WCRC meeting – April 2012

The complaints were flying fast and furious at tonight’s meeting – not about those running the meeting or featured speaker County Councilman Bob Culver, but about a system of uncaring state government seemingly devoted to the notion of forcing us into oblivion here in the hinterlands.

After handling the normal mundane business at hand, Bob began his remarks by making light of the fact he “made the paper and Grapevine all in one week.” As he’d mentioned before, the last year-plus on County Council had been challenging and interesting at the same time, and he praised fellow Council member Gail Bartkovich for her help on picking through the budget. In fact, this Council edition has a “great dynamic,” assessed Culver.

They had been presented two budgets for FY2013: one billed by County Executive Rick Pollitt as the “doomsday” budget had around $7 million in cuts in case the state’s maintenance of effort rules would apply with no new revenue, while the other “relief” budget restored those cuts and instead grew the Board of Education by 2 percent. Culver correctly pegged these budgets, particularly the “doomsday” edition, as an “end run to remove the revenue cap” with the assistance of Delegate Norm “14 Million Dollar” Conway. (Note I made up the name for him, not Bob.) Bob also saw the income tax increase county payers will endure (from 3.1% to 3.2%) as “political blackmail” made necessary by state mandates.

And while state leaders dithered over the Prince George’s County casinos that Senate President Mike Miller wants vs. the revenue enhancements Martin O’Malley desires, we in Wicomico County are still saddled with a lot of bad legislation. Take the new residential sprinkler law which will add between $7,000 and $20,000 to the cost of a new home for example. Or consider the septic bill, which affects farmers because their property values and available credit decrease.

Moreover, the budget only works by withdrawing from the rainy day fund, of which only about $12.2 million is currently not otherwise spoken for. There is “no chance in hell” we can afford a $14 million hit, said Bob, although “we could have made $7 million.” But when the county has lost $800 million in assessed value since 2010, things get more difficult. And while new county administrator Wayne Strasburg is a “breath of fresh air,” Wayne also believes we need at least a 7 cent per $100 increase in the property tax for each of the next three years, said Culver.

In addition, Bob believed we dodged a bullet for now with the failure of the teacher pension shift that the counties lobbied against. But it was only a matter of time before that shoe dropped and Culver thought we should begin planning for that eventuality now.

When asked about the fate of the elected school board, Bob was blunt: “Mr. (Rudy) Cane killed it.” Bob was told in no uncertain terms it would not advance while Rudy was chair of the county delegation.

At this point Delegate Charles Otto got into the conversation, blasting the maintenance of effort bill as a “ridiculous, unconstitutional thing.” The only thing we’d have a special session for, continued Otto, would be to raise $500 million in taxes.

Hearing the grumbling that there wasn’t much we could do about the situation, Cathy Keim begged to differ. She pointed out that Election Integrity Maryland was training poll watchers, which we would need in various areas of the state. We could also work on the petition and referendum she was collecting signatures for.

That was echoed by Central Committee member John Palmer, who also announced that the signatures being collected were also being made into a handy database of conservative and right-leaning Marylanders which could be useful for future efforts. Regarding our County Council, Palmer assessed it as “six Republicans (with) three acting like Republicans.”

County Council member Joe Holloway chimed in that the Bennett Middle vote “decided the fate” of the 7 cent property tax increase. By voting to spend that additional money, the Council was left with no choice but to max out to the revenue cap this time around.

As it turned out, Culver was the catalyst for a wide-ranging discussion of solutions ranging from activism to prayer, as we were reminded by one observer that National Prayer Day comes a week from Thursday. “God is judging our nation,” she warned. We need “more prayer warriors.”

After engaging in a mea culpa for an error he made in his most recent Daily Times column, Dave Parker mentioned the state budget in his Central Committee report; he marveled that “uncontrollable Republicans” were being blamed for the non-passage of the budget Martin O’Malley would have preferred. O’Malley left out the inconvenient truth that Democrats in Annapolis can pass whatever they please without a single GOP vote. Martin O’Malley “wants to be Obama,” Parker believed.

But Dave was disturbed by one earmark which was passed, despite the fact he’ll receive some tangible benefit. The state wrote itself $135 million more debt so Norm Conway could brag about bringing a new library to Salisbury University. (Gee, it should be under construction just in time for Conway’s re-election campaign, you think?)

Longtime political campaign organizer Bonnie Luna announced she was at it again, as she will soon begin the local Mitt Romney campaign with a kickoff organizational meeting sometime next month. Dan Bongino also has a local coordinator in rising young political operative Shawn Jester.

But I wanted to wrap up with one final travesty in an evening that seemed to be permeated with doom and gloom for some reason.

After a number of years of trying, the Wicomico County Republican Club finally set up a scholarship to be given to a high school senior who qualifies in several different areas, including (naturally) being a registered Republican. It’s not a huge scholarship by any means, but $500 can be a help to a young student. (I know it would have helped me thirty years ago when I began college.)

We found out today that the Wicomico County Board of Education would not list it in their list of scholarships, for the stated reason that the recipient has to be a registered Republican. Now there are other stipends which are restricted for other various reasons, such as the applicant has to be a minority, female, pursue a particular career major, or even be a wrestler, but apparently those sorts of restrictions are just fine. This tends to follow the same logic which would allow a non-believer to head up a Christian school group. But the good news is the scholarship will soon be on the Delmarva Education Foundation website, which is a relief for a conservative student (including homeschooled) who would like to avoid the federal student loan scam if at all possible.

So the meeting wasn’t all bad. Hopefully in a couple months we’ll get to meet our recipient; perhaps he or she can attend our next meeting on June 25. Since the fourth Monday in May is Memorial Day we will skip May and have our next confab in June.

WCRC meeting – January 2012

It was one of those meeting where we had a featured speaker, but someone else stole the show. That’s not to show any disrespect to Cathy Keim, who ably represented Election Integrity Maryland, but a testament to the hot-button issue of the day.

With the meeting conducted by Second Vice-President Marc Kilmer in Larry Dodd’s absence, the meeting had a little bit of a different feel to it. Maybe it was the new year. Regardless, we went through the usual preludes and club business, also taking a moment to thank Ann Suthowski for her handling of the club’s Christmas Party last month before turning over the meeting to Cathy for her presentation.

