Common Core: where it is and what can be done

Hello to the monoblogue readers! I am happy that Michael has agreed to have me join him on monoblogue from time to time. My interests are varied, as are Michael’s, but I can assure you that I will not be stepping on his toes by writing about baseball or the local music scene! I do hope to bring up topics for discussion and perhaps share ideas of ways to improve the situation or to take action.

My core interests are life and family, as I believe that we each are created in the image of God. We have unalienable rights from our Creator of life, liberty, and the pursuit of happiness. The family is the best way to equip our citizens to function in our republic.

To that end, I spent over twenty years homeschooling my five children until they went away to college. I took their education, both academic and moral, as a serious endeavor. Now that they are launched, I have time to work on my interests in other ways, such as writing about policies that affect our community and families both nationally and locally.

Last week I was at the 26th annual Educational Policy Conference presented by the Constitutional Coalition in St. Louis, Missouri, a forum where many issues were addressed, including Common Core. The speakers pointed out serious problems with Common Core, from the data mining concerns to the unbalanced history standards and the frustrating math.

I hope to cover some of the different areas over my first few posts, but first I wanted to mention Brion McClanahan, PhD, who took us on an historical romp to explain one reason why our representatives in DC do not listen to us. (As a small world note: Dr. McClanahan graduated from Salisbury University in 1997 with a B.A. degree in History.)

When our Founding Fathers were working on the design of our government, they originally decreed there be 40,000 people per each representative in Congress. George Washington intervened and got the number reduced to 30,000 to 1 because he felt that 40,000 was just too many.  As the country grew, new representatives were added until the Congress capped it at 435 representatives. Because of that cap, here in the First Congressional district in Maryland we have 662,000 citizens for one congressman. No wonder it is hard to get your voice heard!

Our Federal government was designed to handle a limited amount of responsibilities such as national defense, but with the wildly expanded government overreach not only do we have Congressmen representing on average 735,000 citizens, but they are also legislating in a myriad of areas that they should not be touching.

If, for example, we returned education to the states and preferably to the county level, then we would have a greater opportunity for community oversight. In every organization there comes a point when it becomes so large that it can no longer function effectively. It is extremely difficult to make one size fit all when you become a country as immense as ours. Hence, my lack of enthusiasm for Common Core stems from my skepticism that we will be well served by anything that unwieldy, as much as my innate repugnance to the many egregious problems embedded in the standards.

One of the more disturbing topics was “Data-mining Your Child: Building and Using the Psychological Dossier.” Jane Robbins, an attorney and senior fellow with the American Principles Project in Washington, D.C., explained how Common Core is about attitudes, mindsets, and dispositions, and not about educating your child. The goal is to track each child from pre-school until they enter the workforce so they will know how their minds work. The Federal government is prohibited from having a national student database so they are doing an end run around that by having each state build an identical system. The system is designed to track social and emotional learning rather than academics because that is more important for creating a good worker.

As one parent noted, the schools are now teaching what used to be taught at home and we now teach our children what the school taught. Teachers are assessing students’ attitudes towards learning, cooperation on the many group projects, whether the student is frustrated while learning, and many more subjective measurements which result in hundreds of data points for each child each year. Teachers are not trained social workers or psychologists and are not prepared to assess subjective opinions on each student that can then potentially be used inappropriately. The data is not protected for privacy by HIPAA-style laws. And although we are told that the data is stripped of identifying markers, we also know that it is impossible to collect thousands of data points on each student over many years without being able to track it to assure that it goes into the correct student’s file.

So, here we have one more blog post about the horrors of Common Core. What can you do about it?

You can make your complaints known loudly and clearly to every person you meet. Explain the problems and concerns that you have. Let’s educate those around us so that they can understand what is at stake for their children and grandchildren. At the federal level, inform your Congressman and Senators that they need to remove themselves from the education business. Since this is the beginning of the Presidential primary season, we need to be pushing the candidates to take a stand on Common Core. For example, Jeb Bush is a big mover behind Common Core. Make that stick! There are plenty of parents that are upset about Common Core – let’s use that anxiety to mobilize parents to demand that the federal government get out of education.

Governor Hogan said during his campaign that he wanted to put a pause on Common Core. However, Maryland State Superintendent of Schools Lillian Lowery is a supporter of Common Core. To opt out of Common Core, Hogan would have to replace enough state school board members to vote Lowery out of the superintendent position. Additionally, Maryland is a member in the Partnership for the Assessment of the Readiness for College and Career (PARCC), one of the two consortiums created to make tests for Common Core. He has to state within five months of taking office if he plans to continue his predecessor’s commitments, so the clock is running. If we want to stop Common Core in Maryland then the citizens are going to have to push very hard to make certain the governor takes on all this heavy lifting. No politician is going to exert themselves unless they have huge pressure forcing them into action, especially when the money and power is on the Common Core side.

The best chance we have to stop Common Core on a federal level is to make it a huge issue in the presidential primaries and on the state level we must give Governor Hogan the cover he needs to take on a behemoth that has already entrenched itself in our school system over the past two to three years.

The question about Common Core

My friends up in Delaware are blessed to live in a relatively small, easy-to-get-around state. While its national reputation is that of a reliably Democratic state, they have a significant conservative grassroots presence and one subpart of that group, the 9-12 Delaware Patriots, is trying to spread the word about a Common Core Workshop to be held at the University of Delaware Saturday morning. It’s a free event but you have to follow the link to get a seat. While it may be somewhat Delaware-centric, other surrounding states are in on Common Core as well.

The event is sponsored by the Mid-Atlantic Education Alliance, which has some interesting opinions on Common Core, and is set up to be a debate between those who support and oppose the Common Core concept. It’s good to see the 9-12 Delaware Patriots involved because they are an activist TEA Party group (witness their recent pro-police rally I spoke about earlier this month) which stands up for that which they believe.

But I also wanted to focus on one aspect of Common Core that is bothersome to me, and that’s the role of crony capitalism. While the goals of Common Core were admirable when the concept was introduced in 2008, it’s come to mean a nationalized approach to schooling – ironic when one of the original goals of Common Core was to note:

A number of studies… have found that students perform better in systems that give schools greater freedom to hire and reward teachers, purchase supplies and make other school-specific budget allocations, and choose curriculum materials and teaching methods. Those studies also show that decentralization works best when it is combined with various forms of accountability. According to one team of researchers, the positive impact of school autonomy coupled with choice and accountability amounts to more than one-and-a-half grade-level equivalents on the PISA assessment.

Instead, we seem to be saddled with a one-size-fits-all approach, perhaps because it’s a really lucrative market with a captive audience. This has led to questions about motives and who actually controls the system (hint: it’s not our Board of Education, whether elected or appointed.)

So because one group, formed by government and financially backed by a wealthy philanthropist, decided the United States lagged behind the world academically we had to adopt new standards in the name of competing in a global marketplace. Wouldn’t it be better to let each state pick and choose the methods which work best for their children?

Much as we try to teach down to a bland sameness, drug down the mischievous tendencies of boys through medication to calm them down, and wring our hands about every manner of politically incorrect social interaction, we need to remember that all kids are different and learn certain things at their own paces, which can vary from subject to subject. The girl who may struggle with math could master five languages or the boy who can’t tell you the concepts behind a particular book may be adept at vocational skills and excel at robotics.

