This year’s at-large County Council election is unique in two respects: first, it features two candidates who have already served four years on County Council in John Cannon and Matt Holloway. Secondly, unless there is a strong write-in campaign, a Republican is assured of winning at least one of the two seats because the Democrats only fielded one candidate, Salisbury City Council member Laura Mitchell.

To me, Cannon and Holloway are akin to peas in a pod. Both have earned the reputation as being the moderate Republican swing votes on a Council which desperately cried out for conservative leadership. Obviously one of them has to be nominated since there are two slots, but the winner between those two is not nearly as important as making sure Muir advances to the next round.

I’ve known Muir since before he first ran for office five years ago, and he’s always impressed me as earnest, down-to-earth, and willing to work hard to solve problems. I was happy to vote for him as one of my endorsed City Council candidates in 2011 (had I lived in the city in 2009, he would have received my vote that year as well) because I believed he would add a voice of sanity to the body, and with a County Council that will feature a lot of new faces – including at least four new members since Gail Bartkovich, Bob Culver, Stevie Prettyman, and Sheree Sample-Hughes are departing for retirement or for other offices – having someone with his understanding of the working man’s perspective will be important.

Crime is Muir’s biggest issue, and for good reason: he sees it on a daily basis as part of his job. Boda is a believer in the High Point Initiative, which is being instilled by Matt Maciarello and other members of the law enforcement community, but would like to take it further with another unique idea worth considering and discussing.

As many know, Muir ran for Congress as a Libertarian in 2012, and served for several years as an officer in the Maryland Libertarian Party. One might consider him an opportunist for changing to the GOP for this election, but as for me I see this as a welcome change. We need new, younger blood in the local party and this is one opportunity to put a good, thoughtful conservative on County Council. He and District 2 candidate Marc Kilmer can be the building blocks to a conservative rebirth in Wicomico County, but the hardest step will be his getting through the primary with two opponents who certainly have more of a bankroll than Muir does.

But it can be done, with your help. Let the chips fall where they may for slot number 2, but let’s make sure Muir Boda makes the November ballot – even if you have to “bullet vote” and leave a choice blank.

Oh, and just to answer the question surely to come: this is a personal endorsement, and not one with my Central Committee hat on.

2014 Wicomico County NAACP forum draws county candidates (part 2)

On Friday I discussed the portion of the forum dealing with the aspirants for County Executive, so today I turn my attention to those running for the seven County Council seats. A total of 15 people are running for these seats, and 13 of them stated their case on Thursday night. Just as a reminder, the forum was hosted by the Wicomico County NAACP and its president, Mary Ashanti, and moderated by Orville Penn, a veteran of these affairs.

I’ll begin with the four who are running for two at-large seats – in order of presentation they are John Cannon, Laura Mitchell, Matt Holloway, and Muir Boda. They dealt with a little different set of questions, being queried about the prospects of funding the Chipman Center where the forum was held, the merits of an elected school board, an increase in the minimum wage, and thoughts on a race relations commission.

John Cannon served on the County Council as an at-large member from 2006-10 before an unsuccessful run for state delegate pushed him off the political stage. He agreed job growth and restoring our economic base would be “important goals to set,” believing that the pieces, such as the local universities and Peninsula Regional Medical Center, were in place and would be “the one tide which would raise all boats.”

Obviously John was kidding when he told moderator Orville Penn that “we’ll give you the Taj Mahal here” when referring to the Chipman Center, but he used that question as a springboard to state the case that the state had “absolutely ripped our budget” over the last few years through reductions in highway user money and passing along teacher pensions, among other things. We would have to figure out how to raise money on our own, continued John, and job growth was key. “We’re not going to increase taxes,” said Cannon, but if we can improve the economic situation we can “look after citizens as a whole” and try to find resources for needs such as the Chipman Center.

“I would like to see an elected school board,” said Cannon. He respected the Board of Education’s work, but would like to see more accountability because he was concerned about their audit. Moreover, while spending for the rest of government was perpetually on the chopping block during his previous tenure on County Council, he “never felt as if the school board was really on board to make the same cuts that they should have been doing.”

As for the minimum wage, Cannon asserted that at least one of two things would occur if the minimum was raised, if not both: overall price inflation and cuts in hours and jobs. He reminded the audience that the CBO predicted at least 500,000 jobs lost nationwide if the national minimum was increased to $10.10 an hour and that only 19% of the individuals below poverty level would be helped. The alternative, John continued, was an increase in the earned income tax credit, whether at the state or federal level.

A commission on race relation “would be a great idea,” Cannon said. He advocated “asset building,” where all local resources are brought together to address the issue. He concluded his remarks by noting that serving on the Council heightens awareness and is like getting a “master’s degree in all areas.”

A current elected official in a similar office is seeking a Council seat as well. Laura Mitchell was elected to Salisbury City Council in 2011 and is running from the cover of that seat for a county post. But in addressing those who believe government should be run like a business, she said, “really, you don’t, because businesses are there to make a profit, and we don’t want our government to make a profit. They should do exactly what their mandate is.” She’s tried to instill that in the city and wants to bring it to the county.

“There is a role for the county to play” in restoring the Chipman Center, said Laura. It could be the “connector” for funding and volunteers, but she agreed there is some responsibility for the city and county.

Regarding the school board, Mitchell told those assembled that “as far as I would be willing to go is a hybrid” school board with both appointees and elected members. Rather than being more accountable, she thought those elected would be more beholden to their donors and not the students. She argued that there’s a balance with an appointed board, and that members who serve at the pleasure of the Governor could be more easily removed as opposed to conducting a recall election.

Laura was in support of a minimum wage increase, asserting many who would be helped were single mothers; furthermore, “minimum wage needs to keep pace with inflation…it would be at about $10.40 had it kept pace.” As for employers, “this is one of those costs of doing business,” said Mitchell, lumping it in with other costs such as materials. She argued that it would be better to raise the minimum, otherwise “it’s more beneficial for them to sit home and collect a check (because) they can’t afford to go to work.”

A race relations committee was a great idea, but the need was larger than just a committee would provide. “It is our job to start that conversation,” she added. But with several different organizations chasing the same goal, an “asset map” would be helpful in determining a course of action, although the existing Safe Streets program is already working in that direction.

