Boda picks up another endorsement

See, it’s not just me. And even though he won’t have a vote, District 37B Delegate candidate Johnny Mautz weighed in with his endorsement of Wicomico County Council at-large hopeful Muir Boda.

I am proud to announce my full support and endorsement of Muir Boda for the Wicomico County Council. Muir is a close family friend and someone I believe will be an exceptional leader on the County Council.

Muir’s focus on reducing crime, strengthening the local school system, reviving the local economy, defending the revenue cap, and protecting property rights, show his local knowledge and passion for issues most relevant to Wicomico County.

Also, his family is intertwined with the history of the Eastern Shore. He knows and will respect our heritage and he will do what he can to help working men, women and small businesses in Wicomico County.

I am proud to call Muir a friend. I am looking forward to working with him on issues affecting Wicomico County and I encourage Wicomico County voters to cast a vote for Muir Boda for Wicomico County Council.

The Mautz backing is really no surprise given that Boda endorsed Mautz back in April, noting that he was a “close family friend.” But it wouldn’t hurt to have that tie-in because Johnny looks like the strongest candidate in the 37B field among those outside Wicomico County – state regulations stipulate that in a district such as 37B, only one can serve from a particular county. In short, only one of the two running from Wicomico County can advance to November so a candidate from either Dorchester or Talbot County will win the other slot. There’s also the possibility Wicomico could be shut out in the 37B race.

But what Boda needs most now is monetary assistance. While none of the candidates have a lot of money in the bank at the moment, this is a campaign where a lot can be raised and spent in the last four weeks before the election. On payday I’m writing a check to Muir, and you should too.

A day in a campaign

It wasn’t my personal campaign, but having a couple political events scheduled the same day and a few extra dollars in my bank account (thanks to new advertisers) allowed me to make some of these gatherings and assist these great candidates.

For example, District 38B candidate Carl Anderton, Jr. held court downtown at Main Roots Coffee with a few supporters and friends. It was a relatively intimate gathering as it served as a way station between a parade in Mardela and door knocking in the morning and an afternoon Vietnam veterans event in Salisbury.

The parade was the beginning of the day for these two candidates, Christopher Adams of District 37B (holding the Coke) and District 2 County Council candidate Marc Kilmer. You’ll see Marc again in a few paragraphs.

Carl made sure to thank me for telling the truth about the MSEA Conway/Mathias flyer, although another attendee brought up the irony that the budget Conway and Mathias voted for also robbed millions promised to teacher pensions. The discussion was interesting and it allowed me to meet and speak with a person I’d not previously met who is a fan of this site.

I also spoke to Jackie Wellfonder, who introduced me to Tweetdeck. Maybe I’ll start making heads and tails of Twitter now, although the 140 characters is a problem for me. Consider that the previous sentence was just a little over 140 characters by itself and you’ll see my issue.

This afternoon’s event was the latest of a series of coffees Anderton has had at Main Roots, which ironically lies a short distance outside Carl’s crazy-quilt gerrymandered district.

But the story isn’t over yet, as I went home for a couple hours before heading over to my Central Committee cohort Bob Laun’s new place to be greeted by this spread.

I’m told that Bob and his lady friend prepared it all themselves. Complements to the chefs – it sure beat rubber chicken.

The event was on behalf of Marc Kilmer and drew about 30 people. It would have drawn one more but he couldn’t make it and I was told to relay a message to Marc and crew, which I did. (I know the sender reads this site, so I can be cryptic like that and know it was received.)

Unlike some other fundraising events, there weren’t formal remarks by the host – instead, Marc smartly circulated between the gatherings which naturally sprung up in various areas inside and outside the house. Having two young children to look out for helps in that regard as well.

I did catch up to Kilmer, who’s on the left in this photo, with host Laun in the center and Delmar Commissioner Bunky Luffman on the right. Bunky is Anderton’s campaign manager so I saw him at both events, too – same goes for Anderton, Shawn Jester, Jackie Wellfonder, Christopher Adams, and Muir Boda.

As I noted, many of those there had also been at the Mardela parade in the morning, so we were regaled by tales of several candidates and how they fared there.

While there wasn’t anything earth-shattering said at either event, I did get a good quote from Anderton at his coffee. We were discussing how I was frustrated about Larry Hogan’s reticence to address more than a few issues, and I noted I wasn’t a one-issue guy. Carl isn’t either: “I’m not a one-issue guy, I’m an eighty-issue guy,” he said, referring to the number of tax and fee increases we’ve endured over the last several years.

And while it’s not necessarily related, watch me tie this in to my point. I was walking over to Main Roots from where I parked down Main Street, when I saw this development.

If that building looks familiar to my readers, let me remind you of where I was on a Third Friday two years ago. Ironically, I wrote then about another failed restaurant that begat yet another failure before its current iteration as Roadie Joe’s.

But we face a choice this year. Surely the owner of this new enterprise has tied his dreams – and probably a fair share of borrowed money – into this forthcoming restaurant, slated to open in June per this piece at the One Salisbury blog. (That’s how I knew to look for it.) There’s no doubt the business will sink or swim on the quality of its food and service, but the question is how much of an incentive or boost can the state and local government give this entrepreneur by assisting him as needed, staying out of the way the rest of the time, and not penalizing him if he’s successful by punitive taxation? After all, he could have just as easily opened in Delaware.

If we stay on the same old path we’ve trod over the last eight years, it’s likely to act as an economic headwind which will make success far more elusive. But going in a different direction might just open the door enough for him to break through and make Echelon a success. Those candidates I supported today – and other conservatives of like mind – will be the ones who can help him be successful if the other ingredients are present.

2014 Wicomico County NAACP forum draws county candidates (part 2)

On Friday I discussed the portion of the forum dealing with the aspirants for County Executive, so today I turn my attention to those running for the seven County Council seats. A total of 15 people are running for these seats, and 13 of them stated their case on Thursday night. Just as a reminder, the forum was hosted by the Wicomico County NAACP and its president, Mary Ashanti, and moderated by Orville Penn, a veteran of these affairs.

I’ll begin with the four who are running for two at-large seats – in order of presentation they are John Cannon, Laura Mitchell, Matt Holloway, and Muir Boda. They dealt with a little different set of questions, being queried about the prospects of funding the Chipman Center where the forum was held, the merits of an elected school board, an increase in the minimum wage, and thoughts on a race relations commission.

John Cannon served on the County Council as an at-large member from 2006-10 before an unsuccessful run for state delegate pushed him off the political stage. He agreed job growth and restoring our economic base would be “important goals to set,” believing that the pieces, such as the local universities and Peninsula Regional Medical Center, were in place and would be “the one tide which would raise all boats.”

Obviously John was kidding when he told moderator Orville Penn that “we’ll give you the Taj Mahal here” when referring to the Chipman Center, but he used that question as a springboard to state the case that the state had “absolutely ripped our budget” over the last few years through reductions in highway user money and passing along teacher pensions, among other things. We would have to figure out how to raise money on our own, continued John, and job growth was key. “We’re not going to increase taxes,” said Cannon, but if we can improve the economic situation we can “look after citizens as a whole” and try to find resources for needs such as the Chipman Center.

“I would like to see an elected school board,” said Cannon. He respected the Board of Education’s work, but would like to see more accountability because he was concerned about their audit. Moreover, while spending for the rest of government was perpetually on the chopping block during his previous tenure on County Council, he “never felt as if the school board was really on board to make the same cuts that they should have been doing.”

As for the minimum wage, Cannon asserted that at least one of two things would occur if the minimum was raised, if not both: overall price inflation and cuts in hours and jobs. He reminded the audience that the CBO predicted at least 500,000 jobs lost nationwide if the national minimum was increased to $10.10 an hour and that only 19% of the individuals below poverty level would be helped. The alternative, John continued, was an increase in the earned income tax credit, whether at the state or federal level.

A commission on race relation “would be a great idea,” Cannon said. He advocated “asset building,” where all local resources are brought together to address the issue. He concluded his remarks by noting that serving on the Council heightens awareness and is like getting a “master’s degree in all areas.”

