A paucity of passion

I am struck by the difference between two recent meetings.

Last week I covered the first hearing regarding the prospect of an elected school board. Yesterday I also read a story by Susan Canfora in the Salisbury Independent about the city’s rejection of a park land donation sought by the county.

In the former case, the arguments for and against were delivered in a relatively quiet room, but those who were out to save the forest burst into applause with each speaker on their side and cheered when the measure died for a lack of a motion. Canfora’s report noted that the City Council meeting was standing room only, with more people spilling into the hallway. Having been to that venue before, I know the room can get 80 to 100 people in it if you all inhale and exhale the right way.

Of course, there was resolution in the county’s case – the city said no to the donation. On the other hand, the process of getting an elected school board is in the early stages of its latest iteration. So in that respect I am doing a little bit of an apples-to-oranges comparison, but I did see a useful tool in understanding the approach one side may choose in the school board debate.

Those who favored the expansion of the ball fields grounded their argument in economic terms. They could cite concrete facts and forecasts of how much impact these tournaments have locally, in dollars, cents, and jobs. Softball tournaments bring in hundreds of players each summer, and those participants have to eat, sleep, and play someplace.

Conversely, those supporting the forest played to the emotions of the audience and City Council. Suddenly that 35 acre plot of land was a magnet for low-impact tourism and a vital part of the natural beauty of Wicomico County. Just for sake of reference, 35 acres covers about 1/16 of a square mile. The Centre of Salisbury sits on about 58 acres, so this forest plot is barely half the size of that parcel.

Those same appeals to emotion come out when opponents of an elected school board bemoan the loss of “diversity” they are sure would come about with an elected board.

It’s always intrigued me that those who wail loudest about diversity are the least diverse of any group – sure, they may fill quotas with every possible variation of outward appearance and behavior trait under the sun, but when it comes to diversity of thought: forget about it! It’s the side that’s afraid to hold presidential candidate debates because their standard-bearer, the one who fills the “woman” quota their party wants to check the box of, might have to actually defend her record (or lack thereof.)

But let me back up the focus. To me, diversity is for ideas, which is why legislative bodies often split along party lines. I highly doubt the NAACP, the teachers’ union, or any of the other opponents of an elected school board will stop trying to participate in the process when an elected board finally comes to fruition. They will certainly have a slate of candidates, and those candidates will probably have a monetary advantage in their respective races. On the other hand, I would certainly push for the most conservative school board possible. Hopefully I get more victories than the other side, but I doubt either will have a clean sweep and it may be there are times they have to meet somewhere around halfway.

Regardless of what Don Fitzgerald may claim, there is some cronyism involved with the current system. Rarely does a complete political outsider get a seat on the school board because the current system has as its judge and jury political insiders up and down the line. (The same would hold true with a nominating commission.) The best chance for a concerned citizen would seem to be the electoral process, particularly since the system as envisioned would rely mainly on districts of about 20,000 people – not an unmanageable size for a small, well-organized campaign. Granted, there may be times when running countywide could be an advantage but my suspicion is that those couple spots will be filled with current board members who already have name recognition.

If there’s one lesson I want the class to remember, it’s this: you can easily figure out which side has the facts and which side runs on emotion. Diversity is the reddest of herrings, so don’t let them fool you into thinking their idea of the concept is anymore than skin-deep.

An open letter to opponents of an elected Board of Education for Wicomico County

It was enlightening to see the main points you brought up in testimony regarding our county’s expressed desire to convert from a fully-appointed Board of Education to a “hybrid” elected and appointed body. In reading the summary presented by Phil Davis in the Daily Times, I seized upon several arguments made against the concept and I’d like to address them here.

The first was the financial argument presented by Senator Montgomery in her line of questioning. Indeed, the county receives a large amount of money from the state for its Board of Education, in part because it’s one of those eight counties (plus Baltimore City) which has “less than 80 percent of the statewide average wealth per pupil” and also has a disproportionate share of those students who must learn English as a second language. Senator Eckardt brought up the difficult economic times the region has seen over the last several years, but that’s not necessarily the correct argument to counter this point.

Rather, one must examine the root of all government money: the taxpayer. Perhaps Senator Montgomery, being from a county chock full of those who work for the federal government, is assuming that everyone has the means and willingness to give government whatever it wants. Instead, we as concerned Wicomico County residents come from that seemingly quaint and disappearing class of people who actually demand accountability for the taxpayer dollars we provide. While the financial books may show that the majority of our school funding comes from the state, it’s worth making the point that we taxpayers are the ones providing the money. Because all state money comes from the labor and toil provided by those who pay taxes at some level, including to the federal government, it follows that we want to keep a relatively close eye on it.

As for the question of community input, it’s worth reminding Mayor Ireton, Mrs. Ashanti, and other opponents that this is not the first time the subject of an elected Board of Education has come up. It’s been a topic of discussion for decades, and the previous edition of County Council resolved to ask Annapolis for a simple straw ballot to determine interest in further legislation only to be thwarted by opponents who charged that the system as proposed did not properly address the concerns of the minority community. To me, that’s a tacit admission that the community interest was there but as proposed an elected Board of Education did not meet with the political desires of the opponents, who generally subscribed to the philosophy of the party holding the governor’s office at the time.

And elections do matter. While the main issues of last fall’s election were the sentiment that the state and local economy was not improving at a satisfactory pace, and that government overall was not being careful with the increasing amount of money they were taking out of our pockets, there was an underlying sentiment that our educational system also needed improvement and accountability. Thus, two key opponents of an elected Board of Education were voted out of office and two proponents were voted in.

Yet the new county government listened to one key demand of the opponents and compromised. Personally, I was not happy that the fully-elected Board of Education was replaced by a version with two appointed members and five elected – our version of a “hybrid” model counties who have recently shifted from a fully appointed board have used – but I understand the politics behind the move, and that time was of the essence to bring the proposal before the current session of the General Assembly. Yet my suspicion is that the opponents know what the public input will be, and that’s a resounding approval of this proposal when placed before the voters.

Next is the interesting point brought up by Mr. Johnson of the WCEA regarding the County Executive’s influence on the board and the school’s budget. It’s interesting because he’s fretting over two members of a seven-member board, members who will have no greater voting power than any other member. If the two members appointed by the County Executive disagree with the position of the other five elected members, their opposition will simply amount to the losing end of a 5-2 vote if they can’t convince the other members to adopt their viewpoint.

But I want to conclude with the sentiment expressed by Mayor Ireton and Mrs. Ashanti that, “it was a select few who made the call for an elected school board.” My argument is that it’s a select few who participate in the process now.

For eight years I was a voting member of the Wicomico County Republican Central Committee. As such, one of our tasks was to assist in the appointment of the three Republican members of the Board of Education (at the time; with the election of Governor Hogan the GOP ranks were allowed to expand to four.) Presumably the Democratic Central Committee does the same with their appointees, although I confess that I have a lack of knowledge about their process as I can speak to ours.

Yet despite our vetting of candidates, more often than not the appointee would be determined by the input of others who had interests that were more political in nature. The final say actually comes down to one person: the state’s Secretary of Appointments, who in turn is appointed by the governor. In the case of the most recent previous governor, he was elected despite our county’s support for his opponent. Where was our public input then?

Over the last two weeks, the Republican Central Committee dutifully interviewed prospective members and submitted names to the Secretary of Appointments to fill two vacancies on the Wicomico County Board of Education. We submitted the names of all those who interviewed, expressing only our order of preference, in a process agreed on by the Central Committee.

