District 37 House: the five contenders

For my final look this round at local races, I decided to do both Districts 37A and 37B in one feel swoop, mainly because the District 37A is already set in Sheree Sample-Hughes. She had a free ride once Delegate Rudy Cane dropped out days after the filing deadline, but it’s also worth seeing how she’s set financially to begin her sure re-election run in 2018. I’ll get to her in due course.

Meanwhile, in District 37B there is one real race. Although the top two would normally be declared the winners, a state law prohibits two members from the same county in this two-person district which spans four counties. So the two contenders from Talbot County, Democrat Keasha Haythe and Republican Johnny Mautz, could finish 1-2 but only the winner would be seated. I’ll begin with that race. (link)

While Johnny Mautz has far outraised his opponent, the cash on hand is surprisingly close because Mautz had to survive a primary while Haythe did not – in fact, she has only filed one actual report (the Pre-Primary 1 report in May) while spending less than $1,000 in the last two reporting periods. She attested to this through Affidavits of Limited Contributions and Expenses, better known in the game as ALCEs. Obviously she’s had some spending since she has a website, but it doesn’t rise to the level of filing the paperwork.

Keasha’s report is fairly vanilla, although it would be interesting to know who pays for her website. As far as the small amount she’s raised, the $1,000 contribution from Rudy Cane’s account provides the most insight. She’s the perfect contrast to Mautz as all her contributions are local.

On the other hand, Mautz’s report reminded me of Mary Beth Carozza’s in District 38C because a huge portion of the seed money for both has come from connections they’ve made in Washington, D.C. But while Carozza’s local share has increased over the last several months, Mautz maintains his tremendous haul from friends in the Capital region. Over 60 percent of his total individual contributions come from outside the district, but not much comes from businesses and none from LLCs.

Mautz has also picked up some non-individual donations: $1,000 from the Republican Leadership Council of Talbot County, and PAC donations from the Maryland Farm Bureau, Licensed Beverage Association PAC, and the Maryland Dental PAC. He’s also received transfers from two federal accounts belonging to current Congressman Doug Collins of Georgia and former member Jim Saxton of New Jersey, as well as $500 from the NCPA Legal-Legislative Fund (which represents community pharmacies) and a cool $4,000 from the National Shooting Sports Foundation.

But the eye-popper is the fact Mautz has gone into six figures for spending – more than any other candidate in either District 37 or 38. Over $63,000 has gone just for printing and nearly $14,000 for media, generally to local businesses. (The folks at Bay Imprint and Poore House have made a lot of money from Johnny this election.) One other interesting expenditure is $9,750 to Public Opinion Strategies for a poll back in April. (Full disclosure: Johnny’s payment to me for his sidebar ad should be on his next report.)

So Mautz is the undisputed spending leader in this race. In contrast, the other Democratic contender, Rod Benjamin, is running the ultimate low-budget campaign because he’s neither raised or spent above $1,000 as a serial ALCE filer.

So that leaves me Christopher Adams, who’s also paid for advertising here. His figures are a little bit hard to follow, since a lot of his contributions and expenditures are tied up as loans. He took out and paid off a $20,000 loan from Value Enterprises, LLC and borrowed from his own personal coffers to replace the $20,000. So in truth he’s raised $11,370, with an 11% portion from LLCs and about 1/4 from out-of-district.

Adams has spent on some interesting items, with the biggest being $19,000 to Scott Strategies. He’s also transferred out some good-sized amounts on other entities and races: $500 apiece to the Caroline and Dorchester County Republican Central Committees (although the latter is mis-identified as the Democratic one), as well as to District 38B hopeful Carl Anderton. As far as media goes, I’m a line item along with an ad in the Salisbury Independent, among other things. But if you threw out the loan repayment, Scott Strategies would be well over half Christopher’s spending.

Finally, let’s look at the unopposed Sample-Hughes.

As you can see, the biggest part of her contributions is the $6,000 she received from the coffers of Rudy Cane. It’s worth noting that Cane’s campaign account was closed out as he distributed over $47,000 to several groups – local candidates Sample-Hughes, Haythe, unsuccessful Salisbury City Council candidate April Jackson, and Wicomico County Councilman-elect Ernest Davis all got something from Cane, as did the House Democratic Committee Slate ($13,242.40.) However, Rudy also gave $20,000 to Shore Up! (a local advocacy group) and distributed $13,000 between three local churches.

Sample-Hughes also received small donations from several local Republicans, such as her fellow Wicomico County Council members John Hall and Matt Holloway, along with Sheriff Mike Lewis. The Maryland Farm Bureau PAC chipped in $500 to her as well. She received very little from businesses, nothing from LLCs, and hardly anything from outside the area.

One thing I noticed is that her fundraising expenses were barely covered by the money raised, but aside from that it’s the sort of a report one might expect from an unopposed candidate. Fortunately, that $6,000 from Cane is about all she’s got so any 2018 contender isn’t far behind in the money race yet.

So that’s how District 37 shapes up. The next report is due October 24, just days before the election.

The Eastern Shore Victory Headquarters is christened

After a week’s delay caused by the untimely passing of Sylvia “Cookie” Harris, wife of our esteemed Congressman, we finally opened our local Republican headquarters to a crowd of about 75 people.

The old Mister Paul’s Legacy had been spruced up after several months of inactivity for a new purpose: to assist in getting local Republican candidates into office.

Of course, a number of candidates and elected officials were there, along with supporters. Inside there were signs and information for all the local hopefuls who had dropped anything off, as well as a table for the top of the ticket.

And while the star of the show was rightfully going to be gubernatorial candidate Larry Hogan, local folks were indeed showing a lot of passion for their favored downticket candidates.

There was even love for our volunteers spread around inside with little messages like this.

Our presentation began, though, with an emotional update from Mark McIver on how Andy Harris was doing after the sudden passing of his wife. The “terminal optimist” was holding up all right and was getting ready to once again make himself available to help local Republicans emerge victorious. It led up to a moment of silence for both Cookie Harris and Dr. John Mautz, the father of District 37B Delegate candidate Johnny Mautz. The elder Mautz, an Easton dentist, died suddenly yesterday morning.

We actually went in reverse of the common political ceremony, because Larry Hogan spoke first.

Eschewing the safety of the podium, Hogan complemented the local workers for putting together the “nicest and most luxurious” headquarters in the state. Not bad praise from a guy who rides around in this:

Hogan went on to stress that “this is a team effort” and that “this victory center is here to try and elect great Republicans.”

And while he called the reaction and response to his campaign “tremendous” Larry also pointed out the feedback from the minority community, noting that in Baltimore City he often heard the refrain “no one cares about us” and that politicians don’t come to the area for their input.

It led into his bread and butter message: that after 40 tax hikes and zero economic growth – a statistic Larry called “simply unacceptable” – things were so bad that the majority of Marylanders were fed up with the direction things were going. He cited a recent poll which stated 71% of Marylanders think taxes are too high and 62% would like the state to go in a different direction. His hottest giveaway item was “Democrats for Hogan” stickers, said Larry.