A current elected official in a similar office is seeking a Council seat as well. Laura Mitchell was elected to Salisbury City Council in 2011 and is running from the cover of that seat for a county post. But in addressing those who believe government should be run like a business, she said, “really, you don’t, because businesses are there to make a profit, and we don’t want our government to make a profit. They should do exactly what their mandate is.” She’s tried to instill that in the city and wants to bring it to the county.

“There is a role for the county to play” in restoring the Chipman Center, said Laura. It could be the “connector” for funding and volunteers, but she agreed there is some responsibility for the city and county.

Regarding the school board, Mitchell told those assembled that “as far as I would be willing to go is a hybrid” school board with both appointees and elected members. Rather than being more accountable, she thought those elected would be more beholden to their donors and not the students. She argued that there’s a balance with an appointed board, and that members who serve at the pleasure of the Governor could be more easily removed as opposed to conducting a recall election.

Laura was in support of a minimum wage increase, asserting many who would be helped were single mothers; furthermore, “minimum wage needs to keep pace with inflation…it would be at about $10.40 had it kept pace.” As for employers, “this is one of those costs of doing business,” said Mitchell, lumping it in with other costs such as materials. She argued that it would be better to raise the minimum, otherwise “it’s more beneficial for them to sit home and collect a check (because) they can’t afford to go to work.”

A race relations committee was a great idea, but the need was larger than just a committee would provide. “It is our job to start that conversation,” she added. But with several different organizations chasing the same goal, an “asset map” would be helpful in determining a course of action, although the existing Safe Streets program is already working in that direction.

After remarking how she loves learning new things, Mitchell concluded that while she loves what they’ve been able to do at the city level, she’s run into some “stumbling blocks” on the county side – we needed more partnerships between the county and municipalities.

Of the two current at-large members of County Council, only Matt Holloway is seeking re-election as Bob Culver is running for County Executive. He originally ran in 2010 to provide a perspective from the agricultural community, stressing property rights. In the time since he’s come on board, he’s become the “bridge builder,” believing the relationship with the County Executive “is stronger than it’s ever been,” as is our relationship with the state. Matt also touted his membership on two governor-appointed committees, the Sustainable Growth Commission and the Critical Areas Commission. “I bring a lot of things to the table,” said Matt.

Restoring historic buildings was one of the county’s functions, remarked Matt regarding the Chipman Center, much like the county has an interest in keeping up the Pemberton estate and the old courthouse, which is in need of renovations. County government “could play a role” in resoring Chipman.

Matt also favored an elected school board, touching on Mitchell’s objection because he felt it would be a good thing if members felt like they owed someone. “They would feel like they’re responsible to the taxpayer,” said Matt. “It’s about accountability.” He was okay with a hybrid board as an interim step.

In discussing the minimum wage increase, though, Matt conceded the county has little role. But an increase “could be very detrimental” to the climate they were trying to create with recent tax reforms. “I don’t think the time is right,” said Matt.

Matt argued that many of the current committees formed by the Council were already diverse, but before establishing a citizens’ race relations committee, we should get the key players together and “come up with a game plan first.” He concluded in his closing remarks that he had helped the minority community by improving education, law enforcement, and business.

Muir Boda is no stranger to the ballot; this is his fourth run for elective office after bids for Salisbury City Council in 2009 and 2011 and Congress in 2012.

But he saw they key issues as a three-legged stool, with curtailing crime, providing educational opportunity, and improving the economic climate being the three legs. “All three have to work,” said Boda.

In restoring the Chipman Center, Boda would support a partnership between the county, city, and Community Foundation – they would be “the avenue we could go through first.” They could help raise the appropriate funds.

While Boda also preferred an elected school board, he also had a stipulation for a hybrid model where appointees would be determined locally rather than by Annapolis, which has no local accountability.

Since Muir has a position where he works with a lot of younger workers who make minimum wage, he could point out that there were a lot of things they could not legally do, such as run machinery. They were only useful in certain positions. Small businesses would cut positions and hours, he argued. “We have to understand what entry-level positions are to companies,” added Boda.

Boda returned to his three-legged stool analogy in describing his thoughts on race relations, citing the High Point initiative as well. “Everything has to be seamless…if you have skyrocketing crime rates, it’s going to affect companies that want to come here and invest in our community,” said Muir. “This (commission) is one piece of the puzzle.” He got to buttress his points because he gave his closing statement immediately after his answer to the previous question.

Compared to the lengthy segment dealing with the at-large Council candidates, the district races were quite brief.

In District 1, two of the three contenders came to discuss the issues.

McKinley Hayward was making his second try at the District 1 Council seat, having lost in the 2006 primary to current seatholder Sheree Sample-Hughes. If elected, he said, “I don’t want to be a political figure, I want to be a working figure for Wicomico County.”

When asked what the three biggest challenges to Wicomico County were, Hayward cited four: “empowering our community through jobs, education, housing, and employment.” Creating a good job which would enable workers to invest in their own homes was his goal, and Hayward saw high-tech jobs as the ticket. “I want Rick Pollitt to hear this – we need to invest in our future,” Hayward said. “Fruitland had a vision,” he continued, but what about the Mardela end of the county? Thousands go to Ocean City every weekend, but “we don’t get a dime of that money.”

The key to doing that would be encouraging vocational education and on-the-job training. “You could be a barber and be successful – every man in here has to get a haircut,” exclaimed Hayward.  He went on, “Every kid that graduates from high school should graduate with a resume.”

As for the idea of a race relations committee, McKinley didn’t know if that would solve the problem. He saw it as something more deep-seated.

“I run a playground during the summer at Lake Street,” he said. “My kids see a policeman, they run from him…the only time a black kid sees a policeman, he thinks he’s coming to arrest someone.” It’s a “stigma” we need to get out of in Wicomico County, added Hayward. But if he wins, “no one’s going to be safe” in government because he would do what he feels is best for the county.

One of two opponents for Hayward, Ernest Davis, cited his experience with the Maryland State Police and two businesses he’s created, along with his belief that “I’m a working person” as part of his calling card. His key issues were education, economic growth, and agriculture. This worked out well with the next question, where Davis expanded on these issues, particularly in agriculture. He warned that phosphorus regulations could hurt the local agricultural industry, leading to dire consequences. We also needed to promote our county’s educational institutions and proximity to Wallops Island. “That thing is growing leaps and bounds,” Davis added.

Davis also advocated bringing all the parties to the table in dealing with race relations, rather than pulling in several different directions.

But returning to his three main points for his close, Ernest believed that, “Wicomico needs to start tooting its own horn (and) standing on its own two feet.”

The third candidate in the District 1 race, Marvin Ames, was absent from the forum. Similarly, District 2 candidate Kirby Travers missed the affair, giving Marc Kilmer an opportunity to go through his first forum without any opposition.

So Marc got to speak about those things he wanted to accomplish in making the county better for his two young children: education, having a safe community, and jobs.

The District 3 race had all three contenders, and drawing first blood for them was former County Council member Larry Dodd, who served there from 2002-06. Since 2009 he’s been a member of the Wicomico County Board of Education. It was in that vein he noted, “I’m here for your kids and the future of Wicmico County.”

In discussing job creation, Dodd made the case that “I believe in smaller government,” but maintained that education, crime control, and economic development were indeed legitimate functions of government. He praised the local vocational programs and the efforts in place to control crime, but the key was keeping kids in school.

Common Core was an issue which was brought up, but Dodd conceded it can’t be scrapped because “it’s state mandated.” But “we are working to make it better and usable,” said Larry.

Dodd chose to close in part by thanking current District 3 Council member Gail Bartkovich for her service, touting his experience and skills and pointing out “I’m invested in this community.”

In contrast, Josh Hastings was making his first run for office. His background is mainly in the land protection and environmental fields, including the Rural Maryland Council and a stint in the office of the chair of the Maryland Senate’s Education, Health, and Environmental Affairs Committee. “I’m here to protect our farms and our rural industries,” said Hastings, who would build on relationships across the state and the Shore.

Hastings didn’t believe it was the role of government to create jobs; rather, it’s the council and executive’s job to use dollars wisely and efficiently. But he felt they should have a say in how an area looks and grows.

He also admitted he didn’t know enough about Common Core to have an opinion, but would listen to the teachers.

