WCRC meeting – June 2015

As it turned out we didn’t have a speaker for tonight’s meeting so the agenda was on the light side. Still, there was plenty of discussion at our gathering.

We did the Lord’s Prayer and Pledge of Allegiance as we always do, but in between we had a silent moment of prayer for Governor Hogan. I had not heard the news about his cancer diagnosis, so I was quite shocked. It was definitely a somber way to begin the meeting.

With no speaker, we jumped to Julie Brewington’s Central Committee report. She recounted our appointments to the Board of Elections and Board of Education and revealed we were in the process of working on a fundraising event. We were also seeking a mayoral candidate for Salisbury as the filing deadline approaches in August.

Representing Somerset County’s GOP was Matthew Adams, who came up to sell tickets to the Tawes Crab and Clam Bake. Readers of mine know all about this annual event, which this year has increased its ticket price to $45. Between the state party and our two counties, we have half of one of the large tents for a total of 120 tickets. Adams expressed his interest in having Andy Harris make an appearance, but we were at the mercy of the House voting schedule for that one. Harris may be able to do a morning event, though. (I would assume that Harris’s primary opponent, Michael Smigiel, already has Tawes on his calendar just as Harris was able to do when Frank Kratovil held the seat.)

We also got the pleasure of meeting Patty Miller, who is the incoming president of the Salisbury University College Republicans. Their big task this year, said Miller, was to recruit new members. When asked about the atmosphere on campus Miller admitted that it was hard to overcome the liberal bias of the faculty, but it helped that many students came from rural areas. Adams noted that a good percentage of SU students come from Somerset County and was hoping to use them to gain inroads into UMES.

Some good news came from Muir Boda, who announced the beer license for the Crab Feast on September 12 should be secured this week. The issue was our non-profit status, which was resolved by (of all people) the IRS. Boda was working with Josh Hastings of the Democratic Club, who have the same issue with their event, so there is bpiartisan cooperation around here. He also announced he had filed for City Council last week.

Another upcoming event is the Wicomico County Fair in August, and we were in the process of getting our space there. Dave Snyder asked about voter registration and we encouraged him to do so.

Our most recent appointees to the Board of Education were then asked to speak, as their first meetinnd wg will occur tomorrow morning. And while the reaction to John Palmer’s appointment was “righteously fearful,” according to Julie Brewington, Joe Ollinger struck a more optimistic tone – although he admitted “public education is a tough job.” But it’s not a money issue, he added.

Some of his ideas for change were efforts to instill more discipline in the schools while encouraging more respect for the public school teachers. But he also wished to move as much responsibility as possible to the local board, hoping the state would cede some power.

One other item on the club’s agenda is a new officer. Since Joe Collins took a position on the Board of Elections, he can’t serve as an officer for the WCRC. Dave Snyder volunteered to be nominated but we would like to have other candidates step up, too.

Marc Kilmer filled us in on the public hearing process for an elected school board. Five hearings will be held beginning in September – wonder where they got that idea? It was also suggested that we hold a straw poll at the Wicomico County Fair to gauge support.

Marc also was lauded by Joe Ollinger for how he explained how he came u with his votes, and it was incumbent upon us to demand that same forthrightness from the others on County Council.

Shawn Jester passed along word from Delegate Carl Anderton that his district office was now open. We also learned from Cathy Keim that we would be using the optical scanner machines beginning in 2016. Of course, that brings a headache because the machines and paper ballots have to be kept in a conditioned space the county doesn’t have yet, so they will have to lease or build one.

Next month we will have two speakers. It’s no surprise that our old friend Jeannie Haddaway-Riccio is coming to address us, but having Jake Day speak is definitely different. He sought us out, though, and we’ll give him the forum on July 27.

Increased popularity. Decreased sunshine.

That, in a nutshell, was the story of my Third Friday.

I got home from work, changed my clothes, and walked out to my car. Felt a sprinkle, pulled out my phone, looked at the radar picture and saw this tiny orange, yellow, and green blob arriving.

Man, did it pour when I got downtown. I walked through a river to get there as people were scrambling to get their treasures under cover. So by the time I arrived it was pretty much cleared out.

At that point I decided to find my Delegate’s new office. It’s a modest little room above Roadie Joe’s downtown, but he had some good folks in there for its grand opening: County Councilmen Larry Dodd and Marc Kilmer stopped by as did Salisbury City Council candidate Muir Boda, who made it official today as he filed. I didn’t get a very good picture of the Carl Anderton district office, but my friends Jackie Wellfonder and Julie Brewington did. Find them on social media.

A few of those aforementioned folks were downstairs grabbing dinner as Dark Gold Jazz was playing. So I sat in with them: the dinner eaters, not the band. (Although I own a guitar, I can’t play an instrument to save my life.)

They did about the longest version of “Hey Joe” I’ve ever heard. I don’t drink all that fast but I swear I drank half my beer during the song. Luckily, I like the tune so it worked.

But as people drifted off to other locales like Headquarters Live, I took a few minutes to stroll the Plaza.

The sky was still rather turbulent as I left.

It’s funny because Kim was in Ocean City this evening with the kids (daughter and friend) and it looked nice and sunny there from the video I saw. Welcome to Delmarva, huh? From what I heard, though, 3F was rather packed before the rains came.

So it wasn’t exactly the Third Friday I planned but it was nice to catch up with some old friends nonetheless.

The Salisbury incumbent protection plan?

I was reading in the Salisbury Independent last night and came across an item that piqued my interest. As some of you may know, the city of Salisbury has revamped its electoral system over the last few years.

Step one was moving its elections from the spring to the fall as well as synchronizing the terms of all elected officials to finish at the same time – those who were elected in the spring of 2013 only won terms of slightly over 2 1/2 years.