But because some members of the body aspired to be on the Board of Education and another was absent from the final meeting, it was a bare quorum of five members who decided the order of preference. Five people submitted names to one person to make this decision, and yet this is considered superior to a process where thousands of people would be able to decide those they would like to place in charge of millions of taxpayer dollars?

In November, we elected a County Council and County Executive who will be charged with an annual operating budget of roughly $130 million. Yet the appointed Board of Education is submitting an overall budget for FY2016 in excess of $190 million, of which they are asking the county for $39 million. Once again, let me reiterate that a small group of perhaps fewer than two dozen people at the local and state level had input on who was chosen to oversee that Board of Education budget, a budget nearly 50 percent larger than the county’s operating budget as a whole.

When it comes to maximizing accountability and local control, the verdict is simple: an elected school board – even in this “hybrid” form – is the proper way to proceed. Opponents who wish to maintain the status quo are hiding behind a series of smokescreens to obscure their real issue: the loss of their political influence over who gets to operate Wicomico County’s school system.

WCRC meeting – January 2015

For awhile, given the pessimistic weather forecast over the weekend, we weren’t certain this meeting was going to come to pass. But the wintry weather held off long enough for the Wicomico County Republican Club to gather and, despite the lack of a featured speaker, come up with a spirited discussion about recent events and its own internal affairs.

So we began with our usual opening ceremonies, with a somewhat sparse attendance because of the weather.

The recent events in question were the procedures of getting an elected school board here in Wicomico County. Council members Marc Kilmer and Joe Holloway were present and made the case that what was presented to the General Assembly was a compromise which had the backing of the full Council, a step which was lacking in previous efforts. But they also encouraged the public to attend next Tuesday evening’s County Council meeting and provide input before the final package is provided to the Maryland General Assembly for introduction. As envisioned, it would be a hybrid board with the first members elected in 2018 to four-year terms. Members appointed by the County Executive would take office sometime before that so their terms would be staggered.

There really wasn’t much objection from tonight’s group, although my previous objections were noted. Basically, the hybrid idea is a concession to the NAACP, which was concerned about the prospect of a lack of minority representation on the school board. Holloway and Kilmer argued that the hybrid compromise was the way to get everyone on board and increase the chances of passage; they were also credited by some observers of the Council meeting with pushing the process forward, along with the insistence of Council President John Cannon that the elected school board be on a crowded agenda.

The other large task was that of making a change in how the WCRC operates. For years the club had seven officers whose duties weren’t always made clear by the bylaws. At tonight’s meeting we streamlined the future operations of the WCRC’s Executive Committee to just five officers as we reduced the four vice-presidential slots to two. Yet the two vice-presidents will have a significant say in the operations of the club as they will be in charge of several standing committees, with the functions of these committees more clearly spelled out in the club’s bylaws.

It’s a concept I’ve favored for several years, but with the help of Joe Ollinger we have made this a reality. The timing of this was important because we were also getting the Nominations Committee report for new officers for next term and there were only five officers listed. So once the revisions to the bylaws were approved, we could approve the committee report with the five officers. While nominees from the floor are welcomed, the Nominations Committee submitted the following names for each position:

  • President: Shawn Jester
  • First Vice-President: Muir Boda
  • Second Vice-President: Joe Collins
  • Secretary: Michael Swartz
  • Treasurer: Debra Okerblom

Only the latter two would be holdovers, although Jester was First Vice-President under Jackie Wellfonder this year.

The elections will be next month, although I also want to use the time to populate various committees we have now created as standing committees.

I would be remiss if I didn’t mention a few other announcements and reports. As a club, we funded the WCRC Scholarship for next year (2016) as the process is already underway for this year’s competition. That led to a consensus as a group that we needed to make fundraising a priority – much easier to spend money than to raise it, even for little things like a storage room for the WCRC’s stash of stuff like tables and chairs. That’s another minor item we were alerted to as an expenditure approved by the Executive Committee.

Ann Suthowski gave the Central Committee report in Mark McIver’s stead, noting that our convention was a “love fest” and revealing that our Lincoln Day Dinner would be a quad-county affair with a special guest most of you know. I wasn’t sworn to secrecy or anything like that, but I will let the official announcement come out rather than spill the beans.

We also received final reports on our Christmas party and headquarters – the former was deemed quite the success because we made money, while the latter had mixed reviews due to its poor location. (I guess it could be the reason the restaurants in that location also failed, but the WCRC has made a tradition out of operating out of recently-failed business locations for its biannual headquarters for many years now.) We were troubled by the lack of support from the state on certain issues, though.

Our next meeting will be February 23 – same bat-time, same bat-channel.

The push for local accountability

A Daily Times story by Phil Davis yesterday noted the push by local elected officials to give Wicomico County the accountability of an elected school board. Davis points out that Republicans are pressing to get the issue on the ballot in 2016 while local Democrats want more hearings and cite an ACLU study which claims minorities can only attain one seat on County Council under the current districts.

But additional hearings are only a delaying tactic and Delegate Sample-Hughes (who was the lone dissenter in the two previous occasions this issue came before County Council) knows it. She should also know that any such resolution will have to have a hearing before County Council and when legislation is brought before the state there will be another public hearing in Annapolis.

As for the ACLU, the reason why minority candidates don’t tend to win in races outside the majority-minority district is twofold: one, their political views aren’t generally congruent with the conservative mindset of the county, and secondly not very many run. In 2014, the only minority to run countywide was Norma Lee Barkley, who was re-elected to the Orphan’s Court for a ninth term. In 2010, Ed Taylor, a former Council member, was fourth out of the four who ran for the at-large Council seat. Both Barkley and Taylor are Democrats; however, Michael Steele easily carried Wicomico County in his unsuccessful U.S. Senate bid in 2006 while Democrat Brenda Hughey-Jones was fourth of four on the ballot for an at-large County Council seat. Proportionately, minorities make up 30% of the Wicomico County population.

The Daily Times points out that Salisbury has two majority-minority districts out of its five, which is very close to its minority population of 41.4%. However, it should be cautioned that a non-minority can represent a majority-minority district. I know that blows the minds of the ACLU, NAACP, and other similar organizations but it has happened before locally and probably will in the future – particularly if minority turnout continues to decline as it did in this most recent election.

All these grievances, though, are simply a diversionary tactic from the other political side which likes the system in place because they assume Democrats will almost always have the governor’s chair and the automatic 4-3 majority on our Board of Education which goes with that. Even in a situation where a Republican is governor, though, they are still only one turncoat, weak-kneed Republican from a working majority and with five-year terms there’s a good chance the previous Democrat appointed one when a Republican’s turn came up. (We have a couple of them now.) With an elected school board, the chances are the makeup of the board will be far more conservative and that’s what the education establishment fears.

On a personal level, though, this is what I would like to see in an elected Wicomico County Board of Education:

  • Seven members as it has now, with one elected from each County Council district and two at-large (just like County Council.)
  • The elections would be non-partisan. Primary ballots from both parties would have all candidates listed, while the unaffiliated could vote for Board of Education only on their ballot.
  • While most counties do staggered terms, I think it would be confusing – so elect all seven on the Gubernatorial ballot with all other county officers. If we had to stagger terms I would do the two-at large on the Presidential ballot and the five districts on the Gubernatorial.
  • As far as vacancies, since it is a non-partisan office the best way to fill them is to have the County Council vet the candidates, submit a list of three names to the County Executive, and have him or her make the selection. Alternatively, the County Executive could select a candidate and make the appointment contingent on the County Council’s approval and consent.