While other nations may have more of a top-down approach, Americans pride themselves on local control and that’s a significant reason why Common Core has had trouble being accepted. Add in the large gobs of federal money dangled as incentive for state governments to adopt Common Core and you get a distinct “us vs. them” mindset.

For the most part, parents want their children to be well-rounded, well-mannered, and well-educated. Unfortunately, there are too many who don’t care or can’t be there to assist their offspring and that leads to poorly-educated, poorly-prepared kids who drop out of schools that they cause trouble in before they leave. Common Core does nothing to address that problem because that is a cultural divide and not an educational one. In fact, throwing money at the issue can even make it worse.

Yet there is a bucket load of taxpayer dollars involved, so the advice is the same for this matter as it is for almost everything else: follow the money. It may have started out with good intentions, but it seems to me that Common Core is just another scam being perpetuated on unwitting taxpayers and fattening the coffers of well-connected groups.

The push for local accountability

A Daily Times story by Phil Davis yesterday noted the push by local elected officials to give Wicomico County the accountability of an elected school board. Davis points out that Republicans are pressing to get the issue on the ballot in 2016 while local Democrats want more hearings and cite an ACLU study which claims minorities can only attain one seat on County Council under the current districts.

But additional hearings are only a delaying tactic and Delegate Sample-Hughes (who was the lone dissenter in the two previous occasions this issue came before County Council) knows it. She should also know that any such resolution will have to have a hearing before County Council and when legislation is brought before the state there will be another public hearing in Annapolis.

As for the ACLU, the reason why minority candidates don’t tend to win in races outside the majority-minority district is twofold: one, their political views aren’t generally congruent with the conservative mindset of the county, and secondly not very many run. In 2014, the only minority to run countywide was Norma Lee Barkley, who was re-elected to the Orphan’s Court for a ninth term. In 2010, Ed Taylor, a former Council member, was fourth out of the four who ran for the at-large Council seat. Both Barkley and Taylor are Democrats; however, Michael Steele easily carried Wicomico County in his unsuccessful U.S. Senate bid in 2006 while Democrat Brenda Hughey-Jones was fourth of four on the ballot for an at-large County Council seat. Proportionately, minorities make up 30% of the Wicomico County population.

The Daily Times points out that Salisbury has two majority-minority districts out of its five, which is very close to its minority population of 41.4%. However, it should be cautioned that a non-minority can represent a majority-minority district. I know that blows the minds of the ACLU, NAACP, and other similar organizations but it has happened before locally and probably will in the future – particularly if minority turnout continues to decline as it did in this most recent election.

All these grievances, though, are simply a diversionary tactic from the other political side which likes the system in place because they assume Democrats will almost always have the governor’s chair and the automatic 4-3 majority on our Board of Education which goes with that. Even in a situation where a Republican is governor, though, they are still only one turncoat, weak-kneed Republican from a working majority and with five-year terms there’s a good chance the previous Democrat appointed one when a Republican’s turn came up. (We have a couple of them now.) With an elected school board, the chances are the makeup of the board will be far more conservative and that’s what the education establishment fears.

On a personal level, though, this is what I would like to see in an elected Wicomico County Board of Education:

  • Seven members as it has now, with one elected from each County Council district and two at-large (just like County Council.)
  • The elections would be non-partisan. Primary ballots from both parties would have all candidates listed, while the unaffiliated could vote for Board of Education only on their ballot.
  • While most counties do staggered terms, I think it would be confusing – so elect all seven on the Gubernatorial ballot with all other county officers. If we had to stagger terms I would do the two-at large on the Presidential ballot and the five districts on the Gubernatorial.
  • As far as vacancies, since it is a non-partisan office the best way to fill them is to have the County Council vet the candidates, submit a list of three names to the County Executive, and have him or her make the selection. Alternatively, the County Executive could select a candidate and make the appointment contingent on the County Council’s approval and consent.

The reason we on the Republican Central Committee met with our state delegation was because we need enabling legislation from the state to make this happen and wanted their advice on how to proceed. Certainly we would like our Democratic counterparts to get on board but as I said they tend to prefer the system as it is, with all of its faults and lack of accountability. Because the Secretary of Appointments handles this task for the Governor, we are at the mercy of an unelected bureaucrat to determine who is tasked with guiding the education of our children and the spending of tax dollars we contribute to that cause. Jim Fiedler may be a nice guy, but he shouldn’t be making the final selection of our school board members. The voters of Wicomico County should have that say.

Just as a point of reference, I looked up the six current members of the Wicomico County Board of Education – the seat that formerly belonged to Larry Dodd is vacant because he was elected to County Council.

  • Ron Willey, President (D) – appointed in July 2007 and re-appointed in August 2012. His term would expire in 2017 and he cannot be re-appointed (there is a two-term limit.)
  • Donald Fitzgerald, Vice-President (D) – appointed in 2009 and term is expired – he’s serving until a Republican successor is in place since his seat would now logically go to the GOP thanks to Larry Hogan’s election.
  • Marvin Blye (D) – appointed in 2010, his term will expire in 2015.
  • Dr. Tyrone Chase (D) – appointed in 2007 and re-appointed in 2012. His term would expire in 2017 and he cannot be re-appointed.
  • Dr. Carolyn Elmore (R) – appointed in 2011, her term will expire in 2016.
  • Kim Hudson (R) – appointed in 2011, her term will expire in 2016.
  • The vacant seat is a Republican one, with about four years left on the term.

So we have poorly defined terms as members serve until their successors are selected. In 2015 three new members would be added (2 Republican and 1 Democrat), in 2016 two Republicans, and in 2017 two Democrats. It’s confusing, antiquated, and needs to change.

A look ahead: 2015 in Maryland

While many of the fiscal issues that dogged the state in 2014 are still around – and have continued to worsen with each revelation of another revenue shortfall – the personnel in place to address the problem has undergone significant changes thanks to a wave election which pulled Maryland into its tide.

At this time in 2013 when I wrote the look at 2014, the election seemed to be the molehill Anthony Brown thought it would be as the Maryland GOP was divided and despondent. But Larry Hogan’s Change Maryland movement was enough to overcome the built-in advantage in Democrat voter registration; meanwhile, Brown ran a highly uninspiring campaign that led to the lowest Democrat turnout on record. The drag from the top of the ticket allowed Republicans to pick up seven House seats and two Senate seats despite the gerrymandered redistricting done by Democrats after the 2010 elections.

November was the easy part, though – now Hogan has to govern. Job one will be finding $420 million to squeeze from this year’s budget, while the gap for next year is an estimated $750 million. While that number is daunting, it should be pointed out that the FY2015 state budget was $1.886 billion higher than the FY2014 version. That’s a 5.1% increase, so being $420 million short equates to a 1.07% cut. Simply holding the line on the budget for FY2016 and keeping it under $40 billion (in essence, level funding) should cover a lot of the problem. In fact, holding the budget to $40 billion rather than another 5.1% increase to match last year’s would net a difference of $1.224 billion – more than enough to cover the shortfall.