Josh concluded that it should be possible to be the number one county in the number one state for education. We also needed to build upon what makes us special and unique, and he would “continue to build the relationships” to assist in that.

After two unsuccessful runs for County Executive, Tom Taylor decided to try for the legislative branch this time. To begin, he claimed that he “wanted to represent the largest minority in Wicomico County – the individual.” People needed to realize that Annapolis is taking our local representation away – “things are getting out of your control…we have to get control of these things.”

Taylor had an interesting take on job creation as well. “It’s not the role of government to make sure everyone has a job,” said Tom. “The role of the government is to protect individual rights and property, and protect people so they can create these jobs.” Just give businesses the opportunity to create jobs by minimizing government intrusion, said Tom.

When it came to the core curriculum, Taylor was blunt. “I don’t like my son and his education being an experiment in social engineering.” Instead, we have to rubber-stamp everything which comes from Annapolis. His goal was to maximize classroom spending.

If elected, concluded Taylor, he vowed to fight for our Constitutional and property rights. “I’ve taken it to Annapolis before,” Tom said. “I’m more of a pit bull than the lovable person you see here.” We should accomplish our goals without the fear of government intrusion.

Our final segment combined both Districts 4 and 5 because District 4 Council member John Hall is unopposed for a full term.

Hall assessed the current situation thusly: “There is a light at the end of the tunnel, and my job is not to extend the length of the tunnel.”

The first question for the group was on racial disparity in jobs and housing, and Hall agreed “we have racial and economic disparities.” While we could have committees and asset maps, “education is going to be the key.” There should be more opportunities for the 36% of Wicomico County residents who are minorities. And when asked how the Board of Education could be more efficient, Hall advocated for an elected board.

But in his conclusion, John conceded “we’re living in a difficult time.” He also asked people to be “role models, not roadblocks.”

Representing District 5 since 2006, Joe Holloway reminded us that “we started in the recession.” And among those tough decisions to slice up the financial pie, finding out about the Board of Education audit was “very disappointing.” He even was surprised to agree with the Daily Times assessment of the situation as a “financial failure.”

Assistance in getting jobs back would come from reducing the impact fees, which now seems to have the County Executive on board because much of that housing growth was going to Sussex County, Delaware. As for raising the minimum wage, “I have a little problem with raising the minimum wage.” It’s a “training ground,” he continued. Moreover, the salaries of those who make a little bit over the minimum would have to go up as well. “I see a big jump in unemployment,” Joe said. He hoped that $10.10 was just a negotiating ploy and a lesser amount would be acceptable.

“It’s no secret I support an elected school board,” continued Joe. And it was an issue where, despite the fact that those things the Board of Education was spending on were within their policies, Joe reminded us he had “caught hell” for bringing up these same problems five years ago. An elected school board would be a good “first step.”

And after picking on the school board, in his conclusion Joe decided “to pick on Annapolis a little bit.” He warned that “if we’re not careful, Annapolis is going to run the poultry industry off the Eastern Shore…we will be a ghost town.” Everyone in county government was on board with that, and while the idea of job creation was great we need to consider how to keep the jobs we have. “We’re not sitting up there twiddling our thumbs,” concluded Joe.

Ron Pagano had a different tack on many issues. As an job creator and advocate for the disabled, among other groups, he wanted to provide equal opportunity, better housing, and improved public transportation, which was a cause dear to him. He wanted to keep our kids here, as “our kids should always be part of our vision.”

Ron also vowed to “talk to anyone about job creation,” but differed from most of the others in supporting a “fair” minimum wage. “$7.25 an hour is not enough to raise a family, let alone doing anything outside buying bread and milk,” said Pagano. A smaller minimum also drives up the cost of the SNAP program, he argued.

He also took a moment to express his support of a “biracial commission,” recalling a similar organization existed in the days when U.S. 13 and U.S. 50 were built and that era’s “tearing apart of neighborhoods.”

Pagano agreed the Board of Education audit “isn’t pretty,” but wanted to see what the Sage Policy Group report had to say. But he defended the Board, stating “as an attorney, I always knew there was two sides to every story.” He was against an elected board, saying “the problem with an elected board is that no one wants to run,” particularly with the financial disclosure reports required. He also pointed out the “balance” between parties.

He summed up by revisiting job creation. “I want to focus on bringing jobs to this community,” noting that Wor-Wic Community College will customize training programs to various companies. Ron also sought to establish partnerships, particularly with NASA Wallops: “I personally will go to NASA Wallops and speak to the director there – I’ll speak to whoever wants to create jobs here.” Given that we have job creators like Jubilant Cadista – which, Ron noted, has created 300 local jobs in the last 7 years and is on track for 200 more – “obviously there is something about Wicomico County that appealed to Jubilant Cadista, and we can appeal to others as well. I will promise you I will bring jobs to the county,” Pagano concluded.

After 2 1/2 hours, the forum came to a close and the 60 to 70 people who crammed into the room went their separate ways. Among those offices covered in the event, the fields for county executive and County Council Districts 2 and 5 are set since only one from each party filed. District 1 will be decided in the Democratic primary since no Republican filed, and District 4’s John Hall is unopposed. Out of all those there, only one District 3 aspirant and one for at-large will be eliminated.

But the event was useful in staking out some positions, and there will likely be several more forums for candidates to attend in upcoming weeks.

A look ahead: 2014 in Wicomico County

I covered some of the events from this year last night, but as we enter 2014 some interesting political campaigns and battles are taking shape.

The largest question for 2014 will obviously be who gets the keys for the next four years as County Executive, with the sidebar being whether he, along with County Council and some other leadership, will be paid more. I suspect the latter measure will be voted in with a close vote, as the County Council seems to have its Republicans divided into two groups of three, one being much less fiscally conservative than the other and carrying a 4-3 vote when they side with the lone Democrat.

As for that County Executive race, Republican County Council at-large member Bob Culver announced earlier this month that he would seek the office for a second time, with current County Executive Rick Pollitt planning to file for a third term next month. Pollitt is the only chief executive the county has known, winning the position in 2006 over Republican Ron Alessi and narrowly escaping a challenge from first-time officeseeker Joe Ollinger in 2010. Culver has a history in running for County Executive, though; finishing a distant third in the three-way GOP primary race in 2006 with 23% of the vote. And while he managed to win an at-large County Council seat in 2010, he was second overall to political neophyte Matt Holloway.

Whoever wins the County Executive race, he will be dealing with a radically revised County Council. Much like the 2006 election, which marked the end of a commission style of government with the Council serving as leadership, the 2014 balloting will result in large turnover. That 2006 campaign featured none of the four incumbent Democrats, all of whom decided not to seek another term as legislators rather than commissioners, while one of the three Republicans lost in the primary. Eight years later, while Matt Holloway has filed for another term at large, Culver will seek the County Executive position and leave the other at-large seat to another. Republican Muir Boda is thus far the only other one to file.

The districts will be where the real change occurs, though. Not only were some of the battle lines radically redrawn by redistricting, but only District 5 Council member Joe Holloway is truly seeking re-election, since District 4’s John Hall will be running for the first time for the seat he holds. Hall was appointed in 2011 to finish the term of the late Bob Caldwell, who died in office after winning the closest county election in recent memory. Caldwell unseated incumbent Democrat David MacLeod by two votes out of 4,072 cast.

Yet three district Council members will not be seeking another term – the body’s lone Democrat, Sheree Sample-Hughes of District 1 is seeking a seat in the House of Delegates, while Stevie Prettyman in District 2 and Gail Bartkovich of District 3 opted not to stand for re-election after lengthy tenures. They were the lone holdovers in the aforementioned 2006 election, and it’s possible 2014 will be similar. Two Democrats, Ernest Davis and McKinley Hayward, have already filed in District 1; meanwhile, the District 2 seat has attracted Republican Marc Kilmer.

For the most part, other county offices will hold their status quo as most incumbents have already filed for re-election. The only turnover will be in the Orphan’s Court, where two of the three current members had previously indicated their current term would be their last. Republican Grover Cantwell has already filed, but will likely be joined by a host of others from both parties – raising the prospect of contested primaries on both sides.