She introduced her group, Election Integrity Maryland, as a nonpartisan watchdog group which was an offshoot of the True the Vote organization based in Texas.

In essence, what she had to share was startling – but not surprising. There’s no question that those who favor common sense steps like photo voter ID, proof of citizenship, tightened registration rules, the elimination of same-day registration, and a shorter early voting period are accused of fomenting disenfranchisement at best, and racism, homophobia, bigotry, and the remaining laundry list of liberal insults which normally follow once they can’t stand on the facts. And they can’t, instead trying to portray this as a “GOP war on voting.”

On the contrary, a Rasmussen Poll found 82% favor voter ID, no decrease in turnout has been reported in states requiring voter ID, and laws to safeguard against a mass registration dump on the eve of the election (in order to make it more likely fraudulent registrations are allowed) make it easier on legitimate voters to be registered.

Yet there are still rampant examples of the system being tampered with. As a recent example, in the New Hampshire primary, filmmaker James O’Keefe enlisted volunteers who entered and asked for ballots representing voters who had recently died to prove a point, carefully not representing themselves as the deceased voter. Because New Hampshire doesn’t ask for a photo ID, there was little chance a person who actually wanted to misrepresent himself as a voter couldn’t get away with it.

Cathy also outlined the Secretary of State Project, which is a 527 organization devoted to electing the chief elections official in each state where that post controls the balloting. Its biggest success was in Minnesota, where their Secretary of State (elected with backing from the SoS Project) conducted the 2008 recount that cost Republican Norm Coleman a U.S. Senate seat, given instead to Sen. Al Franken. Prior to that election, Minnesota Secretary of State Mark Ritchie, who was elected in 2006, ended a ballot reconciliation program and refused to investigate claims of registration fraud.

Some of the more immediate goals of Election Integrity Maryland are to assure accurate voter rolls, promote an active citizenry with an interest in the voting system, conduct poll watcher training (for anyone, regardless of affiliation), and work on legislative measures which promote a clean and fair election. Along with the poll watcher training, they also seek volunteers to sift through the voter registration database and help eliminate duplicates or people registered at phony addresses. On a national level, they are also assisting with verification of signatures in the Wisconsin recall, since some have stated they signed petitions dozens of times. Election Integrity Maryland is a 501(c)(4) group so it can be involved in political activities.

All in all, Cathy put together a nice and informative presentation. But Joe Holloway rose to speak, and that’s when things got very interesting.

Joe stated up front that he “needed to see some friendly faces.” He and three other Republicans on County Council had come under withering criticism for their proper vote to hold off on building Bennett Middle School until the county was on more solid fiscal footing. Fellow County Council member Bob Culver, who was also at the meeting, said “I’ve never been spoken to like I have over this (Bennett Middle School) issue.” He had opined that we should explore the cost of remodeling the existing building instead.

Yet Holloway was clear on his intentions. “Bennett Middle School will be built,” said Joe, “but we want it done right.” However, he listened to four members of County Council and reluctantly agreed to hold a special meeting to reconsider the subject. (That meeting, held earlier today, is the subject of this update to a previous post.)

Holloway wasn’t as quick to approve the school, though, because a lot of the “new” financial information they were presented was based on a number of assumptions which he was determined to challenge.

And what impact would a new school have on county finances? Well, Holloway believed that around 80% of what we have bonded are education-related projects, and Joe also reminded us the new school would affect both the capital and operating budgets, since we pay millions in debt service annually out of the operating fund.

One questioner reminded us of the prospect of having to adopt teacher pensions at a county level, and another wondered if it was simply a tactic to have the revenue cap removed. But former County Executive candidate Joe Ollinger challenged Holloway to name a figure he could live with. Regardless of the figure, Bob Culver bluntly assessed that “we’re going to have to raise taxes.”

But Central Committee member John Palmer would have none of it. “I’m disappointed that County Council can’t move a Republican agenda,” he said. He’ll certainly be disheartened by today’s vote.

Speaking of the Central Committee, Dave Parker reminded us of the upcoming Lincoln Day Dinner, but also predicted rough times were ahead for the county. “It’s going to be worse than Martin O’Malley is telling us,” said Parker, and County Council is being “snookered” by those who would “misuse political power.”

However, Parker had some better news as he was promoting the Republican message both in a PAC-14 forum which featured Democratic Central Committee member Harry Basehart in a discussion of the differences between the two parties, and a regular point-counterpoint feature in the Daily Times leading up to the election. (I’m not the only self-promoter here.)

Mark McIver spoke on behalf of Congressman Andy Harris, who was unopposed in the primary and would use the advantage given to him by redistricting to help other GOP causes and candidates. “Andy wants to build the party,” McIver said. Mark also announced Andy had become a lifetime member of the WCRC.

A pair of relatively new faces were present as well, as Donnie Scholl and Charles Landherr stopped in to represent Dan Bongino’s campaign, which is promoting itself around the region. Bongino was a guest at our June meeting last year.

Finally, we had nominations for our 2012 slate of officers, and unless someone steps up to challenge that slate at our February 27 meeting, that group of five holdovers and two new participants will be the 2012 cadre of officers for the WCRC.

Wicomico County Council: the Holloway & Holloway show

I’m told the fix was in from the start. But last night Wicomico County Council added its newest member in District 4’s John Hall and reorganized. Out was two-year County Council President Gail Bartkovich of District 3 and in was former Council Vice-President Joe Holloway of District 5. He was replaced by at-large member Matt Holloway.

And while Joe Holloway announced the decision was by unanimous consent, the lone Democrat on the body chose to wait until Council comments to express her dissent. Maybe Joe didn’t hear her in the hubbub, but I don’t think Sheree Sample-Hughes needed to take up an attitude, just politely state that for the record the vote was not unanimous.

But this post is more about the direction I’d like to see the County Council take us in.

WCRC meeting – November 2011

I wasn’t sure what to think about the meeting when I found out who the speaker would be, but Wayne Strausburg turned out to be an interesting guest who had a lot of things to say.

Of course, we attended to our usual opening business, but the bulk of the meeting dealt with the prospective changes to our county Charter from the committee of fifteen interested citizens – three of whom were in the room – headed by Strausburg.

Wayne explained his role as speaker would be to relate the process and entertainment of ideas that the Charter Review Committee (CRC) would review on their way to making recommendations to County Council. As head of the group, Strausburg wanted to have a “consensus” on proposals because “we don’t take changes to the document lightly.”

