Helpful aid to democracy, or invitation to fraud?

I was alerted to a bill that was pre-filed regarding automatic voter registration for Marylanders, only to find that there are actually three up for consideration this year.

SB11, introduced by Senator Roger Manno of Montgomery County, and SB19, introduced by Senator Victor Ramirez of Prince George’s County, were both requested for pre-filing over the summer. While neither has been withdrawn, it appears that the two have joined forces with SB350 and gained 18 other co-sponsors from the liberal Democratic wing of the Maryland Senate.

Currently someone who wishes to register to vote has a number of options: most can do so online, although there is the route of doing so at the state MVA. However, this is an opt-in system and apparently it’s not good enough for those backing this bill as they want it to become an “opt-out” system where would-be voters would have 21 days to notify the state board that they do not want to be registered. Obviously these Democrats are counting on people to ignore the notice and be added to the voter rolls.

Those who favor “good government” and honest elections have their concerns about “opt-out” registration, but even more troubling is a proposal in Montgomery County to allow non-citizens and 16- and 17-year-olds to vote in local school board elections. As it was passed by the county’s delegation, this proposed amendment to the Maryland Constitution will soon be introduced as legislation. The Maryland Voter Alliance has urged concerned citizens to help defeat this measure, stating that:

MC 25-16 must not be allowed to pass, as it will continue to muddy the rolls and flood the already-plagued system with additional ineligible individuals, particularly non-citizens and underage voters, which both are violations of state and federal law.

Of course, the proponents will protest that it’s only for local school board elections, but this is the camel’s nose under the tent for expanding the practice. Just imagine the uproar if we in the city of Salisbury passed a voter ID bill for city elections – you can bet your bottom dollar it would be taken to court by someone like the ACLU and groups from all over the country would become involved in our local issue. (Not that such a common-sense bill would pass our City Council or be supported by our mayor.)

Voting is a right, and I would love it if 100% of the population took the time to become informed on the issues and candidates and took the elections seriously. (If they did, I contend there wouldn’t be anyone left of center elected in the country.) But millions who are registered choose not to participate, and millions more have their reasons for not registering. If we get universal registration, what’s to stop the party in power from allocating the ballots of some of these voters who may not even be aware they are registered, casting votes in their name because they – and only they – know what’s good for them?

Yet if that doesn’t arrest the long-term decline in overall participation – a percentage that would only get worse with universal registration – the next step will be compulsory voting, with legal penalties for not participating. In other words, welcome to North Korea. I wonder who would win then? It sure wouldn’t be the supporters of limited government.

I suspect that these two pieces of legislation will be approved by the General Assembly, and it will be incumbent upon Governor Hogan to veto them. We have heard the discussion about this year being the session that lays the groundwork for the Democrats’ strategy to get “their” governor’s seat back in 2018, and one of these tactics was to make Hogan veto bills that Democrats can demagogue with certain voters. This would be one of them; however, he should still veto these bills.

My first vote

Surely you follow my site and know that each year, once the General Assembly session is over, I compile the monoblogue Accountability Project. Last year I believe I mentioned that some of the bills that I tracked were vetoed by Larry Hogan but would likely be revisited by this year’s group – sure enough, the “travel tax” was passed for a second time despite the efforts of every Republican who stood behind his or her governor. Even Senator Addie Eckardt, who co-sponsored the original bill, voted to sustain the veto.

That was one of the two bills I used for last year’s mAP. The other bill, which allows felons to vote before completing their sentences (as parole and probation are part of the sentence) has not received a veto vote yet. According to the Maryland House Republican Caucus, the reason why is that Mike Miller is one vote short and waiting for an appointee to replace former Senator Karen Montgomery, who resigned effective January 1. Given the fact Democrats hold a 32-14 edge and will get the 33rd vote when Montgomery is replaced, it appears four Democrats are feeling the pressure to stand with the governor. (If I were to guess I would say three of those four are John Astle, Jim Brochin, and Jim Mathias. They tend to be the most willing to cross the aisle in the Senate and represent conservative districts.)

Assuming the Senate gets that vote – and it won’t happen if Miller can’t rustle up the votes – that will be 2 of my 25 votes. I’m debating whether to eliminate one committee vote and one floor vote or two floor votes to accommodate these veto votes – it may depend on what else shakes out.