The reason we on the Republican Central Committee met with our state delegation was because we need enabling legislation from the state to make this happen and wanted their advice on how to proceed. Certainly we would like our Democratic counterparts to get on board but as I said they tend to prefer the system as it is, with all of its faults and lack of accountability. Because the Secretary of Appointments handles this task for the Governor, we are at the mercy of an unelected bureaucrat to determine who is tasked with guiding the education of our children and the spending of tax dollars we contribute to that cause. Jim Fiedler may be a nice guy, but he shouldn’t be making the final selection of our school board members. The voters of Wicomico County should have that say.

Just as a point of reference, I looked up the six current members of the Wicomico County Board of Education – the seat that formerly belonged to Larry Dodd is vacant because he was elected to County Council.

  • Ron Willey, President (D) – appointed in July 2007 and re-appointed in August 2012. His term would expire in 2017 and he cannot be re-appointed (there is a two-term limit.)
  • Donald Fitzgerald, Vice-President (D) – appointed in 2009 and term is expired – he’s serving until a Republican successor is in place since his seat would now logically go to the GOP thanks to Larry Hogan’s election.
  • Marvin Blye (D) – appointed in 2010, his term will expire in 2015.
  • Dr. Tyrone Chase (D) – appointed in 2007 and re-appointed in 2012. His term would expire in 2017 and he cannot be re-appointed.
  • Dr. Carolyn Elmore (R) – appointed in 2011, her term will expire in 2016.
  • Kim Hudson (R) – appointed in 2011, her term will expire in 2016.
  • The vacant seat is a Republican one, with about four years left on the term.

So we have poorly defined terms as members serve until their successors are selected. In 2015 three new members would be added (2 Republican and 1 Democrat), in 2016 two Republicans, and in 2017 two Democrats. It’s confusing, antiquated, and needs to change.

WCRC meeting – August 2014

Safely ensconced in our new headquarters, the Wicomico County Republican Club held its first official meeting there, with the special guest speaker being State’s Attorney Matt Maciarello. Matt has the enviable position of needing one vote for another four-year term because he’s unopposed.

Before we heard from Matt, though, we had the usual Lord’s Prayer, Pledge of Allegiance, and introduction of distinguished guests, a list which included our state party Chair Diana Waterman. We also received a brief update from Larry Hogan’s regional coordinator Joe Schanno, who was pressed for time. He noted the need for volunteer help for the Hogan campaign, and pointed out the recent poll results that showed the race within the margin of error.

We also learned Larry would be here on Sunday for a series of events: the official opening of our headquarters from 2 to 4 p.m. followed by a fundraiser for District 37B hopeful Christopher Adams at Perdue Stadium from 4 to 8 and an appearance at a fundraiser for County Executive challenger Bob Culver from 5 to 9 at a private residence. There may be some other visits with local businesses added to the schedule, said Schanno.

After Joe wrapped up, we introduced Matt Maciarello. He recounted that when he took office in 2011 it was about the same time as Salisbury police chief Barbara Duncan was selected, a time when “crime was out of control.” But with Duncan and Sheriff Mike Lewis, they planned a line of attack on the spiraling situation. Matt’s areas of interest in that regard, naturally, were the district and circuit courts, although there’s also a children’s advocacy center and drug task force.

It’s the latter item which creates much of our problem, said Maciarello. He claimed that there’s “one (fatal heroin) overdose a week in Wicomico County” and surmised that the appetite for opioid drugs “fuels a lot of crime.”

In combating crime, Matt also noted he’s been an advocate on the legislative level, monitoring legislation and providing input, both as testimony and direct discussions with legislators. After a bill is passed, his office provides roll call training to street officers to make sure they understand new and revised laws.

Much of his time of late, said Matt, has been spent compiling and writing reports on a pair of recent police-involved shootings, reports he personally wrote and took the time to talk with the families of the victims about the reports if they were inclined to discuss them.

But he concluded by stating that citizens have a choice on where to live, and the perception that a place is safe is important to an area’s well-being.

Matt then answered questions, many of which queried him about gun laws. A recent profile of Sheriff Lewis as one who would refuse to enforce federal gun laws led to a discussion on nullification, which he felt was “more symbolic than anything.” On that subject, “I want to be on solid legal ground” – for example, what exactly would be nullified? So while he felt parts of the Firearm Safety Act were “clearly unconstitutional,” he believed opponents should get the advice from a Constitutional scholar before proceeding in order to pick and choose the best points for a legal counterattack.

Asked for a definition of “good and substantial” cause, Maciarello said, “I personally believe the burden should be on the state.”

He also spoke about the relationship with the local NAACP given some recent tensions, explaining that “I see my role…as a public safety job. You have to represent justice.” He’s tried to be as transparent as possible in all his office’s dealings.

Jackie Wellfonder, who had attended the previous forum with several GOP candidates, noted that “we had an interesting dialogue.” The GOP presence was “a first step.”

After I gave the treasurer’s report in the absence of our regular treasurer, Jackie gave her formal president’s report, gushing that the headquarters has done “a complete 180” from the state it was in when we took it over. She pointed out that donations would be welcome to help defray the expenses, and volunteers to man the phones and greet visitors would be great as well once we get the ball rolling on Sunday.

She also read a thank-you card from Elizabeth Mills, one of our two WCRC scholarship recipients.

David Warren, who is in charge of the headquarters, remarked again about the “once in a lifetime chance” we have to win seats in District 38.

He gave way to Diana Waterman, who commented about the ease of operating the “very user-friendly” phone system, and urged us to “step out of your comfort zone.” She also talked up the September 27 Allen West event and announced our Super Saturday would be October 4, just before the Andy Harris Bull Roast in Queen Anne’s County.

Dave Parker gave the Central Committee report, giving more details on the Allen West Patriot’s Dinner and repeating the information on the October 4th events.

It was then time to hear from some of the candidates in attendance.

Speaking on behalf of Larry Hogan’s campaign, Ann Suthowski revealed he would have a fundraiser featuring Chris Christie in Bethesda and there would be a day for LG candidate Boyd Rutherford in this area as well as for Hogan. She was looking for sign locations and letters to the editor as well.

Jackie Wellfonder spoke again, this time on Chris Adams’s behalf. She repeated the information about his Perdue Stadium fundraiser as well as the Bob Culver gathering that will also feature Andy Harris.

County Council candidate Larry Dodd acknowledged he took a little break after the primary, but pointed out while his opponent claims to be “moderate” he was really “100 percent Democrat.”

Johnny Mautz of District 37B introduced his local campaign coordinator and promoted three events: fundraisers for him in St. Michael’s and Easton on September 20 and 21, respectively, and a Larry Hogan event at Sailwinds Park in Cambridge on September 28. The Easton event he’s holding has as a special guest author and commentator S.E. Cupp.

Carol Rose spoke on behalf of Mary Beth Carozza and announced her fundraiser would be held at Frontier Town near Ocean City on September 7. She also noted a Worcester County TEA Party event featuring Carozza along with the other three Republican District 38 candidates was “fantastic.”

Marc Kilmer was pleased to have finally met his opponent. But on a more serious note, he was ready to resume doorknocking and was looking for volunteers to help at the Sharptown Heritage Days parade on September 20.

Muir Boda wasn’t a Republican candidate anymore, but revealed he was one of a dozen applicants for the vacant Salisbury City Council position. We will probably know Wednesday who will fill the unexpired term of Terry Cohen, he said.

We also heard from the unopposed County Councilman John Hall, who said his campaign was “going just swimmingly” and received an update on the September 6 WCRC Crab Feast.

