Odds and ends number 41

Not that I necessarily keep track of these things, but this is my first look in 2012 at those items which are worth a paragraph or three, but not a full post. It helps me clean out my e-mail inbox.

I couldn’t figure out how to embed this “Made in America” video, but I found it interesting when I watched it. I’m generally in favor of free trade and against strict protectionism, but if the difference is as small as they claim then buying American is worth it. Perhaps the claim of using 5% more American products would create 220,000 jobs is a bit dubious, but I’m sure it wouldn’t hurt.

Our nation needs to take steps in regaining its onetime prominence as a leading manufacturer. But it’s interesting to note several of the companies prominently mentioned have at least one plant in a right-to-work state. I can’t ascertain whether these are all non-union shops, but chances are fairly good – given that only about 1/10 of the private-sector workforce is unionized – that these good, honest American jobs don’t come with the union label.

Not that Maryland is making any quick moves to join the ranks of Virginia and other right-to-work states – this year, HB91 hasn’t progressed beyond first reading. But the group New Day Maryland pointed out to me a couple other bills of interest in the General Assembly this term to keep an eye on, and I thought I’d pass along the word.

House Bill 23, the Dedicated State Funds Protection Act, would prohibit the fund-raiding Governor O’Malley is almost as well known for as his constant zeal to raise taxes. And House Bill 43 would allow appropriations bills to be subjected to the same referendum process as those bills not dealing with appropriations. (The last remaining legal straw opponents of the in-state tuition for illegal aliens referendum are grasping for is that the bill is an appropriations bill, although it’s not.)

Both these bills have a hearing scheduled for 2 p.m. on January 31. I presume written testimony is acceptable, too.

Maryland’s reborn spectator sport: how many General Assembly members will run for Congress?

We don’t have a representative from all eight districts quite yet, but the news that Minority Leader Tony O’Donnell is going to challenge entrenched Fifth District Congressman Steny Hoyer brings up the question of who will be minding the store?

Let’s look at it district by district:

  • Obviously the First District has been made more safely Republican, as former State Senator Andy Harris won the seat in 2010 and hasn’t seen any significant Democratic opposition yet. At one time State Senator Jim Mathias was thought to be interested in running, but that may not be in the cards due to a increase in the GOP base there.
  • In the Second District, where Dutch Ruppersberger has been in office for several terms, the name originally linked to a run was Delegate Pat McDonough. But he’s been waffling over the last months over whether to run for that seat or a statewide U.S. Senate seat; meanwhile former Senate Minority Leader Nancy Jacobs stepped down from that post in order to explore a Second District run.
  • In the Third and Fourth Districts – John Sarbanes and Donna Edwards, respectively – no member of the General Assembly has stepped forward to make a challenge. In those cases, we’ll probably have to wait until they retire.
  • As noted above, Tony O’Donnell is challenging Steny Hoyer in the Fifth District.
  • The Sixth District is a bipartisan circus as Democrats gerrymandered the district into being much more Democrat-friendly than the previous rendition, presumably as a favor to State Senator Rob “Gas Tax” Garagiola to run. But the GOP has its share of politicians doing battle, with current State Senator David Brinkley being joined by recently-deposed former Senator Alex Mooney in the fray – a challenge which also leaves the state GOP scrambling for a Chair during an election year. All of them will have to deal with longtime incumbent Roscoe Bartlett.
  • So far the Seventh and Eighth Districts, represented by Elijah Cummings and Chris Van Hollen, have also been quiet.
  • Along with the possibility of Delegate McDonough seeking a Senate seat against incumbent Ben Cardin, some have also spoke about a primary challenge from State Senator C. Anthony Muse of Prince George’s County.

Obviously some of these running will survive the primary, but it will be an interesting exercise in time management to see how they juggle the prospect of a primary battle with the demands placed on them by the “90 Days of Terror” known as the annual General Assembly session. It so happens the filing deadline is also the opening day of the 2012 session and the primary itself will occur just a few days before sine die. Particularly in the Sixth District, this fact may handicap those serving in the Maryland legislature who face opponents which can devote more time to the race.