The felon voting override was particularly galling because it made it by one vote, and the one member of the Eastern Shore delegation who voted to override should have known better. Perhaps a “soft on crime” label will come in handy in four years because Delegate Sheree Sample-Hughes won’t have an incumbent to protect her next time. It was an office that should never have received the free ride she got in 2014.

Next week’s assignment will be to get testimony in favor of our elected school board bill. Those of us who do honest work for a living can’t drop everything and go to Annapolis, but I will make it a point to write up my own statement of support. The hope is that the bill emerges unmolested and we get to decide how we want our school board to be come November.

The 67 percent solution

At 12:01 on Tuesday morning, the Maryland Democratic Party probably had a collective conniption when they found out how much damage they would have to do to Larry Hogan over the next three years in order to get “their” governor’s chair back.

That was the moment that the latest Gonzales Research Maryland Poll came off its embargo and revealed two key points that probably keep whoever is in charge of that party awake at night. In a state which features voter registration numbers 2-to-1 in their favor, even a plurality of Democrats think Republican Larry Hogan is doing a good job. (If five more Democrats had stated in the affirmative there would have a majority – as it was, 48% is a good number.) Meanwhile, 52% of those same Democrats think the state is heading in the right direction.

Overall, a whopping 67 percent of respondents approved either somewhat or strongly the job Larry Hogan is doing as governor, with a paltry 19 percent disapproving. While the margin is only 48-31 as far as Democrats are concerned, it’s that same coalition that propelled him to the governorship.

Yet the Democrats have played with fire a little bit by overriding several of Governor Hogan’s vetoes. It seems to be their priority to make life more difficult (and taxing) for travel agents and allowing felons to vote prior to completing their sentences. The ball will now be in Hogan’s court for his legislative agenda, which didn’t really fare all that well last year.

It’s obvious people like the job Larry is doing, so maybe he needs to get a little more of a bully pulpit. Imagine what his approval could reach if he got a little more Reaganesque with his tax cut proposals. Let’s make Mike and Mike (Busch and Miller) look like the obstructionists they are. I don’t want to predict we can bury the Democrats face down come 2018, but they do deserve a few shovelfuls of dirt for the damage they did to the state over the term of the guy who gets a pathetic 4.5% of the Maryland Democratic presidential primary vote.

A quick lesson in narrative

I don’t want to write a long post tonight – fortunately, I don’t think I’ll have to. Let’s take a look at what’s become an all-too-common assumption from the media, thanks to today’s Baltimore Sun.

The lead from writer Erin Cox states:

Maryland Gov. Larry Hogan said Thursday he will ask the General Assembly to grant “modest” tax cuts to working families, small businesses and retirees.

But the Republican governor offered no details on his proposed cuts nor on how he would pay for them. (Emphasis mine.)

First of all, I seriously doubt the budget will actually be reduced in real dollars – although that would be nice. No, a “cut” is now a situation where spending is less than the increase assumed to be granted. Back in the O’Malley (and Ehrlich) eras it was not uncommon for the annual budget increase to be between three and five percent, so each line item was figured as increasing by a commensurate amount. If you spent $1 million one year, you figured the budget for the next would be $1.05 million.

So when Hogan came along and nearly level-funded the budget last year with an increase of barely one percent, this was considered a “cut” because instead of the $5,000 increase the mythical agency expected, they “only” received $1,000. They got more than the previous year but $4,000 less than they thought. It’s why we spent the most on education ever yet Democrats whined about “cuts.”

But more important to this lesson is how easily the writer makes the implication that government spending less money is something that has to be paid for. We who are on the outside, with our incomes limited by how much skill and worth we have to our employers or customers, indeed have to worry about how we have to pay for expenses both expected, like rent or insurance, and unexpected, such as the extra heating oil you need. But we don’t think of cutting our family vacation out of the budget as paying – to us, it’s spending less money so that income and expenses come closer to evening out.

So if Larry Hogan wants to spend less on particular line items in the budget, these don’t have to be “paid for” because the tax dollars are already coming in. And it’s not like there’s not a long list of secondary items to consider such as paying down the state debt that O’Malley dramatically hiked or making up for raiding the pension funds.

Now that Larry has had a year to consider a budget, instead of being forced by the vagaries of the political calendar and state law to have one ready just days after taking office last year, we will see just how fiscally conservative he really is. Pushing it back under $40 billion may be a pipe dream, but since he has the most executive power over the budget of any governor in the country he may as well use it for good and point the state back toward fiscal sanity.

