regarding open primaries – finally, a chance to decide. Wrong!

I suppose I should back up and point out that I did not cover the Friday evening Executive Committee meeting as I usually do. There were a couple reasons for this, but the primary one is that I was the escort for a good friend of mine who was the lucky recipient of my second Change Maryland ticket. But had I done so I may have found out that open primaries wouldn’t be discussed. Nor did I do breakfast this time, because the speaker didn’t appeal to me.

So the first (and only) Saturday event I attended was our combination lunch and session.

Let me say that I thought having the lunch and session as we did was a splendid idea, with the key reasons being we didn’t have to get settled in after lunch in a different venue and the fact we could sit at tables – no more balancing my note pad on my lap.

First we heard welcoming remarks by Anne Arundel County Executive Laura Neuman.

Yes, the photo is dark. But Laura had an intriguing story of being an MBA without being a high school graduate. Her remarks reflected a philosophy which said “over and over, if I worked hard, opportunity would be available to me.”

“My story could only happen in this country,” she added. “That’s why I’m a Republican.” She expressed the belief that hard work should equal opportunity.

Our luncheon speakers both came from the RNC.

Kristal Quarker-Hartsfield is the director of African-American Initiatives whose family “has been Republican since Reconstruction.” Her task was to spread the Republican message to areas not typically reached by the party, including black churches, historically black colleges and universities, and so forth. She added that Reince Priebus was “serious about going into these communities and doing things the right way.”

Meanwhile, Stephen Fong noted there’s “a good mix of people” here, and talked about the GOP’s renewed emphasis on minority communities. He made the case that many blacks would “consider” voting Republican if we were “just showing up.”

There was a buzz about the next speaker as well.

Described by Chair Diana Waterman as the future of the party, Annapolis Mayor-elect Mike Pantelides briefly outlined some of his secrets to success, particularly in social media. (The Twitter debate seems like a good way to promote brevity of remarks.)

With that out of the way, we rolled through some convention business so routine I snapped this on the Allegany County sign.

I guess the one interesting part was the complaint that the minutes didn’t reflect a resolution which was on the spring agenda but not brought up – the Tari Moore resolution tabled a year ago. But parliamentary procedure showed it was dead once the gavel fell in April.

So we moved on to State Senator David Brinkley’s report on the Senate, where we have a “tremendous field of candidates.” He made sure to mention that if Anthony Brown thought he’d have a coronation, he should have a cup of coffee with Kathleen Kennedy Townsend.

Brinkley bemoaned the economic state of the state, making the case that job creators are “voting with their feet” and “anyplace south of the Potomac is friendlier (to business) than Maryland.” If we want more manufacturing jobs, Brinkley added, “right-to-work has to be one of the conversations.”

Overall, David believed that “even the Democrats are disgusted with the games and gamesmanship.” All we need are candidates who are conversant with the issues.

On the House side, Delegate Kathy Szeliga was kind enough to pass out her report, which highlighted many of the measures to be considered in next year’s session. It’s a list which includes tax cuts, a repeal of the “rain tax” and Common Core, protecting charter schools and creating a voucher system, and modifications to the gun bill.

Moving into the Chair’s Report, Diana Waterman exhorted us to “take advantage of all the opportunities our liberal Democrats gave us.” She also pushed an initiative called the Old Line Club, which was a monthly fundraising of $8 or more a month, automatically deducted.

But I found the Executive Director’s Report from Joe Cluster made me sit up and take notice: county-by-county goals. Even the Republican strongholds of Carroll and Garrett counties had marching orders: hold what you have and help other counties out.

Nicolee Ambrose, in her National Committeewoman’s Report, touted the successes of the Super Saturday program in Annapolis and Frederick. It also served as a good test market for issue advocacy, and next year the program will be expanded and divided into pre-primary and post-primary positions.

She also related the success of 3-part fundraisers like the Allen West event in Prince George’s County as a model for others to follow.

On a national scale, Nicolee spoke on IT improvements the party was undertaking as well as the winter RNC meeting in Virginia.

As is often the case, National Committeeman Louis Pope was optimistic: “We’re going to have a phenomenal year in 2014,” he predicted. He shared good news on the financial front and on how the party was working on regaining its technological advantage. Moreover, Obama’s “Teflon-coated presidency is coming to an end,” said Louis.

Pope also spoke on Maryland, calling the state one with a “very angry electorate” and “very energized (GOP) base.”