I realize it’s not as easy as I make it sound, but the budget is in Larry Hogan’s hands. The other key is a bill normally introduced immediately after the operating and capital budgets each year called the Budget Reconciliation and Financing Act, or BRFA. This is where the mandated spending that makes up over 80 percent of the budget is tweaked, and this is the bill for which Larry Hogan will have to sharpen his pencil and will want to keep a close eye on. Generally it is introduced by the administration’s request in the body which considers the other budget items. Although a version goes to both the House and Senate, by tradition budget consideration alternates yearly and 2015 will be the House’s turn.

And starting it in the House is important because a significant number of members are freshman legislators, many of whom were elected by receiving the message that voters were looking for change and fiscal responsibility. Over half of the Republicans in the House are newly-elected, with at least one appointee as well to replace Delegate Kelly Schulz, who was tapped to lead the Department of Labor, Licensing, and Regulation. This process will be a sidebar story as two current members of the General Assembly have already been chosen for positions in the new administration (Schulz and Senator Joe Getty.)

On a local level, the entirety of Wicomico County will be, for the first time in memory, represented in the House by a delegation entirely made up by freshmen. A combined 83 years of experience among six members was wiped out by a combination of redistricting, retirements, promotions, and electoral losses, leaving the county with five freshman representatives – Christopher Adams, Carl Anderton, Jr., Mary Beth Carozza, Johnny Mautz, and Sheree Sample-Hughes all begin their tenures next week. It’s perhaps a situation unique to the state; fortunately, the combined legislative experience of the county’s Senators is 28 years (20 for Addie Eckardt in the House and 4 years apiece for Jim Mathias in the House and Senate.)

Yet the change in leadership in the state could make things easier on the counties as well, provided Hogan makes the right departmental selections. As I pointed out yesterday regarding Wicomico County, a change at the Department of Planning could make county-level tier maps become more suited for local needs rather than state mandates. (Certainly counties with approved maps should consider tweaking them to address perceived inequities.) Hogan has also promised steps to allow fracking in western Maryland, to consider a plan to clean the Bay by addressing the sediment trapped behind the Conowingo Dam, and will maintain strident opposition to phosphorus regulations which would affect poultry production on the Eastern Shore. All these endeavors can be assisted with prudent selections at the departments of Environment and Agriculture.

All through the state government there’s an exciting potential for reform – if the right choices are made. Hogan’s early picks have been of a bipartisan nature, which may frustrate GOP activists who saw the same practice help to undermine the Ehrlich administration, but could be argued to be necessary with the political reality that a lot of Democrat votes went to electing Hogan. (Statewide Democrats down the ticket, on the other hand, were selected by comfortable margins.) That also becomes the price to pay for having a majority-Democrat General Assembly.

Something else to watch in Maryland will be how much more Second Amendment erosion takes place under newly-elected Attorney General Brian Frosh. A gun grabber in the Maryland Senate, Frosh now takes a bigger role and it will be up to Hogan to prove his Second Amendment bona fides by championing the eventual repeal or overturn in court of the ill-considered Firearm Safety Act of 2013 – although the law may see its day in federal court first.

Another probable line of demarcation will be how to deal with the certainty of more illegal aliens thanks to Barack Obama’s policies of amnesty. With Maryland’s reputation as a sanctuary state, anything short of a localized get-tough approach will be a further drain on the budget and another headache for Hogan.

All this and I haven’t even touched on economic development or educational reform, which will also be items to watch in 2015 but currently have far too many known and unknown unknowns, to borrow a phrase. On the latter, Hogan has made it known he’ll work to strengthen charter schools but true reform is probably some years away.

The story of 2015 in Maryland will be the story of how Larry Hogan leads after he takes the oath of office January 21. By then we’ll have some idea of what the priorities of the General Assembly will be as they’ll have already put a week of session under their belts and the hearing process should be underway on the highest-priority items. Success may be as simple as plugging the financial hole by tightening the state’s fiscal belt and the faster that happens, the more of the conservative agenda could be debated.

Common Core subject of TEA Party meeting

On Thursday night an interesting meeting is slated in Ocean Pines.

Jillian Patterson, VP of Policy for Education Freedom Committee will speak about fighting Common Core at the state and local levels and strategies for defeating it. Ms. Patterson will include some basic information about what Common Core is and why parents should be concerned with its current implementation, followed by Q&A.

County Commissioners and School Board members will be invited.

The Worcester County TEA Party is the sponsor of the event, which will be held at the Ocean Pines Community Center.

Most interesting to me is the last line, because some will judge the worthiness of the newly-elected (or re-elected) county commissioners and school board members on whether they show up and listen attentively to this speaker. Fortunately for Worcester County. any school board member who doesn’t wish to enlist in this (admittedly uphill) battle can be ousted in the next election. It’s something we here in Wicomico County cannot boast about yet, although I’m confident our new leadership team will begin the long-overdue process of addressing this inequity.

But Maryland is likely going to be one of the last states to reconsider the Common Core standards, which have gotten such a bad rap nationally that the state dubbed them the “College and Career-Ready” standards, eschewing the “Common Core” moniker. So it will be interesting to see what the report which is due from that bill will say, and whether any mention of the states which are dropping Common Core is made. This despite the fact that Governor-elect Larry Hogan has said we “need to hit the ‘pause’ button on Common Core and to give control back to teachers and parents.”

The chances are fairly good that a Common Core repeal could be introduced in the General Assembly this year, although likely not at the behest of Hogan. The question is how many Democrats will cross the MSEA teachers’ union and help pass the bill out of committee if it even gets a vote. That’s where we come in, with the “encouragement” to make sure such a bill escapes the committee chair’s drawer.

A little change I can believe in (or at least judge on its merits)

I’ve been highly critical of Larry Hogan’s single-track campaign of “jobs, middle class families, and restoring our economy,” not because the concepts aren’t good but because the details were scarce. I got a slight peek behind the curtain last night in an e-mail, so let’s see what we can make of it. The subject line was “Maryland was ranked 49th out of 50.”

For too long, families in Maryland have suffered under the policies of an administration more focused on political gains than the well-being of average Marylanders:

  • HIGH TAXES: Average Marylanders are crushed by the taxes they pay and I will fight to bring tax relief to every Maryland family.
  • EDUCATION: Parents and teachers agree that Common Core is a mess. Its rollout has left students confused, parents out of the loop, and teachers scrambling to learn a new curriculum just hours before having to teach it. We need to hit the pause button on Common Core and give control back to teachers and parents.
  • HEALTHCARE: Under the leadership of Anthony Brown, more Marylanders have lost insurance than gained it under the Maryland health exchange. Maryland was the first state to completely abandon its exchange, which cost taxpayers over $260 million to build, only to waste another $50 million on new technology. We need to get out of this boondoggle completely.

The state of Maryland cannot afford four more years of misguided policies and failed leadership. And after destroying the state’s economy and dropping the ball on his only responsibility, it’s clear Anthony Brown does not deserve to be our next governor. (All emphasis in original.)