Our voters were angry, Larry explained, while theirs are complacent. “We’re driving some big turnouts,” he continued. And while he thought of his campaign as the air force, he realized that what we were doing was trying to provide the infantry for the fight. We can “send a loud and clear message” if we all work together, Hogan concluded.

We had heard a lot of what state party Chair Diana Waterman had to say when she appeared at our recent Republican Club meeting.

But Diana wanted us to get as much turnout as we could, even if it meant going against the principle of opposing early voting. “Embrace it and make it ours,” she said. Our candidates were “strong” and “ready to serve,” but “as Larry said it’s all about turning out our vote.” We needed to get past the old saying about not discussing politics with our neighbors and instead pester them to vote, and vote for our side.

Had David Warren alerted me to what he would do with the Coke can, I would have grabbed a shot of him with the visual aid.

But Warren made the case that he said no one else had adequately made. That can of Coke, he pointed out as he popped the top, was something not available on Howard County property because Howard County Executive (and Brown running mate) Ken Ulman had placed a ban on sugary drinks. “Imagine Ken Ulman and Anthony Brown doing your health care,” the Howard County native warned.

David focused on local races as well, bringing up a recent visit by three people from the Frederick area who had driven three hours here to help our folks out. As he pointed to the signs festooned on the wall behind him, he stated that “your guys represent you. The other guys represent Annapolis.” He also warned that “we don’t do this in 2014, we’re done.” It was also important to re-elect Larry in 2018 so we controlled redistricting, David added.

Today was a day to “eat, drink, and do selfies” but we had to step away from our comfort zone and work hard for the last 58 days of the campaign, Warren concluded.

Speaking of selfies, a number of candidates got to pose with Larry before he left. But first we had the official ribbon cutting.

The one shot of the several that I took that I decided to use here was the District 38 team. I encourage you to send these folks to Annapolis! From left to right it’s District 38C candidate Mary Beth Carozza, Delegate and District 38 Senate candidate Mike McDermott, Larry Hogan, District 38B candidate Carl Anderton, Jr., and Delegate Charles Otto of District 38A.

But the last one was special. Forty years ago, said Hogan, Blan Harcum helped Hogan’s father on his campaign, so he makes it a point to renew acquaintances when here in Wicomico County.

So the headquarters is off to a good start. But after the food, drink, and selfies we need volunteers to help run the shop but more importantly assist with the campaigns. The headquarters is open 10-8 on weekdays and 10-7 on Saturday, according to Warren.

To borrow a phrase from a local candidate, let’s get back to work.

WCRC Crab Feast 2014 in pictures and text

Every year I go to the WCRC Crab Feast I take this shot because I like it.

The same seems to be true about the Wicomico County Republican Club Crab Feast, as people come back year after year because they enjoy the event. Whether it’s the crabs…

…the company…

…or the chance to talk one on one with many of their elected officials, they line up to get their crabs when the event opens.

For those who didn’t care for crabs, Muir Boda was cooking up some mean burgers and hotdogs.

And it’s not like people don’t know where it is located. This was after David Warren put out a batch of Andy Harris signs.

As always, we had a silent auction table. It didn’t seem like we had quite as much as we have in previous years.

But they still lined up to put in last-minute bids. There was one rule, though: no hovering.

A trend the event has had the last couple years is the move away from candidate remarks, which used to be a staple of the event. Once upon a time, candidates would get a couple minutes but now we just figure they will mix and mingle. This was true last year and pretty much remained the same, with two exceptions.

One was a reminder from our county chair Dave Parker about the Patriot’s Dinner with Allen West on September 27.

We also heard from retiring Orphan’s Court Judge William Smith, who thanked us for 12 years of support and urged us to vote for the one Republican on the ballot, Grover Cantwell, as well as the two incumbents who opted to run again. They’re both Democrats, but one – Melissa Pollitt Bright – was at our event. Considering the good judge turns 91 soon, he’s earned a retirement.

Naturally, there were a lot of local candidates there for at least part of the event, so here are some shots I took. In the first example, here are two folks with a pretty good chance to be representing us in Annapolis, Johnny Mautz and Mary Beth Carozza.

Far and away, the most popular person there was our Sheriff, fresh from national headlines about his pro-Second Amendment stance. As Jackie would put it, Lewis was a “rockstar” and photos with him were in demand.

So while it was hot, fortunately the rain didn’t hit until last night and the event went off without a hitch. Many of these participants will reconvene later today at the opening of the Eastern Shore Victory Headquarters here in Salisbury. The crabs? Well, we had just a couple bushels left to sell at the end and killed the beer kegs, so people must have been satisfied with the event.

Next year the event should take place in the midst of our municipal campaign and the early stages of a race for a 2016 U.S. Senate seat, so it will likely have a much different feel. But as long as the crabs are steamed just right, people will still be here to enjoy it.

District 38C House: Davis vs. Carozza

It’s a lot like yesterday’s report on Senate District 37: the Republican has a wide fundraising lead on a Democrat. But in this case, we’re looking at an open District 38C seat with no incumbent. And while the Democrat in the race, Judy Davis, had a primary opponent in Mike Hindi, the little money she raised was enough to get her through the primary to face Mary Beth Carozza, who was unopposed for the GOP bid.

What also jumped out at me in this comparison was the amount of money coming from outside the district, which for the sake of simplicity I define as the 218xx zip code area. Both Davis and Carozza received over 40% of their contributions from outside the region, with Carozza just a few dollars shy of 50 percent. Yet it’s interesting where this out-of-district money came from.

In Mary Beth Carozza’s case, a lot of her money comes from connections she made in Washington during her tenure there as a legislative assistant and George W. Bush administration appointee. Her work for the Ohio Congressional delegation was rewarded by a number of contributions from the state, where she hosted a fundraiser last year. In her first report that covered the inception of her campaign to the initial days of 2014, over 70% of her funding came from out-of-state, mainly from the Washington, D.C. area and Ohio. Those Ohio connections, as well as work for Maine Sen. Susan Collins, proved valuable in the category of federal committees, as Mary Beth received money from the Buckeye Patriot PAC, Dirigo PAC, and Promoting Our Republican Team PAC, as well as the campaigns of Mike DeWine, Steve Stivers, and Pat Tiberi. DeWine is a former Senator from Ohio who is now the state’s Attorney General, while Stivers and Tiberi currently serve in Congress representing parts of the state.

But as the campaign has evolved, the percentage of money raised locally has increased. In her last report, Mary Beth raised about 80% of her money locally.

On the other hand, there was a spike in out-of-district collections for Judy Davis when her son hosted a fundraiser for her in New York City, as well as another one in the most recent reporting period from a variety of sources. In all, however, it’s obvious that Carozza has a more broad and deep base of support from private individuals, although Carozza can boast a smattering of support from business and LLCs that Davis hasn’t had. Carozza has also collected the one Maryland PAC donation, from the Maryland Farm Bureau PAC.

Both Davis and Carozza have had modest contributions from local political clubs, but it’s worth noting that three campaigns have transferred money to Mary Beth’s account: former Wicomico County Council candidate Muir Boda transferred $40, Worcester County Commissioner Judy Boggs added $100, and Delegate Kathy Szeliga pitched in a total of $350 in two separate donations.