After remarking how she loves learning new things, Mitchell concluded that while she loves what they’ve been able to do at the city level, she’s run into some “stumbling blocks” on the county side – we needed more partnerships between the county and municipalities.

Of the two current at-large members of County Council, only Matt Holloway is seeking re-election as Bob Culver is running for County Executive. He originally ran in 2010 to provide a perspective from the agricultural community, stressing property rights. In the time since he’s come on board, he’s become the “bridge builder,” believing the relationship with the County Executive “is stronger than it’s ever been,” as is our relationship with the state. Matt also touted his membership on two governor-appointed committees, the Sustainable Growth Commission and the Critical Areas Commission. “I bring a lot of things to the table,” said Matt.

Restoring historic buildings was one of the county’s functions, remarked Matt regarding the Chipman Center, much like the county has an interest in keeping up the Pemberton estate and the old courthouse, which is in need of renovations. County government “could play a role” in resoring Chipman.

Matt also favored an elected school board, touching on Mitchell’s objection because he felt it would be a good thing if members felt like they owed someone. “They would feel like they’re responsible to the taxpayer,” said Matt. “It’s about accountability.” He was okay with a hybrid board as an interim step.

In discussing the minimum wage increase, though, Matt conceded the county has little role. But an increase “could be very detrimental” to the climate they were trying to create with recent tax reforms. “I don’t think the time is right,” said Matt.

Matt argued that many of the current committees formed by the Council were already diverse, but before establishing a citizens’ race relations committee, we should get the key players together and “come up with a game plan first.” He concluded in his closing remarks that he had helped the minority community by improving education, law enforcement, and business.

Muir Boda is no stranger to the ballot; this is his fourth run for elective office after bids for Salisbury City Council in 2009 and 2011 and Congress in 2012.

But he saw they key issues as a three-legged stool, with curtailing crime, providing educational opportunity, and improving the economic climate being the three legs. “All three have to work,” said Boda.

In restoring the Chipman Center, Boda would support a partnership between the county, city, and Community Foundation – they would be “the avenue we could go through first.” They could help raise the appropriate funds.

While Boda also preferred an elected school board, he also had a stipulation for a hybrid model where appointees would be determined locally rather than by Annapolis, which has no local accountability.

Since Muir has a position where he works with a lot of younger workers who make minimum wage, he could point out that there were a lot of things they could not legally do, such as run machinery. They were only useful in certain positions. Small businesses would cut positions and hours, he argued. “We have to understand what entry-level positions are to companies,” added Boda.

Boda returned to his three-legged stool analogy in describing his thoughts on race relations, citing the High Point initiative as well. “Everything has to be seamless…if you have skyrocketing crime rates, it’s going to affect companies that want to come here and invest in our community,” said Muir. “This (commission) is one piece of the puzzle.” He got to buttress his points because he gave his closing statement immediately after his answer to the previous question.

Compared to the lengthy segment dealing with the at-large Council candidates, the district races were quite brief.

In District 1, two of the three contenders came to discuss the issues.

McKinley Hayward was making his second try at the District 1 Council seat, having lost in the 2006 primary to current seatholder Sheree Sample-Hughes. If elected, he said, “I don’t want to be a political figure, I want to be a working figure for Wicomico County.”

When asked what the three biggest challenges to Wicomico County were, Hayward cited four: “empowering our community through jobs, education, housing, and employment.” Creating a good job which would enable workers to invest in their own homes was his goal, and Hayward saw high-tech jobs as the ticket. “I want Rick Pollitt to hear this – we need to invest in our future,” Hayward said. “Fruitland had a vision,” he continued, but what about the Mardela end of the county? Thousands go to Ocean City every weekend, but “we don’t get a dime of that money.”

The key to doing that would be encouraging vocational education and on-the-job training. “You could be a barber and be successful – every man in here has to get a haircut,” exclaimed Hayward.  He went on, “Every kid that graduates from high school should graduate with a resume.”

As for the idea of a race relations committee, McKinley didn’t know if that would solve the problem. He saw it as something more deep-seated.

“I run a playground during the summer at Lake Street,” he said. “My kids see a policeman, they run from him…the only time a black kid sees a policeman, he thinks he’s coming to arrest someone.” It’s a “stigma” we need to get out of in Wicomico County, added Hayward. But if he wins, “no one’s going to be safe” in government because he would do what he feels is best for the county.

One of two opponents for Hayward, Ernest Davis, cited his experience with the Maryland State Police and two businesses he’s created, along with his belief that “I’m a working person” as part of his calling card. His key issues were education, economic growth, and agriculture. This worked out well with the next question, where Davis expanded on these issues, particularly in agriculture. He warned that phosphorus regulations could hurt the local agricultural industry, leading to dire consequences. We also needed to promote our county’s educational institutions and proximity to Wallops Island. “That thing is growing leaps and bounds,” Davis added.

Davis also advocated bringing all the parties to the table in dealing with race relations, rather than pulling in several different directions.

But returning to his three main points for his close, Ernest believed that, “Wicomico needs to start tooting its own horn (and) standing on its own two feet.”

The third candidate in the District 1 race, Marvin Ames, was absent from the forum. Similarly, District 2 candidate Kirby Travers missed the affair, giving Marc Kilmer an opportunity to go through his first forum without any opposition.

So Marc got to speak about those things he wanted to accomplish in making the county better for his two young children: education, having a safe community, and jobs.

The District 3 race had all three contenders, and drawing first blood for them was former County Council member Larry Dodd, who served there from 2002-06. Since 2009 he’s been a member of the Wicomico County Board of Education. It was in that vein he noted, “I’m here for your kids and the future of Wicmico County.”

In discussing job creation, Dodd made the case that “I believe in smaller government,” but maintained that education, crime control, and economic development were indeed legitimate functions of government. He praised the local vocational programs and the efforts in place to control crime, but the key was keeping kids in school.

Common Core was an issue which was brought up, but Dodd conceded it can’t be scrapped because “it’s state mandated.” But “we are working to make it better and usable,” said Larry.

Dodd chose to close in part by thanking current District 3 Council member Gail Bartkovich for her service, touting his experience and skills and pointing out “I’m invested in this community.”

