An open letter to opponents of an elected Board of Education for Wicomico County

It was enlightening to see the main points you brought up in testimony regarding our county’s expressed desire to convert from a fully-appointed Board of Education to a “hybrid” elected and appointed body. In reading the summary presented by Phil Davis in the Daily Times, I seized upon several arguments made against the concept and I’d like to address them here.

The first was the financial argument presented by Senator Montgomery in her line of questioning. Indeed, the county receives a large amount of money from the state for its Board of Education, in part because it’s one of those eight counties (plus Baltimore City) which has “less than 80 percent of the statewide average wealth per pupil” and also has a disproportionate share of those students who must learn English as a second language. Senator Eckardt brought up the difficult economic times the region has seen over the last several years, but that’s not necessarily the correct argument to counter this point.

Rather, one must examine the root of all government money: the taxpayer. Perhaps Senator Montgomery, being from a county chock full of those who work for the federal government, is assuming that everyone has the means and willingness to give government whatever it wants. Instead, we as concerned Wicomico County residents come from that seemingly quaint and disappearing class of people who actually demand accountability for the taxpayer dollars we provide. While the financial books may show that the majority of our school funding comes from the state, it’s worth making the point that we taxpayers are the ones providing the money. Because all state money comes from the labor and toil provided by those who pay taxes at some level, including to the federal government, it follows that we want to keep a relatively close eye on it.

As for the question of community input, it’s worth reminding Mayor Ireton, Mrs. Ashanti, and other opponents that this is not the first time the subject of an elected Board of Education has come up. It’s been a topic of discussion for decades, and the previous edition of County Council resolved to ask Annapolis for a simple straw ballot to determine interest in further legislation only to be thwarted by opponents who charged that the system as proposed did not properly address the concerns of the minority community. To me, that’s a tacit admission that the community interest was there but as proposed an elected Board of Education did not meet with the political desires of the opponents, who generally subscribed to the philosophy of the party holding the governor’s office at the time.

And elections do matter. While the main issues of last fall’s election were the sentiment that the state and local economy was not improving at a satisfactory pace, and that government overall was not being careful with the increasing amount of money they were taking out of our pockets, there was an underlying sentiment that our educational system also needed improvement and accountability. Thus, two key opponents of an elected Board of Education were voted out of office and two proponents were voted in.

Yet the new county government listened to one key demand of the opponents and compromised. Personally, I was not happy that the fully-elected Board of Education was replaced by a version with two appointed members and five elected – our version of a “hybrid” model counties who have recently shifted from a fully appointed board have used – but I understand the politics behind the move, and that time was of the essence to bring the proposal before the current session of the General Assembly. Yet my suspicion is that the opponents know what the public input will be, and that’s a resounding approval of this proposal when placed before the voters.

Next is the interesting point brought up by Mr. Johnson of the WCEA regarding the County Executive’s influence on the board and the school’s budget. It’s interesting because he’s fretting over two members of a seven-member board, members who will have no greater voting power than any other member. If the two members appointed by the County Executive disagree with the position of the other five elected members, their opposition will simply amount to the losing end of a 5-2 vote if they can’t convince the other members to adopt their viewpoint.

But I want to conclude with the sentiment expressed by Mayor Ireton and Mrs. Ashanti that, “it was a select few who made the call for an elected school board.” My argument is that it’s a select few who participate in the process now.

For eight years I was a voting member of the Wicomico County Republican Central Committee. As such, one of our tasks was to assist in the appointment of the three Republican members of the Board of Education (at the time; with the election of Governor Hogan the GOP ranks were allowed to expand to four.) Presumably the Democratic Central Committee does the same with their appointees, although I confess that I have a lack of knowledge about their process as I can speak to ours.

Yet despite our vetting of candidates, more often than not the appointee would be determined by the input of others who had interests that were more political in nature. The final say actually comes down to one person: the state’s Secretary of Appointments, who in turn is appointed by the governor. In the case of the most recent previous governor, he was elected despite our county’s support for his opponent. Where was our public input then?

Over the last two weeks, the Republican Central Committee dutifully interviewed prospective members and submitted names to the Secretary of Appointments to fill two vacancies on the Wicomico County Board of Education. We submitted the names of all those who interviewed, expressing only our order of preference, in a process agreed on by the Central Committee.

But because some members of the body aspired to be on the Board of Education and another was absent from the final meeting, it was a bare quorum of five members who decided the order of preference. Five people submitted names to one person to make this decision, and yet this is considered superior to a process where thousands of people would be able to decide those they would like to place in charge of millions of taxpayer dollars?