And while many of these officers will receive a modest bump in their paychecks in 2015, they will be hoping that 2014 brings a resolution to a number of nagging issues. Our small county can’t do a whole lot to improve the national economy, but financial pressures brought on by a shrinking income tax base and flagging property values will press County Executive Pollitt to submit a far leaner budget than he might like in an election year. While the state gave Pollitt an “out” by allowing him a workaround to the county’s revenue cap to fund local schools, the money may not be there for everything government wants – particlarly since the other end of that state deal was a larger maintenance of effort requirement. It’s noteworthy that Pollitt was vague about 2014 plans in his recent State of the County address.

The state mandates will also affect our planning. Our development is currently stymied by state law, which severely curtails the subdivision of land in areas not served by a municipal sewage system because we haven’t submitted an approved tier map. Wicomico County is closing in on a year overdue with the map, which has met resistance because farmers are understandably worried about their property values should they be placed in the most restrictive development tier. Most likely this will lead to a solution few on the local level will embrace. We also may find our county has to enact the dreaded “rain tax” since we’re one of the more populous counties not to have one yet – so we are in line.

Accountability for county schools may become an issue as well. Stymied by a legislative delegation which won’t allow the citizens a say in whether they desire an elected school board because County Executive Pollitt demands public proof of favorability – despite the 6-1 vote County Council made in favor of the resolution – the alternative may indeed become one of petitioning the issue to the ballot. The end result could be a compromise to place the issue on the 2016 ballot, one which will have a larger turnout and not feature the two Delegates who have stood in the way of Wicomico County joining the vast majority of others in Maryland and across the country which have elected bodies to monitor local education.

Obviously there will be a number of other issues which crop up in the upcoming year, but as we stand here looking forward it appears the local government is far more at the mercy of their state and national counterparts than many here feel comfortable being. These entities will be looked at tomorrow and Tuesday, the final two days of a politically bruising year.

WCRC meeting – November 2013

It was our last formal meeting of the year, but it also featured a return to scheduled speakers after last month’s work session. District 37B candidates Christopher Adams and Johnny Mautz, Jr. did the honors. (Incumbent Delegate Addie Eckardt, who is seeking re-election, was also invited but could not attend.)

As always, we began with the Lord’s Prayer, Pledge of Allegiance, and introduction of an expanding roster of distinguished guests. There were probably 40 people in attendance, which has been becoming the norm as the 2014 election draws closer and closer.

One new wrinkle is that I no longer need to read the meeting minutes, which are now posted online at the WCRC website. (I updated the page last night with the 2013 minutes.) We still heard the Treasurer’s Report, though, which had the distinction of no comparison to last year’s totals. (You may recall our November, 2012 meeting was wiped out due to the aftermath of flooding from Hurricane Sandy. The Chamber of Commerce building sustained serious damage from the “superstorm.”)

Neither Adams nor Mautz spoke at any great length, and mainly stuck to the generalities of introducing themselves and explaining why they were running rather than issue advocacy.

For example, Christopher Adams was right up front about it: “I’m a business person, first and foremost.” He added that he was “not necessarily comfortable” in politics, but ran because he was “frustrated with what I see in Annapolis.”

Adams recounted his experience at the state party convention over the weekend, saying it was “very exciting” to be part of the Maryland Republican Party. For him, the highlight was Senator David Brinkley’s remarks where Brinkley relayed the story of Senate President Mike Miller paying a rare visit to the GOP caucus in an effort to provide opposition to his own party’s excesses.

Speaking as a businessman, Christopher noted the state “is starting to tighten down” on businesses like his. Christopher became involved as the leader of his industry organization, as his company (Value Carpet One) was cited by the state for employment law violations which could have severely (and unfairly) impacted his company. His was a “test case” on the law, which has since been changed.

His goal was to be a true “citizen legislator” and eventually return to the business. I asked Christopher if he would term-limit himself and he indeed gave himself a two-term limit, based on the ages of his children who would be completing college by then and may wish to follow in his footsteps with the business.

On the other hand, Johnny Mautz was a little apologetic, saying he hasn’t been in Wicomico County enough. But the Talbot County native – whose “entire life has been invested in the Eastern Shore” – also made the case that his business (Carpenter Street Saloon) is “facing a lot of challenges.” Johnny described himself as a legislative lawyer in Washington by day, and a business manager at night and on the weekends.

Johnny described Maryland as “the leading edge of the progressive movement,” using the proposed phosphorus regulations as an example of our “out of touch” government.

But he also made a very salient point: many of the issues we are discussing now may be resolved by the time he would take office in 2015.

Mautz drew an interesting question from an audience member, who asked if the party was afraid to scuffle and “get its nose bloodied.” But both candidates – as well as District 38C hopeful Mary Beth Carozza, who was in attendance as well – made the case that you “have to be tactical.”

“Annapolis is a dangerous place for a Republican,” Mautz concluded.

After Jackie Wellfonder noted the passing of a longtime member, Dave Parker injected a lot of humor into his Central Committee report. But he turned serious when he called the Iran deal our “Neville Chamberlain moment.”

He also let the group know about some of the outcomes of the state convention, particularly the demise of the open primary which was not going to get a favorable vote from the Executive Committee.

Turning to local events, he reminded us that the next Central Committee meeting will be December 2. He also bemoaned the local employment picture, stating that the number employed in the county has been declining for several months on end. And as always, Dave encouraged people to run, saying the Central Committee needed some “new blood” as some members would be seeking other offices. “It takes a lot of courage” to run for office, said Dave.

John Palmer asked Dave to relate the story of Annapolis mayor-elect Mike Pantelides, who was the beneficiary of a Super Saturday which found a lot of new voters. Mary Beth Carozza chimed in at that topic, pointing out that education was needed about the process – she was getting quite a few registration changes by reminding would-be voters they have to be Republicans to vote for her in the primary election (and having the requisite cards handy.)

We got a number of quick updates from other candidates as well, with Marc Kilmer, Muir Boda, and Carozza making the rounds of constituent meetings and planning fundraisers.

But Delegate Charles Otto is a candidate as well, seeking re-election. (Even though no one in the room will be able to vote for him in 2014 because Wicomico County has been excised from his new district.) Otto gave some of his thoughts about matters being discussed, predicting the phosphorus regulations “would be devastating to us.” And even though there was no real scientific basis for the changes, the state was “just going to do it” so Martin O’Malley could have an environmental feather in his cap. But Otto warned that the “voters of Iowa listen to corn growers” and the incoming president of a national corn growers’ group hails from southern Maryland.

Otto also said that Obamacare “was what we said it was going to be” and told us the state was again facing a structural deficit of about $500-600 million.

Jackie Wellfonder mentioned one other event, a local fundraiser for gubernatorial candidate David Craig on December 1.

We also got an update on what promises to be a great WCRC Christmas Party on December 15. The WCRC will also be represented at the Jaycees Christmas Parade on December 8th, so organizers were looking for volunteers and a vehicle.

One final significant topic of discussion was brought up the owner of a local sign company, who posited that “we took down more signs in this county than we put up.” Simply put, he didn’t feel the county was friendly enough to business and pointed to the recent pullout of a proposed Cracker Barrel restaurant (as well as a TGI Friday’s) as evidence. Another member added that the county was also “very unfriendly” to transportation.

Obviously this was a pretty good time to bring up the topic with three candidates for and one sitting Delegate in attendance as well as a member of County Council and two others openly seeking to join him.

But I thought the subject was one which needed to be publicized, since he owns a business which depends heavily on other businesses to survive. His story needs to be backed up with facts and told in a larger venue than our small meeting.

Said small meeting, however, was the last such one of 2013. The WCRC will next convene (after the Christmas Parade and Christmas Party, of course) on January 27, 2014 – less than a month before the filing deadline.

WCRC meeting – October 2013

This meeting had a much different vibe than the previous three simply because there was no guest speaker. Instead, we broomed the speaker’s portion of the agenda in favor of catching up on old business and soliciting ideas for new ways of conserving our funds and raising more. Suffice to say there were plenty, which worked out well given club President Jackie Wellfonder’s request in her report to make suggestions. (One other suggestion was to post minutes rather than read them at the meeting, which took effect this month. Soon minutes of meetings extending back to 2010 will be available for online inspection.)