Last year the new leadership in City Council scrapped the old two-district system where one member was elected from a majority-minority district (District 1] while the other four came from District 2 and redrew it into five separate Council districts, with two having significant minority populations. Going to five single-member districts allowed the city of Salisbury to more closely reflect a minority population of about 2/5.

All that I could live with; in fact, I had encouraged the five-district idea for many years (even asking the opinion of candidates on the subject at a 2011 NAACP forum.) And while you run the risk of a complete turnover in government by having all seats elected at once, this reflects the system we live with in Wicomico County and in Maryland as a whole. So far we’ve not turned over anything close to the whole General Assembly and have managed to keep at least a couple incumbents on County Council.

However, aside from the likelihood of multiple incumbent participants being in the same district this cycle, the blurb I read leads me to think there will be an incumbent protection program in place this fall.

City Council, led by its President Jake Day, is floating a proposal to do away with the city’s primary election and simply place all comers on the November ballot. On the surface it makes sense given that the 2013 primary only eliminated one contender out of eight who ran for office. (Ironically, that one person was later appointed to City Council.) Certainly it’s a taxpayer-friendly proposal as well since only one election would be necessary.

But imagine, if you will, a situation where four or five are on the ballot with a somewhat unpopular incumbent. Each of those challengers will take a share of the vote, and knowing how some voters may go with the name they know it means an incumbent may win re-election with just 20 or 25 percent of the vote. At least with a primary culling the field down to two (at least in most cases, barring a tie for second as we had in 2013) we’re assured the victor has a majority of the vote. It can give voters the opportunity to amass support behind a single challenger.

Even so, there is opportunity in adversity given that City Council is expected to put this proposal into place. But it would take a meeting of the minds between all the conservative groups in town who may want to back a particular horse in a city race.

Since I happen to live in the same district as my friend Muir Boda, I’ll use him as an example. Let’s say I had a scintilla of desire to run for City Council (which I don’t) and that Muir also got in the race, along with a liberal incumbent who wasn’t doing his job. Seeing that Muir and I are both in a conservative mindset, it’s likely we would split the vote against the incumbent and allow him to win because there’s no primary to eliminate one of us and unite the opposition.

This idea goes a little bit against the grain for me, but there may be merit in having the proverbial (or literal, depending on who’s involved) smoke-filled room to decide which prospective candidate to back. Even though it’s a non-partisan race, it may be a good idea for the GOP to endorse a candidate beforehand. With the last election yielding a 5-0 Democrat majority on City Council as well as a Democrat mayor, it’s obvious our procedures heretofore weren’t very good.

Day contends that the new districts will produce a smaller number of candidates for each district, and he may be right. But if the residents of Salisbury want to take the city in a more conservative direction, we don’t want to split the vote by having several conservatives canceling each other out.

WCRC meeting – February 2015

While we didn’t have a featured speaker, there was plenty said at this month’s Wicomico County Republican Club meeting – even as it ran a brisk 45 minutes in a chilly Chamber of Commerce building. But perhaps just as important was that which wasn’t said.

Once we got through our usual opening of the Lord’s Prayer, Pledge of Allegiance, and introduction of distinguished guests, we found out our Christmas Party was slightly more profitable than first believed. That’s always good news.

Mark McIver spoke on behalf of the Central Committee, noting that three appointments to the Board of Elections had been forwarded to the Maryland Senate for approval. In addition, we would be interviewing candidates for the open Wicomico County Board of Education seat at Monday’s Central Committee meeting. He also announced we would be holding a quad-county Lincoln Day Dinner this year.

Since we had talked about the school board, I interjected that our elected school board bills were now introduced and had hearings scheduled.

Next up were the officer elections, which were by acclamation when no one was nominated from the floor. Beginning next month Shawn Jester moves up from First Vice-President to President, with Muir Boda and Joe Collins moving into officer slots as First and Second Vice-Presidents, respectively. Deb Okerblom stays on as Treasurer and yours truly will remain as Secretary.

Marc Kilmer updated us on what Delegate Carl Anderton, Jr. was doing. Anderton was a co-sponsor of a number of good, conservative bills including the elected school board bill. But perhaps most interesting was HB1039, which is being called the “Evo Bill” after the local craft brewer Evolution Brewing. They wish to increase the barrel limit a particular type of license holder can brew as they are approaching the existing limit.

We also heard from Wicomico County Executive Bob Culver, who was in attendance and only half-jokingly solicited “letters of support.” He was asked about the status of take-home cars, for which he replied “all but one (were) pulled in.” That particular employee had a legitimate need for it due to federal regulations, he added. Culver also pledged that there would be “no tax raise” this year in his budget.

I also got to announce that the WCRC Crab Feast is slated for September 12, with ticket prices slated to stay the same from last year.

But the talk of the meeting was what did not happen. Late this afternoon, we got word that the Wicomico County Council of PTAs was encouraging its members to attend and speak out.

Apparently that appeal fell on deaf ears because it was our usual group. Perhaps they originally believed our group was the Central Committee and would be discussing this issue, but it really wasn’t on our WCRC agenda.

We would have welcomed the company but either they decided the issue wasn’t that important to them or it simply wasn’t enough time to mobilize. In either case, the WCRC is fairly solid in its support for an elected school board, as is the Central Committee.

Next month’s meeting will also be held on the 23rd, at which time the new officers will be sworn in.

A satisfying Super Saturday

A couple months ago, the Maryland Republican Party designated yesterday as a Super Saturday for Wicomico County, a day where the MDGOP increased its emphasis on door-to-door and other voter contacts for local candidates. As a culmination to the day, the Eastern Shore Victory Headquarters was the setting for a fundraiser and appreciation party.

Among the state party luminaries who attended the after-party were state party Chair Diana Waterman and National Committeewoman Nicolee Ambrose.