WCRC meeting – August 2011

Last night’s was an interesting and informative Wicomico County Republican Club meeting to be sure, as County Council president Gail Bartkovich filled us in on some of the ins and outs of county government as it stands now.

As always we began with the Lord’s Prayer, Pledge of Allegiance, and my reading of the previous month’s minutes, with a treasurer’s report added for good measure. But Bartkovich began with some good red meat, announcing the elected school board resolution will be discussed once again – she also detailed how she came to be aware of the changes Delegate Conway proposed in a last-second meeting before the hearing. They were also getting input from the local NAACP regarding both the school board issue and redistricting in a future face-to-face meeting.

The key point of Gail’s discussion, though, settled on the creation of a Charter Review Committee. Required by charter on a decennial basis, Bartkovich announced that 25 county residents (some who had served on the previous committee a decade ago) were volunteering their time and talents – of that group, about 15 to 17 would be selected and the County Council would appoint the committee’s chair, with the committee then deciding on a vice-chair. The selection process would occur next month, with the first meeting (open to the public, by the way) to be held sometime in October and most likely at Council chambers. The series of public meeting would lead to recommendations, which would be voted on by County Council. They would vote whether to present the question to the public at the 2014 General Election. WCRC meeting – January 2011

It’s a new year, but many of the same cast of characters met at the Salisbury Chamber of Commerce building to kick off the beginning of a new election cycle.

We first did the usual recitation of the Lord’s Prayer and Pledge of Allegiance, then went over minutes from both the October and November meetings. Following that was the Treasurer’s Report, although the treasury was increasing by the minute as members paid their 2011 dues.

Our speaker for the evening was County Council Vice-President Joe Holloway, who wanted to speak about the capital improvement budget but was prodded by questions and comments into a more general discussion. After being a skeptic about the concept when he first came into office, Joe now believes the recent MACo conference was “very informative.” A lot of interesting things were uttered there as well, said Joe. (I’m not at liberty to repeat them.)

Joe also told us that the latter half of 2010 was sparse as far as legislation went, but this year promised to be different. He cited a number of issues County Council may address: residential sprinklers for new single-family dwellings (which Joe was leaning against requiring,) speed cameras, which Joe stated had “a lot of work to do on them,” the prospect of an elected school board, the comprehensive plan, and the monetary issues of our operating and capital budgets.

The capital budget drew attention from the group as the prospect of taking $14 million in principal and interest from the operating budget usually does, particularly when the County Executive wants to borrow $16 million more. Also on the radar screen is the possible adoption of “special taxing districts” to replace revenue – as Joe said, “you can special tax district anything.” For example, a volunteer fire department could have the benefits of a special taxing district but would risk a loss in donations since it would be assumed the tax would cover all their expenses.

With the asking of a question regarding the wisdom of building the new Bennett Middle School now, the tenor of Holloway’s presentation changed. For him, that would be a “tough call” as he’d have to weigh the current low interest and construction costs vs. the declining revenues we’re receiving. (In fact, the newest batch of assessments are running about 25% lower than the last cycle three years ago.)

Another question regarding school construction which came up was the status of intersection improvements near the new Bennett High School, which was a case of the city perhaps not being ready for the school to be finished a year ahead of schedule. But the questioner called the situation there “a fatal accident waiting to happen.”

Yet a different quandary piqued the interest of a number of people – could the county do without the inventory tax? (This is also referred to as the personal property tax, and apparently we are the lone county in the state charging one.) Obviously the question would be that of how to replace the revenue gained, but quite honestly the onus would be on the County Executive to make do should that barrier be removed. (In the FY2011 budget, the total revenue from the personal property tax is estimated at about $9.7 million.) Meanwhile, Holloway brought up the fact that the county’s budget had increased by $34 million between 2002 and 2008 – they spent plenty during the boom times.

A question of a different sort awaited the group after Holloway finished – did any of them wish to step up and become club officers for 2011? Hearing no willing volunteers, it appears the slate will be as follows:

  • President: Larry Dodd
  • 1st VP: Dustin Mills
  • 2nd VP: Marc Kilmer
  • 3rd VP: Carl Kurten
  • 4th VP: Deb Okerblom
  • Secretary: Michael Swartz
  • Treasurer: Tom Hughes

Of the group, most are already officers. Larry Dodd starts at the top, with Kilmer taking my old spot as 2nd Vice-President. I’m stepping into Dave Parker’s longtime job as Secretary – if I do half as well as he, I would do a decent job. Dave will be a challenge to top.

The aforementioned Parker gave the Central Committee report, putting out the welcome mat for visitors. He went over our advocation of an elected school board, adventures at the Martin Luther King dinner, and the upcoming Lincoln Day Dinner where Congressman Andy Harris and state Party 3rd Vice-Chair Eric Grannon would be featured speakers.

Mark Biehl gave a short Lower Shore Young Republican report, a group where he’d turned leadership over to Shawn Jester. They were taking a bit of a hiatus after a busy election season, not meeting again until April 13. But they would do their annual canned food drive during the late spring.

“I’m having a ball.” Those were the words of newly appointed lower Eastern Shore liaison Mark McIver, so designated by Congressman Andy Harris. “We’ll really be strong on constituent services,” promised Mark, who also revealed that Harris will serve on three House committees: Natural Resources, Transportation and Infrastructure, and Space, Science, and Technology. (But I still want to know if Andy will be on both the Republican Study Committee and TEA Party Caucus.)

Greg Belcher made mention of an upcoming Senate TEA Party caucus event on Thursday, with an effort to carpool to the event from here. (I’ll have more on this tomorrow.)

Joe Collins announced the AFP would meet Wednesday, and they were looking for new leadership as he had to step aside for various reasons.

Upcoming speakers and guests were the subject of suggestions by both John Palmer and Cynthia Williams. Palmer suggested we hear from the County’s internal auditor, Steve Roser, while Williams believed that we should allow Salisbury City Council candidates to speak their piece. (I noted our next meeting was on the eve of the primary, though.)

That next meeting will be February 28, with our speaker scheduled to be County Councilwoman Stevie Prettyman.

Adding to the agenda

Counting comments by members and the public and a scheduled work session, there were fifteen items on the agenda for last night’s County Council meeting. But much of the discussion from the two dozen or so members of the public who attended had to do with an item not mentioned – the prospect of an elected school board.