In November, we elected a County Council and County Executive who will be charged with an annual operating budget of roughly $130 million. Yet the appointed Board of Education is submitting an overall budget for FY2016 in excess of $190 million, of which they are asking the county for $39 million. Once again, let me reiterate that a small group of perhaps fewer than two dozen people at the local and state level had input on who was chosen to oversee that Board of Education budget, a budget nearly 50 percent larger than the county’s operating budget as a whole.

When it comes to maximizing accountability and local control, the verdict is simple: an elected school board – even in this “hybrid” form – is the proper way to proceed. Opponents who wish to maintain the status quo are hiding behind a series of smokescreens to obscure their real issue: the loss of their political influence over who gets to operate Wicomico County’s school system.

2014 Maryland dossier: part 1 (education)

Last month, in the midst of ongoing controversy over the foibles of one particular Maryland campaign, I put up a post reminding people it’s about the issues. And while I have a favorite in the race just simply based on that which I’ve heard him say and the fact he’s a very convincing speaker, I thought the time had come to look at his and the other campaigns in a much more critical light. After all, our nation elected a guy who had a very positive message for hope and change – now many are hoping we survive as a nation to change things back.

As part of that I also resurrected a feature I used to determine my presidential picks over the last two cycles. Perhaps it’s the curse of an overly analytical mind, but I like to break things down into numbers so I devised a point system to rate individual candidates. Granted, this is still somewhat subjective and arbitrary but it’s the best I can do.

What I will do over the next few weeks is look at a number of issues I feel are the most important in the race. Some of them are covered well in-depth among the several sources I cite, and I may even expand this exercise as I find more information and the campaigns roll on. In terms of having a plethora of source material, I thought the subject of education would be a good place to begin. While it only ranks in the middle among my key issues, it’s much higher on the list for many so I thought it a good entree.

The first part is worth 9 points on my 100-point scale. I’ll begin with the source material, add some compare and contrast with Democratic opponents (who have written quite a bit on this subject) then wrap up with my thoughts. David Craig will be covered first, followed by Ron George and Charles Lollar on the GOP side.

David Craig: MDEd’s budget has increased from $265 million in 2007 to $307 million this year.  The state agency employs 1600 government workers.  That money would be better spent in Maryland classrooms where it would buy much-need (sic) supplies and enhance teacher salaries.

As Governor, I will reduce the administrative budget of the state education department and pass the cost-savings on to local schools. I will end common core, return the money to Washington and let teacher’s (sic) teach.  The sound budgeting practices I will apply to the K-12 system will be required of the University System of Maryland to make college tuition affordable.  I will support school choice, charter schools and other proven measures to increase competition to ensure no child is trapped in a school that does not work.  (campaign site)

Craig’s answer to the problem: “We don’t need statewide testing,” and as governor, he would advocate for their abolition. Instead, he said that tests should be developed at the school and classroom level, “That’s why we hire teachers.”

Dagger: Some states have delayed mandatory implementation of the Common Core. Should Maryland follow suit?

Craig: “The only reason Maryland [adopted the Common Core] was they saw they could get all this money. How much went to teachers? How much went to the classroom? None of it.”

As for a statewide delay in implementing the Common Core, put Craig down as a “definite yes.” (interview with The Dagger, June 25, 2013)

But there’s duplication, so much duplication, in government – county government and school board government. I have a capital projects committee, they have a capital projects committee – why do we need both? I have the same guys that do the investigations, the inspections and all that stuff, I have a procurement department. I don’t buy chalk and all that stuff, but they have a procurement department. That’s duplication. I have a lawyer, a law department, they have a law department – duplication. They have a human resource department, I have a human resource department, duplication. Now, do I get rid of all those employees? No, but at least get rid of the top person. The person who’s making $150,000, instead of having two of them, you only have one. And you can probably merge a lot of things together and only have office – and none of that takes place in the classroom. (monoblogue interview, June 11, 2013)

Ron George: Grading each school’s educational success only on outcome based measures, not on the amount of money spent on education and construction or pay.

Create a “scholarship” system where students that pass an entrance exam to a non-public school will receive money to attend without the state having to pay a penny more.  Currently it costs Maryland $13,900 each year to educate a student, the national average is $10,400.

By allowing a “scholarship” of up to one quarter that amount, our public school teachers will have smaller class sizes, better pay, more planning time, and the state saves some money while all students receive a more tailored education according to their abilities.

By creating a Baltimore Children’s Zone in the failing high crime areas modeled after the effective Harlem Children’s Zone where grades and attitudes have improved immensely.

By the creation of charter schools where immigration numbers are high and test scores are dropping such as in Montgomery County so that the immigrant population can receive education tailored to help them get acclimated into their new society, addressing language and other needs while other students can concentrate on their needs.

By promoting Government Civics Courses and Financial Literacy courses.  Students need to understand the form of government and the economic system they will be a part of, otherwise they will graduate unprepared. (campaign site)

“I have opposed Common Core from its onset,” said Delegate George. “Parents have the right to have their voices heard in all matters concerning the education of their children. This is a vast overreach by the federal government that should not even be considered until it has been thoroughly vetted by parents,” continued George.