In the giving spirit

One nice thing about Salisbury elections is that money unspent in the campaigns is not carried over to the next election but is required to either be returned to contributors or given to another entity, normally a charity. (There are exceptions, though – stick with me, it’s called foreshadowing.) With the release of the final financial statements earlier this week, I was curious to see where all the money went.

I’ll begin with the City Council races and District 1, where defeated incumbent Shanie Shields distributed $959.48 to a number of organizations around her neighborhood. $500 went to the Chipman Foundation while smaller amounts were received by the Wesley Temple, Operation We Care, and two local elementary schools, West Salisbury and Pemberton. Meanwhile, the winner April Jackson donated her modest leftover sum of $26.82 to the Salisbury Advisory Council while Sarah Halcott closed out her books by donating $96.13 to the Art Institute and Gallery. That made sense given Halcott’s line of business as an artisan.

There wasn’t a lot of money left in District 2, as the only candidate to file a final statement was victor Muir Boda. Boda gave $39.61 to Salisbury Neighborhood Housing Services.

District 3 winner Jack Heath had much more unspent, as he distributed $1,495.80 among four recipients: Lower Shore Enterprises, Operation We Care, the Salisbury Zoo, and the Joseph House. Amounts ranged from $325 to $500 for each. Neither of the other candidates had leftover funds at the end of the campaign.

Lots of money flowed into District 4, but not all of it was spent campaigning. Jim Ireton split the $399.96 remaining balance equally between the Wicomico High softball team, Tri-Community Mediation, and the Wicomico Public Library Homework Help Center. On the other hand, Roger Mazzullo had no money remaining.

Finally among the Council members, Laura Mitchell did not need to file a report. She was the lone unopposed Council candidate, as was Mayor Jake Day for his post. And that’s where the story gets interesting.

First of all, Day was two days late in filing his report because he has a discrepancy between his records and accounts of $764.85. I make no accusations as to funny business; most likely someone put a number in the wrong column or the bank messed up. There are any number of logical reasons for the error.

More importantly, though, Day had over $10,000 to distribute – getting contributions when running unopposed will tend to do that – and he chose to make two disbursements. Instead of charitable contributions, though, as of this week we have two brand new state political entities:

  • Jake Day for Maryland had an initial contribution of $6,000. Day serves as the chairman and his campaign treasurer Jordan Gilmore retains that role for the new entity.
  • The New Day for Maryland PAC got the remaining $4,075.89, with Day’s campaign manager Alison Pulcher serving as chair and Gilmore as treasurer.

Note that the PAC is not to be confused with the New Day MD PAC that former gubernatorial candidate Charles Lollar began in 2009. Lollar’s PAC, as of its 2015 report filed in January, has less than $250 to its name.

Naturally these new campaign finance entities make me wonder if Day is going to serve a full term unhindered by political aspirations or perhaps challenge Bob Culver in 2018. Heck, even Jim Ireton – who has strongly hinted about a Congressional run – didn’t move his city money to create a federal account. (Ireton’s had a state account for a few years, with just over $1,000 in it at last report back in January.) But the campaign entity can also serve as a warchest to stave off challengers in the next city election, too.

In the meantime, we should be proud that much of the leftover campaign cash will be doing good in the community. With the elections now set for November, the contributions came as a nice Christmas gift to several local entities. It will have to tide them over through 2019, though.

The domino effect

Without doing a full rehash of Election 2015, there is a further observation I have about the recent election here in Salisbury and the effect it will have on local politics at the club level. It also gives me the excuse to work something else in while I’m at it.

Second only to Jake Day, the story of Tuesday’s election seems to be Muir Boda. He’s the epitome of perseverance, having run four previous times for office yet never winning (even though I voted for him most of the time.) But at the same time, City Council’s gain will be the Wicomico County Republican Club’s loss, since he’s the second-in-command there and both bodies meet on the fourth Monday of the month. He wasn’t elected by District 2 residents to run our meetings when the president is away.

It brings me to a point I think it’s time to make.

There are a lot of Republicans and GOP elected officials in Wicomico County, and we’re graced by the presence of many of them each month at the WCRC meetings. Over the last decade, though, it seems to me that the number of elected officials getting out to the WCRC monthly meetings has increased but the number of overall attendees has decreased. Our meetings generally attract between 20 and 30 people, which is only about 1/10th of 1% of the total number of Republicans in the county. (As of September, that number is 20,943.)