I’m not planning to do a blow-by-blow report on each upcoming County Council meeting as my work and personal schedules probably wouldn’t allow me to attend them all. But last night’s was an exception because I wanted to see just how amenable the new Council will be to this idea; meanwhile, another item piqued my interest for the work session.

I’ve found it intriguing just how little Council disagrees on most issues they face, even before the split went to 6-1 Republican. In fact, out of the nine resolutions which were voted on last night only one had any sort of opposition. As it turned out, the East Side Mens Club only received its property tax exemption for this fiscal year – their original proposal of forgiveness for fiscal years 2009 through 2011 was rejected because County Council President Gail Bartkovich thought it a poor precedent and most agreed – only Bob Caldwell and Stevie Prettyman objected to the deletion of the 2009 and 2010 tax abatement while Joe Holloway abstained.

Otherwise, most of the discussion centered around a contract for food services at the county jail, and that was mostly technical questions about paying for new equipment should one side or the other back out of the deal.

A new proposal which may be quite contentious is the county’s effort to exempt one- and two-family residential dwellings from new provisions in the International Building Code and International Residential Code requiring fire sprinklers. The legislation will have a hearing on February 1st, with Bartkovich stating this should be discussed at an evening meeting to promote more public input.

The fun part of the Council session came in public comments, where a series of speakers pleaded with County Council to get moving on adopting an alternative to the currently appointed school board.

Leading off the parade was local political activist Matt Trenka, who stated, “I would like to see some leadership” on the issue. It was the “obvious answer” to the lack of responsibility he perceived from our current appointed body.

Joe Collins followed up with a detailed analysis of the various methods other counties use to select their school boards – while most Maryland counties have fully elected school boards, Caroline and Harford counties employ a “hybrid” of elected and appointed members. He also pointed out an alternative similar to that Joe Ollinger unsuccessfully campaigned on, where the County Executive selects the board with the advice and consent of County Council.

Kay Gibson, another frequent commentor at County Council meetings, chimed in that she “had very little say” on the school board as currently comprised because she has little effect on the Governor’s race. She, too, favored an elected board of education.

The question was “what is best for the children of the county?” suggested local GOP Chair Dave Parker when he spoke. Why should it be up to the Central Committee to do the job of sending the applicants they prefer up to Annapolis?

G.A. Harrison echoed these other speakers and urged the County Council to consider this quickly since the 2011 General Assembly session is about to start and bills introduced late have to go through the Rules Committee.

Perhaps the most cautionary proponent of change was Marc Kilmer, who asked us to keep in mind the purpose of a school board and noted that elected school boards don’t always create positive change – some of the country’s worst schools are saddled with poorly-performing, partisan school boards.

On the other hand, there was one voice who made clear her opposition to the concept. Mary Ashanti, head of the local NAACP, fretted that certain groups and economic classes would be disenfranchised and that an elected school board “would never have the balance” of party and racial makeup to be successful. The NAACP is against the idea, she added.

Personally, I don’t care if those elected are black, white, male, female, or polka-dot – I just want the best people elected. That was part of my statement before the Council, where I also told Ashanti that “good people can disagree.”

I have my own ideas for a proposed school board, which I’m going to save for a later date. (It’ll come in handy as I anticipate perhaps a minor break in the action on this end.)

In their comments, four members of County Council spoke at least somewhat favorably toward the idea, with Joe Holloway clearly stating “I would like to see us move ahead” on this process. He asked how people would feel if the County Council itself was appointed in a similar manner, an analogy Bob Caldwell liked. Also agreeing were newly elected at-large members Bob Culver and Matt Holloway, who added that “he hadn’t seen a good argument against” the concept.

After this discussion, Council President Bartkovich promised the idea will be on the agenda. For me it’s a case of “trust but verify” and we’ll see when that happens.

The second part of the meeting was a Council work session dealing with two subjects: a presentation by the county’s auditors and a measure legally known as Legislative Bill 2010-12. That bill would be enacting legislation to bring speed cameras to county roads. As you should be aware I’ve visited this subject here on a previous occasion or two and I spent a good portion of my public comment speaking about how Fruitland abuses their privilege.

Well, the folks from RedSpeed and both Sheriff Mike Lewis and his deputy Gary Baker tag-teamed the County Council trying to convince us that “we can use 21st century technology…to protect our children” as Lewis said during the presentation.

Now, I have no doubt that having a very attractive brunette on the sales force could turn some heads in a male-dominated arena like the Sheriff’s office. (Since I was sitting diagonally behind Lewis, I couldn’t help but to notice that during the preceding auditor’s report this lady either quietly conversed with Mike on some subject or checked her Facebook page with her mobile phone. I doubt she and I will be Facebook friends after this post!)

But I think Mike was sold a little bit of a bill of goods by the RedSpeed team. If Sheriff Lewis has an issue with the state not returning any of the money collected when a ticket is written for any traffic offense, that’s a problem he should take up with the state instead of having Big Brother looking over our shoulder. As I noted back in July, this is a process ripe for abuse.

In fact, the RedSpeed team admitted that “they’re not sending anyone to court (to collect) $15, nor do they have any idea what sort of revenue we could expect. (The state mandates a fine of $40 for an offense, which means the company and county would have a $15/$25 split, respectively.) One problem they faced was that there was no applicable contract to review, as the company used Fruitland’s contract as a template for their presentation to Council. Meanwhile, no one could answer the question about the time and effort required for, say, a deputy to drive out and fetch a vehicle daily because to do otherwise could incite vandalism.

Another concern expressed by County Council was that this would be a backhanded way of funding LEOPS, as Fruitland apparently does. While Lewis protested that “what you decide to do with the money is entirely up to you,” it’s obvious that Council saw Fruitland’s example and the declining revenue they’re getting.

If RedSpeed and the county do come to an agreement, it would likely be a 2-year term with up to three automatic renewals.

And while it was alluded to that the city of Salisbury may follow Fruitland’s lead and adopt speed cameras, I have a number of objections to not just the concept but to the practice. Of course I think we should drive safely and be careful around school zones, but while Lewis cited the number of accidents which had occurred over the last decade in these areas, I had no context of whether they actually involved excessive speed – more likely the cause was inattention. That’s not solved with a speed camera, and seeing the warning sign could lead to even more accidents like those which happen at intersections with red-light cameras.