Now we did get our treasurer’s report, but without the physical reading of the minutes or speaker we moved rather quickly into the Chairman’s Report from Dave Parker. He related that we have a “bunch of candidates” for County Council but none had given the green light to make their plans public. Parker also reminded those attending that the Central Committee would meet one week hence in the same location so we can make plans for our state convention November 22-23 in Annapolis. He also spoke a little about the issues of gun control in the state, pointing out problems with our registration system and remarked that “everything about Obamacare is botched.”

The abbreviated schedule also enabled us to hear from a number of candidates, who updated us on their efforts.

Mary Beth Carozza, running for Delegate in District 38C, let us know she was “staying on her three tracks”: door to door, fundraising, and events. She commented that her reception had been great thus far, and “folks do want to believe” they can make a difference.

Christopher Adams, a Delegate hopeful in District 37B, credited his work over the last three years on behalf of a business group as providing the motivation for him to run. New regulations were “unpalatable” to him. He also recalled the situation where he was to testify on a sick pay bill but was cut off because the gun law had to come to a vote at the behest of the Obama administration.

Turning to local races, Marc Kilmer mentioned his work in his district as well as meeting voters at the Autumn Wine Festival. He contended, though, that “rural Wicomico County has a lot of challenges.”

Meanwhile, Muir Boda was also a fixture at many of the same events Marc had attended, but his focus of late was on local land use issues, as people were showing “a lot of concern about that” as well as about property rights. He was planning on visiting a number of local municipal meetings over the next month or so to familiarize himself with those communities.

Since the tier maps subject had come up, I took a moment to remind people that our lack of an approved map meant we could not subdivide any parcel into more than seven lots.

A less weighty subject was our annual Christmas party, which promises to be quite an event with a buffet dinner, cash bar, live and silent auctions, raffles, and entertainment by Peter’s Voice – all for $20 (or $35 for couples) with advance purchase. It will be held December 15 at Mister Paul’s Legacy from 5 to 8 p.m.

We also had a discussion of whether to enter into the Jaycees Christmas Parade, which was left unfinished until more information was gathered. Much of the conversation was about just how much exposure we would receive.

I gave an update on our candidate recruitment, which Dave Parker remarked was as good as he’d ever seen. I added that interest in the club and its events was quite strong, which led me into a report on the Good Beer and Autumn Wine Festivals. Despite the poor weather, I assessed them as vital to our mission in gathering exposure for candidates – a point echoed by many who were there.

We then batted around ideas for a spring fundraiser, with a number of recently popular events in mind. We just had to work around the Lincoln Day Dinner to be held in March 2014.

Opening up the meeting to comments from the gallery, we were asked about the idea of a “Contract with Wicomico” – an idea some favored while others disagreed.

It was also brought up that the WCRC would soon be able to accept payments online through our website, which will be of great benefit for fundraising.

Since County Council member Gail Bartkovich was in attendance, an onlooker asked what the body was up to. They had taken a short break but were preparing to tackle the aforementioned Tier Map issue in a work session, said Bartkovich.

Woody Willing piped up that 32 precincts and 10 polling places had been approved, with some more work to finish before all is complete. One new wrinkle is a requirement that all polling places allow electioneering, which some had forbidden in the past. Those will no longer be used.

This was a productive meeting – a work horse as opposed to a show horse, if you will – but our next meeting November 25 will feature local 2014 candidates as well as reaction from the state party’s Fall Convention.

2013 Autumn Wine Festival in pictures and text

Let me say right up front that if you can’t tell the difference between photos I took Saturday and those I snapped Sunday, please make an eye appointment.

It was definitely a tale of two days, but those who showed were welcomed.

While the event serves as a fundraiser for the local tourism board (as well as a signature event), the chief aim is to showcase the state’s wineries.

We’re not California, but over twenty Maryland vintners answered the call and a line stood Saturday afternoon waiting for the ribbon to be cut.

Among the local elected officials looking on were County Council members John Hall (in the blue shirt on the left) and Gail Bartkovich (next to Hall) as well as State Senator Jim Mathias (looking over the scissors in the center). Our State’s Attorney Matt Maciarello was obscured on the right, in the red.

We also had District 2 Council candidate Marc Kilmer out campaigning in the drizzle, as well as District 37B hopeful Christopher Adams. Kilmer is pictured immediately below, with Adams in the next shot.

Also dropping by but not pictured was District 38C hopeful Mary Beth Carozza.

Now one of those pictured above spent the extra money and bought the VIP pass. This entitled him to spend time and get food in this special area large enough to need two photos.

If you weren’t a VIP but wanted to learn more about wine, there was an educational tent as well.

I never noticed a lot of people in there, though. To be fair, I probably took this after the last class let out so it may not be the most flattering illustration.

As you may be able to tell, the above photo was taken on a sunny Sunday. But as Saturday wore on I took crowd photos about two hours apart – 1:30, 3:30, and 5:30. Notice the 3:30 picture and hang onto it in your mind. Yes, it was taken in a different location but that’s not why.

I like to use these to illustrate the attendance, which was shockingly good to me considering the drizzle to light rain which fell for much of the day.

So when Sunday dawned sunny and bright, it allowed me to enjoy one of my favorite parts of the day, getting those still life shots with the color a wine rack can provide. In order, these come from Costa Ventosa, Boordy, Solomons Island, and Legends wineries.

I couldn’t decide which I liked best so I said “screw it, this is my site and they’ll get all of them.” It’s the nice thing about showing up two hours before the event opens so I can set up. Beats the obligatory 1:30 crowd shot – oh wait, I think you should see that too.

Now, do you remember the 3:30 shot above and the lady mugging for the camera at the bottom? Well, she wanted her photo taken but I didn’t know how to get it to her. She and her friend were having fun. I think they said they were both middle school teachers.

This guy is always there, too.

Now I didn’t get Joe Cool from Layton’s Chance, since he managed to stay put this year, but I noticed the new Gollywobbler sign with the great classic cultural reference.

So I’m guessing we were some of the more serious people there, but I had a fun group to work with. Besides the elected officials and wannabes I already mentioned who sat in, I should thank Jackie, Shawn, Woody. Melinda, and Ann, plus Mark for the use of the tent and chairs over the last two weekends. We had a lot of fun, and it wouldn’t have been nearly as much so without their help.

So as the sun set on another October festival season, it’s worth pointing out that the stakes will be a lot higher the next time this rolls around. You can enjoy your beer or wine with the full knowledge that we will be there to spread the message to those willing to hear it. I had one lady today who was disgusted enough with the Democrats to fill out a registration change form on the spot – soon she will be in the GOP fold.

While we may be a small cog in the so-called “One Maryland” machine, we will have even more success with our festivals if the powers that be allow it by freeing those who produce from the shackles of taxation and regulation, growing the economy and producing more disposable income. If a family or couple is barely scraping by, they’re not likely to buy Maryland wine or show up for a festival. Keep that in the back of your mind for next year, and hope for good weather too.

2013 Good Beer Festival in pictures and text

I’ll charitably call it a race run on a sloppy track, but let’s just say the weather conditions kept most but the diehards away from this year’s Good Beer Festival – despite the welcoming sign from my favorite brewery.

Once I get to the upcoming Weekend of Local Rock feature you’ll better see what I mean, but for the most part Saturday’s proceedings were endured in a steady light drizzle. It’s unfortunate because there were some neat new features this weekend, like the Local Beer Garden.

Several local breweries secured a small corner for their pouring stations or a place to enjoy the product.

Another corner had a unique feature which many enjoyed and employed.

Me? I was just doing what I was told (for once.)

(Yes, I can be a smartass at times. But if you can’t have a little fun in life, why bother?)

Aside from the chalkboard, I took those shots before the event even began Saturday. Meanwhile, the volunteer pourers were receiving their final instructions.

It was only when I walked over to the ribbon cutting that the sprinkles began, literally minutes before the GBF was opened.

Among those participating were Wicomico Recreation Chairman Allen Brown (holding microphone), who actually wielded the scissors, and fellow Commission member April Jackson to his left. Elected officials flanking Brown in the background from left to right were County Council members Bob Culver, Gail Bartkovich, and Stevie Prettyman, with Delegate Addie Eckradt at the far right. Aside from a brief walkaround, though, I don’t think the elected officials stuck around.