Ambrose noted this area was one of a handful the state party was targeting this time around, with well over 1,000 voter contacts made on this day both from headquarters and door-to-door.

Introducing the candidate was the guy who took Anderton’s seat on the Delmar Commission when Anderton became mayor, Bunky Luffman. He told the crowd that Carl “builds consensus” for getting things done and reminded us that Anderton spoke to “chicken tax” sponsor Delegate Shane Robinson, leading to an eventual withdrawal of the House bill. Being Maryland Municipal League head gave Carl a measure of influence.

With that intro, Carl addressed the group.

Among the ideas Anderton spoke about were the prospect of addressing the tax differential, which would require enabling legislation that hasn’t been a priority for the incumbent. Another issue where Norm Conway was “a crutch” to keep it from happening is an elected school board. In short, Conway has “failed us miserably time and time again.”

He also noted Peter Franchot’s case that a large property tax increase will need to be made, blaming the massive debt increase Conway has supported over the years.

While it was his fundraiser, Carl yielded the floor to his special guest, Delegate Jeannie Haddaway-Riccio.

Jeannie recalled that the 2010 election saw House Republicans in Maryland gain six seats, or one for each committee. “We were starting to effect change,” she said, particularly on the sub-committees – so the Democrats started doing more work at the committee level where GOP strength was diluted. She added that our side wins the floor debates, but can’t win the votes – so having delegates like Carl would help in that regard.

Jeannie was also a popular photo subject. I got a couple as she posed with Muir Boda in the top photo and the host in the bottom.

Yet the work wasn’t done. Looking at Carl’s Facebook page, he noted that they were still hard at work building signs at 10:30 at night. To beat a well-funded incumbent, the workday is long.

WCRC Crab Feast 2014 in pictures and text

Every year I go to the WCRC Crab Feast I take this shot because I like it.

The same seems to be true about the Wicomico County Republican Club Crab Feast, as people come back year after year because they enjoy the event. Whether it’s the crabs…

…the company…

…or the chance to talk one on one with many of their elected officials, they line up to get their crabs when the event opens.

For those who didn’t care for crabs, Muir Boda was cooking up some mean burgers and hotdogs.

And it’s not like people don’t know where it is located. This was after David Warren put out a batch of Andy Harris signs.

As always, we had a silent auction table. It didn’t seem like we had quite as much as we have in previous years.

But they still lined up to put in last-minute bids. There was one rule, though: no hovering.

A trend the event has had the last couple years is the move away from candidate remarks, which used to be a staple of the event. Once upon a time, candidates would get a couple minutes but now we just figure they will mix and mingle. This was true last year and pretty much remained the same, with two exceptions.

One was a reminder from our county chair Dave Parker about the Patriot’s Dinner with Allen West on September 27.

We also heard from retiring Orphan’s Court Judge William Smith, who thanked us for 12 years of support and urged us to vote for the one Republican on the ballot, Grover Cantwell, as well as the two incumbents who opted to run again. They’re both Democrats, but one – Melissa Pollitt Bright – was at our event. Considering the good judge turns 91 soon, he’s earned a retirement.

Naturally, there were a lot of local candidates there for at least part of the event, so here are some shots I took. In the first example, here are two folks with a pretty good chance to be representing us in Annapolis, Johnny Mautz and Mary Beth Carozza.

Far and away, the most popular person there was our Sheriff, fresh from national headlines about his pro-Second Amendment stance. As Jackie would put it, Lewis was a “rockstar” and photos with him were in demand.

So while it was hot, fortunately the rain didn’t hit until last night and the event went off without a hitch. Many of these participants will reconvene later today at the opening of the Eastern Shore Victory Headquarters here in Salisbury. The crabs? Well, we had just a couple bushels left to sell at the end and killed the beer kegs, so people must have been satisfied with the event.

Next year the event should take place in the midst of our municipal campaign and the early stages of a race for a 2016 U.S. Senate seat, so it will likely have a much different feel. But as long as the crabs are steamed just right, people will still be here to enjoy it.

District 38C House: Davis vs. Carozza

It’s a lot like yesterday’s report on Senate District 37: the Republican has a wide fundraising lead on a Democrat. But in this case, we’re looking at an open District 38C seat with no incumbent. And while the Democrat in the race, Judy Davis, had a primary opponent in Mike Hindi, the little money she raised was enough to get her through the primary to face Mary Beth Carozza, who was unopposed for the GOP bid.

What also jumped out at me in this comparison was the amount of money coming from outside the district, which for the sake of simplicity I define as the 218xx zip code area. Both Davis and Carozza received over 40% of their contributions from outside the region, with Carozza just a few dollars shy of 50 percent. Yet it’s interesting where this out-of-district money came from.

In Mary Beth Carozza’s case, a lot of her money comes from connections she made in Washington during her tenure there as a legislative assistant and George W. Bush administration appointee. Her work for the Ohio Congressional delegation was rewarded by a number of contributions from the state, where she hosted a fundraiser last year. In her first report that covered the inception of her campaign to the initial days of 2014, over 70% of her funding came from out-of-state, mainly from the Washington, D.C. area and Ohio. Those Ohio connections, as well as work for Maine Sen. Susan Collins, proved valuable in the category of federal committees, as Mary Beth received money from the Buckeye Patriot PAC, Dirigo PAC, and Promoting Our Republican Team PAC, as well as the campaigns of Mike DeWine, Steve Stivers, and Pat Tiberi. DeWine is a former Senator from Ohio who is now the state’s Attorney General, while Stivers and Tiberi currently serve in Congress representing parts of the state.

But as the campaign has evolved, the percentage of money raised locally has increased. In her last report, Mary Beth raised about 80% of her money locally.