Something I found interesting among the expenditures is that Mary Beth apparently has a campaign office to work from, as she pays rent for it monthly. She’s also a big Staples customer, as she bought equipment there to set up the office.

But the more important line item was the over $35,000 she spent getting the word out on her campaign – everything from printing up all manner of signage to newspaper ads to social media. (And yes, in the interest of full disclosure, there’s a little something for me in there as well because she’s advertised here.) Carozza’s burned a lot of gasoline, too. Judy Davis has gone along a similar path, but to a lesser extent.

Carozza seems to be using a few outside consultants: of note, she’s spent $395 a month on Morton Herbert, LLC of Towson for, among other things, website design and maintenance, and used Campaign On for the direct mailing ($4,593.27.) And while it’s not a large expense, she paid $480 to Womble Carlyle Sandridge & Rice LLP. Maryland political insiders know that better as Bob Ehrlich’s law firm.

One other interesting disparity: Carozza paid Edward Blakely of Annapolis a total of $706 for two campaign videos, while Davis had one done by Chase Whiteside of Cincinnati as a $3,000 in-kind donation.

But on the whole, these aren’t the most exciting of campaign finance reports. It’s interesting that Carozza had a number of fairly well-known Republican names donate to her campaign at the start, but that’s been mainly replaced by a local grassroots effort over the last few months. Unlike some of the others profiled, in the case of both Davis and Carozza there doesn’t seem to be a vested interest in all that outside money aside from getting someone they know and have dealt with over the years elected.

Next week I’ll shift westward to look at Districts 38A and 38B.

WCRC meeting – August 2014

Safely ensconced in our new headquarters, the Wicomico County Republican Club held its first official meeting there, with the special guest speaker being State’s Attorney Matt Maciarello. Matt has the enviable position of needing one vote for another four-year term because he’s unopposed.

Before we heard from Matt, though, we had the usual Lord’s Prayer, Pledge of Allegiance, and introduction of distinguished guests, a list which included our state party Chair Diana Waterman. We also received a brief update from Larry Hogan’s regional coordinator Joe Schanno, who was pressed for time. He noted the need for volunteer help for the Hogan campaign, and pointed out the recent poll results that showed the race within the margin of error.

We also learned Larry would be here on Sunday for a series of events: the official opening of our headquarters from 2 to 4 p.m. followed by a fundraiser for District 37B hopeful Christopher Adams at Perdue Stadium from 4 to 8 and an appearance at a fundraiser for County Executive challenger Bob Culver from 5 to 9 at a private residence. There may be some other visits with local businesses added to the schedule, said Schanno.

After Joe wrapped up, we introduced Matt Maciarello. He recounted that when he took office in 2011 it was about the same time as Salisbury police chief Barbara Duncan was selected, a time when “crime was out of control.” But with Duncan and Sheriff Mike Lewis, they planned a line of attack on the spiraling situation. Matt’s areas of interest in that regard, naturally, were the district and circuit courts, although there’s also a children’s advocacy center and drug task force.

It’s the latter item which creates much of our problem, said Maciarello. He claimed that there’s “one (fatal heroin) overdose a week in Wicomico County” and surmised that the appetite for opioid drugs “fuels a lot of crime.”

In combating crime, Matt also noted he’s been an advocate on the legislative level, monitoring legislation and providing input, both as testimony and direct discussions with legislators. After a bill is passed, his office provides roll call training to street officers to make sure they understand new and revised laws.

Much of his time of late, said Matt, has been spent compiling and writing reports on a pair of recent police-involved shootings, reports he personally wrote and took the time to talk with the families of the victims about the reports if they were inclined to discuss them.

But he concluded by stating that citizens have a choice on where to live, and the perception that a place is safe is important to an area’s well-being.

Matt then answered questions, many of which queried him about gun laws. A recent profile of Sheriff Lewis as one who would refuse to enforce federal gun laws led to a discussion on nullification, which he felt was “more symbolic than anything.” On that subject, “I want to be on solid legal ground” – for example, what exactly would be nullified? So while he felt parts of the Firearm Safety Act were “clearly unconstitutional,” he believed opponents should get the advice from a Constitutional scholar before proceeding in order to pick and choose the best points for a legal counterattack.

Asked for a definition of “good and substantial” cause, Maciarello said, “I personally believe the burden should be on the state.”

He also spoke about the relationship with the local NAACP given some recent tensions, explaining that “I see my role…as a public safety job. You have to represent justice.” He’s tried to be as transparent as possible in all his office’s dealings.

Jackie Wellfonder, who had attended the previous forum with several GOP candidates, noted that “we had an interesting dialogue.” The GOP presence was “a first step.”

After I gave the treasurer’s report in the absence of our regular treasurer, Jackie gave her formal president’s report, gushing that the headquarters has done “a complete 180” from the state it was in when we took it over. She pointed out that donations would be welcome to help defray the expenses, and volunteers to man the phones and greet visitors would be great as well once we get the ball rolling on Sunday.

She also read a thank-you card from Elizabeth Mills, one of our two WCRC scholarship recipients.

David Warren, who is in charge of the headquarters, remarked again about the “once in a lifetime chance” we have to win seats in District 38.

He gave way to Diana Waterman, who commented about the ease of operating the “very user-friendly” phone system, and urged us to “step out of your comfort zone.” She also talked up the September 27 Allen West event and announced our Super Saturday would be October 4, just before the Andy Harris Bull Roast in Queen Anne’s County.

Dave Parker gave the Central Committee report, giving more details on the Allen West Patriot’s Dinner and repeating the information on the October 4th events.

It was then time to hear from some of the candidates in attendance.

Speaking on behalf of Larry Hogan’s campaign, Ann Suthowski revealed he would have a fundraiser featuring Chris Christie in Bethesda and there would be a day for LG candidate Boyd Rutherford in this area as well as for Hogan. She was looking for sign locations and letters to the editor as well.

Jackie Wellfonder spoke again, this time on Chris Adams’s behalf. She repeated the information about his Perdue Stadium fundraiser as well as the Bob Culver gathering that will also feature Andy Harris.

County Council candidate Larry Dodd acknowledged he took a little break after the primary, but pointed out while his opponent claims to be “moderate” he was really “100 percent Democrat.”

Johnny Mautz of District 37B introduced his local campaign coordinator and promoted three events: fundraisers for him in St. Michael’s and Easton on September 20 and 21, respectively, and a Larry Hogan event at Sailwinds Park in Cambridge on September 28. The Easton event he’s holding has as a special guest author and commentator S.E. Cupp.

Carol Rose spoke on behalf of Mary Beth Carozza and announced her fundraiser would be held at Frontier Town near Ocean City on September 7. She also noted a Worcester County TEA Party event featuring Carozza along with the other three Republican District 38 candidates was “fantastic.”

Marc Kilmer was pleased to have finally met his opponent. But on a more serious note, he was ready to resume doorknocking and was looking for volunteers to help at the Sharptown Heritage Days parade on September 20.