The Ice Bucket Challenge got another “victim” and this time it was MDGOP chair Diana Waterman. I guess “water” is appropriate in this case.

I’m not sure how we’ll top this in September, but someone else will have to let you know. I get a personal day from the next meeting, and those of you who know me well will know the reason why.

2014 Wicomico County NAACP forum draws county candidates (part 2)

On Friday I discussed the portion of the forum dealing with the aspirants for County Executive, so today I turn my attention to those running for the seven County Council seats. A total of 15 people are running for these seats, and 13 of them stated their case on Thursday night. Just as a reminder, the forum was hosted by the Wicomico County NAACP and its president, Mary Ashanti, and moderated by Orville Penn, a veteran of these affairs.

I’ll begin with the four who are running for two at-large seats – in order of presentation they are John Cannon, Laura Mitchell, Matt Holloway, and Muir Boda. They dealt with a little different set of questions, being queried about the prospects of funding the Chipman Center where the forum was held, the merits of an elected school board, an increase in the minimum wage, and thoughts on a race relations commission.

John Cannon served on the County Council as an at-large member from 2006-10 before an unsuccessful run for state delegate pushed him off the political stage. He agreed job growth and restoring our economic base would be “important goals to set,” believing that the pieces, such as the local universities and Peninsula Regional Medical Center, were in place and would be “the one tide which would raise all boats.”

Obviously John was kidding when he told moderator Orville Penn that “we’ll give you the Taj Mahal here” when referring to the Chipman Center, but he used that question as a springboard to state the case that the state had “absolutely ripped our budget” over the last few years through reductions in highway user money and passing along teacher pensions, among other things. We would have to figure out how to raise money on our own, continued John, and job growth was key. “We’re not going to increase taxes,” said Cannon, but if we can improve the economic situation we can “look after citizens as a whole” and try to find resources for needs such as the Chipman Center.

“I would like to see an elected school board,” said Cannon. He respected the Board of Education’s work, but would like to see more accountability because he was concerned about their audit. Moreover, while spending for the rest of government was perpetually on the chopping block during his previous tenure on County Council, he “never felt as if the school board was really on board to make the same cuts that they should have been doing.”

As for the minimum wage, Cannon asserted that at least one of two things would occur if the minimum was raised, if not both: overall price inflation and cuts in hours and jobs. He reminded the audience that the CBO predicted at least 500,000 jobs lost nationwide if the national minimum was increased to $10.10 an hour and that only 19% of the individuals below poverty level would be helped. The alternative, John continued, was an increase in the earned income tax credit, whether at the state or federal level.

A commission on race relation “would be a great idea,” Cannon said. He advocated “asset building,” where all local resources are brought together to address the issue. He concluded his remarks by noting that serving on the Council heightens awareness and is like getting a “master’s degree in all areas.”

A current elected official in a similar office is seeking a Council seat as well. Laura Mitchell was elected to Salisbury City Council in 2011 and is running from the cover of that seat for a county post. But in addressing those who believe government should be run like a business, she said, “really, you don’t, because businesses are there to make a profit, and we don’t want our government to make a profit. They should do exactly what their mandate is.” She’s tried to instill that in the city and wants to bring it to the county.

“There is a role for the county to play” in restoring the Chipman Center, said Laura. It could be the “connector” for funding and volunteers, but she agreed there is some responsibility for the city and county.

Regarding the school board, Mitchell told those assembled that “as far as I would be willing to go is a hybrid” school board with both appointees and elected members. Rather than being more accountable, she thought those elected would be more beholden to their donors and not the students. She argued that there’s a balance with an appointed board, and that members who serve at the pleasure of the Governor could be more easily removed as opposed to conducting a recall election.

Laura was in support of a minimum wage increase, asserting many who would be helped were single mothers; furthermore, “minimum wage needs to keep pace with inflation…it would be at about $10.40 had it kept pace.” As for employers, “this is one of those costs of doing business,” said Mitchell, lumping it in with other costs such as materials. She argued that it would be better to raise the minimum, otherwise “it’s more beneficial for them to sit home and collect a check (because) they can’t afford to go to work.”

A race relations committee was a great idea, but the need was larger than just a committee would provide. “It is our job to start that conversation,” she added. But with several different organizations chasing the same goal, an “asset map” would be helpful in determining a course of action, although the existing Safe Streets program is already working in that direction.

After remarking how she loves learning new things, Mitchell concluded that while she loves what they’ve been able to do at the city level, she’s run into some “stumbling blocks” on the county side – we needed more partnerships between the county and municipalities.

Of the two current at-large members of County Council, only Matt Holloway is seeking re-election as Bob Culver is running for County Executive. He originally ran in 2010 to provide a perspective from the agricultural community, stressing property rights. In the time since he’s come on board, he’s become the “bridge builder,” believing the relationship with the County Executive “is stronger than it’s ever been,” as is our relationship with the state. Matt also touted his membership on two governor-appointed committees, the Sustainable Growth Commission and the Critical Areas Commission. “I bring a lot of things to the table,” said Matt.

Restoring historic buildings was one of the county’s functions, remarked Matt regarding the Chipman Center, much like the county has an interest in keeping up the Pemberton estate and the old courthouse, which is in need of renovations. County government “could play a role” in resoring Chipman.

Matt also favored an elected school board, touching on Mitchell’s objection because he felt it would be a good thing if members felt like they owed someone. “They would feel like they’re responsible to the taxpayer,” said Matt. “It’s about accountability.” He was okay with a hybrid board as an interim step.

In discussing the minimum wage increase, though, Matt conceded the county has little role. But an increase “could be very detrimental” to the climate they were trying to create with recent tax reforms. “I don’t think the time is right,” said Matt.

Matt argued that many of the current committees formed by the Council were already diverse, but before establishing a citizens’ race relations committee, we should get the key players together and “come up with a game plan first.” He concluded in his closing remarks that he had helped the minority community by improving education, law enforcement, and business.

Muir Boda is no stranger to the ballot; this is his fourth run for elective office after bids for Salisbury City Council in 2009 and 2011 and Congress in 2012.

But he saw they key issues as a three-legged stool, with curtailing crime, providing educational opportunity, and improving the economic climate being the three legs. “All three have to work,” said Boda.

In restoring the Chipman Center, Boda would support a partnership between the county, city, and Community Foundation – they would be “the avenue we could go through first.” They could help raise the appropriate funds.

While Boda also preferred an elected school board, he also had a stipulation for a hybrid model where appointees would be determined locally rather than by Annapolis, which has no local accountability.

Since Muir has a position where he works with a lot of younger workers who make minimum wage, he could point out that there were a lot of things they could not legally do, such as run machinery. They were only useful in certain positions. Small businesses would cut positions and hours, he argued. “We have to understand what entry-level positions are to companies,” added Boda.

Boda returned to his three-legged stool analogy in describing his thoughts on race relations, citing the High Point initiative as well. “Everything has to be seamless…if you have skyrocketing crime rates, it’s going to affect companies that want to come here and invest in our community,” said Muir. “This (commission) is one piece of the puzzle.” He got to buttress his points because he gave his closing statement immediately after his answer to the previous question.

Compared to the lengthy segment dealing with the at-large Council candidates, the district races were quite brief.

In District 1, two of the three contenders came to discuss the issues.

McKinley Hayward was making his second try at the District 1 Council seat, having lost in the 2006 primary to current seatholder Sheree Sample-Hughes. If elected, he said, “I don’t want to be a political figure, I want to be a working figure for Wicomico County.”