On the other hand, there was a spike in out-of-district collections for Judy Davis when her son hosted a fundraiser for her in New York City, as well as another one in the most recent reporting period from a variety of sources. In all, however, it’s obvious that Carozza has a more broad and deep base of support from private individuals, although Carozza can boast a smattering of support from business and LLCs that Davis hasn’t had. Carozza has also collected the one Maryland PAC donation, from the Maryland Farm Bureau PAC.

Both Davis and Carozza have had modest contributions from local political clubs, but it’s worth noting that three campaigns have transferred money to Mary Beth’s account: former Wicomico County Council candidate Muir Boda transferred $40, Worcester County Commissioner Judy Boggs added $100, and Delegate Kathy Szeliga pitched in a total of $350 in two separate donations.

Something I found interesting among the expenditures is that Mary Beth apparently has a campaign office to work from, as she pays rent for it monthly. She’s also a big Staples customer, as she bought equipment there to set up the office.

But the more important line item was the over $35,000 she spent getting the word out on her campaign – everything from printing up all manner of signage to newspaper ads to social media. (And yes, in the interest of full disclosure, there’s a little something for me in there as well because she’s advertised here.) Carozza’s burned a lot of gasoline, too. Judy Davis has gone along a similar path, but to a lesser extent.

Carozza seems to be using a few outside consultants: of note, she’s spent $395 a month on Morton Herbert, LLC of Towson for, among other things, website design and maintenance, and used Campaign On for the direct mailing ($4,593.27.) And while it’s not a large expense, she paid $480 to Womble Carlyle Sandridge & Rice LLP. Maryland political insiders know that better as Bob Ehrlich’s law firm.

One other interesting disparity: Carozza paid Edward Blakely of Annapolis a total of $706 for two campaign videos, while Davis had one done by Chase Whiteside of Cincinnati as a $3,000 in-kind donation.

But on the whole, these aren’t the most exciting of campaign finance reports. It’s interesting that Carozza had a number of fairly well-known Republican names donate to her campaign at the start, but that’s been mainly replaced by a local grassroots effort over the last few months. Unlike some of the others profiled, in the case of both Davis and Carozza there doesn’t seem to be a vested interest in all that outside money aside from getting someone they know and have dealt with over the years elected.

Next week I’ll shift westward to look at Districts 38A and 38B.

WCRC meeting – August 2014

Safely ensconced in our new headquarters, the Wicomico County Republican Club held its first official meeting there, with the special guest speaker being State’s Attorney Matt Maciarello. Matt has the enviable position of needing one vote for another four-year term because he’s unopposed.

Before we heard from Matt, though, we had the usual Lord’s Prayer, Pledge of Allegiance, and introduction of distinguished guests, a list which included our state party Chair Diana Waterman. We also received a brief update from Larry Hogan’s regional coordinator Joe Schanno, who was pressed for time. He noted the need for volunteer help for the Hogan campaign, and pointed out the recent poll results that showed the race within the margin of error.

We also learned Larry would be here on Sunday for a series of events: the official opening of our headquarters from 2 to 4 p.m. followed by a fundraiser for District 37B hopeful Christopher Adams at Perdue Stadium from 4 to 8 and an appearance at a fundraiser for County Executive challenger Bob Culver from 5 to 9 at a private residence. There may be some other visits with local businesses added to the schedule, said Schanno.

After Joe wrapped up, we introduced Matt Maciarello. He recounted that when he took office in 2011 it was about the same time as Salisbury police chief Barbara Duncan was selected, a time when “crime was out of control.” But with Duncan and Sheriff Mike Lewis, they planned a line of attack on the spiraling situation. Matt’s areas of interest in that regard, naturally, were the district and circuit courts, although there’s also a children’s advocacy center and drug task force.

It’s the latter item which creates much of our problem, said Maciarello. He claimed that there’s “one (fatal heroin) overdose a week in Wicomico County” and surmised that the appetite for opioid drugs “fuels a lot of crime.”

In combating crime, Matt also noted he’s been an advocate on the legislative level, monitoring legislation and providing input, both as testimony and direct discussions with legislators. After a bill is passed, his office provides roll call training to street officers to make sure they understand new and revised laws.

Much of his time of late, said Matt, has been spent compiling and writing reports on a pair of recent police-involved shootings, reports he personally wrote and took the time to talk with the families of the victims about the reports if they were inclined to discuss them.

But he concluded by stating that citizens have a choice on where to live, and the perception that a place is safe is important to an area’s well-being.

Matt then answered questions, many of which queried him about gun laws. A recent profile of Sheriff Lewis as one who would refuse to enforce federal gun laws led to a discussion on nullification, which he felt was “more symbolic than anything.” On that subject, “I want to be on solid legal ground” – for example, what exactly would be nullified? So while he felt parts of the Firearm Safety Act were “clearly unconstitutional,” he believed opponents should get the advice from a Constitutional scholar before proceeding in order to pick and choose the best points for a legal counterattack.

Asked for a definition of “good and substantial” cause, Maciarello said, “I personally believe the burden should be on the state.”

He also spoke about the relationship with the local NAACP given some recent tensions, explaining that “I see my role…as a public safety job. You have to represent justice.” He’s tried to be as transparent as possible in all his office’s dealings.

Jackie Wellfonder, who had attended the previous forum with several GOP candidates, noted that “we had an interesting dialogue.” The GOP presence was “a first step.”

After I gave the treasurer’s report in the absence of our regular treasurer, Jackie gave her formal president’s report, gushing that the headquarters has done “a complete 180” from the state it was in when we took it over. She pointed out that donations would be welcome to help defray the expenses, and volunteers to man the phones and greet visitors would be great as well once we get the ball rolling on Sunday.

She also read a thank-you card from Elizabeth Mills, one of our two WCRC scholarship recipients.

David Warren, who is in charge of the headquarters, remarked again about the “once in a lifetime chance” we have to win seats in District 38.