While the faces at the top have changed (two members of County Council are recent past WCRC presidents, along with the woman who managed Boda’s campaign) there are others who have been in a leadership role for years (myself included.) It sounds like that is also the case for the Republican Women of Wicomico (RWOW), which has dwindled down to a few members and is in serious need of a reboot – which some enterprising women are trying to provide before the group loses its charter.

Leadership of our club seems to be a springboard to future political success, but aside from the diehards who come to the meeting each month it seems like we aren’t registering with Republicans at-large in the county.

2016 will be an important year for local Republicans in just one area. We have no local races and it’s rather likely we will continue a nearly 30-year streak of voting GOP at the top of the ticket, so the suspense may well be whether we get the referendum we have sought in order to elect our school board.

But just as the RWOW group needs some new blood, so does the WCRC. It’s a classic chicken-and-egg problem, though – how do you recruit new members to expand events and outreach without burning out the ones you have? Ideally there would be 20 to 30 people instrumental in growing the WCRC, not just a handful. We just seem to keep losing them to elected office, as now we will need to replace Muir Boda.

It seems to me the time has come to discuss where we are as a group. Sure, we raise a lot of money at some of our events but what are we doing to advance other conservative causes? Do we just continue to slog along, meeting once a month, holding an annual Crab Feast, and bemoaning our fate otherwise? Or do we try some different activities, get into more issue advocacy, and try to embed ourselves into the community more?

It wouldn’t shock me if a lot of our current members are fine with the status quo. There have been various ideas tried from time to time, but they don’t seem to catch on very well among the group. Maybe all we will ever be is what we are now, particularly as political discussion often runs afoul of tolerance.

While the WCRC certainly has had staying power, there is nothing necessarily permanent about it. Perhaps it will slip into the dustbin of history as a relic of a bygone age when being social meant actually getting up from your chair and out from behind your iPad to actually converse with real live humans. Who knows – we may be eventually morphing into a simple Facebook discussion group. (As an example, do you remember Meetups? When was the last one you participated in?)

In life, nothing lasts forever. (My faith allows me to believe otherwise afterward, but I’m discussing worldly things at the moment.) If you ask me, next year is a make-or-break year for the Wicomico County Republican Club.

Republicans in Wicomico County have an advocacy group, but like Benjamin Franklin once said about our republic it’s only around as long as we can keep it. What I wish for the group is a team of leaders and idea people who want to take on the challenge of making ourselves relevant again, not just being the conduit for campaign funds.

I’ve lost track of how many WCRC meetings I’ve reported on but I would guess it’s been at least 80. At some point, though, we all have to move on so when that last meeting I cover comes and goes I want to leave things in better shape than when I arrived.

The 61% solution

A recent poll by the Washington Post brought gasps of surprise from Republicans – even in a state where registered Republicans are outnumbered by better than 2-to-1 by their Democratic counterparts, the people of Maryland approve of Larry Hogan’s performance by a margin of 61% to 22% disapproval. Since a similar poll taken shortly after Hogan took office, he has gained 19 points in the approval department by pulling in a large percentage of those who previously had no opinion and even whittling the disapproves from 24% to 22%.

All those are encouraging signs, particularly as the Post points out Hogan is nine points up on Martin O’Malley at a similar juncture and back in the territory Bob Ehrlich enjoyed early on.

Of course, the Democrats retort that a portion of the goodwill is based on Hogan’s ongoing treatment for non-Hodgkin’s lymphoma, with his last round wrapping up. Hogan’s newly bald head is regularly featured on social media as a constant reminder of his treatment, something which he’s parlayed into a lot of good press coverage.

Insofar as policy goes, though, Hogan has gone pretty much down the center of the road. The incoming governor whose initial act of significance was to pull unpopular phosphorus regulations from being published in the Maryland Register ended up compromising on less stringent measures in order to avoid a veto fight over a legislative version of the O’Malley regulations. Days later, his first budget made some unpopular “cuts” (read: more modest increases in spending than the opposition was conditioned to expect) but still was larger than the previous year’s.

On the transportation front, Hogan pulled the Red Line in Baltimore but decided to keep the Purple Line in the suburbs of Washington provided the local governments paid more for it. He used the money saved from the Red Line to fund needed highway projects and also figured out a way to reduce the tolls in Maryland. Unfortunately, we still have the higher gas taxes passed by Martin O’Malley to pay for the Purple Line and planned Red Line.