At least I had the little sampling glass they gave out. The slips of paper served two purposes: a sticker for the event you could wear and a ballot for the Taster’s Choice Awards.

It wasn’t a complete surprise that local favorite Evolution Craft Brewing Company was knocked out of its three-time defending Taster’s Choice champion perch by the Tall Tales Brewing Company – after all, Tall Tales was the lead event sponsor. But newcomer Fin City Brewing Company from Ocean City finished third. All this was announced just before closing on Sunday.

So you could tell Saturday’s rain had its effect on the crowd. This shot was taken about 1:30, looking down the food court.

Did I say food? Yes, they had plenty of food to go with the beer, for the most part conveniently lined up along the fence line. I had some good pulled pork sliders, North Carolina style.

Yet a strange thing happened: by 4:30 there were a LOT of hungry folks despite the persistent mist. I wondered where they all came from!

As it turns out – and I was floored by this – they had 1,700 at Saturday’s event. No, it’s nowhere near record territory but for the conditions of the day I was impressed.

The crowd – and a week’s worth of rainy conditions – was already beginning to take a toll on the grassy meadow the GBF is held on.

So when I arrived Sunday morning, and found a nice puddle had collected on the roof of our tent, it was no surprise to find some no-go zones. The tape was removed before the event formally opened.

One thing I’ve noticed about the Sunday crowd (as opposed to the Saturday gathering) is that it’s somewhat smaller and many of them partake in the other amusements scattered about the grounds. Always popular on Sunday is this tent with the big screen televisions.

Others played cornhole, although this group had a different idea of the rules.

Luckily, I think she missed – didn’t need an Orlando Brown incident at the GBF.

Meanwhile, this little game can be maddeningly addictive. I keep coming thisclose to hooking it.

Sunday also brought the home brewers out, with their own contest and enclave.

I don’t recall who won, but it was with a fruit-based home brew. It’s worth pointing out that, in the spirit of the Halloween season, a number of breweries had pumpkin-based beer. There was also one concoction featuring Old Bay I didn’t try and the 16 Mile Killer Tiller Brown Ale, which I did. That stuff BURNED all the way down. I’ll stick with the Blues’ Golden Ale (which, sadly, wasn’t on tap there), thanks.

It’s also a more intimate gathering. My guess is that attendance was about 1,000. You’ll notice in my 1:30 shot that it’s cloudy but the rain held off all day.

I know I’ve discussed the more humorous signage at the Autumn Wine Festival and Pork in the Park, and the brewers are beginning to catch up.

And if you wanted to flaunt your drunken humor I’m sure these guys had the shirt for you.

But perhaps most emblematic of the rollicking, fun-loving spirit of the Good Beer Festival were these young ladies who happened to be next door to us. (No, not the guys in the kilts.)

Where else could you do this?

The Salisbury Roller Girls aren’t a new group and they’re regulars at Third Friday. But I found out that they have Old Bay as one sponsor and they were using the arm wrestling as a fundraiser along with shirt sales and such. It takes money to get the rinks, hire the refs, and travel around the region playing teams like the New Jersey Hellrazors or Black Rose Rotten Cherries.

So why was our humble group of Republicans there? Because the Democrats weren’t!

Among my Sunday volunteers was County Council candidate Muir Boda, who’s in the center between Greg Belcher and Shawn Jester.

Shawn is also in this shot with District 38C hopeful Mary Beth Carozza, who stopped by with the signs and magnets you see in the above picture. And remember that name of Shawn Jester; I think you’ll be reading it in the future here.

So I’d like to take this opportunity to thank my volunteers: not just Shawn, Muir, and Greg, but Phil, Bob, and Bunky as well. It made for an enjoyable weekend – and wasn’t that the point? Giving out literature, meeting Republicans who urged us to keep up the fight, and recruiting new potential Wicomico County Republican Club members is great, but the idea is to be in the community and enjoy being there.

2013 Wicomico Farm and Home Show in pictures and text

Most counties have a traditional county fair, but ours does it a little differently as they bill it the Farm and Home Show. But it’s on the 77th annual rendition, and as always they promised a whale of a time.

Actually, this 70′ long whale replica came from the National Aquarium in Baltimore. Not to be outdone in the aquatic wars, the Phillips Wharf Environmental Center brought out their Fishmobile.

Somewhat more on the exotic side were these alpacas, which are raised locally for their wool. They are not camera-shy, either.

Yet while all three had their patrons, the WFHS still had its bread and butter of more mainstream, rural attractions, like this mechanical bull.

This was accompanied by a somewhat obnoxious huckster who probably made his money off the photos he was selling for $5 a pop. Nice work if you can get it, I suppose.

But much more work went into the exhibits which were spread throughout the Farm and Home Show’s exhibit hall and show areas outside. Whether it was produce…

…or livestock…

…or horsemanship…

…dozens of youth and adult participants competed for the elusive blue ribbons and best of show designations. And it wasn’t just in those categories – photography holds a special place in my heart as well.

You likely can’t see it on the left, but one of my fiance Kim’s pictures is there with a blue ribbon on it, denoting it won its subcategory. On the right is one of her daughter’s photos, with not just a blue ribbon for subcategory but a purple one denoting “Best of Show” out of the entire junior division.

I also happen to know the woman who swept the adult “Best of Show” divisions, and it was no surprise Francie Davis won those because she’s won at the Delaware State Fair before. I’ve seen her work there and she’s quite good.

Yet there were other competitions held at the Farm and Home Show. Over the course of Saturday afternoon the antique tractor pull pitted man and machine against weight and mean old Mr. Gravity.

If you liked smoky and noisy, that was the event for you. And the kids even got to join in the fun – with pedal power, of course.

This big kid likes to see cars which were around when he was a little one – yes, I am a sucker for a car show.

This old Ford Fairlane was fascinating with its retractable hardtop. Not sure I’d be a big fan of what would then be a trunkless car, which is probably why the concept never caught on.

But I do like the more exotic models – not necessarily the 1950s-era Bentley someone brought, but this old Nash Rambler.

I’m of an age where I remember a dashboard full of doodads like this one.

And there’s other interesting detail as well. How did we survive with these bumpers?

I’d be curious to know where this was in Millsboro. This dealership has probably been out of existence for forty years or more, but lives on with the nameplate.

There were also people hawking their wares. One of the more interesting people I ran across was E. Dee Monnen, who is an author and one-time president of our Wicomico County Republican Club. So what does she mainly write on? Old-time baseball.

As I found out, her interest in the sport came from her grandfather. He was a contemporary of the legendary Washington Senators pitcher Walter Johnson and was, in fact, his first mound opponent, she claimed.

Of course, I was there to handle the Republican table at the event. Muir Boda took my pic there, with longtime volunteer Bob Miller on the far left (a rarity.)

Apparently, though, I missed out on many of the politicians who dropped in. While I saw County Council members Joe Holloway and Bob Culver in my rounds today, apparently Delegate Jeannie Haddaway-Riccio, Delegate candidate Mary Beth Carozza, and Delegate Charles Otto were supporters of the auction they held Friday night and Delegate Ron George dropped by yesterday to say hello and drop off some “Ron George for Governor” yard signs (which, by the way, are in my possession at the moment.)

I also saw this worst-kept secret made official.

Looks like Jim Mathias has a fight on his hands.

But as another Wicomico Farm and Home Show went into the books, one has to ponder if it’s going the way of these tractors: old and functional, but symbols of another time passed by.

I saw quite a few kids there, but many more gray hairs. If the WFHS is to survive, I think it needs to find some more items to cater to a younger crowd. It’s most likely the Wicomico GOP will remain there as supporters, but they truly need to figure out a way to increase attendance. There’s no admission fee so no one really counts the patrons, but if there were 500 people on the grounds at any one time (including workers and help) I would be surprised.

Maybe it’s time for a fresh approach. If antique tractors and cars can be made into works of art, so can this event.

Update: Speaking of antique tractors, I wanted to point out one more thing and it actually works into the theme with which I concluded.

I don’t know the woman personally, but being in the farming environment I’m sure Katie Howard has earned every one of her gray hairs. Yet that didn’t stop her from getting off the sidelines and trying her first “hook” as a tractor puller.