When asked what the three biggest challenges to Wicomico County were, Hayward cited four: “empowering our community through jobs, education, housing, and employment.” Creating a good job which would enable workers to invest in their own homes was his goal, and Hayward saw high-tech jobs as the ticket. “I want Rick Pollitt to hear this – we need to invest in our future,” Hayward said. “Fruitland had a vision,” he continued, but what about the Mardela end of the county? Thousands go to Ocean City every weekend, but “we don’t get a dime of that money.”

The key to doing that would be encouraging vocational education and on-the-job training. “You could be a barber and be successful – every man in here has to get a haircut,” exclaimed Hayward.  He went on, “Every kid that graduates from high school should graduate with a resume.”

As for the idea of a race relations committee, McKinley didn’t know if that would solve the problem. He saw it as something more deep-seated.

“I run a playground during the summer at Lake Street,” he said. “My kids see a policeman, they run from him…the only time a black kid sees a policeman, he thinks he’s coming to arrest someone.” It’s a “stigma” we need to get out of in Wicomico County, added Hayward. But if he wins, “no one’s going to be safe” in government because he would do what he feels is best for the county.

One of two opponents for Hayward, Ernest Davis, cited his experience with the Maryland State Police and two businesses he’s created, along with his belief that “I’m a working person” as part of his calling card. His key issues were education, economic growth, and agriculture. This worked out well with the next question, where Davis expanded on these issues, particularly in agriculture. He warned that phosphorus regulations could hurt the local agricultural industry, leading to dire consequences. We also needed to promote our county’s educational institutions and proximity to Wallops Island. “That thing is growing leaps and bounds,” Davis added.

Davis also advocated bringing all the parties to the table in dealing with race relations, rather than pulling in several different directions.

But returning to his three main points for his close, Ernest believed that, “Wicomico needs to start tooting its own horn (and) standing on its own two feet.”

The third candidate in the District 1 race, Marvin Ames, was absent from the forum. Similarly, District 2 candidate Kirby Travers missed the affair, giving Marc Kilmer an opportunity to go through his first forum without any opposition.

So Marc got to speak about those things he wanted to accomplish in making the county better for his two young children: education, having a safe community, and jobs.

The District 3 race had all three contenders, and drawing first blood for them was former County Council member Larry Dodd, who served there from 2002-06. Since 2009 he’s been a member of the Wicomico County Board of Education. It was in that vein he noted, “I’m here for your kids and the future of Wicmico County.”

In discussing job creation, Dodd made the case that “I believe in smaller government,” but maintained that education, crime control, and economic development were indeed legitimate functions of government. He praised the local vocational programs and the efforts in place to control crime, but the key was keeping kids in school.

Common Core was an issue which was brought up, but Dodd conceded it can’t be scrapped because “it’s state mandated.” But “we are working to make it better and usable,” said Larry.

Dodd chose to close in part by thanking current District 3 Council member Gail Bartkovich for her service, touting his experience and skills and pointing out “I’m invested in this community.”

In contrast, Josh Hastings was making his first run for office. His background is mainly in the land protection and environmental fields, including the Rural Maryland Council and a stint in the office of the chair of the Maryland Senate’s Education, Health, and Environmental Affairs Committee. “I’m here to protect our farms and our rural industries,” said Hastings, who would build on relationships across the state and the Shore.

Hastings didn’t believe it was the role of government to create jobs; rather, it’s the council and executive’s job to use dollars wisely and efficiently. But he felt they should have a say in how an area looks and grows.

He also admitted he didn’t know enough about Common Core to have an opinion, but would listen to the teachers.

Josh concluded that it should be possible to be the number one county in the number one state for education. We also needed to build upon what makes us special and unique, and he would “continue to build the relationships” to assist in that.

After two unsuccessful runs for County Executive, Tom Taylor decided to try for the legislative branch this time. To begin, he claimed that he “wanted to represent the largest minority in Wicomico County – the individual.” People needed to realize that Annapolis is taking our local representation away – “things are getting out of your control…we have to get control of these things.”

Taylor had an interesting take on job creation as well. “It’s not the role of government to make sure everyone has a job,” said Tom. “The role of the government is to protect individual rights and property, and protect people so they can create these jobs.” Just give businesses the opportunity to create jobs by minimizing government intrusion, said Tom.

When it came to the core curriculum, Taylor was blunt. “I don’t like my son and his education being an experiment in social engineering.” Instead, we have to rubber-stamp everything which comes from Annapolis. His goal was to maximize classroom spending.

If elected, concluded Taylor, he vowed to fight for our Constitutional and property rights. “I’ve taken it to Annapolis before,” Tom said. “I’m more of a pit bull than the lovable person you see here.” We should accomplish our goals without the fear of government intrusion.

Our final segment combined both Districts 4 and 5 because District 4 Council member John Hall is unopposed for a full term.

Hall assessed the current situation thusly: “There is a light at the end of the tunnel, and my job is not to extend the length of the tunnel.”

The first question for the group was on racial disparity in jobs and housing, and Hall agreed “we have racial and economic disparities.” While we could have committees and asset maps, “education is going to be the key.” There should be more opportunities for the 36% of Wicomico County residents who are minorities. And when asked how the Board of Education could be more efficient, Hall advocated for an elected board.

But in his conclusion, John conceded “we’re living in a difficult time.” He also asked people to be “role models, not roadblocks.”

Representing District 5 since 2006, Joe Holloway reminded us that “we started in the recession.” And among those tough decisions to slice up the financial pie, finding out about the Board of Education audit was “very disappointing.” He even was surprised to agree with the Daily Times assessment of the situation as a “financial failure.”

Assistance in getting jobs back would come from reducing the impact fees, which now seems to have the County Executive on board because much of that housing growth was going to Sussex County, Delaware. As for raising the minimum wage, “I have a little problem with raising the minimum wage.” It’s a “training ground,” he continued. Moreover, the salaries of those who make a little bit over the minimum would have to go up as well. “I see a big jump in unemployment,” Joe said. He hoped that $10.10 was just a negotiating ploy and a lesser amount would be acceptable.

“It’s no secret I support an elected school board,” continued Joe. And it was an issue where, despite the fact that those things the Board of Education was spending on were within their policies, Joe reminded us he had “caught hell” for bringing up these same problems five years ago. An elected school board would be a good “first step.”

And after picking on the school board, in his conclusion Joe decided “to pick on Annapolis a little bit.” He warned that “if we’re not careful, Annapolis is going to run the poultry industry off the Eastern Shore…we will be a ghost town.” Everyone in county government was on board with that, and while the idea of job creation was great we need to consider how to keep the jobs we have. “We’re not sitting up there twiddling our thumbs,” concluded Joe.

Ron Pagano had a different tack on many issues. As an job creator and advocate for the disabled, among other groups, he wanted to provide equal opportunity, better housing, and improved public transportation, which was a cause dear to him. He wanted to keep our kids here, as “our kids should always be part of our vision.”

Ron also vowed to “talk to anyone about job creation,” but differed from most of the others in supporting a “fair” minimum wage. “$7.25 an hour is not enough to raise a family, let alone doing anything outside buying bread and milk,” said Pagano. A smaller minimum also drives up the cost of the SNAP program, he argued.

He also took a moment to express his support of a “biracial commission,” recalling a similar organization existed in the days when U.S. 13 and U.S. 50 were built and that era’s “tearing apart of neighborhoods.”