In contrast, Josh Hastings was making his first run for office. His background is mainly in the land protection and environmental fields, including the Rural Maryland Council and a stint in the office of the chair of the Maryland Senate’s Education, Health, and Environmental Affairs Committee. “I’m here to protect our farms and our rural industries,” said Hastings, who would build on relationships across the state and the Shore.

Hastings didn’t believe it was the role of government to create jobs; rather, it’s the council and executive’s job to use dollars wisely and efficiently. But he felt they should have a say in how an area looks and grows.

He also admitted he didn’t know enough about Common Core to have an opinion, but would listen to the teachers.

Josh concluded that it should be possible to be the number one county in the number one state for education. We also needed to build upon what makes us special and unique, and he would “continue to build the relationships” to assist in that.

After two unsuccessful runs for County Executive, Tom Taylor decided to try for the legislative branch this time. To begin, he claimed that he “wanted to represent the largest minority in Wicomico County – the individual.” People needed to realize that Annapolis is taking our local representation away – “things are getting out of your control…we have to get control of these things.”

Taylor had an interesting take on job creation as well. “It’s not the role of government to make sure everyone has a job,” said Tom. “The role of the government is to protect individual rights and property, and protect people so they can create these jobs.” Just give businesses the opportunity to create jobs by minimizing government intrusion, said Tom.

When it came to the core curriculum, Taylor was blunt. “I don’t like my son and his education being an experiment in social engineering.” Instead, we have to rubber-stamp everything which comes from Annapolis. His goal was to maximize classroom spending.

If elected, concluded Taylor, he vowed to fight for our Constitutional and property rights. “I’ve taken it to Annapolis before,” Tom said. “I’m more of a pit bull than the lovable person you see here.” We should accomplish our goals without the fear of government intrusion.

Our final segment combined both Districts 4 and 5 because District 4 Council member John Hall is unopposed for a full term.

Hall assessed the current situation thusly: “There is a light at the end of the tunnel, and my job is not to extend the length of the tunnel.”

The first question for the group was on racial disparity in jobs and housing, and Hall agreed “we have racial and economic disparities.” While we could have committees and asset maps, “education is going to be the key.” There should be more opportunities for the 36% of Wicomico County residents who are minorities. And when asked how the Board of Education could be more efficient, Hall advocated for an elected board.

But in his conclusion, John conceded “we’re living in a difficult time.” He also asked people to be “role models, not roadblocks.”

Representing District 5 since 2006, Joe Holloway reminded us that “we started in the recession.” And among those tough decisions to slice up the financial pie, finding out about the Board of Education audit was “very disappointing.” He even was surprised to agree with the Daily Times assessment of the situation as a “financial failure.”

Assistance in getting jobs back would come from reducing the impact fees, which now seems to have the County Executive on board because much of that housing growth was going to Sussex County, Delaware. As for raising the minimum wage, “I have a little problem with raising the minimum wage.” It’s a “training ground,” he continued. Moreover, the salaries of those who make a little bit over the minimum would have to go up as well. “I see a big jump in unemployment,” Joe said. He hoped that $10.10 was just a negotiating ploy and a lesser amount would be acceptable.

“It’s no secret I support an elected school board,” continued Joe. And it was an issue where, despite the fact that those things the Board of Education was spending on were within their policies, Joe reminded us he had “caught hell” for bringing up these same problems five years ago. An elected school board would be a good “first step.”

And after picking on the school board, in his conclusion Joe decided “to pick on Annapolis a little bit.” He warned that “if we’re not careful, Annapolis is going to run the poultry industry off the Eastern Shore…we will be a ghost town.” Everyone in county government was on board with that, and while the idea of job creation was great we need to consider how to keep the jobs we have. “We’re not sitting up there twiddling our thumbs,” concluded Joe.

Ron Pagano had a different tack on many issues. As an job creator and advocate for the disabled, among other groups, he wanted to provide equal opportunity, better housing, and improved public transportation, which was a cause dear to him. He wanted to keep our kids here, as “our kids should always be part of our vision.”

Ron also vowed to “talk to anyone about job creation,” but differed from most of the others in supporting a “fair” minimum wage. “$7.25 an hour is not enough to raise a family, let alone doing anything outside buying bread and milk,” said Pagano. A smaller minimum also drives up the cost of the SNAP program, he argued.

He also took a moment to express his support of a “biracial commission,” recalling a similar organization existed in the days when U.S. 13 and U.S. 50 were built and that era’s “tearing apart of neighborhoods.”

Pagano agreed the Board of Education audit “isn’t pretty,” but wanted to see what the Sage Policy Group report had to say. But he defended the Board, stating “as an attorney, I always knew there was two sides to every story.” He was against an elected board, saying “the problem with an elected board is that no one wants to run,” particularly with the financial disclosure reports required. He also pointed out the “balance” between parties.

He summed up by revisiting job creation. “I want to focus on bringing jobs to this community,” noting that Wor-Wic Community College will customize training programs to various companies. Ron also sought to establish partnerships, particularly with NASA Wallops: “I personally will go to NASA Wallops and speak to the director there – I’ll speak to whoever wants to create jobs here.” Given that we have job creators like Jubilant Cadista – which, Ron noted, has created 300 local jobs in the last 7 years and is on track for 200 more – “obviously there is something about Wicomico County that appealed to Jubilant Cadista, and we can appeal to others as well. I will promise you I will bring jobs to the county,” Pagano concluded.

After 2 1/2 hours, the forum came to a close and the 60 to 70 people who crammed into the room went their separate ways. Among those offices covered in the event, the fields for county executive and County Council Districts 2 and 5 are set since only one from each party filed. District 1 will be decided in the Democratic primary since no Republican filed, and District 4’s John Hall is unopposed. Out of all those there, only one District 3 aspirant and one for at-large will be eliminated.

But the event was useful in staking out some positions, and there will likely be several more forums for candidates to attend in upcoming weeks.

Twenty bucks is twenty bucks

The “rain tax” is probably coming to Salisbury.

Eager to jump on that bandwagon, the Daily Times reports that Salisbury City Council unanimously agreed to move a bill to create a stormwater utility forward for final approval at a future meeting, a date to be determined but likely in the next 60 days. All five of the Salisbury City Council members are Democrats, as is Mayor Jim Ireton, who backs the proposal. Jeremy Cox’s story quotes City Council president Jake Day as saying “There’s no good argument for not having this in place, to have a funding system to pay for things.”