She didn’t win her class, but she pulled it a respectable distance – more than some of the others pulled. A little more speed and she would have done even better; of course, that knowledge comes from experience and she could be better next time around.

It’s that combination of experience and willingness to try something new which often leads to success, and it’s a lesson for the WHFS to learn for the 78th rendition next year.

Weighing in on the Salisbury races

Yes, I know it’s Easter Sunday, so I wish my believing readers a happy Easter – He is risen!

But on Tuesday, Salisbury voters will head to the polls to elect their mayor and two of five City Council members in the last partial election before changes in 2015 would require all Council members and the mayor be elected simultaneously. So in essence we are picking some of these Council members and mayor for a half-term to be completed in the fall of 2015.

Honestly, it probably doesn’t matter who gets elected in District 1 because they will be advocates for the city’s minority population getting theirs rather than necessarily the benefits of the city as a whole. I heard a lot of complaining from the three women who are running about what the city didn’t do for their district, and while we all want the benefit of good jobs their district in particular is the product of people who made a lot of bad life choices. We also all want a thriving minority community, but it should be in the context of a thriving community as a whole. Moreover, in 2015 that district will double in size and become home to two Council members if the plans remain the same.

But while I can dismiss the District 1 race quickly, I have a lot to say about the mayor’s race.

In 2009, Jim Ireton told us that help was on the way. Well, the city isn’t exactly thriving, and it’s spent a lot of money just to maintain its place on the treadmill. Furthermore, it appears that even more money will have to be spent thanks to government mandates to clean up Chesapeake Bay – despite the fact millions have already been spent on what was supposed to be a state-of-the-art wastewater treatment plant. Meanwhile, Jim touts a lot of “accomplishments” which any halfway decent mayor should have been able to do in his sleep. This is what Jim lists on his website as “Improving Salisbury”:

Third Friday, The city’s first Latino Festival, lowering business capacity fees, people returning to downtown, the city dog park, improvements at Bateman/Onley Road. These are just a few of the important improvements to Salisbury that have happened while Jim has been Mayor. Coalitions across Salisbury have worked with Jim and city staff to move projects forward. Jim led the way on the city’s comprehensive plan, fought for and won a 60% reduction in business capacity fees, and hasn’t raised property taxes his entire time in office.

Jim has aggressively used the city’s revolving loan fund program to help businesses like Mojo’s, and he’s ordered the demolition of five slum properties and worked to close and demolish the Thrift Travel Inn.

Well, no wonder MoJo’s donated to his campaign! I’m just surprised they didn’t max out. But when you think about it – is that a worthy resume of four years in office? Oh, and he claims violent crime dropped 41 percent and he hired the first female chief of police.

But the city still struggles with the same problems it did four years ago. Some things are different and some things are changed, but we still seem to be only treading water. The situation was ripe for a good opponent; instead, we got Joe Albero.

Joe Albero claims to be a successful (now-retired) businessman who would bring that experience to Salisbury. Yet I have to question that because I’ve never seen any of the businesses he created – it’s not like I drive by any of them in my daily rounds as I would a restaurant, a haberdashery, or a manufacturing plant. From what I have gathered, the business he owns works in the lighting field but there are no local jobs being created that I’m aware of. One would think he would point with pride to these businesses and say, see what success I have achieved? But he doesn’t even have a functional “Albero for Mayor” website.

Now I will say Joe has a website which apparently attracts a fair number of readers and is chock full of ads from local businesses who supposedly pay $100 a month for the privilege. If you want to count that as a successful business I suppose you could but consider how he got it to be a successful business – it wasn’t through good customer service or promoting a quality product. I’ve spoken to observers who liken visiting the site to seeing highlights of the 14-car NASCAR pileup – you know it’s wrong, but you can’t help but watch.

So those are Salisbury’s choices for mayor for the next 31 months. I really can’t recommend either of them; although Albero talks a good game I simply have a trust issue with him from past experience.

Yet on the City Council District 2 side, I can provide you with a clear choice.

I can’t fault Jake Day either for trying or for having some sound ideas; moreover, he’s the only candidate who knocked on my door. But I’m troubled by a number of items in his elaborate plan for Salisbury.

I don’t believe one can force the market to adapt to retail, nor can we goose a demand for downtown/urban housing without some kind of subsidy. Day seemingly envisions a Salisbury where all the new housing in certain areas is attached to retail below – of course, the question is whether there is a market for either option considering we have a number of these housing units already available. (One example is the building Albero lives in, which insofar as I recall hadn’t had its apartments leased in several years until Albero himself moved in.)

And while it would be nice to create a Salisbury Boulevard which is more attractive, I have to wonder where the money for these improvements will come from and also how it will affect traffic flow. Day advocates for an expansion of mass transit between Salisbury University and downtown, and seems to focus most of his energy on building up the central city.

He’s also an advocate of LEED design, which is great for energy efficiency but not so good for property rights or inexpensive building. As I’ve often stated, I like a payback period for investment in energy savings of five years or less and, although I haven’t kept up with the LEED field over the last few years, it was heading in a direction even more disdainful of property rights and toward central planning. The words “transit-oriented development” may not mean much to you, but to me it means attempting to do away with the automobile and the freedom it provides.

Over the last few weeks, it’s become apparent that Day was Jim Ireton’s handpicked minion for City Council, and I didn’t support Jim Ireton the first time he ran.

Me, I would rather have a fiscal watchdog on City Council:

Yes, it’s a video which isn’t all that slickly produced and, to be quite honest, I’m not sure how River’s Edge isn’t going to be the same black hole that’s already sitting on the site, just a little farther along. Color me skeptical.

But when the word “no” is justified, I want someone who knows how to say it. Consider Debbie Campbell as a check and balance to the far-left intentions of Jim Ireton. I’ll be quite honest: I didn’t vote for her the last time she ran because I thought Muir Boda would do an even better job, and it’s too bad he didn’t run this time. I was hoping Jack Heath would finish in the top two (and I voted for him, despite his somewhat lackluster campaign) so I’d have a better, more conservative choice than I have with Day in the field; alas, it was not to be.

Will the infighting on City Council continue with Campbell remaining in place? Sadly, the answer is probably “yes.” But I’d rather have a little friction and the assurance someone is watching out for my interests than smooth sailing toward oblivion. I honestly suspect all of the realtors and contractors who have donated to Day will be lined up looking for their palms to be greased later this month if Day is sworn in.

Unfortunately, that joining at the hip of Day and Ireton has also led to the thought that Campbell and Albero are, too. But I haven’t seen Campbell and Albero out campaigning together, and while they may share some of the same goals I’m not taking the package deal. I’m hoping those of us on the local Republican Central Committee can work on getting a better, full slate of candidates before voters in 2015, since it would be a four-year term (and perhaps five separate districts, a Day idea I could endorse.)

But overall the choice for District 2 is clear: let’s get some honest-to-goodness business going in Salisbury, not pay-for-play. Vote for Debbie Campbell on Tuesday.

One happy party

Lost in the post-election hangover and finger-pointing was something which could either be good news or bad news for Maryland Republicans: the Libertarian Party is assured of a place on the 2014 ballot. My friend Muir Boda provides some background:

Election results in Maryland showed positive results for Maryland Libertarians. Muir Boda, the Libertarian candidate for Congress in Maryland’s 1st District received nearly 12,000 votes at 3.8%.  Even more exciting the Libertarian Candidate for President, Governor Gary Johnson, received over 21,000 votes and 1.1% of the vote. This secures ballot access for the Libertarian Party in Maryland through 2016, which will save Maryland Taxpayers hundreds of thousands of dollars.

However, I’m not sure of Boda’s interpretation of the law about 2016, as Maryland election law states on minor parties:

The political party shall retain its status as a political party through either of the following:

(i) if the political party has nominated a candidate for the highest office on the ballot in a statewide general election, and the candidate receives at least 1% of the total vote for that office, the political party shall retain its status through December 31 in the year of the next following general election; or

(ii) if the State voter registration totals, as of December 31, show that at least 1% of the State’s registered voters are affiliated with the political party, the political party shall retain its status until the next following December 31.