As Common Core has been in the news, Ron weighed in on how Maryland adopted it. The package of bills was fourfold, he explained, with the first two not being too obnoxious – but once they passed the fix was in for the bad portions. Ron stated he was “very much against” the mandates in Common Core. It’s being forced on the counties, he later said, but was “totally dumbing down” students. George even floated the idea of $4,000 state-funded scholarships for students who pass private school entrance exams. He said the measure would reduce classroom sizes and save the state $6,000 off the nearly $13,900 price tag attached to each public school student, with the remaining $3,900 going toward pay raises for public school teachers. Charles Lollar: What we should try to do is reward teachers whose students comprehend the subject matter. We should give more local control to teachers and parents, while taking it away from the educational bureaucracy. We should allow parents to choose the schools they want to send their children to and not punish them for doing so. We should allow a stronger voucher program offering them the chance to compete with public institutions. We conservatives want what’s best for all of our children and have learned from experience what we shouldn’t do. Having blanket standards in a “one-size-fits-all” approach is NOT what we should do. As Governor, Charles Lollar will fight for children’s education with a suite of policies – more economic opportunity offering the hope of more jobs, more resources in the classroom instead of in the administration building, innovative ideas that will engage student, parent and teacher in a rising tide of educational achievement.

He will fight to remove obstacles to learning.  He is pro-innovation, pro-school choice, and pro-educator.  With their parents and teachers, he will fight to remove obstacles that deny children the opportunity to achieve and be valued.

Charles Lollar will strengthen the weakened charter school system and promote the successful methodologies in education.

We know from experience and repeated tries that “one-size-fits-all” government does not work. We tried No Child Left Behind and Race to the Top, but have you visited the schools in Baltimore City or Prince George’s County lately? How are these programs working out for those precious children and their hard working parents? We shouldn’t continue down a road of failure.

On the Democratic side, all three candidates (Anthony Brown, Doug Gansler, and Heather Mizeur) have focused on education as well, with the key issue uniting them all being an expansion of public education to the pre-kindergarten level. Gansler, however, would include “targeted achievement grants” to schools serving immigrant families, more data collection, mentoring programs, and “learning bridge” programs to address after-school and summer breaks. Meanwhile, Mizeur would match Gansler in “investing” in after-school and summer programs, but also greatly expand the child care subsidy plan and revise the funding formula she complains is “out of date.”

There’s no doubt we have a difference in philosophy here between Republicans and Democrats, but it also helps in this cause to explain my own.

It’s been a little over a year since I completed my book, and tucked within is a chapter on education. I’ll not blockquote the entire chapter, but the main thrusts of my argument fell into two categories:

  • financial issues, where I advocate an approach of “money follows the child,” the idea of for-profit schools, and the insistence that Uncle Sam “butt out” of the education business so more local control can be established, and;
  • curriculum issues, such as the lack of focus on basic subjects and critical thinking in the rush to score well on standardized tests, as well as the fading focus on vocational education

But I will steal one sentence from Chapter 11:

As it stands in America today, those environments for learning which tend to show the most success (namely, private schools and homeschooling) generally have the least to do with government regulation and the most to do with educating children through more rigid discipline, a course of study emphasizing classical subjects, and a greater sense of morality through faith-based studies.

Therein lies the rub. I understand there are only limited resources in a campaign and candidates can’t address every concern, so I can definitively say none of these guys is my perfect candidate insofar as education is concerned. But which ones are better?

Obviously the Democrats are in a headlong rush to put the government in control of your children – particularly those of the poorest among us who qualify for all the subsidies – at an earlier and earlier age, even collecting data on them from birth! Some might say this is to condition them for government control throughout their lives, fostering a sense of dependence. As is often the case, government seems to be the sole answer for the Democratic candidates; regardless of the question, I hope Marylanders are smarter than that.

Many will argue, though, that a child is not a commodity, and education is not a business. Yet there are inefficiencies in the system, and David Craig has the advantage of knowing the system as an educator himself. He also notes he will eliminate Common Core and refuse the federal money for that, which is a good start from weaning ourselves from the federal teat. He also advocated an end to statewide testing, vowed to enhance school choice, and suggested money should indeed follow the child (in another quote I now cannot source), all of which suggests a good beginning. The next steps, though, are to convince a skeptical public.

And this is key with what he says: he will create the budget. Yet there are some gaps in this financial approach: what about maintenance of effort? Will the counties be forced to account for any state shortfall, or will be give fiscal control back to the counties? One start would be sending up a repeal of the bill forcing counties into ever-increasing maintenance of effort despite locally-enacted revenue caps.