With regard to “high taxes,” I was told Hogan would employ a “reduce-spending first approach.” Does this signal a change in response to others who would work to eliminate the income tax, in part or as a whole? Or will this just be tinkering around the edges by simply returning us to where we were pre-O’Malley? Admittedly, that wouldn’t be a bad thing but true leadership would try and do so much more. It’s still sort of hazy on that front.

On Common Core, I had seen where Hogan’s team was making this statement on social media, but this is as bold a statement I’ve seen as a more “official” policy stance. I would like to see the control returned to teachers and parents (as well as allowing money to follow the child wherever his or her parents choose to educate) but in order to do that there needs to be more than a “pause” placed on Common Core. It’s telling that the state doesn’t even call it “Common Core” anymore, as they have changed the terminology to the more innocent-sounding “Maryland College and Career-Ready Standards.” Larry would be fighting the powerful teachers’ union on this one.

I also agree with trying to “get out of this (healthcare) boondoggle completely,” but my caution is that it’s a nice sentiment but we need a plan to do so. We may not do any better under a federal exchange, but any further action would have to wait until the second half of his term when – hopefully – sanity returns to Washington and Obamacare is scrapped for a more market-based set of options.

I’m more pleased to see at least some movement in the right direction on broadening the platform as the primary gets closer. But I have to warn the Hogan team that we can’t win on telling people Anthony Brown “does not deserve to be our next governor.” It won’t work. There has to be an alternative presented, preferably a conservative one, and there has to be a plan to address the criticism sure to come that cuts to government will hurt the poor and downtrodden, with minorities hardest hit.

Unfortunately we live in a state which has voted against its best interests for so long that people are conditioned to vote the same way they always have and then complain when nothing changes. They say jousting is the official Maryland state sport, but I think it’s complaining about how the politicians govern and the Orioles underperform. None of us can put Baltimore in the World Series, but we can change the leadership in the state – personally I think David Craig is the best choice for that, but if Hogan gets the nod consider him warned that the other side will stop at nothing to keep its power. Being bipartisan has to work both ways.

AC Week in review: June 8, 2014

Wouldn’t you know it: I begin a series only to bump it in week 2 because of MDGOP debate coverage. So this will truly be two weeks in review, but I’m sure you really don’t mind.

I begin by asking the question: can America keep making things? I found an interesting perspective on the question and added my own thoughts. But I also found that workers, STEM-based or not, should be flexible and highly-trained. (And while it doesn’t pertain directly to AC, I was pleased that one of our gubernatorial candidates has the same line of thinking.)

In order for our manufacturing economy to succeed, though, we need to have others around the world play fair. Unfortunately, not only China has been caught cheating on trade, with them and other countries threatening up to 500,000 steel jobs, but right here at home one group of American manufacturers is concerned that federal regulators unfairly have them in their crosshairs as well.

Longtime readers know as well that I’m excited about America’s ongoing energy boom, and in this case I look at how manufacturing can benefit, with a little help from regulators. And while the EPA is trying to do away with the coal industry through onerous regulations, Congress on the other hand is trying to rein in that body run amok with accountability and transparency.

I’m sure in the next couple days – since the unemployment rate is always released on a Friday, for weekend analysis – we will get spin on it, but this is another pre-launch piece I wrote last month on May’s unemployment numbers.

On the first Friday of this month, analysts cheered the new low unemployment number of 6.3 percent, a low not seen in nearly six years. Moreover, the economy added 288,000 jobs – although that news was tempered by a labor force participation drop of more than 800,000 workers.

Yet out of those 288,000 jobs, just 12,000 were added in the manufacturing sector. That was “surprisingly weak,” according to Alliance for American Manufacturing (AAM) president Scott Paul. The AAM, an advocacy group backed mainly by the United Steelworkers union, contends that 5.8 million jobs could eventually be created by stopping currency manipulation by China, citing a recent Economic Policy Institute report which called the practice the “primary cause” of our trade deficit.

On a similar front, economist Chad Mowbray, who writes for the Shopfloor blog for the National Association of Manufacturers, detailed a number of “nagging challenges” for American manufacturers, leading off with the weak 0.1% first quarter GDP growth announced last week. (Editor’s note: that number has since been revised to a negative 1 percent growth.) Mowbray added that high marginal tax rates and uncertainty about health care costs could be factoring into the slow market growth.

In all these cases, policymakers in Washington are at loggerheads on how to proceed. A bill to deal with the currency manipulation was introduced last year and has bipartisan support, but mainly from Democrats. Unfortunately, that side seems to be placing more time and effort into trying to increase the minimum wage, which is a political nonstarter and is thought by many, including the nonpartisan CBO, to be a job killer. Republicans seem to be content with introducing bills to tweak around the edges on both tax reform and health care, but know there’s little chance of them advancing through the Senate, particularly six months before the midterm elections.

The situation, then, remains a challenging one. If, as some analysts have cited, the weather played a factor in slow economic growth, that excuse will dissipate in the summer sun. The question of whether the May jobs report was a mirage or portends better things is important, but there’s little doubt that if the manufacturing sector lags behind any recovery it will impede our progress going forward.

It’s been a busy week, but I’ll keep monitoring the manufacturing market.

Coming from behind?

Hey, what do you know? After saying my piece yesterday I got an internal poll. (Well, actually Jeff Quinton got it, but I can use it to make my point.) I did receive the presser which alerted me to the fact that Larry Hogan was polled to be within striking distance of Anthony Brown.

One other aspect of the Wilson Perkins Allen internal poll that I thought interesting was the “blind ballot test” question (page 2 here), where an ersatz candidate with Hogan’s background leads a Brown stand-in by a 45-44 margin. Yet, as Quinton points out, we don’t have the crosstabs or other information to correlate with the actual electorate. Using a 2010 turnout model – which may well be overstating Democrat turnout this time around and underestimating the GOP’s – and cross-referencing it to current partisan registration gives a model reflected below:

  • Democrats – 2,055.678 (55.2%) x 54.84% = 1,127,334, or 56.1% of electorate
  • Republicans – 952,320 (25.6%) x 62.45% = 594,724, or 29.6% of electorate
  • unaffiliated/others – 716,830 (19.2%) x ~ 40% = 286,732, or 14.3% of electorate

2,008,790 voters means first to a million wins. But the polling should reflect these numbers on a partisan basis; in fact I would be inclined to add a couple points to the GOP column so we really are punching a little beyond our weight. O’Malley fatigue may keep some Democrats home and motivate the Republicans.

Also remember that the rerun of Bob Ehrlich for a third time may have kept a few GOP stalwarts home, just as the 1998 rematch between Ellen Sauerbrey and Parris Glendening was far less exciting than the 1994 version. 1994 was a wave year for the GOP, and there are some signs 2014 may be the same if the GOP doesn’t snatch defeat from the jaws of victory as it has done before. Certainly turnout was better on all fronts in 1994: that year 64.93% of Republicans, 60.98% of Democrats, and 46.34% of “declines” turned out. Democratic turnout has slumped 8.37% from its 1998 peak, while Republicans have dropped 4.99% from their 2002 high-water mark in gubernatorial elections. Strictly unaffiliated voters have dropped off 8.35% from their 1994 high point.