Unless the Maryland Libertarian Party can get to and stay at a figure of about 36,022 registered voters (they had 10,682 at last report) my reading of that law means they only have 2014 ballot access.

Boda can boast, however, that he was the leading vote-getter of the eight Libertarians who ran for Congress in Maryland as he received 3.8% of the overall vote. If extrapolated statewide, Boda and his 12,522 votes would have easily topped the actual statewide candidates (U.S. Senate hopeful Dean Ahmad and Presidential candidate Gary Johnson) because neither had topped 30,000 votes as of the last round of counting. The First District has been very libertarian-friendly over the last three cycles, with Boda and 2008-10 candidate Richard Davis getting an increasing share of votes each time. Muir has a chance at beating Davis’s 3.79% in 2010 if he can hang on to his current percentage.

So what does that mean for the Maryland GOP? Well, obviously there is a small but significant part of the electorate which is dissatisfied with the moderate establishment of the Republican party, so much so that they would “throw away” their vote on a third party. Perhaps one factor in this was the fact Andy Harris was widely expected to crush his competition so a Libertarian vote was a safe “message” vote, but I think this 1 to 4 percent of the electorate is just as important as the 3 to 5 percent of the electorate which is gay – and we certainly bent over backwards to accommodate them in this election, didn’t we? (Granted, those two groups aren’t mutually exclusive but hopefully you see the point.)

While I’m discussing my Libertarian friend, I think it’s important to bring up an article he penned for Examiner.com. In that piece, he opens:

The utter failure of the Republican Party to embrace and acknowledge the millions of people that Ron Paul had energized over the last five years not only cost Mitt Romney the election, it may very well hinder the growth of the GOP. This is the result of a political party bent on preserving the status quo and adhering to its very principles.

He goes on to allege that “Mitt Romney did not have to cheat to win the Republican nomination, but he did anyway.”

Besides the fact I think his statement on principles is perhaps not artfully worded – if not for principles, why would a political party exist? – I also think Boda’s article loses a little bit of steam in the middle when he writes about the back-and-forth between the two parties. Republicans and Democrats exist in a manner akin to the way two siblings get along, with the bickering coming to a head at election time, and unfortunately Muir falls into the trap of believing there’s not a dime’s worth of difference between the two parties.

But his opening paragraph and closing statement are fairly close to hitting the bullseye given the state of the national GOP as it relates to outsiders like the TEA Party. I’ll put it this way: given the general attitude of the mainstream media about the Republican Party, would it have hurt to follow the rules which were originally established and not shut out the Paul delegates? Yes, the convention may have served less as a Romney/Ryan coronation, but with the rules shenanigans that occurred there we had plenty of controversy anyway. I’m sure some percentage of them came around, decided to bite the bullet, and voted for Mitt Romney, but a lot of those folks didn’t vote, didn’t volunteer, and didn’t send in money.

Boda concludes:

The unfortunate truth is that Republicans had their chance to roll back regulations, reform the tax system and address other issues such as Social Security and Medicare. Yet, they became worried more about retaining power and keeping us at war than protecting our liberties.

Now I disagree with the specifics of this passage simply because the entire idea of a political party is “retaining power” and we were warned the battle against Islamic terror would be a long one. But in a sense Boda is correct as the last Republican president – with the help of a Republican-led Congress – worked to expand federal involvement in education (No Child Left Behind) and created another entitlement program with Medicare Part D. In the end, those will be more expensive than the oft-quoted passage by liberals about “putting two wars on a credit card.” Nor should we forget that President Bush had a plan to address Social Security, but demagoguery by Democrats and the AARP (but I repeat myself) nixed that thought.

Of course some are going to say that the idea of a competitor whose party mainly siphons votes from our side should be dismissed. But, unlike some of those in the Maryland GOP establishment, to me it’s principle over party and I’m conservative before I’m Republican. My job is to marry the two concepts together and win the battle of ideas, which in turn will lead to winning elections – even over the Libertarian candidates.

Election Day 2012 in pictures and text

To be honest, the picture part of this will be pretty lean. But here’s one of all the signage lined up along Glen Avenue:

This Election Day was a little unusual because I had to work – in previous years I was able to use a vacation day but my outside job is extremely busy this time of year. So I didn’t get to my assigned polling place (which happens to also be my voting location) until about 2:30.

As I noted on Facebook, the Obama representative was already there.

It is worth noting that in the time I was there I had only a few campaigners keep me company: one from the Bongino campaign who was there throughout, one volunteer representing the Maryland Marriage Alliance who was there about 3/4 of the time (and had also been there in the morning), a Democratic operative who was there for perhaps a couple hours, and at the tail end this guy:

Truthfully, by the time Muir got there I’m not sure it did much good, nor did about half of the 130 or so palm cards I had regarding the ballot questions. But he did get almost 4% of the vote, in line with previous LP candidates here.

One thing I noticed about this polling place – perhaps as opposed to the Delmarva Evangelistic Church where I had worked a couple times before and perhaps due to early voting – was that business just died after 6 p.m. or so. Once the rush of people coming from work subsided, we had little to do but talk among ourselves.

According to the state Board of Elections, just about 32,000 people came to vote on Election Day in Wicomico County after around 6,400 took advantage of early voting. So only about 1 in 6 voters decided to vote early here, but I think part of that was the crowd who used to come after 6 previously.

One thing I have heard in the post-election discussion, though, is how bad the turnout was nationwide compared to 2008.  Barack Obama lost about 10 million votes overall while Mitt Romney failed to meet John McCain’s total by a couple million votes. Give or take, about 12 million people sat this one out and the question is why. But that’s one for another day and perhaps another analyst.

What I knew, though, was when I arrived at Republican headquarters to watch the votes be counted I could tell the mood wasn’t joyous. It simply didn’t have the sound of a victory celebration, and most likely it’s because so many of us were sure and assured that Mitt Romney would pick up about 52% of the vote. Instead, it seems like Rasmussen, the group out in Colorado whose economic math forecast a Romney victory, and even the Redskin Rule were all wrong.

Instead, the evening was a disaster for conservatives in Maryland and elsewhere:

  • Despite the thought that Romney could outperform John McCain, the final totals once again reflected a 62-37 landslide for Obama. Instead of losing by 25.4% Romney lost by 25.1%, meaning that we’ll catch up by the 2264 election.
  • The good news: Ben Cardin only got 55% again. Unfortunately he won by 28 points over Dan Bongino. But even with upstart candidate Rob Sobhani taking away more votes from Dan than Ben, it’s likely the final margin would have been comparable to the 2010 U.S. Senate race between Barb Mikulski and Eric Wargotz had Sobhani saved his millions.
  • All the time and effort getting signatures to place various ballot issues on the docket seems to have gone for naught as all three of those efforts passed. The closest ballot issue was Question 6 but the destruction of traditional marriage still passed with 51.9% of the vote.
  • Far from taking advantage of the Democrats having to defend 23 of 33 Senate seats up for grabs, the GOP lost 2 seats in the chamber and now sit at a 45-55 disadvantage. While poorly considered remarks by Republicans Todd Akin of Missouri and Richard Mourdock of Indiana were played up in the media, they somehow failed to notice the holes in the record of Elizabeth Warren (a.k.a. “Fauxcahontas”) of Massachusetts, who won.
  • Black conservatives took a hit as well: Allen West is trailing his Democratic opponent pending absentee ballots and Mia Love lost narrowly in Utah. While the House stays in GOP hands, the margin will decrease slightly so Obama had some minor coattails.

So what do we do? Well, on that I have to ponder some more. I just know I left the GOP party once Pennsylvania and Wisconsin were called because those were the linchpins of Romney’s strategy. And it will forever be debated locally whether the Maryland GOP’s insistence on helping elsewhere may have hurt the cause of local officials, but given the large margins of defeat it likely would have made no difference.

I’ve said before that Election Day is my Super Bowl and right now I have an idea of how those who were on the wrong side of the blowouts common during the 1980s and 1990s felt in the days afterward. I have a low opinion of many in my adopted home state who eschew logic and rational thought for free stuff and feelgood policies which will be detrimental in the long run.

But there is always hope and another election coming around the corner. The work has already started for that one.