Finally we made it to resolutions. Two of them made it out of committee and two didn’t.

The ones which were presented to the floor came from John Fiastro, Jr. and Dave Myers.

You could call Fiastro’s resolution the Don Dwyer resolution, since it seemed tailored with his situation in mind. But Delegate Michael Smigiel, who was carrying a proxy, spoke up and called it “too broad.” An amendment to allow for acts of civil disobedience to address Smigiel’s concerns failed on a voice vote when Smigiel noted “there’s not enough lipstick to put on this pig.”

Once the question was called, the Fiastro motion failed by a large margin, over 75 percent voting against.

The other resolution was one which called on the party to stop sending “mixed messages” and integrate the pro-liberty community. It lost on a voice vote, even after the “mixed message” portion was excised. But Diana Waterman promised to create an advisory committee to hear the diverse portions of the party after the first of the year. So we’ll see.

Certainly the Maryland Liberty PAC and other groups will be watching.

There was an attempt to get one other resolution to the floor concerning the Frederick robocall, which had some support. But more people wanted to adjourn, which was the motion presented by Nick Panuzio of Talbot County. He’s good at that. (Update: I’m told by Denise Lovelady of Talbot that it actually was Josh Horner who motioned to adjourn, but I heard the motion credited to Nick by the Chair. So let’s say Talbot County is good at that.)

Upon driving home, though, the four of us who traveled together saw perhaps the prettiest sunset we’d seen in quite some time, so I’m going to take it as a divine sign we did something right even if it wasn’t expected.

The Ireton follies

Last month I pointed out that Salisbury mayor Jim Ireton now has a state campaign account, and next month he has plans to fill it. It’s billed that, “Jim is excited to share with you all of the success stories happening in Downtown Salisbury.” Granted, there are a few new businesses but the jury is still out on whether these are going to be “success stories.”

So now we have a candidate with a campaign finance organization raising money – but for what? As I noted before, Ireton lives just a few yards into the redrawn House District 38B, which means he’s in the same district as Democratic incumbents Delegate Norm Conway and Senator Jim Mathias. If they don’t go anywhere, Jim’s not moving up into those seats. The same goes for County Executive Rick Pollitt, but Pollitt has a little bit more of an opportunity as Rick lives in a district with an open Delegate seat (because Jeannie Haddaway-Riccio has joined the David Craig gubernatorial ticket) and perhaps a vulnerable State Senator – thanks to unflattering local coverage – in Rich Colburn. Would Rick Pollitt make that jump? If so, Jim could make his bid for the county post.

Ireton, though, is a generation younger than any of these other politicians – he’ll be 44 by the time the 2014 election rolls around, while Pollitt will be 62, Mathias 63, and Conway 72 years of age. It seems unusual, though, that Ireton would scrap an existing campaign finance entity dubbed “Friends of Jim Ireton” (which had been inactive since 2010) that had never had more than a few hundred dollars in it to begin one with the more ambitious “Jim Ireton for Maryland” title.

The timing, though, may have been intended for a run for lieutenant governor on the Doug Gansler ticket. This was a hot topic in June, but talk of that run cooled and a Washington Post report from yesterday says Gansler will instead pick Delegate Jolene Ivey of Prince George’s County.

But a candidate doesn’t have fundraisers for nothing, so Jim must be up to something. If anything, Jim impresses me as the restless type who’s probably bored with the mayoral job so perhaps for him this is a good time to run from cover and try for a higher office.

Hershey appointed to District 36 Senate seat

The word came down last night from the victor himself:

I just received a call from the Governor’s office appointing me as the new Senator for District 36 – I am both thrilled and humbled by all the support I received during this appointment process. I am looking forward to serving the 36th District in this new role. Thank you again to all those that offered support, prayers and well wishes this was truly a humbling experience.

Steve Hershey wasn’t the longest shot, but going in he may not have been the favorite, either. Yet he secured the votes of two Central Committees in the four-county district and that was enough to forge a tie with fellow Delegate Michael Smigiel and throw the fate of the seat into the hands of Governor Martin O’Malley. Given Smigiel’s forceful opposition of O’Malley’s onerous gun law package this spring, you knew he would be punished by not getting the appointment he sought.

