2016 Dossier: Entitlements

While the category of entitlements is worth 13 points, the only people who would get all thirteen are the ones who would embark on an orderly sunsetting of all the familiar entitlements: Social Security, Medicare, Medicaid, and Obamacare. I don’t think any of the contenders would go that far, but we’ll see.

But it also helps to tell me about their vision of the role of government, for the perfect candidate would be most interested in limiting the size and scope of government to a Constitutionally appropriate level. Those who are most willing to divest power to the states and stay out of their affairs will do best. That last part is worth 14 points but also depends quite a bit on previous categories such as education and taxation, among others, as well as fiscal responsibility.

We will then be down to the catch-all category of intangibles and the coveted monoblogue endorsement.

Since he dropped out of the race, I’m off the hook for Rick Perry. That’s sad because he was tracking as a dark horse in my race. Nevertheless, I soldier on with 16 contenders now.

It’s pretty much given that GOP contenders would drop Obamacare like a bad habit, so the question is: what comes after?

  • Among other things, Jeb Bush‘s plan would shift the program to the states, with the federal government maintaining a hand in catastrophic coverage and tax credits for premiums.
  • Ben Carson is a strong supporter of health savings accounts, which have the benefit of allowing people to share their burden. His idea is to have the government fund each for $2,000 per year.
  • Chris Christie hasn’t put forth a replacement plan – but he expanded Medicaid in New Jersey under Obamacare.
  • Allowing people to buy health insurance across state lines through the Health Care Choices Act is the Ted Cruz plan.
  • “Let’s try the free market,” says Carly Fiorina, with states managing their own high-risk pools.
  • Jim Gilmore thinks there are good things about Obamacare, such as the ban on denial for pre-existing conditions and coverage by parents to age 26 but he thinks states can handle those. He would favor a proposal offered by Rep. Tom Price in 2013 that encouraged interstate sale of insurance, premium tax credits, and HSAs.
  • Lindsey Graham isn’t specific about “cost-effective, market-driven reforms” aside from favoring association plans.
  • I think the Mike Huckabee solution is to pass it on to the states.
  • As he has in other areas. Bobby Jindal has an exceptionally comprehensive plan to replace Obamacare.
  • John Kasich would adopt what he calls the “Ohio Model” nationwide.
  • Whatever George Pataki does to replace Obamacare, it would include the pre-existing condition regulations.
  • Rand Paul favors HSAs, allowing insurance to be sold across state lines, and a tax deduction for all health care expenses.
  • Tax credits and regulatory reform highlight the Marco Rubio plan.
  • Rick Santorum has backed HSAs, tax credits, and selling insurance across state lines but now advocates “federal support for everybody to be able to go out and get the plan they want.”
  • Through a spokesman, Donald Trump‘s campaign vowed to make insurance available across state lines and give individual tax relief.
  • Scott Walker plans to revert authority to the states and install sliding-scale tax credits based on age to go with the HSAs and selling policies across state lines.

On Medicaid:

On Medicare:

  • The left cried that Jeb Bush wished to “phase out” Medicare. Alas, he wants to protect it.
  • HSAs may be the panacea for Medicare, too. Why not? Ben Carson seems to have one solution.
  • Means-testing, increasing the eligibility age, and standardizing deductibles make up the Chris Christie plan.
  • Ted Cruz opposed the “doc fix” bill because he wanted reforms to give seniors “more power and control.”
  • The same “get our house in order” argument applies here for Carly Fiorina.
  • I found nothing to pin down Jim Gilmore‘s position.
  • Means-testing and raising the eligibility age are reform starting points for Lindsey Graham.
  • “I will kill anything that poses a threat” to Medicare (as well as Social Security), Mike Huckabee thunders.
  • Premium support and Medigap reform highlight Bobby Jindal‘s plan.
  • John Kasich argues entitlements have to be “innovated” to survive.
  • George Pataki would increase co-pays.
  • Rand Paul sponsored Medicare reform legislation in 2013 that would have voucherized Medicare, but he’s supposedly backing off that a little bit now.
  • The Marco Rubio vision for Medicare would involve a premium support system, based loosely on Medicare Advantage.
  • Rick Santorum would change it via increasing the eligibility age or changing the COLA structure.
  • Because it’s “not fair,” Donald Trump won’t cut Medicare (or Medicaid.)
  • In 2013 Scott Walker was in favor of cutting Medicare (and Social Security) but it would likely fall on younger workers.

Social Security proposals seemed to fall into three tiers. Most candidates, with the exceptions of Gilmore, Huckabee, Jindal, and Trump, would raise the retirement age. But few (Bush, Christie, Paul, Rubio, and Santorum) advocated for means testing and fewer still (Cruz, Jindal, and perhaps Kasich) had the guts to advocate for partial privatization. Ben Carson even went a bit farther with the idea to allow for wealthier seniors opting out (although it sounds like the money paid in would be forfeited.)

I wasn’t expecting high scores, so it’s no surprise my best candidate has just 7 points.

Next will be the last major category, role of government.

The context for Jindal

We weren’t really paying a whole lot of attention in these parts, but today Bobby Jindal became what he hopes is the lucky 13th candidate to seek the Republican nomination for President. And it didn’t take long for our friends, the Democrat “hacktivists,” to take a few potshots in an e-mail titled “Bobby Jindal for president? Really?”:

Take a look at our Bobby Jindal primer:

  • He’s one of the least popular governors in the country: Under his failed leadership, nearly 1 in every 5 people in Louisiana lives in poverty.
  • He’s one of the architects of the scheme to turn Medicare into a voucher system.
  • He will say anything to please the Tea Party base, like denying climate science and championing extremists like the guy from Duck Dynasty.

Really, that’s all you’ve got? Granted, Jindal doesn’t have overwhelming approval numbers in Louisiana – earlier this year, he was polling in the 20s at home, but had significant positive ratings elsewhere. Jindal was popular enough to win 66% of the vote in his 2011 re-election campaign, though. It’s not unheard of for a governor to lose polling momentum in a second term as he had 50 percent approval two years ago. And if failed leadership involves cleaning up a corrupt state, I’ll take some in Maryland.

As for the poverty rate, it is roughly the same in Louisiana as it was in 2000. Under governors of both parties it has stayed around 20 percent, with the low point occurring under Jindal’s watch in 2010. In those terms it is not too distinct from its southern peers.

It’s worth noting that the same poll that had Jindal at 50 percent also polled on his decision not to expand Medicaid. And don’t let them fool you: nothing would happen to Medicare until 2024 at the earliest, and, as Paul Ryan explains, this is a program to allow more choice. We know the Democrat hacktivists think they know what’s best for us but I like having choices, thank you.

But I loved that last bullet point. I don’t believe the climate “science” either because there’s too much money at stake for those who parrot the government line to state otherwise; moreover, there are the inconvenient truths that the Earth has been warmer and cooler than it is today for extended periods before the industrial revolution. In short, we don’t have a damn thing to do with it but people want us to think so in order to tax and control us. Yet it’s working, so don’t tell anyone it’s a con.

And “that guy from Duck Dynasty” happens to be a pretty successful Louisiana-based businessman. You could be friends with worse people, like suspected child molesters. To the extent Phil Robertson is “extreme” is the extent he is God-fearing.

With all that, I’m starting to like Jindal a little more. Really. Let’s face it: the Democrats have nothing except the scandal-plagued Clinton family and the walking failure that is Barack Obama. They can’t even get Jim Webb on the same page.

So if you need a good laugh, just wait for the Democratic “hacktivists” to speak up. You’ll get one.

The law of unintended consequences strikes again

One hopes this will be a cruel April Fools’ joke, but for many on the Eastern Shore it may only be a cruel reality.

Delegate Christopher Adams shared the bad news:

United Health Care has decided to dramatically narrow their network of pharmacies on the Eastern Shore effective April 1st. This new decision will cause residents to drive upwards of 30 miles to get a prescription filled and be the end of the local pharmacy.

It appears that this is another one of those “hidden” consequences of OBAMACARE and Gov. O’Malley’s decision to make Maryland first with implementing OBAMACARE.