For Republicans, turning out at 2002 levels could mean an extra 50,000 votes and perhaps that would swing some local races.

While playing with the numbers is fun for any candidate, there is that minor detail of getting past the GOP primary, and the poll doesn’t indicate whether Hogan remains in the GOP lead. Reputable polls so far have shown that Mr. Undecided is the clear favorite, but it’s impossible for him to win here in Maryland so someone else will have to prevail. It’s likely that whoever wins will not have a majority in the race, so he will have a lot of fences to mend.

But while Hogan and his cohorts have been speaking on the economy – and rightfully so – a close second in importance to many voters is education. This is why what David Craig had to say yesterday at Townhall.com was important. An excerpt:

If (former GM executive turned author) Bob Lutz is a car guy, then you can call me an “education guy.” I spent 34 years in Maryland’s public schools as a teacher and an assistant principal. My career started as our nation was on top, coming off an age when we sent men to the moon and returned them safely to the earth. There were no waivers, no Common Core, no ‘No Child Left Behind,’ and no U.S. Department of Education.

What I had back then, and what Governor Pence needs now, and what my home state of Maryland urgently needs, is to give control to teachers in the classroom. Maryland has rushed head first to adopt every federal program in the last several years including Obamacare, Common Core and EPA stormwater regulations, to name a few. The results are always the same – poor execution, millions of dollars wasted and excessive regulation and taxes.

Here is a simple message to anyone concerned about making education work for students and not education bureaucrats. Let teacher’s (sic) teach, let them do their job.

Nobody will ever capture a child’s imagination in the classroom from Washington D.C. Common Core is bean counters and bureaucrats run amok. They will destroy our education system. No amount of tinkering or re-branding will ever fix it. End it and return control of the classroom to teachers and local school boards.

Craig is perceptive enough to sense the concern that Indiana is adopting Common Core under another name. Yet the question sure to come up in any debate is how we would do without the federal grant money. I can also guarantee Craig will be painted as heartless and out-of-touch if he questions the wisdom of expanding pre-kindergarten, even with its dubious benefits.

Try as some might, education is not a one-size-fits-all commodity. What works well for Dylan in Maryland may not do the trick for Amy in California. And while I’ve had some thoughts in the past about education I still think are worth pursuing, we have to backtrack from where we’re at in order to get pointed in that right direction. The next generation is all we have at stake.

Champions or chumps?

Apparently the Maryland State Education Association has some worries about the prospects of two of our local candidates. Almost six months out from the elections and look what I got in the mail yesterday:

Given that, out of over 150 MSEA-endorsed candidates across the state, the body only “recommended” five Republicans (including Christopher Adams locally) one can come to the conclusion the MSEA is pretty much a shill group for liberals. Although Chris is a fine candidate, the fact that the MSEA endorsed a Wicomico Republican could perhaps be traced to the ongoing fight about disassociation by the local bargaining unit. Nor was an MSEA mailing put out on his behalf, at least not that I’m aware of.

There are a couple things I can tell from this mailer: one is that it came from Board of Election records based on the fact it has my full name like my voter registration does. And it’s bipartisan, as a number of Republicans I know have reported receiving it; most likely it went to the truly consistent voters. Something tells me that various groups are going to try and convince voters that Mathias and Conway are practically the second and third comings of Ronald Reagan, but with a softer side – that’s why the MSEA is stressing how these two are backing education. That is, though, if you consider throwing money at the issue as backing education.

For example, let’s consider that first claim about “record investments in our schools.” In Conway’s case, let’s not forget that he was a prime mover back in 2012 behind legislation to circumvent Wicomico County’s revenue cap in order to increase the county’s share of education funding. (Conway was a co-sponsor of a similar House bill.) This had the potential of leaving the county $14 million short in their FY2013 budget, and directly led to an income tax increase reluctantly passed by our County Council. Norm voted for both versions of the bill in the House. (Mathias was absent when the Senate bill was voted on.) Those “record investments” had to come from somewhere and a large share came from the pockets of those in District 38 here in Wicomico County. Overturning the will of county voters? Way to be “standing up for Wicomico County,” Norm.

And then we have the aspect of pre-kindergarten. While the state’s goal seems to be cradle-to-grave control, the bill in question only expands pre-kindergarten to those who meet certain income guidelines, at an annual cost of no less than $4.3 million. Moreover, there is no guarantee that any local children would be impacted – but it provides 160 more potential MSEA union members because the bill mandates an average 1 teacher to 10 student ratio. Of course, both Conway and Mathias voted for the bill – what’s a little $4.3 million mandate in the grand scheme of things?

While it’s an apples-to-oranges comparison to some extent, the question of the effectiveness of Head Start also leads to questioning whether a formalized school setting does much good for four-year-olds. I guess we’ll spend lots of taxpayer dollars to find out.

Scrutiny is also due regarding the “larger voice in how new curriculum is implemented,” a claim based on passage of HB1164. It doesn’t matter how loud we speak, because money is talking louder – and there’s going to be a lot of it needed to enact Common Core standards and testing. This is from the fiscal note for HB1164:

Finally, the full cost to administer PARCC is still unknown. In July 2013, PARCC announced that the summative math and reading tests would cost $29.50 per student. This is a little less than the $32 per student Maryland currently spends on assessments, but it does not reflect several other formative tests PARCC is developing that Maryland may select or the technology infrastructure required in every school to handle the capacity and network requirements to administer the computer-based assessments. Many schools do not have sufficient technology infrastructure to meet these requirements. MSDE is in the process of assessing the technology readiness of Maryland’s schools. The local school systems identified over $100 million in needed technology improvements to implement PARCC online. MSDE has contracted with Education Superhighway, a consulting firm, to evaluate the technology gap to implement PARCC online by the 2016-2017 school year. Several states, most recently Georgia and Oklahoma, have recently left the PARCC consortium over cost concerns. There are also long-term budget implications for maintenance and operational costs of assessment administration upon the termination of federal RTTT grant funds to the State and to PARCC. (Emphasis mine.)

In other words, we are once again buying a pig in a poke. Note also that the phrase “Common Core” was excised from the bill after first reading because its reputation precedes it now.

Basically what this bill did was allow Martin O’Malley (and his House and Senate minions) to designate a number of “yes men” who will invariably come to the conclusion that we need more money to throw at the problem. But in reading the bill I fail to see how we in Wicomico County will get a “larger voice,” even if one of those appointed happens to be, say, a Norm Conway or Jim Mathias. It won’t help.

The mailer urges us to call Senator Mathias and Delegate Conway to “thank them for their leadership on education issues and their work to keep our public schools #1 in the country.” It’s a way of skirting the election law since they’re not openly advocating a vote on their behalf – nothing new here, as conservatives use the same method.

But how about calling them and asking why they really aren’t supporting Maryland’s school-aged children? Why didn’t they advocate for parent empowerment bills which didn’t even sniff a real committee vote (it was withdrawn in 2012) in three consecutive sessions this term? Ask them if money shouldn’t be following the child regardless of where a parent decides to send them to school, or teach them at home? And while Senator Mathias has been of assistance in the matter, we all should ask Norm Conway why he won’t stand up for true accountability and support the right of Wicomico County voters to select their own Board of Education?