Bull.

There’s a great and very simple argument: we have no idea if what we would be doing will have any significant impact on Chesapeake Bay. As vague as the Phase II Watershed Implemetation Plan for Wicomico County is in terms of how many assumptions it makes, there are two things it doesn’t tell me: the overall impact of Wicomico County presently on the health of the Bay, and the economic impacts following the plan will have on business and our local economy. Does the $20 I would spend each year make a dent, or is it just another way for government to reach into my pocket for dubious benefit? Less than national average fee or not, it takes away from my less-than-national-average salary.

The argument by Brad Gillis also rings true. Because the state requires most new development to adhere to overly strict stormwater guidelines, those who have will still be paying the rate on top of the expense others didn’t put out. Stormwater retention isn’t cheap.

And, of course, there’s the very real possibility that the $20 of 2015 will be $35 after 2017 or $100 sometime after that. Once enacted, I’ve rarely met a fee or a tax that’s decreased and because the goal is so open-ended this just seems like another excuse to reach into our pockets in perpetuity.

This is a state where I pay bridge tolls to subsidize a superhighway I’ll probably never drive, pay a gasoline tax out here in the hinterland to prop up a boondoggle of a public transit system in the urban core (complete with pie-in-the-sky light rail lines many of those along the route don’t want), and get to watch a governor for whom I didn’t vote – twice – play whack-a-mole with expenses that pop up by “borrowing” from dedicated state funds and floating bonds to make up the difference. Why should I trust the city of Salisbury to be prudent with my money when the regulatory goalposts are sure to shift? Ask David Craig about the state and what happens when they change their mind.

Several years ago I proposed a moratorium on new Chesapeake Bay regulations so we could figure out whether all that we had put in place would work. Of course, for the Chesapeake Bay Foundation, Town Creek Foundation, and other denizens of Radical Green there’s too much money for their coffers at stake to ever agree to such an idea – and it’s such fun to figure out new offensives along our flanks in the War on Rural Maryland.

Needless to say, my reasoning probably won’t change any minds on Salisbury City Council, or that of the mayor. I know Jim Ireton, Jake Day and Laura Mitchell to a greater or lesser extent, and they’re decent enough people, but they seem to have this idea in their head that government central planning is the solution and for every need there has to be a new fee to pay for it. When the “need” is a mandate from on high, that’s where I object. Twenty bucks is twenty bucks for the tapped-out homeowner, but those who are job creators will likely pay a whole lot more and it’s just another incentive to locate elsewhere, in my estimation.

The first real poll

Yesterday the latest Maryland Poll from Gonzales Research came out (h/t Maryland Reporter), and it suggests that we have a long way to go in educating the voters of this state about the real facts at hand. But there are a few encouraging signs, I suppose.

In the nine months since a similar sampling in January, we can now determine that Barack Obama’s job approval has gone down six points in the topline, from 64% to 58%. But the difference between “strongly approve” and “strongly disapprove” has plummeted in that span: it was +19.4 in January but is now just +6.7. A 13-point swing in that demographic suggests the national economic situation of an ongoing sluggish “recovery” is taking its toll.

By the same token, the 54% job approval Martin O’Malley enjoyed in January was a mirage, too. O’Malley now finds himself in a statistical dead heat, with 48% approval and disapproval in the October poll. But that difference between “strongly approve’ and “strongly disapprove” has once again moved more than the six-point decline on the topline, going from a +0.2 in January to a (-15.1) now. That’s an even more pronounced 15-point swing not shown by a 6 point drop in the headlines. Tellingly, nearly 3 of 10 Democrats now disapprove of O’Malley.

But that doesn’t seem to reflect on Anthony Brown, who leads the first non-campaign poll by a fairly similar margin to the Garin-Hart-Yang poll released by Brown’s campaign last month. The Maryland Poll has Anthony Brown/Ken Ulman at 41%, Doug Gansler/Jolene Ivey at 21%, and Heather Mizeur at 5%. (Maybe she can have Wayne Gilchrest as a running mate. As an aside, Mizeur also got the endorsement of Salisbury City Council member Laura Mitchell.)

Unfortunately, the numbers trend the wrong way on some key issues. While 49% of Marylanders polled favored the death penalty and 44% opposed it in January, those numbers are now reversed in that 49% favor the law rescinding it and 44% said no. Then again, its support was rather soft all along because it had a strong approve/strong disapprove ratio of (-3.2) in January while the repeal now has a +5.5 ratio. In part, this is probably because of the state’s reluctance to use the death penalty and the over-sensationalized Kirk Bloodsworth case. However, I would wager that if you put a name and a victim to a case (e.g. Thomas Leggs and Sarah Foxwell) the support for rescinding the death penalty repeal declines drastically. (In that case, Leggs pled guilty to avoid the death penalty, while the family agreed because of the probability of endless appeals.)

Meanwhile, those who responded to the poll must have believed the onerous gun laws passed by Martin O’Malley and Democrats would actually curb crime. When asked in January, support for an assault weapons ban in the immediate wake of Sandy Hook was 58-40 (with a +17.5 intensity of strongly support/strongly oppose), while background checks passed muster by an 88-11 figure overall. But the gun law as passed maintained its 58-40 support (with only a slightly lower +16.7 intensity.) That, my friends, is a sadly bamboozled and gullible public.

Yet when it comes to the pocketbook, people get it. When asked whether a 10 cent per gallon gasoline tax was acceptable in January, just 26% favored in with 73% opposed. The intensity of opposition was just as stiff, with a factor of (-50.8) strong approve/strong disapprove.

So now that the reality of a 21 cent per gallon increase spread out over three years has smacked Free Staters in the pocketbook, they hate it even more. 22 percent approve of the tax hike, while 76 percent oppose it. Intensity remains as strong, at a factor of (-50.7). Most telling to me is that the Democrats don’t tout it as a success.

Knowing that, where do we go from here? It appears to me that the emotional appeals of Democrats have worked on the above non-fiscal issues because those polled are probably not affected – the chances are small that someone knows a person who’s been heinously murdered by someone who would receive the death penalty, and for those who do too many are blaming the tool used for the victim’s demise.