In a number of ways, Hogan has achieved his level of popularity to working around the edges. The makeup of the General Assembly is such that Hogan had a number of bills that passed where he allowed them to become law without his signature. It was probably a political calculation of the likelihood of whether his veto would hold and if the hill was vital enough to die on politically. Both sides seemed to be feeling each other out in a cautious session – save the doomed effort to roll back the “rain tax,” Hogan’s legislative agenda had a focus on economic development that was to some extent left over from the O’Malley administration’s half-hearted attempts to address the state’s awful business climate.

The question for Maryland Republicans going forward is just how much conservatism they want to push. Those in the party who disapprove of Hogan generally fall into either or both of the two categories of wanting fewer gun restrictions or better leadership on social issues – naturally, the Democrats tried to use both as wedge issues against Hogan and failed.

Maybe a better way to frame this is to question whether the Republican caucus in the General Assembly will create its own legislative agenda for next year or just ride along with Hogan’s. One thing I have noticed over the years is that there are several legislators who introduce bills in the General Assembly but we don’t seem to have a platform we follow – it’s like every man for himself.

Perhaps next session the GOP should pick out eight to ten important, conservative bills and work like hell to get them passed, bypassing the committee if necessary. (For example, had they done that on the original “rain tax” bill, they could have forced a floor vote on sustaining it, putting Democrats on the record as favoring it.) They can even be repeal bills of O’Malley legislation – after all, if Hogan is rolling back O’Malley’s toll hikes and Red Line boondoggle, we should hope he will ditch items like the “septic bill” and PlanMaryland.

If you have 61% of the public behind you, it’s time to grab a bully pulpit and make needed change.

State’s rights? Hardly.

Simply put, it’s been a brutal week for those who believe in right in America.

First of all, those of us in Maryland who had been anywhere from pleased to excited that the state elected a Republican governor when it was thought impossible found out Larry Hogan was not superhuman, just flawed and prone to health ailments like the rest of us. We all hope that he can beat back cancer and finish out his term, but the nagging question will surely remain if he chooses to run for re-election in 2018.

But that paled in comparison to having a Supreme Court which can’t read plain language in the law but can elect to reshape the meaning of words to suit a politically correct fancy. Aside from Justices Alito, Scalia, and Thomas, the SCOTUS blew it twice.

Here’s the problem with both instances: in each we had a varying number of states that chose to do their own thing. In the former instance, most of the states elected to go with the federal Obamacare exchange; in theory giving up the premium subsidy that was supposed to be a sweetener of the pot for Obamacare. Most of these had no desire to set up a state exchange, while a few saw the trainwreck that was Obamacare coming. (Just look at all the issues Maryland had in setting up its state exchange as a prime example.) It was a key flaw among many in the law but six Justices decided the intention was there and states without their own exchanges could still take advantage of the federal tax break. I guess it all depends on what the meaning of “is” is.

So now we’ll have Democrats crowing that it’s the law of the land and that we should deal with it. If this is so then I guess all those exemptions built into the law for various groups and businesses should be immediately eliminated, too. (I also wish they felt that way about illegal immigration.) I’m not naive enough to believe that has any chance at occurring, but it seems to me that states should be taking the lead. After all, the first state to have an Obamacare-style insurance mandate was Massachusetts and that was their right.  No one from the federal judiciary stopped them from trying it, but let Arizona try to enforce federal law on border security and immigration and all hell breaks loose.

And then we have the gay “marriage” decision. No court is going to tell me that marriage is anything other than between a man and a woman, period, end of sentence. Granted, some churches accept that particular ceremony and I suppose that’s their right, as far-fetched as that may appear to be. I’m not ashamed to meet my Maker and say that I believe marriage is only between a man and a woman – some may call me a bigot, but they can hang on to any delusion they want.

Yet we went through this in Maryland – the gay lobby tried and failed a couple times to get the same-sex marriage bill through the General Assembly before they conned a couple centrist RINOs into voting for the bill (note they had more than enough Democrats who could have voted for it, but there were some who wouldn’t touch it.) It passed by one or two votes, thousands upon thousands of concerned citizens managed to get it on the ballot via a referendum, and it squeaked by after a President changed his mind and it had the good fortune to be on the ballot in a high-turnout year. (If it was on the ballot this year I suspect the referendum would have gone the other way.) The point is, though, that Maryland made this decision. It was the wrong one, but now in all but one or two cases (Maryland being one, and I think Minnesota the other) the will of the people has been thwarted somewhere by a state or federal court. Either you had a case like California where voters ended the practice only to have it restored by an activist court or you have the SCOTUS decision today that eliminated the preference of the 14 states where same-sex “marriage” was not on the books.