Muir Boda wasn’t a Republican candidate anymore, but revealed he was one of a dozen applicants for the vacant Salisbury City Council position. We will probably know Wednesday who will fill the unexpired term of Terry Cohen, he said.

We also heard from the unopposed County Councilman John Hall, who said his campaign was “going just swimmingly” and received an update on the September 6 WCRC Crab Feast.

The Ice Bucket Challenge got another “victim” and this time it was MDGOP chair Diana Waterman. I guess “water” is appropriate in this case.

I’m not sure how we’ll top this in September, but someone else will have to let you know. I get a personal day from the next meeting, and those of you who know me well will know the reason why.

A post-primary look back

I actually started this a couple weeks ago, when writing about Ron George’s last stand, and just added to it here and there every couple days – if only to keep it atop the queue. Regarding Ron, it was unfortunate that such a good candidate couldn’t get much traction in the race.

But as the race comes to an end for three of the four gubernatorial hopefuls, I’m convinced that my initial instinct was correct and there was really only money enough for three candidates. Blaine Young saw this early on and, despite a solid period of fundraising, opted to drop out of the gubernatorial race and focus on a local campaign for the newly-created Frederick County Executive post. “We have a tendency to eat our own,” he said.

To me this is yet another legacy of the Ehrlich era, which in some respects set our party back several years.  With the most direct connection to that administration, Larry Hogan was perhaps the second-most natural successor – besides Michael Steele, who took a pass in 2014. More and more I see 2010 as a completely missed opportunity in this state, and its domino effect is hurting us in 2014.

So Hogan starts out about 15 points down, just like Ehrlich ended up in 2010. How does he close the gap?

Out of the box, he’s taking the approach which he used a little bit in the primary: Anthony Brown as incompetent.

Driving up negatives is generally a conventional wisdom play, but there are a couple downsides. First of all, Brown is, well, brown and the inevitable comparison to Republicans picking on Barack Obama will occur. I also don’t see the counter of a positive agenda from the Hogan camp, which seems to be focusing more on undoing things than doing new things.

I mentioned Ron George early on and it was interesting how he accepted his defeat, as a letter to his youngest son Tommy:

Tommy, I lost. But that is okay. Many took my ideas, and I know those ideas will help our state. Your dad is now able to go camping with you and have more time with you, and that alone makes me glad I lost. I can go on trips with you and Mom visiting your nieces and nephew, and I look forward to that also. I did what God asked of me and did my best and that is all we are to do. I never wanted to do anything that took time from you, so I am happy to say I am not a governor but I am Tommy’s dad. Love you, Dad.

Perhaps had Ron been given a do-over, he may have decided to devote full-time to running for governor. Surely he had people to run his business, but while David Craig had a staff to help him do his job as County Executive, Larry Hogan the same for his business, and Charles Lollar was granted extended leave from his duties, Ron had to also function as a Delegate. That was 90 days basically off the trail in the formative part of the campaign. It may be disappointing to me because it was one of two decisions that cost him my vote and endorsement; otherwise Ron had perhaps the best overall platform and he came very close to getting both from me.

But Ron ran the best campaign insofar as staying issue-based and not going off on personal attack tangents.

For David Craig, he pretty much spent the last three years trying for this. Obviously the blogger meeting he had early on didn’t do him much good.

There have been people who opined privately that Craig should have attacked Hogan earlier, just as there are people who believed attacking Charles Lollar was a mistake. I would place myself in the latter camp, but what did Craig in was the lack of money to overcome Larry Hogan’s advantage there. Once Larry got the public financing, the race was over and Craig couldn’t chip away at the double-digit lead.

It’s the Charles Lollar supporters I worry about, as in my opinion they are most likely to stay home in November. Charles tried to convince them otherwise:

Wow, family, what an experience! I can honestly say that the past 16 months have been filled with such excitement and joy as my family has had the chance to meet so many good people across the state of Maryland. I could not be happier with the extended family that I have acquired as a result of this campaign. While the results may have not been exactly what we wanted at least we know that there were many out there who share our vision for a better Maryland and a New Way Forward. From the bottom of my heart I want to thank everyone who played a role in making this such a successful campaign.

As many of you know there is still more work for us to do. A New Way Forward for Maryland is still out there for us to obtain and together we can make this happen. I want to congratulate Larry Hogan on a job well done as well as David Craig and Ron George for successful campaigns of their own.

I look forward to coming together in unity to win the state of Maryland and I urge all of my supporters to do the same and ensure unity within our state across the board.

It makes me wonder what Charles will do with the next few months, although his July 5th event for supporters and volunteers will likely have a lot of clues.

Looking down the ballot a little bit, there were some interesting upsets from both parties.

Two incumbent Senators lost in their primaries as ambitious House members ousted them: Republicans David Brinkley and Richard Colburn were knocked off. By the same token, many of the nine House members who were defeated were victims of redistricting: Republicans Joseph Boteler, Don Dwyer, Donald Elliott, and Michael Smigiel, and Democrats Keiffer Mitchell, Melvin Stukes, Michael Summers, Darren Swain, and Shawn Tarrant. Mitchell and Stukes were drawn, along with winner Keith Haynes, into one Baltimore City district.

In particular, Boteler was one of the good guys, and the reigning monoblogue Accountability Project Legislator of the Year. That district’s voters made a serious mistake by pushing him aside.

Aside from the shocking margin of Addie Eckardt’s victory, the Wicomico County results were pretty much what I expected. Obviously I was disappointed by Muir Boda’s loss but apparently county Republican voters like mushy moderates. If things hold as expected, we will still have a significant GOP majority on County Council but it won’t always govern like one.

It should be noted, though, that my advertisers went 3-1 for the primary. Mary Beth Carozza easily had the most primary votes in District 38C and Chris Adams and Johnny Mautz paced the field in District 37B. Mautz carried three of the four counties, with Adams second in all four (Rene Desmarais won Wicomico County.)

This brings up one of my favorite comments along the way in the campaign, from an old NetRightDaily colleague of mine, Richard Manning. It was in response to a Facebook post I put up to promote this post.

(A)ll those ads along the side pay Michael for his great work. He should be commended that he has created something from nothing that has enough value that people want to advertise on it to reach his readers. That is the essence of the entrepreneurial spirit that those on the right claim to embrace.

So that brings me to the final race, which was my own. I posted this on the soon-to-disappear Facebook page for my campaign:

I’d like to thank my supporters. Looks like I’m going to come up one spot short this time, but with so many good people running I knew I was the most vulnerable incumbent because I only made it by a little bit last time.

So after November it looks like I may have some free time on my hands – or maybe not.

It does look like the Central Committee will have a little more TEA Party influence because Julie Brewington and Greg Belcher got their start as part of that movement, so that’s good.

As I’ve said all along, this will be my last election as a candidate. I was only planning to run this term anyway, and I would have definitely preferred to go out a winner. But I came home and got a hug from my treasurer, who happens to be my fiance. So everything is okay. I lost an election, but elections don’t define me anyway. In fact, in some respects this can be liberating.