He gave way to Diana Waterman, who commented about the ease of operating the “very user-friendly” phone system, and urged us to “step out of your comfort zone.” She also talked up the September 27 Allen West event and announced our Super Saturday would be October 4, just before the Andy Harris Bull Roast in Queen Anne’s County.

Dave Parker gave the Central Committee report, giving more details on the Allen West Patriot’s Dinner and repeating the information on the October 4th events.

It was then time to hear from some of the candidates in attendance.

Speaking on behalf of Larry Hogan’s campaign, Ann Suthowski revealed he would have a fundraiser featuring Chris Christie in Bethesda and there would be a day for LG candidate Boyd Rutherford in this area as well as for Hogan. She was looking for sign locations and letters to the editor as well.

Jackie Wellfonder spoke again, this time on Chris Adams’s behalf. She repeated the information about his Perdue Stadium fundraiser as well as the Bob Culver gathering that will also feature Andy Harris.

County Council candidate Larry Dodd acknowledged he took a little break after the primary, but pointed out while his opponent claims to be “moderate” he was really “100 percent Democrat.”

Johnny Mautz of District 37B introduced his local campaign coordinator and promoted three events: fundraisers for him in St. Michael’s and Easton on September 20 and 21, respectively, and a Larry Hogan event at Sailwinds Park in Cambridge on September 28. The Easton event he’s holding has as a special guest author and commentator S.E. Cupp.

Carol Rose spoke on behalf of Mary Beth Carozza and announced her fundraiser would be held at Frontier Town near Ocean City on September 7. She also noted a Worcester County TEA Party event featuring Carozza along with the other three Republican District 38 candidates was “fantastic.”

Marc Kilmer was pleased to have finally met his opponent. But on a more serious note, he was ready to resume doorknocking and was looking for volunteers to help at the Sharptown Heritage Days parade on September 20.

Muir Boda wasn’t a Republican candidate anymore, but revealed he was one of a dozen applicants for the vacant Salisbury City Council position. We will probably know Wednesday who will fill the unexpired term of Terry Cohen, he said.

We also heard from the unopposed County Councilman John Hall, who said his campaign was “going just swimmingly” and received an update on the September 6 WCRC Crab Feast.

The Ice Bucket Challenge got another “victim” and this time it was MDGOP chair Diana Waterman. I guess “water” is appropriate in this case.

I’m not sure how we’ll top this in September, but someone else will have to let you know. I get a personal day from the next meeting, and those of you who know me well will know the reason why.

Cohen out, so who will be in?

It came as a surprise to many that Salisbury City Council member Terry Cohen resigned with a little over a year left on her term. Citing her family’s “major life changes” she’s resigning as of August 8.

Cohen was originally elected as part of a reform-minded slate in 2007, and found a natural ally in then-Council member Debbie Campbell. And while those who advocated for reform eventually turned on Louise Smith, who was one of the two new Council members elected in 2007, the real change in Salisbury came when current Mayor Jim Ireton was elected in 2009. Campbell and Cohen became more reviled as the obstacles to Ireton’s agenda, eventually leading to Campbell’s defeat by Jake Day in 2013 as well as Cohen’s removal as City Council president, where she served from 2011-13, to be replaced by the newcomer Day.

Of course, the blogs which focus more on local politics are already aflame with comments and suggestions for a replacement for Cohen, with the situation further complicated by Day’s required military reserve service occurring this week – however, they have until September 5 to name a replacement and they’ll begin accepting applications Monday. That replacement will have just 15 months to serve out Cohen’s term before he or she stands for election, if desired.

Two of the names most bandied about to fill Cohen’s seat are Josh Hastings and Muir Boda. As most locals know, Hastings is already running for a County Council District 3 seat as the Democratic nominee while Boda ran at-large and finished third in the Republican primary behind Matt Holloway and John Cannon – respectively, present and former County Council members. There are others who are being mentioned, mainly on the Democratic side, so the obvious question is whether the Democratic-dominated City Council will stay loyal to party or not.

Yet what do I always hear from Democrats when the Republicans are in charge – we need to have bipartisan consensus, they say. Well, here’s an opportunity to put their money where their mouth is and select the best candidate out there. (Worth noting: the city elections are non-partisan.)

I believe in having everyone at the table.  All are stakeholders in this city whether you are a homeowner or business owner, landlord or renter, employer or employee, you have a right to be heard.  We all have a stake in this community and passing it on to the next generation better than we received it is not just the right thing to do, it is our duty.

Join me as we bring forth a positive message of healing, reaching out to our neighborhoods that are disenfranchised and opening up our doors for business.  We have so much work to do and it is going to take all of us putting aside our differences to do what is best for Salisbury.

These were Muir Boda’s words in 2011, just before the general election where he finished fourth – it was the same election where Terry Cohen retained the seat she’s vacating, along with Laura Mitchell and Tim Spies. For the most part, the message rings true still today.

As the city moves into a phase where the downtown may be revitalized, I want to make sure that’s not at the expense of the neighborhoods. As a homeowner in one of the city’s most transient neighborhoods – most homes on his block are rentals – Muir has an interest in maintaining the sometimes-neglected corners of the city. I think he would be a fine choice for this sudden vacancy.

Once again, thousands came to Crisfield and heeded this advice.

Somers Cove Marina was set up a little differently this year, but the real difference was that the attendees didn’t soak through their clothes this year – instead, the day was cloudy but relatively comfortable, with only a small touch of humidity. Most years this setup – by a local engineering firm, naturally – would be oh so handy. But not so much this year.

One key difference in the arrangement this year was the prominence of this tent.

Annapolis lobbyist Bruce Bereano always has a crowded party, and it’s a bipartisan affair.

The GOP tent this time was set up behind Bruce’s, and it was a hub of activity for the Republican side. A lot of local and state hopefuls were there at some point.