I can sit and stare at a gun with a 30-round magazine all day, but as long as I don’t pick up the weapon and make the physical motion to fire it, the gun is inert and harmless. Thousands of Marylanders have access to a gun, most have never fired it outside the confines of a closed gun range. Those who use the tool of a handgun otherwise are more often than not breaking enough laws already that the so-called Firearm Safety Act of 2013 won’t prevent them from carrying out their mayhem. However, another person with a weapon just might.

Someone out there probably collects the rare news stories of crimes prevented by the presence of a gun, but the narrative of “if it bleeds, it leads” plays into the hands of those who would usurp our Second Amendment rights. Yet if the hapless victim of random violence had his or her own weapon, things may have played out differently. Instead, the state is placing a burden on those who simply wish to defend themselves, and I thought government was supposed to be about empowerment. That’s what liberals tell me, anyway.

Liberals like Anthony Brown, Doug Gansler, and Heather Mizeur.

And by the way, where is the Republican poll? I think the Gonzales pollsters have fallen into the same “one-party state” trap Doug Gansler did. I’d like to see something more scientific than a blog poll on that race.

Joining the fray the Eastern Shore way

It’s a scenario of “better late than never”, but Democratic gubernatorial candidate Doug Gansler will spend time on the Eastern Shore as part of his announcement tour next week.

While he officially started up yesterday across Chesapeake Bay, the Gansler tour will spend the early part of next week working its way down the Eastern Shore, beginning in Centreville at 9 a.m. Monday and proceeding through a noon stop in Easton, a 3 p.m. appearance in Cambridge, and wrapping up at 6 p.m. at Salisbury University. It will be interesting to see who greets him there, given that five local elected officials (County Executive Rick Pollitt, County Council member Sheree Sample-Hughes, and Salisbury City Council members Jake Day, Shanie Shields, and Laura Mitchell) have publicly backed Anthony Brown for governor.

The Eastern Shore tour concludes on Tuesday, October 1 with a noon stop in Ocean Pines.

Gansler is working from a large polling hole, at least according to a internal Anthony Brown poll released this week (h/t Maryland Juice.) The GarinHartYang poll found Brown had support from 43% of the 608 likely Democratic primary voters, with Gansler at 21% and Heather Mizeur lagging far behind at 5%.

But I noticed a couple vulnerable spots. Among those who feel the state is on the wrong track, the O’Malley record seems to be sticking to Anthony Brown because he and Gansler are tied among that group. Moreover, the fact that not even 3 of 5 DEMOCRATS think the state is on the right track should be of concern to Brown and his backers. It will be interesting to see if Democrats still give Martin O’Malley a 73% approval rating as they did in the Maryland Poll back in January; if not, that’s a crack in the Brown armor.

So it may be worth listening to what Gansler has to say on this leg of the tour, particularly since Anthony Brown didn’t make a point of including our part of the state on his initial announcement tour (although his surrogate would gladly take money.)

Showing how useful we on the Shore are

You know, it’s interesting. While Republican gubernatorial candidates come down, talk to the people, and press the flesh at open (or at least nominally priced) events, those on the other side are going to be far from the limelight and even farther from a bus stop.

No, Ken Ulman isn’t exactly stopping in a transit-oriented development, and you better check for a nitrogen-reducing septic system since that area is pretty far outside the urban core. But the list of sponsors is the A-list of local Democratic officials from Salisbury and surrounding areas – although interesting exceptions to the list are Delegate Rudy Cane and Salisbury City Council members Tim Spies, Terry Cohen, and Laura Mitchell. Are they supporting Doug Gansler, Heather Mizeur, or waiting for a better offer? I know Mitchell gave to Martin O’Malley in his re-election effort, so perhaps she’s not as impressed with the mini-me?

The interesting piece of the puzzle is that I received this from a Republican friend of mine who got this invitation, with another intriguing sidebar being that one of the sponsors listed here was apparently the guest of a sitting member of County Council at our Wicomico County Republican Club Crab Feast. While we don’t mind taking money from Democrats, who wish to donate of their free will – unlike the usual case with their side and their oppressive taxation – you wonder what might be said at this Ulman soiree regarding the Republican candidates who showed up at our Saturday event.

Now this list of sponsors is nothing new at local Democratic events. Although not all are presently elected officials, most are regular supporters of local Democratic candidates for whom big government and/or the “good old boy club” mean enhanced business and personal fortune – for example, Marty Neat is a local bank CEO.

Obviously the take here will be but a drop in the bucket for the overall campaign. But Brown’s is a campaign which eschewed the Eastern Shore on its announcement tour back in June, unlike his Republican counterparts, so it’s apparent that all the Eastern Shore is good for to them is money. These sponsors are donating it willingly so that the rest of us will be compelled to part with ours in a not-so-voluntary manner.

37th annual Tawes Crab and Clam Bake in pictures and text

As is often the case, it was exceedingly hot, quite humid, and a sprinkle of rain fell on the Somers Cove Marina. But thousands braved all that for crabs, clams, and hot and cold running politicians. This is my story.

On any other summer Wednesday afternoon, one can stand near the Somers Cove Marina and see that sight. But yesterday it looked more like this.

The brand new Craig/Haddaway signs were in evidence, as were a handful of shirts.

However, the pair in question didn’t show up until the event was somewhat underway. Their entrance was rather understated compared to some others, as I’ll show later. I caught them just as they entered the gate.

Fellow GOP contender Delegate Ron George had long been set up by then, with his own tent.

He may have had the best giveaway item as well – ice cold bottles of water stashed in a cooler behind the palm cards and brochures.

Ron proved himself to be a man of many hats. Okay, at least just a woven straw one.

A more modest presence was shown by draft candidate Charles Lollar, who brought his wife Rosha along. Here they pose with Wicomico County Republican Club president Jackie Wellfonder.

Later I caught Charles chatting with host Delegate Charles Otto (left, in hat), who represents Somerset County in the House of Delegates.

Another would-be Delegate making her Tawes debut as a candidate was Mary Beth Carozza, who’s seeking the District 38C seat. She had a few assistants in tow as well as an attractive sign.

She was one of many local Republicans and activists who were well-represented in their tent.