Based on the experience and the promising start, I give David 6.5 points of 9.

On the other hand, Ron George seems to view a larger state influence in several respects, although he joins his fellows in opposing Common Core. I interpret his call for “outcome based” measures as some sort of testing mechanism; unfortunately, we already suffer from overly “teaching to the test.” I will say, though, properly taught civics and financial literacy courses would be a plus. Just strike the environmental education requirement and substitute these classes.

Yet he advocates a limited dose of “money follows the child” with his scholarship program, with the savings going to teacher raises. The devil’s advocate in me asks, though: why give raises to the teachers who are already failing children enough to drive them to private schools?

Ron also advocates a program for inner-city Baltimore based on the Harlem Children’s Zone. In doing a little bit of research on the initiative, though, I came up with two questions: one is of leadership, since the HCZ notes a program takes 10-15 years to develop, so it will require leadership spanning gubernatorial administrations. The other is the 2:1 mix of private to public funds it had in 2008, when the white paper was developed. At the time the HCZ budget was $67 million, so presumably the state would need $20 to $30 million annually to run this program.

So I have to ask: if it was such a good idea, why isn’t it already in effect? Why wait for a particular governor?

Meanwhile, while Ron is for charter schools, the emphasis he has is on immersing those who aren’t native English speakers.

What I sense with Ron George is the willingness to try new things, but not those which step far outside the Big Education comfort zone we have now. I don’t get the sense of demanding parental and local control I get with Craig and (as you’ll see) Charles Lollar. Ron receives 4 of 9 points.

If you haven’t figured it out by now, Charles Lollar is an advocate for local control and money following the child. We get it, and I like the idea. In many respects, he and David Craig walk the same ground. And as I noted with David, he will have the bully pulpit of creating the budget to enact his wishes.

In fact, Charles seems to be a very strong advocate for charter schools, which is a good beginning to opening up the educational market. But the question is what strings will be placed on a “strong voucher program”?

I also have to ask: why is it the school’s responsibility to provide pens, paper, and pencils for students? If parents can make a school choice, don’t they also have the charge to send their child to school prepared?

Of the three candidates, Charles seems to have the most fleshing out of his policy to do. It’s something where I can give him 6 of 9 points but he can help his score out (or hurt it) depending on how he follows through. The mantras of school choice and local control are great, but more specifics would help voters understand how we get from point A to point B.

Because it’s early in the process and we have one more potential major candidate, I’ll hold off on the running total for now. I think my next subjects to tackle will be the first two I listed: election/campaign finance reform and illegal immigration.

 

 

Ten Question Tuesday – June 11, 2013

As I noted in my original coverage last Wednesday, I received the opportunity to have a one-on-one interview with gubernatorial candidate David Craig after he concluded his public remarks. Rather than ask him strictly about his stump speech, I wanted to ask about some of the topics which may be more important to my fellow Eastern Shore residents.

monoblogue: Just to ask you the first question, I know we’re the seventh stop or so on this tour…

Craig: Yes.

monoblogue: …so how’s your reception been?

Craig: It’s been very good. Started out good – a little rainy when we started out…

monoblogue: Yes.

Craig: …but good crowds everywhere we’ve been, the people who showed up have been very receptive (and) very happy about what was happening. Very impressive in Hagerstown, we got out there and did the walking tour of downtown and went in to see several businesses, went by the schools…a lot of people saw the bus, they saw me, and they started walking with us. Got a little reception afterward where people could just come in and talk about stuff.

We went to Silver Spring – how many Republicans are going to go to Montgomery County? But we drive through the neighborhoods and I think, “Why are these people voting for Democrats?” These people have their nice little homes, they obviously have nice jobs and stuff like that, paying income taxes

monoblogue: Well, the problem is they may have government jobs that depend on the government being large.

Craig: Well, they may depend on the federal government being large but not us. Anyway, it’s nice neighborhoods and things like that. The one in Prince Frederick was very good, Annapolis was Annapolis (laughs)…that was fun. So they’ve all been very interesting, you see the differences –  everybody says one Maryland, but there are slight differences.

monoblogue: Yeah, well, for example I come from a rural perspective – I grew up in a rural area – and I know you talked in your speech about the lost balance between environmentalism and that. How’s that going to affect our “outhouse” out here?

Craig: (laughs) You tell people that farmers were the first environmentalists that we ever saw. Farmers are usually pretty fiduciary – they usually don’t waste money.

monoblogue: No, they’re trying to make money.

Craig: They’re trying to make money, so they’re not going to do things that are bad. What I’ve found in doing this in Harford County is I do have an executive – I have an Agricultural Economic Advisory Board and I have an Agricultural Preservation Board that I work with, and one of my deputy chiefs of staff is the agricultural deputy chief of staff. What I’ve found is the best way is to actually listen to the farmers have to say and have them come up with solutions for what they think needs to be done, and then convince the other farmer this is the best way to go – it’s not government talking to you. (They’d say) I did this on my farm, it saved me money, it did this and saved me all these rules and regulations.