Nevertheless, driving 30 miles to get a prescription filled by one of the State’s “favored” pharmacists is wholly unacceptable. I am meeting with United Health Care tomorrow in a first step to ultimately reverse or greatly modify this decision.

According to a source in the know, the Maryland Department of Health and Mental Hygiene sets the criteria for considering a patient to be “covered” and it depends on their location, stating,”as long as pharmacies are within 10 miles in urban, 20 miles in suburban and 30 miles of patients in rural communities the standards for access to care are met.” So if you are in a town like Crisfield, where the nearest “chain” drugstore is the Rite Aid in Princess Anne or Pocomoke City – each about 20 miles away – you are “covered” but it’s not nearly as convenient as a local independent pharmacy. On the Lower Shore stores of the big three chains (CVS, Rite Aid, and Walgreens) are only found in Berlin, Cambridge, Delmar, Ocean City, Pocomoke City, Princess Anne, and Salisbury. It leaves large coverage gaps in rural areas which may have a pharmacy no longer used for the Medicare programs.

Obviously United Healthcare can choose whoever they want to be in their networks. But the problem with the health care system we are slowly, surely, and not necessarily willingly adopting is that cost is the primary consideration, not patient care. It’s been true ever since we’ve had a third party paying for our medical expenses, but it wasn’t so long ago that we had many more options for our care. Those days are now over as some former providers have left the state, leaving us with fewer from which to choose.

What Adams points out is that Martin O’Malley’s decision to jump right ahead with a fairly restrictive state exchange is now making life more difficult for the people it was supposed to help. Obviously there’s a lot of recovery needed on a national scale just to get back to a system which most were satisfied with, even though some chose not to participate by not purchasing health insurance and some could not afford it. Now while everyone is supposed to have health insurance (or pay a tax penalty) we find that care is even more expensive and difficult to obtain.

Chris isn’t going to get a lot of answers, I’m afraid, because it appears the die has been cast. And as a state legislator his impact on the national argument is small. But even if some of the independent pharmacies in under-served areas are added back in, it would be a step in the right direction. There may be a chain drugstore on every corner in Salisbury, but some of the smaller towns still cling to their local drugstore because it’s a sufficient size to cover the small market of a little village.

Thirty miles is a long way to go to get a prescription. That may be necessary for a need late at night or on a weekend, but for most refills and common items it shouldn’t be a requirement.

Getting to know…the real me?

This will be a fun little post.

In an effort to have further blog fodder (and sometimes a good laugh) I’m on the mailing list of the Democratic National Committee.

So on Saturday I received an e-mail with the subject line “Getting to know you.” I found out a couple neat little tidbits about that “powerful, dedicated community” on that side of the spectrum:

  • 853,185 have been on their e-mail list for five years. I think I’m one of them, but that number seems surprisingly low. They must cull their list based on response/open rate.
  • 11 people signed up as Barack Obama and “think they are pretty funny.” Hey, with the history of failed hard drives around Washington, D.C. perhaps Barack Obama was being intentionally redundant or he simply wanted to tailor the message to his multiple favorite vacation spots.

And they “consider me a critical part of their team.” Well, I am pretty critical about their intentions, motives, and methods of operation.

But the idea behind the e-mail was to flesh out the information they have on me. I actually trashed the e-mail then decided to bring it back because I was curious what they wanted to know. Truthfully, I was disappointed.

They already had my first and last name, along with my e-mail address (duh!) And of course, they know I live in the 21804 zip code so things are pegged to Maryland. The character string attached to the link has all that, along with the particular e-mail date they would harvest the information from.

So those things are spotted. The next information they wanted was my phone number. Since most people use cell phones, there was also an opt-in checkbox to receive “periodic automated text messages and calls on my mobile number from the DNC.”

The next items were my birthday and gender. I’m thinking they are going to tailor specific messages to specific people – if I had put down “female” my e-mail would be filled with items dealing with the so-called “war on women.” Older folks would certainly be given the usual scare tactics about cuts to Social Security and Medicare, although it’s likely their targeting is a little more sophisticated. It will be interesting in my case to see how messages change when I make it to a half-century next month and slide into a different age category.

The next item asked where I primarily got my news: internet news sites, newspapers and magazines, TV, social networks like Facebook or Twitter, e-mail, or friends and family. It’s surprising they ask this considering they cater to the low-information crowd.

Finally, they asked where I go for my updates on Democratic candidates and races: the DNC, local campaigns in my community, the state Democratic party, the DCCC (House Democrats), the DSCC (Senate Democrats), the Democratic Governors Association, or friends and family. Interestingly, the DNC Services Corporation didn’t include the local news or internet.

Obviously I get similar e-mails from the Republican side as well. But one thing they often ask for that these Democrats don’t are the issues I’m most interested in. To me, that would seem like a missed opportunity for the other side until you figure out that they are on the wrong side of practically everything, and often focus on issues of little actual importance: witness the whole “Redskins” name controversy, for example. If thousands of people came back and said we needed to do something about securing the border, those Democrats have no solution.

So they didn’t get anything else out of me: just name, rank, and serial number. Maybe “Barack Obama” needs to transform into a 25-year-old woman just to see what kind of soap they try to sell her.

Border security, VA among chief concerns at Harris Salisbury townhall

It was a fairly packed house at the Veterans of Foreign Wars Post 194 in Salisbury as Congressman Andy Harris held the second of four proposed town hall meetings in the district. After speaking in Easton on Wednesday, many of those same topics came up last night.

But the first order of business was recognition. After pointing out that unemployment among veterans was higher than the average – “I can’t figure that out,” Harris said – Andy presented a Congressional Citation to Chris Eccleston, who operates Delmarva Veteran Builders, a local construction firm which specializes in giving veterans job opportunities upon return to civilian life.

Once that presentation was out of the way, Harris introduced his “three things of great concern.”

As opposed to past negativity about the situation, Andy considered the declining deficit as a piece of good news, noting that federal spending had been fairly level for the last three years. The annual deficit is down $550 billion from its peak, although the aim of the House is to eventually bring the budget back to balance. Andy, however, conceded that the “House’s goal is to balance the budget in ten years.” So while it was still important, Andy wasn’t as concerned about this as he was the following three.

He also said there was “good news on the energy side,” pointing out we now produce more oil than we import and should be the leading world producer of both oil and natural gas by year’s end. The oil production was helped by technology which allowed what he called secondary and tertiary production from existing wells, as opposed to the primary production from new drilling.

On the other hand, Harris believed that, “in terms of immigration, the system is broken.”

“The border is just not being enforced,” he added, noting that Texas Governor Rick Perry has called out his state’s National Guard to assist with border security. In legislation recently passed by the House, added Harris, funding was included for governors who, like Perry, decide to call up their National Guard to address the situation.

“We can’t afford to have a border that’s not secure,” explained Harris.

The news was equally troubling on the foreign policy front. “The world is more dangerous now than it was six years ago (before Obama took office),” said Harris. It wasn’t just the Middle East, either – Andy touched upon the Chinese carriers now patrolling the South China Sea, well outside their territorial waters.

And while we were reaping the effects of our decrease in defense spending, Andy continued, we were also suffering from a lack of trust. Our allies could now doubt our sincerity based on recent actions.

After expressing his main concerns, Andy took questions from the audience. As my editorial license, I’m going to cluster them into areas of concern – on top of the list was our most recent crisis.

Immigration. Many of the questions dealt with various aspects and concerns from those attending about the situation on our southern border and the resettlement of “unaccompanied children.”

Much of the problem could be traced to the passage of a 2008 bill intended to counter human trafficking. Andy noted that the law as written provided the assumption that children from certain Central American countries were being brought for the sex trade, which was a problem at the time. It was estimated that perhaps 2,000 children a year would be affected, with the idea being that these children would get a hearing to ascertain their status.

Unfortunately, the crush of those claiming status under this law and the DACA order signed by Barack Obama in 2012 means that the waiting period for these hearings is anywhere from 18-60 months – and only 46% of those called show up, Andy said. One third of them are “granted status,” he added.