There’s no question that serving in legislative office at a local level is considered the best training for higher office: many of those who serve in a local Council or Commission graduate to become Delegates or Senators, and in turn they gain the experience voters seek in electing Congressmen and Senators. Fully half of Maryland’s Congressional delegation once served in the Maryland General Assembly.

Obviously those who are seeking election this time, with the cover of incumbency to protect them if they should lose, hope to add to that total.

Fresh maps, rancid gerrymandering

Or maybe it’s O’Malleymandering?

This actually came out late Friday night, but I wasn’t made aware of it until last night. Annie Linskey and John Fritze of the Baltimore Sun posted two maps they claimed were the top choices among Democrat redistricters. Neither is an improvement on the jigsaw puzzle we have now, particularly in the central part of the state – in fact, both of these solutions try extremely hard to ignore any semblance of honoring geographic boundaries. But it’s obvious the 10-0 project is in full effect with one option.

In comparison with a previous incarnation leaked to the Maryland Reporter website, there’s little change in the Democrats’ strategy of placing D.C. suburbanites with residents of the Maryland panhandle in the Sixth District. However, Option 1 brings in more rural voters by corkscrewing the district eastward from the Pennsylvania border in Frederick County around through the western reaches of MoCo back to the city of Frederick.

The question for Democrats seems to be whether to go for broke and try to oust Andy Harris or not. Their revised Option 1  tends to maintain the district as relatively Republican, but extends it west right along the Pennsylvania line to include portions of Carroll County for the first time. In return, much of Baltimore County is chopped away, with most of it going to the Seventh Congressional District of Rep. Elijah Cummings.

It’s Option 2 where they sell out to wipe out all the Republicans. While it’s a somewhat cleaner map geographically, for the first time in memory the Eastern Shore would be split among two Congressional districts – Salisbury would be the linchpin.

From Salisbury northward, the Eastern Shore would remain in District 1, with the Lower Shore population replaced by a bloc of voters accessed by a narrow strip through Anne Arundel County. Andy Harris, meet your new constituents in Prince George’s and Howard counties. Andy’s current residence would be a county removed from the new district, which would end at the Susquehanna River.

On the south and east sides of Salisbury, we would be introduced to our new Congressman – one Steny Hoyer. Yes, the Democrats would place all of Somerset and Worcester counties along with about 2/3 of Wicomico into the Fifth Congressional District. Good luck for us trying to outvote the swath of PG County left in Steny’s district to keep it a majority Democratic district. (In fact, adding Somerset might well make it a majority-minority district.)

It’s also interesting to look at the map and see the lengths Democrats went to in maintaining that each of their existing Congressional delegation remain in their districts, as pathways were created just long enough to keep  Chris Van Hollen in District 8 (which would either run westward along the Potomac or north into Carroll County) and Elijah Cummings in District 7.

Well, Democrats, you outdid yourselves. See you in court, because I would imagine either of these monstrosities will end up there.

Update: If Red Maryland is to be believed, the Eastern Shore will dodge a bullet with Option 1.

April of angst for politicians

It seems as though most Maryland members of Congress are spending their Easter break warily hiding out from the post-Obamacare wrath of many constituents. At this time, none of the ten Maryland representatives to Congress have scheduled a town hall meeting during the break. Eighth District Congressman Chris Van Hollen comes closest with a public gathering scheduled for the first day back, April 12th.

First District Congressman Frank Kratovil has also been busy around his district, stopping at several points around the district to check into ongoing projects and speak to select members of the voting public.

On the other hand, the Maryland Republican Party will be more aggressive, engaging their public with a series of townhall meetings slated for next week. The nine stops include Annapolis, Salisbury, Easton, Catonsville, Hagerstown, Frederick, Silver Spring, Waldorf, and Bowie. As they note, “the MDGOP Town Hall Tour is geared toward letting all Marylanders voice their opinions on how we can return fiscal responsibility to Annapolis and Washington D.C.”