Ask yourself: are they protecting the schools as the mailer says, or protecting the children by allowing parents to do their job? There truly is a difference.

The template

There was something I didn’t know when the whole Wicomico County Education Association drive to decouple itself from the Maryland State Education Association came to light: it’s been done before, most recently in Michigan. Back in 2012, teachers in the Roscommon Area Public Schools decided – by a fairly wide margin – to drop their affiliation with the Michigan Education Association, and by this particular account the change has been welcomed. Like Wicomico County, the town of Roscommon is far away from the populated areas of Michigan and teachers there felt shortchanged by the state union based on a perceived lack of attention to their needs.

Notice the focus in the Roscommon case was similar to the complaints here: dues which were too high and the desire for improved services. Their effort, however, has been a longstanding one as it took 21 years to convince teachers to make the switch – presumably as the old guard retired and newer teachers saw the situation, the votes for breaking away began to tally up.

Obviously the comparison isn’t perfect, since the Roscommon district is far smaller: perhaps the best local analogy to it would be the Mardela feeder system within the Wicomico County schools. It’s also different because Michigan is a recent convert back to a right-to-work state; unfortunately Maryland legislation to that effect never gets out of committee.

Still, Roscommon union leader Jim Perialas has made it clear he was no proponent of right-to-work, just an opponent of “big, bureaucratic unions.” Even so, the Michigan Education Association has taken the time to condemn Perialas for leading the effort away from the MEA. Local leaders should expect no less.

If the vote this week is one which supports the decoupling of the WCEA and MSEA, look for the cries of “fraud!” to erupt from both the state union and the rump directorate which tried to take control of the union a couple weeks ago. Conversely, a vote to maintain MSEA/NEA affiliation will likely result in another dues increase and Wicomico County being forgotten again until it’s time for the dues check to arrive.

As I’ve said before, I don’t have a child in Wicomico County public schools (but do pay taxes) so I really don’t have a dog in the fight. It won’t affect my life one way or the other, but hundreds among us will be affected by the outcome. So it’s your choice – choose wisely.

Martin O’Malley’s (not-so) greatest hits – how about a new song?

Returning once again to a familiar role of thorn in the side and burr under the saddle, Change Maryland and Larry Hogan took the occasion of the final legislative session under Martin O’Malley to remind us of his underwhelming record of “accomplishments” over the last long eight years, wrapped up in one release. All we needed was the bow, as Change Maryland remarked that:

  • They broke promises to state workers by diverting $200,000,000 from pension funds to plug their budget gap.
  • They’ve eviscerated local arts funding to hike the film tax credit for Hollywood millionaires.
  • They raided the Transportation Trust Fund then raised gas taxes to pay for mass transit.
  • They hiked income taxes on families, small business and large employers.
  • They blew $125,000,000 of our tax dollars on a health exchange website that still doesn’t work and was never needed in the first place; today, more Marylanders lack health insurance than when O’Malley-Brown took office.
  • More than 73,000 residents have had their health insurance policies cancelled and tens of thousands more have seen massive increases in their premiums and deductibles.
  • They put the teacher union bosses that bankroll their political machine ahead of students, parents and classroom teachers.
  • They’ve badly mismanaged the education budget, as a result inner city schools are falling farther behind, state SAT scores are down and elementary school reading aptitude is flat. And, even the teacher union said their rollout of Common Core was a mismanaged “train wreck.”
  • Their job-destroying tax hikes on the so-called rich and small businesses – those individuals earning $100k or more – backfired, missing revenue projections.
  • Some entry level jobs will pay a little more but there will be fewer of them.
  • There’s a federal investigation into the Anthony Brown Health Exchange but state lawmakers aren’t issuing their findings until well after the primaries.
  • Thousands of employers are now “paying their fair share” in taxes albeit to Virginia and the Carolinas; about 6,500 companies have left Maryland taking with them more than 100,000 jobs.
  • Likewise, more than 31,000 Maryland residents left for more affordable states, taking $1.7 billion each year out of our economy; among these were thousands of seniors on fixed incomes who can no longer afford to retire near their families.
  • It costs you more when it rains and more again when you drive to the beach.

Describing the O’Malley era as one where, “(i)n nearly every quality of life measurement our state is worse off than it was seven years ago… even areas that showed modest improvement came at a horrendous financial cost due (to) Martin O’Malley and Anthony Brown’s mismanagement and one-party rule in Annapolis,” it’s clear that Hogan isn’t too enamored with the last seven years.

But while Hogan strives to “get the government off our backs and out of our pockets so we can grow the private sector, put people back to work and turn our economy around,” we’re more or less supposed to take his word for it. Obviously some of these items he complains about from the outside will be ones he may well find useful when he takes over the governor’s chair. For example, he (or anyone else for that matter) will have to figure out how to backfill the pension funds, live with the increasing minimum wage (which, for all his charms, he won’t be able to get the General Assembly Democrats to rescind), and roll back taxes and fees to previous levels yet keep the budget in balance. That aspect may actually be the easiest because he would set the budget. Unfortunately, we’re stuck with Obamacare for at least the first two years of anyone’s term, and probably longer.

However, I have a prediction for you. If the budget gets smaller – or even if it’s level-funded – you will hear a howling like you’ve never heard before from the special interests, press, and Democrats (but I repeat myself) who will be out marching in the streets against the heartless Republicans. Remember why we had a Special Session a couple years ago? It was because we passed a “doomsday budget” that was “only” $700 million higher than the previous one, and despite GOP objection we ended up raising spending another $500 million. Again, that was with a budget increase! Heaven help us if we actually proposed spending less money!

So those we elect in 2014 need to be ready and be stiff of spine because those Annapolis fat cats are going to come after us. We threaten their existence on the government teat and they know it. Having a $125 million boondoggle of a health exchange isn’t helping, which is why that scandal is being swept under the rug just as fast as the broom can collect the dirt.

In this part of the state we have some opportunities to chip away at the Democrats’ overall advantage. We’ll have to wait until 2018 to win back the District 37A seat – which will be held for the time being by a woman who I predict will have the same reliably far-left voting record as her predecessor – but aside from that we can speak our piece by ejecting two members of the General Assembly who will occasionally vote the right way when they get the hall pass to do so, but can be replaced by two members who we know will stand up for our interests. We can confound the Democrats’ cynical redistricting ploys by elevating Mike McDermott to the Senate and getting the fresh new ideas of Maryland Municipal League president Carl Anderton, Jr. into the House of Delegates.

Changing the state means pulling our weight, and the Eastern Shore can do most of its part by leaving just one Democrat east of the Chesapeake for the next four years.

Election/campaign finance reform (3 points)

Larry Hogan: As a practical matter, seeking public financing made sense for Mr. Hogan, who entered the Republican primary race relatively late and was unlikely to raise as much privately as he may qualify for publicly. But he also noted that his decision ‘sends a great message’ about his grass-roots efforts. (Baltimore Sun, February 4, 2014)

Ron George has also talked about taking public financing, although he’s made no formal decision on the matter. He had no points anyway, nor will Hogan receive any.