We even had the infamous “pin the tax” sign. Too bad we didn’t have it out where more could see it, but it would have been soaked by the misters thoughtfully added by the Somerset County folks. Did I say it was hot?

Observing all this was state Republican Party Chair Diana Waterman, who indeed was carrying a bottle of water.

Also making a presence was Larry Hogan (right), whose Change Maryland group now boasts a 50,000-strong Facebook following. He was making no indication of a possible political run today, but it’s intriguing that he took the time and came down to Tawes.

Hogan has made the point that his group is not restricted to Republicans; a significant portion are independents and Democrats. And the latter group was well-represented at Tawes, too.

Front-runner and Lieutenant Governor Anthony Brown was also casually late, but had a gaggle of young supporters trailing him. He’s sort of obscured in the center of the photo.

There were more modest presences from Attorney General (and gubernatorial hopeful) Doug Gansler and Comptroller Peter Franchot, who considered the race for the top spot but opted to seek re-election. (My photo of Gansler didn’t come out well.)

One other Democratic gubernatorial hopeful whose presence surprised me was Heather Mizeur, pictured here with Salisbury City Councilwoman Laura Mitchell.

Her formal announcement must have been a brief affair, as she and a small band of supporters made the trek down to Crisfield. Mizeur told me it was about her tenth time attending – obviously first as a statewide hopeful.

Also carrying the Democratic banner was the State Senator from District 38, Jim Mathias. He had a decent-sized group of supporters who must have been busy putting up a half-dozen 4×8 signs along Maryland Route 413 leading into Crisfield.

I found Wicomico County Executive Rick Pollitt enjoying his lunch early on.

Pollitt explained that it’s easier to eat on the pavilion side because he would be greeted by more people in the party’s tent. Makes sense to me – same reason I eat a little at a time.

In fact, a large percentage of those enjoying the food were well away from the political. They were being entertained by the DJs on the left of the photo.

A number of other businesses were represented at Tawes as well, although to me the number seemed down from previous years.

Still, lobbyist Bruce Bereano had his corner. Bruce Bereano ALWAYS has his corner, and it’s always full of Annapolis politicians from both sides of the aisle.

It also always has this nice touch and tribute to the late Somerset County Delegate Page Elmore.

And of course, there was the media. Tawes was crawling with them.

In WBOC’s case, not only did they have the remote truck and the flyover by Chopper 16, the ‘Outdoors Delmarva’ crew was there too. Also covering the event was competitor WMDT-TV channel 47, WBAL radio, and reporters from the Salisbury Daily Times and Baltimore Sun, among others I probably missed.

That doesn’t count the alternative media. The Red Maryland crew was interviewing a number of Republicans – here it was Ron George’s head fundraiser Hillary Pennington of Stratgic Victory Consulting.

Brian was also kind enough to query me, so we’ll see if mine made the cut this evening.

Eventually the crowd began to trickle out and another year’s Tawes event was in the books. There was actually a light shower as I was leaving, which didn’t bother me in the least. A lot of fellowship and fun was had by all.

The vibe of the event promises to be different next year. An earlier primary now means that the Tawes event will occur once the major party nominees are known, so it’s uncertain how much time and expense they will invest in the gathering.

One other note of interest: while I did see Blaine Young there this year, the presence he had was minimal. This leads me to believe he may be stepping aside from the gubernatorial race to concentrate on a local run; otherwise he would have had a tent space as he did last year.

Speculation aside, the Crisfield Chamber of Commerce put on another wonderful event – kudos to the volunteers who make the event one the late Governor can indeed be proud of.

2013 Salisbury Festival in pictures and text

After missing the event last year because I was out of town, I got to return to the Salisbury Festival this year for one occurrence. (Unless the date of the MDGOP convention is changed for next year I’ll miss the SF again in 2014.)

I had to be there early to help set up our space, so I happened onto the annual firemen’s awards. It’s always neat to see Old Glory raised up this way.

Once the firemen were finished, the color guard paraded to the intersection by which I was standing.

Having helped to set up our place (after the mixup we had was resolved) I first wandered the Plaza looking around.

A staple of the Salisbury Festival is its emphasis on artistic forms of all sorts. A number of craftsmen and artisans had set up shop hoping to make a little money from their efforts. But it was slow going on the far end.

This is the same locale where just a week and a day before Third Friday had set up shop outdoors for the first time this year.

Art of all sorts was on display, with an emphasis on the youngest attendees.

Many of them were hard at work chalking the Plaza at its entrance.

There were also performers on the Plaza, trying to instill us with culture.

Talented as they were, for me they were no match to the appeal of Detroit iron.

For those of you under around the age of 35 – notice something missing in this picture?

Look in the trunk.

Yes, the Corvair was a rear-engine vehicle which was rather popular back in the day until Ralph Nader killed it. It certainly wasn’t all that expensive.

It’s also fun to see what restorers go through. This was an unusual display for a car show.

But from this shell may come something which looks a lot like this.

For all I know, these cars could have been on the line at the same time – both are 1968 Pontiac Firebirds.

Yet I’m now of an age when the cars of my childhood are joined as “classics” by the cars of my formative years. Believe it or not, this car is nearly 30 years old – but I drove a similar model in my drivers’ ed class.

And I wasn’t the only one walking down Memory Lane, er, Main Street.

Now something I skipped in my little narrative was the block or so between the Plaza and the car show. That was fraught with fun and frivolity as well.

I talked about this group awhile back, and the local chapter of Move to Amend was out adding to the minor amount of political goings-on.

I had an interesting discussion with the guy, but obviously our end goals are different: he wants to erode the power of corporations in government by stifling their rights to contribute money (which, to me equates with their right to free speech.) I’d rather just limit corporations’ power and influence by limiting the size and scope of government. Of course, this guy made the classic mistake of assuming I wanted no government.

Speaking of people who make classic mistakes, the Democrats were mixed in with a group of private interests. I thought they should have been next to Move to Amend.

One piece of advice I gave to my Democratic friends: Tootsie Rolls and warm, sunny days do not go well together.

But they were right across from one of the two City of Salisbury setups, where my Council member Laura Mitchell was sitting. I should have asked if she was going to sit on the other side of the street, too.

But I was getting hungry and decided to check out the food court. I was also wondering where my fiance was.