“We should close the loophole,” said Harris. “I don’t see how you get out of the problem without changing the law.” We also needed more judges on a temporary basis to expedite the hearing schedule.

A solution the House could offer to rescind Obama’s order would be that of defunding the executive action, for which there was a bill. And while some were pessimistic about such action given the Senate, Harris stated that the Senate could agree to “a compromise deal over a much larger package.” My concern would be what we would have to trade away.

Andy also pointed out that the resettlement of these children was more or less being done without telling local officials, noting when the Westminster facility was being considered the word came down late on a Thursday afternoon in a week the House wasn’t in session on Friday. It eventually led to the question about those being placed in Maryland.

When asked how many were in the First District, Harris conceded he had “no idea…nobody’s telling us.”  But he continued by saying, “your school system will be affected,” adding that many of these children can’t read or write in Spanish, let alone English.

And the fact that these children aren’t necessarily being screened, vaccinated, or quarantined if necessary was also troubling to Harris. “The CDC is cognizant of it,” said Harris, who had spoken himself with the CDC head. Of course, the children are but a small portion of those crossing – perhaps 10 percent, said Harris.

“The real solution is you have to secure the American border,” concluded Harris. Rapid hearing and swift repatriation would send the message to parents in the host countries that it’s not worth the expense and risk to send children northward to America.

The VA situation. Given that the town hall meeting was being held in a VFW hall, there were concerns aplenty about the state of the Veterans Administration and its health care.

As part of a VA reform bill which recently passed and the VA has 90 days to implement, veterans who live over 40 miles from a VA facility are supposed to have the option of a private physician to address their needs. But Harris pointed out there was some interpretation involved based on whether the VA would extend that standard to an appropriate facility for the type of care needed – for example, something only handled in Baltimore. Harris hoped the interpretation would allow veterans on the Lower Shore to use closer local facilities, for which our local regional medical center could be a substitute provider, rather than make them travel to Baltimore because there was a VA clinic inside the 40-mile range but it couldn’t address the need. “They regulate, and we have to watch them,” said Andy.

The ultimate goal was “to make the VA system compete,” said Harris.

Entitlements. On a related note, one questioner asked about protecting Social Security and Medicare.

Andy believed that “you can’t change the law retroactively,” meaning that the status quo should prevail for those 55 and older. On the other hand, those in the younger generation “don’t expect all of it,” so the time was now to begin the discussion on preserving what benefits we can. The question was no longer if we got to zero in Social Security and Medicare, but when – Social Security tax receipts peaked two years ago and were now slowly declining . “We know the figures,” added Andy.

The system is “not sustainable…shame on us” in Congress for not addressing it.

Foreign policy. There were a couple questions which dealt with this topic, one on Ukraine and one on defunding Hamas.

Regarding Ukraine, one piece of “bad news” which could affect us locally was Russia’s decision to halt chicken imports from America. Their preference for dark meat nicely complemented our love of white meat, so while it wasn’t a large market it was an important one.

But in the geopolitical sense, Harris was relatively blunt. “We let it all go too far (and) should have put a stop to this in Crimea.” Andy pointed out that Ukraine gave up its nuclear weapons in the Budapest Memorandum, which we were a party to along with Great Britain, Russia, and Ukraine. As expected, Russia violated its end of the deal, but Harris noted “I don’t know where it ends.”

As for defunding Hamas, the House did so in its FY2015 budget. In it is a provision that states if Hamas is included in a Palestinian Authority government, we would withhold funding from them.

Andy added that he was “disappointed” in the administration’s lack of Israel support, and blasted Hamas for “purposefully aiming (their rockets) into civilian areas – that’s terrorism.” He added, “The war was started by Hamas…Israel has to end it.”

Impeachment/lawsuit vs. Obama. It actually started as a comment from the audience while Harris was explaining his answer to the immigration issue and Westminster situation.

“I think Obama is an enemy of the country,” it was said. And when Andy pointed out he was duly elected as President, stating, “nobody is claiming (Obama) wasn’t elected fair and square,” the audible murmur in the audience indicated otherwise.

But Andy believed suing Obama over his lack of adherence to the Constitution was the best choice. “Let the Supreme Court decide,” he said, as the proper procedure for changing law was supposed to lead through Congress. He would not vote for impeachment, but would rather the lawsuit run its course. I don’t think that was the popular sentiment of those assembled.

Term limits. This was actually the first question out of the chute, and Andy was clear about the questioner’s desire to see them enacted: “I couldn’t agree with you more,” said Harris. He bemoaned the lack of co-sponsors to a Joint Resolution he introduced last year holding both Senators and members of Congress to 12-year limits. “Part of the problem is that people view it as a lifetime job,” said Andy. Most agree term limits are necessary, so Andy held out hope that the 2014 campaign will bring out a new “Contract With America” promising a vote on the issue.

Common Core: It was actually asked as an awareness question regarding the new AP history framework, to which Harris could only promise to “look into this.” But there was language being considered for the appropriations bills which stated the federal government couldn’t provide incentives to adopt Common Core, as they did for Race to the Top federal funding.

Transportation/energy. Answering a question about bringing light rail to this area, Harris opined it was “some of the least efficient ways to transport people.”  He preferred a surface transportation system, such as busses, because they’re more flexible – if the development doesn’t follow the rail system, there’s no chance of adjusting it to suit.

On the related subject of energy, Harris believed it was easier to produce fossil fuels while researching the next generation of energy harnessing, such as fusion or hydrogen cells. At this point, “fossil fuels are the coin of the realm,” Harris said.

Maximizing our resources also provides us an opportunity to counter Russia’s “ability to use energy for bad ends.” He also warned that Canada would either send its crude to us through the Keystone XL pipeline or ship it to China.

Manufacturing. Finally, we’ll get to the question I asked about making things in Maryland and America.

Andy began his answer by referring to the practice of tax inversion, which has made news lately. He blamed our “horrendous” corporate tax rates for being an incentive for companies to stray offshore, or even just across the border to Canada (which has a 15% corporate tax rate compared to our 35%.) “We live in a global environment,” said Andy, so the obvious solution was to cut our corporate tax rates.

Rather, Washington was thinking about trying to make the practice more difficult. Harris feared it would encourage more inversions.

Other steps to getting things made in America were to continue promoting cheap energy – as methane is the basis for many plastic products, having an abundant supply would be crucial in that area of production. We could also work on scrapping some of the over-regulation plaguing our job creators.

After the hourlong forum, Andy stayed around for more questions and answers. I thought the give-and-take was excellent, and it’s a shame more local media wasn’t there.

WCRC meeting – June 2013

We hadn’t met in two months, but probably received enough information to make up for the difference in Monday night’s meeting.

After the usual preliminaries, we stopped for a special presentation. Two deserving students outshined a solid pool of applicants and were honored with the Wicomico County Republican Club scholarship. Both Joseph Pitsenbarger and Emma Miller hail from Parkside High School.

Once we presented the scholarships, the meeting was opened up to featured speaker Dr. Mark Edney. The local urologist and member of the American Urological Association’s Health Policy Council and Legislative Affairs Committee knows his stuff about Obamacare, and his nearly hour-long presentation was jammed full of facts to back up his thought that “Obamacare is a liberal-made disaster.”

His activism on the subject started with an op-ed on the Ryan/Romney plan prior to the 2012 election. But as more people questioned that plan with the talking points of Obamacare, Edney looked a little deeper to find, as one example, that half of all health care dollars are spent by the federal government, and spending on health care comprises 24 percent of the federal budget as well as 25 percent of Maryland’s state budget.

But that’s not really why we have the most expensive health care in the world, Edney continued. Much of that expense comes because we have the most technologically advanced system. Still, about 85 percent of Americans are covered under the existing system and the Democrats “have upset the apple cart” for them, said Mark.