But we get all these people that are in environmental services, they have this job, they’re lawyers, they’re environmental – but they know nothing. I had a situation talking with the Maryland Department of the Environment, I said give me an example of this rain tax, I have two – or septic tax. I have two farms, tell me which one’s the worst. How will I be able to determine which one – one guy’s doing the good job, one’s a bad job? And the guy looked at me and said we can’t figure that out.

monoblogue: Well, that’s reassuring. After they passed the septic bill and they can’t tell you that? I know there was a bill – and it was one of our Delegates (Mike McDermott) put it up – to rescind that entire septic bill. Now, if it does somehow get through the General Assembly would you consider signing that bill rescinding the law?

Craig: I think there are many things that have been done over the last 20 years that ought to be rescinded, particularly when it comes – what was the one Parris Glendening did? I can’t remember, it was some kind of infectious disease thing…

monoblogue: I don’t know, it was before my time.

Craig: Anyway, they came up with all these ideas – for them it’s always about what’s the headline, what’s the media going to report in the next 90 days – after it gets done, do they ever go back and evaluate what the bill did, and whether it was effective? You know, William Donald Schaefer was the one who put the Critical Areas section in – I was the mayor, I had to adopt Critical Areas legislation in the city of Harve de Grace or no building was going to be permitted. I had to actually impose a tax, I was the first one to pay it because I was the first one to go for a building permit. And they kept saying, we need 1,000 feet from the bay to be doing this. And I would say we’re not the only ones polluting this, you think it’s just us, why are you doing this to us? And does it actually solve things? If I have someone who rebuilds something and fixes it up, isn’t that better than just letting it sit there the way it is? Let’s come up with real solutions for what needs to be done. Did the critical area and the critical area tax solve the Chesapeake Bay problem?

monoblogue: No. And the problem is they keep moving the goalposts…

Craig: Yes! And they’re made up – that’s the thing, the numbers are made up. Who came up with the idea a football field had to be 100 yards? Why couldn’t it be 120 yards, why couldn’t it be 90 yards? You know, it’s like – first they make a number up, I’ll give you this example. I was the mayor of Havre de Grace, we get hit with this issue with our sewage treatment plant that we have to do this change – $9 million it costs us to upgrade the sewage treatment plant.

A week later, the rules and regulations were changed. They came back and said, this is no longer functioning the way we need it to function, now you need to do this – $47 million. Here’s the problem, the analogy I use. Let’s say you decided to redo your kitchen – new refrigerator, new stove, new microwave, you buy new ones, you put them in there, spend $4,000 – and then you come back home, no I think we need to rip the whole kitchen out and you throw away those appliances. None of that $9 million was good enough to maintain the $47 million, so we wasted the $9 million. We’re still paying – the people of Havre de Grace are still paying…

monoblogue: Salisbury has the same problem, they’re messing around with their sewer treatment plant.

Craig: Yeah, so they keep changing the concept of what’s going on, and they don’t really look at real solutions. And if someone comes up with a real solution that’s not what the government wanted, then they ignore it.

At this point, we were interrupted by a well-wisher. When we got back to the conversation, I changed the subject.

monoblogue: You also talked about the – all the tax increases we had. I love how you used all the Change Maryland numbers, that’s great. I said I could tell Jim Pettit’s on his staff now…

Craig: Well, we’ve got them for a variety of things but when Larry Hogan started Change Maryland we talked about it and said, you know, I might run, I might not run, but if I don’t run Change Maryland’s going to go with you. And I’d like to admit that Larry’s done a good job getting that information out…

monoblogue: He does.

Craig: …and persuading people. I think in the long run Larry realizes that he’s making more money (laughs) being a private worker…

monoblogue: Oh yeah.

Craig: …and I think ultimately he stays there. But he can he huge in helping us reform the state party.

monoblogue: Right. But is there any chance we’re going to see some of that stuff rolled back if you’re elected?

Craig: I will look at all of them. But if somebody says “which tax first?” I’m going to look at all of them. There are certain taxes that probably haven’t been on the table that people said, would you ever get rid of this? If the state says that we’re going to make – we have a Public Service Commission to keep your BG&E rate as low as possible, why do we tax it? Why do we tax it? If we got rid of that, it gets rid of $5 on your BG&E bill every – well, it would save you 60 bucks. And guess what? You’re probably going to spend it somewhere else.

monoblogue: Well, that’s the idea. It’s where YOU want to spend it, not where the state wants to spend it.