You know, it really helps to turn your phone off silent when you are done with the event you turned it off at. Turns out she (and her daughter and friend) were down by the river, where I took this shot.

It was empty at the time, but this lot on the other side from downtown is where the Salisbury Festival hosts many of its evening activities. Later on Saturday there would be an international beer festival.

I almost took a photo of the rockfish I had for lunch, but I decided not to share.

Now when you have kids in tow your priorities change a little bit. Normally I would pretty much ignore the carnival portion of the SF, but that doesn’t happen with two teenagers.

A few rides, a basketball and couple (live, in a plastic bag) goldfish later, they were happy and Kim and I went our separate ways as I relieved a relieved Jackie. The Plaza was abuzz with activity by then.

Meanwhile, we soldiered on in our modest little space. The biggest problem, as it turned out, was having our tent banner paired up with a small table. We made it work.

The final photo is of two presidents: Ellen Bethel of Republican Women of Wicomico and Jackie Wellfonder of the Wicomico County Republican Club.

It was nice to see our downtown alive and vibrant for a day, at least. Come Monday after 5 it will be back to its sleepy self, save for a couple pockets of activity.

Third Friday August in pictures and text

It certainly is the dog days of summer, and for the first time in over a year I found myself at a 3rd Friday celebration downtown. Here are the artists preparing for the event beforehand.

I’ll admit there was a specific reason I came downtown for this particular event, and I didn’t stay for the whole thing as I generally try to do. I also had Shorebirds seats for tonight.

Thus, the crowd pictures I took around 5:30 or so up and down the Plaza may be deceptively small. I know in a couple cases I let people pass to move them out of the foreground.

I’m not saying there was a crush of people on the Plaza, but my (admittedly limited) experience with 3F is that the crowds peak around 6:30 – 7:00 and I was at the stadium by then.

I did have some time to poke around and find out some interesting things, though. For one, the groups you can find at the event are constantly changing. Gone were the roller derby ladies of last year and in were those who want a bike route, dubbed the Orange Route.

If it doesn’t cost me as a taxpayer, knock yourselves out.

Still gone was the Escape Restaurant, which I remarked last year was set up like a ghost eatery with everything still in place at the time.

But the good news might be that a change is on the horizon, an Italian restaurant which may replace the late lamented Flavors of Italy in the hearts and minds of downtown denizens.

It’s worth noting, though, that the best laid plans of mice and men seldom last long – even if they are etched in stone.

Perhaps that’s not the segue John Robinson would be looking for, but as a means of supporting one of my loyal advertisers I attended the ribbon cutting ceremony at his newest venture, Delmarva Crossroads.

As you can see, John had quite a few well-wishers. Most prominent among them were Salisbury Mayor Jim Ireton and Council member Laura Mitchell.

Finally the time was near to officially christen the new business venture.

Inside there were finger foods and drinks, and outside Flannery’s was giving away hotdogs and pop.

Now this isn’t Robinson’s first foray into media, as a few years ago he hosted an hour-long afternoon radio talk show where I occasionally found myself as a guest or a caller. And having read the first edition of Delmarva Crossroads, it seems to be a promising entrant in the local media. I wouldn’t see it wiping out the Daily Times (for one thing, the print edition is currently a weekly) but it can fill a void in Salisbury.

I found this among the most interesting items inside, as opposed to the artwork peppered throughout the first-floor suite. This is in Lake’s office.

I think I do pretty well by that myself with this little old website.

Since there was only one band I saw at the event, it’s not going to get its own Weekend of Local Rock post. But the Muddy Hole Band was playing in the Plaza and I have to say they have a unique instrumental take on some classic rock songs. Imagine Journey’s ‘Faithfully’ with an acoustic guitar, acoustic bass guitar (not a stand-up bass, but a four-string acoustic) and a mandolin – the band from the western fringes of Wicomico County played it.

They had a bluegrassy feel to the music but they kept the crowd entertained from what I could hear.

I have to close with this picture, which is a private joke of sorts. Those who follow Salisbury blogging would understand.

For the rest of you: this has been a public service announcement from the Mayor, who is perhaps Third Friday’s biggest cheerleader. Coming in second place may be John Robinson, whose newsroom will have a front-row seat to the festivities for the foreseeable future.

A pair of follow-ups

Just to update a couple stories I’ve featured recently…

You likely recall the story about the Hudson farm in Berlin and their trouble with environmentalists determined to extract their pound of flesh from this chicken growing operation. I received a note from former Maryland GOP head Jim Pelura which noted this sort of problem isn’t new, and farmers shouldn’t bear the brunt of the blame. He forwarded to me a copy of a letter he wrote to Kim Coble of the Chesapeake Bay Foundation back in 2005, part of which I excerpt here:

Thank you for your letter and brochure outlining the CBF’s position on agriculture’s part in the over-nutrification of the Chesapeake Bay. It was well written and concise.

However, I must take exception with the underlying premise that Maryland agriculture (both animal and crop) is the major cause of pollution in the Bay.

By using the Maryland Department of the Environment’s own figures, a major cause of Bay pollution is malfunctioning sewage treatment plants. I would even go so far as to suggest that sewage treatment plant malfunctions are the major cause of nitrogen and phosphorous pollution of the Bay.

According to the Maryland Department of the Environment (MDE), close to 700,000,000 gallons of raw or minimally treated sewage was dumped into Maryland waterways in 2004. So far in 2005, there has been nearly 400,000,000 gallons of raw or minimally treated sewage that ended up in our streams and rivers. (Additional 3 million gallon spill in Arnold, Maryland this week).

As an advocate for Maryland agriculture, I have been following this situation for some time. The Maryland Department of the Environment has been aware of this situation, and in 1995 realized that antiquated and poorly maintained sewage treatment plants were a major cause of Bay pollution. (Emphasis in original.)

So the Chesapeake Bay Foundation and their environmentalist allies should know what the problem really is – but it’s more difficult to sue a city or other unit of government than it is to pick on farmers or big bad agribusiness in general. As the Hudson family is finding out, being the little guy makes it much easier to pick on you. Thanks to Jim for the update.