GOP gubernatorial candidate Larry Hogan decided to have his own space, which ended up by the side entrance.

On the other side of the Republican tent and just around the corner, the Democrats were set up close to their usual rear location along the waterfront. Salisbury mayor Jim Ireton was holding court there. (He’s in the white at the center, in shades.)

By and large, though, most of those in attendance were interested in one thing. See the light blue lean-to to the left of the Sysco trailers in the photo below? That’s where the crabs were being served, and the line indeed stretched that far back 15 minutes before the announced noon opening – they really start serving about 11:30 or so.

I think the longest wait I had was about 10 minutes for the Boardwalk fries. As it turns out, I’m not a crab eater – but I like the fried clams and the fish sandwiches. Oh, and there’s a few politicians there too, but I’ll get to that in due course because I can find the political in a lot of things – except perhaps this.

The hosts of a locally-produced show called “Outdoors Delmarva” always seem to find time to tape a segment here.

Another local business I always find at Tawes made a very classy, and apolitical, gesture this year.

But I do find the irony in some things. For example, those of you familiar with the Hudson case may appreciate some here.

It seems to me the UM law school was on the other side of the fence before, as opposed to this group, part of the Clean Chesapeake Coalition, which tends to take agriculture’s side as well as that of local government.

One other thing worth pointing out is the media frenzy this event creates. Here’s Delegate (and Senate candidate) Mike McDermott being interviewed. Wonder how much they actually used?

Most of the excitement occurs when the top members of the respective tickets arrive. Hogan had the tent but didn’t come until the event was well underway. His entrance was rather modest.

Oh, did I tell you pretty much everyone in the tent was waiting for him?

Naturally, everyone wanted to get their quote from him – perhaps even the tracker from the Brown campaign. I’m told Hogan has one.

While I’ve been critical of the Hogan campaign throughout, the way their team handled today was outstanding. This was the first stop I noticed him making after all the interviews were through.

In case you can’t read the sign above, it’s the tent of the Somerset County Economic Development Commission. To me, that was the perfect place to be seen.

They took a little time to meet and greet; they being both Hogan and running mate Boyd Rutherford. But the point was that I didn’t see them walking around much – instead they were engaging voters.

As I noted earlier, there were a number of other politicos there, but the statewide Democrats were not well-represented. I did see their AG nominee Brian Frosh. He’s the small guy in the center, violating the Don Murphy rule about not wearing white.

Notably absent, though, was the top of their ticket, Anthony Brown. It’s odd because he’s been here a few times.

One guy who wouldn’t dare miss this is local Delegate Charles Otto (center.) His Democratic opponent is the just-replaced former mayor of Crisfield, which certainly made for interesting retail politics for them.

All told, there were a lot of people there. I took this panoramic shot about quarter to three, which is just before those who had their fill begin to trickle out.

One other difference was not seeing all the Red Maryland crew there, although I did speak to Duane Keenan, who does a radio show on their network. Another media guy trying to drum up business was Phil Tran, who you couldn’t help but notice.

The other new media people I saw there were Jackie Wellfonder – although she hasn’t blogged about her experiences yet, she did burn up Twitter – and Jonathan Taylor of Lower Eastern Shore News, who has his own photo spread.

But as the event came to an end, we know that by week’s end Somers Cove will be back to normal.

In 2015 the Tawes event should be good for sizing up the lone statewide race in 2016. While Barbara Mikulski has given no indication on whether she will retire, the soon-to-be 78-year-old senior Maryland Senator may not like being in the minority come next year and could decide to call it a career. We should know by next July.

Snapshots of an election

To be honest, I took these photos on Tuesday intending to add them to my coverage – then promptly forgot and posted it anyway. But it doesn’t hurt to have a second look back before moving forward. There’s really not going to be a lot of fresh news until after the Independence Day holiday anyway, plus it also proves the adage that every picture tells a story.

So I’m going to lead with this one I also posted to Facebook.

It’s interesting to see this pile of Anthony Brown signs, which as I recall were pretty much all of the Brown signs I saw. Now one person suggested that they were originally set within the 100′ limit then relocated against the tree, which is possible – but I doubt it. Instead, my thought was someone left the pile of signs earlier that day or the previous night intending to have the first volunteer at the site place them in the morning – sort of like someone decided to have a insurance exchange website intending to have the thing actually work and not waste millions of dollars.

If you don’t get the small details, the large stuff bites you in the ass.

Speaking of signage, I did not count how many signs were out there on the grounds of the Civic Center, but I would suggest the ratio was perilously close to one for every other voter. Interest seemed to be quite low.

I took that picture about 5:00 after I arrived about 4:30. (This was an election day I had to work – I couldn’t alter my schedule enough to avoid it.) There were literally three people working the polls when I got there – M.J. Caldwell’s wife Pam, a lady representing Circuit Court appointee Jimmy Sarbanes, and Jim Jester, who was doing double duty with an Andy Harris shirt and Mike McDermott sign. This is one of the busier polling places in the county, and only three people were there.

If I saw 100 people vote in the time I was there, it was a lot.

Speaking of M.J. Caldwell, the Republican voters of this county need an education. I would expect about 60-65% of Democrats to blindly support someone named Sarbanes, but 43% of Republicans? Really? Someone selected not on qualifications, but on name recognition by a political hack governor we can’t stand? Get real. That has to turn around in November.

Even the news coverage was lackadaisical. Channel 47 did a live remote, but they never came out to talk with us. They probably showed the pictures of an all-but-empty polling place to an audience which can be charitably described as second-best in the market.

In terms of poll workers, it did pick up after a time. Jackie Wellfonder came along to work this poll.

Turned out the face-to-face didn’t do either of us much good because we got about the same amount of votes, and that wasn’t enough.