Yet what Obamacare tries to do is make sure that all Americans have health insurance; meanwhile, it also creates a subsidy that affects even those in the middle class, up to 4 times the federal poverty level. Unfortunately, the CBO figures that Obamacare will only address about half – 25 million – of the 49 million uninsured in the country, down from 33 million estimated just two years ago. And the real challenge, said Edney, will be getting 2.7 million 18-to-35 year olds, predominantly male, to willingly pay a lot more for insurance to subsidize the aging population which uses most of the services rather than pay a tax penalty which is a fraction of the cost. The Affordable Care Act, Edney predicted, will be “the slow death of private insurance as we know it.”

Another problem on the horizon, added Mark, will be a shortage of suppliers. While the state is trying to expand the role of nurse practitioners, physician’s assistants, and pharmacists into those roles normally reserved for doctors, they’re not a substitute.

Instead of Obamacare, which diagnoses the problem correctly but fails to cure it, the better solution lies in free market reforms to the system, in particular introducing the aspect of competition. Edney pointed to the Medicare Advantage and Medicare Part D prescription drug programs as “excellent examples of competition.” He also suggested raising the Medicare age to 67, noting that most of those who would fall into that 65-67 age bracket continue to work anyway or would be eligible for Medicaid based on income.

Edney also discussed how this could affect us on a local level. While consolidation of providers has occurred up the Eastern Shore with the merger of Chester River Health and Shore Health, at this time our area still has cutthroat competition between several players: the Peninsula Regional Medical Center in Salisbury, Atlantic General in Berlin, McCready Memorial Hospital in Crisfield, and perhaps even Nanticoke Health Services in Sussex County, Delaware may need to combine their efforts or be swallowed up by even larger entities. He predicted some movement on this front within five to seven years.

After that extremely informative presentation, of which I barely scratched the surface, we still had to go through our business.

In her President’s Report, Jackie Wellfonder mentioned a number of upcoming events, noting the 2014 primary was exactly one year away. But on a closer timeframe, the Tawes Crab and Clam Bake will be July 17, the Pathfinders event in Worcester County will be July 20, and the rescheduled Agenda 21 meeting with the Republican Women of Wicomico will now be August 1.

She stole the thunder from Dave Parker’s Central Committee report, as he mentioned many of the same events in passing – adding that we will have our usual joint Tawes presence with Worcester and Somerset counties – but Parker came up with the quote of the night regarding this administration: “Everything Obama touches turns to mush…if it ain’t broke, don’t Barack it,”

Joe Ollinger has steadily been working on the upcoming WCRC Crab Feast September 7, assembling a small roster of volunteers and getting the tickets printed and available. They will be $1 more than last year, but $26 for all-you-care-to-eat crabs is still a good deal.

That seemed to be the extent of what people wanted to discuss insofar as business was concerned. But July’s meeting may be more productive in that regard. Meanwhile, it appears that our August meeting may feature another candidate for governor as Charles Lollar is penciled in as our speaker that night, so July may be a sweet spot for finalizing some loose ends before we start going wall-to-wall with campaigning candidates.

Harris represents the GOP (for a week, anyway)

If you do the math and factor in for various other elected officials along the way, on average any given member of Congress should deliver his or her party’s response to the weekly Presidential address about once a decade. And while I’d have much rather avoided this situation because it’s a member of the party opposing the President who gives this address in response to the President’s message, that opportunity fell yesterday to our own Congressman, Dr. Andy Harris.

Of course, this is something most of us already know but when you consider Harris is already a fairly tall guy (6′-3″ maybe?) the stack of papers dubbed as the “Red Tape Tower” looks pretty imposing. Of course, it’s also an appropriate week to discuss Obamacare as the House again voted for its outright repeal; a measure sure to die a quiet death in the Democratic-controlled Senate.

But as Richard Falknor writes at Blue Ridge Forum, there is a lot more which can be done. Perhaps this statement uttered by Andy Harris had to have the seal of approval from House leadership. continues Falknor, but the House also has the power of the purse if they’re willing to use it to achieve the desired end, that being the scrapping of Obamacare.

As a physician – his specialty is anethesiology – Dr. Harris is obviously familiar with the process of diagnosis, and certainly the sheer mass of regulations incumbent to Obamacare is but one symptom of why it would be detrimental to the American health care system, a patient for whom we are all interested in seeing survive.

But in truth, Obamacare isn’t really so much about the health care system as it is about providing the means to pay for the health care we receive. While it begins via the employer-provided health insurance we have become accustomed to over the past 70 years or so, as that becomes regulated out of existence due to the increasing difficult prospects of profitability for insurers we will begin to see an evolution in the industry where either favored private insurers become the only ones approved for providing coverage – with the reams of regulations in place to assure no smaller competitor can come along to steal market share among perhaps the ultimate in captive audiences – or a situation where the market becomes unbearable for any private provider and a program like Medicare is simply expanded to cover everyone. At that point you have the statist’s dream of complete dependence on the government, regardless of its budgetary impact.

The better solution, and one we should work toward, is to reduce the influence of government on health care. If people want simple and basic catastrophic incident health insurance and don’t mind paying out-of-pocket for routine events, that should be made more readily available – unfortunately, the trend line has run the other way for decades. You should even have the choice of not being insured at all.

Now, I haven’t even talked about the scary scenario of increased IRS influence which comes as an Obamacare feature. If they have asked questions about donors to TEA Party groups, for what else can they use all the information gleaned? That thought alone should cause heartburn among caring Americans.

The lesson of ‘Julius’

Remember last year when the Obama campaign came up with the idea for “Julia”, a fictional woman who was supposed to represent how Obama made life better for women everywhere? (You know, that phony, made-up ‘War on Women’ and all that.) I wrote about this about a year ago.

Well, one year later the good folks at the Competitive Enterprise Institute came up with the idea of “Julius”, a black worker affected by Big Labor and its policies and politics. It’s well worth the three minutes of your time to watch. I’ll wait.

While the account is fictional, the problems being caused by these policies are not. Yet the liberals never seem to learn – they seem to think that just one more increase in the minimum wage will do the trick, or one more revenue hike will lead to the proper “investments” of taxpayer money. And the golden goose will never stop a-layin’.

All these ideas, though, defy logic.

For example, the idea of paying just minimum wage is that of giving someone who doesn’t have a high skill level and is not all that valuable to the employer the amount which has to be given by an artificially-created law which has no relation to the actual market. If someone’s labor is worth $7.25 an hour to the company and no more, well, then that person will be a minimum wage hire. But if the minimum wage is $10 an hour – and they’ve tried to do this in Maryland on a couple of occasions – there’s no reason to hire someone who’s still only worth $7 or $8 an hour to the compamy because it would be unprofitable in the long run. That’s the point made in the video. (One thing not mentioned is that the reason unions push for minimum wage increases is because many labor contracts are pegged to maintaining a salary point a certain percentage or dollar figure above the minimum, which means automatic but unearned and non-negotiated wage increases for their workers if the minimum wage goes up.)

But if there were no minimum wage, all it would mean is that the labor market would find its level. Arguably, this is one problem which is blamed on illegal immigration and the penchant to work on a cash or “under the table” basis – they could be happy with $5 an hour if taxes aren’t taken out and there’s no need for a Social Security number.

Taken to its opposite extreme, what if there were a maximum wage and no one could work for more than, say, $20 an hour? What incentive would anyone have to succeed knowing they could only reach a certain level, and what enjoyable parts of life would we have to do without given the artificial limit of $800 a week for 40 hours of labor? That’s only $41,600 a year before taxes. To me, having a minimum wage is just as unrealistic as having a maximum one – and don’t get me started on the idiocy presented by the so-called “living wage.”

Without a minimum wage, would employers try to take advantage and pay, say, $5 an hour? (Ironically, that was my hourly wage on my first job in 1986 – one Lincoln per hour.) Some would, but in time these low-level employers would find that the labor pool willing to take that kind of wage would leave a lot to be desired, so they would have to increase their offerings to find better workers. On the other hand, in places where labor is in high demand, like the oil-rich portions of North Dakota, even workers at menial jobs get double-digit hourly pay. (Incidentally, North Dakota is a right-to-work state.) Once the employment market levels out there, that boom will slow down and wages will come back to a particular supportable level for both employers and employees, with those who work in the oil fields remaining on the top of the wage totem pole because their work is more valuable to their employer than a guy flipping burgers at the local fast food joint, as it should be.