Yet my biggest fear is that, as the county or municipality begins to get used to a revenue stream from scofflaws, these amounts will start to fall short of expectations for both the local government and for RedSpeed. (Also, there will eventually be market saturation as more and more localities get the cameras.) Naturally, both entities will put pressure on the state to:

  • expand the area where speed cameras can be used from school and work zones to anywhere along a roadway;
  • increase the fine from $40 to $50 or more, and;
  • reduce the leeway speed from 12 mph over the limit to 10, 8, 6, etc. Pretty soon they’ll be nailing you for one mile per hour over – and I know from experience my speedometer varies by a couple miles per hour from posted radar sites. So it’s hard to know just how accurate the cameras would be and if they’ll be properly calibrated.

I think I know how the Council will be receiving this legislation when it comes to a vote, but I’m not going to tip my hand on which members are leaning toward approval and which ones oppose. I’ll keep my poker face on for that because, frankly, I don’t want Mike Lewis or RedSpeed to know.

I’m very disappointed that a Sheriff who is sworn to uphold the law in a nation founded on the rule of law can embrace a technology which presumes guilt rather than innocence. The system is flawed in that they can only provide a photograph of a car’s license plate and make the owner liable, even if he or she wasn’t driving. To get out of the ticket, the owner has to narc on the actual driver if he or she knows. That’s some example to set – anyone else see the Orwellian aspect here?

They’re not called “scameras” for nothing. Let’s stop Big Brother in his tracks.

Wicomico County Council promises new direction

Last night a packed house (for once) attended a Wicomico County Council meeting which was short on legislative action but long on emotion as three new members replaced three outgoing ones. These are my observations.

The meeting was essentially comprised of two rounds of remarks sandwiching the actual ceremony of Council members being sworn in and receiving their certificates. (I noticed they are similar to the ones I have for being on Central Committee; I would have expected something a little different.)

The outgoing councilman who spoke first was John Cannon, who opted to make an attempt for state office rather than maintain the Council seat he won in 2006. “I think we have done some great work over the last four years,” said John.

He also praised County Executive Rick Pollitt for doing “an excellent job” and county citizens for being “very receptive” and “very nice.” But he also pleaded, “there’s been a lot of unity in this Council…I urge you to continue that.”

Bill McCain, who only wished to serve one term and thus didn’t seek re-election, finished his service by encouraging those present to serve the community and praising John Cannon as a “good political example” of someone he could have political differences with amicably. “I leave this Council (as I started) with no personal agenda,” McCain concluded.

Looking at the situation with his usual sense of humor, David MacLeod asked, “please look up when you’re talking to me…everyone thinks I’m still looking for two votes. It is what it is.” He praised his successor Bob Caldwell as “a fine gentleman” and joked about being asked to go on Comedy Central if he didn’t win.

But he looked back at his term by recalling, “I had no idea what I was getting into when I ran for office (but) it was really exciting.”

“Wicomico County is a gift…when I finally came to Wicomico County (after living all over the world) I knew I found home,” stated MacLeod, who said he would remain available and accessible if needed.

Stevie Prettyman, who survived a re-election challenge, piped in that she would miss MacLeod for his sense of humor, Bill McCain for his influence, and John Cannon for his shyness.

After running unopposed, Joe Holloway thanked his cohorts and the voters and pledged, “I look forward to serving the taxpayers of Wicomico County…with diligence and enthusiasm.”

Sheree Sample-Hughes spoke of the “blessing and privilege” of serving for the betterment of her children’s lives and was most pleased that the current council was civil despite their disagreements. “That shows we are leaders,” she said. She also stated she’d miss John Cannon as her “tag team partner” at meetings they both attended, Bill McCain as a “big brother,” and David MacLeod for his sense of humor and keeping her motivated.

Finally, Council President Gail Bartkovich told those assembled it was rewarding and humbling to serve as Council president. And while she was sorry her departing fellow Council members were leaving, she was looking forward to “a great new Council.” She also had special thanks for her husband John, who until recently served as the chair of the Wicomico County Republican Party, for getting her started in politics.

After each spoke, we took a short break as the incoming Council was gathered to be sworn in by Clerk of the Courts Mark Bowen and then posed for pictures. (Among other places with pictures of the event is Right Coast.)

The first order of business was to elect new officers. No one objected when Bob Culver nominated Joe Holloway to be Council Vice-President and Matt Holloway nominated Gail Bartkovich to return as Council President. It’s worthy to note that their terms as officers only last until December, 2011 – by charter, each year a new officer election is held.

After the ceremony, the newly-minted Council made their remarks.

Bob Caldwell thanked his election opponent David MacLeod for an exhilarating, civil, and humorous campaign, although he pointed out in referring to a published remark by MacLeod that, “I would be much more comfortable if he’d lost by a 2,000 votes as well.” He also wanted in his thanks to “drop three f-bombs on Council” – faith, family, and friends.

Sheree Sample-Hughes thanked her “Team 1” and told us “I look forward to serving with integrity and honesty.”

Joe Holloway thanked his fellows for supporting him as vice-president and vowed to “bring respect to Council.” His departing cohorts were “always gentlemen,” he continued, but Joe also warned that, “we have four years as tough as the last four – our work is cut out for us.”

Bob Culver also gave thanks and reminded us, “I know why I was elected…for the business part of my experience.” He promised to “do what I was elected to do” as a member of Council.

Stevie Prettyman reminisced about the “positive energy” she felt at her initial swearing in 12 years ago, but cautioned that the economy was much better then. Now, “it’s going to be a tough four years…we’re going to have to make some tough choices and tough decisions and do things differently.”

Matt Holloway was the most brief, thanking his family and supporters and “really looking forward to working with this Council” to make Wicomico County “the place it could be.”

Gail Bartkovich promised as President to maintain the transparency initiatives she started, keep her fellows informed, and give them an equal right to place those items on the agenda which they promised their voters they would do. But this would be her one and only year as Council President as she pledged to pass the gavel this time next year.

After she finished, Gail invited us to a brief reception in the adjacent room with refreshments – not at taxpayer expense, as she reminded us.

So we have a new Council and they get down to real county business Tuesday, December 21. Indeed, it should be an interesting four years.