Illegal immigration (5 points)

No candidates have made significant public pronouncements on the subject, so no changes and no points for Larry Hogan.

Dealing with Obamacare (7 points)

David Craig: Craig has previously called on O’Malley and Brown to stop wasting money and hindering access to health care and to promote direct enrollment options through insurance carriers and brokers. The Administration then took a modest step in that direction by working with insurance industry leaders to develop a telephone help line. (press release, February 10, 2014)

Craig, the Republican gubernatorial candidate, said the O’Malley administration should instead be helping people get coverage directly through the insurers. He wants to reallocate $150 million, originally earmarked in part to market the problematic exchange, toward promoting alternative enrollment options.  (Fox News, January 7, 2014)

Craig’s proposal would seek an HHS waiver to re-program funds to launch a public awareness campaign informing consumers of their right to obtain health insurance directly through carriers. A complimentary awareness campaign would inform people of their rights to utilize Maryland insurance brokers who are licensed and experienced in helping individuals with health insurance. Utilizing call centers for those needing assistance with the website would remain in place. Craig, however, would re-examine the navigator model in which people having problems with the website must set appointments with temporary workers disbursed among several organizations.

As for the vexing issue of low-income individuals seeking subsidies, Craig supports U.S. Sens. Ben Cardin and Barbara Mikulski’s proposal to HHS to enable a direct data hub allowing people to obtain financial assistance without going through an exchange. (citybizlist, January 7, 2014)

Charles Lollar: Lollar advocates making hospital costs “much more transparent” by posting the prices. “Until we control the costs we’re not going to get our arms around the health care issue.”

“I’m all for a moratorium on the Affordable Care Act.” (Fox 45 debate, January 16, 2014)

I had previously chided Craig for not offering up solutions (although he had done a nice job identifying the problems) but I’m not sure I like much of the approach he’s taking besides the idea about promoting alternative enrollment options. I’ll give him 1.5 points, up from none.

Lollar seems to have a better idea as far as approach, although it’s still very vague. The moratorium alone, though, is worth 2 points (he had none as well.)

Larry Hogan hasn’t addressed this, so no points.

Energy policy (8 points)

No candidates have made significant public pronouncements on the subject, so no changes and no points for Larry Hogan.

Education (9 points)

Ron George: He acknowledged that a repeal of Common Core “ain’t going to happen in the state” of Maryland. But he argues for putting the educational focus back on what he calls a “local locus of control” rather than a one size fits all federal mandate. George also believes it is important to teach entrepreneurship and financial literacy in schools in an effort to help minorities and low-income Marylanders understand how to be successful in a free enterprise system. Charles Lollar: Lollar wants to stress internships for high schoolers, with the help of corporations. (Fox 45 debate, January 16, 2014)

Let me talk about Ron George first. It’s interesting that he has gone from “I intend to fight it with all my energy” in September to “(repeal) ain’t going to happen” just four months later. I have a problem with that change of heart because if you’re elected as governor you have an automatic bully pulpit.

Look at how we were saddled with gay marriage. It didn’t happen until Martin O’Malley decided to burnish his 2016 credentials and made it an issue in 2012 (with an assist from Barack Obama, who needed the gay vote.) If you want to get rid of Common Core, you browbeat the legislators who oppose you until you get your way. So I took him down from 4 points to 3.

On the other hand, I think Lollar’s idea is pretty good so I bumped him from six points to seven.

Second Amendment (11 points)

David Craig on Rodricks show tells Dan Yes I SUPPORT concealed carry! (Facebook page, February 10, 2014)

Larry Hogan is a strong supporter of the Second Amendment and is opposed to SB 281. He will work to keep guns away from criminals and the mentally ill. Hogan supports tougher mandatory sentencing for criminals who commit crimes with a gun, but he is against taking away the rights of law abiding citizens. (Facebook page)

I added a half-point to David Craig (from 8 to 8.5) for the clarification. Conversely, I think Hogan’s canned response is somewhat wishy-washy and political. He may be opposed to SB281, but will he repeal it? The time for opposition is over – the word is “repeal.” So he gets 4 points of 11.

War on Rural Maryland (12 points)

Charles Lollar: Leadership in Annapolis needs to craft a regional solution to this problem that requires all states that pollute the Bay to “pay their fair share” to keep it clean. We must not allow legislators in Annapolis to “hurt Maryland first” by bankrupting hard-working farmers with a “Chicken Tax” and putting the future of Maryland’s number one economic industry at risk. (press release, February 5, 2014)

Lollar picks up a half-point for this, from 5 points to 5.5 points. It’s pretty easy to oppose the chicken tax but Lollar did it quite forcefully.

Role of government (13 points)

Larry Hogan: Job one will be to get the government off our backs and out of our pockets so we can grow the private sector, put people back to work and turn our economy around.

Every decision Larry Hogan makes as governor will be put to a simple test – Will this law or action make it easier for families and small businesses to stay in Maryland and will it make more families and businesses want to come to Maryland?

If something comes across Hogan’s desk as governor that doesn’t pass this test, he’ll veto it. (campaign website)

We’ve got to be able to run the government, provide the services that are important and necessary to people as efficiently and cost-effectively as possible, so it’s not like let’s lop off this department or stop providing these services – I think it’s just looking at zero-based budgeting and doing outside audits of every state agency and saying how do we use those tax dollars more effectively.

I think we need to focus on – these aren’t Republican problems or Democrat problems, these are serious problems that our state has. We’ve got to reach across the aisle and work together between the parties to come up with common-sense solutions to solve these things. (NewsTalk with Bruce DePuyt, January 21, 2014)

Charles Lollar: A government should serve its citizens, not burden them. It must also provide for citizens truly in need without trapping them in an endless cycle of dependency on government programs that erode their self confidence, human dignity, and a chance to live the American dream.

The answer is not to grow bigger government.

The answer is to empower people with the skills and opportunity to grow a better future for themselves, and not allow government to stand in the way of these goals. (Facebook page, January 12, 2014)

Okay, as far as Larry Hogan is concerned, I get it. You want to work with Democrats. Good luck with that, because we will likely have four years of gridlock unless the voters of Maryland come to their collective senses and elect a Republican majority in the General Assembly. You will have a LOT of vetoes otherwise.

I have yet to be convinced there is such a thing as a broad centrist coalition, since to me all it means is we walk further away from truly being a Free State rather than sprint headlong as we are now. But I will allow 4 of 13 points for the smell test and the zero-based budgeting.

Lollar loses one point for that answer, from 6 to 5. Where is it government’s role to provide for those truly in need? Shouldn’t that be more of a function of the faith-based community? The very definition of government standing in the way is to have government programs one can become dependent on – to me the continuing spiral of unemployment benefit extensions is a perfect example.

Job creation and transportation (14 points)

David Craig: I think that each individual county should establish its own minimum wage. It just makes sense that local officials make laws and the State doesn’t simply dictate what should be done. (Facebook page, February 11, 2014)

Ron George: We must focus on expanding opportunities for entrepreneurs and technical training for our unemployed to protect and grow our middle class for generations to come. (Press release, January 23, 2014)

Charles Lollar: Of course we want better opportunities, better modes of transportation – a diverse collection of different ways to get back and forth to work. Liveable, workable, playable communities where you can actually live, work, and play in the same place and have a legitimate conversation with yourself in the morning whether to walk or drive your bike to work and get there on time.