Craig: You know, sales tax…I go back to that Calvin Coolidge thing with lowering the income tax, if you lower the sales tax more people would buy stuff here and it increases what gets sold. My wife’s not dumb – we live 17 miles from Delaware. You’re going to buy $4,000 worth of appliances times 6 – you do the math…

monoblogue: And seven miles from Delmar – if you go up 13 you’ll notice all the big-ticket items, furniture stores…

Craig: Yeah, look at the ads, look at the ads. I mean, I was looking at ads this morning on the TV when I was here and it was like – I forget what the particular issue was they were selling, and they go “in Delaware, no tax.” You know, it’s like – and how far away are you? Cecil County last month, in May, had twelve liquor stores give up their licenses…

monoblogue: Yes.

Craig: …and close. And they did it because, if you live in Elkton in five minutes you could be in (Delaware), you can buy your liquor, you can buy your gasoline, you can buy your cigarettes. All that tax is lower or non-existent and we got nothing. And so, I don’t know how many people but say each had three business people – so 36 to 40 jobs gone?

monoblogue: Right.

Craig: And all because “oh, it’s an alcohol tax, it’s okay to raise it.”

monoblogue: And the same thing is true (for cigarettes), because I go to Virginia for my job every week and driving back into Maryland the last convenience store I see – “Last Chance for Cheap Smokes.”

Craig: That’s right.

monoblogue: Because Virginia’s tax is, like, thirty cents and ours is two bucks.

Craig: And if I throw out the issue of the corporate income tax, people are like “oh, you’re only for the rich people.” All right, I’ll throw out other issues: Harford County, a lot of military people stationed there, when they get done they retire. They move to Pennsylvania because their military pension is taxed. We shouldn’t tax a military person’s pension, they already made their sacrifices. So let them live here in the state of Maryland.

monoblogue: I think they have tried to do that a few times, and the legislature just doesn’t go anywhere.

Craig: Well, they haven’t gone with it because they haven’t been told to go with it. If the governor had said go with it, they would have gone with it.

monoblogue: That’s true, it’s usually Republicans who bring it up.

Craig: Well, you know, I think if enough veterans were showing up and saying – what was this whole thing about the governor pointing out and bragging about what he was doing about creating jobs for veterans, about a month ago? Remember he was changing some policies, it was going to make it easier for them to get a job?

monoblogue: Right.

Craig: Why would they want to come here and get a job and pay a higher tax on their pension that they also get and then a higher tax on their income tax? So, we need to change the income tax…(also) the death tax is ridiculous, somebody in your family passes away, they pay taxes on that money for their entire life – why are you paying a tax to inherit it? If they were smart I guess they should sell everything and give you the money before they pass away. But people leave the state all the time, go to Florida, no tax, go to Pennsylvania, don’t have to pay that tax.

The gas tax – I do tell people I have to be cautious to (not) say I’m going to get rid of this tax or lower this right away because – I’ll have to use the septic tax for an example – when Ehrlich was governor the septics were all done through PAYGO, so he didn’t have capital projects. This governor turned it to bonding, so if I’m stuck with paying off a bond I’ve got to do that first before I can get rid of the tax.

monoblogue: Right, exactly. I’m sure he’s created a few mousetraps for his successor to deal with if they want to change things. It’s going to be harder to undo this Gordian knot then most people would think.

Craig: And then they brag about, oh, we’re going to do this private-public partnership, this 3P thing, it’s like – most likely that’s not going to work. If you look at something that’s going to be a good financial thing with some private company coming in and doing something, they probably could have done it if they didn’t have to pay the minimum wage, if they didn’t have to pay the union fee, if they didn’t have to deal with the minority business stuff – you could probably lower the prices of those projects by 35 percent. Stephanie Rawlings-Blake just gets a billion dollars for school construction, well, $300 million of that is going to be wasted and she could have had it – that would have done how many more schools for her?

monoblogue: Exactly.

Craig: So which is better? Is it better to have a good school for the kid, or you created this “fake” job?

monoblogue: Right. I remember, being from Ohio, when Ohio built all its schools they actually eliminated the prevailing wage for schools just to get more bang for the buck.

Craig: Yeah, that’s what you should do. Period.

monoblogue: Speaking of education, I liked how you tied in the lack of – lack of academic achievement with our so-called “number one” ranking. Now where do you – where do you prioritize your spending to bring up the actual achievement and not necessarily worry about being “number one” in the country?

Craig: A couple things. There’s a lot of duplication that we could…a lot of duplication. Here’s the situation in Harford County. Since I’ve been County Executive, the size of the school board employees has increased by 650 employees. The school population has declined by 2,500 students. Why didn’t the size of the working staff decline?

Now, if they had had 2,300 new students move in they would have come to me and said, “we need 100 new teachers.” But when 2,000 went down they didn’t say, “well, we didn’t need 100 teachers anymore.”

monoblogue: No.