But there is one entity which will never settle for the minimum wage, and that’s government. Living in a state which seems to be the leader in one category above all else – tax and fee increases – it always seems as though Big Labor is right behind them every time the state wants a little more out of our pockets. Perhaps this is more understandable in the case of increasing the gas tax, as those unions involved in construction moaned and complained that we hadn’t increased the tax in over two decades. (To which I replied: so?) Supposedly, the additional jobs created by building new infrastructure – even as frivolous as new light rail mass transit lines will eventually be – will assist in jump-starting the state economy.

Again, however, this is a case of gaming the market and not allowing it to seek its own level. Granted, to use the example above, we do need to improve our roads and transportation infrastructure but there were other methods of doing so and more productive ways to spend the money. Nor does this count the other tax increases we have endured over the last half-decade on income and sales taxes, additional fees, and various other methods of vacuuming our hard-earned dollars out of our greedy little fingers and into the deserving coffers of the state for “investment.” Instead of each of the six million or so Marylanders making their own decisions on where to spend, they get part of their check confiscated from them so the state can transfer wealth from flush to impoverished, taking a decent-sized cut for themselves in the process and producing nothing. Julius is the one left poorer for it.

In the video, Julius reaches what’s supposed to be his golden years without a pension because his company was driven to bankruptcy by the union he didn’t belong to. Unfortunately, the creation of promises over a generation – without the actual funding to back them up – are poised to harm both union and non-union retirees alike. Public pension funds nationwide on the aggregate have a funding gap between assets and promised benefits estimated at around $1,000,000,000,000. (That’s one trillion dollars, or about 3/10 of our annual federal budget.) While that pales next to the unfunded liabilities of Social Security and Medicare, this is still a vast sum which in all likelihood won’t be made whole without rampant inflation or a significant devaluation of the dollar.

Perhaps it’s a good plan for those under 50 to plan on a retirement – if leaving a job is even a possibility in that distant of a future – without either Social Security or Medicare because neither can survive in their present form. Simply put, they aren’t taking in as much as they are putting out. A half-century or more of promises and IOUs was never addressed because people thought the good times would last and last while the bill never arrived. That simply defies common sense, and here’s your invoice.

We don’t know what happened to “Julius” but I’m sure a lot of people can guess the rest – he dies a pauper, having done things the way he was told to do and getting no reward for it because other special interests figured out how to prime the political pump and have the system rigged in their favor. This all can be changed, but it will take a long-term concerted effort and there will be some bitter, bitter medicine to swallow in the interregnum.

As the son of a former union worker whose plant was a casualty of the recession of the early 1990s and a mom who worked for over 20 years to help support the family, I can understand just where this was coming from. My mom might not agree, but I hope she has a happy Mother’s Day nonetheless.

So what is the New Fair Deal?

If you are one of those who follows conservative grassroots activism, it’s likely you may have heard about the New Fair Deal rally being held in Washington tomorrow afternoon to coincide with tax day. While it will certainly be a modest event by the standards of other TEA Party rallies such as the 9/12 rally in 2009 or various Glenn Beck-led gatherings since, organizers believe a few thousand will attend with many staying around after the speeches to buttonhole various members of Congress about this new legislative program aimed at reining in government.

But the better question is: what is the legislative program? The four planks can be summarized as follows:

  • No corporate handouts
  • A fair tax code
  • Stop overspending
  • Empower individuals

The eight Congressmen who will be authoring the legislation in question, some of whom are among the most libertarian Republican conservatives in Congress, are Reps. Jeff Duncan and Mick Mulvaney of South Carolina, Jim Jordan of Ohio, Doug Lamborn of Colorado, Tom McClintock of California, Mike Pompeo of Kansas, Dr. Tom Price of Georgia, and Reid Ribble of Wisconsin. Mulvaney, Pompeo, and Price are among the speakers tomorrow at the event, which will also feature Rep. Justin Amash of Michigan, Senator Mike Lee of Utah, activists Rev. C.L. Bryant, Deneen Borelli, Julie Borowski, Ana Puig, and Maryland’s own Dan Bongino. Borelli is featured in this video decribing some of the features of the New Fair Deal.

“The New Fair Deal is a four-part legislative package that ends corporate handouts, closes loopholes in a simple tax code, balances the budget, and empowers Americans with the choice to opt-out of Medicare and Social Security,” explained FreedomWorks president Matt Kibbe. “Individual freedom, economic empowerment and equal opportunity are the ultimate fair deal for Americans. No more pitting us against each other while politicians and big business pick winners and losers in the marketplace at the expense of everyday individuals,” he added.

It goes without saying, though, that the devil is in the details. For example, ending corporate subsidies is great for avoiding the next Solyndra or Ener1, but my friends at the American Petroleum Institute would argue that the tax package for oil exploration is vital to the industry’s success. They may have a point, so perhaps the best solution is to prioritize which subsidies would be axed first and which ones would have more of a transition. Being a fairly mature industry, it may take somewhat longer for the oil and natural gas companies to deal with these changes, as well as the sugar farmers who were targeted in the video. I could see a time window of three to five years for these industries, but green energy? Cut them off yesterday.

As far as a “fair tax code” I honestly don’t think there is such a thing, particularly with the proposal of a two-rate system as specified. I like the idea of a “skin in the game” tax where everyone has to pay at least 1 percent (for someone making $20,000 a year that’s $200 – not a back-breaker if you know it’s coming) but I disagree with the progressive rate change from 12% to 24% at $100,000. If we are to have a flat tax, it should be one rate regardless of income. Why would I take the overtime which would push me from a salary of $98,000 (and an $11,760 tax bill) to $101.000 only to have that and much more – since the tax bill would steeply jump to $24,240 – entirely eaten up by taxes? I understand the populist idea of the secretary paying less than the billionaire, but the solution proposed would be ripe for complication because of situations like the above. I’d rather work on repealing the Sixteenth Amendment and creating a consumption tax, which would be the most fair of all because one can control their level of consumption to the greatest extent.

Another area which suffers from being too broad is the concept of “overspending.”  Even if you cut off all discretionary spending tomorrow we would still have a deficit. Yes, we do need to eliminate the concept of baseline budgeting posthaste but we also have to lose the mindset which makes people fear their budget will be cut if they don’t spend their full allocation. While thousands and thousands of federal workers are superfluous to the task of good government, we have to educate the public as to why they need to be let go – you know the media will be portraying them as victims just like they tried to make a huge case that sequestration would be devastating.

Of the four planks presented, though, I really like the idea of the last one as expressed – the power of determining your own retirement and health care needs. In just 14 years I will be eligible for Social Security, but to be quite honest I don’t expect a dime from it because the system will be bankrupt by then in my estimation. (My writing was intended to be my “retirement” but real life intruded a little more quickly than I imagined it would.) The same goes for Medicare. If I had the choice, I would tell the government to give me back the money I paid into Social Security and Medicare – let me decide how to invest it best. This legislation may well allow me that option, although I suspect it will be tailored more to those under 40 who still have plenty of time to weigh all their retirement choices.

(Remember, though, I am on record as saying “Social Security should be sunsetted.” Nothing they can propose would eliminate that stance.)

The key to any and all of these changes taking place, though, is to remember none of this happens overnight. As it stands right now, the earliest we can make lasting national change in the right direction is January of 2017. Moreover, these Congressional visionaries and any other allies we may pick up along the way will be standing for election twice before a new President is inaugurated – and if the Republicans nominate another milquetoast “go along to get along” Beltway moderate who doesn’t buy into this agenda, the timetable becomes even longer.

But there is an opportunity in the interim, though. What statement would it make if Maryland – one of the most liberal states in the country according to the conventional wisdom – suddenly elected a conservative governor and confounded the intent of the heretofore powerful liberals in charge by electing enough members of the General Assembly to foil their overt gerrymandering attempts? No doubt it’s the longest of long shots, but let the liberals think they have this state in the bag. Wouldn’t it be nice to watch them fume as a Governor Charles Lollar, Larry Hogan, Blaine Young, or Dan Bongino is inaugurated – this after the stunning ascension of Speaker of the House Neil Parrott and President of the Senate E.J. Pipkin? Those who survived the collective hara-kiri and cranial explosions throughout the liberal Annapolis community would probably be reduced to bickering among themselves and pointing fingers of blame.