Pagano agreed the Board of Education audit “isn’t pretty,” but wanted to see what the Sage Policy Group report had to say. But he defended the Board, stating “as an attorney, I always knew there was two sides to every story.” He was against an elected board, saying “the problem with an elected board is that no one wants to run,” particularly with the financial disclosure reports required. He also pointed out the “balance” between parties.

He summed up by revisiting job creation. “I want to focus on bringing jobs to this community,” noting that Wor-Wic Community College will customize training programs to various companies. Ron also sought to establish partnerships, particularly with NASA Wallops: “I personally will go to NASA Wallops and speak to the director there – I’ll speak to whoever wants to create jobs here.” Given that we have job creators like Jubilant Cadista – which, Ron noted, has created 300 local jobs in the last 7 years and is on track for 200 more – “obviously there is something about Wicomico County that appealed to Jubilant Cadista, and we can appeal to others as well. I will promise you I will bring jobs to the county,” Pagano concluded.

After 2 1/2 hours, the forum came to a close and the 60 to 70 people who crammed into the room went their separate ways. Among those offices covered in the event, the fields for county executive and County Council Districts 2 and 5 are set since only one from each party filed. District 1 will be decided in the Democratic primary since no Republican filed, and District 4’s John Hall is unopposed. Out of all those there, only one District 3 aspirant and one for at-large will be eliminated.

But the event was useful in staking out some positions, and there will likely be several more forums for candidates to attend in upcoming weeks.

2014 Wicomico County NAACP forum draws county candidates (part 1)

Last night the Wicomico County chapter of the NAACP held a candidate forum in the historical Chipman Cultural Center near downtown Salisbury. I snapped this photo last night for Facebook and as you can see it was in close quarters.

Attendance was good at the NAACP forum.

The event featured most of those running for County Executive and the seven County Council seats, with a handful of exceptions I’ll note in my second part. What I’ve decided to do in part 1 is summarize what each of the County Executive candidates said, with a little bit of opinion as needed.

As has normally been the case, Orville Penn was last night’s moderator and he asked questions with an eye toward the minority perspective – in one case, asking the County Executive candidates for a specific commitment to placing minorities in paid policy positions.

The evening began, though, with remarks and an invocation from local NAACP leader Mary Ashanti, who reminded us that the questions we submitted from the audience “won’t offend or insult the candidates.” This was an issue during last year’s municipal primary forum.

We heard from the County Executive candidates first, with both Bob Culver and incumbent Rick Pollitt there to answer questions. Since Culver spoke first, I’ll begin with him.

Culver, who currently serves on County Council in an at-large position and ran unsuccessfully for County Executive in 2006, make his case quite simply: “I feel like the county is (going in) the wrong direction.” While we didn’t need to replicate the successes of other counties, we did have two necessary items on the to-do list: maintain our status as the #1 agricultural county in the state and create jobs. “Teach young people how to work,” said Culver.

So when he was pressed about hiring minorities, Culver noted there had to be some effort on their part as well. Getting an education and showing a “desire to get ahead” were key. “Everybody should be valued on their knowledge and education,” Culver added.

Crime was an issue as well. Bob seemed to assign more blame to the victim of a recent shooting involving a Maryland State Police officer in Delmar, calling it “truly a shame,” but noting “you don’t go to a state police barracks with marijuana in your car.” He also conceded there will be bad people and “we can’t cure all the ills in the world,” even though we have an outstanding sheriff and State’s Attorney.

Turning to the subject of a recent audit of our Board of Education, Bob took Pollitt’s decription of it as “troubling” and added “troubling is not the right word for it.” Culver stated those who read the audit “will be appalled.” He advocated giving the Board no more than required for maintenance of effort until they managed their finances properly, but also wanted the children to be as technologically advanced as possible.

“We’ve got to get out and get jobs.” That was Bob’s initial answer to the question on the County Executive’s role in job creation. That gave Culver the opening to discuss his small business experience. He also stressed teaching kids how to work – perhaps in a WPA-style program – but he added the county is not here to create jobs, only to be an enabler in job creation.

Incumbent Rick Pollitt is running for a third term as the county’s first (and thus far only) County Executive. He pointed out the difference between him and Culver would be in their respective approaches. His was one of stressing relationships.

But since the office was created in 2006, the county has seen a severe recession which has “redefined the rules” and created “a new normal.” We needed to get out of the “silo mentality” and leverage other areas of government to succeed.

As far as minority recruitment, Pollitt stated his goal all along has been to have government “reflect the face of the county.” But it wasn’t just diversity in racial or gender terms, but also in geography as well. “We didn’t want to have everything in Wicomico County run by old white men who live in Salisbury,” said Rick. Pollitt added that he tries to recruit diversely, including in outlets tailored to minority readership, But in the most recent major opening for the Department of Public Works, no minorities applied. And when the question was continued to elicit a specific commitment, Pollitt pointed out “experience shows the pool can be shallow.”

On the whole, though, Rick was willing to create a context where diversity is encouraged.

When it came to crime, the current executive made the case that we have to deal with the root causes. We are not among Maryland’s wealthy counties, he added. One thing he was working on, though, was the rate of recidivism, trying to find “those people that could be saved.” There he was consulting with activist Ron Pagano, who you will hear from in Part 2 as a candidate for County Council in District 5.

As I stated before, Pollitt found the Board of Education audit “troubling,” but also believed many of the expenses were legitimate. “Clearly there needs to be a tightening up of the accounting,” conceded Rick. Pollitt added that an upcoming efficiency study report from the Sage Policy Group would be of great assistance in creating the FY2015 budget.

On job creation, though, Rick believed “it’s something we’ve got a pretty good record on.” He also thought that an “upside” of going through the recession is that “it’s given us time to step back and take a good hard look at who we are and who we want to be.” But the way out of the doldrums is through economic development.

Some of his successes in creating a positive business environment, though, have been to decouple the personal property tax rate from the real property tax rate so that businesses have saved money on their tax bills, eliminating the inventory tax over a five-year period, and making a manufaturer’s tax exemption automatic. “We are putting together the climate” for businesses to succeed, opined Rick.

In their closing statements, the two candidates played off each other, since they have known one another since the seventh grade.

Culver noted that while he disagreed with the means, he also thought he and Pollitt had several points of agreement, too. He pledged to help Wicomico County grow and expand it to the next generation.

Pollitt thanked Culver for generating more interest in the office, and noted he was approaching this like a job application. Philosophically, Pollitt said “my basic pattern is gettting people engaged.” He reminded those in attendance that his job was the result of people losing confidence in their leadership and seeking a new alternative. It wasn’t just “rights” as citizens, though, but there were duties and obligations incumbent upon us as well to be involved. Finally, Rick saw the seeking of “collaborative dialogue” as the key difference between himself and Culver.

Since I have a post already set for tomorrow, I will look at the County Council hopefuls on Sunday.

Race relations the rule at NAACP forum

Wicomico County NAACP president Mary Ashanti called Wednesday night’s forum an opportunity to meet the candidates, and nearly 100 interested citizens saw all eight hopefuls for Salisbury city office meet at First Baptist Church to square off in the first of what promises to be several candidate forums leading to Salisbury’s primary election February 26. Each of the two City Council races will be pared from three hopefuls to two; however, the mayor’s race will not need a primary as just two candidates filed.