Craig: So we have that situation, and I get teachers complaining to me all the time, “well, you know, the size of the class has gone up.” If you’re a good teacher, it doesn’t matter how many kids you’re sitting in the class. The first year I taught, 39 kids in the class. Second year, 42 kids in the class. Forty-two. I didn’t even have enough desks for the kids; one of them had to sit at my desk and one of them had to sit at a table. So when they say there’s 23 kids, the fact is, studies have been shown that the change does not occur until the size of the class falls below 15. So that’s what you’re going to do, if you say we’re reducing the size, we’re going from 24 to 23 – so what? If you’re a teacher, you can’t teach 24, can’t teach 25? That’s one thing.

But there’s duplication, so much duplication, in government – county government and school board government. I have a capital projects committee, they have a capital projects committee – why do we need both? I have the same guys that do the investigations, the inspections and all that stuff, I have a procurement department. I don’t buy chalk and all that stuff, but they have a procurement department. That’s duplication. I have a lawyer, a law department, they have a law department – duplication. They have a human resource department, I have a human resource department, duplication. Now, do I get rid of all those employees? No, but at least get rid of the top person. The person who’s making $150,ooo, instead of having two of them, you only have one. And you can probably merge a lot of things together and only have office – and none of that takes place in the classroom.

monoblogue: You need to think about that at the state level, and not necessarily the county level – I mean, if a county wants to do that, that’s fine and dandy, that’s their money. At the state level is where you’ll be concentrating…

Craig: Yes.

monoblogue: …I would think we need to rightsize the state Department of Education…

Craig: I agree.

monoblogue: …because the localities should control anyway.

Craig: Yes they should. Yes they should. And it has grown exponentially. And if you look at higher education, when I was in the House I was always assigned the higher education budget and you look at a college that’s got nine vice-Presidents – why? We only have one Vice-President in the country, yet nine in a college? Come on! And are they teaching? No. You know, all these different people, you have all these professors that are teaching one class, maybe two classes. I had someone, when I was doing a debate one time, who said “what are you going to do about the cost of higher – you know, how much my education’s going to cost?” We need to reduce it on our size – on our side, for one thing. We’re forced to spend this money on that, it doesn’t need to be spent.

So there’s a lot of duplication in both higher ed and elementary through high school at the state level that I agree we could change.

Ideally, I wanted to come in about 15 minutes and with the interruption that’s about where I ended up. Hopefully this establishes some of where David Craig stands on various issues.

Odds and ends number 72

Perhaps rainy days and Mondays always get you down, but this potpourri of snippets I’ve collected over the last couple weeks will hopefully brighten your day. As always, they’re items which merit anywhere from a paragraph to four to five.

First of all, you are probably aware that Indiana and Michigan are the two latest states to throw the yoke of forced unionism off their workers and adopt right-to-work laws, with Pennsylvania also strongly considering such a measure. Conversely, I’m not hearing about hitherto right-to-work states making much of an effort to close their shops, which should tell you something.

And while Maryland is not a state one would consider a candidate ripe for such a refreshing change, there is a bill out there to bring our state out of the unionized Dark Ages and join other states where workers are free to choose affiliation regardless of where they work.

Best of all, this news comes from one of my favorite counties to cover, Cecil County. HB318 is being heard tomorrow, and their Republican Party leadership under county Chair Chris Zeauskas has taken a bold stand on the issue. They’re calling out Delegate David Rudolph, the Vice-Chairman of the House Economic Matters Committee, as “bought and paid for by compulsory unionism – and that’s wrong.” Certainly the unions donate thousands and thousands of dollars to state politicians, most of which goes to Democrats.

But the question I have is more local. To what extent has Big Labor “bought and paid for” Delegates Rudy Cane and Norm “Five Dollar” Conway, or State Senator Jim Mathias – the king of across-the-Bay fundraisers? Surely a significant portion of their largess comes from the coffers of workers who may not necessarily prefer these policies be enacted. HB318 can help change that, but my guess is – if they get to vote on it at all (neither Cane nor Conway is on Economic Matters) – they’ll play along with the union line like good little minions.

Meanwhile, our tone-deaf governor doesn’t get it on wind farms, and I had to chuckle when I saw even the Washington Post admits Big Wind “(d)evelopers and industry analysts say those and other (subsidy) concessions will make the project reliant on further federal tax incentives or help from other states to make it profitable.” At a quarter per kilowatt hour, you better believe it needs a subsidy. Yet the Post believes it’s “likely to pass.” That depends on the level of sanity in the General Assembly; yes, a dubious precipice to cling to, but one nonetheless.

And here I thought wind was free – that’s what people tell me, anyway.