I think (the Purple Line) is absolutely doable. The question is – is it affordable? If it is, let’s push forward. (2014 gubernatorial candidate transportation forum, February 18, 2014)

The idea David Craig has is a good one, and would have raised him a full point if he had allowed counties to do away with the minimum wage altogether. Yes, this would be a fight with the federal government but it’s a Tenth Amendment fight worth having. I’ll give him a half-point so he goes from 9 to 9.5 points.

Ron George already had a very solid approach, so there wasn’t a lot of room for imporovement there. The statement is a little bit generic.

Suddenly, though, I think Charles Lollar caught his populist, pandering disease at an inopportune time. I know Red Maryland nailed him for one statement (which brought this gem to my attention) but I remembered that Lollar was opposed to the Purple Line last September – now he says it’s “absolutely doable”? He wasn’t pushing the bus alternative in front of that crowd.

And the phrase he was looking for insofar as “livable…communities” is (so-called) Smart Growth. Don’t encourage the idiots, Charles. I took off three points, from 7 to 4.

Hogan misses out on this category so far.

Fiscal conservatism/taxation (15 points)

David Craig: Under Craig’s plan, tax brackets would be lowered across the board to 4.25 percent as of 2016. Couples now pay a basic rate of 4.75 percent on most of their income. Wealthier Marylanders pay a higher percentage on a sliding scale that tops out at 5.5 percent on income above $300,000.

Craig said he would couple that with an increase in the personal exemption from $3,200 to $5,000. He said that will provide relief to middle-class that would help offset the face that the greatest benefits under his plan would go to the higher income brackets, which would see the highest percentage drop.

In the second phase, Craig said he will call for a further reduction to a maximum rate of 3 percent — with a bump in the exemption to $6,000.

Craig said a third phase in his plan, which would come sometime in what he hopes will be his second term, would eliminate the tax entirely. He said his proposal would not affect county piggyback income taxes, which the state would continue to collect.

According to Craig, elimination of the income tax would put Maryland in the company of nine states that have no income tax, including Texas, Florida and Tennessee. (Baltimore Sun, February 18, 2014)

Ron George: When asked what policies he will put in place to foster job creation, George said lowering the corporate tax rate is a necessary first step. “We have to lower the corporate tax rate,” he said. “I would like to get it down to 5.75 percent and I think that sends a strong message out there that we’re open for business.” This, he argues, will help bring businesses back to Maryland thereby expanding the tax base and creating more revenue for the state. In addition to the expansion of jobs, George is planning on cutting income tax by 10 percent, building a tax base in Baltimore, and putting in place what he is calling the “Buy Maryland Program.”

In this program, if Maryland residents itemize purchases over $100 on their tax returns, then they will receive 20 percent back. That way, George said, people will have a lump sum in the spring that they can then use for a down payment on a house or car. (Easton Star-Democrat, January 9. 2014)

Larry Hogan: When Hogan is governor, we’ll repeal the rain tax. That’s one change you can count on.

Charles Lollar: Our plan is to take a look at every regulation out there – all 74 of them. We want to peel this thing back. People are tired, here in Maryland, with this bait-and-switch tax scheme. So we’re going to compose independent audits annually. We’ll determine how the monies are collected, how they’re being spent, and whether this spending demonstrates an efficiency of how we use taxpayer money. And this audit will be published online…In addition, I am not going to sign any tax bill that’s void of an enforceable lockbox provision. (Bill Bennett Show, January 23, 2014)

In a fundraiser with economist and advisor Arthur Laffer, he supported the Lollar idea for eliminating the state’s income tax but gave no details. (Press release, January 28, 2014)

David Craig followed the lead of another with his tax plan, but the timing is a little more specific. I think it’s a great idea, though, and he seems to have the understanding that, because he controls the budget, that the idea is doable. He gained three points from 11 to 14 with one (somewhat) bold move.

Ron George is restating previously noted material, so there’s no bold moves there.

Larry Hogan will repeal the rain tax. That’s a start, but really it’s only an entry-level gambit in this race so he gets just 5 points.

Charles Lollar was first to the post with the idea to eliminate the income tax, but hasn’t elaborated on the details. But because he was so close to the maximum point total already with 14, I could only bump him up to 14.5 because I think eliminating the income tax is a splendid idea.

Intangibles:

Larry Hogan: Phony political spin, questionable donations, cronyism, and backroom deals pervade the current culture in Annapolis. We need more transparency in our government, more truthfulness and tougher ethics and disclosure laws that will begin to clean up the mess in Annapolis and restore integrity to our state capital. Charles Lollar: First and foremost, I would do all I can to get rid of comments like the one I just heard. It’s unfortunate, but I do take a bit of offense to that because the idea that all Republicans think the same way is probably about as similar as all blacks thinking the same way – it’s not true – or all whites thinking the same way, it’s not true. I want to be the best governor of Maryland I can be – not the best Republican governor I can be, and not the best Democrat governor I can be, I want to be the best Maryland governor I can be.

And I’m sick and tired – no matter where I go or who says it, I attack it the same – of people using partisan politics, skin color and gender, to separate us from real solutions that are at hand. (Purple Line Forum, February 18, 2014)

I’m not quoting him on anything here, but because he’s been the most open and responsive candidate to me I added one point to Ron George’s intangibles.

For Hogan’s part, I agree with the sentiments for the most part. But they are belied by the way his campaign is conducted – missing opportunities to discuss issues with fellow candidates and instead uttering many of the same campaign mantras in one-on-one interviews with generally friendly questioners. It’s not enough of a change from the current culture he decries, and until I start seeing and hearing answers on issues above and beyond the Change Maryland mantra, I have to deduct two points for intangibles.

Charles Lollar, though, has really cleaned up his campaign, and the statement I included is apt because he was responding to Democrat criticism. So he went from a -3 score to a wash – his campaign isn’t firing on all cylinders yet but it is improving.

If you’ve been keeping track, well, more power to you. But unlike other bloggers, I’m not ready to make a choice yet because there’s still a lot of information I’d like to have before making my choice.

What I can tell you is that David Craig and Ron George seem to have an edge over Charles Lollar, with Larry Hogan far behind simply because he’s not addressed many of my key issues yet. His is a one-note samba so far. It turns out that the Craig tax plan has now vaulted him slightly ahead of Ron George – very surprising because my initial perception was that David was the most moderate of the four candidates.

But above all, my main complaint is with the Larry Hogan campaign. Stop skipping debates where everyone else shows up! You may have 40,000 Democrats and unaffiliateds in Change Maryland, but there’s one problem with that: they get no Republican primary vote and you probably won’t win with 40,000 votes (assuming all Change Maryland ‘likes’ = Hogan supporters, a very dubious assumption.)

So my plan is to revisit this sometime in April, with perhaps a final decision in early June. I don’t think an early endorsement will do me a lot of good here because no candidate is standing out in this race.