So Hershey gets the seat vacated by the resignation of former Minority Leader Senator E. J. Pipkin, who followed Rick Perry’s advice before the commercials even came out and moved to Texas. Now the scene shifts to the battle over Hershey’s vacated Delegate seat. As I recall, it cannot be filled by a resident of a county already represented in the district, so residents of Cecil County (Smigiel) and Kent County (Delegate Jay Jacobs, who did not seek the Senate post) would be excluded – but their Central Committees would have a vote.

Out of the original field of 14, all but three hailed from either Queen Anne’s County or Caroline County, which is the lone Maryland county without a resident Delegate. Not all of the remaining ten would seek the Delegate seat, but several probably would and they may be joined by a few others – one being Caroline County commissioner Jeff Ghrist, who made a lengthy plea on Facebook which I excerpt here:

Governor O’Malley will soon be selecting our new District 36 Senator and subsequently one of two House of Delegate seats will become available. This will require someone to fill a Delegate seat. Caroline County has been without a resident of our county representing us in Annapolis for nearly two decades. While I sincerely enjoy being a Commissioner in Caroline County…I would love to take my passion and experience for limited and efficient government to Annapolis.

The first goal is to build a concensus (sic) throughout the district that I am the best appointment for Delegate. Not only do I have a strong legislative and executive track record but Caroline County deserves resident representation.

Ghrist has been seeking higher office for awhile; he briefly campaigned for Congress in 2009 before withdrawing and endorsing Andy Harris.

So we will probably have much the same circus we did for the Senate seat, with the real possibility of another split vote and Martin O’Malley breaking the tie.

Meanwhile, Hershey’s tenure may be short-lived. Former Delegate Richard Sossi is actively planning a run for the seat, as is 2010 U.S. Senate nominee Eric Wargotz. The same sort of situation may occur in the District 36 Delegate race next year, with several jockeying for position to be the top vote-getter in a particular county.

Long-term, the solution to that issue may be to enact 141 separate House of Delegate districts, instead of the confusing mishmash of having some three-person districts as well as a handful which are split in a 2-1 configuration. But in the meantime, the political races on the Eastern Shore may be some of the most interesting in the state with the District 36 openings, a primary challenge to the incumbent in District 37A, the opening in District 37B thanks to the selection of Delegate Jeannie Haddaway-Riccio to the David Craig gubernatorial ticket, the forced move of Delegate Mike McDermott to a challenge for the District 38 Senate seat due to redistricting, and a brand new District 38C with no incumbent.

WCRC Crab Feast 2013 in pictures and text

It was a day and setting tailor-made for a gathering.

Thus it was that the Wicomico County Republican Club held its annual Crab Feast today, with a crowd close to 300 overflowing the picnic pavilion and seated around the space at Schumaker Pond.

If you were a Republican in Wicomico County, it was the place be seen, particularly if you’re a candidate. Even the statewide campaigns were represented.

The David Craig campaign was represented by his running mate Jeannie Haddaway-Riccio, pictured here on the left with Wicomico County Republican Club president Jackie Wellfonder. Thanks to Jackie for sending along the photo, which I actually took but using her cell phone.

On the other hand, Ron George came himself (well, actually with a couple volunteers in tow, as did Haddaway-Riccio) to mingle and speak with a number of those around the pavilion, including Delegate Charles Otto (seated at left) and a pair of attentive Salisbury University College Republicans.

Another local candidate who found plenty of support after a rough last few days was State Senator Rich Colburn, pictured center speaking with County Chair Dave Parker (on left) and Jackie Wellfonder. Mike McDermott, who’s trying to join Colburn in the State Senate, is in the background in the orange shirt.

Another hopeful candidate rustling up votes was District 38C candidate Mary Beth Carozza, who brought her father Tony for additional support.

But it wasn’t just about the political fellowship. The club uses this as a fundraiser as well, and between the silent auction pictured below and a 50/50 drawing the club raised well over $1,000. They even recouped some of their investment by selling the spare bushels of crabs, which I’m pleased to report met my fiance’s seal of approval.

One big departure from previous years, though, was that elected officials and candidates were recognized but not given none decided to take the time to speak. (Thanks to Jackie for the reminder/clarification.) It made for a quicker-paced event, but those who may have wanted to hear more from certain hopefuls may have been out of luck.

Then again, who would want to listen to a speech with this view?

So it turned out to be a nice day. Maybe it wasn’t the most newsworthy, but I had the pleasure of speaking at some length with both Jeannie Haddaway-Riccio and Ron George during the time I was there.

Hopefully we get the same weather for next year. Certainly we’ll know who the candidates are.