Our side often points to Virginia as a well-run state, but I think there are even better examples to choose from. Certainly there would be a transition period, but why not adopt some of these ideas as well as other “best and brightest” practices to improve Maryland and create a destination state for the producers as opposed to the takers?

If this sort of transformation can occur in Maryland, I have no doubt Washington D.C. would be next in line.

Ten Question Tuesday: January 15, 2013

Today’s guest comes from a perspective which might surprise you. Jonathan Bydlak comes from a political background as the Director of Fundraising for Ron Paul’s 2008 Presidential campaign, but has turned his talents to the lobbying side of politics as President of the Coalition to Reduce Spending. They bill themselves as the only group in Washington with that singular focus.

Since I’ve referred to his group here on several occasions, most recently in this odds and ends post, I thought his national perspective would be good for readers to understand, if only to prove not everyone inside the Beltway wants to spend, spend, spend!

monoblogue: What got me interested in your group in the first place was that you’re looking at things on the spending side, which is where I think the whole ‘fiscal cliff’ solution lies.

Bydlak: Absolutely.

monoblogue: But let me back up a second, because your group is relatively new, is it not?

Bydlak: Yes, we formed in February of 2012 and we didn’t become a full-time pursuit until late May or early June.

monoblogue: So you’re actually a very new group. What was the impetus behind getting together as a group and starting it up?

Bydlak: Well, I has the idea of the group for quite some time, literally since I worked in the (Ron) Paul campaign in 2008. The initial idea actually came out of a conversation I had with Peter Schiff, when I was working on the campaign. We used to chat every so often on economics and we got into this discussion one time about, why does no one talk about spending and why is no one as serious about spending as Dr. Paul? That’s what ultimately, personally drew me to Ron Paul, that he was willing to ask the question ‘where are you going to get this money from to pay for the things that you want to do?’ which most of the candidates in both parties tend to not want to do.

Anyway, the thought occurred to me at the time – Grover (Norquist) has been successful at getting – at least Republicans – to not raise taxes. And it struck me that the pledge model is actually a pretty effective one – not just because of Grover’s success, but also if you look at the term limits movement for example in the 1990s spread pretty effectively through groups like US Term Limits by using a pledge mechanism. It struck me as odd that no one had attempted to apply that model to the spending side of the equation, and here we fast-forward five years after the 2008 campaign…the TEA Party movement is talking about the debt and about spending, and it seems to be a more significant awareness and concern about borrowing and the debt, and so on… You have groups that focus on the tax side of the equation and you have groups that talk about spending along with twenty other issues, but there’s no one who has attempted to create an organization that is focused solely on spending…

There was a huge void being missed, particularly in light of the fact that people are seemingly waking up to the notion that spending is ultimately the cause of our financial problems.

monoblogue: Right. And I guess that’s the other side of the equation; as you said, Grover Norquist is very well known for his ‘no new tax’ pledge. The problem that I’m sure people are having a hard time wrapping their head around on the idea of cutting spending is that you can cut spending for anybody except the pet group of the person that’s sitting there saying “we need to cut foreign aid” or “we need to cut welfare” or “we need to cut defense.” Yet there’s other people who say “you can’t cut defense” or “you can’t cut welfare” and you can’t cut all this other spending. If – and maybe this is kind of putting you on the spot – if it were up to Jonathan Bydlak, what would be cut spending-wise?

Bydlak: Let me make a couple comments on that. So the first thing is that everyone wants to get into, exactly what we should cut. The problem I have with that discussion is that it assumes there’s already agreement that there should be cutting going on. As the recent fiscal cliff negotiations show, there’s actually not agreement at all. You had all but eight Senators voting for McConnell’s fiscal cliff compromise, and you had roughly one-third of Republicans and all but 16 Democrats voting in favor of the bill. So, in Washington at least, there isn’t agreement that we even should be cutting in the first place. We haven’t passed a budget in over 3 1/2 years, over a thousand days. So from our group’s perspective there is significant value to be added just by getting people together from both sides of the aisle and getting them to even agree with the premise that we should cut spending. That’s my first comment.

As far as where you cut, the bigger problem isn’t so much that everyone has their pet projects per se, it’s that both parties have not wanted to address significant portions of the budget. The reality is, if you want to balance the budget, you want to curb spending and bring the budget back into balance, you have to address the big-ticket items in the budget, and there are relatively few: entitlement spending and military spending. The interesting thing about those two things is they essentially represent the two sacred cows of the two major parties. On the left you have entitlements, Democrats (will tell you) ‘no, you can’t consider entitlement reform, on the right you have military spending and Republicans say, “no, we can’t really go and address a bloated Pentagon budget.”

So at the end of the day if you care about having a government that lives within its means, it doesn’t really matter what Jonathan Bydlak wants to cut because it’s a mass that you have to reform. Entitlements and military spending make up 75 to 80 percent of the budget, and when we’re talking about borrowing 40 to 45 cents out of every dollar you can’t balance that without…by looking at only 20 to 25 percent of the budget. So the second point I’ll make is that, from our group’s perspective, we’re trying to increase awareness and highlight the fact that ultimately, if you’re serious about spending and serious about having government live within its means, you have to also be serious about reassessing entitlement spending, about reassessing military spending, and about getting both parties to put their sacred cows on the table. The big part of the problem as I see it: Republicans, for a long time, have talked a good game about “we need to cut spending” and then Democrats come back and say, “all right, let’s start with the Pentagon.” Republicans say no, that’s our sacred cow and push it off the table…as a result, Democrats are never forced to put entitlement spending on the table.

To me, the most important line in our pledge is the line that says, “all spending must be on the table.” We can have the debate down the road about how much we can cut from here and how much we can cut from there, but let’s start with an agreement that we shouldn’t claim spending and that everything should be on the chopping block. In my opinion, that’s the only way you’re ever going to get both parties to seriously consider the types of cuts that need to happen.

monoblogue: So you’re looking at it more as a groundswell of support from the outside rather than trying to work from the inside…you’re looking for the people to say, “look, we want you to address this problem – we don’t care exactly how you address this problem, just put everything on the table and let’s address it.”

Bydlak: I think that’s the starting point, right? Then you have to say what can we cut in the Pentagon’s budget, and how can you restructure Social Security and Medicare and other entitlement programs. That’s the sort of debate that has to happen, but instead we see…grandstanding about that we can’t cut this, or can’t cut that, or, in general, an unwillingness to put their own sacred cows on the table. The compromise is always “I’ll vote for your spending if you vote for mine,” rather than “I’ll accept some cuts in my spending if you accept some cuts in yours.”

I think you’re starting to see a pretty significant change…one is that Ted Cruz, for example, he signed the Pledge and has been saying everything should be on the table. That’s something that would be hard to imagine happening five or ten years ago. Another example is Lindsey Graham – now Lindsey Graham and I would probably have disagreements over how much could be cut from the Pentagon’s budget, but Lindsey Graham has said, “you know what, I’d be willing to go and consider military spending on the chopping block if we can get meaningful entitlement reform.” That’s a very big change, so that’s the sort of mindset that we’re trying to promote, to actually get people to realize this problem is ultimately, in my opinion, and if you want to talk about the greatest threat to our national security, it’s our national debt.

So the way that you’ll ultimately get significant reform in these areas is to get everyone to agree that their sacred cow is on the table, too. I wouldn’t characterize it as working from the outside or working from the inside; it’s a combination of both.

monoblogue: Given that you have such an influence from Ron Paul, you would get a reputation as sort of a maverick. That was Ron Paul’s entire gig, so to say – he was not exactly a mainstream Republican (and) he kind of went his own way. That’s fine; I respect him for that. Do you find that the influence – most people know you’re disciples of Ron Paul and such – is that a large obstacle in Washington?