Caldwell officially in

It may not be his WORST nightmare, but Wicomico County Executive Rick Pollitt will be matching wits with a solid vetoproof bloc of six Republicans on Wicomico County Council.

Bob Caldwell just let me know: “It is official!  The count was done today, and the original numbers stood.”

His 2 vote margin was perhaps the smallest in the state for a race of such a size, but Bob will join fellow new members Bob Culver and Matt Holloway in beginning his Council tenure next Tuesday. Four incumbents remain: Stevie Prettyman, Gail Bartkovich, Joe Holloway, and Sheree Sample-Hughes (who is now the lone Democrat.)

Let’s hope the closeness of the margin doesn’t affect Bob’s friendship with outgoing Councilman David MacLeod, whom I suspect isn’t leaving the stage of county affairs.

But things are going to be different around here beginning next week, and they better hit the ground running!

Debate at FOP/PACE forum part 1 – the ‘potted plants’

Perhaps County Council candidate Bob Caldwell said it best in his closing remarks. Pointing to the side of the room where the duo running for State’s Attorney were sitting, he quipped, “(Over there) we have passion, and (on this side) potted plants.”

Indeed, most of the interest in the event came out of a contentious exchange between State’s Attorney candidates Matt Maciarello and W. Seth Mitchell. But a total of ten candidates had something to say during the event, while three others submitted written answers to questions presumably posed by the moderator, PACE director Dr. Adam Hoffman.

Since it works out well for post length to discuss the six County Council candidates who showed (plus the three who submitted written statements) as one post and save the County Executive and State’s Attorney for a later post, I’m going to do it that way – otherwise I’m looking at a 3,000-plus word post. So you get a tease.

The format was a little bit different than most, with the candidates not only presenting their opening statements but also answers to two questions regarding ideas to deal with the surge in crime we’ve had locally and why voters should choose you over your opponent, all in one four-minute monologue. Once these questions were answered, the format allowed for a few questions supplied by the audience and closing remarks.

Instead of working in strict chronological order, I’m going to summarize what each candidate said in order of their contest. One weakness of the format was that opponents in some Council races did not necessarily speak consecutively; this summary will correct that. For the record, all but one County Council candidate was represented – Dave Goslee, Jr. in District 1 did not attend or submit the questionnaire, while both District 2 contenders Mike Calpino and Stevie Prettyman along with at-large hopeful Matt Holloway submitted written remarks read by Dr. Hoffman.

So I’ll begin with County Council at-large posts and run in alphabetical order through them and on to the contested district seats.

David Cowall began by noting the turnout, “reinforces my faith in democracy.” He went on to point out that, in reality, crime statewide and even in Wicomico County has declined, at least statistically. And while he was “impressed” with the cooperation between law enforcement officers (hereafter referred to as LEOs with the phrase ‘law enforcement’ similarly abbreviated), we should focus on repeat offenders. Yet “we need to emphasize the professionalism” of LEOs – “we don’t need Barney Fife as our deputy sheriff.”

He also promoted his background as a former Naval officer, cancer specialist, and director of Coastal Hospice, which he termed “an excellent model for government.” To him, it’s more important to educate than incarcerate.

In his closing statement, he added a touch of humor by saying, “I want to bring back beards for elected officials.” But he stressed the ideas of civility, integrity, and hard work and concluded, “I’m not a particularly partisan person.”

Bob Culver stressed his business experience numerous times during his presentations, making the argument that the county needs a businesslike approach to governance. (As you’ll read in the next installment, he and Joe Ollinger were on similar pages.) To him, the agriculture industry needs to stay as our number one job producer, along with an emphasis on tourism.

One interesting idea brought up by Culver was the thought of having part-time officers as Ocean City does during the peak season. They may not necessarily carry weapons or do the same functions as a regular LEO but could be useful in certain situations. But his “business voice” came out in comparing himself with his opponents on the revenue cap – we need to “do more with less” and “quit whining.”

Government should provide “more bang for our buck,” concluded Bob, and “we need to be able to stand up on our own” without needing as much help from the state and federal governments.

Matt Holloway was not present to give an opening statement, but stressed business growth and more certain punishment of offenders along with having the best equipped and trained LEOs as possible in his answer to the crime question.

He stressed that he was superior to his opponents because he was, “young, motivated, (and) can bring fresh ideas” to the table. Matt also asked us to consider his agricultural background and “business sense.”

Returning to the political fray after a four-year absence for “medical reasons,” Ed Taylor spoke about his efforts to reduce recidivism during the period as a consultant. Apparently his ideas worked, as Taylor claimed he helped lower the recidivism rate by 80% through helping to provide jobs and housing. Yet since he “wanted to be part of the solution” for a county which needs to “survive hard times,” he’s back for another try.

“We need to reestablish community substations,” said Ed, as he also stressed community involvement and stiffer penalties as ideas to combat crime. Describing his opponents as “good people…I don’t think I’m better than any of them,” he based his argument on election on his “fourth degree” (after a bachelor’s and two master’s) – a “PhD in politics.”

In closing, Taylor again spoke of his experience to help bring the nation, state, and community “out of the depression we’re currently experiencing.” He also claimed, “I will always be on the side of the FOP…they deserve LEOPS” (a pension plan for LEOs and the subject of a long-standing collective bargaining dispute.)

Turning to the district races, Sheree Sample-Hughes had a walkover in her District 1 race as the lone candidate to show up or respond. So she stressed her “passion to serve” and lengthy background in public service as a county and state employee before taking her elected position four years ago. Her job, as she saw it, was to “connect people to resources.”

As far as crime, Sheree saw substations as an “information source” but we also needed to stress code enforcement and juvenile services. Continual LEO training and dialogue would be beneficial as well. In a second term she wanted to build a stronger relationship with the judicial system while maintaining the dialogue she had with her district through regular community meetings.

And while she expressed the thought in closing that, “tough times are yet ahead,” thus far she’s “served with passion, vision, and energy” and pointed to graffiti legislation as one of her key achievements on the County Council.

Neither candidate for District 2 could attend the event, and while Mike Calpino wrote that while he couldn’t properly answer a request for specific proposals “on what I know little about,” he did take the time to outline an answer to the comparison to his opponent via a lengthy plan for county expenditures.

On the other hand, Stevie Prettyman begged forgiveness for not being able to attend and similarly punted on the initial question by saying, “I’m not an LE professional.” But she has supported their budget requests in the past and was an advocate of the former DRILL Academy – “I was disappointed that it failed.” And while it’s not an issue the county could directly address, she supports legislation allowing concealed carry.