I also heard from Laura Mitchell of Salisbury City Council, both in person at the Winter Wonderland of Lights unveiling last night and on her Facebook page this evening. It seems she’s not giving up on her dogged fight against a city charter change:

Tomorrow night at 6:00pm in the Salisbury City Council Chambers, I will ask the Council to consider a Resolution to put the recent Charter Amendment on the 2013 ballot for a non-binding referendum vote.

More than 2,300 people signed the petition asking that the Council give the decision to determine the structure and operation of their government back to the voters. I heard that message loud and clear and I hope that my colleagues will as well. If you would like to help deliver the message of strength and unity and the desire for an inclusive City government in Salisbury, please join me at the meeting at 6:00pm.

You may speak during public comments if you wish, but there is no requirement to do so. Your presence will speak volumes. Please join me in turning up the volume of our message to a level that demands recognition.

I hope to see you there!

While I don’t support the Charter change because it’s a case of the legislative branch usurping the power of the city’s executive, I’m not sure a non-binding vote is the way to go; after all, the Charter change will go through regardless. The only reason this could be relevant is the timing – one of the three who voted for the change (Debbie Campbell) will be on the ballot, while the other two offices up for grabs will be that of Mayor Ireton (who will presumably be seeking re-election) and Council member Shanie Shields, who said at the beginning of this term that it would be her last. So there would be a new member in her place as well.

Having said that, though, the prospect is there of a different 3-2 configuration tossing out the Charter change 18 months from now and taking us back to the old way. Obviously 2300 people (including myself) were interested in preserving the system in place and that would be a significant chunk of the electorate with a vested interest in the 2013 race.

I will have another piece of news tomorrow morning concerning state politics – those who follow me on Facebook already know what it is. Tonight I’ll put the finishing touches on those tasks I need to do on this site to accommodate the new feature.

Coming up short

In a Pyrrhic victory for the Camden crew on Salisbury City Council, fellow Council member Laura Mitchell glumly announced she had fallen short of the required number of signatures needed to place the issue of their most recent City Charter change on the ballot. While she collected 2,327 signatures it was well short of her goal of 3,000 and the required 20 percent of registered city voters. Ironically, though, more voters signed the petition than voted in the election which placed Mitchell on City Council.

It seems to me, though, that there were valid reasons for bringing this question to a referendum. As I read the measure, it placed City Council in a position where they would be usurping some of the power reserved to the city’s executive. I’ll grant that Jim Ireton and I don’t see eye-to-eye very often and it’s my hope that a strong conservative candidate emerges for the next mayoral election in the spring of 2013. But in this case I think he was correct in opposing this change, since it essentially serves to weaken what was intended as a strong executive form of government similar to that of Wicomico County, the State of Maryland, and our very nation. In each instance, positions under the executive branch are selected by the executive but require the advice and consent of the legislative branch.

Autumn Wine Festival 2011 in pictures and text

I realize I’m a couple days late with this post, but you know I have things to do. Besides, this post is like fine wine and will get better with age. Okay, maybe not.

But like the previous weekend, I spent a lot of time at Pemberton Park and this is what I came up with.

Just as in the Good Beer Festival, a number of local dignitaries got together for the ribbon-cutting. However, the list was a little shorter than last week – in part that was because the memorial service for the late Bob Caldwell was later that day. So just three County Council members were present (Gail Bartkovich, Stevie Prettyman, and Bob Culver) with Bartkovich assisting in the opening.

In truth, I think the Wine Festival could stand to open later in the afternoon like the GBF does. The crowd was still kind of sparse at 1:30 on Saturday.

Now compare this to about the same time on Sunday, shot from roughly the same location.

The big difference seemed to be later in the day. The next two shots were taken about 3 p.m. and 4:30 p.m. on Saturday, with the third one a Sunday picture at about 3 p.m.

So it’s obvious the peak time came in mid-afternoon Saturday. But there was a big difference in the setup as well, since there was only one musical stage at the Autumn Wine Festival and it was set near the center of the event. Conversely, our location was near the back end where the stage for the Good Beer Festival was located, and that may have made the crowd seem smaller.

One other story on Saturday was the wind. This is what happened to our neighboring tent, which was Laura Moore Designs.

Her tent was actually damaged beyond repair, so she went tentless for most of the event. Fortunately, the loss to her artwork was very limited – one piece was broken. It could have been a lot worse.

The next tent down was this one.

What I couldn’t figure out was whether there was a deal to get in for participants in the Seagull Century or whether the tent was just for them. There really was never a large number of people there insofar as I could tell.

Another intriguing presence at this event was this car.

It was the first time I’d seen a Chevy Volt up close, since Lord knows no one is buying them. Would you pay $45,000 for that?

Well, maybe these guys would – after all, they are part owners of the company.

There was an inside joke as to how I took the picture because I believe they think of all of us as their ATM, not just that lonely taxpayer. By the way, I didn’t know until Saturday that Salisbury City Council member Laura Mitchell was on their Central Committee – when I last checked her status at election time she was still unaffiliated. Not anymore. She was there working on Sunday (with her husband) when I took the picture.

Meanwhile, we were right by the cash machine. But I like the message implied with our shot.

Got cash? Well, maybe that’s because of us. And the reason the Harris sign is obscured was that I placed a sign advertising our straw poll. (That’s a story for another day.)

Now the rest of these shots may not be newsworthy, but the big difference between the Good Beer Festival and Autumn Wine Festival is in the photographic opportunities for still life shots – like these bottles shining in the sun.

I didn’t realize they were herb bottles until the next day! That was because I was hustling to the front to take my ribbon cutting pictures and didn’t look at the sign above.

These below are wine bottles from a fairly local vintner, Layton’s Chance.

Yet I had not heard about Joe – frankly, I still haven’t. Then again I’m not a wine drinker.

But if I were a wine connoisseur I’m not sure I’d want one called “Jealous Mistress.” Maybe it’s good, though.

The winery is called Knob Hall Winery, and the Jealous Mistress in question is third from the right. This was my favorite bottle shot because of the sun and colors.

Unfortunately, though, compressing these pictures to fit my website means they lose a lot of detail. But this shot of Cove Point Winery’s wares still has a nice symmetry to it.

Yet as the sun set on another Autumn Wine Festival the diehard fans were still after that last taste.

That’s a good place to end the story of the 2011 Autumn Wine Festival.