The two mayoral hopefuls opened the show, and it was clear from the outset that incumbent Jim Ireton and challenger Joe Albero certainly aren’t the best of friends. In his 90-second introduction, mayor Jim Ireton spoke about his accomplishments, being “excited about the last four years,” and “sharing a positive vision.” Yet three questions in he slammed Albero as one “who sees color,” insinuating that Albero is racist based in part by the content on his blog. That tone, along with a number of loaded audience questions presumably aimed at the challenger, brought an admonishment from Mary Ashanti midway through the mayoral portion of the forum that “we do not permit antagonism.” She would not use the “insulting” questions presented by some audience members.

Yet as the pair sparred over questions mainly dealing with the themes of crime, race relations, and jobs, the two laid out competing visions for the city. Moderator Orville Penn did a good job keeping them (and everyone else) relatively on track.

Ireton pointed out that crime was down, which he called an “amazing feat,” the Wicomico River was getting cleaner, the city enjoyed a $16 million surplus, and tenants had a bill of rights. Indeed, Type 1 crime is statistically lower, and as Jim noted, if the crime rate was up “my opponent would lay that at my feet.” Albero, as predicted, countered with his belief the crime numbers are “being fudged,” bringing a charge from Ireton that Albero was calling the Salisbury Police Department “liars.”

But in order to continue the downward trend, Jim called for a holistic approach to reduce recidivism. On the other hand, Albero thanked Council members Debbie Campbell and Terry Cohen for introducing the “Safe Streets” program to Salisbury but believed SPD morale is down and “we need to be behind them.”

Regarding race relations, Jim proclaimed we “must celebrate” the fact that Salisbury is now 44% minority, but would not commit to diversity in hiring, nor did Albero. Yet both wanted to be job creators.

One huge difference between the Albero and Ireton approaches, though, was the function of downtown Salisbury. Joe envisioned downtown Salisbury with a “Bourbon Street” feel, with entertainment and dining venues – he didn’t believe retail could survive downtown, even if he accomplished his goal of removing the parking meters. He also promised to be 50% mayor and 50% economic development director. Conversely, Ireton saw progress coming from incentives and planning – we need to make waterfront properties useful, and not parking lots, said Jim. “We need to have retail,” he added.

Another sharp difference came on a question about annexation. When Albero asked, “don’t you think we have enough on our hands?” he hastened to add that things are “out of control” in Salisbury and we need to rebuild our infrastructure. But Jim sharply reminded Joe the city can’t just annex land because they have to have the consent of property owners to do so.

In the end, though, it was Jim Ireton who said he was “more excited” about running this time than he was in 2009. “I believe in this city (and) I’m proud of the work we’ve done,” Ireton concluded.

For his part, Joe Albero also believed a brighter, better future for Salisbury is “doable.” “I will be a full-time mayor,” promised Joe.

Compared to the mayoral debate, the three-way tussles between District 1 and District 2 opponents were drama-free. In fact, the three District 1 contenders seemed to find a lot of common ground.

Incumbent Shanie Shields ran on her record of accomplishments in District 1, but was also critical of some missed opportunities over the last four years, in particular not developing the former Linens of the Week property or the old Station 16 firehouse. She also called the removal of the city attorney from the purview of the executive branch “a travesty for the city of Salisbury.”

Meanwhile, challenger (and 2009 candidate) Cynthia Polk focused on a platform of “living wage” jobs and youth development. Polk is the only non-incumbent with previous officeseeking experience; the rest are first-time candidates.

The other challenger, April Jackson, was more outspoken. She desired to “bring out the best in Salisbury,” but was critical of Council disagreements. “We’re sending some God-awful vibes,” she said, adding that they need to “resolve their anger issues.” She also panned the juvenile justice system for the leniency in sentencing she thought was contributing to Salisbury’s crime problem, but stressed as well the aspect of rehabilitation.

In the District 2 race, incumbent Debbie Campbell seemed to be a little defensive about having to say no all the time. Debbie’s opponents didn’t question her record, but during her remarks she stated the claim that 70 out of 80 ordinances and 190 of 200 resolutions had passed. The work can be hard to understand, Campbell added, but in her tenure she had prevented a tax increase, pushed the redevelopment of the River’s Edge project – a development she promised would be “amazing” – and saved Salisbury citizens $1 million.

Campbell, though, disagreed with portions of the Ireton plan for downtown, telling the audience subsidies and giving away parking lots are not solutions.

Downtowns are Jake Day’s specialty, and many of this challenger’s remarks came back to how Salisbury could improve its inner core. Jake was running, though, because he was “tired of old politics standing in the way of progress,” contending that the list of Council issues he disagreed with was “pretty long.” On the other hand, he got to see a number of other success stories through his work and wanted to bring that experience here.

The other challenger, Jack Heath, promoted his three-pronged vision for Salisbury: jobs, education, and recreation in a safe city, a vibrant, inviting downtown, and a city government which adopts the best ideas from its citizen. Having established that as his comfort zone, Heath stuck to those tenets throughout the conversation. It seemed to suit him, for as he noted in closing, “I’ve been known to be a negotiator.”

Of the two challengers, Day was the more aggressive and quicker on his feet. After Debbie Campbell had answered a previous question on diversity by pointing out local committees and commissions were a training ground for future policymakers, Jake closed by citing his work on various local boards and announcing, “I’m done training – I’m ready to fight.”

Obviously this forum focused a lot on issues affecting minority citizens, but in looking at what was said and the individual races I drew a couple conclusions.

In both Council races, one challenger seemed more at ease than the other. It was obvious that April Jackson is much more comfortable in this setting than Cynthia Polk, who probably campaigns best door-to-door. Similarly, Jake Day was more outspoken and aggressive in courting voters than Jack Heath; it follows that Day was the first to announce his intention and already has yard signs out. Heath has some catching up to do or he’ll be the odd man out.

It also seems to me that this mayoral race will be one of the dirtiest, slimiest campaigns in city history. Things will be said that, in ten years, may make the city a laughingstock – I just feel it in my bones. Hopefully both of these men will prove me wrong, but my reading of the two personalities tells me otherwise.

Odd and ends number 45

Thanks to Dan Bongino, who I spoke to the other night at our Lincoln Day Dinner. As he reminded me, I am now on number 45 in this occasional series of short items I grace with a paragraph or three.

So how about I start with an item involving him?

You probably don’t know the name Mia Love, but perhaps you should. The Utah Congressional candidate endorsed Dan with this statement:

“I first learned about Dan when he was being covered for a segment on Fox News.  I was amazed by his story and the passion he has for the state of Maryland,” said Mia Love.  “If we are going to change the way Washington operates, we need to start by electing folks like Dan Bongino.”

So I’m sure you’re thinking, well, that’s nice. But take a look at her website and read this piece of her life she shares therein:

On the day of Mia’s college orientation, her father said something to her that would become the ethos for her life:

“Mia, your mother and I never took a handout. You will not be a burden to society. You will give back.”

Consider that she’s born of Haitian parents and is a minority conservative Republican with a sound track record in her home state, and the strategy of this endorsement makes much more sense.

But there’s other endorsement news out there as well. This particular one shakes up the Sixth District race a bit, as former Senatorial hopeful Jim Rutledge eschewed endorsing one of the better-known candidates in the race and instead backs the underdog Robert Coblentz, calling him “a concrete conservative who understands the core principles and values that make America great.”

Perhaps that’s not a complete surprise, though, as Coblentz was the coordinator of Jim’s campaign in Washington County in 2010. Still, it gives him a little bit of gravitas in his uphill battle against more well-known candidates, and politicians have to start somewhere.