Josh Hastings was unopposed in his primary, so all he had to do was await the winner on the GOP side.

His opponent will be Larry Dodd, who had someone there eventually but he wasn’t the social type.

Having worked polls a few times here, I know that after about 7:00 it’s pretty well done for the night. So there were a gaggle of people with Hastings who got to talking down the way on the Democratic side, and a few of us for the GOP. It’s not like we had voters to convince, as maybe 20 stopped by during the last hour.

At the very end, Carl Anderton dropped by to retrieve his signs as did Jim Mathias. They had a nice conversation, although I didn’t get a picture. I was even bipartisan and helped Jim pick up some of the Democrats’ signs.

I was in a group which went on to The Cellar Door to check on the returns, but it wasn’t really a good night for most of us as you now know.

There were a couple things I learned, though. First and foremost is that Facebook is worthless as a campaign aid unless you want to pay through the nose. Social media isn’t really social anymore; it’s become commercialized like everything else. I had 60 likes for my Facebook page, which isn’t much but it at least gives me insight on how my posts did. (By comparison, Jackie Wellfonder also had a similar page and got 100 likes – but about 60 fewer votes.)

I placed a total of 41 posts on the page, although there was one I shared multiple times. My total reach was 2,718 – it’s about 66 per post. Ironically, my best post insofar as Facebook is concerned is the last one I think of as my concession speech, which reached 298 people. A little late, don’t you think? But if you figure a good number of those 66 per post see my stuff time after time, it’s not all that efficient for the investment.

I didn’t have thousands of dollars laying around to get my Facebook page up to 100,000 likes as Change Maryland did, and we only know about the last 30,000 or so because the campaign paid for those – Change Maryland was close to 70,000 when Hogan made it official. So who knows how much he paid for that promotion? More than I had in my pocket.

Anyway, social media isn’t really the way to go. But what is?

The second thing I found out is that the public seems to be unmotivated to find out what people really stand for. In race after race, I saw that those who spelled out their platform in the most complete manner lost to those who were a mystery to voters but had name recognition. It also didn’t necessarily matter how hard you worked – if John Cannon or Matt Holloway went door-to-door I didn’t hear about it, but Muir Boda did and got 18% of the vote to show for it. Tyler Harwood went door-to-door with Greg Belcher (in the same group which at times featured Carl Anderton, Marc Kilmer, and Boda) and finished dead last for Central Committee (Greg was 8th.) Hard work wasn’t its own reward, and no good deed went unpunished – or so it seemed. (Nope, Marc corrected me – it was just his lit, not him.)

In short, I’m not sure I did my job very well on a local level. If I have a mission to educate voters, it looks like I have to work a little harder on it – and so I shall. I suppose the one thing about being a lame duck is that I have no election to worry about anymore, so I can speak my mind perhaps a little moreso than political correctness may dictate.

One source of relief is that I have a smaller range of people to keep up with for November. I think we could have done somewhat better coming out of this primary, but at least now I know whose feet I’ll have to keep to the fire and who I should be able to count on with a minimum of supervision.

A post-primary look back

I actually started this a couple weeks ago, when writing about Ron George’s last stand, and just added to it here and there every couple days – if only to keep it atop the queue. Regarding Ron, it was unfortunate that such a good candidate couldn’t get much traction in the race.

But as the race comes to an end for three of the four gubernatorial hopefuls, I’m convinced that my initial instinct was correct and there was really only money enough for three candidates. Blaine Young saw this early on and, despite a solid period of fundraising, opted to drop out of the gubernatorial race and focus on a local campaign for the newly-created Frederick County Executive post. “We have a tendency to eat our own,” he said.

To me this is yet another legacy of the Ehrlich era, which in some respects set our party back several years.  With the most direct connection to that administration, Larry Hogan was perhaps the second-most natural successor – besides Michael Steele, who took a pass in 2014. More and more I see 2010 as a completely missed opportunity in this state, and its domino effect is hurting us in 2014.

So Hogan starts out about 15 points down, just like Ehrlich ended up in 2010. How does he close the gap?

Out of the box, he’s taking the approach which he used a little bit in the primary: Anthony Brown as incompetent.

Driving up negatives is generally a conventional wisdom play, but there are a couple downsides. First of all, Brown is, well, brown and the inevitable comparison to Republicans picking on Barack Obama will occur. I also don’t see the counter of a positive agenda from the Hogan camp, which seems to be focusing more on undoing things than doing new things.

I mentioned Ron George early on and it was interesting how he accepted his defeat, as a letter to his youngest son Tommy:

Tommy, I lost. But that is okay. Many took my ideas, and I know those ideas will help our state. Your dad is now able to go camping with you and have more time with you, and that alone makes me glad I lost. I can go on trips with you and Mom visiting your nieces and nephew, and I look forward to that also. I did what God asked of me and did my best and that is all we are to do. I never wanted to do anything that took time from you, so I am happy to say I am not a governor but I am Tommy’s dad. Love you, Dad.

Perhaps had Ron been given a do-over, he may have decided to devote full-time to running for governor. Surely he had people to run his business, but while David Craig had a staff to help him do his job as County Executive, Larry Hogan the same for his business, and Charles Lollar was granted extended leave from his duties, Ron had to also function as a Delegate. That was 90 days basically off the trail in the formative part of the campaign. It may be disappointing to me because it was one of two decisions that cost him my vote and endorsement; otherwise Ron had perhaps the best overall platform and he came very close to getting both from me.

But Ron ran the best campaign insofar as staying issue-based and not going off on personal attack tangents.

For David Craig, he pretty much spent the last three years trying for this. Obviously the blogger meeting he had early on didn’t do him much good.