Bydlak: I don’t consider myself a disciple of Ron Paul; I don’t know even what that exactly means. Obviously I’m very supportive of Dr. Paul and I’m generally of the same political persuasion, but I don’t consider myself a disciple of anyone. There have been a couple of articles which came out recently saying that I’m the next Grover Norquist, if you will, (but) my comment is I’m the first Jonathan Bydlak. (laughs) That’s funny, my parents will tell you a story that when I was five years old, maybe I was four, the first book I ever bought was a collection of Ronald Reagan’s speeches, “Speaking My Mind,” which was an autobiography and collection of speeches he wrote shortly after leaving the White House. I paid a dollar for it at a used bookstore and growing up I had a picture of Ronald Reagan on my bedside table. There are plenty of things I would disagree with Ronald Reagan on, so again, to characterize me as a disciple of one or the other, I don’t really know.

I suppose your argument is that simply by having worked for Dr. Paul that somehow that ends up being a disadvantage, but I don’t think so because the focus of our organization is just on the issue. If you think about which organizations in Washington tend to be most effective at accomplishing their objectives, in my opinion the evidence is pretty obvious. And that is organizations that have a laser-like focus on one issue – you think about the NRA, you think about the ACLU – left or right, those groups tend to be the ones that are most effective and ultimately the most feared. So I think this is part of the reason it’s so important to focus only on the issue of spending, because if you start taking positions on twenty different issues the coalition of people that you’re able to bring together becomes increasingly limited. My hope, and I think what we’re proving, is that we’re able to bring together a larger number of people by focusing solely on one issue, regardless of whether you’re a Democrat, Republican, independent, Libertarian, Green, pick your ideological persuasion or party affiliation.

monoblogue; Well, I agree with that. That makes perfect sense to me. Now I know you were also circulating a spending pledge, much like Grover Norquist’s pledge not to raise taxes, and you mentioned Ted Cruz – I assume he’s one of those who has signed that pledge?

Bydlak: Yes, that’s right.

monoblogue: Who else has signed the pledge, and has anyone started to think about 2014 and contacted you and said “I already don’t like the way things are going in this Congress and I wanted to get a early jump on the next Congress so I’d like to sign your pledge now?”

Bydlak: We got started in the middle of the primary cycle, so we got started a little late just by virtue of when the group was formed. We  had 24 candidates nationwide who signed the Pledge; of those we had a Democrat running in New York City, we had an independent running in Colorado, we had a handful of Libertarians, and the rest were Republicans. Out of those, I think 12 made it into the general election, and then two were elected: Ted Cruz being one and the most prominent, and the other being Doug Collins, who was elected in Georgia’s Ninth District, which has recently been redrawn because of the Census and Georgia getting an additional seat. Representative Collins has been looking pretty great in terms of what he’s been saying; I think he seems pretty solid on the issue. Of course, we’ll see how that continues to pan out… That’s sort of where we are right now; naturally we are focusing on getting organized ourselves in terms of being able to maximize our impact in 2014, with the idea being that we want to get as many people on the record as possible saying they are committed to the planks of our Pledge.

monoblogue: So your foot is in the door in terms of both the House and the Senate…in the future – and I know you’re basically a one-issue organization – are you planning on getting into financially supporting candidates or do you just want to stay with the advocacy arm of it?

Bydlak: No, we don’t endorse any candidates. Part of what I see our role is to put candidates on the record. For example, in the Texas Senate race Lieutenant Governor (David) Dewhurst, who was running against Cruz, also signed the Pledge within a day after we announced Senator Cruz had signed… We’re not here to endorse anyone.

Pledges have two main benefits, I think. One is that they provide information to voters. When candidates run for office and say they’re serious about tackling the national debt, or that they’re a fiscal conservative, or what have you – it’s one thing to say those things but it’s another thing to be actually willing to put your name on paper and say what that actually means. We are attempting to define very clearly what that means; generally the three planks of our Pledge, which is that you’ll only vote for a balanced budget, you won’t vote for new spending programs that aren’t offset elsewhere in the budget, and they won’t vote to increase borrowing.

The second benefit, of course, is that when they get into office and they renege on the promise they made to voters, well, now there’s a means for the voters, the activists, and the media to hold them accountable. It’s not just that they ran for office and it was some random verbal promise, here you have it in writing and you can say, “wait a minute, this is what you said and you’re not doing that.”

So we see our role as not at all trying to endorse anyone, but actually trying to get as many people as possible to go on the record and say we care about these issues enough that we want to signal to voters that we’re serious enough to say we want to sign on the dotted line. That, in a nutshell – to us, it’s more about changing the incentives of the game. There’s a great Milton Friedman quote where he says something to the effect of the greatest challenge in politics is to create good incentives so that imperfect people do good things. And the idea is if you’re going to rely on politicians to do the right thing, that’s kind of a fool’s errand. But you can start to create incentives for certain behavior – that is something that I think is really valuable, and that’s where I think the Pledge is really valuable that it starts to provide a counterweight to the incentive of the status quo, which is basically bring home the pork to your district and have your campaign financed by special interest groups.

But if you can show that voters care about these issues enough where politicians feel compelled enough to go on the record about them, well, that changes the incentives of the game and perhaps leads to a better opportunity to see meaningful spending cuts.

monoblogue: Certainly I’d like to see, if I’m faced with a primary of ten people, I’d love to see that ten people signed the Pledge, and I definitely want to do my part to spread the word. I know you guys have a website and all that, so take this opportunity to plug yourselves for my readers.

Bydlak: The website is reducespending.org, People can go on our website and download a copy of our Pledge, and get their Representative or Senator to sign, or candidates to sign. There is also a Voter Pledge people can sign, with the goal being the more support we can show for the idea we are promoting the better. We are open to any suggestion, certainly we are heavily into social media, which is probably not surprising given my experience in the Paul campaign, but definitely join our Facebook page, follow us on Twitter, and send me an e-mail and get involved that way in terms of, if there are ideas people have, we want to hear any of them.

monoblogue: I have one last thing that just occurred to me. Are you planning on taking this to a state level, or strictly federal?

Bydlak: It’s absolutely something we would like to do, and we’ve already talked to a couple organizations about this. The challenge of the state level is that there are fifty different requirements, as some states have balanced budget requirements, some don’t, there’s various minutia in every different state; frankly, I’m not well-versed in all the minutia in how each state works. So that’s a growth opportunity and something we want to do, but we need to enlist the involvement of people who are experts so what we would likely do is roll them out in a handful of states at a time. That’s definitely something we would like to do in the future.

One happy party

Lost in the post-election hangover and finger-pointing was something which could either be good news or bad news for Maryland Republicans: the Libertarian Party is assured of a place on the 2014 ballot. My friend Muir Boda provides some background:

Election results in Maryland showed positive results for Maryland Libertarians. Muir Boda, the Libertarian candidate for Congress in Maryland’s 1st District received nearly 12,000 votes at 3.8%.  Even more exciting the Libertarian Candidate for President, Governor Gary Johnson, received over 21,000 votes and 1.1% of the vote. This secures ballot access for the Libertarian Party in Maryland through 2016, which will save Maryland Taxpayers hundreds of thousands of dollars.

However, I’m not sure of Boda’s interpretation of the law about 2016, as Maryland election law states on minor parties:

The political party shall retain its status as a political party through either of the following:

(i) if the political party has nominated a candidate for the highest office on the ballot in a statewide general election, and the candidate receives at least 1% of the total vote for that office, the political party shall retain its status through December 31 in the year of the next following general election; or

(ii) if the State voter registration totals, as of December 31, show that at least 1% of the State’s registered voters are affiliated with the political party, the political party shall retain its status until the next following December 31.

Unless the Maryland Libertarian Party can get to and stay at a figure of about 36,022 registered voters (they had 10,682 at last report) my reading of that law means they only have 2014 ballot access.