Obviously there’s still the prospect of my involvement with the Central Committee, at least as secretary (it can be a non-voting position.) If they wish, I’m happy to stay on in that capacity.

But this will be the last time I have to go through all the hassle of getting a treasurer, filing campaign finance reports, and so forth. In the next few days we’ll close the campaign account, file the necessary paperwork to wind up this committee, and it will be time for a new chapter in political involvement.

So in a few days this (Facebook) page will also go away. Congratulations to the winners and hopefully many of those who tried but fell short will try again. But this will be it for me on the ballot.

Again, I appreciate the kind words from my supporters and thanks to those who voted for me.

A lot of those remarks have appeared on my Facebook page or in e-mails to me. I appreciate the sentiment, but I have an observation on this whole thing.

Of the nine who made it, six were already on the Central Committee and had name recognition for various reasons. I’ve lived in the county for less than a decade and, quite frankly, had the 2006 election featured more aspirants than candidates I probably wouldn’t have won my first term, let alone the second. Look at the three newcomers who won: two are doctors, and the other ran for the House of Delegates in 2010.

On the other hand, two of the other three who lost had been active in Republican circles but had little name recognition otherwise. Tyler Harwood probably knocked on hundreds of doors on behalf of himself and other candidates and was rewarded by finishing last. Jackie Wellfonder had bought signs and cards, and made her way around polling places yesterday to no avail. The gap between us and ninth place suggests that people just went with the names they knew, and that’s sort of a sad commentary.

I’m not going to lie to you and say I’m happy about losing this election, but I knew going in this time that I would have a hard time keeping my spot. I originally figured that only five or six incumbents would run, but with seven that made it really difficult.

So here we are. Even if I’m selected as secretary again (a non-voting secretary and treasurer are allowed) October will be my last meeting as an elected Central Committee member. It would be strange not having something to do on the first Monday of the month, but life changes and so we have to as well.

I didn’t plan on being a Central Committee member my entire life anyway, but now that this election is over my thoughts are on seeing our candidates through and working where I can to improve the process. It may not be completely universal, but one thing I think I’ve achieved over the last eight years is the respect of my peers.

Two local candidates get Maryland Right to Life endorsement

For those of you who consider abortion a key campaign issue, it will interest you to know that Maryland Right to Life has endorsed just two area candidates, both Republican and both from District 38. MDRTL endorsed over 60 candidates in Congressional and state races from across Maryland, with all but 5 being Republicans.

The two local candidates passing muster with the pro-life group are District 38 Senate candidate (and current Delegate) Mike McDermott and District 38C candidate Mary Beth Carozza. Considering one of the main goals of MDRTL is…

During each General Assembly, we monitor all legislation and take a position either for or against any proposed bill that may impact on human life. In addition, we work with pro-life legislators to propose bills to protect unborn children and their mothers, as well as other vulnerable members of the human family.

…they obviously want more troops to help fight those battles. Just under half (29 of 62) of those endorsed already serve in the General Assembly or Congress. On the latter front it was no surprise Andy Harris received the MDRTL nod, but so did Dan Bongino and Corrogan Vaughn.

One interesting note was that MRTL endorsed State Senator David Brinkley, who has come under fire from a competing pro-life advocacy group called the Maryland Pro-Life Alliance. His sin was not voting for a long-ago procedural move on a proposed ban on partial-birth abortions.

The MRTL has had a relatively modest agenda in this state, given the fact the deck is stacked so badly against them in the General Assembly, but I think it is possible to get some victories on the pro-life front if the right governor is elected. That modesty extends to the group’s political action committee. which only had a balance of $3,899.09 in January and filed an ALCE for the latest reporting period, claiming it neither raised nor spent an amount exceeding $1,000.

But it has a reasonable number of voters who can help in a close election, and last time out the GOP lost some nailbiters. Every little bit helps.

2014 Wicomico County Lincoln Day Dinner in pictures and text

It wouldn’t be a Wicomico County Lincoln Day Dinner without the guest of honor, now would it?

But it was that and much more as about 100 people enjoyed the festivities last night in Salisbury. I was a little disappointed in the attendance, but those who missed the affair missed some stirring words from both our four featured speakers – the GOP gubernatorial candidates – save Jeannie Haddaway pinch-hitting for David Craig, who was in Frederick tonight – and Delegate Mike McDermott.

Our event is set up so guests have an opportunity to talk to candidates before and after the proceedings. So before dinner was underway, acquaintances were made and renewed, such as Delegate Ron George speaking with the newly-goateed Delegate Charles Otto.

I like that look on Charles. Meanwhile, Larry Hogan and wife Yumi spoke to Wicomico County Council member Joe Holloway. I believe fellow Council member Bob Culver is back to camera.

As I noted earlier, Jeannie Haddaway was taking the place of David Craig and visiting her alma mater. In the background is Larry Hogan’s LG pick, Boyd Rutherford.

Candidates were also taking advantage of the space provided for literature and signs.

Things began to get going when the Union troops and band arrived in the room.

This heralded the arrival of our sixteenth president, who is a popular subject. In this case, it was with Senator Rich Colburn (left) and John and Gail Bartkovich. Gail is the outgoing Council member from District 3, while the good doctor John was our county chair for several years.

One new wrinkle we added this year was a Union band, described by Lincoln as “the Eastern Shore detachment of the 3rd Maryland Irregular Regimental Band,” which played traditional music during the prelude to the ceremonies.

The troops sat behind Lincoln as he made his remarks, with a little banjo accompaniment toward the end.

As he always does, Lincoln made remarks which tried to use the words of yesterday to relate to today’s world, leading off with a tale about General George McClellan, one which he concluded by stating the case “the lunatics are running the asylum.”

“Our greatest enemy is voter apathy,” he continued. “It cheats honest citizens.”

And just as the British Empire sparked a revolution by resorting to tyranny, Lincoln called the modern situation “mental torture.” Now, “A lying tyrant is in control,” Lincoln added, “We need to be a stumbling block to tyrants.” But he ended on a hopeful note, believing “America shall not pass away.”

Our county Chair Dave Parker then secured the floor for a number of announcements as well as praise for one outgoing member of our Central Committee.

First of all, we learned that there will be a gubernatorial debate among the GOP candidates here on May 31, at Salisbury University. Once the June 24 primary is history, we will convene for the Wicomico County Republican Club Crab Feast on September 6.

But the huge event was the one slated for September 27. After twice being unsuccessful at getting a Lincoln Day date, we got the next best thing: Lt. Col. Allen West will be appearing in Salisbury for a series of events September 27. Those who attend Central Committee or Wicomico County Republican Club functions already know this, but we put out the formal word tonight at Lincoln Day.

Before we heard from the gubernatorial candidates, we also took a few moments to honor one of the few Republicans in Maryland whose Presidential vote has truly counted – this man served on the Electoral College from Maryland in 1972 for Nixon and 1984 for Reagan. For the better part of five decades Blan Harcum has been a fixture in Wicomico County GOP politics, but after this election he will take a well-deserved retirement from the Central Committee. “I’ve enjoyed every minute of it,” said Blan about his tenure.