I also thought Maryland had a top-notch school system, but President Obama’s Department of Education begs to differ. This nugget came to me from Change Maryland, which continues to occupy that little place in Martin O’Malley’s mind reserved for those who have pwned him:

In the second year of the $5 billion Race to the Top initiative, the Obama Administration singled out Maryland, Washington D.C. and Georgia as coming up short on progress in fundamental areas.  According to the U.S. Department of Education, Maryland did not set clear expectations for the 2011-2012 school year in the development of a teacher and principal evaluation system which rendered the data meaningless and inconsistent.  Lack of coordination between the state and local school districts was cited as the primary reason for the data collection failure.

“I would like to see Gov. O’Malley reach out to President Obama while he has his attention… and seek assistance on properly implementing the Race to the Top initiative,” said (Change Maryland head Larry) Hogan. “Our students and their parents deserve a way to measure how effective their teachers are.”

I have one bone to pick with that approach, though. I would really rather not have a dependence on federal money or a federal role for education, which is more properly a state- and local-level concern. But there should be some consistency in evaluations so that underperforming teachers and principals don’t lead to underperforming schools – unfortunately, that seems to be more and more the case.

And here’s yet another example of state incompetence. On Thursday, State Senator E.J. Pipkin blasted a process which shut out hundreds of people from testifying against SB281, the gun bill:

We can’t turn away people who take the day off, drive for hours and wait even longer, to have their voices heard.  Turning away interested citizens in such a manner further fuels cynicism about our legislative process.  Next time, they might not come back.

Yesterday, a system that can accommodate 100, 200, or 300 people, broke down when numbers reached into the thousands.

Thousands couldn’t get into the Senate’s Miller building to sign in to testify. Those who signed in but left the building were unable to reenter.  At the end of the evening, some who stayed 10 to 12 hours, were brought through the committee room, allowed to say their name, home town, and whether they supported or opposed the legislation. (Emphasis mine.)

The reason I put part of the above statement in bold: that’s what they want. The majority – not just in the General Assembly, but in Congress  and 49 other state capitols as well – really would rather we just leave them alone to do what they do, enriching themselves and a chosen few cronies while leaving the rest of us to pay for it and suffer the consequences of their actions.

Now for something completely different. Several years ago, I copied a late, lamented blog whose owner is no longer with us in offering “Sunday evening reading.” Well, today is Monday but there are some items I wanted to include that I read and felt they would add to the well-informed conversation in some way.

My old friend Jane Van Ryan (who I thought “retired” but seems now as active as ever) sent along the link to this piece by Paul Driessen which discusses the concept of “sustainability.” She thought I would have something to say about it, and I do.

Driessen’s main point is that the concept of “sustainability” as preached by Radical Green doesn’t take into account future technology. It would be like watching “Back to the Future” knowing that it was filmed three decades ago but set in the modern day today – for example, who drives a DeLorean these days? Sometimes their predictions seem quite humorous, but we know technology has taken many turns they couldn’t predict when the movie was written and filmed.

While oil, gas, and coal are “old” technologies, who’s to say we can’t improve on them? As long as there is a supply which comes to us at reasonable cost, you can’t beat their reliability when compared to wind which may not blow (or gale too hard) and the sun which seems to be stubbornly parked behind a bank of clouds as I write this. Instead of dead-ends like the E15 technology which ruins engines (but is acceptable to Radical Green) why not work with what works?

But perhaps there is a sense of foreboding brought on by the Radical Green propaganda of a collapsing ecosystem. One way this manifests itself is by a lack of willingness to have children, which goes in well with the decaying culture of life in this country.

Last week in the Wall Street Journal, author Jonathan Last advanced his theory that our nation is heading down the same road as other moribund industrialized nations – not necessarily because of policy, but because of falling birthrates. According to Last, we as a nation have been below the replacement birthrate for most of the last forty years. Whether this is through abortion or other lifestyle choices isn’t important to him; instead, it’s become an ongoing problem of our population aging – as Jonathan puts it, “(l)ow-fertility societies don’t innovate because their incentives for consumption tilt increasingly toward health care.” Put another way, those energy advances I write about above may not appear because more demand will come for health-related technology advancements.

Instead, what has primarily increased our population over the last few decades is immigration, a large part of it illegal. Normally I’m right with the Competitive Enterprise Institute, but I have to disagree with their stance on E-Verify. I can understand their point regarding civil liberties, but no one says mandatory E-Verify has to be permanent. Instead, I would like to see it set up to be a five-year plan with one possible five-year renewal – this would give us ample time to secure the borders and address those who are already here illegally. (Ideally, they would return to their country of origin and reapply to come here legally.)

Understandably, that may be a pipe dream but I’d prefer not to reward lawbreakers in a nation built on the rule of law. We have enough of that already given the greed of the redistributionist state.