In stating her case for re-election, Stevie wrote that she’s “not new to politics…I’m independent and do my homework.” With debate on the county’s comprehensive plan and zoning code looming, she believed her experience in dealing with these in the past would serve her district well – as an example she cited the Cove Road controversy.

While District 3’s Gail Bartkovich was present, she got a pass in the event because she’s unopposed. The last Council race in contention was the District 4 race. (I did not see District 5 Council member Joe Holloway present; he’s also unopposed.)

Bob Caldwell is no stranger to legislative politics, as he served a term on Salisbury’s City Council (and ran for mayor in 2009 as well.) It was part of his “history of public service.” Regarding crime, a subject that “all communities wrestle with,” he reminded us that “LE is reactive” and our court commissioners had a role to play in making sure the bad guys aren’t released on their own recognizance.

But Bob’s sense of humor served to lighten the event. Referring to opponent David MacLeod as a “friend of long standing,” he stressed their biggest difference was a difference in philosophy. But he couldn’t resist a zinger or two at his friend, joshing MacLeod about referring to “a checkered past (and) being one step ahead of the law” in his opening statement. (MacLeod was speaking about his time as an addictions counselor.)

He stated his case by returning to his root philosophy of “common sense and fundamental fairness” and asked the voters to consider who they trusted to deal with the unexpected which was sure to come.

David MacLeod worked in a similar vein, cautioning Bob that “I hope you don’t mind waiting another four years” for elected office. In addressing the crime issue, David opined that the “leading cause of all these problems is drugs” and as an addictions counselor, “I reduce demand, (LE) takes care of the supply.”

As for why he’s the better candidate, MacLeod put it simply that, “I sorta know what’s coming over the hill.” He warned us to be careful of preconceived ideas, because, as he later noted in his closing, “this is going to be a little bit bumpy.” His closing argument was that we should “go with experience,” both on the County Council and in writing grant applications.

MacLeod said in his presentation that things were, “interesting to say the least.” Certainly that applied to the other half of the forum where County Executive hopeful Joe Ollinger tangled with his incumbent counterpart Rick Pollitt while Matt Maciarello and W. Seth Mitchell sparred in the main event. That’s the subject of part two upcoming.

What if you had a forum and no one showed up?

This article is an extension of one on my Examiner.com page. Since I was the only person to cover it I really didn’t have to be in any hurry to write about it, did I?

Sometimes events like this really make me wonder about the state of our governed: what if you had a candidate forum and only candidates showed up?

Last Friday was such an event. Each week over the last month or so the Salisbury Area Chamber of Commerce has hosted what they call a “lunch and learn” event where a group of four politicians (none of whom are opponents to each other) plead their cases before whatever audience shows up. In this case, it was two other officeseekers, me acting as press, and two members of the general public. Even counting the moderator, politicians outnumbered citizens for this forum.

For me, it was nothing new except for getting to hear from County Executive hopeful John Wayne Baker. I have heard and seen plenty from the two Republican participants (Stevie Prettyman of Council District 2 and the unopposed Joe Holloway of District 5) and had just seen the other guest, County Council candidate Ed Taylor, at the NAACP forum.

At this forum, each gave an opening statement and then answered a series of questions – many of them posed by other elected officials or officeseekers.

For example, John Wayne Baker, who is running for County Executive as a Democrat, was asked by David MacLeod whether his very campaign would be a violation of the Hatch Act (Baker works at the Eastern Correctional Institution.) Baker replied that the warden gave him permission as long as he didn’t campaign on state time.

But in his opening statement Baker suggested that his TEA Party involvement led him to throw his hat into the County Executive ring, stating, “if you sit on your couch and complain, no one hears you.” And while he may not have a lot of executive experience he knows that in budgeting, “column A has to equal column B.”

Prettyman said that “clear vision and clear thinking” are necessary in a term where several items are on the table, such as redistricting, the comprehensive plan, and the charter review. She also touted her 25 years of business experience prior to politics.

Since Holloway is unopposed, he doesn’t have to worry about losing the election. But he still talked about following a “common-sense philosophy” of government over the last four years, using the example of westside land acquisition. He also recalled that “we were warned” about the upcoming recession back in 2007 yet the warnings were unheeded.

I asked Baker how he would see his relationship with County Council if elected – after all, he was potentially sitting with over half the County Council in the room if the election results turned out the correct way.

Baker replied he was a “very upfront person” who was a fiscal conservative and would return to budget basics. “We need a whole different philosophy in government,” said John. But since he already works with a “difficult set of clients,” working with County Council would not be that difficult.

Obviously holding a job with ECI did tie Baker’s hands in one respect – he would not comment on inmate release policies. Joe Ollinger asked that question of him, which may have been a bit unfair since both are running for the same position.

The fourth person scheduled to participate showed up a little late, but Ed Taylor gave as his reason for running again that, “I feel I’m doing the right thing (to) be part of the solution.” His experience of three previous terms would be an asset, theorized Taylor.

There was some discussion on a subsequent question from Joe Ollinger about the tax differential report done recently. None of the Council members present had the study’s cost, but the point was brought up that a differential would be revenue-neutral – however, the tax rates for various jurisdictions would be affected with city rates going down and rural rates increasing.

When asked about the spike in crime by David MacLeod (who was in the audience doing the grilling this week) Stevie Prettyman said that the legislative body had little to do aside from providing the tools for the law enforcement arm of the county to succeed. But the conversation turned to the former drill academy which closed several years ago and how it could have been effective given the right leadership and type of youth sentenced to stay there. “I was sorry to see it go by the wayside,” noted Stevie Prettyman.

But John Wayne Baker saw the problem differently. When asked about using different model communities for crime, Baker was blunt, stating that statistics can be deceiving and in the end “it has to be not worthwhile to be a criminal.” Kids needed a work ethic, he argued, and part of the answer was to “find some common sense in Wicomico County” and attempt to recruit kids away from the gang culture.

Some of that answer could be in parks and recreation, and an observer asked about those programs, particularly the proposed west side park. It was still in the works, said Stevie Prettyman, but Program Open Space money was “frozen.” Baker countered with the question of when we have enough parks (the county has 58, he claimed) and mentioned the successful private ventures of the Fruitland Falcons youth football program and the Crown Sports Center. Prettyman conceded we had to balance core functions with the quality of life.