Returning to the Senate race, candidate Rich Douglas has been scoring media points with a couple appearances over in western Maryland. He called out Ben Cardin for not taking a stance on the gas tax during Alex Mooney’s WFMD-AM radio show Sunday evening, saying “I haven’t heard a peep from Ben Cardin (on the gas tax). There’s one simple way he can make his position known – go to a microphone and say what it is.” It also gave Mooney a free shot at Rob “Gas Tax” Garagiola, who’s changed his stance on the issue since he decided to run for Congress in the Sixth District. “These politicians all look out for each other,” added Douglas.

Rich was also featured in a Cumberland Times-News story by Matthew Bieniek on Friday where he echoed some of his job creation arguments presented Saturday at our Lincoln Day Dinner:

Job growth is Douglas’ priority and he doesn’t think the current administration in Washington, and U.S. Sen. Ben Cardin, are doing enough to bring new jobs to Maryland and the nation.

“The unfavorable business climate is a major factor. … Congress has a duty to remove obstacles to success,” Douglas said. A senator should be out there promoting Maryland as a business destination, he said.

A strategic, comprehensive vision for the nation’s economic future is needed, he said. The current “salami slice approach” isn’t working, Douglas said.

Obviously Douglas is covering the state quite well, and the strategy of using local media may pay off come April.

A time for overwhelming the opposition

For the second time in as many meetings, Wicomico County Council is devoting time to the question of eventually adopting an elected school board. The last meeting, a daytime affair, only drew five participants which split evenly on the question because one was apparently neutral. This will not do.

You may recall that earlier this year the County Council passed a similar resolution and dutifully carried it to our legislators in Annapolis, who introduced both a Senate and House version. As it turned out, the Senate version remained “clean” through the Senate, but both the House and Senate bills were amended by the House Ways and Means Committee (with a little prodding from Delegate Norm “Five Dollar” Conway) to include a second question on whether voters are against the appointed system. Because the two versions were markedly different, SB981 did not become law despite passing both the House and Senate with just one negative vote. (For the record, the “no” vote was cast by Delegate Nathaniel Oaks of Baltimore City.)

The idea of a “hybrid” school board is floated by a very small minority which appears dead set on maintaining the governor’s role in selecting our school board, presumably because a Democrat will most likely be elected governor in this state. The key players in this opposition are Mary Ashanti of the Wicomico County NAACP, County Council member Sheree Sample-Hughes, who has been the lone County Council member opposed to the idea, County Executive Rick Pollitt, and Delegate Conway. They fret that the elected school board may not have a minority member despite the fact that most proposals being floated about an elected school board’s composition would break down the membership similarly to County Council’s, with the same districts used and perhaps two additional at-large members.

But the question becomes one of how much say should we give the state in how to run our board of education? It’s bad enough that the flexibility and autonomy once deferred to local districts has gone by the wayside as both state and federal agencies compete over who can usurp more local control – some skeptics say that having an elected school board would make as much difference as rearranging the deck chairs on the Titanic.

There’s still the question of accountability, though. Over a five-year term, those currently serving are essentially locked into place. To be selected or reappointed for a second five-year term they only have to impress a small body of perhaps four to five Central Committee members (depending on party, as Democrats elect seven Central Committee members while Republicans elect nine) in order to send their names on to the governor’s Secretary of Appointments. (The current Secretary was O’Malley’s deputy mayor in Baltimore, so there’s little chance of independent thought there. Worthy of note is that she also chaired the Redistricting Committee, but that’s a story for another time.)

It’s quite likely the small but vocal opposition will be out in force trying to be the squeaky wheel, so on Tuesday it’s important to get the drop on them and overwhelm them with sheer numbers. If they send up one person to state the case for the unsatisfactory status quo, we need to send three to four up to rebut their statements. We should flood the e-mail accounts of County Council demanding they stand firm to their vote and their resolution to demand action on an elected school board for a vote in 2012. Action delayed is accountability denied.

Update: This just came from County Council President Gail Bartkovich – seems the Wicomico County Board of Education has slated a “Community Budget Awareness Meeting” in the same time slot as the County Council meeting but over at Parkside High School. Coincidence?

I like the part about “how YOU can support Wicomico Schools in the effort to secure funding for an outstanding education for the children of Wicomico County.” (Emphasis in original.) In other words, we want you to support the tax increases we desire.

WCRC meeting – August 2011

Last night’s was an interesting and informative Wicomico County Republican Club meeting to be sure, as County Council president Gail Bartkovich filled us in on some of the ins and outs of county government as it stands now.

As always we began with the Lord’s Prayer, Pledge of Allegiance, and my reading of the previous month’s minutes, with a treasurer’s report added for good measure. But Bartkovich began with some good red meat, announcing the elected school board resolution will be discussed once again – she also detailed how she came to be aware of the changes Delegate Conway proposed in a last-second meeting before the hearing. They were also getting input from the local NAACP regarding both the school board issue and redistricting in a future face-to-face meeting.

The key point of Gail’s discussion, though, settled on the creation of a Charter Review Committee. Required by charter on a decennial basis, Bartkovich announced that 25 county residents (some who had served on the previous committee a decade ago) were volunteering their time and talents – of that group, about 15 to 17 would be selected and the County Council would appoint the committee’s chair, with the committee then deciding on a vice-chair. The selection process would occur next month, with the first meeting (open to the public, by the way) to be held sometime in October and most likely at Council chambers. The series of public meeting would lead to recommendations, which would be voted on by County Council. They would vote whether to present the question to the public at the 2014 General Election. Wicomico GOP looking for a few good men (or women)

The release is short, sweet, and to the point:

The Wicomico County Republican Central Committee is accepting applications for two Republican positions on the Wicomico County Board of Education. Appointments are by the Governor for five-year terms, beginning in July. Those interested should submit a completed Request for Appointment Consideration Biographical Information Form (which includes a resume) to the Governor’s Appointments Office with a copy to Wicomico County Republican Central Committee, P.O Box 252, Salisbury, MD 21803. The Form and additional information is available by calling 410-974-2611 or by email at WiCoGOPChair@Yahoo.com . Applicants will be contacted concerning interviews beginning at 7:00 pm on June 20.

So far I’m aware of two people who are seeking appointment, with the one Republican member eligible for re-appointment being one of the two.

Yet this is an opportunity for conservative members of the community to step up and attempt to get an handle on the school board’s budget. Certainly you may get frustrated at times because the majority appointed by the other party doesn’t always work in a manner which exhibits common sense, but this is also an opportunity to get acquainted with the inner workings of the board at a time when it may be in transition if we on the right side have our way and it becomes an elected body. (I would imagine the local GOP would at least tacitly support those we nominated for appointment should they decide to seek an elected school board office.)

If we can get a number of solid conservative candidates on the list we send to the Governor’s office, one of two things will happen: either our picks will get on the school board and improve the body as a whole, or, if they’re not selected despite our expressed wish it’s more ammunition to convince voters that they need to have a say in the referendum that will come to pass. (This despite the best efforts of Norm Conway and Mary Ashanti of the local NAACP, who have their own reasons for supporting the status quo. Hint: they are liberals and think they know better than the people.)

So, if you are interested in serving your fellow man in this way I encourage you to send in an application. As I recall, the last time we did this we had four or five hopefuls so it may be a relatively long meeting for us on June 20. But that’s part of our job.

And, by the way, I’m hearing this rumor that the local Democrats are getting involved in the process of picking our nominees. Three words to them: go pound sand.

I think we can pick some good candidates on our own, thank you. You may not like who we pick (because Lord knows you’ve picked some real winners in the past for various positions) and the job-killing creep you helped elect as governor may not select them off our list, but it’s our job to send the best possible candidates to Annapolis. So let us do our job.