And as it turns out, Larry Hogan has known Blan “for a long, long time.” He drew the opening slot among our four, and in doing so decided to play up his experience in both the private sector and executive branch under former governor Bob Ehrlich. “I’ve spent a lifetime challenging the status quo,” Hogan said, accusing our current leaders of “actually causing the problems.” Rather than “be something,” he wanted to do something about them and that was why he decided to run.

Naturally, Hogan spoke about Change Maryland, noting that it “successfully changed the dialogue in this state.” He could sense the frustration with the “huge disconnect” between the people and their government as well as the belief the state was heading in the wrong direction. Regarding the “arrogant, out of touch monopoly” in Annapolis, he believed it was “about time the politicians in Annapolis listened to the rest of us.”

As he has often done in his stump speeches, Hogan returned to three main points: creating jobs, helping out the middle class, and getting government off our backs. He related his day in Salisbury, with stops in several area businesses as well as a Little League opening day and the downtown Easter Egg hunt.

Charles Lollar also told us about his day, one spent taking the fight to Democratic strongholds and crossing paths with Democrat Anthony Brown on three occasions, debating him once. He was inducted into the 100 Black Men of Prince George’s County, heard Brown say at a Howard County forum that “Maryland is doing fine” – while 1 out of 3 in portions of Baltimore are jobless – and went to a Veterans for Democracy meeting back in Charles County where he was “disinvited” to speak because of “political pressure” his name has brought. On top of that, his second daughter is going to her first prom tonight. “I’m not doing this for me…we’re doing this for you,” said Charles.

But his message to the Republicans was that whoever the nominee for governor may be, he has to have the “intestinal fortitude and integrity” to speak our convictions. His basic agenda would be one of economic solvency, installing a Taxpayer’s Bill of Rights to slow budget growth, and eventually eliminating the personal income tax – a proposal which got him the support of economist Arthur Laffer.

He knew it would be difficult, but concluded that “I don’t play politics very well, but I do enjoy a good fight every once in awhile.” Whoever wins the primary has to care about the ideals of the minority community to earn their votes, Charles stated in closing.

Representing David Craig, who couldn’t be here tonight but was instead over in Frederick County, was his lieutenant governor candidate Jeannie Haddaway. We’re out “covering the state as much as we could,” she explained. Reflecting on the recent General Assembly session, Haddaway remarked that “there are people in Annapolis fighting for you.” Some of the more controversial bills only passed by slim majorities, added Jeannie, because Democrats are reluctant to vote for them but have to contend with their “top-down agenda.” Thanks to what’s gone on the last few years, “our state is in really bad shape,” said Jeannie.

She corrected Larry Hogan’s remark about private sector experience, noting David Craig worked in a factory when not teaching and her own work as a small business owner. Their priority would be to straighten out the budget then “put money back in your pocket” through elimination of the income tax.

Haddaway pointed out 40 percent of Democrats were undecided, perhaps because they didn’t like the options and may consider a Republican who would “try something different.” And even in heavily Democratic districts, Craig had won. “We have won collectively 14 general elections,” she said. “Whoever turns out is going to win this election.” She promised that if Craig won and she became the state’s first Eastern Shore lieutenant governor, “the Eastern Shore will be forgotten no more.”

While he was holding up the flyer for an upcoming event in Ocean City in the photo above, Ron George opened up by discussing running mate Shelley Aloi – like many of us, I met her for the first time tonight. (She and Ron happened to sit at our table, along with our next speaker and his wife and the Parkers.)

Ron spent much of his time talking about the General Assembly: “I felt like I needed Rolaids constantly,” remarked George – but considered it an “honor” to serve with our Republican “warriors.” His pitch was combining his business experience with time served at the “front line” of issues as a member of the General Assembly – one who formed the Doctor’s Caucus “to build consensus” and a related group called the Physician’s Advisory. That group had uncovered waste within the exchange and the failures of health care contractor Maximus early on.

Ron also spoke about his work on the electoral process, closing a loophole for the next cycle so a donor couldn’t form multiple LLCs just to circumvent campaign finance limits. Audits, too, were another major part of his platform since he’d found where Prince George’s County “totally misused” $400 million. “That kind of waste has got to stop.”

George went over a couple parts of his ten-point promise, one which “will fix the drain that Baltimore is” and strive to rebuild the state’s manufacturing base in small communities like ours. “I cannot cut welfare payments unless I have those entry-level, mid-level jobs,” said Ron.

He also made an announcement about a Monday event to be held in conjunction with Dan Bongino and David Craig, endorsing Anthony Brown for governor…of Connecticut. “How’s that (health care) working out for us?” added Jeannie Haddaway.

But the rhetorical storm was brewing.

You knew Delegate Mike McDermott was working on a stemwinder when he noted, “the problem with Democrat math is that they follow Common Core logic.” This after he noted losing the two GOP Senators in 2010, including the seat he seeks, “opened up the floodgates of hell on the social side.” This didn’t count the pilfering of various trust funds or the “blank check” to uncovered patients for the budget.

But once he got going on the “outrage” on the bathroom bill, it was on. “It should be unacceptable to all Marylanders,” he said. We gave each gubernatorial candidate ten minutes – Mike was still going strong after fifteen.

“The tragedy of Maryland politics can be turned around,” he said. “Don’t send a governor to the governor’s mansion without sending them reinforcements” of five Senators. His voice rising, McDermott made the case that North Carolina “worked on making government work for the people” after the GOP took over and raised its business friendliness rating from 46th to 17th in two years. “They’ve brought that state back! It can happen here.”

“If we can’t make the case for change this year,” Mike thundered, “the Republican Party can never make it.”

“We can take Wicomico County by storm! If there was ever a county which needed good leadership and change, it’s this one. I’m tired of being up there, and being in a welfare county…I challenge you to take it back,” an emotional McDermott concluded. He had to dial it back some for the benediction that he delivered.

Our friends in Worcester County have the chance to have a great team in Annapolis: Mike McDermott in the Senate, and Mary Beth Carozza and Charles Otto in the House.

So ended another Lincoln Day Dinner. It wasn’t quite what we bargained for when we started planning it last year, but those who were there were treated to a good event nonetheless.

A regional juxtaposition

In looking at the speaking itinerary for an upcoming event, I think the Worcester County GOP has put together an interesting pairing for its upcoming Lincoln Day Dinner on April 5th at Lighthouse Sound just outside Ocean City. (The restaurant has a Bishopville address, but is located on St. Martin’s Neck Road just off Route 90.)

The two speakers listed would seemingly represent the establishment vs. the pro-liberty group of the GOP, but all is not what it seems.

National RNC Co-Chair Sharon Day is listed as the primary speaker, and she is considered by our National Committeewoman Nicolee Ambrose to be her mentor. But despite Day’s lofty status at the RNC, there was one action which earned the respect of grassroots activists everywhere. From the Potomac TEA Party Report:

Remember the controversy in the spring of 2009 about whether Michael Steele’s RNC would endorse Charlie Crist for the Florida US Senate seat when conservative Marco Rubio was the up and coming challenger in the Florida Republican primary. Sharon Day was the one hold out of the three national committeemen for Florida who refused to sign the Rule 11 waiver letter! She said NO! She said that the voters should choose their candidate in the primary and not have it decided by Michael Steele and the boys in Washington!