There have been people who opined privately that Craig should have attacked Hogan earlier, just as there are people who believed attacking Charles Lollar was a mistake. I would place myself in the latter camp, but what did Craig in was the lack of money to overcome Larry Hogan’s advantage there. Once Larry got the public financing, the race was over and Craig couldn’t chip away at the double-digit lead.

It’s the Charles Lollar supporters I worry about, as in my opinion they are most likely to stay home in November. Charles tried to convince them otherwise:

Wow, family, what an experience! I can honestly say that the past 16 months have been filled with such excitement and joy as my family has had the chance to meet so many good people across the state of Maryland. I could not be happier with the extended family that I have acquired as a result of this campaign. While the results may have not been exactly what we wanted at least we know that there were many out there who share our vision for a better Maryland and a New Way Forward. From the bottom of my heart I want to thank everyone who played a role in making this such a successful campaign.

As many of you know there is still more work for us to do. A New Way Forward for Maryland is still out there for us to obtain and together we can make this happen. I want to congratulate Larry Hogan on a job well done as well as David Craig and Ron George for successful campaigns of their own.

I look forward to coming together in unity to win the state of Maryland and I urge all of my supporters to do the same and ensure unity within our state across the board.

It makes me wonder what Charles will do with the next few months, although his July 5th event for supporters and volunteers will likely have a lot of clues.

Looking down the ballot a little bit, there were some interesting upsets from both parties.

Two incumbent Senators lost in their primaries as ambitious House members ousted them: Republicans David Brinkley and Richard Colburn were knocked off. By the same token, many of the nine House members who were defeated were victims of redistricting: Republicans Joseph Boteler, Don Dwyer, Donald Elliott, and Michael Smigiel, and Democrats Keiffer Mitchell, Melvin Stukes, Michael Summers, Darren Swain, and Shawn Tarrant. Mitchell and Stukes were drawn, along with winner Keith Haynes, into one Baltimore City district.

In particular, Boteler was one of the good guys, and the reigning monoblogue Accountability Project Legislator of the Year. That district’s voters made a serious mistake by pushing him aside.

Aside from the shocking margin of Addie Eckardt’s victory, the Wicomico County results were pretty much what I expected. Obviously I was disappointed by Muir Boda’s loss but apparently county Republican voters like mushy moderates. If things hold as expected, we will still have a significant GOP majority on County Council but it won’t always govern like one.

It should be noted, though, that my advertisers went 3-1 for the primary. Mary Beth Carozza easily had the most primary votes in District 38C and Chris Adams and Johnny Mautz paced the field in District 37B. Mautz carried three of the four counties, with Adams second in all four (Rene Desmarais won Wicomico County.)

This brings up one of my favorite comments along the way in the campaign, from an old NetRightDaily colleague of mine, Richard Manning. It was in response to a Facebook post I put up to promote this post.

(A)ll those ads along the side pay Michael for his great work. He should be commended that he has created something from nothing that has enough value that people want to advertise on it to reach his readers. That is the essence of the entrepreneurial spirit that those on the right claim to embrace.

So that brings me to the final race, which was my own. I posted this on the soon-to-disappear Facebook page for my campaign:

I’d like to thank my supporters. Looks like I’m going to come up one spot short this time, but with so many good people running I knew I was the most vulnerable incumbent because I only made it by a little bit last time.

So after November it looks like I may have some free time on my hands – or maybe not.

It does look like the Central Committee will have a little more TEA Party influence because Julie Brewington and Greg Belcher got their start as part of that movement, so that’s good.

As I’ve said all along, this will be my last election as a candidate. I was only planning to run this term anyway, and I would have definitely preferred to go out a winner. But I came home and got a hug from my treasurer, who happens to be my fiance. So everything is okay. I lost an election, but elections don’t define me anyway. In fact, in some respects this can be liberating.

Obviously there’s still the prospect of my involvement with the Central Committee, at least as secretary (it can be a non-voting position.) If they wish, I’m happy to stay on in that capacity.

But this will be the last time I have to go through all the hassle of getting a treasurer, filing campaign finance reports, and so forth. In the next few days we’ll close the campaign account, file the necessary paperwork to wind up this committee, and it will be time for a new chapter in political involvement.

So in a few days this (Facebook) page will also go away. Congratulations to the winners and hopefully many of those who tried but fell short will try again. But this will be it for me on the ballot.

Again, I appreciate the kind words from my supporters and thanks to those who voted for me.

A lot of those remarks have appeared on my Facebook page or in e-mails to me. I appreciate the sentiment, but I have an observation on this whole thing.

Of the nine who made it, six were already on the Central Committee and had name recognition for various reasons. I’ve lived in the county for less than a decade and, quite frankly, had the 2006 election featured more aspirants than candidates I probably wouldn’t have won my first term, let alone the second. Look at the three newcomers who won: two are doctors, and the other ran for the House of Delegates in 2010.

On the other hand, two of the other three who lost had been active in Republican circles but had little name recognition otherwise. Tyler Harwood probably knocked on hundreds of doors on behalf of himself and other candidates and was rewarded by finishing last. Jackie Wellfonder had bought signs and cards, and made her way around polling places yesterday to no avail. The gap between us and ninth place suggests that people just went with the names they knew, and that’s sort of a sad commentary.

I’m not going to lie to you and say I’m happy about losing this election, but I knew going in this time that I would have a hard time keeping my spot. I originally figured that only five or six incumbents would run, but with seven that made it really difficult.

So here we are. Even if I’m selected as secretary again (a non-voting secretary and treasurer are allowed) October will be my last meeting as an elected Central Committee member. It would be strange not having something to do on the first Monday of the month, but life changes and so we have to as well.

I didn’t plan on being a Central Committee member my entire life anyway, but now that this election is over my thoughts are on seeing our candidates through and working where I can to improve the process. It may not be completely universal, but one thing I think I’ve achieved over the last eight years is the respect of my peers.
