While it is true that the State of Maryland has a budgeting department where professional budget analysts work to a minimal degree, the oddest part about the forum will be this:

No one will put together in their collective university minds that the City of Salisbury or the Wicomico County government has no proper budget analyst AND that there is a need for one.

While the university kids in attendance at the forum with their sexin&#039; and drinkin&#039; and spittin&#039; and foul mouthin&#039; and drinkin&#039; will certainly never stumble  upon this simple realization, one would expect the university&#039;s teachers or local political representatives to at least be able to, shall we say, draw a neuron closer to another.

No, even that it too much for the local political assemblage.