If only one of Maryland’s esteemed representatives at the national level at the time had that sort of foresight! There are still some hard feelings about how Rule 11 was handled in the 2010 election cycle, and it could all have been avoided.

On top of that, the second speaker is Patrick McGrady, Chairman of the Maryland Liberty PAC. They are no stranger to controversy either, as the Liberty PAC is vocal on a number of issues. Nor is he foreign to this site.

Perhaps the controversy closest to the heart of the Worcester County faithful is the HB1513 debacle – not that it would directly affect Worcester County, but the principle of General Assembly members inserting themselves into the Central Committee in that way is probably just as troubling to them as it is to many other such groups around the state. At this time, Worcester has just one resident Republican delegate (Mike McDermott) but could potentially have two after November – Mary Beth Carozza is running in the newly-created District 38C while Somerset-based Delegate Charles Otto had the southern portion of the county added to his District 38A during redistricting in a brazen effort to eliminate the pesky Delegate McDermott; instead, McDermott is running for the Maryland Senate.

Obviously, though, there are some who consider McGrady’s group bomb-throwers who add nothing to the conversation; thus, it will be interesting to see what he has to say at the Bishopville event.

A week later on April 12, Wicomico County will have its own Lincoln Day Dinner. We’re inviting the four gubernatorial candidates to speak before our gathering, and there just might be some other announcements there as well. Stay tuned.

The first ad

In case you can’t tell from the bright blue splash of color on the site, I have my first political ad of the campaign. Mary Beth Carozza is looking to win the newly-created District 38C seat and what better way to reach a conservative audience than this site? I wanted to take this moment to welcome her to the fold and thank Mary Beth for her support! The ad turned out nicely, didn’t it?

So last night, after I put up the ad, I updated my ads page with the exciting offer Mary Beth took advantage of. I have plenty of room for more ads. I even put up my own, since this site doubles as my campaign site and has the authority line.

Now the ball is in your court. Even if you have something to sell besides politics, why not take advantage of a growing conservative audience and advertise here?

WCRC meeting – February 2014

Tonight’s gathering wasn’t exactly the one we had planned, but it turned out all right. Considering our outgoing first vice-President Marc Kilmer was placed in charge by the late arrival of president Jackie Wellfonder and that our speaker, District 38B candidate Carl Anderton Jr., was late due to mayoral duties in Delmar, the agenda was reshuffled a few times but we got through in one of the speedier meetings we’ve had recently.

Yet we began the meeting in much the same way many previous meetings have commenced, with the recitation of the Lord’s Prayer and Pledge of Allegiance. And while I don’t read the minutes anymore (because they’re posted on the website), we still had the Treasurer’s Report to file.

But because of the absences, we actually led off with Dave Parker’s Central Committee report. He assessed the election as “shaping up rather nicely” as he reported on the candidates who had filed, with a couple last-minute updates from those in attendance. Parker also had some lighter fare as he recited a number of observations based on the thought that “you might be living in a country run by idiots.”

He invited all local Republican candidates to our next Central Committee meeting on March 3, and updated us on the Lincoln Day Dinner where we are still working with our desired speaker on a date – however, if only a midweek event is possible we may have to change the venue.

A number of candidates (or their surrogates) gave updates and reports.

John Hall, who is running for a full term in County Council District 4, noted that “next year will be a very difficult year” financially for the county, and that needed future school projects may have to wait. Hall was appointed to fill out the unexpired term of the late Bob Caldwell in 2011.

Mary Beth Carozza spoke about being an advocate for several causes in Annapolis, particularly against the “chicken tax.” And while she was still out knocking on a lot of doors, she was still finding she needed to educate voters about the new district setup and the June primary.

Larry Dodd, who’s in the ring for County Council District 3, gave a shortened stump speech highlighting his experience and time at the Board of Education. If elected he woould work to reduce crime and make sure farmer’s rights are protected, along with making sure government lives within its means.

This was important because the next to speak was Dodd’s recently-filed primary opponent, Tom Taylor. After reaching over and shaking Dodd’s hand, Taylor stated his case that the GOP should have a choice and that he was committed to fiscal conservatism and “better government through being smaller.”

County Executive hopeful Bob Culver told those gathered that “this was the best time we have to take Rick (Pollitt, current County Executive) out of office.,,it’s time for a change.” He called on us to give him a strong primary showing.

On behalf of District 37B candidate Christopher Adams, Marc Kilmer said Adams was busy meeting voters, but was also testifying in Annapolis on a number of business bills. Kilmer then went on to discuss his own camapign, with an April fundraiser in the works.

Fellow District 37B hopeful Johnny Mautz Jr. had a surrogate as well in Shawn Jester. Shawn passed along word that we were invited to a Mautz campaign event March 2 in Cambridge, from 4 to 6 p.m.

Dr. Rene Desmarais, who was a little late but is also a District 37B contender, assessed his campaign as “going great” and raising a lot of money. He invited us to an event March 12 in Fruitland. He actually spoke after our featured speaker, who came in about a half-hour late.

But Carl Anderton, Jr. had a good excuse as he was at a meeting involving the two commissions which run their respective sides of Delmar. (Part lies in Maryland and part in Delaware; however, they strive to coordinate efforts as one entity where possible.)

He led off with his meeting with the governor as head of the Maryland Municipal League. catching Martin O’Malley by surprise when he told him about the proposed “chicken tax” and its potentially devastating effect on the Eastern Shore. That led to the O’Malley “read my lips” veto threat a few days later. And when Carl confronted House sponsor Delegate Shane Robinson with the fact that 40% of Eastern Shore jobs have some reliance on the poultry industry, Delegate Robinson backed off, saying that he “just wanted to have a conversation” about the idea.

Yet this played into a significant part of Carl’s campaign: the premise that we have great educational institutions locally but no jobs to keep the graduates here. Even the potential explosive growth at the Wallops Island space complex just across the Virginia line may be squandered by Maryland’s poor business climate. Anderton’s was a “we need to get back to basics” approach, charging that part of the Eastern Shore delegation was working against us. Not only could we not attract business, continued Carl, but we can no longer attract retirees either because of our punitive income and estate taxes. “It’s time for a whole lifestyle change,” concluded Carl.

We finally got around to a little business once Carl finished, most importantly the election of officers. For 2014, they will be almost the same group as last year’s, with one exception.

We also made and passed motions to secure a table at the Salisbury Festival and potentially one at Pork in the Park as well. There’s also the prospect of needing a headquarters for this fall’s election, and some members are already chomping at the bit to secure a location – unfortunately, we have several of our old ones to choose from because they are still vacant after all this time.

All told, we were through in less than an hour, but we accomplished quite a bit. It’s also worth noting that a man who’s perhaps one of Maryland’s longest-serving elected officials announced his retirement tonight. After close to a half-century on the Wicomico County Republican Central Committee, Blan Harcum will not seek another term. We applauded him for his efforts tonight.