These were just some of a number of interesting exchanges which most people missed. It’s a shame that candidates put themselves out and speak, but most people will vote based on reputation, party, or thirty second commercial rather than these face-to-face meetings. That’s a missed opportunity to be sure.

The Andy Harris ‘job interview’

…was cleverly disguised as an Americans for Prosperity meeting.

Last night over 100 people jammed into the back rooms of Brew River to have an opportunity to ask questions of the man who wants to be our next Congressman and avenge his close defeat by current Rep. Frank Kratovil.

This should give you an idea of how the rooms were packed once the meeting got rolling.

But first, we had to sit through some brief remarks by both AFP Wicomico co-chair Julie Brewington and chapter historian Eileen Lenehan to bring the newcomers (about 15 to 20) up to speed. In particular, Julie told those gathered that “2010 was game time” for those of us who believe in Constitutional, limited government. Eileen wanted us to ponder whether, “does (a candidate) believe God is in charge or man is in charge?” Those who believed in a higher power were more likely to favor limited government.

This billboard will greet travelers leaving Ocean City beginning next month.

Steve Lind of the Worcester chapter of AFP alerted us to a new billboard which Wicomico members helped to support. This will be located just west of the intersection of U.S. 50 and State Route 589 for those traveling westbound, away from Ocean City. Nothing like putting those already leaving a fun-filled vacation in a more serious state of mind.

The chapter is also holding a street party on July 3rd at the corner of U.S. 50 and State Route 611, with more details to follow.

As a warm-up to State Senator Harris, we heard from the newly filed for re-election Joe Holloway.

District 5 County Council member Joe Holloway gave us the rundown on county issues.

In recalling his 3-plus years on County Council, Holloway likened it to a “secret society” at times, but revealed that the people are his key source of information – his job was to determine how accurate the information was and act accordingly. Holloway vowed to continue to “work for the people of Wicomico County.”

Asked about the fate of the new library, Holloway said it was “dead” and was concerned that, “when something new is needed, something old is neglected.” (Perhaps Joe read the post I cited above.)

“We’re gonna get that done,” said Joe in response to a question about night meetings. And when asked about the relationship between the County Executive and County Council, Joe conceded, “there’s been some tension” but overall having a County Executive was, “good if we have the right one.” What we in Wicomico County, “need (is) a good dose of conservatism.”

Andy Harris was given about 15 minutes to make opening remarks before the volley of questions began. In that time he chose to briefly touch on foreign policy, including the strife between the Koreas, the broken promise of a missile shield for Eastern Europe, and our allies in Brazil and Turkey assisting Iran’s nuclear ambitions.

Turning to domestic issues, Andy noted that his parents escaped communism in postwar Europe but have noticed some of the same things happening here. Washington has, “systematically dismantled in American Dream” in the last year and a half, but also noted that “if they (the 50% with no tax liability) work harder in this election, they win.”

Naturally, Andy derided the stimulus as an “incredibly bad move” since unemployment zoomed beyond the promised 8 percent total even with $500 billion or so spent. Andy proposed the remainder go toward an across-the-board tax cut to help the economy. It would allow average Americans to pick the winners and losers of our economy instead of the government doing so.

The format had Andy speed through a number of upcoming issues such as cap-and-trade (“job creation for India and China”), Obamacare (a bill which “will eliminate private health insurance” and already influences capital decisions by hospitals), and pending financial regulations (“‘too big to fail’ should not be in our vocabulary.”) Andy concluded, “‘America the bankrupt’ is absolutely correct.”

A dozen people were fortunate enough to ask questions, and some of the best are detailed below. First out of the chute was a question on border security and illegal immigration.

Andy didn’t think they’d be crazy enough to take up amnesty in this edition of Congress, but noted that our system is “the worst of all systems” by limiting people who would be productive but rewarding those who were a net drain. States should be following Arizona’s lead.

Which agencies would Andy work to abolish? The Department of Education, Andy emphatically stated, and it might not be a bad thing to eliminate it at the state level, either. His point: education guidance should be local since it’s closest to the parent and student. Perhaps the Department of Energy could go, too, or at least be downsized.

On the union pension bailout, Andy would vote no even as part of a larger bill. But the bill may not have enough votes to pass anyway. Harris decried it as another effort to have the government pick winners and losers, and revealed that only 5% of the families in the First District were union families – they just happen to be among the most politically active.

Is the government governing against the will of the people? The framers of the Constitution understood human nature perfectly, so they allowed the people to have their say on a frequent basis. Andy did say that, “once we get to July 4th we can breathe a sigh of relief” because of the nearness of the election. But he also warned us to watch out for the lame-duck session after the election.

When asked about the decline of America, Andy retorted that we’re “still the best country on the planet” and we just “need to return to our blueprint.” Again, the “Constitution was about human nature.”

Perhaps the biggest “trap” question was one Andy answered neatly. When asked “why can’t we get Obama out” Andy simply said, “we made a mistake” but we can “change the country the old-fashioned way – at the ballot box.”

We also found out that Andy would’ve voted to audit the Federal Reserve, would “absolutely support a flat tax” and back the FairTax if the 16th Amendment were repealed first – with a sales tax “everyone has skin in the game” and, the questioner added, it encourages savings.

Besides a number of local bloggers including yours truly, the mainstream media was out to get remarks from Andy as well.

One interesting Constitutional query: is a social safety net legitimate under the Constitution? Andy didn’t answer the question directly but advocated ways to make them “actuarily sound.” Perhaps Social Security could be made a defined contribution system at some later date; otherwise Andy’s 26-year-old son is convinced he’ll get no Social Security. (I’m 45 and convinced I won’t either.) Harris related how he tried to get the state’s General Assembly pension system switched from defined benefit to defined contribution and was called to Mike Miller’s office about it. (The amendment failed on a party-line vote.)

After Harris finished (and actually pretty close to schedule), we were briefed on next month’s meeting. Bill Satterfield of Delmarva Poultry Industry will speak on (what else?) the poultry industry.

We were also alerted to a national event, the Defending the Dream Summit, to be held in Washington, D.C. August 27 and 28.

Another rising phenomenon is the number of candidates coming to the meetings, attempting to entice the conservative vote.