And again I come back to the fact that states don’t seem to have any autonomy anymore when it comes to social issues. Over the last half-century states that had laws against abortion, gay marriage, and various other “blue laws” have had them taken away by societal mores and activist judges. The question is where this all stops. Are states now just lines on a map as Maryland counties seem to be as they are sucked deeper and deeper into the Annapolis-based morass?

The other sad event held over from last week was the Charleston church shooting, which was apparently caused by a Confederate flag. At least this is what you would be led to believe from the coverage. If South Carolina wants to remove it from their statehouse lawn it’s their business – however, if any state is tied in with the War Between the States it would be South Carolina since the battle began there. So being in the Confederacy is part of their history, just as the behind-the-scenes struggle to keep Maryland in the Union is part of ours. Both Maryland and Delaware were slave states.

Yet there’s something else about this whole scenario that I find interesting. The stated purpose of Dylann Roof in opening fire in that church was to begin a race war. In most cases where someone strikes out against oppression, though, it is generally from the side being oppressed – hence, you have groups which range from relatively peaceful like the NAACP  to more radical entities akin to the Black Panthers all working to advance the black race. Roof may have felt intimidated by his perception that whites were getting the short end of the stick, but in the wake of nonstop coverage of Ferguson and Baltimore it’s not a giant leap to come to that conclusion.

But rather than postulate about the typical role reversal and saying what if a black gunman entered a white church, perhaps you should ponder this: whites kill hundreds of blacks a day all over the nation and hardly a word is said. The biggest race war being perpetrated right now is blacks killing themselves, whether through homicide or abortion. Instead of going on a wild goose chase and blaming the flag of a failed insurrection of 150 years ago – during which the slaves that were freed were only those in states which had seceded, not the border states which stayed in the Union – each of us needs to look inward and ask ourselves if this is really the republic we intended to live in.

America has changed while most of us were sleeping. It’s time to wake up.

Making the intentions known

I don’t think I have ever heard of someone making their intentions known for a local office three years before the filing deadline, but today I received word from 2014 gubernatorial candidate Ron George that he’s running again…for Maryland Senate.

But in a way this move makes sense. Let’s hear what he had to say in a release today:

(George) was drawn out of the district during redistricting after receiving more votes than either Speaker Michael Busch or Senator John Astle. He was in the process of moving closer to his Main Street business when he was approached by former constituents and elected officials who urged him to run.

Mr. George says, “I intend to build on my record of strong constituent service, fiscal responsibility, and constructive solutions to the problems of the district and state. I look forward to bringing fiscal conservative-solution oriented government to the State Senate.”

As for the early start, George said, “I know the district and its citizens well, but I want to knock on every door and hear from each person. The early start will also help in meeting our fundraising goals.”

Fair enough. I’m sure some Republicans were disappointed that they did not oust Senator John Astle from his seat, as Don Quinn lost by fewer than 1,200 votes out of nearly 44,000 cast. It’s a winnable seat, and George correctly noted he outpolled both Astle and Speaker Busch in 2010 as the leading vote-getter in that former configuration of District 30.

This move may also tend to push people out of the Senate race; however, the current District 30 already has two Republican delegates (Herb McMillan in District 30A and Seth Howard in District 30B. It also has Speaker Busch, who actually had fewer votes than McMillan but still finished comfortably in second place.

It also gives George an opportunity to dust off some of his old campaign rhetoric that didn’t play as well with a conservative statewide electorate:

While serving in the General Assembly, Mr. George was nicknamed the Green Elephant for solutions for the environment that did not raise taxes or hurt farmers, watermen, local businesses, or residents along the bay. These solutions included energy net metering and wind energy that supplemented the grid and other energy sources while lowering energy bills.

That tends to play better in Anne Arundel County than on places like the lower Eastern Shore.

So our friends in the Anne Arundel County GOP have one less seat to worry about as far as finding a fairly strong candidate goes. While a lot can happen in three years, it should make for an interesting race should this come to pass.