Boda can boast, however, that he was the leading vote-getter of the eight Libertarians who ran for Congress in Maryland as he received 3.8% of the overall vote. If extrapolated statewide, Boda and his 12,522 votes would have easily topped the actual statewide candidates (U.S. Senate hopeful Dean Ahmad and Presidential candidate Gary Johnson) because neither had topped 30,000 votes as of the last round of counting. The First District has been very libertarian-friendly over the last three cycles, with Boda and 2008-10 candidate Richard Davis getting an increasing share of votes each time. Muir has a chance at beating Davis’s 3.79% in 2010 if he can hang on to his current percentage.

So what does that mean for the Maryland GOP? Well, obviously there is a small but significant part of the electorate which is dissatisfied with the moderate establishment of the Republican party, so much so that they would “throw away” their vote on a third party. Perhaps one factor in this was the fact Andy Harris was widely expected to crush his competition so a Libertarian vote was a safe “message” vote, but I think this 1 to 4 percent of the electorate is just as important as the 3 to 5 percent of the electorate which is gay – and we certainly bent over backwards to accommodate them in this election, didn’t we? (Granted, those two groups aren’t mutually exclusive but hopefully you see the point.)

While I’m discussing my Libertarian friend, I think it’s important to bring up an article he penned for Examiner.com. In that piece, he opens:

The utter failure of the Republican Party to embrace and acknowledge the millions of people that Ron Paul had energized over the last five years not only cost Mitt Romney the election, it may very well hinder the growth of the GOP. This is the result of a political party bent on preserving the status quo and adhering to its very principles.

He goes on to allege that “Mitt Romney did not have to cheat to win the Republican nomination, but he did anyway.”

Besides the fact I think his statement on principles is perhaps not artfully worded – if not for principles, why would a political party exist? – I also think Boda’s article loses a little bit of steam in the middle when he writes about the back-and-forth between the two parties. Republicans and Democrats exist in a manner akin to the way two siblings get along, with the bickering coming to a head at election time, and unfortunately Muir falls into the trap of believing there’s not a dime’s worth of difference between the two parties.

But his opening paragraph and closing statement are fairly close to hitting the bullseye given the state of the national GOP as it relates to outsiders like the TEA Party. I’ll put it this way: given the general attitude of the mainstream media about the Republican Party, would it have hurt to follow the rules which were originally established and not shut out the Paul delegates? Yes, the convention may have served less as a Romney/Ryan coronation, but with the rules shenanigans that occurred there we had plenty of controversy anyway. I’m sure some percentage of them came around, decided to bite the bullet, and voted for Mitt Romney, but a lot of those folks didn’t vote, didn’t volunteer, and didn’t send in money.

Boda concludes:

The unfortunate truth is that Republicans had their chance to roll back regulations, reform the tax system and address other issues such as Social Security and Medicare. Yet, they became worried more about retaining power and keeping us at war than protecting our liberties.

Now I disagree with the specifics of this passage simply because the entire idea of a political party is “retaining power” and we were warned the battle against Islamic terror would be a long one. But in a sense Boda is correct as the last Republican president – with the help of a Republican-led Congress – worked to expand federal involvement in education (No Child Left Behind) and created another entitlement program with Medicare Part D. In the end, those will be more expensive than the oft-quoted passage by liberals about “putting two wars on a credit card.” Nor should we forget that President Bush had a plan to address Social Security, but demagoguery by Democrats and the AARP (but I repeat myself) nixed that thought.

Of course some are going to say that the idea of a competitor whose party mainly siphons votes from our side should be dismissed. But, unlike some of those in the Maryland GOP establishment, to me it’s principle over party and I’m conservative before I’m Republican. My job is to marry the two concepts together and win the battle of ideas, which in turn will lead to winning elections – even over the Libertarian candidates.

Odds and ends number 50

Half a hundred now of these items which deserve a paragraph or three, and in this rendition several are of national interest.

I wanted to start out with a rather comprehensive look by Accuracy in Media at voter fraud. In truth, this is less of an expose than a confirmation because we on the Right had been thinking about this for years, and some of these accounts have filtered down to a local level.

Now I’ve heard people claim that voting should be a privilege reserved to property owners or to those who pay taxes rather than receive goodies from the government. I don’t agree with that approach, but I think that perhaps if local election boards are running into a problem with last-minute registrations scant weeks before an election, the simple solution would be to simply move back the deadline. Honestly, if people wish to register to vote they’re going to do it well in advance of the election. This would also do away with the open invitation to fraud known as same-day registration.

But I also agree we should do away with motor voter laws and eliminate early voting. If people are serious enough to vote they already have the right to get an absentee ballot. To me it’s a waste of taxpayer money to spend thousands on multi-day elections when just 2% of voters participate.

And don’t even go there and tell me I want to suppress turnout, because I don’t. I want prospective voters to take their responsibility more seriously. The left always screams “voter suppression” whenever some common-sense idea like photo voter ID or those others above are introduced, but they are all in favor of oppressive campaign finance laws. Isn’t that monetary suppression? Hypocrites.

The report is well worth a read.

Along that same line, writers Peter J. Boyer and Peter Schweizer ask why certain corporate interests can go scot-free under the Obama regime while others are hounded by the Justice Department. That’s not to say that Wall Street is a batch of crooks by any means, but in politics perception is reality and the fact that Wall Street gave far more to Barack Obama than John McCain leads to the thoughts of pay-for-play and cronyism.

Speaking of entities which give Democrats a lot of money, Matt Patterson and Trey Kovacs of the Competitive Enterprise Institute asked in the Washington Times why unions just won’t let go if a bargaining unit doesn’t want to stay with them. Well, the answer seems pretty simple to me – as they write:

There is a reason why unions are fighting to hold workers against their will and challenging laws that bring greater freedom to the workplace. Union leaders need a monopoly on labor in order to bankrupt governments and corporations, and they require unfree markets to maintain their own power and wealth.

That goes in the category of “duh,” workers be damned.

And this is a video worth sharing, even if I don’t necessarily agree with the point.

Personally I would prefer Medicare eventually be phased out or devolved to the states, but I realize that’s a decades-long process. Having said that, though, it’s obvious that Obamacare is the wrong direction to go despite the fact it cuts Medicare. Paul Ryan’s not pushing seniors off the cliff.

Finally, I wanted to bring up the attention being paid to a national issue by our own Congressman, Andy Harris. In a recent release, he decried the abuse of taxpayer dollars by those here illegally:

Illegal aliens are filing false tax returns claiming numerous fake child tax credits.  Once our tax dollars are in the hands of illegal aliens, it’s impossible to get the money back.  Once I learned about this outrageous loophole that allows billions of dollars per year to be stolen from US taxpayers, I knew I had to act.

In November of 2011, I joined Rep Sam Johnson in introducing H.R. 1956, Refundable Child Tax Credit Eligibility Verification Reform Act, to close this loophole.   The bill is necessary because the IRS claims that they are simply following the law.  We had hoped that the IRS would act without legislation.

One would think that the White House would instruct the IRS to stop giving away tax dollars to illegal aliens scamming our tax system.  This is an urgent and immediate problem, especially as we’ve passed the tax filing deadline of April 15th.

The child care tax credits have grown from $924 million in 2005 to $4.2 billion last year.  H.R. 1956 will curb the fraud in this program by requiring the IRS to only allow this tax credit for children with a social security number.  H.R. 1956 was assigned to the House Ways and Means Committee and I am waiting for the hearing to be scheduled any time. (Emphasis in original.)

So my question is why there’s been no hurry to move this bill? I guess one would have to ask Rep. Dave Camp (R-MI) because it’s his committee. Perhaps his contributors would like the waiver to stand?

In truth, though, I think this is another in the series of ill-advised cautions by the Republican establishment to not risk alienating the Latino vote. Never mind that they turn off millions of voters who are concerned about the illegal alien problem – I’ll grant it’s less of a concern now that migration by illegals is now a net outflow due to a poor economy, but once conditions improve we may become a magnet once again.

Well, that cleans out my mailbox for the most part. Glad you stopped by for some original monoblogue content – I can’t put all my good stuff on Examiner because in all honesty I’m not sure their format would lend itself to such a post. That’s why I maintain this independent, conservative site!