Campaign 2014: a District 38 look at finance

Yesterday I looked at District 37, which encompasses the heart of the Eastern Shore, but now I work to the Shore’s southern end and District 38. The district takes in the eastern part of Wicomico County and all of Somerset and Worcester counties, touching both Delaware and Virginia. One change in recent redistricting was the formation of three separate sub-districts: House Districts 38A, 38B, and newly-created 38C. This was important because the two Republicans who currently represent the area in the House of Delegates were gerrymandered into a single district.

As a result, Republican Delegate Mike McDermott decided to enter the District 38 Senate race against Democratic incumbent Senator Jim Mathias. At this point, they are the only two who have filed for the race, and they provide an intriguing financial story.

Mathias, as the incumbent and popular former mayor of Ocean City, has a significant financial advantage over McDermott, who also boasts mayoral experience in the town of Pocomoke City. Although his bank account balance is listed as zero, Mathias boasts an astonishing $207,875.92 cash balance compared to the $20,562.22 McDermott reports as a bank account balance. Moreover, in 2013 Mathias raised $142,795 compared to McDermott’s $13,285.

So the question becomes: where did the money come from? In the case of Mathias, his breakdown is as follows:

  • Ticket purchases: 66.78%
  • Maryland PACs: 25.7%
  • Total individual: 5.28%
  • Maryland candidates/slates: 1.65%
  • Non-federal out-of-state committees: 0.53%
  • Other: 0.07%

There were just 24 individual contributions made to Mathias, while 315 ticket line items were entered, resulting in an average contribution of $421.22. That’s a chunk of change! I take ticket purchases to mean attendance at one of Jim’s frequent fundraisers, for which he uses a Bel Air-based company called Rice Consulting, LLC. They even feature “incumbency protection” services. Out of $39,595.91 Mathias spent in 2013, Rice received $24,423.96 for its various enterprises from Mathias.

On the other hand, all of McDermott’s take fell into the “total individual” category, and his average donation among the 82 individual items recorded was a more modest $162.01.

Sourcing out the origins of Jim Mathias’s 2013 inflow, I came up with the following:

  • LLCs and similar legal partnerships: 26.73%
  • Law firms: 1.2%
  • Unions: 2.24% (this doesn’t include their PAC money)
  • Business: 29.57%
  • Out-of-district (outside the 218xx zip code area): 34%

While I have studied others who exceed this out-of-district amount, Mathias has the largest share for an incumbent.

In contrast, Mike McDemott received 7.53% from LLCs, none from law firms or unions, 9.97% from business, and just 5.08% from outside the district. He also has outstanding obligations (to himself) of $20,662.87 and used a consultant called Campaign On out of Owings Mills to the tune of $1,390.

Checking on the House of Delegate districts, we find that Republican District 38A incumbent Charles Otto was the only one to file a campaign finance report. His Democratic challenger, P.J. Purnell, didn’t file until late January.

So Purnell should know that Otto has just $9,120.77 in the bank and raised only $2,600 in 2013. Of that amount – which came from 11 donors, averaging $236.36 apiece – 19.23% came from LLCs, none from law firms or unions, 36.54% from business, and just 9.62% from out of district. That was one $250 contribution. Otto also has $17,500 in candidate loans still outstanding from his 2010 run, which may have shown him to be vulnerable.

Both Otto and Purnell will have to introduce themselves to some new voters, as the revised Somerset-based District 38A lost its Wicomico County territory and gained what’s essentially the southern half of Worcester County. Some of that former 38A Wicomico County area shifted to District 37B but a portion was added to a reconfigured District 38B, from which the new District 38C was carved. Instead of being a two-Delegate district which took in the eastern half of Wicomico County and all of Worcester, the new single-representative District 38B curves around from the town of Delmar to Fruitland, taking in a swath of the east side of Salisbury. It’s less territory for incumbent Democratic Delegate Norm Conway to compete in, but he has drawn a GOP challenger in Delmar mayor Carl Anderton, Jr.

Once again, the Democrat holds a significant edge in cash on hand, although Anderton raised some money in the last two months of the year after filing in mid-October. Conway boasts a current war chest of $89,566.22 and gained $55,111.70 in 2013 against Anderton’s $2,450 on $2,600 raised.

But like Mathias, Conway’s fundraising profile carries a lot of interesting quirks. He doesn’t have the ticket purchases like Jim does, but only 66.99% of Conway’s income came from individual donations. 31.18% came from Maryland PACs, 1.72% came from political clubs, and 0.11% came from candidate slates. Both District 38 incumbent Democrats boast a significant amount of PAC money.

Conway’s proportions of funding differ a little from his Senate counterpart, though:

  • LLCs and similar legal partnerships: 3.03%
  • Law firms: 1.71%
  • Unions: 5.15% (again, this doesn’t include their PAC money)
  • Business: 17.26%
  • Out-of-district (outside the 218xx zip code area): 20.44%

Out of 301 individual transactions, Conway averaged $122.65 per, just a shade less than the average Anderton contribution of $136.84 among 19 transactions. But Anderton received all of his funding via that route, with just 3.85% from LLCs, none from law firms or unions, 9.62% from businesses, and only 5.77% from out of district.

And Conway “only” spent $4,361.93 at Rice Consulting.

Because it’s a new district, the 38C race has no incumbent – but it has a clear money leader among the three who have filed.

Having a carry-forward of $50,565.65, Republican hopeful Mary Beth Carozza leads in a significant way over Democrats Judy Davis, whose bank account has $1,452.59 in it, and Mike Hindi, who filed an affadavit stating he’d neither raised nor spent over $1,000 on the campaign.

Carozza’s lead is built upon some of the same formula which propelled District 37B fundraising leader Johnny Mautz, Jr. as she used connections built up from time spent in Washington to provide plenty of money. Mary Beth raised a total of $72,897 over the year, which dwarfs the $3,548 income Davis reported, in Judy’s case all from individual contributions.

The split on Carozza was interesting for a Republican, with 47.3% from individual contributions, 30.62% from ticket purchases. 13.72% from loans (Carozza loaned herself $10,000), 7.89% from federal committees, and 0.48% from candidate slates. Many of the federal committees were Ohio-based, reflecting Carozza’s previous work for the Ohio congressional delegation. Adding her 180 individual contributions with the 92 ticket sales makes for an average contribution of $208.81, compared to the 83 individual transactions averaging just $42.75 for Davis.

Carozza doesn’t have a lot of contributions from various interest groups, as she has 1.94% from LLCs, none from law firms or unions, and 3.66% from businesses. But she’s received a stunning 70.57% of her individual take from outside the district, which dwarfs Davis and her 23.82% out-of-district income. (In most areas, Davis would be the outlier.)

With just a couple weeks before the filing deadline, these races are probably pretty much set, so it will be interesting to see where the money comes from at the next reporting date in April or May, depending on the committee. By then we’ll know the players and can see what sort of advantages the challengers have gained while incumbents labor under a restriction on fundraising during the session.
